This paper offers an analysis of the strategic EU's framework in the planinning of sustainable industrial development and possibilities for harmonisation of Serbia. The aim of this analysis is finding an acceptable formulation of new approaches to sustainable industrial planning in relation to the European strategic framework based on the Lisabon Summit (agenda), the European Spatial Development Perspective towards sustainable territorial development EU (ESDP) and possibilities of introducing the EU Directive IPPC in industry (Integrated Pollution Prevention Control) and Directive of the EU Parliament and Council on the assessment of the effects of certain plans and programmes on the environment (SEA -strategic environmental assessment). This paper deals with various strategic frameworks, approaches and aims of sustainable industrial development in the EU and proposes its harmonisation for Serbia in the period of transition towards market economy. The paper also takes into account the advantages and disadvantages of the application of this approach of sustainable industrial planning during the transition in Serbia, and proposes the formulation of new industrial policies that would contain combined elements of market and environmental mechanisms and the way of implementing (standards, indicators, set of various policies, instruments, measures,etc.). Abstract:
Strategic governance of sustainable spatial development is characterized by fragmentation and lack of coordina-tion. Therefore, issues of increasing the effectiveness of strategic governance of sustainable development of terri-tories are becoming of particular relevance, which testifies the necessity of theoretical and methodological sub-stantiation of the conceptual foundations for perfection of this process. Revealed that in the structure of available methodical approaches to assessing the level of sustainable city development and analyzing the efficiency of man-agement of this process there are some differences, which indicates the need for their improvement for application in the process of diagnostics. It is proposed to apply a synergistic approach to studying the problems of managing sustainable development of a city, which makes it possible to identify interethnic integration patterns of self-organization of a city as a complex socio-economic and ecological system.

A requirement of the UK Government's strategy for sustainable development, published in 1999, was that all English regions would produce a sustainability framework by the end of 2000. In the Northwest, the framework has been produced under the title Action for Sustainability. The framework is addressed at a wide audience of strategists and key decision-makers, including elected members and those in the public, private and voluntary sectors. One of the framework's main uses is to be a tool for regional sustainability appraisal. The work undertaken to produce the framework is described by one of those involved in the process. The published framework is evaluated using current concepts of sustainable development. The way in which the framework is already beginning to influence development in the Northwest is illustrated by two case studies involving appraisals of the Regional Planning Guidance and applications for funding from the Single Regeneration Budget.

Extension remains a critical institution for supporting rural livelihoods and the Sustainable Development Goals. The Global Forum for Rural Advisory Services (GFRAS) recently launched a ten-year strategic framework and five-year operational plan, both aligned to the Sustainable Development Goals. The strategy was developed using a series of online and face-to-face consultations within the Forum, with expert feedback at various stages. Using both an agricultural innovation systems and a capacity development framework, the strategy outlines strategic fields of action at three levels – individual, organizational, and system. The strategic fields of action include advocacy and support for increased investment in extension; professionalization; and knowledge generation and exchange. Activities in each strategic field will strengthen capacities at the three levels. For each strategic field, there are expected highlevel strategic outcomes (changes in behavior) to which GFRAS will contribute. The strategy is accompanied by a five-year operational plan, which guides the GFRAS community on how to implement the strategic framework. Though these documents, GFRAS can effectively support the international extension community to contribute to the Sustainable Development Goals.

The suitable utility of driving the enterprise architecture exercise is to utilize the enterprise architecture framework as the fundamental guidance. But there are some challenges of applying those frameworks for government and their agencies because most of the frameworks have concentrated focus for the private sector which some fundamentally requirement of government would be specifically different. This paper aims to propose that the sustainable government enterprise architecture framework specifically applies for the national strategic planning in the optimum exercise process and clarity guidance for the information technology organization being able to transform and improve their services for an achievable adaptation efficiency, simplification, cost management, collaboration, shareability, and standardization which accommodate the rapidly changing service usability on digitalization known as “e-Government.” The fundamental design idea of this proposed framework has identified five keys principles, which are (1) legislation support, (2) top-down target architecture, (3) architecture governance, (4) shared services, and (5) cross-organization collaboration that would be considered as the key critical success factors for achieving the exercise. The overall response of the specific expert survey of this proposed framework has demonstrated the consensus responded at 90 percentage agreeable, which would strongly consider this framework applicable for groups of developing countries as the baseline framework for their digitalized transformation.

