Abstract:
The Association for the Publication of African Historical Sources (presently headquartered at the Department of History, Michigan State University) is now administering one umbrella National Endowment for the Humanities grant for editing, translating, and publishing significant African texts, and hopes to administer more in the future. In aid of this, the following guidelines, which should for the moment be considered to be in a draft stage, are offered in an effort both to bring uniformity to these editions and to stimulate thinking towards making the guidelines more thorough and enduring. Readers are urged to send suggestions for the latter to: David Henige, Memorial Library, 728 State St., Madison, WI 53706, U.S.A. If all goes well, it might be possible to publish an improved set of guidelines in next year's HA.As discussed briefly below, efficient mobilization of word processing programs should enable intending editors to achieve better results at less cost. Such word processing programs as are now available are probably not equally suitable and any readers who have used any programs extensively or who have developed variants of their own, with respect either to editing or to linguistic transcription, are also urged to submit brief statements (up to ca. 1000 words) as to their experiences, whether good or bad. These could then be published en ensemble, also (probably) in the 1991 HA.

Abstract:
Given the high prevalence and associated cost of chronic pain, it has a significant impact on individuals and society. Improvements in the treatment and management of chronic pain may increase patients’ quality of life and reduce societal costs. In this paper, we evaluate state-of-the-art machine learning approaches in chronic pain research. A literature search was conducted using the PubMed, IEEE Xplore, and the Association of Computing Machinery (ACM) Digital Library databases. Relevant studies were identified by screening titles and abstracts for keywords related to chronic pain and machine learning, followed by analysing full texts. Two hundred and eighty-seven publications were identified in the literature search. In total, fifty-three papers on chronic pain research and machine learning were reviewed. The review showed that while many studies have emphasised machine learning-based classification for the diagnosis of chronic pain, far less attention has been paid to the treatment and management of chronic pain. More research is needed on machine learning approaches to the treatment, rehabilitation, and self-management of chronic pain. As with other chronic conditions, patient involvement and self-management are crucial. In order to achieve this, patients with chronic pain need digital tools that can help them make decisions about their own treatment and care.

It is becoming a cliché to state that as research library collections become more homogenous—through the consolidation of purchasing (such as widespread availability of the same electronic serials) and through the increase in digital content accessible to library users regardless of institutional affiliation—special collections will be what sets apart one library from another. This prediction has become so common that it even figures in published library satires.1 Administrators seem to be hearing this message as well. Abstract:
From 2004 to 2014, the overall abortion rate in Texas fell by almost a third from 10.7 to 7.2 abortions per 1000 women aged 10 to 49 years. During this same period, the number of abortion clinics operating at least 6 months in the year fell from 40 to 27. We examined the relationship between the abortion rate and the proximity of abortion facilities. We matched annual, county-level data on abortion rates in Texas from 2004 through 2014 with the distance from the county centroids to the nearest abortion facility in operation. Linear regressions were used to estimate the association between abortion rates and proximity to abortion facilities. The regressions controlled for county-level and state-level characteristics as well as the availability of abortion services in neighboring US states and Mexico. We found that a 100-mile increase in distance to the nearest abortion facility was associated with a 10% decrease in the overall abortion rate. The relationship appeared to be driven largely by distances of 200 miles or more. The overall relationship was generally present for whites and blacks, whereas the pattern was less clear for Hispanics. The analysis indicated that the overall association was driven largely by women aged 20 to 34 years. Decreased access to abortion facilities was associated with decreases in the abortion rate, yet the relationship varied by race/ethnicity and age. As such, regulations that affect the operational status of abortion facilities likely have differential effects on women.

Abstract:
Despite a healthy production of teachers, teacher attrition is a significant concern facing school administrators across the state of Texas. This study sought to determine the extent to which questions on the Exit and Principal Surveys reflect three sets of standards which guide educator preparation in Texas: Association of Teacher Educators (ATE) Standards for Teacher Educators, Texas Administrative Code (TAC) Educator Preparation Program Curriculum Standards, and Pedagogy and Professional Responsibilities (PPR) Exam Standards. This analysis provides important information about the validity of survey questions as a measure of standards compliance for educator preparation in Texas and also sought to determine if there is a difference between teacher candidates’ Exit Survey evaluation of preparation and principals’ Principal Survey evaluation of first-year teachers’ preparation. Findings indicated a clear disconnect. Recommendations are provided as contributions for future discussion on much needed educator preparation program standards reform.

