Full textIn Reunion Island, tourism is a promising area for its economic development. However, many questions still raising about the attendance and future of the tourist spaces. Cilaos, Mafate and Salazie are the cirques of the island and reflect the originality and promote an appealing image of Reunion Island. Conciliation proceedings between economic development and environmental protection are at the heart of the reflexion. Having dealt with the touristification stage of the cirques which structured the spaces and needed to be developed, the study is focusing upon the touristic practices, its representations and its tourism stakeholders. Actually, as the cirques became one territory, they should have played a key role for Reunion Island destination. In regard to territorial prospective, the research reveals the governance issues and challenges according the implementation of a sustainable tourism project

Full textThe increasing number of floods in the catchment basin of the French Meuse, the area studied in this thesis, questions the territories’ stakeholders in their abilities to anticipate, prepare for and prevent those floods. With this in mind, this thesis highlights methods for reducing the impact of flood risks via a three directional approach: information, awareness and education. It analyses how to optimize the spread of a risk culture among water management organisations, elected representative, experts and companies, but also among citizens. They are primarily concerned both by the prevention of risks which directly affect them and by urban planning. This research’s objective is to define this risk culture and to study how its development reduces the vulnerability of territories and populations to flood risks. In the light of the diagnosis made, a new configuration of territorial policies can be considered. It would rely on a dynamic and evolving urban project, which would be based on territorial vulnerabilities and work in tandem with a society proactive in dealing with flood risks. This would mean an adaptive response intended to increase territorial resilience to flooding and responding to the priorities identified by a reasoned development

Recently, special attention has been paid to the improvement of the territories of urban parks and their transformation into thematic areas of recreation, entertainment, etc. Formulation of the problem. Kadetskiy Hai Park is located on the historical site of the Solomenskiy district of Kyiv, but the organization of its territory does little to confirm this. During the development of pre-project proposals for the reorganization of the territory, it was decided to focus on military issues so that people would pay attention and remember our ancestors who had done so much for us.

Full textThe current research is based on the assumption that tourism stimulates the economic growth of an area through creating the added value, thus, enhancing the standard of living in the area in question (Bensahel, Donsimoni, 1999: 27). We aim to demonstrate that in the targeted area tourism can (re)produce development. Noticing the weak development (DGP below the European average) in a region rich in resources that may be exploited through tourism, we think that the multiplication of such projects may boost and support the development of the region, in compliance with the principles of sustainability. The thesis is divided in two main parts. The former, conceptual and methodological in nature, focuses on territorial planning, based on the territorial project for tourism development. The latter is concerned with the main stages of a territorial project for tourism development : territorial diagnosis and future development proposal. In the case of territorial diagnosis, we designed a tool to calculate the total touristic value of the territorial divisions in question and to collect data using a survey of tourism practices in the area. The findings allowed us to identify 4 local tourism systems that we suggest as touristic organisation types in the Sub-Carpathians, situated between the Olt Valley and the Motru Valley

Full textThis thesis explores the dynamics between urban and rural areas through the prism of social geography. It focuses on the spatial representations of stakeholders as part of territorial projects. A comparative historical analysis of urban-rural relations in France and Argentine identifies three common historical periods: the establishment, acceleration and consequences of modernisation and territorial development, focusing on small and medium-sized towns as well as rural areas. The diversity of conceptual frameworks for studying urban-rural relations is examined, ultimately adopting a territorial approach. The methodologies of chorematics and territorial prospective are used to identify the spatial representations of local actors, in action-research settings conducted in France and Argentine. Two thesis fields, the Ecopôle and Tandil, are analysed in detail, highlighting the tensions between production and consumption models, as well as institutional initiatives and innovative territorial management strategies. The thesis takes a step back to examine the empirical results, the methodology used and the research experience in the respective national contexts, proposing perspectives for deepening the comparative approach. In conclusion, urban-rural integration has been confirmed as a relevant approach for considering the future of territories, with the co-development of a shared vision with local stakeholders to coordinate local action and imagine an interconnected future for territories

Full textFor 70 years, planning tools for sites dedicated to productive activities (industrial estates, business parks, etc.) have produced zones that are disconnected from the specific physical and social characteristics of the area and have contributed to reducing the land to a mere production medium subject primarily to market logic. Today, one can see that these tools are no longer in line with their goal: the development of the territory. This thesis aims to consider an alternative approach, one that would enable us to envision planning tools capable of establishing a relationship that maintains and enhances territorial resources.Faced with the inadequacy of the planning of productive activities for a sustainable development of the territory, the thesis proposes to trace the genealogy of the 'territorialist' strategy that aims to establish a synergistic relationship between production and territorial resources. The hypothesis is that, by taking into account the inseparable link between social and environmental challenges, this 'Eutopic' approach of a return to the territory allows, on the one hand, to establish once again a relationship with natural resources and respect their ecological cycles and rhythms, and, on the other, to identify paths to respond to the social crisis.Following a critical introduction on the relationship that productive activities establish with the territory, the reasoning develops in four parts: The first three parts follow a genealogical approach and show how the concepts of this approach have evolved and been transformed by adapting to different contexts, and answer the question of how and why these theoretical transfers came about. Finally, the fourth part of the thesis traces the influence and original development of this approach in France today, looking forward: the aim of this last part is to open up strategies for envisioning a productive system capable of developing the territory in the long run

