Abstract:
O presente artigo tem o intuito discutir a relação estabelecida entre o Estado e as favelas do Rio de Janeiro ao longo do tempo e até os dias atuais. Tomando como referência a territorialização de políticas públicas e a ação de instituições estatais e da sociedade civil, busca-se compreender de que forma a estigmatização do favelado e de seu território influencia as relações de poder construídas no contato entre agentes públicos e moradores de favela. O artigo consiste, metodologicamente, em uma pesquisa bibliográfica e documental, com base principalmente na literatura sobre o tema. Os resultados indicam que a estigmatização das favelas tem contaminado diversas políticas públicas formuladas para esses territórios, e que a falta de diálogo entre diferentes órgãos públicos envolvidos em tais políticas gera o que chamamos de atrofia burocrática, perdendo-se potencial de atuação da esfera pública.PALAVRAS-CHAVE: Políticas Públicas, Favela, Territorialização. ABSTRACTThis article aims to discuss the relationship established between the State and the favelas of Rio de Janeiro over time and up to the present day. Taking as a reference the territorialization of public policies and the action of state institutions and civil society, it is sought to understand how the stigmatization of the favela and its territory influences the relations of power built in the contact between public agents and residents of favela. The article consists, methodologically, of a bibliographical and documentary research, based mainly on the literature on the subject. The results indicate that the stigmatization of favelas has contaminated several public policies formulated for these territories, and that the lack of dialogue between different public agencies involved in such policies generates what we call bureaucratic atrophy, losing the potential of the public sphere.KEYWORDS: Public Policies, Favela, Territorialization.

Abstract:
Introduction: In Brazil, territorialization has been used in public policies through different public instruments that promote social improvement or protection. These territorialized policies seek articulation between the various national, state and municipal spheres, with specific programs and actions built on territorial bases, the main example being the SUS. The ESF acts as a new basis for intersectoral articulations, due to the greater proximity of professionals with the population and the interactions in the territory covered, allowing the verification of problems that affect the health-disease process. Objective: To evaluate the territorialization of the population that make up the microregions that is covered by Family Health Strategy Teams in the municipality of Marabá-PA. Methodology: This is a descriptive, analytical study with a quantitative approach of the situational health reports of the Family Health Strategy teams in the municipality of Marabá-PA. Results and Discussion: In 2022, so far, it has a coverage of 36%, so we can say that the primary care of the municipality is undergoing a transition process, due to this, the ascription of the population is also evolving. Currently, the city of Marabá-PA is made up of 24 Health Units, 14 in the urban area and 10 in the rural area. Conclusion: The process of territorialization in this health team is hampered by the transition of health systems, making it difficult to create the profile of the enrolled population. In addition, the data evaluated demonstrated the importance of the presence of primary health care in order to achieve the universal coverage that the SUS advocates, improving health indicators.

Abstract:
Territorialization aims at improving the effectiveness of public action by adapting to local contexts and including a wide diversity of actors. In the 2000s, the French local authorities, with the support of the European Agricultural Fund for Rural Development (EAFRD), launched more transversal and bottom-up policies on the development of mountain pastoral territories in order to counter national and European sectoral and top-down policies. This article focuses on the Territorial Pastoral Plans (TPPs), a policy of the Rhône-Alpes region, which funds projects defined collaboratively between multiple actors in pastoral territories. The objective is to shed the light on the implementation modalities of the TPPs, and to understand the strengths and weaknesses of this policy in terms of governance to respond to the sustainability challenges of the Rhône-Alpine pastoral territories. A document analysis was achieved and interviews were conducted with nine key actors from four pastoral territories. Results showed that awareness-raising and mediation projects are becoming increasingly important because of the growing conflicts linked to the multi-purpose use of these lands and to wolf predation. Moreover, the integration of environmental actors allows better consideration of ecology in projects. However, the current budgetary restrictions limit their capacity of action within the policy.

