Objetivando discutir sobre as diversidades e direitos territoriais no Semi-árido brasileiro, baseado em estudos de caso, realizo uma leitura sobre as raízes históricas de formação das diferentes etnias e da constituição de territórios nessa região para em seguida fazer uma digressão sobre as bases legais que alicerçam o direito à diversidade. É realizada, também, uma abordagem sobre as bases conceituais para o entendimento da emergência de sujeitos coletivos que buscam concretizar os direitos territoriais por meio da visibilização de suas gentes a partir da auto-afirmação de si em suas territorialidades. Para finalizar é focalizada a fricção de interesses territoriais entre as camadas superior e inferior da sociedade nacional que opõem diversidade de lógica de apropriação x mercantilidade com casos de gentes do Nordeste do Brasil e do Norte de Minas Gerais. E, nesse caso, elenco as estratégias de concretização do direito territorial de comunidades tradicionais norte mineiras. Palavras Chaves: Diversidade. Direitos Territoriais. It is also carried out an approach on the conceptual bases for the understanding of the emergence of collective subjects that seek to concretize the territorial rights through the visibility of its people from the self-affirmation of themselves in their territorialities. Abstract:
Cet article se propose de traiter des enjeux et défis de l’intercommunalité au Sénégal, en particulier dans le Niombato. Ce territoire, essentiellement rural, regroupe les communes de Toubacouta, Karang Poste, Keur Saloum Diané, Keur Samba Gueye et Nioro Alassane Tall constituant l’arrondissement de Toubacouta, dans le département de Foundiougne, région de Fatick. Il est une belle illustration des enjeux de l’intercommunalité au Sénégal, où la réforme de l’Acte 3 de la décentralisation initiée en décembre 2013 fait de la cohérence et de la gouvernance territoriale des outils de la viabilité et du développement des territoires. La méthodologie combine recherche documentaire, enquêtes de terrain à partir de guides d’entretien et un questionnaire adressé aux ménages et des observations participantes. Les résultats font, d’abord, ressortir la pertinence du Niombato comme cadre d’intercommunalité compte tenu de son caractère homogène et de ses interdépendances territoriales avec l’existence de fortes interactions spatiales, sociales et économiques. Ensuite, l’étude révèle l’existence d’un cadre formel d’intercommunalité qui traduit la perception des enjeux de la part des acteurs territoriaux et de leurs partenaires de l’intérêt de se doter d’un outil de gouvernance territoriale. Enfin, les résultats soulignent l’existence de plusieurs défis politiques, juridiques, techniques et financiers qui plombent la fonctionnalité de la structure intercommunale. L’étude conclue ainsi à la nécessité d’une volonté politique des acteurs territoriaux, notamment l’Etat et les collectivités territoriales pour relever les défis et faire de l’intercommunalité du Niombato un outil de gouvernance et de développement territorial. This article looks at the issues and challenges of intercommunality in Senegal, with particular reference to Niombato. This essentially rural territory comprises the communes of Toubacouta, Karang Poste, Keur Saloum Diané, Keur Samba Gueye and Nioro Alassane Tall, which make up the Toubacouta arrondissement, in the Foundiougne department, Fatick region. It is a fine illustration of the challenges of intercommunality in Senegal, where the Act 3 decentralization reform initiated in December 2013 makes territorial coherence and governance tools for the viability and development of territories. The methodology combines documentary research, field surveys using interview guides and a questionnaire addressed to households, and participant observations. The results highlight the relevance of Niombato as a framework for intercommunality, given its homogeneous nature and territorial interdependence, with strong spatial, social and economic interactions. Secondly, the study reveals the existence of a formal framework for intercommunality, reflecting the perception of the issues at stake on the part of territorial players and their partners, as well as the interest in adopting a territorial governance tool. Finally, the results highlight the existence of a number of political, legal, technical and financial challenges to the functionality of the intercommunal structure. The study thus concludes that the political will of territorial players, in particular the State and local authorities, is needed to meet the challenges and make the Niombato intermunicipality a tool for governance and territorial development.

