Administrative jobs of local authorities cover all public employees working on behalf of an administrative public service managed by a local authority or one of its subsidiary. Those jobs, originally conceived to be mainly occupied by civil servants, are in fact occupied by a fifth of contract agents. Contract agents demonstrate that civil servants alone are not able to fulfill every tasks of local authorities. Contractualization could be a way to ensure modernization of those jobs: either a global privatization or an increase of their contractual components could be solutions. The career logic, used for more than thirty years, would then necessarily be called into question. This thesis, after having established that civil servants alone are not able to fulfill every tasks of local authorities, discusses the proposed solutions

Our research is in the core of the sustainable city issues. The current context of improving management efficiency of public services, including local utilities, will raise issues relating to the quality and performance of these utilities. On the other hand, water management, through the issues of sustainable territorial development, agenda 21, associated with the question of the water resource scarcity, is one of the major challenges facing managers of local authorities. This research deals with the whole water governance as an element which can be considered as a lever in a territory development. By taking position in the core of an urban comprehensive ecosystem, we aim to deal with one of the sub-ecosystems componements, the one related to water. We focus our research on all aspects of water distribution public service governance, making up this "sub ecosystem". Through our study, we will therefore seek to determine whether or not would be possible to characterize an ecosystem on the governance of a public drinking water supply, which can lead to better managerial efficiency with the coordination of stakeholders and decision-makers, and playing a leading role in terms of territorial management. Our concern will be the example of drinking water distribution within the Bouches-du-Rhone and Herault areas

This thesis deals with La Poste’s transcoding of sustainable development, a process which highlights the role of the representations and rules that have been mobilized as regards this term.Because sustainable development is a fuzzy and modulable term, its analysis is grounded around the concept of transcoding in order to understand both its managerial and political usages. Such a starting point has two aims: first, to go beyond debates and criticism’s that make sustainable development a black box; second, tracking transcoding enables analysis to focus on contextualized actors’ representations and concrete usages of sustainable development. Indeed, a multiplicity of actors have taken ownership of the term and, in so doing, put into circulation and competing, different definitions of it.In this respect, using neoliberal references and drawing upon New Public Management orientations and debates, La Poste has been transformed over the last twenty years in order to make it fit both with new competition regulations and liberalize postal markets. This change has also applied to the French public utilities system as a whole, which had thus far been defined as regards the issue of accessibility for any user wherever they live and work. Consequently, analysis of the Postal transcoding conducted here concerns the dynamics of struggles, interests, strategies and mobilizations over the « new public utilities », as defined within La Poste but also by other stakeholders, especially local Government in the form of Regions and municipalities. As users have been turned into consumers, our research helps to understand how a former monopolistic public service transformed its management and political discourses in order to reform its organisation, reinvent its historical legitimacy, maintain the closest possible relations with local government and, finally, take ownership of the new public utilities’ assets and tools.On a wider scale, the approach to the term sustainable development formulated in this thesis contributes to the understanding of polycentric public action within territories, and this especially by shedding light on how actors transcode policy change, external injunctions and public action recipes into self-defined, managerial and territorialized usages

In a context of contemporary reflections on the sustainability of urban water utilities, we focus on Lyonnaise des Eaux’s corporate social responsibility strategy as a contribution to putting into words and implementing sustainable development in this sector. This work aims at analyzing on the one hand the causes, processes, goals of Lyonnaise des Eaux CSR strategy and understanding on the other hand the impact of these strategies on the company’s territorial embeddedness. CSR's territorial impetus is expressed via a global-local interaction process leading to the regionalization of Lyonnaise des Eaux CSR strategy and, its local embodiment through sustainable development projects. Based on the example of water management in the Bordeaux metropolis, we have studied and conducted two sustainable development projects within the company, one focused on water poverty management and the other focused on sustainable management of domestic water consumption. Exploring the feasibility conditions of these CSR projects highlights the opportunities for the company to meet the challenges of the territory by limiting the impact associated with its business or generate specific resources necessary for its integration into local innovation systems. The territorial approach of corporate responsibility strategy shows that it also appears as a negotiated interface used by Lyonnaise des Eaux for its adaptation and action at different scales

