Abstract:
The African country of Somalia has been designated a ‘failed state’ because of its persistent warfare, the presence of terrorist groups and the collapse of the central government. There is no effective rule of law and little protection of the private sector. The only real forms of income for the country are international assistance and remittances received from overseas Somalis. One possible means of increasing economic activity is to build a special economic zone in connection with Berbera Port, which has historically been an important trading centre linking East Africa and West Asia. Dubai’s DP World signed a contract to provide just such a development, but that agreement has subsequently been repudiated as a result of diplomatic issues. Meanwhile, China is seeking to extend its engagement in the region. Investment from either of these two sources would be problematic but it seems there are no other options available. Is it possible for Somalia to pursue a policy of economic development under current conditions without ceding sovereignty of its territory and its economic activities? Would it matter if this did happen? This case would be useful for students taking courses in international business or the political economy of international business.

• Summary: The Social Workers Registration Act (2003) introduced a system of voluntary statutory registration of the social work occupation in Aotearoa New Zealand. This was hailed as a measure that would protect the public from unsafe practices, and enhance the status of the profession. More recently, however, commentators have noted that these positive effects may not necessarily be forthcoming. This article explores the impact of registration on educational programmes, by placing regulation of the occupation in the context of hegemonic neoliberalism. • Findings: Neoliberal approaches to social care not only constrain the delivery of services, but attempt to shape the perspectives of the social care workforce. Education is a potentially powerful tool for achieving that shaping. Where statutory regulation of social work is in force, competency based training threatens to supplant critical analysis, which is a hallmark of higher education. To retain viability as an academic discipline, social work educators must champion social work’s continuing role in analysing and theorizing the distribution of power in social welfare and social care. • Application: Social work educators have a role in supporting practitioners, who struggle to maintain disciplinary integrity whilst employed within 21st-century human services, by continuing to engage in critical debates, and advancing knowledge about the theory—practice nexus. In advancing such knowledge, they also have much to offer other disciplines in institutions of higher education that are looking to explicate their utility in the ‘real world’.

Objective: This paper’s aim is to reconstruct the Western population of Venetian Tana in the fourteenth century, the residents’ perception of their condition as “mig­rants”, and finally this population’s interactions with the other communities who lived there. Research materials: The sources used are primarily the notarial deeds of the Venice State Archive together with the vast and excellent scholarship produced in recent decades. Research results and novelty: For over two centuries the settlement of Tana, situated in the territory of the Golden Horde, represented the easternmost outpost of the Latin emporia in the Levant. Here, the utilitarian concept of the Western urban mercantile class found itself confronted with a new experience. This group was a minority living in close contact with larger, cohesive communities whose cultural background was extremely diverse. Those who emigrated east were mainly the emerging urban bourgeoisie, but also families of ancient noble origin who had nothing in common with the world of the Steppe and its traditional roots. These citizens came to the Levant, bringing with them the urban associative model. The life of the settlement at the mouth of the river Don is an ideal basis for observing the flow of people who left Venice and its surroundings on galleys and, after months of travel, arrived on the shores of the Sea of Azov.

AbstractThis article addresses how entry into international society has been conceptualised, suggests a reconceptualisation that will make the concept more relational, and illustrates with a case study. Part one attempts a summary of relevant debates without the English School, and directs attention to the importance of how entrants draw on memories of its subject position in the suzerain system that it left as it entered international society. Part two discuses the experiences of Russia's predecessor polities, with the focus being on the place of Russian principalities within the suzerain system of the Golden Horde (ca. 1240–1500). I argue that Russia's basic stance towards European polities in the 16th and early 17th centuries is readily understandable in terms of a key memory, namely the one of being dominated by this polity, which was itself an outgrowth of the Mongol empire. Part three demonstrates how the resulting understanding of politics was confirmed by Russian experiences in the 16th and 17th centuries. I suggest that Russia never really let go of its memories of being part of a suzerain system, and that it is therefore still suspended somewhere in the outer tier of international society.