Abstract: The article deals with the descriptions of Judah’s territorial expansion in sections of II Chronicles that do not appear in Kings. It suggests that these accounts, which represent a central theme in Chronicles, were written in order to legitimize Hasmonean territorial expansion. More precisely, the article focuses the spotlight on the days of John Hyrcanus, in the late 2nd century BCE.Zusammenfassung: Der Artikel befasst sich mit der Beschreibung von Judas territorialer Expansion in jenen Passagen in II Chronik, die keine Parallele in den Königebüchern haben. Die These lautet, dass diese Erzählungen, die ein zentrales Thema der Chronikbücher repräsentieren, zur Legitimation der territorialen Expansion unter den Hasmonäern verfasst wurden. Genauer: der Artikel konzentriert sich auf die Zeit des Johannes Hyrkanos, also auf das späte 2. Jahrhundert v. Chr.Résumé: L’article traite la question de la description de l’expansion territoriale de Juda dans les passages de 2 Chroniques, passages qui n’ont pas de parallèles dans les livres des Rois. Abstract:
The economic and legal support for assessing the socio-economic effectiveness and efficiency of the development of functional types of Ukraine’s territories is substantiated. In the conditions of a full-scale war, the norms of state regional policy are developed using a territorially oriented and security approach, which involves the definition of such functional types of territories as recovery territories, territories with special conditions for development, regional poles of growth, territories of sustainable development. The assignment of macro- and micro-regions, territorial communities to a particular functional type of territory depends on the indicators of their socio-economic situation, given that their coherence is established using a matrix approach. A matrix for assessing the effectiveness and efficiency of the development of functional types of Ukraine’s territories and their development tracks (full and short) has been designed. The emergence of potentially dangerous territories and temporary non-recovery territories is noted. Two key indicators are proposed for the preliminary assignment of macro- and micro-regions, territorial communities to a particular functional type of territory: the expediency coefficient of territories development (recovery and growth) after the war and the coefficient of population decline in the region or territorial community due to the war. For the development of regions and territorial communities, the development and implementation of programs for the comprehensive recovery of the region (oblast) and territorial communities are envisaged. The indicators (parameters, characteristics) that reflect the specifics of the destruction, substantiate the expediency and feasibility of territories recovery in the context of their comprehensive revival programs based on the current legislation are singled out. It is emphasized that it is advisable to determine quantitative and qualitative indicators for assessing the effectiveness and efficiency of the development of functional types of Ukraine’s territories, taking into account the impact of the war.

[full article is in Spanish]EnglishThis article seeks to contribute to the understanding of polycentric systems in socio-territorial contexts, and its link with modern governance, in which multiple social actors interact at different scales and levels. The concept of polycentrism, its dimensions, predominant approaches and assumptions on which its use is based in the socio-territorial analysis is discussed. The text highlights two of the most influential approaches in the theoretical–methodological development of polycentric systems: the European, key in territorial and regional development; and the American, focused on the analysis of institutional development and socio-ecosystem governance. Assumptions of the polycentric systems are highlighted in order to solve integrally socio-territorial problems from multilevel, multiscale and multiactor interactions. Finally, its relation with modern governance is analyzed and it is concluded that it is important to continue the study of polycentric systems.SpanishEste es un artículo que busca contribuir a la comprensión de los sistemas policéntricos en contextos socio-territoriales, y su vínculo con la gobernanza moderna, en la que múltiples actores sociales interactúan a distintas escalas y en distintos niveles. Se discute el concepto de policentrismo, sus dimensiones, enfoques predominantes y supuestos sobre los que se funda su uso en el análisis socio-territorial. El texto subraya dos de los enfoques más infl uyentes en el desarrollo teórico–metodológico de los sistemas policéntricos: el europeo, clave en el desarrollo territorial y regional; y el estadounidense, centrado en el análisis del desarrollo institucional y la gobernanza de los socio-ecosistemas. También se destacan los supuestos de los sistemas policéntricos a fin de resolver integralmente problemas socio-territoriales a partir de interacciones multinivel, multiescala y multiactor. Ainsi, il discute le concept de polycentrisme, ses dimensions, ses approches dominantes et les suppositions sur lesquelles il fonde son usage pour une analyse socio-territoriale. Le texte souligne deux des approches les plus infl uentes dans le développement théorico- méthodologique des systèmes polycentriques : l’Européenne, qui est une clef pour appréhender le développement territorial et régional et celle des États-Unis centrée sur l’analyse du développement institutionnel et de la gouvernance socio-écosystémiques. De plus sont mises en évidence les suppositions générales des systèmes polycentriques dans le but de souligner de manière intégrale des problèmes socio-territoriaux à partir des interactions multiniveau, multiéchelle et multiacteur. Finalement la relation avec la gouvernance moderne est analysée et permet de conclure autour de l’importance de continuer l’étude des systèmes polycentriques et de leurs liens avec la gouvernance en tant qu’approche novatrice face à la complexité actuelle des relations socio-territoriales.

