Plus précisément, il analyse les théories de la criminalisation qui peuvent être utilisées afin de tenter de justifier la criminalisation de certaines infractions relatives à la prostitution : le moralisme juridique, la théorie du préjudice ainsi que les valeurs de la Charte et le vivre ensemble. Révélant leurs limites, ces théories parviennent difficilement à justifier la criminalisation de la prostitution.

Le présent texte analyse le crime d’inceste en droit canadien à deux niveaux. Tout d’abord, en s’appuyant sur la législation et la jurisprudence, l’auteure en étudie la définition et les éléments constitutifs afin de bien le saisir. Ensuite, elle s’intéresse aux théories de la criminalisation en considérant les justifications avancées pour soutenir la criminalisation de l’inceste. Pourquoi le criminalise-t-on, notamment entre adultes consentants ? L’acceptabilité de ces justifications, dans le contexte social actuel et compte tenu des droits et libertés, est examinée, de même que l’inadéquation entre le cadre normatif, d’une part, et les justifications avancées pour le soutenir, d’autre part. En particulier, le dégoût comme fondement de la criminalisation et les dangers que cela comporte sont traités. Bref, l’auteure remet en question les contours de l’infraction d’inceste, plus précisément dans son application aux adultes consentants.

The increasing legislative activity in the field of eu criminal law has highlighted the need for a coherent and consistent approach to criminalisation, which has been acknowledged by the eu institutions themselves. One of the basic questions all legislators need to tackle, however, is what sorts of conduct can be (legitimately) criminalised. The aim of this article is, firstly, to examine the prevailing substantive criminalisation principle(s) in the eu Member States’ criminal law theories; secondly, to sketch an ideal criminalisation process, which although applicable at national level can be useful also at eu level, and thirdly, to inspect the existing criminal law grounds for criminalisation and the criminal policy orientations at eu level in order to find out what the underlying substantive criminalisation principle behind eu criminal law is or ought to be, alongside other principles that may act as ‘limiting factors’ within the criminalisation process.

Trafficked persons are often re-traumatised by being criminalised for offences that they have committed as a result of their status as trafficked persons. This paper argues that in the absence of a binding international law model for the non-criminalisation of trafficked persons, there is no unified vision of non-criminalisation to which regional and national legislators may (or must) adhere. As a result, the existing provisions giving effect to the noncriminalisation principle at the regional level in Europe and the national level in the United Kingdom are deficient in two significant respects: first, they require that the offence was committed under a high degree of pressure (rather than being a direct consequence of the trafficking situation); and, secondly, they are qualified (because non-criminalisation is discretionary). A model is proposed for the non-criminalisation of trafficked persons in international law to be incorporated into the international legal framework through an amendment to the Trafficking Protocol in the form of an additional clause empowering trafficked persons to protect themselves against criminalisation by way of a positive defence; the trafficking defence.

‘Criminalisation’ has attracted considerable scholarly attention in recent years, much of it concerned with identifying the normative limits of criminal law-making. Starting from the position that effective theorisation of the legitimate uses of criminalisation as a public policy tool requires a robust empirical foundation, this article introduces a novel conceptual and methodological approach, focused on recognising a variety of modalities of criminalisation. The first part of this article introduces and explains the modalities approach we have developed. The second part seeks to demonstrate the utility of a modalities approach by presenting and discussing the findings of a pilot study of more than 100 criminal law statutes enacted in three Australian jurisdictions (New South Wales, Queensland and Victoria) between 2012 and 2016. We conclude that a modalities approach can support nuanced examination of the multiple ways in which adjustments to the parameters of criminalisation are effected. We draw attention to the complexity of the phenomenon of criminalisation, and highlight the need for further quantitative and qualitative work that includes longer-term historical analysis.

Abortion is criminalised to at least some degree in most countries. International human rights bodies have recognised that criminalisation results in the provision of poor-quality healthcare goods and services, is associated with lack of registration and unavailability of essential medicines including mifepristone and misoprostol, obstructs the provision of abortion information, obstructs training for abortion provision, is associated with delayed and unsafe abortion, and does not achieve its apparent aims of ether protecting abortion seekers from unsafe abortion or preventing abortion. Human rights bodies recommend decriminalisation, which is generally associated with reduced stigma, improved quality of care, and improved access to safe abortion. Drawing on insights from reproductive health, law, policy, and human rights, this review addresses knowledge gaps related to the health and non-health outcomes of criminalisation of abortion. This review identified evidence of the impacts of criminalisation of people seeking to access abortion and on abortion providers and considered whether, and if so how, this demonstrates the incompatibility of criminalisation with substantive requirements of international human rights law. Our analysis shows that criminalisation is associated with negative implications for health outcomes, health systems, and human rights enjoyment. It provides a further underpinning from empirical evidence of the harms of criminalisation that have already been identified by human rights bodies. It also provides additional evidence to support the WHO’s recommendation for full decriminalisation of abortion.

