Abstract:
This thesis examines one of the biggest property booms of the capital that led the way to processes of gentrification to penetrate into some postcolonial spaces of the metropolis. More specifically, the areas of Brixton and Brick Lane transform into the spatial laboratories for an interrogation into the politics of cultural dialogue within contemporary instances of 'ethnic' gentrification. To put it differently, this thesis attempts to shed some light on processes of inner-transformation, as a result to an exposure to different differences, to either disorient or reify the cultural bearings of the metropolitan subject; it reflects on multiple negotiations and constructions of cultural or 'ethnic' differences in relation to these spaces of diversity. In this sense, culture is transformed into the main discursive arena of the multicultural city, where different people from different backgrounds and incomes try to make sense of their lives, experiences and futures within contemporary postmodem-postcolonial London. At the same time, this thesis contributes to a genre of cultural narratives that try to perplex urban political economy's stories. It aims to render the city visible beyond the sphere of economics and manifest the complexities of contemporary processes of urban transformation and multicultural life at large.

Abstract:
The period preceding and after the enactment of ESTA marks an increase in the difficulties faced by the farm dwellers in South Africa. They are still faced with illegal evictions. Their difficulties are marked with loss of land for food farming, loss of work, income and homes. Nevertheless, the introduction of ESTA in 1997 aimed at protecting and restoring the land rights of farm dwellers working on farms. Despite its existence there are still challenges of illegal evictions. This research focuses on difficulties faced by farm workers after the enactment of ESTA and investigate the process and effects of illegal evictions. The thesis adopts a qualitative research methodology that takes the form of a case study on two farms, Killarney farm and Shellford farm, where farm workers experienced evictions. The findings confirm that the farm workers are subject to illegal evictions. The evictions are due to the conversion of agricultural farms to game farming and also due to labour disputes. Poor living conditions are evident and farm owners conduct tacit evictions by imposing restrictions and threatening the farm workers who wish to stay on the farms. This thesis concludes by presenting suggestions that may restrict or put an end to illegal evictions. ESTA needs to be amended in order to ensure the security of farm workers who live on the farms.

Abstract:
Machine learning is a powerful method to handle the self-driving problem. Researchers use machine learning to construct a neural network and train it to drive the car. A self-driving car is a safety-critical system. However, the neural network is not necessarily reliable. The output of a neural network can be easily influenced by many factors, such as the quality of training data and the runtime environment. Also, it takes time for the neural network to generate the output. That is, the self-driving car may not respond in time. Such weaknesses will increase the risk of accidents. In this thesis, considering the safety of self-driving cars, we apply a delay-aware shielding mechanism to the neural network to protect the self-driving car. Our approach is an improvement based on previous research on runtime safety enforcement for general cyber-physical systems that did not consider the delay to generate the output. Our approach contains two steps. The first is to use formal language to specify the safety properties of the system. The second step is to synthesize the specifications into a delay-aware enforcer called the shield, which enforces the violated output to satisfy the specifications during the whole delay. We use a lane keeping system as a small but representative case study to evaluate our approach. We utilize an end-to-end neural network as a typical implementation of such a lane keeping system. Our shield supervises those outputs of the neural network and verifies the safety properties during the whole delay period with a prediction. The shield can correct it if a violation exists. We use a 1/16 scale truck and construct a curvy lane to test our approach. We conduct the experiments both on a simulator and a real road to evaluate the performance of our proposed safety mechanism. The result shows the effectiveness of our approach. We improve the safety of a self-driving car and we will consider more comprehensive driving scenarios and safety features in the future.

Self-driving cars is a hot topic nowadays. Machine learning is a popular method to achieve self-driving cars. Machine learning constructs a neural network, which imitates a human driver's behavior to drive the car. However, a neural network is not necessarily reliable. Many things can mislead the neural network into making wrong decisions, such as insufficient training data or a complex driving environment. Thus, we need to guarantee the safety of self-driving cars. We are inspired to use formal language to specify the safety properties of the self-driving system. A system should always follow those specifications. Then the specifications are synthesized into an enforcer called the shield. When the system's output violates the specifications, the shield will modify the output to satisfy the specifications. Nevertheless, there is a problem with state-of-the-art research on specifications. When the specifications are synthesized into a shield, it does not consider the delay to compute the output. As a result, the specifications may not be always satisfied during the period of the delay. To solve such a problem, we propose a delay-aware shielding mechanism to continually protect the self-driving system. We use a lane keeping system as a small self-driving case study. We evaluate the effectiveness of our approach both on the simulation platform and the hardware platform. The experiments show that the safety of our self-driving car is enhanced. We intend to study more comprehensive driving scenarios and safety features in the future.

