Abstract The land border for Indonesia and Timor Leste has a strategic and important meaning, for Indonesia the border region is the front page and the face of the Indonesian Nation. In this paper will explain the history and function of land border between Indonesia and Timor Leste. Indonesia and Timor-Leste have a long history of borders, before independence of Timor-Leste's border with Indonesia is not the case because Timor-Leste is still part of Indonesia but after Timor-Leste's independence, the two countries must set boundaries. This is important because the border has a function that can maintain security and create prosperity on each border of both countries. Abstrak Perbatasan darat bagi Indonesia dan Timor Leste memiliki makna yang strategis dan penting, bagi Indonesia wilayah perbatasan merupakan halaman depan dan wajah dari Bangsa Indonesia. Dalam tulisan ini akan menjelaskan tentang sejarah dan fungsi perbatasan darat antara Indonesia dan Timor Leste. Indonesia dan Timor Leste memiliki sejarah panjang dalam hal perbatasan, sebelum merdeka perbatasan Timor Leste dengan Indonesia tidak menjadi permasalahan hal ini dikarenakan Timor Leste masih menjadi bagian dari Indonesia akan tetapi setelah Timor Leste merdeka, kedua negara harus menentukan batas-batas wilayahnya. Ini penting karena perbatasan memiliki fungsi yang dapat menjaga keamanan serta menciptakan kesejahteraan di perbatasan masing-masing kedua negara.

Artikel ini membahas mengenai bergabungnya Timor Leste sebagai negara anggota ASEAN ke-11 yang ditinjau berdasarkan perspektif hukum internasional. Timor Leste dalam usahanya untuk memperjuangkan status keanggotaan penuh di ASEAN, nyatanya membutuhkan proses yang cukup panjang dan rumit. Hal ini cukup berbeda dengan saat penerimaan beberapa anggota ASEAN lainnya, seperti Kamboja, Myanmar, Laos, dan Vietnam. Tujuan dari penelitian, yaitu untuk mengetahui berbagai hambatan yang dialami oleh Timor Leste pada saat memperjuangkan perolehan status keanggotaan penuh dari ASEAN dan untuk mengetahui upaya-upaya yang dilakukan Timor Leste untuk memberikan kepercayaan kepada anggota ASEAN yang lain berdasarkan perspektif hukum internasional, bahwa Timor Leste patut untuk menjadi anggota ASEAN ke-11. Metode yang digunakan adalah metode penelitian yuridis normatif. Hasil penelitian menunjukkan hambatan yang dialami Timor Leste sebagian besar didasarkan pada alasan bahwa Timor Leste merupakan negara yang baru merdeka pada tahun 2002, sehingga apabila bergabung menjadi anggota ASEAN akan berdampak buruk dan tidak memberikan dampak atau kontribusi terhadap ASEAN. Simpulan dalam penelitian bahwasanya berbagai upaya, salah satunya kerja sama internasional telah banyak dilangsungkan oleh Timor Leste untuk membuktikan bahwa Timor Leste layak menjadi anggota ASEAN, sehingga pada November 2022 Timor Leste dinyatakan tergabung dalam ASEAN.