Full textThis thesis aims to conceptualize the oil production areas’ territorial status in central Africa. It first proposes to explore – behind the false evidence of an “enclave status” which is commonly accepted without being theorized – their architectural patterns: both those of the “oil enclaves” as such – which will be conceptualized as “artificial islands” by mirroring them with the vast domain of human technical constructions –, and those of the international spatial systems without which they could not exist – oil production spaces appearing as keystones of such systems. They thus highlight one of the contemporary world’s greatest tensions, which stand between the increasingly vital nature of international interdependences and territorial permeations, and the persistence and continuation – as well fundamental – of the territorial and sovereign partition of our world. Oil production – and we will inquire about the truth that hides such a paradox – concurrently appearing as a powerful factor in building international borders (which we will be discuss some current dynamics in the gulf of Guinea) and as creating various ways of unbundling territories and sovereignties, given that nor the activity nor its financial investors easily bear being at sovereign powers’ mercy. We will thus explore – through the contractual relations that intimately tie oil companies and sovereign powers, and through financing techniques such as those Exxon called up in the Chad-Cameroon project – how oil production – because it requires being consequently immunized against political and sovereigns' risks – tends to create various ways of territorial enclaving. And here is what this thesis seeks to demonstrate: that oil enclaves are territories – territories which claim to be conceptualized so as to reconcile their “extraterritorial” extent and their still crucial implant in the sovereign territory

Full textThis thesis aims to understand and provide solutions to the problem of the declining number of rural practitioners that has been affecting veterinarians in France for thirty years. The population of veterinary students is the focus of this research to analyze what led them or not to choose rural practice. To overcome socio-demographic criteria (feminization, urban origin ...), this work focuses on social representations that students build about their future work and its space environment during the curriculum. In this way, a methodological triangulation uses hierarchical evocations (n = 116), a large-scale survey (n = 1508), and an original methodology: interviews with mental maps (n = 72). The results show that students’ representations evolve throughout the course but many biases exist. These come in part from the teaching curriculum. These biases generate barriers to rural facility which may be overcome. The second part of the thesis therefore deals with the construction and the test of a pedagogical tool on a sample of students (n = 24) in the veterinary curriculum, the "territory game". It allows students to better understand the diversity of veterinary rural life and then offers a first operable key to encourage the installation in rural practice. All of these results show that the curriculum must be mobilized as a psychosocial transition, towards the professional world and must allow the acquisition of new knowledge related to the activity territories, beyond the traditional academic setting

Full textThis research is based on ethnographic fieldwork in the Aboriginal township of Galiwin'ku, in Arnhem Land (Australia). It examines some empirical strategies conceived by Yolngu leaders with new information and communication technologies in order to produce meaningful representations of modernity for the young generations. These representations were instigated by their experiment with a digital knowledge documentation project and the possibilities for local and intercultural knowledge transmission this experiment gave rise to. The thesis illustrates how Yolngu assert their place in modernity through the restoration of their agency in history. It shows how, through ritual performances interpretations of the past find actualised expressions which articulate the ancestral past in a dynamic relationship with the challenges of modernity that Yolngu face in their daily lives

O tema habitação no território carioca vem passando por desafios e contradições que definem uma paisagem de extrema desigualdade urbanística e arquitetônica no espaço da cidade. Essa desigualdade se materializa através das estratégias técnicas de políticas públicas ineficientes para o secular problema do planejamento urbano no Rio de Janeiro. Considerando-se a habitação uma necessidade humana que influencia e é influenciada por dimensões materiais e simbólicas do espaço, a dissertação realiza uma análise multidimensional do problema habitacional da cidade carioca, observando-o sob os seus aspectos políticos, econômicos e culturais, que foram definidos por processos de formação de uma paisagem urbana de desigualdades, particularmente a partir da década de 1960 e frente à habitação de interesse social. Nesse contexto, o conjunto Nova Sepetiba é estudado como uma materialização dos processos desiguais que marcam o Rio de Janeiro e também como possibilidade para ações governamentais que possibilitem caminhos mais sustentáveis no setor da habitação social na cidade. Assim sendo, o conjunto habitacional em foco se torna o objeto concreto de uma análise geográfica, que deveria ser um instrumento fundamental para a implementação de políticas habitacionais mais consonantes com os ideais de desenvolvimento socioespacial afinados com a construção de uma sociedade mais autônoma.
The challenges and the contradictions suffered by the habitation subject in the territory of the Rio de Janeiro city defined an extremely inequality landscape regarding architectural and urbanistic characteristics. The main reason of this inequality is the inefficiency of the government ´s strategies to solve an urban planning problem that started decades ago. Having in mind that habitation is a human necessity that influences and is influenced by material and symbolical dimensions of the space, this research makes a multidimensional analysis about the city´s habitation problems, observing it in the political, economic and cultural aspects, that were defined by the formation process of an inequality urban landscape, particularly in the social habitation area since the 60´s. In this context, the Nova Sepetiba housing project has been studied as a materialization of these processes that scar the above mentioned city and also as a possibility for governmental actions that provides more sustainable paths in the social habitation area. As we have seen, the housing project in analysis becomes the concrete object of a geographic analysis, which must be a fundamental tool for the implementation of a more consistent habitation politic related to the ideas of social-spatial development, that should be in sync with the construction of an autonomous society.

