Abstract:

Abstract. The final result of the Perczel Project was born after ten years of research at the Department of Cartography and Geoinformatics of Eötvös Loránd University by end 2019. The plan was to completely reconstruct Perczel’s giant globe. The globe, dated 1862, was made by László Perczel and it is now kept in the Map Room of the National Széchényi Library. It is a unique manuscript globe with a diameter of 127.5 cm, but its condition was very poor (several serious defects and illegible labels). In addition to the cartographic tasks by the Department, it was necessary to involve graphic designers and object restorers, model makers, a wood restorer, a coppersmith and an engraver; they were all coordinated by the Archiflex Studio. As a result of their collaboration such globes were born which most probably look like the original manuscript product looked almost 160 years ago. The facsimile was made in three copies.Before the Archiflex Studio started to organize the work, the Department created – by processing 800 photographs – a digital virtual 3D facsimile to register the state of the globe. This globe was entered into the Virtual Globes Museum (http://terkeptar.elte.hu/vgm). The original large-resolution photos were also used for making the segments of the digital contentual globe map between 2008 and 2012. This intensive work (with the cooperation of several BSc, MSc and PhD students of cartography) produced a series of digitally recreated segments of the globe map, which were redrawn, recoloured, and registered the legible letters. The digital contentual facsimile was used to prepare the virtual 3D model, which was also placed in the Virtual Globes Museum in 2012.The work on the globe at the Department ceased in 2012–13, but continued in a half-year project in 2019, before the start of the actual physical reconstruction. The project was undertaken by Mátyás Márton, the head of the former Perczel Poject. The work meant that the digital contentual facsimile completed in 2012 had to be further processed: namely, the digital reconstruction of the globe map. Various cartographic challenges had to be solved to accomplish this task:The possible sources had to be identified: those maps and atlases had to be found that Perczel may have used for the preparation of his globe. The collected publications were compared to the easily readable parts of the globe; in this way, it was possible to select those that were probably used. These sources were considered basic sources for further work.The selected sources made it possible to achieve two goals: first, to complete the letters of place names that were partly illegible, and second, to add the graphical elements to those parts of the globe that had been completely destroyed.There was only limited time to carry out the above tasks, and at the same time, we had to serve those who were working on the production of the three facsimile globes under the direction of the artistic director of the project.This paper gives only an outline of the events of the progress of the digital recreation, that is the digital (virtual) contentual facsimile of the globe at the Department in the past more than ten years. It gives details on the cartographic tasks needed before the physical reconstruction. This made it possible to make the digital restoration and digital reconstruction of the globe map as complete as possible. As a result, it also became possible to prepare the virtual 3D model of the content of the reconstructed facsimile globe. In comparison to the state of the globe in 2012, altogether 2,872 graphical elements and 3,252 place name amendments and corrections were made in the project. Hill shading was added or completed on 318 places – mostly on the damaged parts. Further, the content of the badly damaged calendar ring was explored. (The study and reconstruction of the artistic drawing of the signs of the zodiac was done by a designer-graphic artist.) It is a cartographic interest that the points of the compass were written in old-style Hungarian words on the calendar frame (horizon ring), which are not used today.Finally, the authors present the contemporaneous facsimiles in their physical form, which is the result of the project coordinated by the Archiflex Studio (the 3D models can be seen in the VGM). The completion of these facsimiles makes this work of art – known as Perczel’s globe in map history – a common property representing great scientific and cultural value.

The INPEX-led Ichthys LNG Project is one of the world's most complex gas developments, incorporating all elements of the production chain. It is three mega projects rolled into one. The offshore project includes the world’s largest semisubmersible central processing facility and a large floating production, storage and offloading facility. Abstract:

The due economy of projects is a catchword nowadays in the world. Advancement in project sustainability has reshaped the banking across the globe forcing companies to perform tasks and activities in the form of projects; resilience, stress management are some of the factors that redesign project sustainability. This cross-sectional study investigates the impact of resilience and stress management on project sustainability also making a contribution by analyzing the association of resilience and stress management. The beta values and results show in favor of acceptance of the entire hypothesis. The data was collected from the members of the project team working on a diverse project in the banking sector of Pakistan. The instrument used to collect the data was questionnaires to measure each variable. Pearson correlation and stepwise hierarchal regression were used to analyze the data. The study at the end highlights valuable findings and recommendations for the future and the researchers offer practical guidance further professionalizing Project Management.