Abstract:
The Constitution of South Africa guarantees the right of citizens to access to adequate housing and land. The Universal Declaration of Human Rights of 1948 also recognises the right to adequate housing as an important component of the right to an adequate standard of living. However, vast numbers of citizens have been unable to access adequate housing due to regulatory frameworks operating in the cities and towns that they live in. Using the case study research methodology, the study shows how an alternative approach to housing delivery can be implemented. The study looks at a community in iCwili Location which is in the Great Kei Local municipality which piloted the managed land settlement (MLS) approach to housing delivery. MLS seeks to promote an incremental approach to site, service and housing delivery. It emphasizes the need for the provision of planned, secure land with access to basic services as a first step towards housing delivery and settlement upgrading. The study documented the process involved in the implementation of the pilot project and how the community was involved with project. The findings revealed that the community appreciated being involved with each phase of the project and being part of the decision-making process. The respondents cited the delight they shared with having occupation rights to the land and they could finally be in position to be able to build their homes with no fear of eviction.

Lane-departure crashes are the most predominant crash type in Kansas which causes very high number of motor vehicle fatalities. Therefore, the Kansas Department of Transportation (KDOT) has implemented several different types of countermeasures to reduce the number of motor vehicle fatalities associated with lane-departure crashes. This research was conducted to estimate the safety effectiveness of commonly used lane-departure countermeasures in Kansas on all crashes and lane-departure crashes using Crash Modification Factors (CMFs). Paved shoulders, rumble strips, safety edge treatments and median cable barriers were identified as the commonly used lane-departure countermeasures on both tangent and curved road segments while chevrons and post-mounted delineators were identified as the most commonly used lane-departure countermeasures on curved road segments. This research proposes a state-of-art method of estimating CMFs using cross-sectional data for chevrons and post-mounted delineators. Furthermore, another state-of-art method is proposed in this research to estimate CMFs for safety edge treatments using before-and-after data. Considering the difficulties of finding the exact date of implementation of each countermeasure, both cross-sectional and before-and-after studies were employed to estimate the CMFs. Cross-sectional and case-control methods, which are the two major methods in cross-sectional studies were employed to estimate CMFs for paved shoulders, rumble strips, and median cable barriers. The conventional cross-sectional and case-control methods were modified when estimating CMFs for chevrons and post-mounted delineators by incorporating environmental and human behaviors in addition to geometric and traffic-related explanatory variables. The proposed method is novel and has not been used in the previous cross-sectional models available in the literature. Generalized linear regression models assuming negative binomial error structure were used to develop models for cross-sectional method to estimate CMFs while logistic regression models were used to estimate CMFs using case-control method. Results showed that incorporating environmental and human-related variables into cross-sectional models provide better model fit than in conventional cross-sectional models. To validate the developed models for cross-sectional method, mean of the residuals and the Root Mean Square Error (RMSE) were used. For the case-control method, Receiver Operational Characteristic (ROC) was used to evaluate the predictive power of models for a binary outcome using classification tables. However, it was seen that the case-control method is not suitable for estimating CMFs for all crashes since the range of the crash frequency is wide in each road segment. A regression-based method of estimating CMFs using before-and-after data was proposed to estimate CMFs for safety edge treatments. This method allows researchers to identify the safety effectiveness of an individual CMFs on road segments where multiple treatments have been applied at the same time. Since this method uses road geometric and traffic-related characteristics in addition to countermeasure information as the explanatory variables, the model itself would be the Safety Performance Function (SPF). Therefore, developing new SPF is not necessary. Finally, the CMFs were estimated using before-and-after Empirical Bayes method to validate the results from the regression-based method. The results of this study can be used as a decision-making tool when implementing lane-departure countermeasures on similar roadways in Kansas. Even though there are readily available CMFs from the national level studies, having more localized CMFs will be beneficial due to differences in traffic-related and geometric characteristics on different roadways.