The formation of methodological tools for the sustainable development of regions, the formation of an integrated system of strategic planning of socio-economic development at the municipal level is among the least developed topics. On the example of a municipality, the practice of developing strategic planning documents, their compliance with the requirements of the existing regulatory framework, the mechanism for implementing the strategy and ensuring its implementation with financial resources is studied. The factors influencing the formalization of the developed strategic landmarks of the territory are established. The article substantiates the need to supplement the algorithm of strategic planning of socio-economic development of municipalities of the regions with new methods of analyzing the construction of vertical and horizontal economic relations, in order to select options for structural transformations, as well as to determine the resource potential, including labor. Establishment of indicators of goal-setting in the social sphere and its direction.

This study empirically investigates the involvement of actors in the process of energy-efficiency improvements in operations to align strategic sustainability goals across and within operations. The study analyzes development efforts stemming from actors’ decisions and actions that contribute to the process of energy efficiency improvements using semi-structured interviews and secondary information. Data is analyzed using thematic coding. The study deepens the understanding of how firms undertake the transition towards integrating strategic goals for energy efficiency into operations by strategizing for energy efficiency improvements through actors’ involvement. By exploring actors at both strategic and operational levels, and their decisions and actions, the study includes examples of different approaches, namely, top-down vs. bottom-up and inside-out vs. outside-in, thereby conceptualizing the process of energy-efficiency improvements in terms of a framework that outlines the entities of this process. The study further provides an integrative framework for the development efforts by different actors and presents propositions for incorporating energy-efficiency improvements in daily strategic and operational decisions and actions instead of regarding it as a separate or an add-on process.

The alignment of food systems with the Sustainable Development Goals (SDGs) is generally envisaged to make a positive impact on sustainability. This paper outlines some critical environmental and socio-economic indicators for Sicily in order to compare and explore the outcomes of two juxtaposing key drivers in a scenario planning exercise, where the extremities are Industrial versus Regenerative Agriculture/Agroecology and a Proactive versus Reactive government response. The most rational and less risky scenario becomes the most sensible sustainable development option, around which a 2030 vision is projected for a bioregional sustainable food system for Sicily, which is aligned with the SDGs and related policies. To accomplish the 2030 vision, a holistic education-led developmental approach is outlined with a supporting bioregional strategic framework, whose key milestone deliverables are projected through a backcasting process. This paper therefore highlights the importance of consistency and alignment of a development vision with its strategic framework and ensuing implementation, failing which, the holistic bioregional approach is compromised by activities that are shown to negatively impact environmental and socio-economic indicators. For this reason, all public and private sector development plans and associated resources ought to be aligned with a bioregional strategic plan for a sustainable food system for Sicily.

Implementing this strategic shift demands all supply chain members, all processes, and generally all of the elements to be involved in helping the chain move faster and further toward sustainability. This has necessitated the strong relationship between supply chain and the three sustainability pillars: environment, economy, and society. Having considered this essentiality, this paper, describes the supply chain, sustainable development and discusses their existing definitions in the literature. The relationship between supply chain and sustainability is then discussed and a framework for sustainable supply chain is proposed based on the previous suggested structures for supply chain and sustainable development.

