Abstract Social think tanks play an irreplaceable role in the field of public governance because of their unique objective perspectives and expertise. But there has disproportionately inadequate research into social think tanks. At present, researches and explorations concerning social think tanks are largely mixed with studies on “think tanks,” and there are still no institutes, groups or periodicals which work specifically as platforms through which social think tanks are evaluated, monitored and supported. To effectively address such problems as the direction, methodology, priorities and points of penetration for research on social think tanks, it is necessary to have a comprehensive, systematic understanding of present researches into social think tanks. By conducting searches in the CNKI database, 224 articles were chosen for statistical analysis in seven respects, namely, year of publication, author, organization with which the author works, theme, citation, concentration of research, and journal involved. Based on analysis findings, this paper suggests building a platform by which to evaluate and monitor researches on social think tanks, establishing an echelon-based model of professional training for social think tanks, stepping up development of social think tanks in western China or the remote and poor parts of the country, optimizing mechanisms for the transformation and application of research outcomes of social think tanks, increasing support to weak fields of research on social think tanks, and conducting research into major and difficult problems confronting social think tanks.

Think tanks are institutions that posi­tion themselves ideologically close to the powers that be, connecting them with science and defending the interests of lobbyists, while still striking a balance in the common interest of society. In the new context of political communication, think tanks take advantage of emerging trends in communication strategies by embracing the dissemination capaci­ty of social media. On the assumption that these social networking sites expe­dite the task of think tanks, we will illus­trate how thinks tanks leverage their influence and impact all over the world for agenda-setting and discourse fra­ming purposes. This empirical research, which relies on data collected on Twit­ter, analyses the global influence map by searching for practice patterns that could help us to gain further insights into the relationship processes of these agents in international relations and the political context. This paper provides a comparative analysis of current Finnish and Scottish think tanks and reviews how think tanks in these countries have evolved, how think tanks seek to influence decision making and engage with their stakeholders. To address the ways of influence this paper looks how Finnish and Scottish think tanks describe themselves and how they use publications in their advocacy. Conducted content analysis indicates that usually registered association based Finnish think tanks are generally more research-focused organisations, who overall deploy more research publications for advocacy than the company based Scottish think tanks. Findings also reveal that the number of think tanks in both countries has greatly increased in the last two decades due to the political challenges with European Union and national politics. The paper provides a new approach to study think tanks in national contexts.

This paper examines the emergence and role of research think tanks in Israel, particularly with regard to their influence on policy-making. The establishment of the first think tanks coincided with the founding of the state, with their numbers increasing since the 1990s. This paper attempts to map these Israeli think tanks, which are classified under four categories: government, private or independent think tanks, political party think tanks, and academic think tanks (‘universities without students’). The paper is divided into two themes. The first considers the core issues of their interest against the existence of these think tanks in the Israeli parliamentary political system. The second applies both the quantitative and the qualitative features of these think tanks in an attempt to discover the extent of their influence within the process of decision-making in Israel.

The relevance of the article is driven by the globalization and transgressiveness of contemporary society, which stimulate the emergence of new intellectual challenges requiring prompt and high-quality responses from certain governmental institutions. The article aims to highlight the activities of domestic think tanks in the context of today's challenges, including defining the essence, types, and functions of think tanks, as well as revealing the specifics of University-affiliated think tanks. It states that think tanks are a significant component of domestic science, developing in areas such as resources and infrastructure, human potential, international cooperation, and political influence. University-affiliated think tanks are institutions dedicated to analyzing state educational policy with university support, having their mission, tasks, work structure, and implementing specific directions in scientific-analytical activities. The article provides a list of well-known domesticUniversity-affiliated think tanks and priority areas of their work related to analyzing state educational policy, socio-psychological, economic, cultural, and information policies, information security, anti-corruption efforts, etc. It is proven that in the modern period, analytics and research by think tanks are largely focused on various aspects of changes in legislation, politics, recovery, and compensation for losses during wars. Emphasis is placed on the exacerbation of problems in the development of University-affiliated think tanks, including insufficient funding, communication and collaboration complexities between analytical centers and authorities, limitations on the interaction of think tanks with business, and the insufficient number of University-affiliated think tanks. The positions of scholars regarding the resolution and minimization of outlined problems through institutionalizing the market of think tanks, strengthening cooperation, increasing transparency, developing assessment tools, and increasing the number of think tanks are presented.