Abstract:
Land degradation is a global problem affecting many countries including South Africa. This study was conducted in order to assess and monitor the nature and extent of land degradation within Qoqodala in the Eastern Cape Province, of South Africa. The study used GIS and Remote Sensing techniques together with household interviews in determining extent, spatial characteristics and nature of land degradation within the study area. Vegetation cover and bare-ground change were the land degradation indicators assessed and monitored by this study. Through RGB band combination, Tasselled Cap Analysis and Unsupervised ISODATA classification techniques, Landsat images over the past eighteen years (1984, 1993, 1996, 2000 and 2002) have been analysed. The results showed that there is vegetation cover and bare-ground increase in the study area. The vegetation increase has been seen as a sign of land degradation increase due to the encroachment of indigenous vegetation by Euryops species (also known as Lapesi by the local community). The bare-ground land degradation indicator has also increased. The analyses of slope showed the spatial characteristics of bare-ground occurring on moderate to flat slopes while vegetation cover occurs on steep to very steep slopes. Furthermore the photographs captured during field visits show rills and gullies or dongas occurring on bare-ground. The interviewed respondents indicated that decline in food production, increase in dongas and vast increase in Euryops and a decline in grassland are the indicators of degradation that are observed in the study area. The occurrence of erosion features (rills and dongas) on bare-ground and the increase of vegetation shown by GIS and Remote Sensing techniques showed a positive correlation with field and household survey towards establishing the nature of land degradation. In this study Landsat images together with interviews proved to be a very useful tool for land degradation research. However the suggestion of a higher spatial resolution satellite image on small catchment studies is recommended

A before and after comparison of vehicle occupancy distributions for the Atlanta, GA I-85 HOV to High Occupancy Toll (HOT) lane conversion scheduled for summer 2011, will assess the changes in vehicle and passenger throughput associated with lane conversion. The field deployment plans and data collection methodologies developed for the HOT evaluation were the result of a comprehensive literature review, an examination of previous data collection methods, an evaluation of the physical characteristics of the I-85 corridor, and the testing of a variety of equipment/manpower strategies. The case study in this thesis evaluates the established vehicle occupancy methodology for consistency across multiple observers during parallel data collection efforts. The differences noted in exact matches and consistency across the use of the "uncertain" values developed for field implementation is specifically assessed. Results from this study are the first step in assessing the validity of the data collection methods used on the HOT corridor and will yield recommendations for improving the methodology for future occupancy studies. A separate assessment of the accuracy of the methodology is also being conducted by the research team and will be published under a separate cover.

A market-oriented housing reform has been operated in China for more than ten years and the pace of construction and property-led redevelopment that were triggered by the rapid economic development have been accelerated by the reinforced market-led real estate development. However, this approach has had significant effects on the poor households who mostly live in impoverished neighbourhoods that are the prime targets of redevelopment. This thesis has sought to identify a method that can better understand and evaluate the impacts of housing-related interventions on the livelihoods of poor households in cities. This thesis has presented a very first attempt to apply the Sustainable Livelihood Approach to the study of housing-related issues in urban China, starting from a municipal housing neighbourhood – Shanghai Lane in the city of Wuhan. In a different manner to the Chinese top-down approach that usually focuses on quantitative data on a large scale to study outcomes of housing-related interventions, this thesis has conducted a holistic, context specific and in-depth livelihood analysis in the Shanghai Lane neighbourhhood, using the Sustainable Livelihood Framework (SLF) developed on the basis of DFID‘s model in the urban context a incorporating rights-based perspective. The investigation is around the vulnerability context occupants live in, their livelihood ownership, the strategies they have taken and the outcomes they have achieved. Additionally, this thesis has assessed the factor of power within SLF, from two perspectives: individual agency and power, and the structure of local governance and operation. The majority of data were generated by 76 face to face questionnaire surveys and 16 in-depth household interviews, with triangulation with secondary data, key informants interviews, and participatory observations. This thesis found that the tenure choice of poor households was an outcome of their livelihood strategies based on their limited assets ownership. To stay in the existing dwellings in Shanghai Lane contributed to both the income-generating and expenses-reducing strategies of poor households and maximizes their assets ownership. Their efforts to extend their living space and services enhanced their assets ownership, reduced their vulnerability in the short term, and gave support to their priorities in the medium term and led towards better livelihood outcomes in the long term. In sum, this thesis suggests that policy makers should adopt the SLA as a common principle in housing-related interventions, which put poor people in the centre and assess the effects of any intervention on their livelihoods from a holistic view, incorporating a rights-based perspective. This thesis urges policy makers to employ SLF to reassess the costs and effects of rehabilitation of impoverished neighbourhoods and suggests upgrading as the main approach to replace the universal tendency of eviction and redevelopment. However, this pro-poor and bottom-up approach requires a series of reforms from national to local level and, in practice, the Community Committee and social planners at grassroots level play a crucial role in determining the outputs of projects. The methodology and indicators developed in this thesis have provided a platform for the broader use of SLA in housing related study in urban China.