This research studies the rural development public policy and the rural tourism activity in Rosana and Presidente Epitácio municipalities in São Paulo State/Brazil and Santiago de Compostela and Padrón municipalities in Galicia/Spain. Thus, the general objective is to analyze the tourism territorialization process in rural areas and compare public policies for rural development based on case studies in the Pontal do Paranapanema region in the State of São Paulo and the Autonomous Community of Galicia/SP. The methodological procedures used comparative analysis, highlighting the experience of two Spanish municipalities, Santiago de Compostela and Padrón, to draw similarities and differences with the Brazilian cases. The main results obtained in Brazil derived from the actions of the National Program for the Strengthening of Family Agriculture (PRONAF). The research in Santiago de Compostela and Padrón identified the presence of rural tourism houses, which were restored through subsidies from European Union rural development policies. Abstract:
The research shows how violence, trafficking and drug use has been recurrent within schools, causing directions that are difficult to contour by Brazilian government officials. The research had a qualitative and quantitative character. The method used was interviews with teachers and the use of questionnaires with a group of one hundred and seventy students and sixteen teachers. Among all the problems, misery; the use of drugs; the arrival of adolescence; the insertion of the researched group in risk areas belonging to Perverse Territorialization; the lack of definition of a full and adequate curriculum for our social problems; the lack of adequate punishment; the influence of family habitus has contributed to the spread of violence, stimulating parallel activities with the predominance of drug trafficking and organized crime where it presents a growing approximation with the local community in need of all types of services and improvements not provided by the State, causing the increase in all crime rates, the increase in drug trafficking as well as the increase in cases of psychological disorders. Among these reasons, violence in the school environment has increased. The actions necessary to reduce school violence are pointed out in this article, knowing that for its consolidation, the support of the school community and the creation of internal codes of conduct essential to living in the school environment are necessary.

This article addresses the importance of territorial planning and ordering, highlighting the influence of works such as "Right to participation in urban policies: advances after 15 years of city statute", "For Another Globalization: From Single Thought to Universal Consciousness" and "Experiences in Urban Territorial Planning in Latin America: the context of Brazil”. The understanding of territory as a dynamic product of social actions highlights territorialization as intrinsic to the reorganization of territorial information and social stratification. The analysis of power relations, according to Raffestin and Saquet, reveals political-ideological conflicts in the territory. Settlements, as products of complex power relations, highlight the struggle for land and social inequalities. The rational management of natural resources, aligned with sustainability, is vital to balance environmental preservation and social equity. The main objective of the article is to analyze the resistance of the settlers, highlighting their difficulties and exploring the potential of public policies to improve their living conditions, contributing to the understanding of the dynamics of territorial planning.

The European Union’s strategic priorities for the post-2020 period – focused on areas such as globalization, demography, migration, climate change, security and defense, employment and digitalization of the economy and society – pose relevant challenges as to the feasibility of its territorialization conditions and how to ensure operationalization at regional and local levels. As the EU prepares to implement the Cohesion Policy 2021-2027 and draw up the Territorial Agenda 2030, it also seeks to relaunch the EU policy framework in areas such as sustainable development, artificial intelligence and reindustrialization, examples of which are: European Green Deal, EU Circular Economy Action Plan and EU Digital Strategy. The current context of the COVID-19 pandemic has, however, forced a refocusing of the intervention priorities, at least in the short term, in the need to respond to the urgent economic, social and public health challenges caused by the pandemic. This article seeks to analyse, on the one hand, how the European policy cycle has adapted to respond to the pandemic, and on the other, the extent to which the place-based approach, one of the central operating rationales of the 2014-2020 financial perspective, may see its role strengthened and its performance extended as a consequence of the changes introduced in the current phase of the policy cycle due to the COVID-19 pandemic. The analysis carried out led to concluding that the current context of COVID-19 is implying the redesign of many of the Union’s public policy instruments and reordering some of the current strategic priorities. It is also changing the conditions of resilience and competitiveness of territories, whereby the place-based approach seems to be a public policy instrument especially suited to the process of economic and social recovery at the local and regional level.

Método: inquérito domiciliar transversal realizado com 1.635 idosos residentes nas Microrregionais de Saúde do Triângulo Sul, em Minas Gerais. Procederam-se às análises descritivas e teste qui-quadrado (p<0,05). Resultados: na comparação entre os grupos obteve-se diferença significativa em relação à faixa etária (p<0,001), número de morbidades (p<0,001), uso contínuo de medicamentos (p<0,001) e não realizar consulta com dentista no último ano (p=0,005). Conclusão: as políticas públicas devem considerar os fatores sociodemográficos e as condições clínicas dos idosos, mediante o contexto da territorialização e regionalização em saúde, para proposição de estratégias de ação que favoreçam o acesso e uso dos serviços por essa população.ABSTRACTObjective: to describe and compare the older adults’ sociodemographic and clinical characteristics, and their access to, and use of, health services, by three health micro-regions in Minas Gerais. At the intersection between the City, the Urban and the Human, between artistic and scientific knowledge, this text is placed, proposing the superposition of distinct forces acting on a given public space. The most emblematic place is the Plaza de la Constitución (or el Zócalo, as it is popularly known): the largest and oldest square in the center of Mexico City. This urban space gains new layers and dynamics through the poetic actions of the Belgian-Mexican artist, Francis Alÿs, who develops part of his work there. The article presents four of these actions, carried out between 1994 and 1999, and discusses its capacity for tensioning the temporalities at stake in the created situations and for provoking critical and political thinking about the sociabilities and urban identities that agitate there. Alÿs's set of artistic interventions will be debated through Lefebvre's theoretical legacy and the notion of the right to the city; de Rancière's and the relationship between aesthetics and politics; de Deleuze and Guattari's regarding agenciamentos e territorializations. The authors will help to structure an analysis matrix and thus launch possible readings about the contributions of the artist and his actions to the public space, working from the contemporary to talk about the many times that make up the now.