Corsica is the northernmost of the big western Mediterranean islands, as well as the smallest (3680 km2) and the less populated (330 000 inhabitants). Even if Corsica is nearer from Italian coasts than French ones, it takes part fully of French mainland where a significant diaspora lives and creates tight trades.Since Antiquity, Corsica had business relations with the mainland. It started with Italian peninsula, and went on with mainland France after its annexation in 1768.Two main technological revolutions promoted a huge increase in the trade relations: the emergence of steamboats in 1830 followed by the plane in the 20th century.Technological improvements are still continuing to reduce time of flights and sea crossings, increasing thus transport capacity.Territorial collectivity of Corsica is in charge of transports and delegates public services to the airlines and shipping companies. While French state progressively withdraws, European Union is more and more involved to impose free market.Even if infrastructures evolved with the fleet changings, they are still determined by the compartmentalized relief of the island which led to the construction of seven ports and four airports in order to serve better the different territories.Goods’ traffic is of modest size and unbalanced (entries rather higher than exits), whereas passengers’ one has increased tenfold in sixty years. For this last one, an inequality of distribution along the year is observed (seasonal variations), as well as between ports and airports. Progressively the plane’s part gets closer to the boat’s one. Passengers are mainly tourists that remain less numerous than those of the competing islands.Fares have been reduced significantly for Corsican residents, but still remain high for the other passengers. This problem will have to be solved to improve territorial continuity

Apprenticeship is now one of the government's priority issues for youth training. Integrated into the field of vocational training as a field in its own right, its implementation requires an actor, without whom nothing is possible, the apprenticeship master in a work situation. This function is relatively recent in local authorities and seems to be relatively unknown, following the opening up of the public sector to apprenticeship at the end of the 20th century.Who is it? What does it do? On what basis does one access this function? What is its training? These are some of the questions that are asked through this research to identify the specificity of this category of actors preliminary to any training proposal.This exploratory study is based on the testimonies of apprenticeship masters working in local authorities and intermunicipal cooperation establishments. In a diachronic and synchronic perspective, the first part is dedicated to a historical exploration that allows us to understand the evolution and the issues of this mode of training in the profession through the ages, and the second part questions the status and identity of the apprentice master today in this sector of activity. In the third part, the unthoughts and the challenges of training this category of actors are identified

This research considers the understanding and representation of the phenomenon of territorial competitiveness. The thesis is an hybrid exploration of new phenomenon studied by the Public Management and may be included analysis of the contexts, contents and processes used. Territorial competitiveness is understood as a framework, not a fact. The complexity approach is to re-build practices effectively implemented by managers through a territorial confrontation of theory and empiricism. The first part formalizes a conceptual and methodological framework for the management of territorial competitiveness. As a transdisciplinary approach, the outlines of public policy-making are defined for the competitiveness of territories. The overall heuristic axiom allows the consideration of the influences of contexts according to a market logic and society logic. Idiosyncratic and diachronic dimensions of territorial competitiveness are defined to analyze contents and processes of the subject of research. Thus, the mechanical and biological analogies allow a better understanding of the emergent management modalities.The second part goes over the empirical test. A longitudinal case study based on two embedded units of analysis is conducted at Aix-en-Provence. Four modalities of territorial competitiveness management have been found. The boundaries lines of public policy-making are defined by the growth of continuous additions. The packages of services emerge from the construction of collaborative arenas by managers through proactive public policies projects. The transition from market logic to society logic is provided by a form of societal proximity that emerges from the territorial public policies. The erection of an arena to lead intentions finalized of heterogeneous actors goes through a local chain of innovation between managers. The local ecosystem of innovation is constituted by the embedding of personal networks of each manager and for linking heterogeneous structures with different purposes. This ecosystem must be managed to ensure the sustainability of the system of territorial competitiveness. Tree types of territorial competitiveness governance would appear concurrently: flexible, differentiated and shared. The first one type will mix the paths of prosperity with those of competitiveness (differentiated). The second type may allow the dialogical processes of public policy-making to arbitrate between polarization and dispersion of productive activities (flexible). The last one may permit the kinetic energy to deploy in an area to be competitive through the construction of an arena of convergence of intentions by social proximity (shared)