Este ensaio fotográfico propõe pensar algumas abordagens territoriais e comunitárias em Terapia Ocupacional com jovens em dois projetos distintos - o Juventude(S) e o Sintonizando na Transformação. Ambos atuam com jovens - estudantes de escola pública e moradores de um conjunto de favelas no Rio de Janeiro e jovens em conflito com a lei após cumprimento de medida socioeducativa de Liberdade Assistida e Prestação de Serviços à Comunidade em Campinas/SP. Iniciamos apresentando os dois projetos bem como os distintos territórios em que eles ocorrem. Em seguida, procuramos estabelecer, a partir das imagens dos projetos, um diálogo sobre as experiências cujas reflexões direcionam-se para as ações territoriais e comunitárias em terapia ocupacional.Palavras-chave: Juventude. Abstract:
Nationalization of the party system and electorates not obviously results in the territorial homogenization of voting behavior or shifts from the territorial to functional cleavages. Elections outcomes in Ukraine are broadly analyzed from the perspective of regional divisions, compositional effects, cleavages, and polarization of political beliefs. However, we assume that spatiality of electoral behavior in Ukraine is more complex and might be better understood from the perspective of the TPSN framework – intertwined and mutually constitutive effects of territory (T), place (P), scale (S) and networks (N). The paper aims to analyze territorial homogenization, heterogeneity, and polarization of electoral behavior in Ukraine using data at polling stations level for 2002-2014 parliamentary elections. We use Lee index (the analysis of variance using mean absolute deviation divided by two to avoid double counting) to analyze territorial homogenization. The study reveals that in 2002-2014 Ukraine was continually territorially homogenized, while, at the same time, territorially polarized – national territorial homogenization index was decreasing (higher homogenization), while the index for particular regions (Galicia and Donbas) was permanently high (higher polarization) in 2002-2012 for Galicia and in 2006-2014 for Donbas oblasts. The cartographic analysis reveals that electoral behavior patterns and territorial polarization often follow administrative borders (oblast or rayon level) as well as historical borders (the interwar border between USSR and Poland and the border between Austrian and Russian empires). Analysis of Manafort trial court documents also reveals strategic deployment of geographical scale by Party of Regions. Despite being empirically very limited, this study shows that mutual effects of bounded territories, place contexts, scale, and networks are crucial for the understanding how parties territorially structure Ukraine.

Abstract:
The article considers issues related to modern approaches to delineation and division of territories on the basis of different functional types and studies of the implementation of these approaches provided by the State Strategy for Regional Development for 2021-2027. The purpose of the article is to analyze the peculiarities of the delineation and division of territories of different functional types in the context of the state strategy of regional development. Classical approaches to territorial development based on spatial development have led to long-term population decline at the regional and local levels, increasing socio-economic disparities and polarization of economic space, degradation of territorial entities, lack of proper infrastructure, and environmental degradation. The elaboration of regional development strategies has been strengthened by new methodological tools, which provide for the emergence of regulatory links with documents on spatial planning, taking into account environmental and spatial aspects, redistribution of investment in growth centers. The article determines that the use of a systematic approach to the allocation of functional territories according to various criteria in the State Strategy for Regional Development for 2021-2027 has provided the separation of the functional types of territorial entities the state regional policy will be based on. Legislative provisions of the State Strategy for Regional Development provide for a territorially oriented state regional policy, significantly influencing territorial development and increasing the competitiveness of regions. The article emphasizes that the modern state regional policy should move in the direction of a differentiated management approach to the types of functional territories defined by the current strategic document and the achievement of high quality of life in Ukraine.

This study proposes an instrument to evaluate territorial social capital as a collective resource, found in the cooperation, trust and reciprocity relations. The evaluation of the territorial social capital was done in three neighboring areas in southern Brazil. These territories have common cultural aspects, although they have experienced different patterns of development. The results show that the territorial social capital can be analyzed according to four factors in this order: proximity, territorial anchorage, reciprocity and collective memory. The proximity and the territorial anchorage are the most powerful factors to explain social capital in these territories.

ABSTRACTSince the early part of the 20th century, the federal government has engaged in a long and slow process of devolution in the Canadian Arctic. Although the range of powers devolved to the territorial governments has been substantial over the years, the federal government still maintains control over the single most important jurisdiction in the region, territorial lands and resources, which it controls in two of the three territories, the Northwest Territories and Nunavut. This fact is significant for territorial governments because gaining jurisdiction over their lands and resources is seen as necessary for dramatically improving the lives of residents and governments in the Canadian north. Relying on archival materials, secondary sources, and 33 elite interviews, this paper uses a rational choice framework to explain why the Yukon territorial government was able to complete a final devolution agreement relating to lands and resources in 2001 and why the governments of the Northwest Territories and Nunavut have not. Tres fases son claramente diferenciables en el proceso, la frontera entre la primera y la segunda se establece a partir de la crisis de 1973, mientras que la segunda y la tercera se desligan, en la primera mitad de los 90, a partir de la efectiva integración en la economía europea.Las tres pulsaciones de crecimiento son abordadas por políticas territoriales estatales o autonómicas (a partir de 1983) que llegan periódicamente tarde para encauzar los expansivos crecimientos de cada período. El último producto de las políticas territoriales baleares lo constituye la Ley General Turística y las Directrices de Ordenación Territorial de 1999 que, sin parar el crecimiento, lo ordenan en el espacio y en el tiempo. Ces trois poussées de coissance sont abordés par des politiques territoriales d'Etat ou des politiques autonomiques (à partir de 1983) qui arrivent régulièrement tard pour canaliser ce phénomène de croissance expansive de chacune de ces périodes. Le dernier produit des politiques territoriales aux Baléares est la Ley General Turística et les Directrices de Ordenación Territorial de 1999 (Loi générale sur le Tourisme et Directives relatives á l'Aménagement du territoire), lesquelles visent á un aménagement dans l'espace et dans le temps sans toutefois mettre un terme á la croissance. Method. The analysis of theoretical foundations and practical use of marketing of territories in activity of territorial communities is based on methods of theoretical generalization, grouping and concretization. Results. Attention is payed to the introduction and the use of marketing of territories in the activities of territorial communities, and qualitative changes at the current stage of decentralization of power and resources are indicated. It is substantiated that the use of effective management tools, primarily through the use of marketing approaches, namely marketing and branding of territories will help to improving the welfare of the population, infrastructure development, providing quality services, attracting investment and qualified personnel, forming and promoting own brand, their self-identity and will contribute to the economic development of the community, the region and the country as a whole. The application of marketing of territories and branding by territorial communities of Donetsk region is analyzed. According to the results of the study, it is proposed to use simple and low-budget tools for marketing and branding of territories, as well as to involve all stakeholders of the territory (population, business structures, local governments) who are interested in competitiveness and attractiveness of a certain territorial community. Scientific novelty. The place of marketing of territories in activity of territorial communities in the context of management of social and economic development is defined. Practical significance. The results of the study form a scientific and practical basis for the use of marketing of territories in the activities of territorial communities in modern economic conditions, as well as the creation of an optimal and effective model of territorial community management.