Abstrak: Timor-Leste adalah salah satu kisah sukses operasi perdamaian Perserikatan Bangsa-Bangsa (PBB) terlepas dari lamanya operasi tersebut dilakukan. Intervensi PBB di Timor-Leste bersifat khusus karena PBB menetapkan dua mekanisme peradilan selama operasi perdamaian berjalan, yaitu Serious Crime Unit (SCU) atau Unit Kejahatan Serius dan Komisi Kebenaran (CAVR). Baik SCU maupun CAVR memiliki mandat yang berbeda dengan tujuan bersama untuk mengatasi pelanggaran HAM yang terjadi di Timor-Leste. Tulisan ini bertujuan untuk mengkritik kedua mekanisme tersebut, khususnya mengenai bagaimana inisiatif ini mengusahakan keadilan bagi perempuan korban konflik di Timor-Leste. Kritik berfokus pada mandat, tindakan dan otoritas mereka. Berdasarkan ketiga aspek ini, kesimpulan yang dihasilkan adalah mekanisme –mekanisme ini gagal memberikan keadilan bagi para perempuan korban di Timor-Leste. Kata Kunci: Timor-Leste, operasi perdamaian PBB, pelanggaran HAM, mekanisme peradilan, SCU, CAVR, perempuan korban Abstract: Timor-Leste is one of few success stories of the United Nations (UN) peacekeeping operations despite its long period. The UN intervention in Timor-Leste is unique because it established two justice mechanisms during the peacekeeping operations, namely the Serious Crime Unit (SCU) and the Truth Commission (CAVR). Both SCU and CAVR have different mandates with a common objective to address human rights violations committed in Timor-Leste. This paper tries to criticize these two mechanisms, particularly on how these initiatives delivered justice for women victims of conflict in Timor-Leste. The critique focuses on their mandate, performance, and authority. Based on these three aspects, it is concluded that these mechanisms failed to deliver justice to women victims in Timor-Leste. <span>Penulisan penelitian ini berdasarkan konflik permasalahan batas laut Timor Leste dengan Australia.Tulisan ini bertujuan untuk mengetahui bagaimana penyelesaian permasalahan batas maritim antara Australia dan Timor Leste dan apa yang menjadi kepentingan kedua Negara. Konflik antar Negara dapat terjadi akibat batas-batas teritorial suatu negara telah dilanggar. Delimitasi batas maritim sebagai implementasi penentuan batas-batas wilayah laut antara negara. Dalam penyelesaian delimitasi batas maritim sengketa antara negara Timor Leste dan Australia adanya campur tangan oleh pihak ketiga yakni Arbitrase atau Mahkamah Internasional, sesuai dengan ketentuan konvensi UNCLOS 1982. Pada tahun 2016 Timor leste Arbitrase atau mahkamah Internasional turut campur tangan dalam penyelesaian antar timor Leste dan Australia. Greater Sunrise merupakan ladang minyak di Laut Timor dari pembagian hasil sumber daya minyak yang tidak merata bagi Timor Leste menjadi salah satu pemicu konflik delimitasi batas maritim. Pada kasus ini Penulis juga bermasud untuk mengetahui secara detail bagaimana perjanjian atau kesepakatan yang dilakukan Australia dan Timor Leste dalam penyelesaian masalah delimitasi batas maritim. Dalam studi kasus ini penulis tersebut penulis juga ingin mengetahui apa yang menjadi kesepakatan Australia dan Timor Leste dalam pembagian wilayah Greater Sunrise.</span>

This study aims to analyses the influence of price and promotion to trust and purchasing decision, a case study at Aportil IP, Timor-Leste. The study sample utilizes “Purposive Sampling” which aims to collect sample from selective people that fulfil the criteria. Researcher distributed questioner to service users of Berlin Nakroman ferry cruise voyage. The result reveals that 1) Price influences positively and significantly to the trust in APortil IP, Dili Timor-Leste will not be accepted or rejected. 2) Promotion positively and significantly influences to the trust at Aportil IP, Dili Timor-Leste can be accepted. 3) The price positively and significantly influence to purchasing decision in APORTIL IP, Dili Timor-Leste can be accepted. 4) Promotion influences positively and significantly to purchasing decision in APORTIL IP, Dili Timor-Leste cannot be accepted or refused. 5) Trust influences positively and significantly purchasing decision at APORTIL IP, Dili Timor-Leste cannot be accepted or rejected. 6) Price influences positively and significantly through trust in APORTIL IP, Dili Timor-Leste cannot be accepted nor rejected. 7) Promotion impacts positively and significantly influences to purchasing decision through trust at APORTIL IP, Dili Timor-Leste cannot be accepted or rejected.