Abstract:
The aim of this study is to suggest ways to capitalize on the golden period for timely response to fire and emergency victims. To implement a system to effectively capitalize on the golden period, there is a need for policy measures as well as legal and social consensus. Precedent research has relentlessly mentioned the need for and feasibility of the priority traffic system for emergency vehicles. To this end, the present study involved an analysis of pilot cases of the priority traffic signal system for emergency vehicles introduced in a city during 26 days, from April 3 to 28, 2017. Out of 58 cases registered with the local 1-1-9 fire house, the number of cases that took advantage of the priority traffic system stood at 16 in response to fire and 11 to first-aid operations. Owing to the system, on average, the response time reduced by 3 min and 50 s in case of fire and by 3 min and 30 s for first aid. There were four complaints registered owing to traffic congestion, and the number of car accidents declined to one from six over the same period in the previous year. Based on these findings, it is safe to say that the priority traffic signal system would be effective for emergency vehicles to capitalize on the golden period if issues identified during the pilot run are resolved.

In Donoghue v Stevenson,1 the House of Lords established negligence as an independent tort and reformulated the responsibility owed by one person to another in civil society. The accident of Mabel Hannah finding a snail in her ginger beer became the occasion for the law to disrupt the (then) normal practices of manufacture specifically, and socioeconomic conditions more generally, by introducing attentiveness to vulnerability as a civil ethic. This essay looks back at the case and reads it in its cultural and material contexts—with the intention of illuminating Lord Atkin’s neighbour principle within its specific historical framework, and to look again at the justice Mabel Hannah received through the decision. This reading will examine the gap between law and social justice, and re-contextualise the potential of tort law to operate as a kind of civil ethics or system of moral value. In this reading I consider the inflections of the neighbour figure, reading the case’s Biblical ‘Golden Rule’ alongside the anti-ethics of Nietzsche and Freud. I also consider the ongoing paradox of the neighbour as a figure for the recognition of suffering.

In general, in the era of the Golden Horde, the name of the idea «Mangilik El» was officially used as «Power of the Eternal Tengri». The texts in the press of Khan Kuyuk, in the letter of Khan Argun, written to the address of the French king Philip, and in the documents confirming the authority of the ambassador of the Khan of the Golden Horde Uzbek, began with the words «Power of the Eternal Tengri». Here V. Bartold’s conclusion that the word «Mongol» was first used in the name of his state under Genghis Khan and only later turned into the name of the people from a scientific point of view is correct. The word «Mongol» under Genghis Khan was used not as an ethnonym, but as a political name and served as the ideology of the empire, or the state ideology. This ideology was not invented anew, it became the ideology of the empire of Genghis Khan by adopting the state ideology of the Turkic Khaganate «Mangilik El», formed on the basis of the Turkic worldview. And the term «Mongol» also came from the name of the ideology «Mangilik El».

<p><em>Horse with the hero archetype are the most common mythological motif. In Jung’s opinion, archetypes are collective unconscious contents which potentially exist in the human’s mind; therefore, myth is not limited to the time and space. The pattern of horse and horseman was used on pottery and in wall paintings, paintings and drawings throughout the history. This kind of pattern is observed frequently on different artworks of the Seljuk Period (Eleventh and twelfth centuries AD). During the 10th century, due to various events, the Oghuz had come into close contact with Muslim cities. Seljuk Turks had a strong interaction with the nature. They fought with their neighbors to find suitable permanent pastures; so, war and hunting were their favorite works and subjects. One of the artworks on which these patterns were frequently used was golden shades and enamel pottery in the Seljuk Period. Pottery in this period is important in terms of its qualitative and quantitative value. In this article, first we address Jung’s opinions about the hero and horse pattern as an archetype; then, by introducing some samples of golden shades pottery with the pattern of horse and horseman, we will discuss the concept which the Seljuk society had understood.</em></p>

Drawing from the idea of national revival, which is closely associated with the term ‘new wave’, this article examines the implications of how winning international film awards, with a focus on how the Taipei Golden Horse Awards (GHA) is variously understood by Singapore filmmakers. If film festivals and awards are crucial to constituting the ‘Singapore new wave’, how does GHA perceivably shape filmmaking and the way filmmakers understand issues of identity, language, prestige and cultural sensibilities? Based on interviews with ten Singapore directors and a producer-film festival director, media reports, film reviews and social media posts, I demonstrate that the supposed prestige of GHA is fraught with conflicting understandings of ‘Chineseness’, impartiality, inclusivity and credibility. For a sovereign country with a high ethnic Chinese population like Singapore which claims a national identity that is multilingual and multi-ethnic, at stake are the problematics of Chinese geopolitics and the linguistic-cultural practices of exclusion when it comes to GHA nominations and wins.