Abstract This article presents a case study conducted in the metropolis of Brest, France in 2022, designed to support public policy decision-making by integrating the knowledge and needs of citizens during the different stages of a night-time urban planning project, around the notion of synchronization of the city’s rhythms. It presents three innovations: (1) Actors: coordination of public and private actors, common vocabulary, cartographic representations of assets, introduction of participatory approaches, activation of citizen knowledge in political expertise. (2) Sociology: participative modalities, objectification of citizens’ knowledge, definition of their decision-making perimeter, (3) Public lighting policies: territorial and social strategy of light sobriety, regularization and empowerment of the network of actors. The conclusion of this article will focus on the limits, added values and development axes of nocturnal urban sociology as a support for decision-making in public lighting management and renovation strategies, and will open up the mobilization of the rhythms and temporalities to be mobilized in order to restore balanced nocturnal ambiences between lighting, which is essential, and darkness, which is vital.

In this paper, using a political ecology framework, we examine the impacts of statemaking technologies in several areas of the Pyrenean mountain range, Spain. We describe processes of governmental territorialization in a European, non-colonial setting, stressing their effect on the conceptualization and management of natural resources. Conservation policies are a traditional locus of political ecology: as public policies devoted to natural resource management they embody the interaction between politics and ecology. The article has several analytical goals: a) to shift the emphasis of the political ecological analysis from an explanation of territorialization based on the tension between the first and third world, towards the impact of the conflictive relationship between cities and rural areas, b) to highlight the resilience and creativity of local agency in the face of massive political disruption in the form of public policies, c) to point out to the emergence of European policies and the new leisure economies as key elements of the contemporary reconstruction of the Western mountains, and d) underscore the unfinished character, or the ongoing nature, of the described process of political negotiation of rights of access and control of natural resources.Key Words: political ecology; Pyrenees; conservation; territorial control

abstract: Scholarship on the Manchukuo Film Association (Manying) has largely attended to documentaries, newsreels, and live-action films featuring Li Xianglan, neglecting animation. This article examines the animated film-making activities of the North China Film Company, a branch of Manying located in wartime Peking, by focusing on Chinese animator Liang Jin and a few Japanese animators such as Asada Isamu and Onozawa Wataru. With an animated filmmaking philosophy of territorialization and localization, Manying nonetheless created a de-territorialized world that enabled it to live multiple afterlives in socialist cinema, despite the institutional efforts to erase it from the history of Chinese cinema.

AbstractFreud's analogies were legion: hydraulic pipes, military recruitment, magic writing pads. These and some three hundred others took features of the mind and bound them to far-off scenes – the id only very partially resembles an uncontrollable horse, as Freud took pains to note. But there was one relation between psychic and public act that Freud did not delimit in this way: censorship, the process that checked memories and dreams on their way to the conscious. (Freud dubbed the relation between internal and external censorship a ‘parallel’ rather than a limited analogy.) At first, Freud likened this suppression to the blacking out of texts at the Russian frontier. During the First World War, he suffered, and spoke of suffering under, Viennese postal and newspaper censorship – Freud was forced to leave his envelopes unsealed, and to recode or delete content. Over and over, he registered the power of both internal and public censorship in shared form: distortion, anticipatory deletion, softenings, even revision to hide suppression. Political censorship left its mark as the conflict reshaped his view of the psyche into a society on a war footing, with homunculus-like border guards sifting messages as they made their way – or did not – across a topography of mind.