Timor Leste ialah negara paling muda di Asia Tenggara yang merdeka pada tanggal 20 Mei 2002 silam. Jika dibandingkan dengan negara keanggotaan ASEAN lainnya, Timor Leste yang baru bergabung pada tahun 2022 kemarin dapat dikatakan sebagai negara termiskin. Timor Leste seolah merangkak berkembang sedikit demi sedikit untuk mewujudkan negara yang ideal. Namun, terlepas dari ketertinggalan tersebut, Islam sempat mencapai puncak kejayaannya di Timor Leste bahkan sebelum Portugis datang. Pasang surut dinamika Islam terus berjalan beriringan dengan plot-plot historis yang terjadi di Timor Leste hingga era kontemporer saat ini. Secara umum terdapat tiga pembabakan perkembangan Islam di Timor Leste, yakni masa imperialisme bangsa Portugis, masa integrasi dengan Indonesia, dan pasca merdeka hingga saat ini. Untuk menjabarkan hal tersebut digunakan metode penelitian heuristik dan studi kepustakaan. Merujuk pada penelitian yang telah dilakukan ditemukan fakta bahwa terdapat tiga pula alur perkembangan Islam di Timor Leste berdasarkan pembabakan sejarah tersebut. Masa imperialisme Portugis agama Islam nyaris terkikis habis lewat upaya kristenisasi. Kemudian masa integrasi dengan Indonesia membawa angin segar bagi perkembangan Islam yang difasilitasi oleh pemerintah. Pasca kemerdekaan hingga saat ini Islam seperti terlahir kembali dengan perkembangan yang lebih terarah dan terstruktur meski mengalami degradasi populasi. Abstract: After gaining its independence in 2002, Timor Leste struggled for joining ASEAN�s membership. Timor Leste changed foreign policy orientation from PIF to ASEAN. Then, Timor Leste had put its decision in 2011 which officially enrolled as member of ASEAN. This article seeks to analyze Timor Leste�s decision to join ASEAN�s membership. The authors sought to find the answers by using foreign policy decision-making model. This article focused on international factors which are derived from two important variables namely international context and economic and military conditions. The authors found from international context that Timor Leste decided to join ASEAN due to ASEAN�s attractiveness as prospective regional organization and strong support emanating from Indonesia as an influential state regionally. Economic conditions comprise close economic relations of Timor Leste with ASEAN countries. Military conditions are analyzed from Timor Leste�s military capability amidst neighbor�s military capability and its need to collective security. Abstract The aim of this Agora contribution is to examine the role of conciliation in maritime delimitation by analysing the Timor-Leste/Australia conciliation. First, this contribution addresses the applicability of the compulsory conciliation procedures to the Timor Sea dispute. It then considers the role of the Timor-Leste/Australia Conciliation Commission in maritime delimitation and in resource governance, respectively. Next, it examines role of conciliation in maritime delimitation by comparing the Timor-Leste/Australia conciliation to the Iceland/Jan Mayen conciliation. Finally, it reveals that the Timor-Leste/Australia Conciliation Commission significantly influenced the establishment of maritime boundaries in the Timor Sea.

Dengan demikian pengaturan ini merencanakan untuk merencanakan Taman Budaya Timor Leste di Dili. Taman budaya ini merupakan tempat diskusi yang memberikan wadah informasi kepada daerah yang lebih luas, khususnya daerah belajar untuk lebih memahami dan mengetahui tata kehidupan Timor Leste secara lugas dalam satu wadah, yang terdiri dari dokumentasi budaya, data, rekreasi budaya, karya seni dan lain-lain, sehingga ekspresi manusia dan cara hidup Timor Leste yang perlahan-lahan terabaikan dapat banyak terpelihara terutama bagi masyarakat di masa depan. Pendekatan rencana adalah metodologi realistis yang bergantung pada masalah kekurangan tempat atau kapasitas untuk mewajibkan penyajian berbagai macam budaya Timor Leste. Metodologi praktis bekerja dengan pengaturan program persiapan yang akan memberikan ruang yang diperlukan dan ukurannya, asosiasi ruang dan prasyarat situs untuk taman sosial yang diatur. Kemudian, pada saat itu subjek yang diterapkan pada rencana Taman Budaya Timor Leste di Dili adalah Neo Vernakular, sesuai kapasitasnya sebagai taman budaya yang mewajibkan latihan pelestarian, persekolahan dan pengalihan. Negara Timor Leste sebagai negara otonom dan berdaulat pada abad ke-21 dengan nama kekuasaannya Republica Democratica de Timor Leste (RDTL). Timor Leste merupakan sebuah negara kecil yang terletak di selatan dan utara daratan Republik Indonesia dan Australia. Sebelum otonomi mereka, Timor Timur (sekarang Timor Leste) memiliki konsisten terjebak dalam perselisihan membuat Timor Timur sulit untuk membebaskan diri dari kemelaratan dan gejolak politik (campur aduk). Artikel ini memaparkan tentang kebebasan Timor Portugis yang mana` masih merupakan penyelidikan antara efek dari revolusi bunga di Portugal, adanya impedansi Indonesia atau keinginan mereka sendiri untuk menjadi otonom. Penelitian ini menggunakan metode kualitatif dengan pendekatan historis. Adapun pengumpulan datanya diperoleh melalui study literature. Hasil menunjukkan bahwa kemerdekan Timor Portugis bukan hanya efek dari Revolusi Bunga akan tetapi ada campur tangan Indonesia dan tekad yang kuat dari masyarakat Timor Portugis sendiri.

