Abstract:
The African country of Somalia has been designated a ‘failed state’ because of its persistent warfare, the presence of terrorist groups and the collapse of the central government. There is no effective rule of law and little protection of the private sector. The only real forms of income for the country are international assistance and remittances received from overseas Somalis. One possible means of increasing economic activity is to build a special economic zone in connection with Berbera Port, which has historically been an important trading centre linking East Africa and West Asia. Dubai’s DP World signed a contract to provide just such a development, but that agreement has subsequently been repudiated as a result of diplomatic issues. Meanwhile, China is seeking to extend its engagement in the region. Investment from either of these two sources would be problematic but it seems there are no other options available. Is it possible for Somalia to pursue a policy of economic development under current conditions without ceding sovereignty of its territory and its economic activities? Would it matter if this did happen? This case would be useful for students taking courses in international business or the political economy of international business.

• Summary: The Social Workers Registration Act (2003) introduced a system of voluntary statutory registration of the social work occupation in Aotearoa New Zealand. This was hailed as a measure that would protect the public from unsafe practices, and enhance the status of the profession. More recently, however, commentators have noted that these positive effects may not necessarily be forthcoming. This article explores the impact of registration on educational programmes, by placing regulation of the occupation in the context of hegemonic neoliberalism. • Findings: Neoliberal approaches to social care not only constrain the delivery of services, but attempt to shape the perspectives of the social care workforce. Education is a potentially powerful tool for achieving that shaping. Where statutory regulation of social work is in force, competency based training threatens to supplant critical analysis, which is a hallmark of higher education. To retain viability as an academic discipline, social work educators must champion social work’s continuing role in analysing and theorizing the distribution of power in social welfare and social care. • Application: Social work educators have a role in supporting practitioners, who struggle to maintain disciplinary integrity whilst employed within 21st-century human services, by continuing to engage in critical debates, and advancing knowledge about the theory—practice nexus. In advancing such knowledge, they also have much to offer other disciplines in institutions of higher education that are looking to explicate their utility in the ‘real world’.

Objective: This paper’s aim is to reconstruct the Western population of Venetian Tana in the fourteenth century, the residents’ perception of their condition as “mig­rants”, and finally this population’s interactions with the other communities who lived there. Research materials: The sources used are primarily the notarial deeds of the Venice State Archive together with the vast and excellent scholarship produced in recent decades. Research results and novelty: For over two centuries the settlement of Tana, situated in the territory of the Golden Horde, represented the easternmost outpost of the Latin emporia in the Levant. Here, the utilitarian concept of the Western urban mercantile class found itself confronted with a new experience. This group was a minority living in close contact with larger, cohesive communities whose cultural background was extremely diverse. Those who emigrated east were mainly the emerging urban bourgeoisie, but also families of ancient noble origin who had nothing in common with the world of the Steppe and its traditional roots. These citizens came to the Levant, bringing with them the urban associative model. The life of the settlement at the mouth of the river Don is an ideal basis for observing the flow of people who left Venice and its surroundings on galleys and, after months of travel, arrived on the shores of the Sea of Azov.

AbstractThis article addresses how entry into international society has been conceptualised, suggests a reconceptualisation that will make the concept more relational, and illustrates with a case study. Part one attempts a summary of relevant debates without the English School, and directs attention to the importance of how entrants draw on memories of its subject position in the suzerain system that it left as it entered international society. Part two discuses the experiences of Russia's predecessor polities, with the focus being on the place of Russian principalities within the suzerain system of the Golden Horde (ca. 1240–1500). I argue that Russia's basic stance towards European polities in the 16th and early 17th centuries is readily understandable in terms of a key memory, namely the one of being dominated by this polity, which was itself an outgrowth of the Mongol empire. Part three demonstrates how the resulting understanding of politics was confirmed by Russian experiences in the 16th and 17th centuries. I suggest that Russia never really let go of its memories of being part of a suzerain system, and that it is therefore still suspended somewhere in the outer tier of international society.

