Abstract:
The Radio and Television Universities of China, better known there as dianda, are now well established and growing rapidly. Dianda have been the subject of a number of articles, but, although the amount of comment on their operation has grown over the years, the focus has been on describing this operation. No attempt has been made to relate in detail the developments to the whole of higher education in China. Dianda warrant detailed consideration, not only because of their importance to the development of higher education in China, but also because they form the largest distance education system4 in the world. The size is indicated in the figures for student enrolment in three-year full-time degree programmes (at zhuanke level) since the founding of dianda, shown in Table 1. These programmes are offered in all provinces except Tibet, relying mainly on television lectures, backed up by text-books and face-to-face teaching. It is an extremely decentralized system, largely confined to urban areas, with local centres being responsible for student administration. (The central administration in Beijing has no individual student records.) The degree programme in the first four years was offered only by the science and technology department and included electrical and mechanical majors, and less commonly physics and mathematics. In 1982 over 78,000 students graduated. Social science courses in economic management started in 1983 and in future years it is hoped to introduce a wide variety of courses, shifting the balance away from science and technology.

Abstract:
The additive economy should be the productive basis toward which the national economies aspire. This paper aims to deepen the theoretical issues of the additive economy forming and its key components: additive technology and additive manufacturing. Additive technology is defined as a set of methods and tools based on which the production of products occurs by adding only the useful part of natural substances to the final commodity and creating no waste. Additive manufacturing is a system of interconnected processes of transforming natural substances into finished products based on additive technology. The additive economy is a system of trade and industries based on additive manufacturing. The study analyzes competitive advantages (direct prototyping, saving materials and energy, the ability to work without human participation, dematerialization of transportation and storage of products) and challenges of the additive economy (building an organizational network of production systems; forming solidarity economy; developing new social institutions; social development of a person). The paper formulates the key directions of economic systems restructuring to an additive economy formation, including restructuring energy production types, energy networks, and interface sphere and change of the structure of primary resources. The general debatable problem of the economic systems restructuring to the additive economy is the formation of new social institutions capable of providing necessary solutions. Abstract:
The article is devoted to the development of a conceptually new systemic structural approach to the study of sustainability of economic systems. The problem of ensuring sustainability of economic entities remains unsolved, largely due to the lack of the necessary methodology. In the article, the approach is shaped by new economic systems theory, which implies the division of all economic systems into types depending on their spatiotemporal localization. Applied research of socio-economic system of Ukraine in its context is implemented by econometric modeling using data mining techniques and by calculating the economic sustainability index using the author’s techniques. The indicators, announced by the State Statistics Service of Ukraine, as well as the ranking and indexing results, presented by leading international organizations, are used as the parameters. Alternative hypothesis about preconditioning of economic sustainability of the macro-level system by the structural balance of its four subsystems with different spatial and temporal localization is confirmed. The results of modeling have shown a number of interesting, previously not formalized, patterns of the country’s development and have allowed to better understand the forming mechanism of its sustainability in different periods during 2000–2015. Both the methodology itself and the empirical results obtained on its basis open up a wide variety of perspectives of micro and macroeconomic analysis.

Abstract:
The world tendencies of spatial development, namely the availability of limited resources (primarily water) and the growth of the world’s food needs focus on the resource specialization of the region. On this basis, the purpose of the article is to study the impact of the water-capacious economy on the economic development of the country and its regions. The study used the traditional and special methods, including: historical and logical method – to analyze the functioning of regional socio-economic systems under limited water resources; and system analysis methods – to evaluate the impact of the water-capacious economy on the economic development of the country and its regions. The research results have important implications for the management of the territories. The authors show that the production specialization of the regions of Ukraine on the export/import of water-capacious products is not determined by their water supply. They also suggest that stimulating the region’s water-efficient activity should lead to a minimization of the water capacity of gross regional product and the reproduction of water capital, taking into account the water security of the regions. The authors also show that the water resources of the country and its regions and the natural water potential of the territories in the current situation become significant restriction to the economic development of territories, which allows to state the need to change the approaches to the regulation of regional development based on limited water resources.