The article investigates why Georgian and Moldovan think-tanks have not emulated effective forms of advocacy in relations with the EU that their Ukrainian counterparts have established, namely a liaison office in Brussels. The reason is not the cost but rather the presence of alternative communication channels, high-level personal contacts and think-tanks’ focus on organizational survival. Better connectivity and new means of communication make the presence of a Brussels hub less crucial for regional think-tanks. Our research shows that there is often limited collaboration amongst think-tanks at the national level, which negatively affects opportunities for transnational advocacy of Eastern Partnership (EaP) think-tanks in relations with EU institutions. The aim of the article is to analyze the potential of the political advisory of think tanks in Central and Eastern Europe. Central and Eastern Europe at the turn of the 1980s and 1990s became a region of the development of the political advisory system, including organizations known as think tanks. In the following decades, think tanks from the region strengthened the organizational potential and gained a stronger position, and selected of them became think tanks with a global impact. Networking is an element that strengthens the position of think tanks in the region, including participation in international networks and the creation of their own networks. The article uses the quantitative research Global Go To Think Tanks prepared at the University of Pennsylvania.

Esta dissertação consiste na análise de determinadas características inerentes ao funcionamento de entidades de investigação, chamadas Think Tanks (TT), mais concretamente as que se debruçam sobre o ambiente, TT verdes. Tratar-se-á de clarificar o que são estas entidades, e perceber as suas características e o seu funcionamento, com o fim de perceber a multiplicidade de diferenças que existem dentro destas entidades, nomeadamente a multiplicidade de diferenças que lhes são inerentes se, a título de exemplo, as dividirmos geograficamente. Será necessário explicar o que são TT, e como se financiam, a sua composição e como obtiveram influência suficiente para ter impacto na sociedade. Assim sendo, estudadas as principais características dos TT, pretende-se estudar as características dos TT verdes, aqueles especializados no ambiente, procedendo a uma análise comparativa entre estes, a fim de retirar ilações pertinentes sobre o seu funcionamento, e avaliar-se-á o impacto destas entidades de investigação na sociedade e, mais concretamente, nas suas áreas de pesquisa especificas, nos seus países de origem e através de contributos para a Eco-Inovação (EI).
This dissertation consists of the analysis of certain characteristics inherent to the functioning of research entities, called Think Tanks (TT), more specifically those that deal with the environment, green TT. It will be a matter of clarifying what these entities are, and of perceiving their characteristics and their functioning, in order to perceive the multiplicity of differences that exist within these entities, namely the multiplicity of inherent differences if, example, we divide them geographically. It will be necessary to explain what TT are, and how they are funded, their composition and how they have had enough influence to impact society. Therefore, the main characteristics of the TT are studied, the characteristics of the green TTs, those specialized in the environment are studied, and a comparative analysis is carried out between them, in order to obtain pertinent information about their operation, and it will be evaluated the impact of these research entities on society and, more specifically, on their specific research areas, in their countries of origin and through contributions to Eco-Innovation (EI).

Abstract:
The Australian think tank industry has grown substantially over the past two decades. Previously considered ‘small and relatively unimportant’ (Marsh and Stone, 2004, p. 262), these institutes are now at the forefront of political debates. Some have cultivated significant public profiles, and scholars have pointed to their important role in setting the public policy agenda. It has also become commonplace for think tanks to claim they have influenced (or seek to influence) the deliberations and proposals of Australia’s major political parties. But can these influence claims be substantiated? This thesis is the most comprehensive study of the Australian think tank industry to date and systematically examines think tanks’ contributions and influence across the ideological spectrum. The research first investigates the structure of the Australian think tank industry, the characteristics of the participants, the targets of think tanks’ influence efforts, the methods used to persuade policymakers (and public opinion), and policymaker and journalist perceptions of think tanks’ effectiveness. The thesis then proceeds to examine three unique policy cases to empirically assess think tank influence on policymaking. The study finds that think tanks can and do play important roles in Australia’s policy process, but their impacts vary depending on their approach and objectives. Many think tanks target, and some succeed, in setting policy agendas. Others legitimate policymakers’ proposals in the public sphere. And some prominent institutes more directly influence policy development and formulation. This thesis also finds that policymakers diverge in their assessments of think tanks’ utility, and in their perceptions of think tanks’ influence. Left-leaning parliamentarians see think tanks as important contributors to policymaking while those on the right are less-inclined to value think tank outputs. This thesis shows that the Australian think tank industry defies generalisations, but its constituents are increasingly important components of Australia’s political landscape.

It has often been claimed that, during the 1980s and early 1990s, the new right think tanks - namely the Institute of Economic Affairs (IEA), Centre for Policy Studies (CPS), and Adam Smith Institute (ASI) - had a major impact on policy-making and policy change. This thesis addresses such claims by examining three reforms in which the new right think tanks have been attributed an influence - bus deregulation, education reform, and prison privatisation. It seeks not only to empirically assess their impact, but also to relate these findings to the policy-making literature, in particular the Rhodes Model which emphasises policy continuity and the Advocacy Coalition Framework which seeks to explain policy change. It is argued that the new right think tanks had an impact on all three policy changes, as members of "advocacy coalitions", although the nature and extent of this impact varied. In some cases, the TEA, CPS, and ASI were able to have a direct impact on policy change, obtaining access to policy-makers through coalition allies. In other cases their impact was indirect, in shaping the broader "climate of ideas". The new right think tanks also contributed to new patterns of policy formulation, although there is limited evidence of any long-term structural impact on policy-making in these areas. It is also argued that the case studies raise a number of issues for the Rhodes Model and the Advocacy Coalition Framework, although these could be addressed by integrating the two to develop an approach to account for both policy continuity and policy change.