Abstract:

Historically, wallcharts and posters created by botanical illustrators, often highly skilled artists, have played an important role in teaching botany at the university level. Large-scale panels and posters can visualize complex interrelationships and entire stories in a clear and appealing overview in graphs, tables, and diagrams. Carrying this concept of educational tools into the electronic era, the Plant Phylogeny Poster project uses this approach for displaying evolutionary relationships in systematic botany. The Angiosperm Phylogeny Poster (APP) displays, as phylogenetically arranged clades, the orders and families of flowering plants (with orders hyperlinked to APweb, Stevens, 2001–onwards), the Tracheophyte Phylogeny Poster (TPP) families and genera of ferns and gymnosperms, and the Bryophyte Phylogeny Poster (BPP) orders and families of liverworts, mosses, and hornworts. The portfolio currently also includes about 30 posters on individual orders and families of angiosperms. Each group within these evolutionary trees is matched with essentially relevant morphological features, biogeographic occurrences, and other information in compactly condensed text blocks. All posters are freely available online, some in more than 30 languages, coauthored by a team of more than 130 botanists. The posters are regularly updated, current literature is cited. The project is expanding steadily and rapidly.

Abstract:

Project managers are concerned about completing the projects on time and cost. IT projects across the globe are notorious for their time and cost overruns. This paper presents output from a comprehensive study on software development risk and project outcome with respect to the projects executed by software companies in India. Based on the data collected from over 300 projects, the authors developed a discriminant model for predicting the project outcome category based on risk scores of a project. The discriminant models developed are seen to possess adequate prediction accuracy to be used in practice. The models can help the project managers in early detection of likely project failures and hence to initiate appropriate counter strategies.

Abstract:

This paper describes a Computer Supported Experiential Learning project at the University of Central England (UCE), for which a bid has been successful to the UK Higher Education Funding Councils’ learning and teaching fund to develop innovative teaching and learning strategies. The project is based upon a well-established curriculum model (Kolb, 1984) which has been adapted by the Learning Methods Unit (LMU) at UCE to include technologies each addressing a particular stage in Kolb’s learning cycle. The model recognises that it is insufficient simply to learn new concepts, just as it is insufficient to have an experience in isolation. The learner must make the link between theory and practice through active experimentation and through reflection on the learning process.

Metaphors and instruments of planetary colonization: From the first globe to Earth System ScienceThe purpose of the text is to look at one of the missions inscribed in the frame of modernity, that is, the design of the Earth as a whole, and thus perceiving it in terms of the globe and the planet. The essay describes three projects of the Earth treated as a globe, an Earth Spaceship, and an integrated Earth System Science creating a cyborg’s vision of the planet. Although they differ from each other in their historical, political and scientific background, these examples form a connected network of the Earth project in which the colonialism and imperialism of the first explorers are continued in the globalist-capitalist concepts of defining the planet as a sphere open to possible modifications implemented since the second half of the 20th century and transformations significantly affecting the functioning of the entire ecosystem.

In Private Finance Initiative (PFI), payment for services is based on predetermined standards and performance. Thus, Key Performance Indicators (KP ls) have been used to measure this performance. However, in Malaysia, the absence of an effective KP Is is identified as one of the core criticisms for measuring the PFI projects performance. Therefore, two objectives are established which are; to investigate the implementation of various PFI performance measurement models across the globe and how these models can be adopted within PFI in the Malaysia s context. Finally, an 'Amalgamated-Model' of Performance Measurement approach for PFI Project in Malaysia is proposed for measuring the project performance. The outcomes of this research can serve as a theoretical base for the improving performance measurement model in monitoring and measuring PPP projects performance in Malaysia.

Abstract:

Purpose Aligning the project management methodology (PMM) to a particular project is considered to be essential for project success. Many outsourced software projects fail to deliver on time, budget or do not give value to the client due to inappropriate choice of a PMM. Despite the increasing range of available choices, project managers frequently fail to seriously consider their alternatives. They tend to narrowly tailor project categorization systems and categorization criterion is often not logically linked with project objectives. The purpose of this paper is to develop and test a contingency fit model comparing the differences between critical success factors (CSFs) for outsourced software development projects in the current context of traditional plan-based and agile methodologies. Design/methodology/approach A theoretical model and 54 hypotheses were developed from a literature review. An online Qualtrics survey was used to collect data to test the proposed model. The survey was administered to a large sample of senior software project managers and practitioners who were involved in international outsourced software development projects across the globe with 984 valid responses. Findings Results indicate that various CSFs differ significantly across agile and traditional plan-based methodologies, and in different ways for various project success measures. Research limitations/implications This study is cross-sectional in nature and data for all variables were obtained from the same sources, meaning that common method bias remains a potential threat. Further refinement of the instrument using different sources of data for variables and future replication using longitudinal approach is highly recommended. Practical implications Practical implications of these results suggest project managers should tailor PMMs according to various organizational, team, customer and project factors to reduce project failure rates. Originality/value Unlike previous studies this paper develops and empirically validates a contingency fit model comparing the differences between CSFs for outsourced software development projects in the context of PMMs.