The main goal of this study is to develop the theory of risk tolerance in task-oriented processes (using the example of enterprises engaged in research, development, and engineering), which is preceded by an analysis of scientific and methodological provisions for substantiating management decisions when developing promising space rocket technology under economic risks. The complexity of developing the theory of risk tolerance using the example of enterprises involved in the development of military and dual-use equipment lies in the multistructured evaluating system itself, justified by its multicomponent structure and large scale of topological complexity and logic of functioning in various modes and under different conditions, which leads to the need to divide it into a set of subsystems as moving substances in the process of task-oriented processes that have informational, methodological, and algorithmic commonality. That is accompanied by the decentralization of information processing in a structural parametric uncertainty. In this regard, in order to parameterize the uncertainty processes, the authors present a risk tolerance level assessment process diagram in task-oriented processes when developing military and dual-use equipment. Using the algorithm for determining the marginal cost of risk, marginal risk tolerance, and marginal risk level of an economic entity according to the method of L.V. Zubova, the work presents an approach of potentially dangerous risks (PDR) categorization of the financial and economic sphere and suggests ways to minimize risk, taking into account, if possible, risk rejection, determining the "cost of no action" in the face of uncertainty.

Ultimately, this Article has three goals. The first is to offer an analysis of users’ rights under copyright law from four commonly used theoretical perspectives. These are labor, personality, economic and utilitarian theories. In doing so, this Article will demonstrate that the philosophies that underpin modern copyright law support a broad and liberal set of rights for derivative creativity. It will argue that current treatment of derivative works is unnecessarily conservative from a theoretical perspective. Second, this Article will demonstrate how, in spite of theory that supports a healthy community of derivative creativity, those who practice it have been further disenfranchised by the law. It will argue term limit extensions, increased protectionist treatment of secondary works online, and the functional lack of access to proper licensing mechanisms have rendered users’ rights impotent. Finally, in conclusion, this Article will offer a solution to the apparent imbalance of power in the form of replacing property-based derivative rights with liability rules. The conclusion, in many ways, merits its own paper and is meant as merely a suggestion of direction rather than a formulated solution.

Although the last thirty years Regional Innovation Systems (RIS) received great attention by policy makers, only during the last decade social networks were applied in the fields of innovation and regional economics. The majority of the existing empirical studies on networks adopt a static point of view, representing a regional knowledge network at a certain point in time, while there are few recent attempts exploring the evolution of knowledge networks and the dynamics that drive it. The present work aims at covering some of the gaps in the literature, using the dataset on collaborative projects from the ICT activity in Trentino. It introduces an original multidimensional framework to analyze the knowledge flows inside, from within and towards the regional network. It also identifies the key actors inside the region and describes their role in knowledge creation and diffusion. Concerning the spatial and temporal evolution of the knowledge networks, this thesis investigates the preferences of the economic actors operating inside regional networks, in terms of shared characteristics, while it explores the dynamics developed through time by the behavior of economic agents during high and low certainty periods, contributing to the inertia and the resilience of the regional knowledge network. The present research is the first that introduces Social Network Analysis (SNA) using data on knowledge transfer from Trentino, considering the entire universe of actors involved in the regional ICT knowledge network for the last fifteen years, and allocating it to an original multidimensional framework, in order to reveal the value of the knowledge network per se, and the impact of the regional policies on the network and not on the output of the innovation process. On the spatial evolution of networks, it explores in depth the preferences of the actors of a regional knowledge network, in order to make it more solid through strong collaborations. It proves that the effect of every kind of proximity or distance is different, while it introduces the measure of relational proximity, exploring the effect of the position of an actor inside the knowledge network in relation with the rest of the actors. However, the major finding of this thesis is the introduction of the temporal aspect in the evolution of the regional knowledge network, and the exploration of the agent behavior during periods of uncertainty. The introduction in the network evolution of an external negative event, like economic crisis, allows the deduction of useful conclusions on how the actors behave in terms of trust and collaboration creation.