Criminalisation is now seen as one of the central issues in criminal law theory. However, in spite of the (rather belated) recognition of the importance of the topic, a number of fundamental questions remain unaddressed (Duff et al. 2014) and, in many cases, not even openly acknowledged. I discuss three such questions here, prompted by the articles in this excellent special issue on ‘Hidden Criminalisation’ and, in doing so, I raise a fourth and broader issue about the possible limits of criminalisation theory.

In bringing together these different substantive areas of investigation (from the aftermath of the Spanish Civil War to debates concerning the criminalisation of prostitution, migration and the unintended consequences of criminalising coercive control), this collection provides a deeper analysis of the meaning of both criminalisation and punishment for women whose lives become entangled in and by this recourse to law.

Abstract:
Which uses of the power to criminalise are misuses of that power? When, in other words, is an exercise of the power to create a criminal offence an exercise of that power which cannot be morally justified? This thesis seeks to provide one part of the answer, by addressing an aspect of the question little discussed by criminal law theorists. Thus it seeks not classes of conduct which it is impermissible to criminalise, nor classes of objective which offence-creators cannot permissibly pursue. Rather the thesis addresses the distinct issue of means – of how criminal offences (are set up to) bring about their creators’ objectives. It asks which means of achieving objectives it is impermissible to employ or make available, and how the power to criminalise must be used to avoid their employment or availability. In answering these questions the thesis distinguishes a number of types of criminal offence, by reference to the means by which the tokens of each (are set up to) achieve objectives. The argument is that to create tokens of these types is often to misuse power, because it is often to employ, or make available, impermissible means. This judgment of impermissibility is a function of a number of principles of political morality, some of which are developed at length in the course of the thesis. No single principle (or set of principles) is presented as an absolute limit on the power to criminalise; but each is part of a complete picture of how that power can permissibly be used, and contributes to vindicating the thesis defended within these pages. That thesis, to repeat, is that some uses of criminalisation are no better than misuses, on account of the means by which the resulting offences (are set up to) achieve their creators’ ends.

Abstract:
This thesis draws on a wide range of primary sources in order to explore the criminalisation of children in nineteenth century Scotland. The analysis is set in the context of far-reaching changes in the administration of criminal justice including the expansion of urban policing, alterations in criminal procedure and legislative developments. Against this background the thesis examines the impact of pragmatic, religiously inspired philanthropy on reform of juvenile justice in Scotland and argues that Scottish reformers in the 1840s and 1850s achieved a remarkable degree of success in setting up a unique pre-statutory national experiment to deal with juvenile offenders. This innovative diversionary system was based upon the concept of the day industrial school, first set up by Sheriff William Watson in Aberdeen in the early 1840s. A genuine welfare initiative, the day industrial school was preventive in approach, aimed at rescuing vagrant, destitute children and juvenile offenders from a life of crime. Instead of being sent to prison children were sent by the courts to the schools where they received education, food and training in a trade. This system provided a model which was emulated in the reform of juvenile justice throughout the UK and was also of international influence. However, one of the key contentions of this thesis is that from 1854 onwards the pre-statutory Scottish system underwent a process of transformation as it adapted to changes associated with the advent of a statutory UK framework governing certified industrial and reformatory schools. Pressures for uniformity, in the shape of centralising influences and standardising UK wide legislation, combined to subvert the humane ethos of the Scottish pre-statutory system. To the dismay of the original advocates of reform in Scotland the statutory system evolved in a way that they had not anticipated: by the closing decades of the nineteenth century diversionary systems for young offenders had developed into a mechanism for channelling large numbers of children into prolonged detention in residential industrial and reformatory schools, establishments which were penal in character. This entailed criminalisation of children on an immense scale, impacting in a particularly dramatic way on Scottish children. However, despite the enormous gulf between the benign aspirations and high idealism of the early Scottish reformers and the eventual dismal outcome in practice, there was evidence of an abiding current of humanitarianism still flowing through the Scottish system. This left its mark on the Scottish approach which continued, in some respects, to reflect the humanitarian legacy.