Abstract:
Watermelon is the most important horticultural crop in Texas and is grown across the state under diverse environments. Our study was conducted in the southern region of Texas to understand genotype-by-environment interactions and the contribution of yield components to yield. To accomplish this, twenty genotypes were evaluated for important traits and characteristics at two locations, Uvalde and Weslaco TX, for two years, 2018 and 2019. The genotypes were evaluated for total yield, total fruit count, total soluble solids, rind thickness, fruit length, diameter and weight. Genotype-by-environment (G x E) interaction was not significant, possibly due to similarity in climatic conditions and nutrient management practices. In the grouped analysis, cultivars Crimson Diamond, Sunshade and the breeding line TAM 2 had a higher total yield. Path analysis showed a high direct effect for total fruit count and fruit diameter of 0.89 and 0.85, respectively. However, total fruit count had a high indirect effect of −0.44. Fruit weight was the only trait that showed a significant (p < 0.01) correlation towards total yield at r = 0.58. Neither of the high direct effects, total fruit count and fruit diameter, had a significant correlation. The study inferred that breeding resources could be optimized by reducing the testing location to only one representative location for measured traits in southern Texas. The indirect selection of total fruit or fruit diameter could result in better yield. The study suggested selecting for optimum total fruit and fruit diameter for higher yield.

Abstract:
Purpose The Texas Digital Newspaper Program (TDNP) supports newspaper preservation and access for any title in Texas, from any date, any location and representing any community. As an active member of the Texas Press Association, TDNP also supports large-scale preservation of born-digital newspaper PDF issues for member publishers. This paper aims to explore how the early days of TDNP built a strong foundation of collaboration and support for large-scale preservation projects, including support for preserving a state press association PDF newspaper collection. Design/methodology/approach This paper is a case study of a collaborative endeavor to create a large-scale, statewide digital newspaper preservation hub in Texas. This paper details how individual partnerships led to new and larger partnerships. Figures and tables represent numbers of partner institutions served, numbers of newspapers preserved and screenshots of how these items appear within collections on the digital repository environment of The Portal to Texas History. This paper concludes with recommendations for groups interested in developing their own collaborative projects. Findings As a case study, the data explored include numbers of partnering institutions, materials contributed by partnering institutions and how these numbers help to forward the TDNP agenda. Practical Implications The final recommendations are lessons learned through collaboration, and the implications are real-world advice from the partners developed through the TDNP. Originality/value Hosting over 3.25 million pages of newspapers, the TDNP has become an enormous hub of newspaper preservation in Texas, and it is unique in the numbers of partners it supports and the numbers of pages it is able to host for free access via The Portal to Texas History. This paper is intended to help other groups across the world build their own collaborative preservation efforts, and it offers pragmatic advice derived from hands-on experience.

Abstract:
SUMMARYTo determine if there was an association between recto-vaginal group B streptococcus (GBS) colonization and pre-eclampsia, two cross-sectional studies were conducted using statewide hospital databases. The first study analysed data from the state of Florida, USA, and included 190 645 women who were discharged in 2001. This dataset was used to generate the hypothesis that GBS colonization is associated with pre-eclampsia. The second study tested the GBS hypothesis using the records of 577 153 women who delivered in 2004 or 2005 in Texas, USA. Adjusted odds ratios (aOR) for the outcome of pre-eclampsia comparing GBS-positive to GBS-negative women were calculated using logistic regression. The aOR for the association between GBS carriage and pre-eclampsia was 0·71 [95% confidence interval (CI) 0·65–0·77] in the Florida dataset. In the Texas dataset, the overall prevalence of GBS carriage was 14·1% while the overall prevalence of pre-eclampsia was 4·0%. GBS carriers were 31% less likely than non-carriers to have pre-eclampsia (aOR 0·69, 95% CI 0·66–0·72) in Texas. In two large statewide analyses, GBS carriage was inversely associated with pre-eclampsia. A sensitivity analysis revealed that misclassification of GBS status is not a likely explanation of our findings.