By observing the presence of what we consider a ‘religious tool’ – a set of expressions convened to stimulate a territorialization of religious practices – we present religious practices identified as a base of spatial production in public space, in migratory contexts. By comparing the Mexico–United States migratory field (with Catholic migrants in Los Angeles) and that of Senegal–France (with Muslim migrants of Soninké origin in Paris), we show the similarities and differences that religious practice produce in terms of spatial anchoring in the public space. We conclude that dissimilarities are mainly a consequence of a differential management of religion – in its relation to ethnicity – in the public space within host societies, and are scarcely related to the specificities of Catholicism and Islam.

The Indian public distribution system operates like a huge machine transferring food grains procured by the federal government from surplus regions at a guaranteed price towards deficit areas where grains are sold at subsidized prices to poor households. The role of India’s regional States has become more significant in recent years with ‘decentralized procurement’. However, the national state has not become a minor actor, sandwiched between the globalization of food flows and decentralization policies. A process of state spatial rescaling is indeed taking place, although limited in scope and uneven across space. Before the 1990s, despite the uncontested power of the central state, sizeable differentiation already existed between States or ‘food zones’, in procurement as well as distribution. Recent rescaling of the policy has given States greater scope for policy innovation, via a ‘territorialization’ process. Nevertheless, despite significant rescaling to the subnational scale and the importance of ‘localization’ and ‘globalization’ trends, the national scale maintains a prominent position in the overall policy framework.

This article presents a new theoretical approach for assessing the implementation process of transit-oriented development (TOD). Through a conceptual framework, based on the notion of the urban project as an instrument of public policy, it highlights two distinct processes at work in the implementation of every TOD project: territorialization and differentiation. The first suggests that there are necessarily discrepancies between metropolitan planning strategies and the very local nature of the TOD projects. The second suggests that implementing a TOD project is an incremental process rooted in local policy conditions that must be factored in at every phase of the implementation process.

What, if any, is the relationship between nationalismand religion? To what extent can religion influence the emergenceand maintenance of nationalism? Can religious beliefs and sentiments legitimizea nationalist ideology? What is meant by “religious nationalism,” andhow is it related to nation-states, resistance, and violence? These questionswere addressed during a one-day conference held at the London School ofEconomics, University of London on 22 March 1996. The well-attendedconference was organized by the Association for the Study of Ethnicity andNationalism, which was established in 1990 and has published the journalNations and Nationalism since March 1995.The first paper at the Nationalism and Religion conference was presentedby Bruce Kapferer (University College of London, London, UK).In his paper “Religious and Historical Metaphors in the Context ofNationalist Violence,” he addressed political action, the force of ideologies,and the relevance of mythological schemes to religious and ritual practiceby means of a case study of Sinhalese Buddhists in Sri Lanka and theevents of 1989-90. In his own words, his focus was “the dynamics ofremythologization, or the process . . . whereby current political and economicforces are totalized within mythological schemes constructed in historicalperiods relatively independent of the circumstances of contemporarynationalism” and “the force of such ideological remythologizations, that is,how such remythologizations can became a passionate dimension of politicalactivity and give it direction.”According to Kapferer, the relation of mythologization to routine religiousbeliefs and ritual practice is significant. In his paper, he argued that“nationalism is the creation of modernism and it is of a continuous dynamicnature whose power is embedded in and sanctified by the culture that hasoriginated in the rituals of religion which provide a cosmology for nationalism.Cosmology of religion as diverse as nationalism itself that is far fromuniversal claims but exists in diversity.” Kapferer’s theorization is based onhis research in Sri Lanka where, he thinks, continuing conflict is related tonationalism based on cosmologies. The case of Sri Lanka provides anSeminars, Conferences, Addresses 425excellent example of how the construction of state ideology is influencedby religious forces, in this case Buddhism. Kapferer asserted that religionhad a deep territorialization aspect and that nationalism, in this sense, mighthave functioned as reterritorialization of a particular land and postcolonialstate. One can discern from his statements that, in the construction of stateideology in Sri Lanka, myths written by monks and religious rituals wereused to create a nationalist movement that eventually developed into a violentand destructive force in the context of Sri Lanka. Kapferer believes thatthe hierarchical order of the Sri Lankan state is embedded in the cosmologyof ancient religious chronicles.Christopher Cviic (The Royal Institute of International Affairs, London,UK) analyzed another phenomenon taking place in WesternEurope. His paper, “Chosen Peoples and Sacred Territories: TheBalkans,” discussed the relationship between religion, nation, and statein the Balkans throughout history and analyzed how these forces haveplayed themselves out in current events. According to Cviic, historicaldevelopments in the Balkans can provide important clues to understandingthe ongoing Balkan crisis, in which the Orthodox Church hasassumed the status of a nationalist institution representing the Serbiannation. The roots of these developments and the creation of a mythical“chosen” Serbian nation legitimized by religion can be traced to thedefeat and fall of medieval Serbia at Kosova by the Ottomans. Thisdefeat meant that they lost the land.However, under the Ottoman millet system, non-Muslim communitieswere allowed to organize their religious life and legal and educationalinstitutions. This allowed the Serbs to preserve and develop their ethnicand religious identities under the leadership of the Orthodox Church.Thus, religion and identity became inextricably linked, and the OrthodoxChurch assumed an extremely important role in the public life of individualBalkan nations. Cviic pointed out that “in the case of the Serbs, theirOrthodox Church played an important role in the formation of the modemSerbian nation-state by nurturing the myth of Kosova, named after theKosova Polje defeat by the Turks. Essential to that myth was the view thatby choosing to fight at Kosova Polje, the Serbs had opted for the Kingdomof Heaven. ABSTRACT The socio-historical process in Brazil is crossed by racism and the agrarian issues, as both are part of the same structural dimension. Thus, the understanding of racism is essential to apprehend the social determination process of racial inequalities in health. This action research had as general objective to analyze the interference of racism in the health-disease-care process of rural black families and, more specifically, to describe the children’s group intervention activities. Primary data were used: field diaries and other documents prepared by the Resident Team; and secondary data: the Participatory Rural Appraisal as a tool of systematization in territorialization. This shared action between professionals residents in Family Health Care and settlement dwellers, located in Caruaru (PE), was developed from the popular health education focusing on health promotion and facing racism as a transversal axis. In this sense, the Family Health team is a powerful tool for promoting Healthy and Sustainable Territories by confronting racism in its non-biocentered issues, with the use of low technology, transdisciplinary, strengthening black identities and building health as recommended in health policies and the Sustainable Development Goals.