Abstract:
A mechanism is a formal protocol for collective decision making among self-interested agents. Mechanisms model many important social processes from auctions to elections. They are also widely studied in computer science: the participants in real-world mechanisms are often autonomous software systems (e.g., algorithmic bidding and trading agents), and algorithmic problems (e.g., job scheduling) give rise to mechanisms when users have competing interests. Strategic behavior (or "gaming") poses a major obstacle to understanding mechanisms. Although real-world mechanisms are often fairly simple functions (consider, e.g., plurality voting), a mechanism's outcome depends on both this function and on agents' strategic choices. Game theory provides a principled means for analyzing such choices. Unfortunately, game theoretic analysis is a difficult process requiring either human effort or very large amounts of computation. My thesis is that mechanism analysis can be done computationally, due to recent advances in compact representations of games. Compact representation is possible when a game's description has a suitable independence structure. Exploiting this structure can exponentially decrease the space required to represent games, and exponentially decrease the time required to analyze them. The contributions of my thesis revolve around showing that the relevant kinds of structure (specifically, the structure exploited by action-graph games) are present in important mechanisms of interest. Specifically, I studied two major classes of mechanisms, position auctions (as used for internet advertising) and voting rules. In both cases, I was able to provide exponential improvements in the space and time complexity of analysis, and to use those improvements to address important open questions in the literature. I also introduced a new algorithm for analyzing action-graph games, with faster empirical performance and additional benefits over the previous state-of-the-art. Finally, I created the Positronic Economist system, which consists of a python-based descriptive language for mechanism games, with automatic discovery of computationally useful structure.

The objective of this study is to investigate the potential contribution of vertical marketing systems to the development of small business entrepreneurs and in particular to entrepreneurially disadvantaged groups. The following are the two major questions for this study: 1. Do vertical linkage systems serve as a pathway for the entrepreneurially disadvantaged groups, namely those with no entrepreneurial experience, from families without business background, and from indigenous ethnic groups? The modernization process in Third World countries, and in particular Indonesia, may create a widening gap between the modern and the traditional sectors. Vertical relationship systems with their unique characteristics (e. g. a symbiotic relationship between large and small business operation) may contribute towards reducing this gap through developing the entrepreneurially disadvantaged groups into business careers. 2. Do vertical relationships accomodatb, independent entrepreneurs? It is assumed that independent entrepreneurs can perform better entrepreneurial functions than those "entrepreneurs" who are constrained by external power. There are doubts whether the vertical relationship, characterized by a large firm's dominant role, can accomodate independent entrepreneurs. This study reveals that despite many problems and limitations a tight-control type of vertical marketing system can serve as a pathway for individuals from entrepreneurially disadvantaged groups to become successful modern-type entrepreneurs. The performance of these disadvantaged groups is equal to that of other different groups. Also, independent entrepreneurs exist in all the vertical marketing systems studied.

The thesis investigates approaches to estimating productivity costs in economic evaluation, focusing on application of the friction cost approach (FCA) using low-back pain as a case study. Individual studies of validating a Single-Item Presenteeism Question (SIPQ), estimation of the friction period by occupation in the United Kingdom (UK), and comparison of sickness certification records with self-reported data are reported. Further, the thesis explores the impact of the approaches on cost-effectiveness estimates using the FCA. Results suggest SIPQ is a valid and responsive measure, and that self-reported data provides more complete data than sickness certification records. Stratified friction periods estimates were used in the FCA approach to generate absenteeism costs. This is the first time the FCA is used in a cost-effectiveness study to report productivity costs, presenteeism, compensation mechanisms and multiplier effects in UK. In this case study, consideration of full productivity costs and applying detailed friction periods did not alter interpretation of the cost-effectiveness estimates. Further testing of these approaches in the UK is required, considering growing evidence and merit for accurate estimates of productivity costs. Overall, the research contributes to methods for assessing productivity in economic evaluation, and further illustrates the feasibility of using them in the UK.