Universitas Dili berkedudukan di ibu kota Negara Republika Democratica Timor Leste dan berdiri pada tanggal 20 Mei 2002. Pada tahun 1998. Pasca referendum tanggal 30 agustus 1999 Timor Leste memasuki era baru menjadi sebuah Negara yang berdaulat. Pada tahun 2000 Timor Leste sudah menjadi sebuah Negara sendiri dengan identitas bahasa sendiri, selang berjalan dua tahun perkembangan jumlah mahasiswa semakin meningkat dan tuntutan masyarakat akan lembaga pendidikan tinggi demi membentuk sumber daya manusia yang berkualitas. Penelitian ini bertujuan untuk mengetahui pengaruh motivasi dan disiplin kerja terhadap kinerja pegawai di Universitas Dili Timor Leste. Hasil dari penelitian ini adalah Motivasi kerja dan disiplin kerja berpengaruh positf dan signifikan terhadap kinerja pegawai di Universitas Dili Timor Leste pada taraf nyata α = 5%. Besarnya pengaruh antara Motivasi dan Disiplin Kerja pada Kinerja di Universitas Dili adalah sebesar 62,9%.

The impact of the Covid-19 pandemic on Timor-Leste in 2020 was great, and the ripple effects may be felt for years. Paradoxically, it was not that the population was directly impacted—indeed, the small half-island nation stands out with only a score or so of cases, and no deaths—but that the oil-dependent economy and the status of financial reserves took a major hit with the collapse of oil and stock prices. In the interest of managing the pandemic, the incumbent prime minister declared a state of emergency, withdrawing his earlier resignation and thus averting a political crisis. Still, as the new economic realities surrounding oil-related mega-infrastructure projects hit home, we see churn among the concerned ministers and technocrats, amid a major rethink of the way ahead, and with many of the choices invidious in the challenging new economic environment.

Why do some states transition, with foreign assistance, from “fragile” to “robust”? Scholars in state-building have argued that neotrusteeship is an effective strategy by which external organizations might build postconflict states. This article tests this hypothesis, and two related propositions, in a paired comparison of Kosovo and Timor-Leste. The two states are similar in many respects and both experienced regional peace enforcement operations to end violent conflict, followed by massive neotrusteeship operations. They have had divergent results, however, in postconflict state-building: while the state and economy are gradually becoming stronger in Timor-Leste, the same cannot be said of Kosovo, which continues to be plagued by high unemployment, low growth, corruption, and organized crime. I argue that many of Kosovo’s problems can be traced back to the strategy of dividing international responsibility for neotrusteeship operations.