Capability for strategic planning and decision-making toward sustainability requires both individuals and organizations from different sectors and disciplines to develop necessary skills and competencies. Therefore, a growing discussion has emerged within academia and practice around how pedagogical methods and tools can be utilized for this purpose. This paper seeks to contribute to this discussion by asking ‘in which way may group model building be used to foster learning that leads to competency for strategic sustainable development?’. The potential of the group model building (GMB) process’ steps and associated modeling to foster learning for strategic sustainable development (SSD) was analyzed using four case examples. Theory on learning for sustainability and key sustainability competencies were linked to elements of a process for strategic planning toward sustainability within the framework for strategic sustainable development (FSSD) as a reference model. The results provide a discussion on how GMB can be utilized to foster sustainability competencies and learning for sustainability that can contribute to SSD, hence a basis for continued research and ideas for course and curriculum development.

The emergence of the networked economy implies that traditional management approaches no longer suffice in addressing the challenge of complexity. This is compounded by the existence of divergent approaches to determining organisational performance in both management practice and academia, resulting in an execution gap occurring between strategy formulation and results.This article contributes to an understanding of organisational performance by integrating the divergent approaches to determining organisational performance into the Performance ‘ESP’ framework. This provides a conceptual framework to guide organisational development. The research to validate the framework includes a grounded theory approach, comprising a meta-analytical study of existing research, in-depth qualitative interviews and the pilot testing of the Performance ESP Index, which provides a composite measure of the multi-faceted stakeholder view of organisational performance.The research concludes that organisational performance resides in an organisation’s ability to integrate the divergent approaches, to create an execution culture with the necessary dynamic capabilities for sustainable organisational performance in addressing the challenge of complexity. There needs to be diversity in executive abilities at board level to ensure the integration of strategy and people to create the execution culture. Furthermore, leadership should focus on the strategic fusion of strategy and people, whilst management should focus on developing the strategic paradigm throughout the organisation to ensure an execution culture.The Performance ESP framework provides a diagnostic tool to assess the existence of an execution culture to address the challenge of complexity. The purpose of the assessment tool is to complement the financial metrics of profitability, to ensure a balance between short term profitability and growth for sustainable organisational performance.Further research is required to confirm the reliability of the Performance ESP index as the initial pilot study, whilst indicative of the potential of the instrument, did not provide conclusive evidence of reliability.

To address sustainable development goals (SDGs), national and international strategies have been increasingly interested in the bioeconomy. SDGs have been criticized for lacking stakeholder perspectives and agency, and for requiring too little of business. There is also a lack of both systematic and systemic frameworks for the strategic planning of bioeconomy transitions. Using a systems engineering approach, we seek to address this with a process framework to bridge bioeconomy transitions by addressing SDGs. In this methodology paper, we develop a systems archetype mapping framework for sustainable bioeconomy transitions, called MPAST: Mapping Problem Archetypes to Solutions for Transitions. Using this framework with sector-specific stakeholder data facilitates the establishment of the start (problem state) and end (solution state) to understand and analyze sectorial transitions to the bioeconomy. We apply the MPAST framework to the case of a Norwegian agricultural bioeconomy transition, using data from a survey of the Norwegian agricultural sector on transitioning to a bioeconomy. The results of using this framework illustrate how visual mapping methods can be combined as a process, which we then discuss in the context of SDG implementation.

The article presents the results of a study aimed at defining the conceptual framework that allows us to determine the strategic directions of the subjects of industry interaction in order to achieve sustainable development of the national economy in General and the field of physical culture in particular. The study was carried out theoretical analysis presented in the research results, interpretation and generalization which allowed us to formulate the current problem, to identify contradictions and to formulate the basic ways of solving them, drawing both domestic and foreign experience practices aimed at achieving sustainability in the dynamic development process. The presented material obtained in the course of the research will be useful to a wide range of specialists engaged in industry activities, both as managerial personnel and professional personnel who implement services in the field of physical culture. The results of the research presented in the article do not claim to be fully informative in the context of the stated topic, requiring further study of sustainability indicators in order to establish a criteria apparatus for monitoring actions within the industry functioning.