This thesis focuses on shared use lane facilities and road user understanding. Shared use lanes (sharrows) are a common solution for road facilities that are too narrow to accommodate a full bicycle lane and where the local jurisdiction wants to reduce dooring crashes. In recent years, engineers have focused on incorporating sustainable transportation into new or reconstructed infrastructure improvements. Bicycle transportation connectivity, as an example, is essential to efficient bicycle commuting. Sharrows pavement marking is a well-engineered design but without education road users do not use it properly resulting in an increased risk of being in a crash.

Besides the construction of mass transit, setting bicycle lanes also becomes a planning method of environmental improvement. It can promote tourism industry and revitalize economy as well. Through the promotion of government and the efforts of local, bicycle lanes appear at more places in Taiwan. As a significant element of living environment, street furniture is worth discussing as far as setting bicycle lanes is concerned. The street furniture is not only set for riders, but also being important for residents. Yunlin County promotes community industry and local culture actively in recent years. At the same time, it also makes efforts to set bicycle lanes for daily use and to connect with local industry. For Yunlin County, setting bicycle lanes has been an important subject. The concept of Taisugar Railway Bike Lane, which connects to Dounan and Dalin via many township in Huwei which is based on the track of the Taisugar Railway Bike Lane,attempting to connect local living perimeters and reviving the Taisugar Railway Bike Lane. It is expected to connect local economy and history by Taisugar Railway Bike Lane. This study records the distribution and current maintenance situation of street furniture through field survey, and understands the actual feelings of use by means of the questionnaire satisfaction survey for the users. After analysing the planning effects of street furniture in the Taisugar Railway Bike Lane, we can find that besides the inconsistency of the planning and quality and the uneven distribution of the proportion of facilities.Every sections of Taisugar Railway Bike Lane is generally lacking in urban as well. If we can understand the meaning of bicycle lanes for local deeply, the research result of the street furniture improvement program will make Taisugar Railway Bike Lane perfect.

Roundabouts have become an alternative for traditional intersections due to the safer operational performance. Previous research has provided crash modification factors (CMFs) as a criterion based on before-after studies as to evaluate the safety performance of roundabouts. One drawback of assessment based on crash modification factors, however, is that a before-after study includes too many variations at a time that it only provides a general idea of the safety performance for roundabouts. Since the industrial world is interested in the safety outcome of converting traditional intersections to roundabouts, safety performance functions (SPFs) will provide more specific details on estimating crashes than that of crash modification factors. This thesis will adopt a similar methodology that has been used in the current Highway Safety Manual (HSM) to develop safety performance functions for roundabouts based on Oregon data. The outcome of this thesis will help the Oregon Department of Transportation (ODOT) to evaluate existing roundabouts in the State of Oregon. Furthermore, this thesis will function as an additional case study from Oregon to contribute to the national effort of evaluating the safety performance of roundabouts.

Because of this, Taiwan is really hard to find the native and self-culture dolls. Abstract:
This study investigates the complex issues surrounding the preservation of historic, single-lane, metal truss bridges. Essentially functionally obsolete, these structures are targeted for replacement due to current government transportation policies, funding requirements, and safety concerns. After these issues are discussed, a series of case studies from Hunterdon County, New Jersey, will highlight multiple bridge rehabilitation projects in which designs and plans were modified to suit the unique situations and conditions of each of these structures, without compromising historic integrity and improving safety. These bridges have important cultural value, and although in some cases the original structure may be lost or wholly reconstructed, the historic character of the bridge and area is retained. This thesis illuminates the difficulties that need to be overcome in attempting to successfully preserve historic, single-lane bridges and their rural context (while maintaining transportation functionality), and illustrates the important role of community involvement in the preservation process.