Abstract Demographic studies of polygamy have focused overwhelmingly on the so-called ‘polygamy belt’ in Africa and the Muslim world, and temporally on the past five decades, for which demographic and health surveys are available. Despite a wealth of anecdotal historical evidence, Southeast Asia has been overlooked in the study of polygamy. Drawing on unusually detailed colonial statistics on the collection of a polygamy tax introduced in 1923 and colonial and post-colonial census data, we reconstruct the prevalence of polygamy in Timor-Leste from the late nineteenth century until 2022. In contrast to findings in Africa that emphasize declining rates of polygamy, we find that polygamy has fluctuated across time, likely increasing between the late nineteenth century and the early 1930s, declining modestly during the final decades of colonial rule and the Indonesian occupation, and then rebounding since independence in 2002. We highlight monetization as a key factor explaining both temporal and geographic variation in the practice of polygamy.

Timor Leste has been accepted “in principle” as the 11th ASEAN country in 2022, after 11 years of waiting. The 11-year delay is said to be due to skepticism from some Southeast Asian countries, which consider Timor-Leste an “uncertain situation”. Many domestic issues, influenced by the international context, have added to this situation. These include concerns about the consolidation of democratic state institutions in Timor-Leste, as well as the prospects for its short-term economy and internal security. Existing solely on the decline of the Petroleum Fund, which is expected to disappear within a decade, the country risks falling into a budget abyss. As the smallest economy in the entire Southeast Asia region, with the second lowest GDP per capita and high poverty and unemployment rates, Timor Leste has a long way to go to catch up with the remaining members of ASEAN. Despite these economic shortcomings, ASEAN still decided to accept Timor Leste as a new member. This article aims to explain Timor-Leste's credibility in meeting the political, economic and socio-cultural security criteria of the ASEAN pillars. It tries to explain why ASEAN accepted Timor-Leste. Using qualitative methods, the article shows that ASEAN member states have a real incentive to help Timor catch up with other members to avoid its economic collapse. However, the growing geopolitical rivalry between China and the US in the region is perhaps the best explanation for ASEAN's eventual desire to accept Timor Leste's membership application.

As the youngest country in Southeast Asia, Timor Leste realizes that becoming a member of ASEAN is important, and even the Timor Leste government says joining ASEAN is a priority for the country. Following up on its seriousness, in 2011, Timor Leste officially submitted an application to become a member of ASEAN, but 11 years later, the application has not yet been approved. Based on this background, this study was conducted to determine the current status of Timor Leste's membership in ASEAN based on the ASEAN Charter 2007 and to find out what hinders Timor Leste's acceptance as a member of ASEAN and how the prospects for Timor Leste's membership in ASEAN in the future. The results of this study show that first, in terms of Article 6 paragraph 2 of the ASEAN Charter, Timor Leste's membership status in ASEAN has not been ratified because Timor Leste has not fulfilled all the requirements contained in the article so currently, it is still a non-member observer country. Second, the thing that hinders Timor Leste's acceptance as a member of ASEAN is the use of a rigid and absolute consensus as well as the growing era which makes ASEAN countries increasingly see many factors to accept Timor Leste, then seen from Timor Leste's economic growth which is the slowest in Southeast Asia and one of the poorest countries in the world makes the authors feel that Timor Leste's membership status in ASEAN will not be accepted in the near future.

In the practice the maritime boundary delimitations can cause the overlap of claims between states with opposite or adjacent coasts. Regarding the maritime boundary between Indonesia and Timor-Leste, there was never a maritime boundary between both States, so it needs a settlement of disputes of maritime boundary delimitation between both parties. Therefore, these research aims to explain the methods and principles that could be used in resolving maritime boundary delimitation dispute between state with opposite or adjacent coasts based on international law and analyze how obstacles and solution to solve maritime boundary delimitation dispute between Indonesia and Timor-Leste (East Timor). This research uses normative legal research and Empirical Research Methods. The results of the research show that: (1) the maritime boundary delimitation between Indonesia and Timor-Leste uses enclaving, equidistant, and three-step approach method. (2), Indonesia and Timor Leste have the potential to determine maritime boundaries in the three areas, namely the area to the north of the Oecusse (Ombai Strait), to the north of Timor Island (Wetar Strait) and to the south of Timor Island (Timor Sea). Timor-Leste will still get a maritime territory in District Oecusse but the extent would be negotiated with Indonesia first, while in the Wetar Strait, the territorial sea division of the two countries would consider the outer islands of both countries.