Attempts to characterize this territorial marketing market in general have not yet been undertaken. The authors have set a task to answer questions about their understanding of the territorial marketing essence; nature of interest of any territories in general and post-Soviet territories, in particular, in the use of marketing tools in its strategic development; territorial marketing market structure – customers of such services on behalf of territories, research organizations, marketing, advertising, design and other organizations creating convenient marketing products, and furthermore means for advertisement positioning and organizations providing opportunities for special events in the interests of territories promotion. On the basis of a comparative analysis of the territorial marketing markets of a number of countries leading in the post-Soviet space which are not members of the European Union, an analysis of statistical data and expert surveys, the conclusions have been made: Russia occupies the leading place in this field - and in absolute criteria (budgets, territories need), and in quality of work. But in the recent years Kazakhstan is actively developing territorial marketing technologies and this country is ahead of Russia in a number of areas. It is important that the territorial marketing markets of Russia, Kazakhstan and other post-Soviet countries are not isolated from international ideas and market structures. The main developments for the Russian territories are based on the ideas and methodology of the British school of territorial marketing. Foreign marketing structures, primarily from Great Britain and the Netherlands almost always participate (and often win) in significant tenders for territories ordering being held in Russia and other CIS countries.

Since 2003, the administrative-territorial division in Russia existed as part of rural and urban settlements, municipal districts, urban districts, intracity territories. This system of territorial division showed its ineffectiveness in terms of the timeliness of solving local problems and the quality of territorial planning, since local authorities constantly experienced personnel "hunger," lack of funding. In addition, external and internal migration of the population contributed to the change in population density in certain territories, to the demand for existing objects of social, engineering and transport infrastructure. Since 2019, municipal districts have been introduced, which, according to the criterion of population density and with the consent of citizens, unite rural settlements. Accordingly, changes are predicted in the compilation of territorial planning documents - master plans for rural settlements. The main problems of drawing up and applying master plans for the development of territories were considered, the economic effectiveness of creating municipal districts in the context of territorial planning was justified on the example of one of the districts of the Udmurt Republic. Centralization of management will save budget funds, establish information collection and optimize territorial planning processes, update and create new master plans for the development of territories, and increase the investment attractiveness of territories.

After local elections were held in Ukraine in October 2020 based on the new territorial ground of communities and districts, all communities received equal competencies and basic opportunities to generate their capacity and development foundations (namely, the use of single terminology – rural, town, and municipal territorial communities). Nowadays, the authorities of territorial communities should continuously improve the management foundations and methods to create conditions for the dynamic development of the territory, since the competition among the territories is growing. The paper aims to examine and research the available approaches to marketing of territorial communities’ territories and develop recommendations on modeling the management of territorial communities based on territorial marketing as the most efficient way to manage communities to secure their competitiveness and sustainable development. The conditions to improve new approaches in the management of territorial communities, in particular based on the advantages of territorial marketing, strengthen the role of marketing tools in the development of communities, and improve their competitive ability and attractiveness were created in the context of finalization of the process of authorities and finance decentralization in Ukraine, local governance reform, and administrative-territorial reform. On this ground, the need to use the marketing approach to the development of territorial management foundations using the marketing complex (goods, prices, promotion, distribution) and supplementing it with the features of qualitative and quantitative characteristics peculiar to territorial communities in current conditions is emphasized. The conceptual scheme of managing the communities based on territorial marketing using well-known elements of complex management like analysis, planning, organization, motivation, and control is suggested and substantiated.