Has the industry seen the light on project delivery? Numerous signs of improved execution through the downturn in Australia and across the globe suggest oil and gas companies are finally getting it right after a lengthy period of dismal performance. Even before prices went to US$100 per barrel and beyond, the oil and gas industry had a poor track record of delivering major projects. However, higher prices exacerbated the situation, encouraging poor capital discipline and overconfidence in undertaking large-scale, highly complex projects that overstretched the supply chain. The results were delays, cost overruns and billions of dollars in value destroyed. Over the past decade the average project was delivered 6 months late, with costs up 14% compared with the forecast at final investment decision. The top 15 cost blowouts were a cumulative US$80 billion over budget. Much of that was in Australia. But lessons have been learned. Without the safety net of higher prices, the successful execution of capital projects has become of crucial importance to the industry. There is now evidence of post-downturn projects being delivered on time and on budget; in Australasia, recent examples include Greater Western Flank Phase 2 and the Bayu-Undan infill drilling campaign. But do these successes mean execution has really improved? It can be argued these are relatively simple brownfield, subsea developments. When we enter the next investment cycle with bigger projects (Scarborough, Browse and Barossa), will we see the same old mistakes repeated again?

Abstract:

The Pakistan construction industry recorded a high growth rate of 9.05% in 2016–2017. However, it fails to complete the projects within the specified cost, time and quality due to the use of traditional management techniques. This can be easily overcome by adopting and implementing new technologies like Building Information Modeling (BIM). In this study, a questionnaire survey was performed to find the present state of BIM in Pakistan and highlight the barriers in its successful adoption. In addition, Interpretive Structure Modeling (ISM) and Cross-Impact Matrix Multiplication Applied to Classification (MICMAC) analysis were used to identify interrelationships among these barriers. Out of 104 responses received, 63% of Architecture, Engineering and Construction (AEC) professionals were aware of BIM and among them, only 17% had utilized BIM in their projects, which is a very low percentage. The adoption of BIM in Pakistan is only at 11%. The respondents acknowledged that BIM helps in minimizing the cost and time of a project up to 57%. This study concluded that BIM is more economical and efficient than other management techniques. Moreover, this research also identifies the ISM and MICMAC analysis-based hierarchical model and three level strategy model that can facilitate the possible implementation. Solutions to common barriers around the globe are also proposed. Thus, by utilizing BIM, an economical, timely, properly managed project can be obtained in Pakistan and other developing construction markets all over the globe.

AbstractA procedure is described to estimate bias errors for mean precipitation by using multiple estimates from different algorithms, satellite sources, and merged products. The Global Precipitation Climatology Project (GPCP) monthly product is used as a base precipitation estimate, with other input products included when they are within ±50% of the GPCP estimates on a zonal-mean basis (ocean and land separately). The standard deviation σ of the included products is then taken to be the estimated systematic, or bias, error. The results allow one to examine monthly climatologies and the annual climatology, producing maps of estimated bias errors, zonal-mean errors, and estimated errors over large areas such as ocean and land for both the tropics and the globe. For ocean areas, where there is the largest question as to absolute magnitude of precipitation, the analysis shows spatial variations in the estimated bias errors, indicating areas where one should have more or less confidence in the mean precipitation estimates. In the tropics, relative bias error estimates (σ/μ, where μ is the mean precipitation) over the eastern Pacific Ocean are as large as 20%, as compared with 10%–15% in the western Pacific part of the ITCZ. An examination of latitudinal differences over ocean clearly shows an increase in estimated bias error at higher latitudes, reaching up to 50%. Over land, the error estimates also locate regions of potential problems in the tropics and larger cold-season errors at high latitudes that are due to snow. An empirical technique to area average the gridded errors (σ) is described that allows one to make error estimates for arbitrary areas and for the tropics and the globe (land and ocean separately, and combined). Over the tropics this calculation leads to a relative error estimate for tropical land and ocean combined of 7%, which is considered to be an upper bound because of the lack of sign-of-the-error canceling when integrating over different areas with a different number of input products. For the globe the calculated relative error estimate from this study is about 9%, which is also probably a slight overestimate. These tropical and global estimated bias errors provide one estimate of the current state of knowledge of the planet’s mean precipitation.