Few studies have examined how exposure to substance influences adolescent’s use of substance in Timor-Leste. We assessed this relationship using nationally representative data from Timor-Leste to address this gap. Data was pulled from the 2015 Timor-Leste Global school-based student health survey. Data of students aged 13-17years (N = 3700) from class 7–11 across schools in Timor-Leste were analyzed for this study. Second-hand smoking exposure (AOR = 1.57 [1.31, 1.89] and parental tobacco use, AOR = 1.94 [1.54, 2.44]) was significantly related to in-school adolescent’s current use of substance after adjusting for covariates. Current substance use was also positively associated with being male, being in class 10–12, and being food insecure and negatively associated with having at least three close friends and benefiting from parental supervision. To reduce substance use among in-school adolescents, policymakers must consider the inclusion of all models in the social learning environment of adolescents in Timor-Leste.

Desakan diberikan untuk membawa para pelaku ke Pengadilan Internasional. Namun Indonesia dan Timor Leste mengabaikan tekanan ini. Sebaliknya, mereka sepakat untuk menggunakan pendekatan politik bilateral untuk menyelesaikan kasus tersebut dengan membentuk Komisi Kebenaran dan Persahabatan (KKP). Artikel ini bertujuan untuk memberikan analisis tentang alasan di balik kesediaan Indonesia dan Timor Leste memilih solusi politik bilateral untuk menyelesaikan kasus pelanggaran HAM. Dalam mencapai tujuan tersebut, tulisan ini menggunakan metode kualitatif deskriptif, dengan kerangka teorinya berdasarkan teori Neo-Realisme klasik. Pengumpulan data dilakukan dengan studi kepustakaan dan wawancara terhadap tiga kelompok responden baik di Indonesia maupun Timor Leste. Penelitian ini menemukan bahwa kesediaan Indonesia dan Timor Leste memilih penyelesaian politik bilateral sebagai solusi penyelesaian pelanggaran HAM berat tahun 1999 karena adanya kesamaan kepentingan. Berdasarkan temuan penelitian, penelitian ini memberikan kontribusi pemikiran bahwa penegakan HAM di negara tertentu tidak akan pernah efektif tanpa keterlibatan dan intervensi negara-negara besar.

This paper discusses about the reasons of Indonesia which provides a referendum to East Timor which resulted in East Timor being independent from Indonesia. This paper is analytical descriptive, using qualitative methods, with the data collection techniques, using "librarian research" where data to support arguments are obtained by collecting such data from various sources such as books or literature, journals, newspapers, Magazines, as well as data sourced from the internet. The results of the discussion in this paper indicate the fact that the process of independence of Timor Leste from Indonesia because of the influence of human rights norms that at that time developed and became the international world agenda. So that, with using the human rights norms, Timor Leste and the international community succeeded in intervening in Indonesia to provide a referendum to Timor Lesete as the embodiment of human rights enforcement in Indonesia. Tulisan ini membahas tentang alasan Indonesia yang memberikan referendum kepada Timor Leste yang mengakibatkan Timor Leste merdeka dari Indonesia. Tulisan ini bersifat diskriptif analitis, dengan menggunakan metode kualitatif, dengan teknik pengumpulan data, menggunakan teknik librarian researchdimana data-data untuk mendukung argumen diperoleh dengan cara mengumpulkan data tersebut dari berbagai sumber seperti buku-buku atau literatur, jurnal, surat kabar, majalah, maupun data-data yang bersumber dari internet. Adapun hasil dari pembahasan dalam tulisan ini menunjukkan adanya fakta bahwa proses kemerdekaan Timor Leste dari Indonesia karena adanya pengaruh dari norma HAM yang saat itu berkembang dan menjadi agenda dunia internasinal. Sehingga dengan menggunakan norma HAM tersebut, Timor Leste bersama masyarakat internasional berhasil mengintervensi Indonesia untuk memberikan referendum kepada Timor Lesete sebagai perwujudan penegakan HAM di Indonesia.