Abstract:
In the publication, the main attention is drawn to the improvement of the functional and spatial structure of the protected and ecological networks of the administrative district (AR). The problem of the degree of conservation of territories became especially relevant after the implementation of the decentralization reform, because in some administrative districts and territorial communities the level of conservation is 0.5-5%, while the average district indicator is 13.98%. It was established that protected areas in the Chortkiv administrative district are represented by 10 of the 11 protected categories available in Ukraine. The situation with local fragments of eco-networks and basic protected objects is the most problematic. The degree of protection at the level of territorial communities in 72.7% does not meet the established nature protection norms (more than 10%). The eco-network concept was implemented in Ukraine at the national and regional levels in the period from 2000 to 2015. Despite the expiration of the Law of Ukraine "On the Statewide Program for the Formation and Development of the National Ecological Network for the Period 2000-2015", a number of tasks at the level of new administrative districts and territorial communities remained unresolved within the framework of the program. Precisely those levels at which the basic elements of eco-networks receive their metric reflection and the eco-network system is filled with concrete content. With these elements, it is possible to carry out renaturalization measures, set aside the width of nature protection zones within river Eco corridors, restore the connection between the constituent parts of key territories, establish configurations and fix the boundaries of protective territories on the terrain, etc. Therefore, it can be assumed that instead of office modeling of national and regional eco-network schemes, the stage of substantiation and selection on the ground (visual modeling) begins. At the same time, it is necessary to include not only areas of natural vegetation in the composition of elements of eco-network models, but also the configuration of numerous promising territories and objects proposed for creation by local specialists in nature protection, environmental activists of territorial communities. The proposed small-scale promising nature reserves and natural monuments (98 positions) will allow to increase the protection of territorial communities, and from the positions of their role in the eco-network of AR will form a new configuration of connecting and protective territories (submeridional direction) such as: Zolotolipsk regional, Baryeka local, Koropetsk local, Strip regional, Dzhuryn local, Seret regional, Nichlav local, Zbrut regional, Dniester national sub-latitudinal connecting territory, Tovtrova regional (sub-latitudinal), New key and connecting territories within landscape areas have been identified, promising protected objects, elements of eco-networks of local importance have been identified. At the same time, the prospect of creating protected areas with an area of more than 100 hectares (Table 2) within six territorial communities will provide an opportunity to design key territories at the regional and local levels. The indicators of existing and prospective protected areas of territorial communities, administrative districts were calculated, taking into account the creation of prospective protected areas and objects (98 units). The most significant changes in the basic elements of regional networks will take place within the connecting territories of the regional and local levels, territorial communities. An integrated map scheme-model of protected and ecological networks with promising protected objects, new local key and connecting territories has been created, which will contribute to the introduction of a territorially differentiated approach to the optimal landscape and ecological organization of the territory. The eco-network of the Chortkiv administrative district represents the rank of a subsystem of the regional eco-network of the Ternopil region. Its basic structural elements are: 2 key territories of national rank (Medoborska and Zalishchytska), 5 key territories of regional rank (Yablunivska, "Dacha Galileya", Shuparska, promising Baryska, Skala-Podilska, Borschivska, Koropetska, Serednyoseretska) and local rank (Nad Dzhurynom, Chahor, Moklekiv, "Forest Mordova"). The connecting national territory is Dnistrovsk, regional ones (Tovtrova, Zbrutska, Seretska, Stripska, Zolotolypska). Local connecting territories will be (Bpriska, Dzhurynska, Nichlavska, Seretsko-Zbruska). In connection with the creation and prospect of creation of new protected territories and objects, there will be a change in the configuration of mainly capital and protective territories, as well as the filling of protected objects in territorial communities (Koropetska, Zolotopoticska, Zalishchytska, Chortkivska, Husyatynska). The formation of updated models of protected and ecological networks of the administrative district will contribute to the optimization of the landscape and ecological organization of the territory. Purpose. The assess and compare the structure of land use of urban, township and rural territorial communities, to develop an optimization model to land use in case of decentralization Methods. Assessment, comparative-geographical, geoinformation, statistical, mathematical, geoecological analysis and optimization modeling. During the study, special methods were used to determine the anthropogenic pressure, coefficients of ecological stability and anthropogenic transformation of different types territorial communities. Results. According to the results of comparative assessment of the land use structure of urban, township and rural territorial communities, it was found that all three types of communities are characterized by a high degree of plowing (˃60%) and low forest share (5-10%). The share of natural lands within the studied territorial communities is 23-30%. The calculated coefficients of anthropogenic transformation, ecological stability, anthropogenic load, showed that Vyshnivets township and Borsukivska rural territorial communities belong to the category of ecologically unstable territories, Lanovets urban territorial community - to medium ecologically stable territories. In all three types of territorial communities, landscapes are moderately transformed. Urban, township and rural territorial communities experience a sufficiently high (above average) anthropogenic pressure. The obtained results of calculations create objective preconditions for optimizing the structure of land use of the studied territorial communities. Conclusions. To correct and improve the situation, to bring the territories of the studied territorial communities of different types to ecological stability, it is necessary to implement a number of optimization measures. The developed optimization model of land use of Lanovets city, Vyshnivets township and Borsukivka rural territorial communities envisages reduction of arable lands by 20-26%, increase of forest cover by 13-18% and bringing the share of natural lands to the optimal 50%. The implementation of such an approach requires a change in the purpose of individual land plots and the organization of their landscape-adapted use.