Abstract The conventional understanding in the scholarly literature is that the main dimension that sets legislators’ ideal points is the tension between the government and the opposition parties. In this article, I challenge this claim, demonstrating that this alignment is contingent on the level of party system nationalization. These consequences have not been fully documented. Using DW-NOMINATE to calculate Argentine legislators’ ideal points (1983–2017), I show that individual territorialization in roll call voting increases when the party system is more decentralized. Legislators are closer to their provincial delegation, irrespective of which party they belong to, when there are low levels of party nationalization. At the individual level, this mechanism may be understood by the competing principals’ theory: because party system decentralization implies a response to local dynamics over national dynamics, cross-pressured legislators may favor their subnational principal.

Territorialization and the health-disease-care process American Cutaneous Leishmaniasis (ATL) is important for the preventive study. ATL is a zoonotic parasitic disease, caused by protozoa of several species of the genus Leishmania, which affect the individual and several species of domestic and wild animals. The main objective of this study was to analyze the environmental and health factors that influence ACL in the municipality of Presidente Tancredo Neves - BA. In the method, a geographic survey was carried out in loco to identify the environmental risk behaviors, observing the characteristics of the conditions of the residences in relation to the rural occupation and their knowledge about the ATL. The result made it possible to observe risk factors such as a house close to crops and forests, in addition to the presence of domestic animals in the peridomicile and at home. Lack of information regarding the disease in the endemic area, without any action to promote health, prevention and care, especially in interventions in places with higher risks.

Contemporary social research often has located religion’s public influence by focusing on individual or collective religious actors. In this unitary actor model, religion is a stable, uniform feature of an individual or collectivity. However, recent research shows that people’s religious expression outside religious congregations varies by context. Building on this new work, along with insights from Erving Goffman and cultural sociology, an alternative, “cultural-interactionist model” of religious expression focuses on how group styles enable and constrain religious expression in public settings. Illustrating the model are two ethnographic cases, a religiously sponsored homeless advocacy organization and a secondary comparison setting from an activist campaign for housing, both from a U.S. metropolitan area. Shifting from actors to settings and group styles clarifies the interplay between religious and nonreligious culture over time. The shift refines our understanding of how religion’s civic or political effects work, as in the case of building social capital for collective action. The cultural-interactionist model enables us to track historical change in everyday group settings. It promotes further research on historically changing ways of managing religious diversity, and diverse ways of constructing a religious self.