Full textIn this dissertation we study the creation of shopping malls in France. We propose a sociology of market work of retail property developers. As marketplaces creators they have to involve retailers and consumers in their projects. They also have to organize a place for the market inside the cities. Thus, they confront local representatives. As a result these marketplaces creators have to deal with property, retailing and political issues. A tension between three kinds of projects definition emerges. Property developers' activity follows several steps which comprised attempts to articulate this tension. Based on interviews, analyses of four projects (Bercy Village, Le Millénaire, Odysseum, Ecoparc) and a statistical study of the shopping malls profiles in the Île-De-France region, we show that property developers recently follow the vision of local representatives involved in the urban development since the 1990's

У третьому розділі запропоновано реалізувати стратегії смарт спеціалізації, визначено методичний підхід до відбору та оцінки проектів об’єднаної територіальної громади, визначено соціальний ефект від проектів територіальних громад.
Qualification thesis is devoted to methods and mechanisms of management of social and economic development of the region. The purpose of the qualification thesis is to conduct theoretical research and develop practical measures to manage socio-economic development at the regional level. The first chapter reveals the theoretical foundations of socio-economic development of the region, namely the laws, features of management and organizational support of socio-economic development of the region. The second chapter diagnoses the socio-economic development of a particular region: general characteristics, analysis of export-import activities of enterprises, analysis of indicators of industrial and agricultural development of the region. The third chapter proposes to implement smart specialization strategies, defines the methodological approach to the selection and evaluation of projects of the united territorial community, defines the social effect of projects of territorial communities.

Full textIn a context where urban problems forms of public action and systems of actors drastically change the ways to build the city these last decades, we must understand the logics of action that influence the dynamics of spatial and territorial changes. The analysis model is developed from the point of view of the urban sociology and is based on three important intercative processes. A strategic framing process whose reference system gives the standart in terms of a base of shared representations. A complicated organizational process (networking), involving ressources and persons whose actions and interventions need to be coordonated and controlled within a specifical technical, legal and organisatinal system (urban contracting owner). A process, of a precise, material and spatial translation aiming the concrete realization, on privileged territories of operations which on the basis of the initial intentions and within the framework of a space of specific activities, combine economic, political and symbolic objectives. The concept of urban project is the expression of the chaining of these three processes. Starting from a jointly defined issue on the scale of the city of agglomeration, it generates during a given time period a collective activity, mobilizes and recruits in each stage of all levels of responsabilities a plurality of actors around a serie of urban and architectural operations. Full textSince the seventeenth century, communitarian initiatives have been deploying their utopian quest for a better world, integrating a fundamental ecological and educational dimension into this project. A cross-historiography of utopia and ecology allows us to trace a continuity of these concerns, in the communities of the 1960s and 1970s as well as in today's ecovillages, including a sample of eight sites in the United States and Europe. This approach shows that some communitarian initiatives rely on architecture as the medium for expressing their socio-spatial project. Over the entire period studied (1965-2015), this dynamic enables them to be described as laboratories of ecotopic architecture. Could communities and ecovillages — even on their very small, decentralized and rural scale — contribute to defining models of society that allow for a better « living the Earth »? The research proposes to explore this issue through two hypotheses. On the one hand, the architectural productions of communities and ecovillages would be based on a spatial approach that closely combines ideology and territory, creating an alternative trend, guided by a desire to build in an ecological way. On the other hand, this architectural heritage would be caught in a tension between rupture and tradition, and would be embodied in hybrid achievements. The concept of laboratory of architecture is put forward both as a theoretical reading-grid unifying these heterogeneous experiences, and as a methodological device activating the potential of a realizable utopia, towards its effective and perfectible realization