The present paper aims to open the discussion on the adoption of a simplified, flexible, and harmonized strategic framework for city development in Romania. Besides a development strategy associated with general urban planning, multiple strategies are elaborated in accordance with the requirements of the financing authorities and the specific spatial planning legislation. These strategies were developed at different times by different institutions and aim to substantiate the directions and priorities of development and attract funding for various programs. In this study, we performed a thorough analysis in eight municipalities and concluded that such strategies cannot be effective, as they are not always coordinated and often lack consistency and complementarity with other strategic and operational plans and programs at the local level. Based on an international literature review including the recommendations of the Harmonization for Sustainable Energy, Climate Action Plans, and Sustainable Urban Mobility Plans developed by the EU financed project “Sustainable Integrated Multi-sector Planning” (SIMPLA), we propose a unification of the various strategies in a single harmonized, flexible strategic structure for the city. This harmonized structure includes specific components related to resilience in case of disasters and financing sources for all proposed projects.

Purpose The purpose of this paper is to identify and discuss the most important initiatives and the strategic framework of the European Union (EU) supporting the 2030 Agenda for Sustainable Development. This paper also presents an overview of the progress towards the 4th Sustainable Development Goal (quality education) mainly in tertiary and adult education in the EU context. Design/methodology/approach The adopted research method includes a literature survey, a study of law regulations and strategic documents of the EU and their critical analysis. The main axis of empirical investigation is a comparative analysis. Thematic scope of the analysis embraces indicators such as tertiary educational attainment, employment rate of recent graduates and adult participation in learning. Findings The results of the comparative analysis confirm the diversity between Member States in achieving the goals of sustainable development. Overall positive trends in the development of quality education can be observed in the EU. However, the gender gaps in tertiary educational attainment and in the employment rate of recent graduates have been widening. Moreover, the EU is not on track to meet its 2020 benchmarks for adult participation in learning. Originality/value The paper systematizes knowledge of initiatives of the EU for sustainable development and supplements it with a comparative analysis in the field of statistical data, which allows for a better understanding of the state and the prospects of implementing the idea of quality education at the EU level.

Relapse together with stigma and perceptions are serious challenges that need to be addressed promptly. Past literature is with the view that the issue of relapse occurs due to several stressors, including unemployment. Scant frameworks exist on the strategic development that promotes the employment of ex-drug addicts to reduce the relapse rate. In the same vein, this study seeks to discover the misperception and stigma surrounding the employment of ex-drug addicts in Malaysia as well as to explore employers’ views in hiring those ex-drug addicts as part of the Corporate Social Responsibility (CSR) initiative. This study is consistent with qualitative research based on interviews with eight Malaysian employers. This study found that the hiring of ex-drug addicts as a part of the company’s CSR initiatives may(a) reduce the relapses of drug addicts (b), it will uplift the CSR ratings of the subjected companies and (c), it will increase the compliance of the companies with Sustainable Development Goals through the subjected CSR initiatives. In line with that, this study proposed a novel strategic framework by aligning the subjected CSR initiative with social sustainability and subsequently to Sustainable Development Goals. The proposed strategic framework will insight policymakers and employers into contributing to sustainable development through hiring ex-drug addicts.

The concept of strategic innovation management is the psychological and social process with regard to the entire development of an organization. It represents the capability to create and transform the business management concept, i.e. administration management, marketing and entire business system of an organization to enhance its sustainable competitive advantage. Despite increasing business interest in sustainability in general and in sustainable supply chain management (SSCM), the ability to increase suppliers’ ecological and social performance is generally insufficient for many companies. In this study, we outline an implementation process model for sustainable supply chain management. We do so by synthesizing insights from a review of the sustainable supply chain management and organizational learning literature and a case study with a company aspiring to become a global leader in sustainable lighting. By combining these insights, we find that successful implementation of sustainable supply chain management requires sustainability to be anchored in a company’s vision and integrated into all functions. We also argue that organizational learning, especially learning with external stakeholders such as suppliers, an operational definition of socioecological sustainability among stakeholders, and procedural support for the cocreation of strategic plans for change are vital for achieving a truly sustainable supply chain. This definition and cocreation allow for attention to be directed toward strategic ecological and social practices, along with the joint handling of tradeoffs and economic considerations among stakeholders. As we build a foundation for an SSCM implementation process model, we use a science-based framework for strategic sustainable development. We call for more action-based research to uncover the complex nature of sustainable supply chain management, as there are unique challenges and dynamic relationships in every supply chain.