Research objective: As the ruler of the Golden Horde from 1361 to 1362, Khidr became the first khan to represent the Shibanid dynasty, while all previous represen­tatives of this dynasty remained loyal to the Batuids until he came to power. This situation forms one of the key moments of the initial period of the “Great Troubles”. This article is devoted to the circumstances and consequences of the ascension and the short-term rule of this Khan in the Golden Horde. In addition, the goal here is to highlight the role and inte­rests of the high hereditary metropolitan and regional aristocracy in these events. Research materials: Since, as a result of the latest research, Chinggis-nama is recognized as a source that preserves historical facts, rather than merely folk elements as was previously thought, it is necessary to involve Ötemish Hajji’s work in covering those histo­rical events and processes where it contains a unique information regarding them. At the same time, because it is still difficult to distinguish between the factual and the mythological elements of its content, verification of Chinggis-nama’s information with information from other sources (as well as from archaeology, numismatics, and other auxiliary historical disciplines) is required when possible. So, the main source used in the article is the historical Chinggis-nama of Ötemish Hajji. Additional sources are Russian chronicles, Tawarikh-i guzida-i Nusrat-nama, Muntakhab al-tawarikh-i Muini by Muin al-Din Natanzi, a Venetian source by Benedetto Bianco which was very recently introduced into scholarly circulation, and others. Results and novelty of the research: This article is one of the first studies, using the account of Ötemish Hajji as a main historical source for analysing and reconstructing a real historical event (namely, the seizure of power by the Shibanids in the Golden Horde in 1360) and its consequences. It is proposed to continue to involve this source in the study of historical events, but with great caution. Regarding the stated topic, the author of the present article dares to hope that the results of such work bring new and significant contribution to the research of this rather poorly studied period in the history of the Ulus of Jochi. Especially, the results help to reveal and emphasize the causes and circumstances that led the Golden Horde into a period of great turmoil, i.e., the “Great Troubles”.

ABSTRACT This report describes the first case of idiopathic seasonal alopecia in a horse in Brazil. The disease is of unknown etiology, characterized by alopecic processes in the thoracic and lateral abdominal regions, in a bilaterally symmetrical way. An eight-year-old male grade horse was treated presenting hair loss in a bilaterally symmetrical manner in the arm and abdomen areas, without any other associated clinical signs. The areas with alopecia showed no pruritus, inflammation or scaling. On the epidermis, the histological evaluation presented irregular hyperplasia, hyperpigmentation, compact orthokeratosis, edema and an inflammatory infiltrate. The hair follicles were active and containing hair shaft. The case was monitored with photographic records for two consecutive years (2012 to 2014), in which the hair fall occurred at the end of autumn with spontaneous hair growth in the middle of the summer. The diagnosis was based on the history, histopathology and photographic follow-up performed. Although mentioned in the literature, this is the first clinical and pathological description of such disorder affecting an equine in Brazil.