Abstract:
The adoption of Radio Frequency Identification (RFID) technology by libraries promises a solution that could make it possible to inventory hundreds of thousands of items in their collections in days instead of months. In addition, it would allow patrons to check out and return library property automatically at any time of the day. Besides speeding up checkouts, keeping collections in better order, and alleviating repetitive strain injuries among librarians, RFID promises to provide a better control on theft, nonreturns, and misfiling of a library’s assets. With an estimated 35 million library items tagged worldwide in more than three hundred libraries, this technology is generating ever-increasing interest. In October and November 2004, the industrial technology department and the Robert E. Kennedy Library at Cal Poly State University, San Luis Obispo, surveyed participating libraries, RFID electronic discussion groups, and Library and Information Technology Association (LITA-L) electronic discussion group subscribers to collect information with regards to the implementation of RFID systems in libraries. Opinions were gathered regarding such topics, actual or estimated, as RFID implementation costs and time; the impact of the technology on operations such as handling of volumes and security; and RFID system features adopted such as conversion stations, self-checkout units, and security systems. Information on the various RFID library components and the results from the survey are presented in this paper.

Abstract:
Self-assessments utilizing designated, objective standards are critical in program evaluation. Although 2013–2014 Texas policy mandated districts self-assess their gifted programs using the community and student engagement performance rating system, little is known about how districts determined their self-assessment ratings. Following gifted program evaluation guidelines from the Texas State Plan for Gifted/Talented Students and the National Association for Gifted Children Pre-K–Grade 12 Gifted Programming Standards, researchers used logistic ordered regression to examine Texas districts’ 2014–2015 locale, proportional representation, and budgetary allotments in relation to gifted program self-assessed performance ratings. Results indicate proportional representation of Black and Hispanic students in gifted programs did not influence school district self-assessed ratings. On the contrary, locale, proportion of Black and Hispanic students to the overall district population, and budget allocation did relate to self-assessed ratings of gifted programs. Future research directions and implications for the use of self-assessments within gifted program evaluation are discussed.

Abstract:
Purpose: Quality rating and improvement systems (QRIS) are systems approaches to assist states in providing high quality early childhood education. Texas Rising Star (TRS), a voluntary QRIS, exceeds state licensing standards and meets some obesity prevention guidelines. This study examines differences in physical activity, screen time, and outdoor policies and practices by QRIS certification. Design: Cross-sectional. Setting: Online. Sample: After exclusion criteria, respondents were 431 Texas childcare centers. Measures: 2016 survey of policies and Go NAPSACC best practices. Analysis: Chi-square and t-tests indicated differences in 1) practices and 2) policies by QRIS status. Results: TRS-certified centers reported more policies for physical activity ( M = 4.57 ± 3.07 vs. 3.61 ± 2.95, p = 0.009) and screen time ( M = 1.91 ± 1.84 vs. 1.28 ± 1.56, p < 0.001) than non-certified centers. TRS-certified centers reported significantly higher frequencies for 7 of 14 physical activity practices, however no significant differences for screen time practices were found. Additionally, TRS-certified centers reported more outdoor practices, including more classrooms/storage ( p < 0.001) and vegetable gardens ( p = 0.025). Conclusion: TRS-certified centers reported more physical activity policies and practices, more screen time policies, and more outdoor practices. TRS certification was not associated with screen time practices. QRIS can be a practical way to insert obesity prevention in early care and education. Using items from a widely used survey enables comparisons, however future research is needed in larger-scale studies. Some COVID-19 implications are discussed.

Abstract:
Each September, the American Library Association (ALA) and libraries nationwide partner to promote Library Card Sign-Up Month. The goal is to remind community members, parents, students, teachers, and librarians about the importance of owning a library card, which is like a passport to vast book collections, digital resources, hands-on support, and much more.In 2019, staff at New Jersey State Library (NJSL) brainstormed ways to make the event extra special. We decided to create new partnerships and strengthen existing ones, so we collaborated with the New Jersey Department of Education (NJDOE), the New Jersey Library Association (NJLA), and the New Jersey Association of School Librarians (NJASL) to launch the Libraries = Success marketing campaign.