Abstract:
The aim of this study is to suggest ways to capitalize on the golden period for timely response to fire and emergency victims. To implement a system to effectively capitalize on the golden period, there is a need for policy measures as well as legal and social consensus. Precedent research has relentlessly mentioned the need for and feasibility of the priority traffic system for emergency vehicles. To this end, the present study involved an analysis of pilot cases of the priority traffic signal system for emergency vehicles introduced in a city during 26 days, from April 3 to 28, 2017. Out of 58 cases registered with the local 1-1-9 fire house, the number of cases that took advantage of the priority traffic system stood at 16 in response to fire and 11 to first-aid operations. Owing to the system, on average, the response time reduced by 3 min and 50 s in case of fire and by 3 min and 30 s for first aid. There were four complaints registered owing to traffic congestion, and the number of car accidents declined to one from six over the same period in the previous year. Based on these findings, it is safe to say that the priority traffic signal system would be effective for emergency vehicles to capitalize on the golden period if issues identified during the pilot run are resolved.

In Donoghue v Stevenson,1 the House of Lords established negligence as an independent tort and reformulated the responsibility owed by one person to another in civil society. The accident of Mabel Hannah finding a snail in her ginger beer became the occasion for the law to disrupt the (then) normal practices of manufacture specifically, and socioeconomic conditions more generally, by introducing attentiveness to vulnerability as a civil ethic. This essay looks back at the case and reads it in its cultural and material contexts—with the intention of illuminating Lord Atkin’s neighbour principle within its specific historical framework, and to look again at the justice Mabel Hannah received through the decision. This reading will examine the gap between law and social justice, and re-contextualise the potential of tort law to operate as a kind of civil ethics or system of moral value. In this reading I consider the inflections of the neighbour figure, reading the case’s Biblical ‘Golden Rule’ alongside the anti-ethics of Nietzsche and Freud. I also consider the ongoing paradox of the neighbour as a figure for the recognition of suffering.

In general, in the era of the Golden Horde, the name of the idea «Mangilik El» was officially used as «Power of the Eternal Tengri». The texts in the press of Khan Kuyuk, in the letter of Khan Argun, written to the address of the French king Philip, and in the documents confirming the authority of the ambassador of the Khan of the Golden Horde Uzbek, began with the words «Power of the Eternal Tengri». Here V. Bartold’s conclusion that the word «Mongol» was first used in the name of his state under Genghis Khan and only later turned into the name of the people from a scientific point of view is correct. The word «Mongol» under Genghis Khan was used not as an ethnonym, but as a political name and served as the ideology of the empire, or the state ideology. This ideology was not invented anew, it became the ideology of the empire of Genghis Khan by adopting the state ideology of the Turkic Khaganate «Mangilik El», formed on the basis of the Turkic worldview. And the term «Mongol» also came from the name of the ideology «Mangilik El».

Abstract:
The aim of this thesis is to reassess the value of the horse-figure in the tale of Mazeppa. The study begins with an attempt to establish the status of the tale as a Romantic myth in Western European culture and identifies four texts as a corpus of study: Voltaire's Histoire de Charles XII, roi de Suede, Lord Byron's Mazeppa, its translation into French by Amedee Pichot and, finally, Victor Hugo's 'Mazeppa' from his collection Les Orientales. Using methodologies derived from the history of ideas, psychoanalysis, and contextual and intertextual approaches, it is proposed that these four texts form a chain of meaning. The texts are examined at symbolic, structural and textual levels. At these levels, the concepts of the 'centaur complex' and the 'Pegasus complex' are introduced, enabling the outline of the horse as a representation of poetic inspiration and genius to emerge. This appears implicitly or explicitly in the texts and is effected through a dialectical process of fusion and inversion occurring within the man-animal relationship. As a result, the horse becomes not only a thematic link, or 'bridge', horizontally tying the chain of texts together, but it also endorses, within each text, a deeper, vertical function supporting metapoetic meaning and thus reaching the field of poetic ontology. The figurative horse is the 'real' creative surge for each writer within himself and between each text. Poetic creation springs from a hollow wound which the horse, representing the urge of expression, comes to fill and heal. This language transcends nationalities, but, as the story of Mazeppa was written both in English and in French, and also for other methodological reasons, the thesis is distinctively comparative. However, the double function of the horse implies that each text is studied on its own as well as in relation to the other texts of the corpus.