The golden age of kid was a sensitive period. During this period, the kid was specially receiving the stimulant from theenvironment. The period of kid’s language development was various, dependent on the characteristics. This study relatedto the function development of kid’s language. The example case to the girl 2,5 years old, Azza Aqila Jihan Syuasabitha(Jihan). Jihan was growing in the family environment and child caring. The kid’s language was developing quickly. Theusage of language was devoted to Jihan’s interaction with family members. Collecting data method in this study was theobservation. The subject in this study was the child’s author. This study aimed to describe the development of Jihan’sspeech as child 2,5 years old based on the language function grouping according to M.A.K Halliday. The result of thestudy showed the kid can apply all of language function usage. Those are the instrumental, the regulatory, the interactional,the personal, the heuristic, the imaginative, and the representational. Therefore, she was interpreted has the ability aboveaverage the children the same age. The achievement was influenced by biological factors (parents who have good languageskills) and social environment (in the house, in the school, and so on) which can stimulate Jihan’s language development AbstrakMasa keemasan anak merupakan periode sensitif (sensitive periods). Selama masa tersebut anak secarakhusus mudah menerima stimulus-stimulus dari lingkungan. Tempo perkembangan bahasa anakcenderung variatif tergantung karakteristik anak. Penelitian ini berhubungan dengan perkembanganfungsi bahasa anak. Contoh kasus, Azza Aqila Jihan Syuasabitha (Jihan) anak perempuan yang berusia2,5 tahun. Jihan besar dalam lingkungan keluarga dan taman penitipan anak. Perkembangan fungsibahasanya pesat. Pemakaian bahasa dikhususkan pada interaksi Jihan dengan anggota keluarga.Pengumpulan data dalam penelitian dengan teknik pengamatan berperan serta. Subjek penelitian iniadalah anak penulis sendiri. Penelitian ini bertujuan untuk mendeskripsikan perkembangan tuturanJihan sebagai anak yang berusia 2,5 tahun berdasarkan pengelompokan fungsi bahasa menurut M.A.KHalliday. Hasil penelitian menunjukkan anak itu mampu menerapkan keseluruhan fungsi penggunaanbahasa, yakni instrumental, regulatoris/dogmatis, interaksional, personal, heuristik, imajinatif, danrepresentasional. Dengan demikian, dapat diinterpretasikan bahwa anak itu memiliki kemampuan diatas rata-rata anak seumur dia. Pencapaian tersebut dipengaruhi oleh faktor biologis (orang tua yangmemang memiliki kemampuan berbahasa yang baik) dan lingkungan sosial (di rumah, sekolah, dantempat lain).

This interview was motivated by an interest in exploring how Singapore film directors perceive the three major Chinese cinema awards, mainly the Golden Horse Awards (GHA), Hong Kong Film Awards (HKFA) and Golden Rooster Awards (GRA), and what they might signify for Singapore cinema, especially for a nation that is predominantly ethnic Chinese. Compared to the number of Singapore Chinese-language films produced in the last two decades, there have been considerably less Indian-language productions. K. Rajagopal’s A Yellow Bird (2016) alongside two other Tamil films, namely Eric Khoo’s My Magic (2008) and T. T. Dhavamanni’s Gurushetram: 24 Hours of Anger (2010) offer critical takes on the vicissitudes of Singapore Indians struggling with issues such as socioeconomic inequality and racial prejudice in a booming Chinese-majority city-state.

ALTools is a suite of utility software offered by ESTsoft, a Korean software company. ALTools includes eight programs: ALZip (compression and archiving utility), ALSee (image viewer and editor), ALFTP (FTP client and server), ALSong (music player with lyrics), ALShow (media player), ALToolbar (toolbar for Internet Explorer), ALPass (password manager for websites) and ALYac (antivirus). As of 2010, according to KoreanClick market research, over 20 million people were using ALTools in Korea and many of the ALTools programs were ranked first in their respective product categories. ALZip, the first ALTools application, was initially created for internal use, for an employee at the ESTsoft company who did not know how to use an English file archiver program. But after it generated significant public interest, ESTsoft decided to expand the “AL” series product line, releasing ALFTP in July 2000, ALSee in August 2000, ALPass in October 2002, ALShow in July 2004, ALSong in November 2004, ALToolbar in May 2007, and ALYac in December 2007. To manage the expansion of its product line, the company packaged them into one software suite, named ALTools in 2002 and developed an additional program that could assist users in keeping the AL series software titles up to date. It also commercialized ALTools in 2002, adding banner ads in ALTools products and selling software licenses to public institutions and private companies. However, they offered ALTools for free to individual users. ESTsoft is now looking for new business opportunities in the global market for ALTools. In February 2010, ESTsoft established ESTsoft, Inc. in the United States and entered the U.S. market directly. This is its second overseas branch, following ESTsoft Japan (September 2007). Abstract:
A Golden Retriever bitch, 10 years old, came to the Animal Hospital of Brawijaya University, Malang, Indonesia, her conditions was discharge from the vagina, stink smell, polyuria, polydipsia and swelling in the vaginal area that begin to appear one month ago. Physical examination results found her weight 30 kg, scored three for body condition score (scale 1-5), body temperature at 38ºC, pale mucous membrane, and Capillart Reill Time > 2 seconds. Hard mass was palpable in the vaginal area. Based on the anamnesis, physical examination and clinical symptoms, the bitch appeared have some different diagnosis such as pyometra, endometritis, vaginitis, and vaginal tumors. Hematology, radiograph, and histopathological laboratory tests were performed to confirm the diagnosis. Hematologic results showed the bitch suffered from leukocytosis of 41.7 x 103/?L, granulocytosis 36.5 x 103/?L, and hyperchromic microcytic anemia. The results of the radiograph examination showed a radiopaque solid mass in the vagina and uterus. The results of the histopathological examination found there were hyperchromasia nuclei and pleomorphism of fibroblast cell, and formation spindles cell of connective tissue. Based on the results of physical examination, hematological test, radiographic test, and histopathology, the dog was diagnosed with fibrosarcoma in the vagina. The treatment of this case was ovariohysterectomy and removal of the vaginal tumor. Early diagnosis and early treatment largely determine the patient’s prognosis, metastatic vaginal fibrosarcoma tumors showed poor prognosis.