Также в исследовании охарактеризованы главные теории мотивации. Исследована материальная составляющая системы мотивации работы государственных служащих и позиция и значимость нематериальной мотивировки работы государственного служащего. В работе охарактеризованы зарубежный опыт мотивации работы государственных служащих и перспективы его применения в Украине. Но предложены пути усовершенствования мотивирования работы государственных служащих на базе Краснопольской ОТГ. The master's thesis focuses on the disclosure of problems and prospects of staff motivation in the civil service (on the example of Krasnopil UTC), the properties of the system of motivation of civil servants. The study analyzes the state of scientific development of the research issue. The content and significance of motivating the work of civil servants are determined. The study also describes the main theories of motivation. The material component of the system of motivation of civil servants and the position and importance of intangible motivation of civil servants are studied. The paper characterizes foreign experience in motivating civil servants and prospects for its application in Ukraine. However, ways to improve the motivation of civil servants on the basis of Krasnopil UTC are proposed. In order to apply the services that come under their competences, regional authorities are, in principle, free to take the method of administration of their choice and, consequently, to opt either for a direct administration or a delegated one. However, having the desire to entrust the realization of some projects to a third party while keeping the control, regional authorities sometimes plan to use a legal entity in which they are members and that we suggest to be identified under the words “satellite organization”. In this case, regional authorities have to build relationships with the satellite organizations so as they have tools to work and to get projects. These organic, material and functional relationships show, on the one hand, the participation of regional authorities in the satellite organization and, on the other hand, the awarding of projects to the satellite organization. But the legal framework around regional authorities seems to be opposed to the setting up of these relationships and compromising the apparent faculty for the regional authorities to use a method of mixed administration of their services

The growing intervention of public figures in the economic field as well as the increasing number of public service activities entrusted to private entities has deeply changed the public law. The question thus arose as to which tax treatment should be applied to these activities. The tax legislator has not yet taken into account the nature of the activity, a public service, to respond to the question. In addition, when the concept of public service is used in tax regulations, it refers to a different definition to the one used in public law. The tax legislator does not refer to the distinction between pure public services and industrial and commercial public services. However, this does not mean that the tax legislator does not take into consideration the increase of public service activities. Indeed, in order to apprehend the tax treatment of an activity, the legal tax regime, just like public law, compares it with the activities existing in the competitive market. Thus, if the nature of the public service in the view of public law does not have any influence on its tax treatment, its administrative or industrial and commercial tainting may, on the contrary, allow its identification. As such, tax law joins the logic of public law: by granting little importance to the public service nature of an activity, it might be required to use the tainting to reach the tax solution

Nowadays, more and more responsibility is being handed over to local authorities in the setting up and running of publicly-owned broadband networks. Under french law, concessions traditionnaly apply to "travaux publics" (public works) and "services publics" (public services). The recent trend has shown that the law use the term of "gestion deleguee" instead of using "concession". This study give details of the legal realities concrning "concessions" in differents countries. It refers to situations where a similar transfert is achievied not via "concessions" in the strict sens of the word, but by means of the desigantion by law, regulation or administrative provision of entities whom responsability is delegated. By "concession", the e. C means irrespective of the terminology used at national level, operations by which contracting authorities delegate to separate undertakings. We have examined the situation where such responsabilities have been delegated to other administrative bodies and which there fore does not constitute true "concessions". Decentralization is the major institutional innovation that African countries since the 1990s. If it is irreversible, the fact remains that the ability of local authorities to provide local public services to local people and to boost development economic and social development is constrained by the narrow legal means, financial, human and material. This thesis public law concerns the financing of local authorities in Côte d'Ivoire. The overall objective of this study is to demonstrate one band, the different local public policies financed by local institutions, and secondly, the means used to finance them. After an investigation that has used many types of data (documents, interviews, direct observations, etc.) it appears that the local authorities financing assets in Côte d'Ivoire have proven and can point to a success material for making local investment. However, the existing legislative tools and devices on sustainable local development raise difficulties raise questions about the very effectiveness of the financial system in these decentralized entities. This means that malfunctions exist on this subject and impede the initiatives of local elected officials. Based on a series of African case studies and numerous examples in other parts of the world, this thesis proposes concrete ways to modernize the Ivorian local government finance system. Decentralization by transferring powers and responsibilities to local governments has created decision centers that are likely to be insured, and has led to a change in risk management. This risk management is a logical operation in the economic and insurance-time segmentation, based on the actuarial calculation that ignores the notion of equality and solidarity, common between them and puts them in a situation of contractual weakness inconsistent with the public powers that are their prerogative. The application of the public procurement code certainly organizes competition objectification procedures, but does not necessarily lead to a choice based on quality, as the specificity of insurance law limits the virtues attributed to the process of competition. Qualification criticized administrative contract procurement insurance has not reached its goal of unification of pre-contractual and contractual disputes because of the specific insurance rules and has not either restored within the contractual relationship equality between the contracting parties. Moreover, despite the expansion of recourse and in the absence of control over the content of contracts, subrogation mechanism associated with settlement agreements between insurers is almost entirely escape the settlement of disputes with local authorities. Coexistence between insurance law legislative source, administrative law still largely based on jurisprudence law, and private law thus appears to be quite difficult