The success of the market modernization of Russia depends in many ways on similarity of the Russian economic mentality and the European one. To estimate a degree of similarity of the former with the mentality of citizens of Western and Eastern countries, it is suggested that the techniques of a quantitative estimation and the analysis of national economic mentality - ethnometric methods - should be used. The authors analyze four most popular ethnometric techniques - G. Hofstede’s, the project GLOBE, the project WVS and F. Trompenaars’. The most important parameters of national economic mentality are considered to be the indexes of individualism and hierarchy (power distance). According to the WVS results, Russia belongs to the East; according to G. Hofstede’s technique, Russia occupies an intermediate position between the East and the West; GLOBE and F. Trompenaars give inconsistent results.

Delays in road construction projects due to various reasons are a major problem facing construction professionals. The incapability of finishing projects punctually and within a given budget is a persistent issue worldwide. This study aims to determine the ten principal causes of delay in road construction projects in 25 developing countries across the globe. The study involves two steps. First, the authors compiled information regarding the most frequent delays in a road construction project. Second, they analyzed the intensity of each cause of delay in these projects. Being more accurate in the methodology, given the nature of the information, the researchers used a quasi-meta-analysis for processing the data. Half (50%) of the countries have similar causes of delay, and likewise, 50% of the countries identified the top ten primary causes of delay in road construction projects based on the intensity results. This study uses the results of the intensity. According to the results of the homologation, the lack of experience of the construction manager, inadequate planning/scheduling, and influence on people’s land alongside the road construction project (expropriation for the construction of the project) have more significant impacts than frequent changes in the design (which was listed as the most frequent cause of delay).

Globe artichoke is a native crop of the Mediterranean region with about 80% worldwide production. It is estimated that about 3,000 ha are grown in the U.S., mostly in California. Artichoke crop can be grown as a perennial, by vegetative cuttings, or as annual by seeds. Crop production can be limited by freezing winter temperatures leading to irreversible plant damage or by high summer temperatures causing poor head quality. Successful artichokes production, particularly in areas with constraining climatic conditions, requires proper selection of cultivars and planting dates. Cultivars with low vernalization requirements are more prone to a short growing season. The application of GA3 to overcome the lack of low temperatures and fulfill the vernalization requirements of early cultivars is well known. The goal of this multi-year project is to select production strategies contributing to earliness, extension of harvesting period, and improved yield and head quality under a variety of environmental conditions in Croatia and Texas. Selecting cultivars with different maturity groups and planting dates enabled harvesting period from autumn to late spring depending on locations. When GA3 was applied (12.5 to 125 ppm) on a naturally vernalized crop from autumn planting, early yield was substantially increased without affecting earliness. Conversely, application of GA3 (30 or 45 ppm) on nonvernalized plants established during late spring or summer was necessary for fall harvest in the Croatian locations. Head quality evaluated as head weight and size, or crude protein and total fiber concentration, progressively decreased during late spring harvest in Texas. Shifting the harvesting period towards early spring may be essential for improving head quality and for increasing the market share. To achieve adequate yields, longer harvesting period, and superior head quality, it is necessary to develop and adjust cultural practices for the specific growing area.

Purpose: The objective of our project is to use the National Inpatient Sample Database to identify risk factors for endophthalmitis in cases of open-globe injury (OGI). Methods: This is a cross-sectional observational study of 48 627 cases of OGI from the National Inpatient Sample Database. We performed regression analysis using IBM SPSS Statistics 23. Codes from the International Classification of Disease, Ninth Revision were used to identify ocular findings and conditions. Variables with P values less than .05 on univariate analysis were included in the multivariable regression model; Bonferroni correction was applied to these results. Results: Of the 48 627 cases of OGI, 37 440 (77.0%) occurred in the adult group (21 years and older). Overall, 1018 (2.1%) cases developed posttraumatic endophthalmitis, with 74.5% cases in the adult group. Endophthalmitis developed in 293 (4.5%) eyes with an intraocular foreign body (IOFB). Results of binary logistic regression showed the clinical findings of traumatic cataracts, hypopyon, vitreous inflammation, corneal ulcers, or IOFBs were associated with an increased risk of developing endophthalmitis after OGI. Conversely, orbital fractures, rupture-type injuries, and intraocular tissue prolapse were associated with a decreased likelihood of being diagnosed with endophthalmitis. Conclusions: Endophthalmitis developed in 2.4% of pediatric OGIs and 2.0% of adult OGIs. Traumatic cataract, hypopyon, vitreous inflammation, corneal ulcer, keratitis, retinal detachment, IOFB, and diabetes increased the risk of post-open-globe endophthalmitis.