Abstract:
ABSTRACT Objective: To investigate the body of evidence in the literature about the most favorable time for initiating orthodontic treatment in patients with severe crowding caused by tooth size arch length deficiency (TSALD). Materials and Methods: Electronic databases (PubMed, Ovid Medline, Scopus, Virtual Health Library, and The Cochrane Library) were searched for articles published between 1900 and April 2014. Studies were included that evaluated treatment of patients with severe crowding caused TSALD, who were treated with first premolar extraction. The association between the stage of development of occlusion at which treatment was started, and the primary and/or secondary outcomes of early and late treatment were investigated. Results: After application of the eligibility criteria and reading of the full texts, six articles were included in the final review. Of these six articles, all of which were retrospective, four showed that the primary outcome (correction of severe crowding) of the early and late groups was improved, but without statistically significant differences after treatment. Therefore, the findings of secondary outcomes in the literature (postretention crowding relapse, duration of total and active treatment [treatment with appliances], external apical root resorption, and soft tissue profile) were the target of this study. These studies presented low or moderate methodological quality and control of bias. Conclusions: Both early and late extraction had a similar effect on correction of crowding. Early treatment had two favorable secondary outcomes (less relapse and reduced active treatment time) vs late treatment. However, the levels of evidence were not sufficient to assert which protocol was superior. (Angle Orthod. 2015;85:510–517.)

Abstract:
: The Human Immunodeficiency Virus (HIV-1) infection remains a persistent predicament for the State of Texas, ranking seventh among the most documented HIV cases in the United States. In this regard, the Rio Grande Valley (RGV) in South Texas is considered as one of the least investigated areas of the state with respect to HIV infection and HIV associated comorbidities. Considering the 115% increase in average HIV incidence rates per 100,000 within the RGV from 2007-2015, it is worth characterizing this population with respect to their HIV-1 infection, HIV-1 Associated Neurocognitive Disorders (HAND), and the association of treatment with combined antiretroviral therapy (cART). Moreover, the increased rate of Type-2 Diabetes (T2D) in the RGV population is intertwined with that of HIV-1 infection facing challenges due to the lack of knowledge about prevention to inadequate access to healthcare. Hence, the role of T2D in the development of HAND among the people living with HIV (PLWH) in the RGV will be reviewed to establish a closer link between T2D and HAND in cART-treated patients of the RGV.

Abstract:
The article deals with socio-cultural dominants of the library partnerships. The interpretation is based on the quantitative and content analysis of database records «Librarianship and bibliography», which supported currently by the Center for Studying Problems of Libraries Development in the Information Society of the Russian State Library. 266 items were selected based on searching the words «partnership», «cooperation» and all their derived forms in the records relating to Russia taking into account their fixation in headings and abstract texts. The author attempts to trace the dynamics of reflecting the libraries partnership experience in publications (monographs, articles in professional press, conference proceedings, manuals and textbooks) for 2010-2015 taking into account the status of partnerships (international, regional, urban, rural ones), related strategic objectives, tactical means of achieving them, the importance of choosing a particular partner in terms of the final result of cooperation, the partnership place. The ration of activities to promote reading and cultural activities in modern Russian libraries considers in the partnership frames. The author came to the following conclusions: the chronological distribution of the data detects the trend of growing attention to the topic of partnerships in 2010-2015; in spite of the diversity of the concrete wordings, main targets are: cultural, promote reading, enhance the role of libraries in society, the positioning of «own» territory (region, city, district, etc.). Their employees think that the key to the libraries relevance are less associated with the reading process. In searching the means to adapt libraries to the information society conditions, which are guides in the information world, library professionals are increasingly turning to the popularization of domestic tourism, the creation of the mental orientation system relevant to the local population, participation in local cultural events. «Small motherland» is perceived as the most important marker of identity, and the libraries partnership with other cultural institutions and public associations as an effective demonstration of the libraries’ capabilities in the society cultural mobilization.

Abstract:
Changes in the organization of learning resources including language/learninglabs have occurred over the years. Surveys within higher education over the last tenyears indicate less local autonomy and more centralized control, either withinindividual colleges or within central media or library facilities. It is not clear whetherlibrary involvement is advantageous in all institutions. Factors affecting successfulintegration include the age, size, and traditions of the university, training and skills ofstaff and director, support of the central administration, and a clear mission for theuse of learning resources. An earlier version of this paper was presented for IALL at the Annual Conventionof the Association for Educational Communications and Technology in 1984 in Dallas,Texas.