Franchising is viewed as a significant industry in contributing to the global economic development by generating an average of $3.7 billion in annual franchise sales from 40 countries and provides over 18 million jobs opportunities. Due to the expansion of franchise business markets in Malaysia, the number of franchise outlets keeps increasing more than doubled within six years, with total 10720 outlets in 2010 to 23140 outlets in 2016. To intensify the continuance of this expanding process, franchise entrepreneurs need to conserve a sustainable creative value in undergoing the challenging of the business environment. The limitations of internal and external factors such as core capability, government support and other related dimensions affect the stability of franchise organization. This paper pursues to explore the related existing literature and underpinning theories that reinforce the sustainable development of franchise business. Most of the franchise models are captured in the different analysis of dimensions and strategies on sustainable development goals. The objective of this study is to conceptualize the strategic direction practices and propose a theoretical framework of sustainable franchising that can help the continuance of franchise business. Design/methodology/approach – This article summarizes the experience of the University of British Columbia Okanagan campus in leveraging key drivers to develop sustainability initiatives and partnerships for greater operational efficiencies, cost savings, environmental stewardship and applied research. The university's leadership commitment to sustainability, economic opportunities and provincial legislative requirements are among the drivers discussed. This paper also provides an innovative partnership framework to support sustainable community development. Findings – Drivers of sustainability in higher education can contribute to the development of sustainability initiatives and partnerships that benefit institutions and communities and achieve operational and academic sustainability mandates. Practical implications – This article provides information that can be applied by institutions of higher education to advance sustainability within the context of current economic conditions and societal needs. Recently, a new paradigm has emerged—the resilient city. It is an evolutionary concept rooted in recent—but more consolidated—city visions, such as a smart city or a sustainable city, from which it inherits the interweaving of different dimensions. This paper investigates the factors behind effective resilience reporting, as well as how a city should draw up an urban resilience strategy report to be accountable to its citizens. We first highlighted the main factors to design and implement reporting for the achievement of strategic resilience goals, by combining research on a resilient city and accountability practices. These factors could be organized following two different perspectives: political and sociotechnical. Then, we applied our framework to four pioneering municipalities selected as paradigmatic case studies. A qualitative content analysis applied to the city resilience reports has provided depth to our framework. We found that the “weak factor” is the ability to embed the resilience strategy in rooted connections and transform itself into an ecosystem that crosscuts different sectoral urban processes. Our exploratory research claims could be used for future research in this field, as cities are becoming increasingly complex systems, where the quality of life and well-being of a larger population depends.

The transboundary Mekong Basin has been dubbed the “Battery of Southeast Asia” for its large hydropower potential. Development of hydropower dams in the six riparian countries proceeds without strategic analyses of dam impacts, e.g., reduced sediment delivery to the lower Mekong. This will impact some of the world’s largest freshwater fisheries and endangers the resilience of the delta, which supports 17 million livelihoods, against rising sea levels. To highlight alternatives, we contribute an optimization-based framework for strategic sequencing of dam development. We quantify lost opportunities from past development and identify remaining opportunities for better tradeoffs between sediment and hydropower. We find that limited opportunities remain for less impactful hydropower in the lower basin, where most development is currently planned, while better trade-offs could be reached with dams in the upper Mekong in China. Our results offer a strategic vision for hydropower in the Mekong, introduce a globally applicable framework to optimize dam sequences in space and time, and highlight the importance of strategic planning on multiple scales to minimize hydropower impacts on rivers.