This thesis investigated the intricacies of moral, conative, and cognitive contents, in the context of the criminalisation of HIV transmission and HIV stigma. Though HIV is a rather recent challenge with its outbreak placed during the late 70s and early 80s, HIV-related stigma, social seclusion, and legal repression are well-studied phenomena. Despite being an epiphenomenon, the criminalisation of HIV transmission appears to be disproportionately focused on; sometimes, it is also denounced as a form of stigma. To disentangle structural, institutional, social, and individual aspects of the criminalisation of HIV transmission, an interdisciplinary approach based on constructionist realism was chosen, drawn upon philosophical, psychological and socio-legal works, through descriptive reviews and critical syntheses. The multifaceted phenomena of both stigma and criminalisation required a layered or intersectional approach leading to a mixed-method study. This study investigated the views of participants from both key-informants and the general public on the topic of the criminalisation of HIV transmission. This mixed-methods study was designed to assess the impact of stigma research on participants and to consider its potential deleterious impact. Results highlighted that stigmatising views were associated with pro-criminalisation attitudes. The qualitative inquiry showed discrepancies between the rationales and principles invoked by participants and their different moral stances. The responsive analysis indicated potential prosocial effects of the study on participants and showed an increase of perceived stigma subscale scores among the participants from the public. This was interpreted as a familiarisation effect of the study and a secondary positive outcome. A sub-sample of participants showed increased blaming subscale scores, highlighting the ethical challenges of stigma research. Results were discussed in terms of knowledge and disclosure, in light of the primacy of moral ontological and epistemological aspects. Recommendations regarding stigma research were suggested in terms of longitudinal design, assessment reactivity, and/or evaluation of impact.

The neoliberal era in the UK has been characterised by rising economic inequalities, accompanied by increasing differentiation between people by class, gender and race. For those sections of the population with the least material resources there have been rises in relative social deprivation measured by a number of indexes. This study examines how exclusion and marginalisation has created a sense of stigma, anti-social labelling and, in many cases, criminalisation of the socially excluded. The punctuation of this era by acts of riot has been a sporadic but regular feature, indicating the presence of anomie and alienation which cannot always be contained by authority. Specific common features in the collective biographies of this figuration are identified and discussed below; namely interpersonal violence in the form of knife crime amongst young people, the impact of formal and informal exclusion from the mainstream system of schooling, and the consequences of these features being triangulated with another factor statistically likely to lead to involvement in the criminal justice system – being looked after by the state. In order to range across a wide range of different aspects of social policy and examine their human impact this material is presented here as a city case-study. By confining research to a specific locale the researcher has been able to carry out an ethnographic study with various members of the affected cohort in the course of his work as a school teacher, community worker and Youth Justice Mentor in the city of Bristol between 1995 and 2012. Abstract:
An ethnographic analysis of the nature, extent and processes of anti-Gypsy discrimination in contemporary Britain is used to test a number of hypotheses: that nomads are at odds with practices of social control and with capitalist spatiality; that there exists a sedentarist bias within the Criminal Justice System; that the criminalisation of minority groups is socially and politically functional. Qualitative research techniques are used to address escalating anti-Gypsy attacks from local, institutional and legislative sources. It is proposed that, in accordance with this escalation, a vicious circle has been established with each form of attack encouraging and legitimising the other. The argument is that the victimisation of Gypsies will remain "legitimate" for as long as Gypsies remain synonymous with crime. Current legislation endorses the stereotype of the criminal Gypsy by outlawing a nomadic way of life. This has genocidal implications for Gypsies and also threatens others within a State that is looking for reasons to restrict freedoms and rights. The so-called "Gypsy problem" is therefore deconstructed with the research focus placed upon problematising the law and the agencies of social control. This should avoid the paradox of attempting to decriminalise Gypsies by associating them more fully within the discourse of crime, and will broaden the research relevance. The analysis begins with a discussion of the poor condition of public sites and the decreasing likelihood of gaining planning permission for private sites. The concluding chapter disputes the pluralistic and democratic character of Britain and questions the reality of "freedom of movement" within the EU.