This research focuses on public policy territorialisation. While administrative territories, such as health territories, are imposed via a top-down process, a bottom-up approach is also recognised as being necessary. Here, local stakeholder and user needs are identified and understood meaning that territory specificities are recognised, local public actions are adapted, social inequalities are tackled and access to care is facilitated. This work focuses on the construction process of one such territory by public and local actors. In order to increase knowledge the objective is to study this process in relation to the procedure of territory building by local stakeholders and the ownership of a public policy tool which will lead to collective action. The first section is theoretical and presents the links between the three research areas: territrialisation, territory construction and appropriation of a tool. The second part presents the epistemological and methodological choices and the case study. Focus is placed on the deployment of a public policy tool, in this case a territorial health programme, in two health territories. The third part presents an analysis of the results which include interviews and observation. Finally, the fourth section places the results in perspective. The dimensions of constructed territory are reconsidered so as to offer a model articulating the dichotomy between prescribed territory and emergent territory while taking into consideration the specificities of a public tool for regionalisation

The third part is devoted to the question of the practical application of the Territorial Economic Intelligence in an Information centre of the public Sector. Lastly, in the last part of this memory, underlining the need for the production of indicators like strategic source of information for the development of the public policies of scientific cooperation, we will try to answer these problems in general by making the analysis of the Scientific Production of Brazil and the State of Sao Paulo in particular

The French public sector has implemented for several years some policies aiming to reward public employees regarding to their performance. The mixed results of these initiatives led to question the relevancy of the pursued objectives (performance criteria) as well as the relevancy of the process and of the tools used for evaluating employee performance (policies, evaluation, tools, and so on). One of the most important results is probably the absence of a motivational impact of a performance-based remuneration. In this regard, our research aims to extend the concept of performance-based remuneration to the concept of total reward, including extrinsic and intrinsic rewards. We select the “psychological contract” framework of analysis to understand the impact of a total reward, within French local organizations, on public employees’ attitudes. We especially collect employees’ implicit expectations and perceptions for understanding the realization of the “psychological contract” and its impacts on the dyad employee-manager. Our results confirm the limited impact of extrinsic rewards for enhancing employee performance, captured through their attitudes. They show, on the contrary, the importance of intrinsic rewards for employee attractiveness and loyalty. We conclude that extrinsic and intrinsic rewards should be carefully combined by managers within a global and planned rewarding strategy appropriate to each local organization’s characteristics

This research focuses on the evolution of the local government in Romania and France since thebeginning of the 1990s. The study of different initial conditions in both countries has been followedby the analysis of the major developmental stages of the legal framework concerning localauthorities : the relatively recent accession to (for Romania) or reinforcement of (in France) theconstitutional status of the communities and the evolution of the law corpus operating the transferof competencies and resources for local communities. This analysis revealed a conception ofreforms that has many similarities, but also some different implementation. An evaluation of thelevel of decentralization achieved in the two countries has been undertaken in the light of thecriteria of the European Charter of Local Self-Government. It identified the progress made by eachcountry, but also the opportunities for improvement. In the end, it was found that beyond an initialcontext and particularities of the administrative map, beyond the different application of reforms,Romania and France show today a very similar degree of decentralization, broadly consistent withthe requirements of the Charter