Full textStill widely unexplored thirty years ago, urban freight transport is now undergoing an indisputable scientific development under the tutelage of national and international institutions. This subject now emerges as a substantial issue since consumers’ behaviours and supply chain management evolutions strongly impact cities’ sustainability. However, it seems that urban planners hardly take this new topic into account on a local level. Although it is an essential function of the urban system, freight transport remains widely unregarded by public decision makers, when it is not considered as a negative consequence of urban activity.This thesis focuses on the integration of a subject envisioned as poorly structuring for urban planners, studied here at the local authorities’ level. In the 1990s the necessity emerged for urban freight transport to be conceptualised in a way that differed from interurban freight transport. We now also consider that this subject needs to be specifically adapted to suit urban planners’ issues and we discuss the conceptual bases necessary to shift from a technical and statistical approach of transport to a view of urban freight mobility encompassing the dynamics of the “urban freight” system. Relying on the examples of nine French conurbations, we then confront urban planning policies to the specificities of urban freight mobility and describe the resulting conflicts and inconsistencies. We then develop the case of Lyons to illustrate the complex territorial dynamics and interactions underlying urban freight mobility and provide an analysis of how the actors’ awareness of this topic has evolved and to what extent it can be raised. Finally, in order to study the effects the (in)actions of city planners on urban environment we detail the process of integration of freight mobility through two urban development operations in Lyons, the “Lyon Confluence” project and the Garibaldi street project.Despite the existence of measuring and action tools, we show that urban freight mobility is still an illegitimate subject, at odds with mainstream urban planning. In this context, freight specialists in local authorities are largely kept away from the planning process, but are exposed and used as an alibi to demonstrate the capacity of public authorities to work on a complex subject

Full textThis study investigates the proposal to establish a Palestinian State in accord with international policy and law. The research also looks into the reasons for the failure to establish such a state following the defeat of Arab armies in 1967 until the present time. These reasons can be summarized in the lack of clear strategic policy for the Palestinian leadership, the internal division of the Palestinian political institutions, and the Israeli practices and measures against Palestinians and the Palestinian leadership on both international and national levels to stop the establishment of this state.This study attempts to show that in the absence of true international support for a Palestinian State, the existence and vitality of such a state would depend on Israel's good intentions. However, the prospects to establish this state seem unattainable as a result of Israel's refusal to abide by international law and in the absence and inability of the international community including the consecutive American Presidents to exert pressure on Israel to even freeze settlement. Following Oslo Agreement, Palestinians found themselves in a situation to establish an entity that is more than autonomous self-rule but still less than a fully-fledged state. The study concludes that the possibility to create a Palestinian State has become unrealistic in current political and legal contexts

One of the objectives of the research is to measure the impact of our uncertainty contemporary context on the planning through the urban project notion and the method of projects development. The reflection is thus interested in emerging tools which facilitates the joint of scales and projects steps, joint identified as essential element in the urban project coherence. This joint is crucial to reach some urban coherence because it brings to light the interactions of the operational interventions together, and allows to estimate their coherence degree with the global planning. This question has a particular character in Saint-Etienne because the territory combines projects coming within several actors. Full textRegional Nature Parks have turned fifty. Their missions are to protect and enhance inhabited areas with a predominantly rural character and which are of particular interest for the quality of their natural and cultural heritage. In order to do this, they combine a project that brings together inhabitants and their representatives, a political-administrative spatial perimeter that is constantly being re-interrogated and formalized by a non-prescriptive contract - a charter -, and a programme of actions that can be evaluated within a fixed period of time. Culture is set as the driving force of the territorial project. By combining space sciences (derived from behavioral geography and socio-cognitivism), social sciences (ethnology, sociology, philosophy and history) and economic and political sciences, the research questions whether their cultural interventions have contributed to the production of territory/ies, either by making a contribution or by imposing themselves as a condition. In order to do so, it applies the notion of "territorial action" (FAVORY, 2003) where cultures and territoriality are analyzed as socio-political constructs. Heritage actions and their adherence to the sustainable development reference system have transformed parks from managers to "assemblers" and have replaced the sole heritage and cultural mediation, with territorial mediation. To do this, new facilitators have appeared: artists. Parks then laid the foundations for a "cultural co-production of socio-territorial action". This "transactionality" (GIDDENS, 1987) generated "inters" - inter-community, inter-sector, inter-culture - "in" and "between" communities, "in" and "between" private and public persons. They are a prerequisite for the creation of "territorial cultural commons" that borrow their economic formula from that which governs local development. They provide a unifying principle that dissolves the original tensions between culture(s) and nature, following the same phenomenon as that of "creolization" (GLISSANT, 2001), i.e. by leading not to a unifying or conflictual mixture but to respective recompositions of their cultural postures, likely to revise their systems of reference and act as commons. Their resilience is hidden in their existing, according to the pragmatic principle of "retro innovation" (MAGNAGHI, 2003). Full textThis study proposes a reading of architectural poetics on the works of Luis Barragán, Alvaro Siza and Tadao Ando, departing from the link that each of them establish on the binomal construction-nature. Considering among their productions the emblematic projects of such a relationship, we can find pure architectonic places (HUET, 1979) that restore the ontological character of the discipline, evoking, through this last frontier of architecture, universal issues of the human existence. In the dialogue they propose between place and modern synthesis, those \"site constructions\" thus reveal rather than critic positions, but basic and primordial disquietudes - or obsessions - from their creators. Those disquietudes become concrete in the phenomenological experience of the place, in the very same \"dematerialization\" of architecture.Barragán, in Los Clubes (1964-1968) - Cuadra San Cristóbal and Fuente de los Amantes -, imposes sharp contrasts to the landscape to then dissolve them in a \"fantastic reality\" that consummates the unlikely match between catholic faith and erotic desire; in Leça da Palmeira Swimming Pool, Siza tells, by a \"technical speech\", the return of Man towards Nature, in a liturgic procedure that undoes, between the city and the beach, the concrete wall into sand and stone; on the Water Temple, Tadao Ando establishes a path from the profane towards the sacred - from the occidental reasoning to the oriental spirituality -, through the symbolic transmutation of the form along radically available spaces (Ma). Each chapter individually circumscribes one architect and his work through three sequential proxies: it begins with the impressions obtained in site visits; then goes through a genealogy of the imagination and the formation of the language; and closes the circle returning to the project, aproached through the drawings and data collected during the research. The goal then, is to create a bridge between the project intentions and the expression of the work, to identify, along this path, the poetic architectural resources that were used. In the conclusion, horizontal crossings are created between different expressions of those resources on the constructions - pathway, wall, water, light etc. - as a way to try to contribute to the poetic lexicon of the discipline.