Multiple projects have been planned under the umbrella of CPEC including construction and extension of highways, railways, special economic zones to connect China from Kashgar to Gawadar in Pakistan. This project will have a massive infrastructural development in Pakistan. Rehabilitation and Expansion of Karachi-Peshawar Railway Line known as ML-1 to be completed in 6 years approximately is one of the vital infrastructure projects in this mass transit corridor. This is the oldest and busiest rail line in Pakistan for passengers as well as cargo transfer with almost 75% share of the country’s transfer. The approximate cost allocation on that project is $8 billion which is shared by the Government of China and the Asian Development Bank (ADB). This route is covering KPK, Punjab and Sindh Provinces. These provinces have different political ruling parties. We have concluded that to deal with any kind of possible delay or termination of the project, the sponsoring agency and guarantor involved must make sure the transparency in this whole process.

There is a long tradition at the Royal Botanic Gardens, Kew (RBG, Kew) of cultivating and displaying exotic plants from all over the globe, and the largest Victorian glasshouse, the Temperate House, traditionally showcases plants from temperate regions. The Temperate House Restoration Project was undertaken at RBG, Kew from 2012 to 2018. Over 1,000 species of plants were removed, propagated and replanted for this project, and this article describes the propagation of some of the most difficult to reproduce plant material. Four plant groups or species are presented: Erica verticillata P.J.Bergius, Quercus insignis M.Martens Galeotti, Pinus roxburghii Sargent and Banksia spp. L. This is in order to illustrate the variety of options available for propagating challenging species with attention to their ecology, biology and growing requirements. Also provided are background information, reasons why these plants are considered difficult to multiply in cultivation, how plant material was sourced and the methods employed which led to successful propagation of the material at RBG, Kew. Propagation of the plants was heavily reliant on the horticultural expertise of those involved, and this expertise ensured that most of the original plant material was rejuvenated and new collections with scientific significance were added to the restored Temperate House.

In just over six years, China’s Belt and Road Initiative has swiftly expanded to vast swaths of the globe, with as many as 138 countries signing on. In 2017, President Xi Jinping’s signature project was incorporated into the Chinese constitution, assuming extraordinary significance as the “project of the century.” China has couched the program in multilateral terms, with a promise of shared benefits through road and maritime connectivity projects, reviving the ancient Silk Road and revivifying the spirit of commercial, cultural and academic exchange. Cooperation among member countries is envisaged in policy coordination, facilities connectivity, unimpeded trade, financial integration, and people-to-people bonds. However, an active debate has ensued surrounding China’s motivations and the initiative’s potential outcomes for the host countries. Against this backdrop, I examine the economic implications for host countries and regions, using a geo-economic analytical framework.

<p><strong>Abstract.</strong> During the last years, many solutions have been proposed for 3D Virtual Heritage representations. Recently, also new technologies for online gaming evolved, based on javascript libraries (WebGL), used to create and publish virtual interactive environments. They are based on recent Web browser’s functionalities, surpassing some limitations of VRML technologies. On the side of geospatial information, technology has evolved from desktop GIS to 2D WebGIS and globe applications. The use of globe applications is, today, very diffused due to its immediate and at the same time impressive representation of the earth surface and territories. These technologies have been, also, applied to Virtual Heritage 3D reconstructions, to improve the fruition of Cultural Heritage (CH), with the achievement of interesting results. The topic of this paper is the experimentation on the fusion between globe based and gaming technologies (in our case WebGL) that allow achieving a more user-centric and powerful solution useful for publishing 3D geospatial information of CH on Web. This choice allows obtaining GIS oriented 3D models, typical of globe applications, and, at the same time, a more immersive exploration of CH and its surrounding environment. In particular, it also gives complementary text and multimedia information on the history, architectural features of each cultural good, based on querying of semantic information. The test field of the research is the construction of the 3D GIS virtual globe model of the Manfredonic Castle of Mussomeli (Sicily-Italy), developed for PON-NEPTIS EU Project, to compare open-source technologies and commercial proprietary applications.</p>

Economic immigration to Japan has increased the number of language minority students in certain Japanese elementary schools to as many as one in four. Little is known, however, about how these children are influencing language and literacy practices in schools. This article looks at the classroom interaction in the International Community School (ICS), a small school run by a Non-Profit Organisation (NPO) in Gunma Prefecture in which the presence of English‑, Portuguese‑, and Japanese-speaking children has given rise to an experiment in trilingual education. A project to create world globes in a first-grade trilingual classroom is examined using a social semiotic framework. The physical characteristics of the globes bear traces of the political and linguistic environment as well as the organization and management of the school. Children and teachers in turn question and transform geographic systems of representation and approaches to literacy in the process of creating and using a multilingual globe to talk about interests, experiences, and knowledge related to the world.