This thesis examines waterfront developments in the Middle East . It concentrates on the Golden Horn project in Istanbul as it raises a number of issues that are central to any such development in that region. In order for us to appreciate the problem, the thesis starts with an examination of the history of the city of Istanbul. This is followed by an investigation of the role of the Golden Hom in its life throughout history. The main issue raised in waterfront developments in a Middle Eastern context is discontinuity between the city and the new development through the introduction of new users, functions, scale and sensibilities alien to what exists now. Istanbul, being part of an international heritage, its preservation and continuity to the water's edge becomes a moral obligation as well as a practical need to protect rest of its fabric from the repercussions of overloading. A performance specification is put forward to integrate the development back into the life of the city. Formally, urban waterfronts in the context of the Middle East are problematic as no precedent exists for dealing with the water's edge. Hence an investigation of the cultural attitude to nature and the form of the city is put forward, from which principles and orders are extrapolated to aid the designers in their approach to the problem.

Wången is a trotting school located in Alsen region in Mid Sweden. Currently they keep almost 105 horses in their premises, which produce 2 400 m3 of stall waste per year.  Stall waste has always been a concern for those who keep animals, and though composting has been a viable solution to this problem for quite some time, it is no longer the only solution. Stall waste can be converted to energy and there are different techniques and approaches to do so.  In this study the writer compares the viability of two possible techniques (Biogas and heating plant) by collecting data from two existing biogas and heating plant providers for Wången trotting school. The results show that with almost same amount of investment on the reactors, a heating plant can meet 85% of Wången heating demand while Biogas plant could only meet 10 % of Wången’s heating consumption. On the other hand, as a result of nitrogen bound compound existence in horse manure, burning stall waste in the heating plant showed a more acidifying potential compared to the biogas plant.

This thesis contrasts the equine policy networks and organisational landscapes of the horse industry in England, Sweden and the Netherlands. In order to analyse each network the conceptual framework offered by the Marsh-Rhodes policy network typology is adopted, while the dimensions of membership, integration, resources and power are specifically considered. The origins and development of each policy network studied are analysed, along with an appraisal of their inherent characteristics. The cultivation and maintenance of consistency, communication and collaboration within a diverse policy network are examined. In addition, the influence of a diverse policy network on policy decision making is explored. The importance of relationships between key individuals within policy networks is analysed, along with the significance of the micro and macro levels of the networks. Finally, the future development of the equine policy network and horse industry in England for the benefit of interest groups and the government is considered. Within each policy network a specific organisation which acted as the mouthpiece for interest groups within the network to the government was identified. However, the structure of each of these bodies and their mode of operation differed considerably between countries. In Sweden and the Netherlands, the connection between the equine and agricultural policy networks was shown to be significant in the development of the relationship between interest groups within the horse industry and the government. In both countries an organisation from the agricultural sector expedited the development of this relationship. The level of government intervention and financial support afforded to each horse industry varied. Significant differences in key sub-sectors of each of the policy networks studied, specifically sport and recreation, and breeding, were identified, while recent developments in the European-wide equine policy network were also examined.