The purposes of this study were: 1.to understand the current situation of management of art village in Guihua Lane, 2. to compare the differences of tourism image of art village in Guihua Lane for the travelers with different with demographic variables, 3. to compare the differences of leisure experience of art village in Guihua Lane for the travelers with different demographic variables, 4. to compare the differences of tourism satisfaction of art village in Guihua Lane for the travelers with demographic variables, 5. to explore the prediction of travelers’ tourism image, leisure experience to their tourism satisfaction. The travelers of art village in Lukang Guihua Lane were drawn as the subjects. All the subjects were administered with the “Questionnaire of Art Village in Guihua Lane”. There were 399 valid questionnaires. The collected data were analyzed by descriptive Statistics, t-test (independent), one-way ANOVA (independent), and multiple stepwise regression analysis. The major findings were as the following: 1. There were differences of partial dimensions of tourism image, leisure experience, and tourism satisfaction among the travelers with different age, education degree, vocation, and travel companion, 2. Affective image, related experience, and service image, and environment image could predict 61%. variance of physical and mental sense. Affective image, related experience and environment image could predict 41% variance of environment quality. Environment image, related experience, and service image could predict 27% variance of service equipment. Conclusion: The different comparison of tourism image, leisure experience, and tourism satisfaction of travelers’ age, educational degree, vocation, and travel companion (except sex) could partially support the research hypothesis. Partial dimensions of tourism image and leisure experience could validly predict the three dimensions of tourism satisfaction.

In recent years the Taiwan government promote green transport, energy-saving carbon-reduction efforts on Earth . Planning of the Executive Yuan in 2006, "1000 km pedal Road, million km trail," the idea of their specific characteristics, including building self-nine large road network of 2600 km, and the formulation and amendment to relevant laws and regulations, as well as 100,000 across the country urban population of more than one implementation for example than 80% of the road and so on, is hoped that through the implementation of this program can contact the National Trail Serial million km, from 1000 km Road goals, both in order to build a sports and excellent leisure environment. Taitung, in the year of 1999 to 2002 year, the progressive completion of Seaside Park in Taitung City landscape, the Former Railway station Gallary,Dajyun Peinan Water Road Bike section. Central to a 2007-year grant, the county government plans to develop urban and rural development Department, Central City, Taitung Cycling Road, and then the provision of Dajyun Peinan Water to Taitung City bridge between the Chinese ligui evil terrain, and around Forest Park in Taitung Peinan dikes, Taitung line embankment, the entire ring road network links the bike, with a total length of 22 kilometers, the completion of "the iron railings Shanhai Taitung Plain Road." In this study, to explore the city of Taitung City Ring Road Bicycle riding quality of service were satisfied with the degree of research, a view to making recommendations based on research findings for the Taitung County Government, bicycle groups and others who want to set up bicycle lanes on the urban township of reference. In this study, the use of a questionnaire survey method, from January to February , 2009 went to Taitung City Road, Central City, riding a bike home for the study group, random sampling, to conduct testing. Survey data by the statistical software SPSS for Windows 12.0 version of the project analysis, factor analysis,descriptive statistics, t-test, one-way ANOVA, Pearson product-moment correlation analysis and stepwise multiple regression analysis Statistics Act to carry out such data processing. An Empirical Research of this study summarized the important findings are as follows: First, Riding the personal background variables are not the same quality of service to the lane level of cognitive appraisal of the situation differences, in which "age", "marital status", "educational attainment", "residence", "occupation", "participation views, "groups"," the age of the vehicle "and the eight significant differences exist; riding satisfaction on the evaluation of cognitive differences, the title of"educational attainment ", " professional "and" the age of the vehicle "three is in the existence of significant differences. Second, the city of Taitung City Cycling Road Central service quality and satisfaction of riding are among the dimensions showed a significant positive correlation. Third, the city of Taitung City Cycling Road Central service quality with "measures to control motor vehicle fleet", "ecology, environment and facilities", "environment of public facilities", and "lane main design". Parkland always not only plays a significant role in the promotion of environmental quality, ecological protection and environmental education, but provides the public with leisure and recreation place. Nowadays, parkland’s multiple targets have been gradually developed by introducing bicycle lane and physical exercise instruments besides satisfying original demands. Few years ago, popular of bicycle became a trend of installation of bicycle lane in Taiwan. Tunghsi Park in Taoyuan City is an example of introduction of bicycle lane in a liner park. However, it’s doubtful if an original liner park is really well developed to provide the purposes of environmental ecology, social culture and residents’ recreation or even function of bicycle lane after environmental reform. Therefore, this study takes Tunghsi Park planning to be completed in Taoyuan City as an example, trying to examine the current operation, analyzing the current situation how users and residents around the liner park use, and what the feeling and influence after they used bicycle lane. The intention is to understand if there’s any difference between the current use and previous plan, finding out interactive situation and problem between users and environment, and thus landscape benefit of Tunghsi Park could be explored accordingly. This study is mainly to discuss and examine the development history of Tunghsi Park by using the relevant literature review, environmental observation and deep interview, aiming the Park for deep research and analysis to understand demand of current users after improvement, expecting to explore topics and plan the relevant policies, with which the future project planner can take reference of the installation or improvement of liner park for further proposal of renewal of Tunghsi Park in Taoyuan City.