Knowledge management can play a central strategic role in organisational life, potentially initiating from strategy planning to performance achievement. The continuous adjustment of organisational strategy and performance can be powerful in knowledge intensive organisations such as think tanks. Think tanks are policy research organisations, usually of small to medium size, and non-profit in nature. The Pakistani think tank ‘industry’ is at an important tipping point in terms of establishing knowledge ‘impact’ for the state and the wider society. Think tank organisations are gaining dual attention for creating awareness in society and suggesting policies to the state. The central purpose of this research is to provide an explanation of why and how knowledge management plays a role within think tanks, especially with regards to organisations linking strategy and performance. It also seeks to provide evidence from Pakistani think tanks providing suggestions for organisational improvement that may be applicable to think tanks in other developing countries. A thorough literature review from the field of knowledge management includes knowledge, knowledge management, and the strategic relationship of knowledge management, organisational strategy and organisational performance. Specifically, the research seeks to analyse knowledge management in social sciences policy research think tanks based in Islamabad, the capital of Pakistan. The participation of eight think tanks provided access for field visits to conduct interviews, observations and document collection. From the findings, it is recommended that consciousness towards knowledge management can highlight the natural and independent process to keep organisational strategy and performance improving continuously in a cyclic manner. Knowledge resources with Pakistani think tanks demand proper recognition and valuation, as they are potentially being worth more compared to material resources. Amongst the knowledge resources, cultural values and norms, multilingual skills, ‘friendly’ internal environments and leadership are found to be important. The strength of Pakistani think tanks is in their Relational Capital, which they appear to be utilising. Informal-Tacit knowledge management practices are highlighted more in the context, though gaps do appear to exist for formal practices. It is suggested that think tanks could further enhance real visibility through their Relational Capital and making use of tacit informal practices leading to friendly, multilingual and effectively leadership cultures with positive values. Think tanks have the potential to help provide solutions during turbulent times, both leading and managing knowledge – effecting a positive impact upon both state and society.

The think tank of universities is an important carrier for scientific research, social service and talent training. At present, the construction of the think tank in local newly-built undergraduate universities is increasingly intensified, but its related functions have not been fully developed and played yet. Taking the brand strategy and development think tank of Shandong Women’s College as an example, this paper investigates and analyzes the current situation, existing problems and causes of its construction and development, and then proposes corresponding countermeasures, the purpose is to provide guidance for the sustainable and healthy development and growth of the think tank. At the same time, it can provide reference for the construction and development of the think tank in similar newly-built undergraduate universities.

There are many large standing liquid tanks for collecting radioactive waste liquid in nuclear engineering, the tanks must keep structural integrity and the structural break shouldn’t happen in order to avoid the radioactive leaking accident, so the accuracy of the seism analysis is most important. The liquid sloshing is very sharp in the large standing liquid tank because the weight of waste liquid in the tank always exceeds ten tons. In order to think over the sloshing effect accurately in seism analysis the 3D mass-spring finite element model is applied instead of the conventional method such as the fixing mass method because the latter is too conservative for Large Radioactive Liquid Tank. In this paper the software ANSYS is used to simulate the seism response, the waste liquid in the large tank is divided into two portion, one is the static portion and the other is the sloshing portion comparing to the tank on the condition of the seism, the spectrum method is adopted to research the response of the structure model under the seism. The results show that the mass-spring model referenced to 3-D model is effective for the seism analysis of the large standing liquid tanks. The results of the mass-spring model are more accurate than that of the conventional method.

“Social movements” are by definition informal or semi-formal, as opposed to the formal structure of a stable association, such as a club, a corporation, or a political party. They are relatively long lasting over a period of weeks, months, or even years rather than flaring up for a few hours or a few days and then disappearing (Smelser et al., 2020). There is a substantial and growing body of work dedicated to social movements, encompassing a wide range of views about how to define them (Smelser et al., 2020). This is complicated by the use of other terms which shade into the idea of “social movements”, such as grass-roots mobilisation/ movements, non-traditional civil society organisations, voluntary organisations, civic space, new civic activism, active citizenship, to name a few. There is also an implied informality to the term “social movements”, so that the research for this rapid review used both “social movement” and “informal social movement”. Thus this rapid review seeks to find out what approaches do donors use to support “informal social movements” in their programming, and what evidence do they base their strategies on. The evidence found during the course of this rapid review was drawn from both the academic literature, and think-tank and donor reports. The academic literature found was extremely large and predominantly drawn from single case studies around the world, with few comparative studies. The literature on donor approaches found from both donors and think tanks was not consistently referenced to research evidence but tended to be based on interviews with experienced staff and recipients.