Abstract:
Abdominal pain (colic) in the horse is one of the most common emergency problems in the horse, but there are major gaps in the current evidence. Five original studies were undertaken to build evidence on the primary assessment of abdominal pain in the horse. The first study was a systematic review of risk factors for abdominal pain. This identified 83 publications on risk factors for colic; 47 met inclusion criteria and were reviewed and categorised. Twenty four studies were evaluated using the JBI-Mastari critical appraisal tool. Evidence from the ten publications with least susceptibility to bias was collated. There was consensus of evidence for increasing age, recent change in diet and previous history of abdominal pain are risk factors for colic. This evidence should inform veterinary practitioner’s clinical decision making and approach to disease prevention. The second study was a systematic review of diagnostic tests for abdominal pain. This identified 190 publications; 46 publications met inclusion criteria and were reviewed and categorised. Thirty studies were evaluated using the QUADAS critical appraisal tool. None of the studies used a suitable methodology to assess the value of a diagnostic test to differentiate critical cases. The outcomes of this systematic review were a description of the current evidence and recommendations for future research using appropriate study designs. Both systematic reviews highlighted a lack of evidence from primary practice. The third study was a prospective survey of the primary assessment of horses with abdominal pain by veterinary practitioners. Data was collected from 1016 cases, including clinical history, presenting signs, diagnostic and treatment approaches and case outcome. Cases were categorised as critical or non-critical. Multivariate logistic regression was used to identify clinical features associated with critical cases. Five variables remained in the final model: pain, heart rate, capillary refill time, pulse character and gastrointestinal borborygmi. These should be considered essential components of the initial assessment and triage of horses presenting with colic. The fourth study was an online survey of veterinary practitioner’s opinions of diagnostic tests for colic. Responses from 228 participants were analysed. The most frequently used tests were ‘response to analgesia’, ‘rectal examination’ and ‘nasogastric intubation’, but there was a wide variation in practitioners’ approaches. The main reasons for not using tests were that practitioners considered they were not required, or had concerns around personal safety, lack of facilities or financial constraints. The final phase was two multi-disciplinary workshops to review current evidence and generate recommendations. Fifty participants attended the first workshop and generated 84 statements on the recognition of colic. Forty one participants attended the second workshop and generated 160 statements on the assessment of horses with colic. These statements form the first phase of a multi-disciplinary Delphi process to develop best practice guidelines on the recognition and primary assessment of horses with abdominal pain. This research makes significant contributions to the current evidence on abdominal pain in the horse. It has consolidated existing information, made recommendations for future research, and worked with practitioners to address evidence gaps, and involved different stakeholders in deciding how this evidence should be applied.

Abstract Horse-related events have been popular in Iceland for many decades, as well as in other countries. Such events attract many people that are both enthusiastic about and involved in horse-related activities. The biggest horse event in Iceland since 1950 has been the National Championships of the Icelandic Horse - Landsmót - which enables the owners of the best horses in Iceland to come together and compete in various categories. Landsmót is organized by the Icelandic Equestrian Association (Landssamband hestamannafélaga [National Association of Equestrian Associations], referred to as LH) and the Farmers Association of Iceland in cooperation with local horse clubs that act as hosts for Landsmót. In this chapter, the Landsmót events held in the years 1998-2008 are studied from a strategic management point of view. The chapter looks into the lessons learnt from the events, based on a four-dimensional approach to strategic management. The main goal of the research, which was completed in 2010, was to bring forward important knowledge and information on the Landsmót events that could be used in the strategy and the development work for upcoming events over the following years. The study of Landsmót 1998-2008 was based on a case study method. Six cases were studied from an illustrative and explorative point of view. The study also made use of focus groups, interviews, questionnaires and document analysis. The study concluded that Landsmót as a biennial event is a celebration of success in breeding and training of the Icelandic horse. Landsmót is also a social gathering, uniting people who are dedicated to the Icelandic horse, both within Iceland and from abroad. The study also concluded that Landsmót is about competition and ranking of the best horses, while at the same time it is an event true to tradition and family activity. Finally, the main conclusions reveal that Landsmót is very important for marketing and communication of the qualities of the Icelandic horse.