This research, based on the viewpoint of Pedestrians, aims at reclaiming our community street life from traffic, recreating “pedestrian priority” and livable street, and revitalizing urban space. In the case of lane 514, Chung-Cheng Rd., Hsinchuang City beside Fu-Jen Catholic University, it conducts the investigation through the participating of local meetings and practicing technique of Environment Behavior Study (EBS), which including environment and behavior observation, questionnaire, interview and digital video. The result proves that lane 514 has “the lack of walking environment, the improper environmental planning and the existed traffic safety problem”; it demonstrates that pedestrians lose their right of using roads. Especially, the interviewers in the research are strongly dissatisfied with the street environment, it reveals that the design project is claimed to improve the lane 514 urgently. Accordingly, the research not only takes domestic and abroad case studies as reference but also provides two design projects and models for the placemaking of land 514 and makes suggestions to related authorities. This case could become the demonstration of “traffic calming” and ‘campus’s surroundings nearby MRT”.

ZiDong Street, also known as ancient Zidong Street, maintained old style in the area, embraces narrower alleys, by residential density, comparing to urbanized ones; which leads the difficult scenario on rescue. Most of the buildings are old and dense without sufficient equipments and functions to fire by incomplete construction and fire regulations of the early time; which can incite prairie fire. In addition, the space occupied by random parking, for convenience by local residents, obstructs the way; which hinders the rescue vehicles to go through immediately, resulting in missing the best time for rescue. Based on this, the thesis aims at the following purposes: 1.The rescue countermeasure to the disaster in small alley 2.Fire prevention as and disaster rescue measures This paper applies both of Chess deduction and questionnaire survey for mutual identification of the results. The questionnaire, based on the relevant literature review and expert interviews to small alleys, employs responses by firemen surrounding ZiDong Street; analyzing the results by cross ratio through statistical software, this paper discusses fire prevention and disaster rescue measures for alleys. At the same time, applying the Chess deduction, the countermeasure to disasters among alleys has been released to improve rescue efficiency, and reduce the loss of life and property. The results show that the alleys require considerable manpower on water distribution by the obstruction of the rescue vehicles to the disaster site; the experiment indicates that water bag can effectively shorten the rescue for facilitating the follow-up mission. Besides, more than 59% of the respondents agree to spray the firefighting channel among alleys, adopt periodical towing to vehicles, identified yellow paint onto fire hydrants, extinguishers among alleys, and the fire prevention advocacy to residents; which should facilitate the fire rescue. Regarding the rescue, more than 52% agree that tailored rescue plan to local narrow lanes, vehicle layout, and actual maneuver as well as on-site training, should enable the rescue of the region.

In recent years, domestic fires are frequent, resulting in increasement of casualties on firefighters and citizens. The scenarios can be seen obviously emerged among small laneways caused by illegal parking of cars and illegal awnings; which obstruct the pass of the fire engines and harden the rescue, generating more serious casualties. For example, on January 15th, 2013, a severe fire broke out on the 5th floor of an apartment in an alley in in Hsinchu County, causing an elder to be buried in the fire in front of public. The fire highlights the problem that except the negative effect by the narrow laneways to fire engines, scarce concept to fire evacuation is another crucial factor to endanger citizens. Reducing the loss of lives and properties with enhancement of rescue efficacy, this paper, referring above, aims to explore the corresponding countermeasures, the fire prevention act as well as the fire rescue measures among small alleys. Juxtaposing military simulation and questionnaire conducting by relevant literatures to narrow laneways and experts’ interviews, this research focus on those onsite firefighters, surrounding Sanshui Street in Wanhua District, as the participants for the questionnaire; intersecting and analyzing results with SPSS software after arrangement, the preventions and countermeasures to fire rescue in small alleys are into exploration. Meanwhile, seeking relevant rescue policies with efficiency to small laneways for firemen is also considered for diminishing loss of lives and properties. The outcomes to the fire prevention survey indicate that among all of those respondents, over 93.5% of them consider the effective methods to rescue can be concluded as: 1. Fire prevention promotion for households; 2. Characters of fire passages in laneways; 3. Periodical towing of vehicles; 4. Yellow paint on routes by surface hydrant; 5. Home alarms and fire extinguishers for residents. Regarding office works to rescue, 64.5% of them consider enlisted grading data to all the small alleys can favor related rescue effectively. Regarding fire vehicles and equipment, more than 88.7% conclude the very efficient tips to rescues implemented among small laneways should be: 1. Procurement of small fire engines; 2. Allocation of nozzle bag; 3. Application of infrared thermography; 4. Installation of two-section ladder with suspension ladder; 5. Triple-section ladder training. Regarding the regular training programs, more than 93.5% consider the rescue efficacy and minimum loss during fire should rely on: 1. Dressing training; 2. Waterline wiring training; 3. Vehicle troubleshooting training; 4. Two-section and triple-section ladder training.