The citizenization of migrants has become a challenging practical issue and a significant research topic within the realm of social justice. Nowadays, with a large number of studies concerning the unjust lives of migrants, few researches probe their struggle with inequality. This struggling is reflected in space, in the reterritorialization of the migrants. Reterritorialization involves the reconstruction of the meaning and function of a territory. Deterritorialization meaning the weakening of territoriality. This paper concentrates on the reterritorialization of migrants, and attempts to fill the research gap through an in-depth case study of a representative urban village located in Guangzhou. The data for this study were collected through three rounds of questionnaire surveys conducted with migrants in 2016, 2020, and 2023. Government statistics and semi-structured interviews with local government officials and original villagers are also used in the research. It has been found the initial territorialization of KL Village was driven by the city’s development and the demand for industries and migrant labor. Subsequently, the concentration of migrants led to the transformation of the village into an urban village that caters to professional markets. The distinctive characteristics of the industry and the lifestyles of migrants resulted in the departure of local villagers, making migrants the sole users of the village and facilitating its reterritorialization. Migrants reterritorialized various systems within the village, including the commercial system, public service system, and transportation system. However, the reterritorialization remains uncertain. The urban villages may undergo deterritorialization when industries decline or when significant events with negative societal impacts occur. This paper further emphasizes the importance of governments recognizing the circumstances faced by migrants and ensuring the provision of stable spaces for them. In general, this paper makes an empirical contribution by offering a fresh perspective to the study of migrants and territorialization in China.

Abstract The participation of residents in development processes is a keystone in current rural governance arrangements. The European Union’s rural development program LEADER is an example of this, as it requests local residents to take action in the development process. Similarly, participatory forms of natural and cultural heritage preservation have increased significantly with the aim of revitalizing the socioecological fabric of territories. Following the Anthropology of Policy, the study employs an ethnographic approach to analyze the effects of bio-cultural heritage preservation strategies in the context of LEADER. Drawing on ethnographic data gathered during several field observations and semi-structured interviews in a LEADER region in North Rhine-Westphalia, the article investigates how a local LEADER initiative reconstructs a historical cultural landscape in order to valorize and exploit the biocultural heritage resources of their village. Residents articulate four interrelated senses of (be)longing while (re)making the biocultural heritage: 1) Political claim to use a resource; 2) place attachment; 3) politics of in/exclusion; and 4) nostalgic-utopian longing. As new knowledge actors in landscape governance, residents posit their perceptions, interpretations and valuations of the landscape vis-à-vis institutional actors of landscape governance and negotiate large-scale landscape transformations in the region investigated.

This research tests a sustainability assessment based on the 2030 Agenda’s Sustainable Development Goals (SDGs) through a process of their territorialization and implementation. This process enables the development of a spatial decision support system (SDSS) that can be integrated with strategic environmental assessments in urban planning. The assessment takes place on the transversality of the sustainability concept, considering the three dimensions (environmental, social, and economic) in a single assessment through the spatial sustainability assessment model (SSAM) by integrating geographic information systems (GIS) and multicriteria analyses. Economic development, social equity, and ecological integrity represent the three common visions for rethinking peri-urban edges. The choice of key indicators is due to the possibilities for action of urban plans and the vision of SDG 11a, which aims to support ‘positive economic, social, and environmental links among urban, peri-urban and rural areas by strengthening national and regional development planning’. In addition, they were selected to be representative of sustainable planning processes in the peri-urban area. In recognizing the limits of urban expansion processes, in the peri-urban area, it is necessary to promote a different growth based on agri-environmental values, the production of biodiversity reserves and corridors, new models of inhabiting open space, and the consolidation of civic and collective uses. The paper tests the assessment methodology in two urban plans of the Metropolitan City of Naples that address the development of the peri-urban area with different strategies. This provides insight into how to support decision-making processes so that economic development, social equity, and ecological integrity represent three common and integrated visions to enable development that is consistent with SDGs. The results show that it is possible to identify trade-offs among the three dimensions. In fact, where there are environmental subtractions necessary to accommodate peri-urban land-relation functions, these are offset by the social values of collective use and by the values of the current economy that aim to redistribute present resources.

According to Deleuze and Guattari, contemporary humans live in the epoch when nomadic subjectivity comes on the scene in order to change the regime of national spatial imagination. Nomadic existence regarding individuals as always “on the road” seems to be a tool for the de- and re-territorialization that shapes new cultural and state borders. This paper regards Serhiy Zhadan, one of the most prominent contemporary Ukrainian poets, and his treatment of the Ukrainian nation and its borders. For Zhadan, the need for poetry practice has to participate in the nation-building process intensified after Maidan. The key concept for this process’s comprehensionis melancholia, which could help to draw an image of contemporary Ukranian subjectivity.