Locations like Attert (Belgium), Beckerich (Luxembourg), the Pays de Montmédy, and La Gaume (Belgium) as well as the trans-boundary Palatinate Forest-North Vosges Biosphere Reserve (France and Germany) have been used as examples to guide our reflection. Falling within different lifestyles, traditions and territorial administrations, those territories which are exemplary in terms of cooperation, show us that these strategies come into existence thanks to close local relationships and bounds for which we suggest a classification by rank of importance. The example of your neighbour’s development, the action of the politicians are also bridging factors.The result of our inquiries has enabled us to establish the typology of the different phases in the elaboration of a cross-border territorial project : to ambition the construction of a cross-border territory; to imagine and submit a project of common development and finally to build up a legal administrative structure with a view to a better action on the local development. In the different steps mentioned afore, EU INTERREG programmes have been used as support.In order to reach a result, the territories associate their national documents of local development to their action which enables them to create a local ramification of the programmes that are implemented. Tourism, energy or sustainable development are the rapprochement axes that we have studied. If in our research the border is introduced as a centripetal object, it is also centrifugal in the way that this rapprochement is limited by a series of different factors, more particularly the legal and territorial dissimilarities

Full textIntroducció i objectius: La desfibril·lació pública ha potenciat la difusió i l’ús dels desfibril·ladors automàtics però no es disposa de dades actualitzades dels ritmes cardíacs subjacents ni de l'ús i funcionament dels dispositius al nostre medi. Hem realitzat una anàlisi descriptiva dels ritmes trobats a les aturades cardiorrespiratòries i de l'ús i funcionament dels desfibril·ladors automàtics després del desplegament d’un programa de desfibril·lació pública. Mètodes: Anàlisi prospectiva del funcionament dels desfibril·ladors i dels traçats electrocardiogràfics registrats en el marc del programa Girona Territori Cardioprotegit, entre juny de 2011 i desembre de 2018. Resultats: De 479 activacions, es varen considerar analitzables 405 casos, dels quals 360 (77,4%) procedien d’un dispositiu mòbil. L’asistòlia va ser el ritme cardíac més prevalent (38%) seguit de la fibril·lació ventricular (28%). L’especificitat global dels algoritmes dels desfibril·ladors va ser del 99,5% (1 fals positiu) amb una sensibilitat del 81,3% (22 falsos negatius). Dels 97 casos que l’aparell va considerar desfibril·lables, el dispositiu va interrompre l’arrítmia en 90 (92%) i 44 (45,3%) varen recuperar la circulació espontània. Es varen realitzar maniobres de RCP en el 76% de les aturades però només un 35% varen complir criteris de qualitat. No es va identificar cap accident relacionat amb l’ús del dispositiu. Conclusions: L’asistòlia va ser el ritme més prevalent. Els desfibril·ladors automàtics analitzats varen presentar una excel·lent especificitat, eficàcia i seguretat amb una moderada sensibilitat