Tainan City is the ancient capital of Taiwan with abundant humanity history and historic relics. Howerver, Tainan is the earliest area of Taiwan to exchange the culture with the foreign cultures. The historical architechtures of Tainan loaded with history, policy and economy of the past. "321 Alley - The Army Dormitory of the 2nd military aviation unit for Japan" is originally a deserted historical site. Tainan city hall and Taiwan Defense Department made an agreement to re-build this dormitory via art. At survey stage, the government has been made open to the public with artistic team, which is difference with other commercial cultural and creative parks. This method provided a suitable arena to develop the art creation and efficiently reused historical sites. This study based on "321 lane art settlement” in Tainan City. This study investigated the relation with the recreation motivation, Ssatisfaction and revisiting intention via the questionnaire. The number of valid samples are 387. These samples were used to analyze by descriptive statistics, factor analysis, reliability analysis, independent-sample t-test, One-way ANOVA, Pearson , Regression Analysis and Importance- Performance Analysis. From analysis results, most of visitors came from southern Taiwan. The results of recreation motivation, satisfaction and revisiting intention are ralated with the demographic background of vistors. Through Pearson analysis, factors with positive correlation were found. The mental-relaxed vistors have a high revisiting-intention rate whic is analyzed by regression analysis. Finally, this study provided a suitable solution to the authorities to impove tourism quality and performance. Smart Growth is a comprehensive approach to planning that aims to shape more compact and well-connected communities across the United States. Among its principles are leveraging existing infrastructure, developing around transit, providing a mix of housing types and price ranges, and increasing community participation in the planning process. However, research suggests the comprehensive approach at times obscures potential tensions between these principles, in particular when Smart Growth principles are applied to a specific property. This is the case in Austin, Texas’ Lamar/Justin Lane TOD, where the City of Austin is currently evaluating development scenarios for a publicly-owned 5.6 acre parcel located within the TOD area. How equity and access is addressed in Smart Growth comes to fore in conversations between the City and affluent, neighborhood residents. This report examines the history of Smart Growth, reviews its implementation in cities across the U.S., and considers how the City of Austin may learn from other cities.