Abstract:
With the ongoing technological progress new transportation and communication channels have emerged, and interactions between people and therefore states has increased significantly. As a consequence of this development the concept of globalization, meaning the disappearance of the boundaries between states, has arisen. Thus the process of integration between the economies of states has started, which increased the dependency and interaction of the state economies. Hence, an economics crisis appearing in a particular state effects all of the countries integrated to this integrated system. In this study it is aimed to research that in what degree the Eurasian economies are integrated to the world economy, and affected from the recent economic crisis. The changes of the growth rates of the economies of Eurasian states during the crisis have been considered in order to employ them in the analysis of these affects. Moreover, by considering the basic economic indicators of those states such as unemployment rate, consumer price index, budget deficit, current deficit, it is aimed that to reach a general view of those states economic positions.

Abstract:
1989 and the years following 1991 were the times in which many important economic and political turnovers had taken place in the world. That was the time when Berlin Wall fall down with scattering the Eastern block and many politically and economically independent states came into being, at the same time, ongoing about 70 years socialist system also started to spin into liberal system. The constituted 27 states in 1991 were tended to liberal economic system instead of socialist economy, and these stated were called as transition economies. With the transition period, there has have been significant decreases in the level of affluence, hyperinflation and some common properties seen at the beginning. It became inevitable to get foreign debt for reorganization and configuration of these economies. Nevertheless these foreign debts caused many serious problems in some of these economies. In the present work we tried to understand the economic structure and external loans of the transition economies, which are different with respect to their natural resources and are similar to each other in term of social, political and cultural aspects. It was under debated to investigate the relationship between indicated foreign debts and indicated domestic income and external trade so foreign trade financing problematic which thought to be the source of going into debt and economical development relations are searched.

Abstract:
In the modern market models state banking system plays the most significant role in the functioning of economic mechanism. It ensures control of total money supply, regulates movement of cash flows, and realizes accumulation and investment of financial resources, crediting different trades and people. In transition from socialist model of economics to market economy a precondition for the start of reformation of economic relations is multi-branch state banking system. In the beginning of 1990-s creation of such banking system began in Ukraine. However, crisis situation in economics that developed in 2008 has shown how imperfect and unadapted to the regularities of market economy was banking system in Ukraine. Now Ukrainian economics like world economy is recovering. However, the problem of growing treasury deficit and national debt becomes issue of the day for the Government as drastic, not predicted variations of foreign currency are able to make an impact on loan market. The article describes history of building Ukrainian banking system starting from market reforms. It gives analysis of the reasons that have caused collapse of the banking system under conditions of the global economic crisis of 2008. It also evaluates prospects for further development of banking sector in Ukraine.

Economics is the art of providing unlimited human needs with scarce resources as it comes to teaching. Very few of these resources have been used in such a way that they are ready in nature. Almost all of the goods and services that can meet the needs are obtained by the application of human labor (labor force) and capital to commodity. In recent years, labor capital and commodity factors were first added to entrepreneurs and then technology. Thus, the system we call the production process emerges. This study based on the information economy, the information economics indicator with Turkey's latest data is intended to demonstrate the performance. First of all, after the conceptual framework of the information economics, its distinctive qualities and development process, the effects of these developments on societies and economies will be evaluated. For the intended purpose, indicators such as R&D activities and R&D personnel employment, patent application and registration numbers, number of scientific publications and access to information were examined in Turkish economy. Finally, Turkey made the comparison with developed countries in economic terms and has been observed that the desired level of the Turkish economy in terms of the information economics.

Books printed editions examined and reconfigured over would undoubtedly be described in three words as economic and political in nature. As a social science, frugal might be a good choice for four words. Prof. Bran's work focuses on the shifting of economic and noneconomic borders in a methodological framework. To understand the notion, you need to understand how political economy became an economic system by way of desocialization, dehistoricization of harmful science, and how economics was separated from other social sciences in early twentieth-century Europe.