Dans cette thèse nous nous intéresserons à certaines variantes non déterministes, et nous nous pencherons plus particulièrement sur le cas probabiliste.L'étude du lambda-calcul probabiliste n'est pas nouvelle, mais les travaux précédents considéraient le comportement probabiliste comme un effet de bord. Notre objectif est de présenter ce calcul d'une manière plus équationnelle, en intégrant le comportement probabiliste à la réduction.Tout d'abord nous définissons une sémantique opérationnelle déterministe et contextuelle pour le lambda-calcul probabiliste en appel par nom. Afin de traduire la signification de la somme nous définissons une équivalence syntaxique dans notre calcul, dont nous démontrons qu'il ne déforme pas la réduction: considérer une réduction modulo équivalence revient à considérer simplement le résultat du calcul modulo équivalence. Nous prouvons également un résultat de standardisation.Dans ce cadre nous définissons une notion de théorie équationnelle pour le lambda-calcul probabiliste. Nous étendons certaines notions usuelles, et en particulier celle de bon sens. Cette dernière se formalise facilement dans un cadre déterministe mais est bien plus complexe dans le cas probabiliste.Pour finir nous prouvons une correspondance entre l'équivalence observationnelle, l'égalité des arbres de Böhm et la théorie cohérente sensée maximale. Nous définissons une notion d'arbres de Böhm probabilistes dont nous prouvons qu'elle forme un modèle. The lambda-calculus is a way to formalize the notion of computation. In this thesis we will be interested in some of these variants introducing non deterministim, and we will focus mostly on a probabilistic calculus.The probabilistic lambda-calculus has been studied for some time, but the probabilistic behaviour has always been treated as a side effect. Our purpose is to give a more equational representation of this calculus, by handling the probabilities inside the reduction rather than as a side effect.To begin with we give a deterministic and contextual operational semantics for the call-by-name probabilistic lambda-calculus. To express the probabilistic behaviour of the sum we introduce a syntactic equivalence in our calculus, and we show it has little consequence on the calculus: reducing modulo equivalence amount to reducing and then looking at the result modulo equivalence. We also prove a standardization theorem.Then using this operational semantics we define a notion of equational theories for the probabilistic lambda-calculus. We extend some usual notions to this setting, and in particular the sensibility of a theory. This notion is quite simple in a deterministic setting but becomes more complicated when we have a probabilistic computation.Finally we prove a generalization of the equality between the observational equivalence, the Böhm tree equality and the maximal coherent sensible lambda-theory. We give a notion of probabilistic Böhm trees, and prove that this forms a model of the probabilistic lambda-calculus. Then we prove a separability result stating that two terms with different Böhm trees are separable, i.e. are not observationally equivalent

Cette thèse est constituée de deux contributions scientifiques qui ont donné lieu à deux séries d'articles. On construit dans la première une symétrie vectorielle dans les théories cohomologiques via une généralisation de l'équation de Baulieu-Singer, qui définit avec l'opérateur BRST topologique un sous ensemble de générateurs de supersymétrie admettant une représentation qui détermine l'action de la théorie de manière unique.

La seconde série propose une méthode pour renormaliser les théories supersymétriques de Yang-Mills en l'absence de schéma de régularisation préservant à la fois l'invariance de jauge et la supersymétrie. La prescription de renormalisation est obtenue en définissant deux opérateurs de Slavnov-Taylor compatibles respectivement pour l'invariance de jauge et la supersymétrie. La construction de ces derniers nécessite l'introduction de champs additionnels que nous avons appelés les champs d'ombre. Nous avons ainsi été en mesure de démontrer la renormalisabilité des théories de Yang-Mills supersymétriques et l'annulation de la fonction beta dans le cas de la supersymétrie maximale.

Après une brève introduction, le second chapitre propose une revue de la théorie de Yang-Mills de type cohomologique en huit dimensions. Le chapitre suivant examine les réductions dimensionnelles en sept et six dimensions de cette théorie. Le dernier chapitre propose quand à lui des résultats indépendants, sur une interprétation géométrique des champs d'ombre, ainsi que des travaux non publiés sur la gravité topologique en quatre dimensions, des considérations sur la symétrie superconforme et enfin la solution des contraintes dans le super-espace twisté.