Current trends in the global practice of forming sustainable development goals indicate that striving for innovative development is associated not only with investment activities, but also with tightening of environmental sanctions across the entire vertical of production and sales processes. Leading companies in the Russian oil and gas sector are prominent representatives of the industry and they shape their strategies in accordance with the UN Sustainable Development Goals. A study of the state of 6 companies of the oil and gas complex, which occupy stable positions in the markets of petroleum products and gas, is conducted in this paper. For the analysis, a methodology was chosen that covers the main directions in achieving the sustainable development goals: investment and innovation in technology, economic, social and environmental development. The materials of annual and consolidated reports on social, environmental and innovative development, the program of socio-economic and environmental development for 2015-2019 served as the information base for the formation of a sample of statistical indicators. The use of the benchmarking method made it possible to rank enterprises, find identity criteria, and evaluate possible strategic actions of oil and gas enterprises in achieving the integrated parameter of the Sustainable Development Index. On the basis of the obtained calculations, it is possible to form action strategies in the direction of "best practices" and adapt the worked out development programs relative to the general trend of achieving sustainable development of the oil and gas complex.

The objective of the study is to develop strategic approaches that help to overcome the challenges of urban green infrastructure and promote a sustainable development and management system in Ethiopia with special references to the emerging towns of Oromia special zone that surrounds Finfinne. To design sustainable strategic approaches for an urban green infrastructure development and management system, the study collected data using key informant interviews, focus group discussion and document reviews. Findings identify seven potential strategic approaches that are needed to create a sustainable urban green infrastructure development and management system. Hence, improving the quantitative, qualitative, and accessibility standards on the provision of urban green infrastructure is needed for sustained development. Moreover, advanced development in budget allocation, capacity building, legal and institutional framework, awareness creation, and stakeholder’s involvement are also needed to promote a sustainable development and management system of urban green infrastructure in the urban centers of Ethiopia in general and emerging towns in particular.

Purpose The purpose of this paper is to provide a comprehensive list of indicators to be used in the tourism sector, in support of the development of sustainable strategic plans. Specific objectives include making a comprehensive assessment and categorization of those indicators and facilitating an easier to use system that guarantees the use of those benchmarks as a base for objectives definition and performance standards monitorization. Design/methodology/approach This research adopted a descriptive design using secondary data. The data was analysed using content analysis and a posteriori categorization system, resulting in 87 indicators divided into positive and negative within six categories. Findings The results showed that there are six key factors that may have a significant impact on tourism development suggesting they could be used for setting objectives and performance indicators when developing a strategic plan, and therefore, ensuring the sustainability of a destination and its stakeholders. Practical implications The framework adopted in this study offers a practical tool to be used by destination and organizations planners to improve sustainable tourism performance in relation to economic, socio-cultural, psychological, political/administrative, tourism/commercial and environmental/physical measurement standards. This guidance may help decision-makers to design, manage and control sustainable strategic plans in a more effective way. Originality/value This paper links the academic debate on the impacts of tourism with the designing and implementation of sustainable tourism policies and strategies.

A brief review of relevant research and discourses about economic development models provides the foundation for the analysis. The review leads to the development of an analytical framework that puts the notion of sustainable wellbeing at its center. The criteria included in the analytical framework are then used to assess the current situation, challenges and perceived ways forward based on data and analyses from 11 European regions. The focus of the analysis is on different expressions of a sustainable wellbeing economy, and aspects of territorial development that are consistent with the basic features of a wellbeing economy are identified. Development dynamics and tensions between different development goals and resource uses, strategies and actions that are in favor of sustainable wellbeing goals, and conditions for more mutually beneficial rural–urban relationships are discussed. The article concludes with the implications for local government, and governance and policy frameworks. Reference is made to current high-level strategic policy frameworks and the European Green Deal.