Territory united by the diversity of the aquatic resources characterizing it, crossing it and enclosing it, France can be proud to benefit from a Water whose quantitative availability cannot be disputed. From a qualitative point of view, the increasing interests for these environmental resources have been created by some utilities – individual and collective – that required the forging of a model of Administration in order to frame them all. In order to understand more effectively the social and the economic dimensions of Water and aquatic resources, this Model has internalized the sustainability of their management but, also the importance of their balance. By seeking the articulation between utilities and these interests, as well as, by extension, the actors carrying them, we focus our mind on the evolution of our Model when some of its basements are jeopardized. Deeply grasped by the central and the local territorial marker, this Model has been unified with a legal logic, both in terms of prescription andbenefit. Intimately connected to these several material and immaterial axis, our Model has progressively been constituted as a tool for structuring the bonds uniting people, territories and aquatic resources. Criticized and weathered by the successive crystallizations of Utilitarianism, our Model is about to reinforce the holistic dimension of the General Interest that has breathed life into it, in order to arm legal framework of aquatic resources against internal and external conflicts from the Past, the Present and the Future

This research focuses on public policy territorialisation. While administrative territories, such as health territories, are imposed via a top-down process, a bottom-up approach is also recognised as being necessary. Here, local stakeholder and user needs are identified and understood meaning that territory specificities are recognised, local public actions are adapted, social inequalities are tackled and access to care is facilitated. This work focuses on the construction process of one such territory by public and local actors. In order to increase knowledge the objective is to study this process in relation to the procedure of territory building by local stakeholders and the ownership of a public policy tool which will lead to collective action. The first section is theoretical and presents the links between the three research areas: territrialisation, territory construction and appropriation of a tool. The second part presents the epistemological and methodological choices and the case study. Focus is placed on the deployment of a public policy tool, in this case a territorial health programme, in two health territories. The third part presents an analysis of the results which include interviews and observation. Finally, the fourth section places the results in perspective. The dimensions of constructed territory are reconsidered so as to offer a model articulating the dichotomy between prescribed territory and emergent territory while taking into consideration the specificities of a public tool for regionalisation

This thesis deals with the issue of households’ participation to a local public service provision, offering an economic analysis of the strategies developed by local governments in France to involve households in waste reduction practices and recycling.In a first part, we present the policy instruments available to local governments in the French context to foster the adoption by households of waste management practices more respectful of the environment. Environmental economics are used here to build aconceptual framework to understand local governments’ waste management policy. On this basis, a typology of the measures undertaken by local governments to involve households in waste reduction practices and recycling is developed. We identify four distinct strategies,as specific combinations of the measures implemented by local governments.In the second part, we assess the determinants of local governments’ choices with regard to their waste management strategy and the ability of each strategy to promote recycling effort by households. Drawing on insights from public economics and economicsof household waste management, a microeconomic model is developed to simultaneously analyze local governments and households waste management decisions. Theoretical propositions derived from the model are then empirically tested. The results highlight their mportance for local governments of taking into account households’ characteristics in the definition of their waste management strategy. We also show that households’ recycling effort rises when local governments implement measures directly constraining household waste production

The purpose of the thesis is to describe the practices of management control of local authority units and in particular to determine to what extent and for which reasons the management control systems may be considered as means of changes inside these organisations. The empirical part of this work is developed following two axes. The first one addresses the question of the institutionalisation of management control within the public sphere and in particular within local authority units. Therefore, a set of clues was sought for evidencing this feature. The second axis consists in a case study of local unit in which management control systems were developed for more than fifteen years. This research is based on the concepts of the analysis of public policy for providing a reading of the formal management control systems. One of the stakes of the analysis of management control practices would lay in the ability to analyse the required tools and their effects as well. Moreover, the conditions of success should be searched in the setting-up of the different steps and their implementation. The present study sheds some additional lights on studies carried-out previously in this field and allows to go beyond traditional approaches. Indeed, it is of interest for all types of local authority units and not only for municipalities. Moreover, the present study is of interest for a global system set up by a French ‘Départment’. The question of the financial autonomy of the territorial collectivities was often studied in the light of a power of creation or tax modification which it under would tighten in their connection. The unit model of the State prevents however so that the territorial collectivities can profit from such a power. They must initially be entitled to exert it by the law, which remains the guardian of the tax, voluntarily and democratically agreed. They could not consequently be seen recognizing an initial normative tax autonomy, in favour which the constitutional text was not literally expressed besides (what the Constitutional council had the occasion to confirm in 2009). There it is a question more of protecting the integrity from the local financial system in front of a financial dispossession organized by the game of the decentralization. Within this framework, the financial autonomy of the territorial collectivities is defined as the capacity of these last to ensure of the expenditure not legally forced. The exercise of this capacity supposes that the warranty is established that they are given resources which they can allocate to this expenditure. The role of the legislator then central in the efficiency of protection since it is with him that returns the determination of the local tax resource, only own local resource which can escape competence from the decentralized territorial collectivities. This narrow central dependence of the local tax system militates in favour of a realistic approach of the local tax which, if he obeys a systemic logic which is clean for him, cannot withdraw himself from his unit legal nature of tax, of its creation until its perception