The results conclude the institutions/public agencies responsible for public security in the state of Pará, produce through legislation a series of territorial meshes, such as Integrated Regions of Public Security and Social Defense, Integrated Areas of Public Security and Social Defense, areas of activity of Military Police Battalions, etc. As conclusions, we can affirm that CIPOE uses the territorial cuts of public security in Pará as it also produces its own meshes.Keywords: CIPOE; School Policing; Territory; Territorial Meshes RESUMENEstá en la naturaleza del Estado producir cortes/fabricaciones territoriales para ejercer su poder de las más diversas maneras. Ante eso, esta investigación tiene como tema las fabricaciones de seguridad pública en el estado de Pará con miras a la vigilancia escolar. El objetivo es analizar la producción de los cortes territoriales y su uso por parte de la Companhia Independente de Policiamento Escolar(CIPOE) en los municipios de Belém, Ananindeua y Marituba. Para tal fin, hemos adoptado el siguiente procedimiento metodológico: 1) revisión de literatura especializada; 2) trabajo de campo; 3) catalogación/tabulación de datos e 4) interpretación y análisis de datos. Los resultados apuntan que las instituciones y los órganos responsables por la seguridad pública, en el estado de Pará, producen, vía legislación, una serie de mallas territoriales, tales como las Regiões Integradas de Segurança Pública e Defesa Social(RISPs), las Áreas Integradas de Segurança Pública e Defesa Social(AISPs) y las áreas de actuación de los Batalhões de Polícia Militar(BPMs). El constituyente colombiano de 1991 estableció las bases de la organización territorial en el texto constitucional, sin embargo, dejó en manos del Legislador la misión de desarrollar y completar el modelo territorial. Es así como en la Constitución quedaron apenas algunas pinceladas sobre cuestiones como las entidades territoriales indígenas, el desarrollo de nuevas entidades territoriales y, por supuesto, la posibilidad de su asociación para el cumplimiento y la materialización de fines e intereses comunes. Con el paso de los años, el Legislador ha sido lento y cauteloso para acabar el diseño de la organización territorial. Tanto es así que, al día de hoy, las entidades territoriales indígenas siguen sin existir y si bien ha desarrollado otras figuras territoriales como los esquemas asociativos territoriales y, más recientemente, las regiones, lo cierto es que se aprecia un desinterés por materializar la protección territorial que el constituyente pensó para los pueblos indígenas. Este artículo se ocupa de analizar cómo, el desarrollo que han tenido los esquemas asociativos territoriales revela dicho sesgo de exclusión respecto de los pueblos indígenas.

Abstract The article is devoted to the issues of improving the ecological condition of territories. territorial development is a complex and multifaceted issue. One of the main priorities of territorial development today is the issue of ecology. Environmental problems are global in nature. However, their solution belongs to the competence not only of international environmental organizations, but, first of all, of central authorities at the state level and territorial communities at the local level. One of the effective methods of analysis of the ecological condition of the territory for further development of mechanisms for cleaning the environment is the Habitat method. The methodology is proposed by the UN and is actively implemented to analyze the ecological status of territories. The article analyzes some elements of the methodology of assessment of territories, gives an example of analysis of territorial development of one of the cities of Ukraine. Based on the analysis, an algorithm for assessing the ecological condition of the territory has been developed and ways to form environmental policy at the territorial level through the formation of effective mechanisms for public management of territorial development have been proposed.

Abstract:
The presence of crisis tendencies in the issues of establishing and changing the boundaries of the territories of territorial communities and settlements has been stated. It was emphasized that the Cabinet of Ministers of Ukraine has adopted 24 orders on the definition of administrative centers and approval of the territories of territorial communities. As a result, 1,469 territorial communities have been established in the country (including 31 territorial communities in the uncontrolled territory within the Donetsk and Luhansk oblasts). Such situations lead to the fact that a significant number of administrative-territorial units do not have established boundaries, which in turn makes it impossible to achieve the development goals of territorial communities and settlements. At the same time, the boundaries of most territories of territorial communities and settlements are not established, and when changing boundaries there are issues that require a better system of legal documents that would regulate scientifically sound establishment (change) of boundaries affecting community regulation of environmental and economically acceptable use lands. A number of changes to the legal documents are proposed, such as: preliminary registration in the SCC of project boundaries of territorial communities and settlements, obligations for certified land surveying engineers to verify the intention to establish (change) boundaries. It is proposed to establish (change) the boundaries taking into account the principles of "public administration", namely: the principle of self-organization of civil society and the principle of feedback.