En prenant appui sur une approche définitionnelle comparée des deux notions de « transition » et de « transit », on interroge les enjeux sémantico-narratifs qu’elles recouvrent (catégories, relation continu-discontinu, actantialité, téléogisation, etc.). Sur la base des résultats de cette analyse, on oriente ensuite la réflexion dans deux directions complémentaires : d’un côté une direction métathéorique, en interrogeant la manière dont la notion de « transition » met en question des modélisations considérées comme acquises dans les schématisations sémiotiques ; de l’autre, une direction épithéorique, au sens où A. Culioli parle d’épilinguistique, antichambre du métalinguistique : « une activité dont nous n’avons pas conscience et qui sans arrêt travaille sur ces mises en relation entre le caché, le pas dire non, le ceci ou le cela » (Bedouret-Larraburu et Copy 2018). Cela nous permet d’envisager ce qu’on appelle « les petites théories à usage quotidien », dont la théorie du « transit » pourrait être un parangon. Notre objectif est, in fine, d’interroger la relation aujourd’hui entre les régimes de modélisation en contexte de « transition », en posant le problème de l’intelligibilité théorique, prise entre méta- et épithéorique.

Abstract:
The contemporary world often sees a contradiction between the actions of states to advocate their own interests and the interests of the international community in combating the most dangerous crimes. In the field of international criminal law, the problem of imbalance between interests of particular states (‘private’ interests), and the interests of the international community in general ‘public’ interests) is especially evident. This imbalance indirectly manifests in the occurrence of contentious situations during the criminalisation of international crimes in national law. This article covers the problem of the imbalance of interests, from its general philosophical underpinnings to specific manifestations in criminal law. This objective mediates the construction of the article according to the principle ‘from the general to the particular’: from the general problem of the relation of the interests of the state and the global community through the prism of international criminal law to the specific problems of criminalisation in domestic law. The article was prepared with the use of historical, comparative-legal, and formal-juridical methods. The ain provisions of the article are illustrated with examples from international and national law, supported by quotations from philosophers and contemporary scholars of the philosophy of international law. The author begins by exploring the development of ideas of sovereignty as a private interest of the state. Upon establishing that the evolution of sovereignty ideas has not led to its uniform understanding and consistency with the interests of international law, the author delves into the problems of international criminal law. The author adresses the problems occurring during the criminalisation of international crimes in the framework of domestic law. The author makes a conclusion regarding the possible ways of national law refinement for strengthening the interaction of states in the field of international criminal law.

L'établissement de la notion de qualité et la compréhension du soutien psychologique associé permettent de développer des structures de gestion appropriées pour l'amélioration de la qualité dans les organisations qui mettent en oeuvre le système de gestion de la qualité totale. Étant donné que les processus d'entreprise sont extrêmement complexes en raison de la variété des ressources utilisées, des contraintes imposées par l'environnement externe, des difficultés à définir les caractéristiques de la qualité et à les évaluer par des mesures, une approche systématique du concept de qualité est nécessaire, en tenant compte du fait que le produit est le résultat d'un effort commun. La question de la qualité devient de plus en plus pertinente pour les biens et les services dans l'environnement hautement compétitif caractéristique d'une économie de marché. Des programmes sont mis en oeuvre dans les pays développés pour améliorer la qualité et la compétitivité des produits. Une attention particulière est accordée au développement d'indicateurs qui déterminent la capacité des entreprises à fonctionner avec qualité et à produire des produits de haut niveau. Les entreprises qui opèrent avec succès sur le marché disposent de systèmes de qualité certifiés. Ces certificats constituent une sorte de carte de visite des entreprises et sont essentiels lors de la conclusion de contrats internationaux pour la fourniture de produits. L'objectif de l'étude est d'analyser et de consolider les théories et les principes de la gestion de la qualité totale et d'identifier les liens entre les composantes de la gestion de la qualité totale et les performances des entreprises.