In Mozambique the constitutional revision of 1996 led to the introduction of a decentralizing public administration policy. The country becomes a decentralized unitary state. Since 1997, laws and regulations adjusting the legal regime of the implementation of decentralization were adopted, including the local electoral process, the legal framework for the implementation of local authorities, the organization and functioning local authorities, the financial system and the supervision of the State local authorities. Decentralization is through the effective transfer of skills from the state to local governments, in several areas, particularly in the field of education. However, the decree allowing the transfer of powers was adopted only in 2006, and even today the implementation of this regulation remains deficient. This paper analyzes the legal framework for decentralization and transfer of competencies in the field of education in particular, to understand the issues related to the application of this legislation, recognize the obstacles and devise possible solutions. The study highlights the issue of the needs for effective decentralization through the transfer of powers from the state to local governments in order to complete the reform of public administration in the country, thus strengthening the democracy and good governance at the local level. However, beyond the material and financial conditions there is the need to include decentralization as one of the priorities of the government. This leads us to conclude that decentralization remains an unfinished process in Mozambique, because, in spite of few exceptions, the transfer of skills is not effective and the entire country is not decentralized

The "modernization of the State" is a recurring theme of successive country leaders. The Reform of the State Territorial Administration (2010) is bringing about a lasting change in the organization of the State administration and decentralized services. Here we show its contradictory dynamics. First, the reform is based on certain objectives and tools of new public management (Hood 1981) : performance of public action, reduction of costs and staff, mergers of services, sharing of support functions, development of agencies, and digitization of public services. However, it neglects other principles of this doctrine : territorial expertise, evaluation of public action, territorial nodality, collection of information on social issues, and bottom-up feedback. The reform strengthens the decentralized regional level, which is in charge of steering, leading, coordinating, observing and evaluating public policies (in particular the DREALs and DRJSCSs). But development of this rare, high-level expertise faces many challenges : training civil servants to carry out these new missions, uncertainty generated by the dissociation between regional (maintained under ministerial supervision) and departmental (supervised more closely by the prefecture) decentralized services, competition for legitimacy between weakened decentralized services, strengthened agencies (notably in their budgetary prerogatives) and territorial authorities benefiting from transfers of competencies. “Déconcentration” appears to be declining in the French system, while the links between the State and local decentralized authorities are underused. Finally, the reform conveys a deeply institutional, centralized vision and methods : with negotiations at the top of the State, top-down application logic, short timescales, strengthening of prefectoral supervision, hierarchical coordination, and institutional isomorphism. Focused on the institutional project, the reorganization excludes a reflection on local expertise, professional content of projects, and partisan mutual adaptation between stakeholders. There have been successive reforms, which have had a lasting impact on the sense of action and autonomy of professional groups in the field, causing many agents to suffer, and leaving the services in uncertain and transitory situations. It is therefore doubtful that the overall objective of public performance of the reform will be achieved. Our analysis of public sector work is based on a triple focus on institutions, organizations and professions. Thus, we show that the concrete work of the agents of these merged decentralized services has been overlooked in the reforms. This thesis illuminates the current situation of tensions in the administrative field, between the "modernization" carried out by the executive government, the Ministry of the Budget, the "Nobility of the State" (high ranking officials) on the one hand; and on the other hand, the competition between various sectoral ministries and territorial services to maintain their functions and their vision of the State. Here we use three public policy analyses to address this issue. In the new field of "social cohesion", we show that the convergence of sheltering and access to housing policies for disadvantaged people is mainly carried out at the departmental level (the case of Ile-de-France is not studied). Our study of the elimination of the Popular Education and Youth Adviser role (CEPJ) raises the question of how knowledge and expertise can be maintained in advising and communication about territorial issues within the State. The case of housing energy renovation policies presents a complex landscape, located between several public policy sectors (housing, energy-climate, industry, and social policies), clearly illustrating the difficulty inherent in coordinating the many existing national and local mechanisms in the field of "sustainable development" or "energy transition"