The highway tunnel is a public facility in relatively sealed space. It is apt to cause serious injuries and deaths if accident occurs. Since there were several serious disaster occurred in the long highway tunnel (such as the tunnel accident in Mont Blanc, Tauern, St. Gotthard), it considerable for the management unit to pay attention on the traffic safety in the tunnel. Disaster management is one of the events of crisis management for which highway tunnel disaster (accident) is also included. In ordinary times, the crisis management should be well organized. The crisis prevention should be implemented in advance in order to prevent the crisis from occurring. For those unavoidable crisis , it should be properly handled at once when the crisis occurs so the damage can be minimized. This study will look into the safety management mechanism of Baguashan tunnel in point of crisis management. This study focuses on the types of accident (divided into A, B, C and D classes) and the emergency measure of units such as control center, works, fire control, highway police, medical and environmental protection. It will look into the completeness of the disaster prevention, rescue mechanism, and put forward the constructive suggestion on the related topics. This study analyzes several tunnel accidents stated in the domestic and international documents over the years (foreign 34 cases, domestic 15 cases) and draws to a conclusion: for foreign accidents in tunnel, most of the vehicles involved in the accidents are trucks (large vehicles). The causes of accidents in order are the fault of drivers which causes the collision (same and opposite direction) of vehicles, mechanical disorder of the vehicle and the fire caused by the flammable goods of the truck. For the domestic accidents in tunnel, most of the vehicles involved in the accidents are container trucks and small vehicles (including small truck). The causes of accidents include the fault of driver and collision (or collides oneself) of vehicles caused by unlawful practice. The main unlawful practice causing the accidents include "does not keep the safety driving distance", "speeding" and "drunk drive", etc. To estimate the safety facilities of Baguashan tunnel, its'' safety level has reached AA standard already. However, according to the conclusion of several foreign serious tunnel accidents, in order to provide act of rescue and flee for life for the people when there is tunnel disaster, it is suggested to setup the "rescue room" and "act of rescue tunnel". Besides, according to research, the "traffic control railing" has positive effect to the traffic control of the tunnel. The "fine water spray fire extinguishing system" suppresses the spread of fire. These safety facilities are not included in the Baguashan tunnel. It is worth for the relevant units to estimate whether the mentioned facilities should be set up. For the conclusion obtained from the study of crisis prevention of Baguashan tunnel, the following topics can be used as reference for the relevant units. For example, establish the wireless communication system across each rescue units, enforce the implementation of the law inside the tunnel and make a study of "traffic control rule of long highway tunnel". Super low driving speed in the tunnel can really affects the traffic order and safety, and the rule for punishment should be established. It is difficult to towing the large vehicle when it was overturned inside the tunnel, and it is call for the relevant units pay attention and seek for proper solution. This research explores how the value image can affect overall image and consumer behavior in Business District of Calligraphy Greenway and Park Lane by CMP. It investigates the mediating effects of business image on the relationship between value image and overall image. This study taking Business District of Calligraphy Greenway and Park Lane by CMP in Taichung area as an example tries to explore how the value image affects overall image, and furthermore to explore how overall image affects consumer behavior. At the end, conclusions are drawn from the quantitative survey. The empirical results support the study’s hypotheses and indicate that the value image enhance overall image. Furthermore, business image partially mediate the relationship between value image and overall image, and overall image enhances consumer behavior. This study concludes that: (1) Value image positively affects overall image; (2) Value image positively affects business image; (3) Business image partially medias the relationship between value image and overall image; (4) Overall image positively affects consumer behavior..

The research follows the rule of land profit sharing and accelerates the development progress of the new urban district surroundings to promote the effective usage of land resource. Except the zone expropriation and the city land readjustment, the way of development is to process the whole development by land-use change, adjustment in special districts or agricultural land readjustment. Besides, the development should be processed by the separation of development units, the land procurement and related arrangements should also follow the rules of land expropriation, rules of the equalization of land rights act and other related rules. The research will mainly based on the change in the industrial district on Yonghong Lane, Renwu Dist, Kaohsiung City. The research is aim to discuss the advantage of the change from agricultural land to industrial land and problems currently faced from local environmental factors, the research also shares the experience of the participation in land-use change. Because the industrial district on Yonghong Lane belongs to agricultural lane, which is not belong to industrial land in Dashe industrial district and Renwu industrial district, therefore, the problem has already existed but unsolved and which is also against the governmental rules. The industrial distirct on the Yonghong lane has developed to a substantial scale, the area is 4.1074 hectares. On the aspect of combination, except the usage of roads is approximately 3450 square meter, the 90 percentage of land in district is already used against rules, and the surrounding land near district is already used for industry. In order to coordinate with the land nearby, the industrial district on the Yonghong lane is plan to change to the Type B industrial district. In the future, if the industrial district on the Yonghong lane becomes legal industrial district and coordinate with the strategic development of land near No. 7 national highway ( as described in figure 圖5-46【23】), under the condition of the convenient transportation, the industrial district will definitely have the value of existence. The industrial district will not only raise the price of land in the district, but also provide local job opportunities, the economic value of the district will rised. In other words, for the development in the future, the government will place importance on the industrial district, if there are concepts of comprehensive planning and sustainable operation, the land in the district can be used effectively. Therefore, the research uses the results from the investigation of the area, combined density, industrial type, and the will of landowners in the industrial district on the Yonhong lane to analyze the feasibility of the land-use change. In order to achieve the goal of sustainable development, the research suggests that the agricultural land can be changed to industrial land in the district, besides, it is expected that the industrial district can be developed to ecological industrial district by the research.