Full textRegional development projects are frequently supported through collaborative action, and take place in an environment that is less hierarchical and more fragmented than the past. Although presented as a focus for coordination, and/or cooperation, the regional development project does not eliminate hierarchies between stakeholders and the associated power relationships. Understanding the engagement, or not, of the stakeholders in these projects makes it necessary to identify and to analyze the determining factors for the action and the context in which it takes place. Starting out from a case study, the “turquoise economy” (a project supported by the French department of Côtes-d’Armor), the work within this thesis focuses on the process of engagement and/or disengagement of the stakeholders in the development and the implementation of regional projects. In order to explore this process holistically, approaches emerging from different theoretical frameworks have been utilised to analyse the contrasting ways in which stakeholders engage or not in collective action. Thanks to a “CIFRE agreement”, the choice of an ethnographical research was able to be followed. A triangulation method was adopted; semi-structured interviews, analyzing documentation, observing the development of the project and at times taking part in it. First of all, this work demonstrates that the case study project is far from forming an isolated whole, clearly identifiable, set in a well bounded temporality. Furthermore, thanks to the chosen use of the actor-network theory, the Strength of weak ties theory and the economies of worth theory, this research analyzes thoroughly the process of developing and implementing the case study project, whilst also revealing the modalities of interactions between the stakeholders and the compromises they make. The results also set out the reasons why there is tension in the case study project because it is caught between a desire to achieve a pre-defined objective and a wish to demonstrate co-construction. The analysis shows that the enrolment of stakeholders does not infer de facto their involvement in the action. Furthermore, the analysis demonstrates that stakeholders have different perceptions of the project, not necessarily coterminous, that influenced their engagement in the project. Finally, by analyzing the relationships that exist between the various stakeholders on the project and their relationships beyond the project, this work identifies how the stakeholders, with their different affiliations can become influential in the widening of the network or, on the contrary, act as opaque screens. The work concludes with a reflexive and epistemological analysis based on the researcher’s experiences of being involved in the project and the process of data collection. Recommendations are provided on how a young researcher might overcome some of the challenges faced in undertaking a project of this nature

To this aim, the arising of sustainable urban development is regarded as a set of problems, rather than a set of solutions. Our critical position allows us to challenge the notion of sustainability from a viewpoint that is profoundly linked to reflection and practice of the large-scale project; we therefore have focused on disciplinary cultures, particularly those concerning design and planning stakeholders. The notion of figure, the issue of its consistency and relevance has allowed us to put into perspective contemporary topics, especially referring to the Italian debate on tools of design thinking. Concerning the Strasbourg case-study, our research suggests that the “sustainable metropolis” is changing meanings and relationships between different figures operating in its territory and its representations, as well as its narratives
Questa tesi vuole, in prima istanza, raccontare la diffusione della sostenibilità in Francia, dal punto di vista della sua “declinazione urbana”, e indagare il suo ruolo all'interno del progetto urbanistico e territoriale. Viene quindi presentata l'emergenza dello sviluppo sostenibile, non tanto come una soluzione, quanto come una problematica: vengono messe in luce le sue contraddizioni, le questioni che esso pone, le tensioni tra i suoi elementi costitutivi. La scelta di una postura critica permette di indagare la nozione di sostenibilità da un punto di vista profondamente legato alla riflessione e alla pratica del progetto di territorio; ci siamo quindi concentrati sulle culture disciplinari, in particolare sugli attori del progetto. La questione della consistenza e dell'utilità della nozione di figura ha costituito per noi il mezzo per riallacciarci al dibattito italiano sugli strumenti critici del progetto, interrogandone la pertinenza in una prospettiva contemporanea. Also, investment calculations for the construction of a kindergarten are presented, which clearly demonstrate the possibility of improving the situation with providing the population with social facilities in the context of a budget deficit through public-private partnership mechanisms.

Full textThe thesis aims at exploring the relationship between the landscape project, conceived as a discipline able to transform the material and immaterial territory, and the photographic practice . It is an interdisciplinary research that attempts to understand the possible interactions between the two branches of knowledge, avoiding the submission of one over the other. It is so conceived a field of research on the design culture oriented to determine the potential use of photography as a contribution to the conception of space. The study highlights some key issues: Can the photography, as representation and critical interpretation, perform a role in the process of transformation of the material and immaterial territory? What is the influence of a practice of selective fragmentation of the landscape on the design thinking? May a mechanism of reproduction of the reality propose a concrete way of conceiving the space?In order to answer these questions the research developed a methodology oriented to the combination of two levels of study. On the one hand the creation of a broad knowledge which examines the status of the photography in relation to the landscape, going beyond the simple categorization of a photographic genre. On the other hand an experimental practice of photographic action in the context of the coastal landscape of the Sulcis-Iglesias, in Sardinia. It is an effort aimed at a critical representation of the territory. The aim is to build a concept of vision paysagère, as a specific visual action, which avoids the formation of stereotypes. Full textThis thesis questions new developments within the field of urban Architecture in France and, specifically, possibilities for the renewal of the discipline’s project approaches and theories, taken in the context of increased awareness towards the multiple challenges presented by the contemporary European city. It thus highlights fundamental changes in conceptual frameworks (ways of thinking and structuring notions) since Urban Architecture’s first definition in France in the 1970s, and critically analyses the “projet urbain” approaches, as developed in the French context since the1980s. The idea of the “metropolitan project” as a renewed urban planning and design approach is thus investigated both from a retrospective and a prospective critical view point : on one side, by reviewing the “projet urbain”’s theories and methods; on the other, by exploring three conceptual and operating design tools – narrative, figure and scenario. Within this emerging narrative-descriptive design culture, renewed intellectual stances, reflexive processes and mental representations help develop new meanings of the “metropolitan project”, marking both continuities and points of departure with respect to the legacy of the “projet urbain”