В диссертационной работе разработаны теоретико-методические основы управления финансированием публичных экологических услуг как предпосылки совершенствования системы территориального природопользования. Основываясь на исследовании экономико-правовых основ регулирования системы территориального природопользования, обосновано выделение в ее составе общего природопользования, управления которым базируется на использовании подходов, характерных как для публичного, так и для приватного секторов экономики. Универсальной категорией системы общего территориального природопользования определена публичная экологическая услуга, содержание и методологическое значение которой учитывает специфику сферы услуг, публичный характер и экологическую направленность деятельности в сфере территориального природопользования, а также особенности финансовых потоков, опосредствующих эту деятельность. Система управления финансированием публичных экологических услуг, построенная на принципах мериторности, комплементарности, субсидиарности, целенаправленности и адресности объединяет совокупность взаимосвязанных функций, методов и организационных форм управления, которые обуславливают механизмы формирования, распределения и использования фондов денежных средств с целью предоставления публичных экологических услуг. Объективный приоритет бюджетного финансирования публичных экологических услуг определил необходимость усовершенствования механизмов трансфертного финансирования, которые предложено осуществлять путем закрепления в общем фонде местных бюджетов расходов на финансирование публичных экологических услуг. Расчетный объем таких расходов предложено определять как произведение финансового норматива бюджетной обеспеченности, численности населения территории, индекса комплементарности финансирования и корректирующих коэффициентов, учитывающих тенденции и темпы ухудшения экологического состояния территории, а также эффективность реализации экологических программ. Методологической предпосылкой построения системы управления финансированием в сфере территориального природопользования определена комплементарность как сочетание элементов системы, позволяющие усиливать их собственные индивидуальные свойства. Поэтому планирование бюджетных расходов на публичные экологические услуги предложено осуществлять с учетом индекса комплементарности, величина которого зависит от динамики изменений объемов и структуры финансирования природоохранных затрат территории. Использование публичных и частных фондов финансирования публичных экологических услуг будет способствовать восстановлению окружающей природной среды, росту качества жизни населения, наращиванию финансового потенциала местного бюджета. Доказано, что наиболее эффективным инструментом предоставления экологических услуг является публично-частное партнерство, применение которого приводит к снижению рисков за счет их комплементарного распределения между участниками финансирования проекта. Предложенные в работе подходы к оценке оптимального распределения ответственности, ресурсов, доходов и рисков между участниками партнерства, учитывают как стоимостные, так и временные характеристики конкретных проектов финансирования публичных экологических услуг, тем самым создавая условия для эффективного и гибкого управления проектом. В соответствии с принципами комплементарности, мериторности и субсидиарности к организационным инструментам финансирования экологических услуг предлагается отнести адресные (экологические ваучеры), преференциальные (эколого-экономические зоны или зоны устойчивого развития) и неприбыльные (территориальные общинные фонды) инструменты. Local labour markets are characterized by mismatches, especially for people furthest from the job market. To solve these problems, public and/or private stakeholders implement policies that we shall call “Local Institutional Arrangements” (LIA). The aim of our research is to develop an institutional analytical framework of the LIA which complements “outcome evaluations” by focusing on “monitoring evaluation”. Our methodology takes into account the existence of relationships of trust, of incentive/control systems, and of local and global institutional environments. It allows us to analyze stakeholders' coordination within LIA. We use our analytical framework to assess two LIA : the Poitou-Charentes region vocational training policy, “Service Public Régional de Formation professionnelle”, and the social experiment “Groupement d'Activités” in Nantes/Saint-Nazaire and Touraine. Beyond the results concerning each arrangement, we observe two main regularities. The development of broadband and mobile telephone is studied for the last two decades of the XXth century in the French metropolitan area. Three infrastructures levels are used as observatory levels to discern structuring effects of telecommunication networks on territorial activities : physical level, consumption level and legal administrative level. The analysis shows that, if a division between well and poor-industrialized French regions has traditionally been perceived in the three decades following World War II, such a regional partition can also be distinguished for high performance and mobile networks after 1980. A spatial analysis and a set of economic and sectoral indicators reveal several oppositions, particularly a north-south territorial division