Purpose In tourism, it is a challenge to connect the commercial (economic) interests of the industry with the creation of social and environmental values along the principles of sustainability. The purpose of this paper is to develop a framework that can inspire businesses to use sustainability as a leading principle for their commercial activities, by means of expert consultation. Design/methodology/approach A study was conducted in which sustainability, foresight and business identity featured as the guiding concepts. Data were collected by means of expert consultation. Findings The study resulted in four scenarios for a sustainable tourism industry in 2040 which were framed by the key uncertainties driving this 2040 future. These scenarios offer a source of inspiration for tourism businesses to develop a proactive attitude and robust strategies for a sustainable yet competitive future. Subsequently, for each of the four business types (based on their identity or DNA) strategic questions were listed together with actionable strategic propositions with reference to sustainable development. Research limitations/implications Data were collected with a sample of partners in the European Tourism Futures Research Network (convenience sample). Practical implications The key strategic questions and actionable strategic propositions are presented for four different business styles that allow them to implement sustainability in a commercial way. Originality/value The connection between the core concepts of sustainability, foresight and business identity offers a novel approach to the field of sustainability.

The paper aims to clarify the concept of sustainable development in the mine management context, highlight the main principles of sustainable mining and devise appropriate tools and mechanisms from a managerial viewpoint to implement the strategic sustainability priorities into business practice. Based on a literature review of research on sustainable mine management issues, the main dimensions of the sustainability concept are highlighted and the specific goals corresponding to each of the priority focus areas are identified in the paper. As a result of the study, the key organizational aspects and firm-level mechanisms that should be primarily taken into account from a management decision-making viewpoint to embed the strategic sustainability principles into business practices and corporate activities of mining operators are pointed out. In the context of decentralization reform, the use of roadmapping has the particular importance for the development of amalgamated territorial communities. This visual and understandable tool for strategic planning is widely used around the world, but in Ukraine it has not become quite popular, including due to the lack of regulatory and methodological support. This article was an attempt to change this negative trend, as it proves the feasibility of roadmapping use in the planning of sustainable development of amalgamated territorial communities and offers a unified procedure for the construction of such a road map in accordance with the existing legal framework. Attention is focused on the fact that the use of any from these methods of prediction in the amalgamated territorial communities at this stage of decentralization is associated with a significant number of problems.To improve the quality of community planning and overcome the shortage of skilled and professional staff was suggested to use the roadmapping as a process of building a kind of guide-guide or step-by-step scenario of ATС development with reflection in the graph form of strategically important events in the time sequence is proposed. It is stated that the roadmaps have significant advantages, the main of which is the visibility and clarity and are represented by a wide range of types and formats. It is proved the appropriateness of technology roadmaps usage as such, let to associate time-specific measures of development, to assess threats and opportunities, identify priorities. Proposed procedure for constructing the roadmap for the sustainable development of AТС with detailed description of each stage and a list of possible key points (nodes of the graph), which are fully correspond to the official methodological content of strategic planning of local and regional developments. Its implementation should help amalgamated communities not only to improve the quality of strategic plan and simplify its complex process, but also ensure its compliance with the current regulatory framework. To support the link between them, a systematic literature review of traditional and contemporary theoretical and empirical research studies is conducted. Through the combination of the related literature, propositions are established. This conceptual research is primarily comprised of a model and assertions concerning strategic leadership capabilities, knowledge management processes, and sustainable competitive advantage. The outcomes of this study reflect that strategic leadership capabilities can accomplish sustainable competitive advantage. They also have the greatest potential to impact sustainable competitive advantage via engaging the knowledge management processes. Particularly, there are significant implications of this study. Regarding the theoretical implication, it contributes to the resource-based view, knowledge-based view, and knowledge creation theory in supporting strategic leadership capabilities, knowledge management processes, and sustainable competitive advantage. To the practical implication, the study linked the concepts of research variables for public and private enterprises within the service industry. Therefore, the direct positive and negative effects of forestry itself on sustainability are analyzed, and it is discussed how sustainable forest management could contribute to achieving other Sustainable Development Goals in addition to SDG 15. This analysis reveals that forestry plays a dual role, i.e., forestry can achieve positive sustainability effects but can also have negative impacts. It is thus recommended to use integrated assessment approaches to analyze whether a specific forest-related policy or strategy is contributing to sustainable development. Beside quantitative integrated assessments, the use of qualitative frameworks like the Framework for Strategic Sustainable Development is proposed. It is also suggested to operationalize the concept of second-order sustainability performance for the forest sector in future research.