Abstract:
This paper presents the case of a six year-old, male, thoroughbred horse with clinical signs of inappetence, weakness, and incoordination when walking. Clinical examination showed that the horse staggered and leaned to the left side. Feedstuff was present inside and around its mouth. Salivation was increased and there was no reflex at the palpebrae and tongue. The horse had difficulty swallowing and the tone of its tail was reduced. Botulism was diagnosed based on the clinical signs. Antibiotic (ceftiofur) and fluid-electrolyte treatment was commenced. Next day, neostigmin was added to the horse’s treatment, and it became recumbent. The horse’s palpebral, tongue and tail reflexes returned partially after neostigmine methylsulphate treatment on the same day and it stood up on day four. However, it could not swallow anything during the whole week, so after getting permission from the owner, the horse was euthanized on day 10. Samples of the colonic content and blood serum were sent by courier to the laboratory for toxin neutralization, however, botulinum neurotoxins could not be detected. After that, serum samples from days 6 and 10 were sent to another laboratory for testing for botulinum neurotoxin antibodies by ELISA. Specific antibodies against botulinum neurotoxin type A were measured, indicating a previous, immuno-relevant contact with the toxin. This seroconversion for type A supports the clinical botulism diagnosis. Type A botulism is rarely seen in Europe and has been detected in a horse in Turkey for the first time.

Abstract:
A rare case of Geotrichum spp. dermatitis in a horse is presented. After unrelated, previous surgery and antibiotic treatment, a saddle horse showed well-circumscribed areas of non-pruritic alopecia. Suspecting allergic skin disease, the horse was treated with corticosteroids. The skin lesion spread, and a second veterinarian was consulted. At clinical examination, the horse was lethargic, pyretic and hair was shedding/easily epilated over the head, neck, shoulders, and legs and the hind legs were swollen. Blood analysis revealed mild leucocytosis and hyperglobulinemia. Hair, skin scraping, and skin biopsy ruled out parasites and bacteria; cytology identified yeast-like structures with hyphae or pseudohyphae. Geotrichum candidum was isolated on culture. Treatment consisted of stable disinfection, topical application of an antifungal solution, vitamins C and E supplementation and allowing the horse to graze in sunlight for at least 6 h/day. At 3-weeks follow-up, the horse had gained weight, alopecia was decreased, and all other clinical parameters were normal. Antifungal treatment was continued twice a week for three months. This study suggests Geotrichum candidum may cause skin lesions in horses after long-term use of corticosteroids or antibiotics. To avoid unnecessary and prolonged suffering in cases of dermatitis, veterinarians should be promptly consulted, appropriate diagnostic procedures conducted, so that a definitive diagnosis can be reached, and an appropriate treatment regimen implemented.

Purpose To critically examine recent developments and proposals for the regulation and supervision of ‘golden passport’ and ‘golden visa’ investment schemes in Europe. We argue that FATF standards constitute an appropriate response to money-laundering risks associated with such investment schemes, but the EU needs to introduce further common rules, safeguards and control mechanisms in the aftermath of the recent scandal in Cyprus. Design/methodology/approach This paper draws on reports, legislation, legal scholarship and other open-source data to examine golden passport and golden visa investment schemes in the EU. Findings The EU has to forge a common approach to mitigate money-laundering risks associated with golden passport and golden visa investment schemes, taking into consideration the FATF standards. Originality/value This is the first study examining golden passport and golden visa investment schemes in the EU in the aftermath of the Cypriot scandal and proposing the overhaul of the EU legal framework in this regard.