Abstract:
Recent literature on the political economy of education highlights the role of political settlements, political commitments, and features of public governance in shaping education systems’ development and performance around learning. Vietnam’s experiences provide fertile ground for the critique and further development of this literature including, especially, its efforts to understand how features of accountability relations shape education systems’ performance across time and place. Globally, Vietnam is a contemporary outlier in education, having achieved rapid gains in enrolment and strong learning outcomes at relatively low levels of income. This paper proposes that beyond such felicitous conditions as economic growth and social historical and cultural elements that valorize education, Vietnam’s distinctive combination of Leninist political commitments to education and high levels of societal engagement in the education system often works to enhance accountability within the system in ways that contribute to the system’s coherence around learning; reflecting the sense and reality that Vietnam is a country in which education is a first national priority. Importantly, these alleged elements exist alongside other features that significantly undermine the system’s coherence and performance around learning. These include, among others, the system’s incoherent patterns of decentralization, the commercialization and commodification of schooling and learning, and corresponding patterns of systemic inequality. Taken together, these features of education in Vietnam underscore how the coherence of accountability relations that shape learning outcomes are contingent on the manner in which national and local systems are embedded within their broader social environments while also raising intriguing ideas for efforts to understand the conditions under which education systems’ performance with respect to learning can be promoted, supported, and sustained.

ERS draw electrical power directly from the grid and enable vehicles with small batteries to operate without the need to stop for charging. The three main technologies (i.e., overhead catenary lines, road-bound conductive tracks, and inductive wireless systems in the road surface) are all technically proven; however, no highway system has been commercialized. Electric Road Systems for Dynamic Charging discusses the technical and economic advantages of dynamic charging and questions the current investment in battery-powered and hydrogen-fueled vehicles.

As a cohort of people, ‘children in work’ have become critical to the everyday functioning of diverse supply chain systems. This Working Paper considers diverse commodity chains (leather, waste, recycling and sex) to explore the business realities that generate child labour in its worst forms. A review of the literature finds that occurrence of the worst forms of child labour (WFCL) in supply chain systems is contingent on the organising logics and strategies adopted by actors in both the formal and informal economies. Piecing together the available evidence, the paper hypothesises that a supply chain system is sensitive to the use of WFCL when downward pressure to take on business risk cannot be matched by the economic resilience to absorb that risk. Emergencies and persistent stressors may increase risk and reduce resilience, shifting norms and behaviour. There is a need for further work to learn from business owners and workers in the informal economy.

Abstract:
One of the well-known results of the theory of management is the fact, that multi-stage hierarchical organization of management is unstable. Hence, the ideas expressed in a number of works by Don Tapscott on advantages of network organization of businesses over vertically integrated ones is clear. While studying the basic tendencies of business organization in the conditions of globalization, computerization and internetization of the society and the results of the financial activities of the well-known companies, the authors arrive at the conclusion, that such companies, as IBM, Boeing, Mercedes-Benz and some others companies have not been engaged in their traditional business for a long time. Their partner networks performs this function instead of them. The companies themselves perform the function of system integrators. The Tapscott’s idea finds its confirmation within the framework of a new powerful direction of the development of the modern interdisciplinary science – the theory of the complex networks (CN) [2]. CN-s are multifractal objects, the loss of multifractality being the indicator of the system transition from more complex state into more simple state. We tested the multifractal properties of the data using the wavelet transform modulus maxima approach in order to analyze scaling properties of our company. Comparative analysis of the singularity spectrumf(®), namely, the difference between maximum and minimum values of ® (∆ = ®max ¡ ®min) shows that IBM company is considerably more fractal in comparison with Apple Computer. Really, for it the value of ∆ is equal to 0.3, while for the vertically integrated company Apple it only makes 0.06 – 5 times less. The comparison of other companies shows that this dependence is of general character. Taking into consideration the fact that network organization of business has become dominant in the last 5-10 years, we carried out research for the selected companies in the earliest possible period of time which was determined by the availability of data in the Internet, or by historically later beginning of stock trade of computer companies. A singularity spectrum of the first group of companies turned out to be considerably narrower, or shifted toward the smaller values of ® in the pre-network period. The latter means that dynamic series were antipersistant. That is, these companies‘ management was rigidly controlled while the impact of market mechanisms was minimized. In the second group of companies if even the situation did changed it did not change for the better. In addition, we discuss applications to the construction of portfolios of stock that have a stable ratio of risk to return.
