Full textMunicipal councils are vested with the legal authority to promote financial accountability in their respective municipalities. To accomplish this responsibility, municipal council establishes committees to enable a structured and coordinated mechanism through which it can promote financial accountability effectively. However and despite the available legal and institutional mechanisms established to enable council committees to promote financial accountability, the lack of effective financial accountability in municipalities has persisted. This study focused on the role of council committees in ensuring financial accountability. It was guided by the following research questions: What are the major factors that contribute to financial accountability at local level, what is the role of council committees in promoting financial accountability and how can council committees be strengthened to play an effective role in Stellenbosch municipality&rsquo
s municipal financial accountability. Stellenbosch Local Municipality was used as a case study for this research. The data was collected from primary and secondary sources. Primary data was sourced from members of relevant council committees through structured and unstructured interviews. Secondary data was obtained from relevant municipal reports, internet sources, government department publications, journals and Auditor - General&rsquo
s reports which contributed to the reliability, validity and objectivity of the findings. The findings showed that political instability, a lack of a culture of accountability, lack of clearly defined authority for accountability, lack of relevant capacity and willingness are some of the major factors that have impacted negatively on council committees from promoting effective financial accountability. The study opens up the possibility of future research to include a wider number of municipalities.

Full textBeing a parent in todays modern society brings pressure from partly society but perhaps mostly from social media. There are different expectations of parents and norms about how parents should act and there are also different laws that govern, such as the convention on the rights of the child and the code on parents and children. In social work there is a lot of focus around what does not work in parenting and the deviant behaviours that exist. Nevertheless, it is mentioned that as a parent you do not have to be a perfect parent, but only be good enough. But how are you a good enough parent that create good conditions for a good upbringning and future for their child? The purpose of this study was to investigate how parenting is portrayed in podcasts and what perceptions in podcasts that exist about how to be a good parent who create good conditions for their child, with links to attachment theory and Winnicott’s concept of good enough. The results showed that it is mainly about wanting to spend time with their children, and that they do not always have to be fun things but it is enough to involve the child in the everyday chores that exist. It was demonstrated even as long as you do everything in your power for your children and want their best, it does not do anything if it does not turn out completely well sometimes. Parents will not be completely perfect, they will be angry with their children, but as long as the parents have a dialogue with the child afterwards, it is possible to repair. In other words, it is about wanting the best interests of your child, wanting to socialize with them and be there for them.

Full textSouth Africa continues to experiment with democracy after 23 years since its rebirth in 1994. The country‘s democracy is still developing towards greater transparency, full participation and accountability. Development depends on the existence of strong and vibrant institutions of accountability in the face of the challenges that threaten to reverse the gains made since the advent of democracy. Among such institutions is the legislature, which is the focus of this study. The study probes the oversight role of legislatures in South Africa. Oversight has become a subject of interest in the field of Public Administration as it is viewed as the mandate of legislatures to hold the government to account for managing public resources in the course of conducting public affairs. This study broadens the understanding of oversight by examining crucial relations between the legislature and the executive, and by providing insight into the legislature‘s ability and capacity to carry out the oversight mandate. This is mainly because in most developing countries, the legislative sector, and particularly African legislatures have been categorised as weak. They are generally censured to have institutional weaknesses and limited decision-making role. There are, however, common challenges, including but not limited to lack of capacity, the dominance of the executive and its reluctance to cooperate, and lack of political will attributed to various factors. These challenges are intensified by the legislature‘s perceived inability to deal with emerging issues. Studies previously conducted in the Gauteng Legislature have affirmed some of these challenges, including among others, lack of independence and capacity issues when exercising its oversight role. However, the literature pointed to increased oversight activities in democratic legislatures over the years. Although increase in oversight activities is acknowledged in the study, literature on oversight effectiveness is scant. From the foregoing, the aim of the study was to examine whether the oversight role of legislatures has effects in terms of the promotion of good governance, particularly executive transparency and accountability as well as public involvement. In addition to focusing on the relationship between the executive and the legislature, ability and capacity of the legislature, the study also set out to determine the extent to which the public participates in oversight processes of legislatures. The study concentrated on the Gauteng Legislature, and focused on the work of Portfolio Committees as they are responsible for the day to day oversight work of legislatures. The literature reviewed points out to the complex nature of the legislative oversight setting based on the systems of governance adopted in a country, which has an influence on the relationship between the executive and the legislature, and in turn, on oversight. The study has employed a qualitative approach, with the data collected utilising semistructured in-depth personal interviews, participant observation and document analysis. Semi-structured personal interviews were the main data collection tool utilised to collect primary data from the participants. The participants were selected utilising non-probability (purposive) sampling to target participants with knowledge and experience on the subject matter to attain the objectives of the study. In addition, the participant observation and document