Abstract One function of territorial defense may be to facilitate mate guarding by resident males. To assess the importance of mate guarding in territoriality, we examined the spatial pattern of intrusions by male Willow Ptarmigan (Lagopus lagopus) on the territories of other males and we compared use of territorial space by paired and bachelor males. Because intruding males tended to remain near territorial boundaries of other males more than expected by chance, we expected paired males to avoid areas near boundaries, where the chances of the female encountering another male would be higher. We found that before females had settled onto territories, all resident males used boundary areas of their territories extensively. After females settled, however, paired males remained almost exclusively in the cores of their territories, whereas bachelor males continued to use primarily the edges of their territories. Those patterns of space use suggest that the benefits of having more exclusive access to a mate may be one of the selective forces driving territorial behavior in this species.

The paper defines the elements and the concept of the formation of new special legal regimes (mechanisms) of management in local territories, which is a set of elements and the logic of substantiating the need to introduce new special legal regimes (mechanisms) of management in local territories. It was revealed that the emergence of potentially dangerous territories in Ukraine (territories along the borders with the Russian Federation and Belarus) involves the use of economic and legal mechanisms for regulating the development of destroyed/depressed territories by introducing an encouraging-restrictive management regime and applying incentives/restrictions for territorial communities and economic entities. The red lines in territorial administration that cannot be crossed in order to effectively restore the destroyed territories of Ukraine have been marked. There are three types of special legal regimes (mechanisms) of management: incentive-restrictive special legal regime (mechanism) of management on the use of incentives/restrictions for territorial communities and economic entities; special incentive legal regime (mechanism) of management for the use of incentives for territorial communities and business entities; restrictive special legal regime (mechanism) of management on the use of restrictions for territorial communities and business entities. The tasks, key indicators and goals of monitoring the results of the introduction of special legal regimes (mechanisms) of management have been established. To monitor the results of the operation of special legal regimes (mechanisms) of management, key indicators are grouped by vectors: development, security, responsibility. But the main indicators should be reflected in the development strategies of territorial communities and their implementation plans, which should be updated due to the war, taking into account the losses.

The three-spined stickleback ( Gasterosteus aculeatus aculeatus L., 1758) shows unequal energetic expenditure upon reproduction as some males defend territories and build nest (territorials: TM) where they spawn singly with females, whereas other males remain nonterritorial (NTM), do not build nests, and resort to sneaking fertilizations from nesting males. We examined the effects of reproductive strategy on various sperm parameters. Territorial status was assessed by introducing males in small wading pools and recording the number of males with a nest. Males from all pools were remixed and nesting status was reassessed. This allowed us to discriminate a group of males with repetitive territorial or nonterritorial behaviours (TM and NTM) or a “facultative” territorial behaviour (FM). TM had a significantly larger gonadosomatic index (GSI) than both FM and NTM. FM had a GSI that was significantly larger than NTM, but significantly smaller than TM. Sperm motility did not differ among males with different reproductive tactics. There were no significant differences in citrate synthase (CS) and pyruvate kinase (PK) activities among males with different status. Curiously, we found a significant negative relationship between CS and PK activities and total number of sperm.

The article is devoted to research on the territorial application of international treaties. This author examines a number of particularities arising in treaty practices of individual states. These particularities are due to the fact of possessing overseas territories. In this case, in the absence of the treaty provisions on its territorial effect the extension of treaty provisions for a certain territory of the state is carried out by means of a unilateral statement when the state is expressing its consent to be bound. Thus, they either extend the scope of application of the treaty in respect of a certain territory or exclude it from its scope. The various types of treaty provisions regulating the territorial scope of a treaty (territorial positions) are discussed in the article. Among them are the general provisions of a treaty relating to the territorial application. These provisions provide that any party of a treaty may, at the time of signature or when depositing its instrument of ratification, acceptance or approval, specify the territory or territories in respect which are the subject of a treaty. Also in the treaty practice of states there are special treaty provisions relating to the territorial application. They contain a detailed list of territories in respect of which the relevant treaty is, or is not applicable. The author indicates the need to distinguish between territory that is the object of a relevant international treaty and the territory in respect of which the treaty is binding for the application, as the provisions of article 29 of the Vienna Convention only applies to the latest variant. Also the author notes the need to distinguish between the territorial application of an international treaty and separate protocols to it. They should be treated as separate documents as each of them can have a different territorial application, depending on the presence of territorial provisions and their wording.

The article is devoted to the issues of territorial development, the role of local self-government bodies in ensuring the processes of planning and management of territories, the system of administrative control over territorial development. Territorial development has great state importance. The standard of living and income of the population are directly related to the resource, economic, technological potential of the territories and the system of territory management. Thus, the issue of managing territorial development by improving the efficiency of local governments is relevant. The article considers the main functions of local governments at the territorial level. The functional direction of territorial administration at the level of local self-government is regulated by the legal framework. The system of normative-legal regulation of territorial development processes, functioning of local self-government bodies are described in the article. The role of local governments, public authorities and the private sector in the implementation of territorial management policy and the implementation of a system of control over the adoption and effective implementation of management decisions on territorial development. The practical significance of the results obtained in the article is to determine the role of local governments in the system of territorial development. This is necessary to build a clear hierarchical system of territorial management at the level of local entities, regions, the state as a whole. The system will allow to distribute management functions, effectively monitor and control their implementation by introducing administrative control at different levels of implementation of management decisions.