The implementation of this community service aims to deepen issues regarding the role of the Church in Timor Leste in dealing with social problems in serving and protecting its people through discussions with Sinodo in Dili, Timor Leste. This topic needs to be explored because Timor Leste is a neighboring country of Indonesia. It is directly adjacent to the Province of Nusa Tenggara Timur, so it is necessary to know its character and socio-culture so that friendship between countries can be carried out properly, especially in managing state borders that prioritize welfare. The Church in Timor Leste should have a balanced appearance, that is, in worship/sacrament appearances and social appearances. Good cooperation is needed between the hierarchy (church leaders) and the laity (the people) to mobilize the Church's role in overcoming social conditions or situations among the people or society. The role of the Church has been relentless, starting from the Timor-Portugal period and through the Timor-Indonesian period to the present-day Independent Timor.

This article presents a panorama of church life in the context of Timor-Leste. In 2015, the Catholic Church in Timor-Leste commemorated 500 years of the evangelization mission. It is within this context that this paper asks: After five centuries of evangelization in Timor-Leste, Quo Vadis Catholic Church? We pose this question to ourselves. This question and the theological reflection arising from it feels heavy to us. The question can also be: Quo Vadimus? As a Church, where are we going? This essay describes the three periods of evangelization in Timor-Leste each having its special and unique characteristics. These characteristics give each period a unique evangelization identity. This article ends by providing some proposals for the future of the Church with Timorese faces.

Abstract:
This article reveals how center-periphery relations have unfolded, over time, in language policy processes in one nation – Timor-Leste – on the global periphery. We take a longue durée perspective on the language policy processes at work in this historical context, showing how different regimes of language were imposed, in the past, by colonisers from distant centers – in Portugal and then in Java, Indonesia. Then, turning to the post-independence period, we show how a new order of indexicality, forged within the Resistance to the Indonesian occupation, formed the basis for current language policy in Timor-Leste, with Portuguese and Tetum as co-official languages. We also demonstrate that this agentive policy move, from the global periphery, oriented Timor-Leste to new and more complex center-periphery relations, to a ‘lusophone’ world, with Portugal and Brazil as key players. Our account of contemporary policy discourses in Timor-Leste, and of the consequences for language policy implementation, on different scales (national and local), draws on recent research of an ethnographic and multi-scalar nature conducted in Timor-Leste (Da Costa Cabral, 2015).

This article discusses the resolution of the land border dispute between Indonesia and Timor Leste at Bidjaele Sunan-Oben and Noelbesi-Citrana, two points that are classified as unresolved segments. Border negotiations between the two countries have been going on since 2000 and only two remain, namely Bidjaele Sunan-Oben and Noelbesi-Citrana, due to the different perceptions of the two countries at these points. In 2019, a final agreement regarding the two points was reached and outlined in the Agreed Principles on The Final Settlement 2019. This research uses a qualitative method with a case study approach. Using the theory of neoliberalism, this article finds that the cooperation between Indonesia and Timor Leste through the mediation of international regimes has proven effective in resolving land border disputes at the two points in question. However, the Covid-19 epidemic and Timor Leste’s absence from demarcation activities continue to obstruct the two countries’ technical settlement. Perundingan batas kedua negara Leste telah dimulai sejak tahun 2000 hingga saat ini. Proses tersebut menyisahkan 2 titik tersisa yakni Bidjaele Sunan-Oben dan Noelbesi-Citrana akibat adanya perbedaan persepsi kedua negara pada titik dimaksud. Pada tahun 2019, kesepakatan final terkait kedua titik tersebut berhasil dicapai dan dituangkan dalam Agreed Principles on The Final Settlement 2019. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Dengan menggunakan teori neoliberalisme, artikel ini menemukan bahwa kerjasama Indonesia dan Timor Leste melalui perantaraan rezim internasional terbukti ampuh dalam menyelesaikan sengketa batas darat pada kedua titik dimaksud. Namun Pandemi Covid-19 dan ketidakhadiran Timor Leste dalam kegiatan demarkasi masih menjadi penghambat penyelesaian teknis kedua negara.