analysis were used to collect both primary and secondary data to supplement the interviews with the respondents. This was mainly to respond to the contention of this study. The study argues that the legislature through its oversight role has the ability and capacity to promote transparency and accountability as well as public involvement. The findings of this study suggest that to a certain extent, the oversight role might have positive effects on promoting executive transparency and accountability. However, the findings have pointed out some serious shortcomings regarding the extent to which the public participates in the oversight work of the legislature. This is regardless of the efforts made by the legislature to establish platforms to ensure that the public participates in the oversight role to hold the executive accountable. Furthermore, the study has found that Portfolio Committees are a suitable mechanism to hold the executive to account as among others, the Members of the Provincial Legislature (MPLs) work well together. There are improved relations between the Gauteng government departments and committees. The departments are responsive; yet there are still challenges leading to the elusion of accountability, with limited or no consequences. The study recommends inter alia, follow-up on oversight activities; committee action against the executive‘s reluctance; strengthening the role of research; and regular interactions between the executive and the legislature. The aim of this investigation was to clarify the role performed by the Managing Committees of the Itaipu Binational Cultivating Good Water Program and the management policies of the hydric resources integrated to the sanitation of São Francisco Verdadeiro River subbasin, in which environmental management is promoting the modification of the predatory practices, which strengthen the natural resources exhaustion. One of the objectives is to understand how the members of the managing committees participate of the democratic management process to access the water in the São Francisco Verdadeiro River subbasin by the Integrated System of Hydric Resources Management (SIGRH), guaranteeing the basic sanitation strengthening the social agreement necessary among the involved in this task (state and municipal governments and the citizens). Despite the efforts of the municipalities, little was altered in the environmental practices developed, which are developed with strong centralism, carrying traces of privativism and in a repressive way. Water: the difficult journey of preservation and access in the São Francisco Verdadeiro River Subbasin in Paraná, for its thesis elaboration the methodological resource study case was used, having interviews with the Committees members managing the Itaipu Binational Cultivating Good Water Program, with semi-structured interviews, primary sources analyses and bibliographical reference. It is widely recognized that the Cultivating Good Water Program, executed by the Managing Committees, has supplied the conditions and enough water for the generation of energy for Itaipu Hydroelectric Dam, but not as a socialization strategy and equal access to the water. Despite the contribution to the improvement of some life quality aspects of the population of São Francisco Verdadeiro River subbasin, the implementation of the interface of the hydric resources with the sanitation is not occurring, in which such hypothesis showed to be true
O tema desta investigação procura elucidar o papel desempenhado pelos Comitês Gestores do Programa Cultivando Água Boa, da Itaipu Binacional na gestão da política de recursos hídricos integrada à de saneamento na sub- bacia do Rio São Francisco Verdadeiro, que no processo de gestão ambiental buscam fomentar a modificação das práticas predatórias que potencializam o risco de exaurimento dos recursos naturais. Destaca-se como objetivo entender como os membros dos comitês gestores participam do processo de gestão democrática de acesso à água na subbacia paranaense do Rio São Francisco Verdadeiro, através do Sistema Integrado de Gerenciamento dos Recursos Hídricos (SIGRH), garantindo o saneamento básico, de modo a fortalecer o pacto social necessário entre todos os envolvidos nesta tarefa (governo estadual e municipal e a sociedade civil). Uma vez que, apesar dos esforços empreendidos pelos municípios, pouco se alteraram as práticas ambientais desenvolvidas, sendo realizadas com forte centralismo, com traços de privatismo e de cunho repressivo. Para elaboração da tese Água: o difícil percurso de preservação e acesso na subbacia paranaense do Rio São Francisco Verdadeiro, utiliza-se como recurso metodológico o estudo de caso, com entrevistas aos membros dos Comitês Gestores do Programa Cultivando Água Boa, da Itaipu Binacional pautadas em roteiros semiestruturados, análise de fontes primárias e acervo bibliográfico. Full textThis work provides a solid theoretical base on philanthropy, religious giving (Islamic zakat, ‘ushour, Waqf -plural: awqaf-, Sadaqa and Christian tithes or ‘ushour), and their implications on giving trends, development work, social justice philanthropy. The field study (quantitative and qualitative) that supports the theoretical framework reflects at a national level the Egyptian public’s perceptions on philanthropy, social justice, human rights, giving and volunteering and other concepts that determine the peoples’ civic engagement. The statistics cover 2000 households, 200 Civil Society Organizations distributed all over Egypt and interviews donors, recipients, religious people and other stakeholders. The numbers reflect philanthropic trends and for the first time provide a monetary estimate of local philanthropy of over USD 1 Billion annually. The survey proves that the per capita share of philanthropy outweighs the per capita share of foreign economic assistance to Egypt, which implies the significance of local giving if properly channeled, and not as it is actually consumed in the vicious circle of ad-hoc, person to person charity. In addition, the study relates local giving mechanisms derived from religion and culture to modern actual structures, like community foundations or community waqf that could bring about sustainable change in the communities. In sum, the work provides a comprehensive scientific base to help understand- and build on local philanthropy in Egypt. It explores the role that local individual giving could play in achieving sustainable development and building a new wave of community foundations not only in Egypt but in the Arab region at large. As a tangible result of this thesis, an innovative model that revives the concept of waqf and builds on the study’s results was created by the researcher and a dedicated board of trustees who succeeded in establishing Waqfeyat al Maadi Community Foundation (WMCF) that not only introduces the community foundation model to Egypt, but revives and modernizes the waqf as a practical authentic philanthropic structure.