Abstract:
The Saudi government has made some efforts in incorporating the principles of sustainable development into the planning process by establishing a framework for considering environmental consequences of development activities. The framework is guided by the General Environmental Code. The Ministerial Committee on the Environment (MCE) coordinates the environmental assessment of plans, policies and programmes prior to approval. However, the framework tends to focus on plans and programmes at the national level with little or no explicit provision for ensuring the assessment of municipal plans, policies and programmes. This paper evaluates the integration of environmental assessment into the municipal planning process and the plan documents. The findings indicate that the implementation of environmental assessment at the municipal planning level is minimal. Inadequate institutional framework and lack of effective environment assessment legislation are the main barriers to the implementation. Overall, the assessment shows that there is the need to improve sustainability planning practice in the Kingdom.

The increasing interest in a strategic approach to space arrangement at all levels, and particularly on the intra and interregional level, as well as the changes in the area of spatial and regional planning, are some of the basic characteristics of theoretical and practical activities and efforts undertaken and realized in the field of organization and arrangement of space in the European Union during recent decades. Strategic planning gained importance in the framework of those changes, particularly owing to the growth of the environmental complex and sustainable growth planning, but also because of the need for a higher security of markets and states. Strategic spatial planning can be defined as a quite diverse planning activity. It is considered that 'new' strategic planning will not represent a return to comprehensive planning, but will rather be a combination of traditional and new approaches to planning of sustainable development where an integrative role will be progressively assumed by spatial and regional plans and programs. Apart from a review of the development of strategic planning, this paper considers the importance and role of strategic planning as a mechanism of regional development and 'new' regional politics, based on the contemporary development of critical thinking and practical experiences in the European Union.

Purpose: This paper aimed to examine how agritourism as a mild form of tourism can contribute to sustainable tourism development. Research methodology: A primary survey was conducted using a closed-type questionnaire of multiple-choice questions and sent to a respective enterprise sample. Results: The survey's output refers to the steps and measures that need to be taken for the further development of agritourism in Greece and its driving force as a pillar of sustainability growth. Limitations: The research addressed certain methodological issues, such as the difficulty of collecting the sample, since agritourism companies are not in total registered in Greece. There was also difficulty obtaining contact details (email, fax) from the list of final approved investments of the National Strategic Reference Framework. Contribution: The purpose is to present the views of agritourism entrepreneurs on their industry and identify the possible problems they encountered during their businesses' start-up and operation due to the legal or financial framework. Also, the state's role in this direction is examined and proposals are made for the further development of agritourism in Greece. Since 2010, an advanced regionalization project has been initiated by Morocco, which plans to consolidate the processes of decentralization and deconcentration by extending the powers of the regions and other local authorities. This project, institutionalized in the 2011 Constitution, defines the territorial organization of the Kingdom and reinforces decentralization according to a model of advanced regionalization. Through advanced regionalization, Morocco aims at integrated and sustainable development in economic, social, cultural and environmental terms, through the development of the potential and resources of each region. However, in order to honor this commitment of advanced regionalization, local authorities must be assisted in adopting a local strategic planning approach, allowing them to develop territorial plans for sustainable development in accordance with the national legal framework, specifically the Framework law 99-12, and international commitments in terms of environmental protection. This research deals with the issue of environmental governance in relation to the role and duties of local authorities. Thus, the main goal of our study is to present the guidelines to be followed by the local authorities to improve the quality of the environment integration process in the local strategic planning with the aim of putting it in a perspective of sustainable development.