The combined demand over a certain resource may exceed its immediate supply, which can then lead to competition between individuals. This competition may result in territorial behavior. In this study we determine the density and spatial distribution, describe the interactions arising from territorial behavior and evaluate the costs of keeping the territories defended by adults of Parodon nasus. The study was conducted in Camarinha Stream located in the Serra das Araras Ecological Station, Porto Estrela, State of Mato Grosso, Brazil. The density was constant throughout the length of the stream, with a mean (± standard deviation) of 1.01 ind./m² (± 0.14). Our results show that the spatial distribution of individuals in the area ranged between uniform and random. The territories were defended more often against intraspecific than interspecific intruders. The time that the owners of the territories devoted to defending them was not influenced by the size of the territories. However, owners of larger territories spent more time foraging than owners of smaller territories. As a result, owners of larger territories had less time to rest than owners of smaller territories. The results of this study show behavioral patterns relevant to understanding the relationship between size and territorial maintenance cost of P. nasus and other species of fish with territorial behavior.

Abstract:
One of the most serious issues in culturally diverse societies, like in Manipur, is the demand for territorial autonomy by ethnic conglomerates, which see themselves as a distinct nation. The communities included in the conglomerates are purposively mobilised on ethnic similarities to sharpen the claim for securing separate territories. The study on ethnic conflicts in Manipur highlights that most of the communities within the conglomerate groups are not only culturally diverse but also territorially dispersed. Thus, this article highlights two points. First, the trend of ethnic nationalism that emerged in Manipur (and other parts of the northeast region) is different from the earlier instances of nationalism found elsewhere. Second, the politics of differentiation within the conglomerates is a source not only for producing new demands for separate territories but also for intensifying ethnic conflicts in Manipur. As disagreements between them cannot be easily resolved, smaller groups often challenge the dominance of larger groups and demand new territories. This shows that when negotiating the claims of multiple identities, each of which sees itself as a distinct nation, conceding territorial autonomy will not resolve inter-ethnic conflict in a state like Manipur unless the issues of internal differences are adequately addressed.

O estudo sobre desenvolvimento territorial no Brasil tem demandado reflexões sobre as potencialidades e limites da especificação de ativos territoriais como elemento de suporte, e mesmo de protagonismo, desse processo. Partindo da premissa de que a existência de ativos territoriais por si só não garante níveis adequados de desenvolvimentos, faz-se necessário pensar um conjunto de outros aspectos inter-relacionados entre os quais os níveis de governança e de participação dos atores nas escalas local/regional. Desta forma, apresenta-se um relato sobre a experiência francesa de dinamização de territórios através de suas políticas e dos movimentos que sustentam e fortalecem o modelo de desenvolvimento apoiado em ativos territoriais. Identifica-se na experiência grande potencial dos ativos territoriais como desencadeadores de processos de desenvolvimento quando associados a níveis elevados de governança territorial, a políticas governamentais direcionadas, a identidades territoriais fortes e valorizadas em processos culturais consolidados, a senso de coletividade e respeito ao meio ambiente.

Abstract:
Experience of foreign countries demonstrates that approaches to the organization of territorial defense are based on theoretical foundations of state regulation. In the US, emphasis is placed on improving the Department of Defense’s contractual regulation of public good contentment with an actual product or service acquired by the government or the procurement process itself, with a prominent role for the private sector, to which the powers of the state (legal, economic, and public territorial defense state regulation mechanisms) are delegated. In the UK, emphasis is placed оn the territorial defense of overseas (remote) territories as important zones that require defense responsibility in terms of ensuring the security of the nation and its overseas territories, protecting their citizens and their way of life, which are the duties of the government (economic and social territorial defense state regulation mechanisms). The territorial defense of France depends on state jurisdiction and know-how, and the idea of «a spirit of protection» that is developed from school age (social, legal, information, public territorial defense state regulation mechanisms). The concept and system of territorial defense, based on military service and aimed at increasing the combat readiness of the mobilization forces, by which the government identifies potential candidates for professional armed forces in Finland (territorial defense state regulation mechanisms: political, organizational, legal, information, public, economic). For China, territorial defense is the protection of the homeland for which the frontier forces of public security (legal, social and organizational territorial defense state regulation mechanisms) have been created. Polish territorial defense is based on training, equipment, cooperation and interaction of territorial defense forces with third parties (legal, social, organizational, cultural, economic, informational, educational and propaganda territorial defense state regulation mechanisms). Implementation of the territorial defense state regulation mechanisms of foreign countries provides an opportunity to develop proposals for improvement of territorial defense state regulation mechanisms as a component of defense reform.