There is ample evidence that online hate speech in Pakistan is directed against women, religious minorities, journalists, voices of dissent and activists. The targeting of many of these groups is an expansion online of the traditional hostility and abuse they face offline. However, the internet has made such abuse easier and online hate speech is growing as internet use rises in the country. Those responsible vary somewhat: women and religious minorities are typically targeted by religio-political parties and their followers, while journalists and activists are often targeted by government/the military. In all cases, online hate speech can have a serious offline impact, including physical violence, and restrictions on people’s freedom/ability to work/post online. This review, looking at online hate speech in Pakistan in relation to particular groups, draws largely on reports by think-tanks/NGOs as well as media articles and blogs. Relatively little academic literature was found on the subject, but grey literature was quite extensive, especially on certain religious minorities (Ahmadis) and women.

This rapid review synthesises evidence on the current size of the digital market, the countries promoting development of digital business and their approach through Trade Policies or Incentive Frameworks, and the current and potential size of the market with the UK / China / US / other significant countries. It draws on a variety of sources, including reports by international organisations (such as the World Bank and OECD), grey literature produced by think tanks and the private sector, and peer reviewed academic papers. A high proportion of estimates of the size of the digital economy come from research conducted by or for corporations and industry bodies, such as Google and the GSMA (which represents the telecommunications industry). Their research may be influenced by their business interests, the methodologies and data sources they utilise are often opaque, and the information required to critically assess findings is sometimes missing. Given this, the estimates presented in this review are best seen as ballpark figures rather than precise measurements. A limitation of this rapid evidence review stems from the lack of consistent methodologies for estimating the size of the digital economy. The OECD is attempting to develop a standard approach to measuring the digital economy across the national accounts of the G20, but this has not yet been finalised. This makes comparing the results of different studies very challenging. The problem is particularly stark in low income countries, where there are frequently huge gaps in the relevant data.

This report sets out to map the different guidance documents available on how to work most effectively with civil society in the delivery of international aid in ways that deepen democracy and advance the rights of marginalised or excluded groups. It includes a review of guidelines published by other key international development funders and implementors written for their own teams, an overview of guidance provided for DAC members within OECD countries and policy papers on cooperation between the state and CSOs. It looks primarily at documents produced in the last ten years, between 2011 and 2021 and includes those related to cooperation on specific issues (such as drugs policy or human rights, as well as those that deal with specific countries or regions (such as Europe or the MENA region). The majority of documents identified are written by government aid departments (eg USAID, Norad) but there are one or two produced by umbrella civil society organisations (such as Bond) or international legal think tanks (such as ICNL, the International Centre for Not for Profit Law). There was a remarkable consistency between the issues Millican addressed in the different documents although their size and length varied between outline guidance on 2 – 3 pages and a comprehensive (62 page) overview that included definitions of civil society, range of organisations, reasons for collaborating, mechanisms for financing, monitoring and ensuring accountability and challenges in and guidance on the ways in which donors might work with CSOs.

This rapid review updates a previous report (Fraser and Martineau-Searle, 2018) with evidence from 2018 onwards. It finds an evidence base on online gender-based violence (OGBV) covering a wider range of countries than the previous report. Some key findings on the nature and prevalence of OGBV include: The most recent surveys show a prevalence of OGBV ranging from 16% to 58%; Men and boys also experience online abuse in high numbers, but it is less likely to be gender-based; Several studies from different countries identify Facebook as the top location for incidents of OGBV; Higher levels of online harassment and abuse are faced by people with intersecting inequality factors; According to victim-survivors, perpetrators are more likely to be unknown and acting alone, but large numbers are known to the victims. Perpetrators themselves report divergent, multifaceted and often over-lapping motivations for their actions; Analysis of underlying drivers of OGBV highlights an overarching theme of power and control, and heteronormative expectations around gender roles and sexual practice. Many authors recommend that OGBV be understood as part of a continuum of abuse where normalised behaviours, such as sexual harassment in public spaces, shade into behaviours widely recognized as criminal, such as physical assault. The societal impact of OGBV includes: Media freedom is compromised; Democracy being undermined; Economic losses resulting from lost productivity; A ‘climate of unsafety’ prevails. Evidence base: The number of surveys about self-reported experiences with online harassment has increased rapidly. The majority of the research found during the course of this rapid review came from international and domestic non-governmental organisations and think-tanks. Academic research studies were also found, including several literature reviews.