Full textOver the past few years, socioeconomic and political developments, environmental and energy concerns, and ongoing technological progress nourish the prospect of substituting conventional gasoline cars with upcoming electric alternatives. A real success of the electric vehicle (EV) has become increasingly conceivable but is still subject to a certain number of conditions. Electromobility differs from the currently prevailing form of automobility mainly due to a larger range of the involved stakeholders, and a stronger dependence on the territory where the system is to evolve. These differences motivate the present doctoral research studying the emergence of electromobility in France from two major points of view: the stakeholders' organization and the territory's adaptation. Adopting a historical and empirical approach, the first part of this thesis discusses the results of over 30 interviews conducted with representatives of potential electromobility stakeholders that are likely to have a major influence on the developing electromobility system in France. It deals with the large variety of potential actors and their possible relationships by following a systematic and sociological approach. The applied methodology allows to detail and characterize the actors and to evaluate their likely strategies as well as their inclinations towards electromobility conveyed by various motives of interests and factors of resistance. Analyzing the probable forms of interdependence between the actors in the electromobility system also helps to highlight the lack of some essential links in the current system of actors. The second part of this thesis explores electromobility in a systematic framework in order to shed light on the interdependence between mobility and its territory. Indeed, each territory is endowed with a transportation system of its own on the basis of its diverse intrinsic characteristics. Local authorities have a crucial role to play in the process of deploying the system and of facilitating its functioning. This part of research therefore examines the potential for electromobility development at the local level: the semi-urbanized area of Paris-Saclay located within the Greater Paris area about 20 km southwest from its center serves as study area. The local transportation system's configuration and its dynamics including all relevant projects that will partially or integrally influence the area are discussed. The prospective analysis takes into account a wide range of considerations and potential determinants so as to render the assessment as realistic as possible. The study's findings shed light on the initial phase of the electromobility system's emergence while highlighting the flaws and complexities that hinder its future development. By these means, this research provides decision aid for policymakers and others stakeholders that are potentially involved in the electromobility system's deployment in France

Full textThe challenges associated with securing secondary resources present a significant obstacle to the economic viability and operational feasibility of circular economy models, given their specific characteristics such as variability in quality and quantity, as well as the local dispersion of deposits held by different actors. This thesis explores the territorial organization of actors to address this empirical issue of securing secondary resources, which has been very little studied. To address this question, the research focuses on the case of territorial anaerobic digestion (AD). This case was chosen due to its integration of circular economy principles, the competition and regulatory complexities surrounding the use of biological resources, and the socially complex, multi-actor processes involved in implementing such projects. The methodology is comprehensive, relying on 70 semi-structured interviews, observation complemented by other secondary data. We opted for a longitudinal investigation into the development of four territorial AD projects. The analysis of these projects is based on an analytical framework we developed, grounded in three perspectives: governance, territory, and market emergence. These perspectives allow a better understanding of the dynamics involved in implementing circular economy initiatives. Analysis of the four case studies from these three perspectives highlights several findings. First, we identify a three-phase process for securing secondary resources, emphasizing the strategic approaches adopted by stakeholders to ensure the viability of AD projects. Second, we address the challenges of securing resources in emerging markets, where stakeholders develop tools and exchange modalities to define resource prices and secure supplies. Third, we highlight the importance of territorial proximities in local circular projects, discussing the dynamic role of public actors as facilitators. Finally, we analyze governance structures within AD projects, ranging from firm-centric models to collaborative approaches involving resource suppliers.This thesis mainly contributes to the literature on the circular economy by providing a strategic vision of the process of securing secondary resources in circular projects. The thesis also has managerial implications by offering insights into the governance mechanisms, territorial dynamics, and market arrangements that underpin successful circular economy initiatives