Abstract:
The 7/7 (2005) attack on London Transport by Muslims brought up in the UK shocked the Government, many Muslims, and the wider civil society. Subsequently, the UK’s ‘multi- culturalist’ policy consensus has been subject to intensive questioning. Politicians and some parts of civil society have challenged a perceived ‘separatism’ among Muslims; emphasised a need for shared values and social cohesion; and advocated the promotion of ‘moderate Islam’ and ‘moderate Muslims’. This paper argues that, in legitimising simplistic distinctions between ‘good’ (understood as ‘liberal’ or ‘modernist’) and ‘bad’ or ‘suspect’ (understood as ‘traditionalist’, ‘radical’ or ‘fundamentalist’) Muslims and forms of Islam, there is a risk of eliding the condemnation of terrorist crimes conducted on religious grounds into the criminalisation, or at least social marginalisation, of religious conservatism and/or radicalism. This approach, it is argued, is more likely to undermine the development of inclusive approaches to the common good and that what is needed instead are authentically Islamic approaches that can offer both a resource and a challenge to Government, Muslims and the wider civil society. Finally, it is argued that such resource and challenge can be found in themes from Fethullah Gülen’s teaching. Gülen, on Islamic grounds, condemns terrorism in the name of religion. Further, being rooted in a confident Ottoman Muslim civilisational heritage and having during the period of the Turkish Republic engaged with both ideological ‘secularism’ and political ‘Islamism’, he also offers a critique of the political instrumentalisation of Islam while ar- guing for an active Muslim engagement with the wider (religious and secular) society based on a distinctive Islamic vision characterised by a robustness and civility that could make a positive contribution in the present UK context.

Les théories du sensemaking, ou fabrication de sens, analysent la manière dont ceux qui participent à une action, et qui sont confrontés à une interruption, répondent à deux questions: Que se passe-t-il? Que faut-il faire maintenant? Les personnes plongées dans l’action ont souvent des difficultés à rester au contact du monde, et cette faillite de la fabrication du sens peut avoir des conséquences dramatiques. En s’appuyant sur de nombreuses études de cas, les auteurs présentent les fondements de la théorie du sensemaking — due au célèbre psychosociologue américain Karl Weick — et ses principaux apports. Le document s’intéresse aux différents facteurs et éléments influençant la capacité des participants à une action à rester en «contact» avec ce qu’il se passe dans «le monde». Notamment, il examine les difficultés à détecter des signes de dégradations de la sécurité, à signaler des anomalies, à adapter son action et à improviser de façon appropriée face à des situations imprévues. Il souligne notamment l’importance de la qualité des interactions entre membres d’un collectif de travail, à adapter les processus de décision pour que expertise et expérience priment sur hiérarchie (et permettre que les décisions à fort impact soient prises par les personnes disposant de la meilleure connaissance de la situation), ainsi que la manière dont le cadre et la culture organisationnels peuvent faciliter ou entraver la fabrication d’un sens menant à une action adaptée. Abstract:
Countering financing of terrorism (CFT) has been a core component of counter terrorism strategies since the 9/11 attacks on the US in 2001. Key CFT measures are criminalisation of terrorism financing; sanctions and assets freezing/seizure; and use of financial intelligence. CFT assessments focus on implementation of these measures, rather than on impact in terms of preventing terrorist activity. This rapid review therefore looks at the effectiveness of different CFT measures. It draws on a mixture of academic and grey literature, including policy papers and reports from agencies involved in CFT implementation. While there is available literature on terrorism financing (how groups raise funds), and on the various approaches to CFT as well as implementation assessment, the review found very little on the impact of CFT in preventing terrorism. Reflecting this, it was also difficult to identify specific examples of CFT impact and effectiveness. The limited literature on the latter suggests that, while CFT measures can hamper terrorists/terrorist groups, they cannot stop them entirely. Despite this, CFT remains a useful tool for governments in the fight against terrorism/their efforts to counter terrorism. However, the current CFT model needs to be reformed to address significant changes in both the terrorist threat and terrorism financing environment.

Cette étude examine l’application des connaissances (AC) dans les pays du Sud et fournit des recommandations aux donateurs afin de mettre en place des structures et des stratégies plus efficaces dans le cadre de l’utilisation de la recherche pour un développement équitable. Le projet examine les stratégies, les pratiques et les théories de l’AC utilisées par les chercheurs et les médiateurs de recherche dans les pays du Sud, ainsi que les défis auxquels ils sont confrontés, et identifie les types de soutien requis de la part des organismes subventionnaires de la recherche. La conception des méthodes mixtes comprenait des sessions d’apprentissage dirigées, un examen de la documentation, la sélection et l’analyse d’études de cas ainsi que des entretiens semi-dirigés. La recherche indique que l’AC est définie de façon trop restreinte et qu’une approche globale est nécessaire pour soutenir sa mise en oeuvre dans les pays du Sud. Les recommandations à l’intention des organismes subventionnaires comprennent la création de fonds de défi, l’adaptation des programmes pour soutenir l’AC ainsi que la prise en compte de la complexité de chaque situation.