Full textIn Africa, decentralization takes place in contexts that vary from country to country: the need to reform the Government following a crisis, the desire to establish local democracy to compensate for central or even dictatorial power, sometimes even the Government 's inability to provide basic socio-economic services such as health, education, drinking water, etc.In West Africa, decentralization was often accompanied by a redrawing of territories in the 1990s. Most West African countries have created three levels of local authorities: the Region, the Department (Cercle in Mali) and the Commune. This leads to a need for territory management and planning on several scales (inventory, monitoring of the environmental impact of development, sanitation, natural resource management, rural economic development, health, education, hydraulics and risk management). In the context of a growing need for information, development partners recognize the usefulness of the Geographic Information System (GIS) as a tool for decision making. The creation of different ministries in connection with geographic information in Mali requires pooling of skills centered on geomatics. Indeed, while each Institution and sectoral ministry has its own thematic data, their valuation is hampered by a high dispersion and disparity of geographical and cartographic data.How to share a common geospatial and territorial system across a town hall, a local authority, an NGO, the Government as well as other partners working on the same territorial? Full textA presente dissertação procura registar uma reflexão de apoio teórico acerca do lugar de intervenção, a Quinta dos Alfinetes, de modo a fundamentar uma proposta de Projecto alternativa à de Oscar Niemeyer para a sede da Fundação Luso-Brasileira neste lugar. A reflexão inicia-se com uma aproximação ao conceito de lugar e da importância deste, numa perspectiva pública para a conservação da memória colectiva. De seguida, discorreremos acerca do problema da acção de reabilitação dos lugares na actualidade, focando: o perigo de fundamentações não adequadas, a dualidade entre cultura local e cultura universal, a imprescindibilidade de um processo de leitura, a questão da cópia de estilos antigos e os problemas que surgem durante a intervenção propriamente dita e que devem merecer a atenção do arquitecto. Posto isto, será abordado o tema da quinta de recreio num enquadramento histórico e enumeração dos seus principais elementos programáticos, em especial os arranjos exteriores, programa que mais caracterizava a quinta de recreio. Num segundo capítulo estuda-se a Quinta dos Alfinetes propriamente dita e, aqui, aproximamo-nos da área de intervenção, recuando no tempo tanto quanto possível, na tentativa de lhe entender a original relação com o território, da casa com a propriedade e sua configuração geométrica. De seguida faremos, um reconhecimento das actuais condições em que se encontra o recinto da Quinta dos Alfinetes, uma apreciação crítica à proposta de Oscar Niemeyer e enumeraremos os recursos compositivos fundamentais à nossa proposta de projecto. Por fim estabeleceremos as características fundamentais da Quinta dos Alfinetes que pretendemos manter e explicitaremos, de que forma os recursos compositivos anteriormente enumerados, se aplicam á proposta por nós apresentada.
The present thesis has the purpose of exhibiting a theoretical support reflection on the intervention spot, the Quinta dos Alfinetes, in order to validate an alternative proposal to the one by Oscar Niemyer for the Fundação Luso-Brasileira (Portuguese-Brasilian Foundation)’s facilities, on the same spot. This reflection starts with an approach to the concept of place and its importance, as seen from a public perspective on the conservation of the collective memory. We shall thereafter reason out the issue of current spot rehabilitation, focusing on: hazardous inadequate grounds, duality between local and universal culture, an indispensable reading process, the issue of old style building reproduction, as well as the during-intervention occurring problems, which are to be seen to by the architect. This said, the recreation farm subject will be approached within a historical perspective and its main programmatic elements will be enumerated, special attention being given to outer settings, the programme which used to characterise the recreation farm best. This chapter is an introduction to the following one, about the Quinta dos Alfinetes itself and at that point we address ourselves to the intervention area by receding in time as far back as possible, attempting to understand Quinta dos Alfinetes’ original relationship with the territory, and the one between the house itself and its premises, as well as the geometric configuration of the house. Eventually, we will acknowledge the present condition of the Quinta dos Alfinetes enclosure, also explaining the relationship between the Quinta and the Portuguese-Brazilian Foundation. We will also draw a critical appreciation of Oscar Niemyer’s proposal. The fundamental composition resources in our proposal for the Quinta dos Alfinetes spot will as well be enumerated.

Full textBarracks, ports, hospitals, prisons, railway sites are earmarked for many redevelopment projects in European cities. A substantial part of urban regeneration therefore occurs on ‘State places'. This research contributes to explain such an urban restructuring process that reshapes the material base of the State. It questions the reasons and the modalities of the reorganisation of a specific sector, railway firms, in urban areas. The comparative enquiry carried out two countries (Italy and France) and four cities (Milan, Bolzano Paris and Nantes) distinguishes two main factors. On the one hand, urban governments question the way the railway network has occupied central and pericentral urban areas since the 1970s, in relation to their increasing strategic power in urban development. On the other hand, real estate logics and skills have expanded within theses publicly owned firms since the beginning of the 1990s, due to their greater accounting autonomy and their need to face a rising financial pressure. Since then, the reorganisation of the logistical power (i.e. the capacity to order the flows of things and people) of this sector in cities is explained by the adjustment of three main ‘conceptions' regarding the motives for the redevelopment of urban railway sites: real estate, urban planning, and industrial. This adjustment is carried out through urban redevelopment projects and follows different paths in Italy and France. In Italy, the loose institutional frame regarding railway land handover generates differentiated agreements between operators and urban governments whereas in France processes and outcomes are more homogeneous from one city to another. The double shift from conventional approaches – toward the operator and the material base of the State – sheds light on new relationships between State and urban restructuring
