Abstract:
In this paper, a study is conducted on the impact of the lean management concept on the activities of territorial authorities in the conditions of the transformation economy based on a theoretical analysis of the application of Lean-concept techniques and technologies. The author examines the process of evolution of economic models, the peculiarities of their functioning, considers «lean management» as a method of increasing the efficiency of the activities of territorial authorities within the framework of the transformation of economic models in order to increase the socio-economic development of territories. Based on the analysis of implemented projects, scenarios for improving the operational activities of territorial government bodies are identified and analyzed according to the statistical reports of the regions of the Russian Federation, expert opinions. According to the results of the study, the author concludes about the role of the introduction of lean technologies in territorial administration bodies and the impact on the socio-economic development of territories.

Abstract:
After local elections were held in Ukraine in October 2020 based on the new territorial ground of communities and districts, all communities received equal competencies and basic opportunities to generate their capacity and development foundations (namely, the use of single terminology – rural, town, and municipal territorial communities). Nowadays, the authorities of territorial communities should continuously improve the management foundations and methods to create conditions for the dynamic development of the territory, since the competition among the territories is growing. The paper aims to examine and research the available approaches to marketing of territorial communities’ territories and develop recommendations on modeling the management of territorial communities based on territorial marketing as the most efficient way to manage communities to secure their competitiveness and sustainable development. The conditions to improve new approaches in the management of territorial communities, in particular based on the advantages of territorial marketing, strengthen the role of marketing tools in the development of communities, and improve their competitive ability and attractiveness were created in the context of finalization of the process of authorities and finance decentralization in Ukraine, local governance reform, and administrative-territorial reform. On this ground, the need to use the marketing approach to the development of territorial management foundations using the marketing complex (goods, prices, promotion, distribution) and supplementing it with the features of qualitative and quantitative characteristics peculiar to territorial communities in current conditions is emphasized. The conceptual scheme of managing the communities based on territorial marketing using well-known elements of complex management like analysis, planning, organization, motivation, and control is suggested and substantiated.

Cet article se propose de traiter des enjeux et défis de l’intercommunalité au Sénégal, en particulier dans le Niombato. Ce territoire, essentiellement rural, regroupe les communes de Toubacouta, Karang Poste, Keur Saloum Diané, Keur Samba Gueye et Nioro Alassane Tall constituant l’arrondissement de Toubacouta, dans le département de Foundiougne, région de Fatick. Il est une belle illustration des enjeux de l’intercommunalité au Sénégal, où la réforme de l’Acte 3 de la décentralisation initiée en décembre 2013 fait de la cohérence et de la gouvernance territoriale des outils de la viabilité et du développement des territoires. La méthodologie combine recherche documentaire, enquêtes de terrain à partir de guides d’entretien et un questionnaire adressé aux ménages et des observations participantes. Les résultats font, d’abord, ressortir la pertinence du Niombato comme cadre d’intercommunalité compte tenu de son caractère homogène et de ses interdépendances territoriales avec l’existence de fortes interactions spatiales, sociales et économiques. Ensuite, l’étude révèle l’existence d’un cadre formel d’intercommunalité qui traduit la perception des enjeux de la part des acteurs territoriaux et de leurs partenaires de l’intérêt de se doter d’un outil de gouvernance territoriale. Enfin, les résultats soulignent l’existence de plusieurs défis politiques, juridiques, techniques et financiers qui plombent la fonctionnalité de la structure intercommunale. L’étude conclue ainsi à la nécessité d’une volonté politique des acteurs territoriaux, notamment l’Etat et les collectivités territoriales pour relever les défis et faire de l’intercommunalité du Niombato un outil de gouvernance et de développement territorial. This article looks at the issues and challenges of intercommunality in Senegal, with particular reference to Niombato. This essentially rural territory comprises the communes of Toubacouta, Karang Poste, Keur Saloum Diané, Keur Samba Gueye and Nioro Alassane Tall, which make up the Toubacouta arrondissement, in the Foundiougne department, Fatick region. It is a fine illustration of the challenges of intercommunality in Senegal, where the Act 3 decentralization reform initiated in December 2013 makes territorial coherence and governance tools for the viability and development of territories. The methodology combines documentary research, field surveys using interview guides and a questionnaire addressed to households, and participant observations. The results highlight the relevance of Niombato as a framework for intercommunality, given its homogeneous nature and territorial interdependence, with strong spatial, social and economic interactions. Secondly, the study reveals the existence of a formal framework for intercommunality, reflecting the perception of the issues at stake on the part of territorial players and their partners, as well as the interest in adopting a territorial governance tool. Finally, the results highlight the existence of a number of political, legal, technical and financial challenges to the functionality of the intercommunal structure. The study thus concludes that the political will of territorial players, in particular the State and local authorities, is needed to meet the challenges and make the Niombato intermunicipality a tool for governance and territorial development.

Abstract:
Territorial marketing is a marketing orientation created on the basis of other trade kinds of marketing, i.e. industrial marketing, service marketing and social marketing. The idea of territorial marketing assumes that local authorities direct their activities to specific target groups in order to satisfy their needs and ensure that they are provided with the most comfortable environment to live and run a business. Whilst creating a particular policy, local authorities take into consideration the creation of favorable living and working conditions, especially for inhabitants, investors, and tourists. It becomes more and more common that a territorial unit is perceived as a “company”, which has to be managed properly and requires right communication with its stakeholders and good relations with the media. On the basis of the analyses presented in the paper, it is assumed that territorial marketing, although it’s a relatively new marketing trend, is going to grow in importance as it enables territorial units to work and develop efficiently.

Abstract:
Introduction. It is extremely important to improve the management of territorial development and to determine the priorities of state regional policy and to harmonize national, regional and local interests. At the present stage, the institutional support for the development of territories is characterized by the slowness of state measures to implement reforms, the inconsistency of regional and local development and «point» bills. Therefore, today there is an urgent need to explore the essence of institutional imbalances and their impact on the management of territorial development.Purpose of the research. Research of defining features of the development of territories, the characteristics of the evolutionary transformations of the state regional policy of Ukraine and the definition of institutional imbalances in the modern management model and their impact on the development of territories.Research methods. To achieve this goal, the following research methods were used: system analysis, systematization, generalization - to identify signs of development of territories; chronological - to study the peculiarities of the evolutionary transformations of the state regional policy of Ukraine; institutional analysis - to determine the impact of institutional imbalances on the development of territories.Results. The signs of the development of territories are highlighted, namely: the impact of the development of territories on the national economy as a whole; rational use of various territorial resources through effective institutional mechanisms and management tools; development is always associated with the spatial organization of the territory; the real development of territories is based on partnership relations between public authorities, business representatives and the public. The features of evolutionary transformations and the current state and specificity of the state regional policy of Ukraine are investigated: from smoothing disproportions in regional development and solving point chronic problems to socio-economic cohesion and unity of the country and sustainable growth in the quality of human life, regardless of where he was born, where he lives now and where he will live in the future. It has been proved that decentralization is primarily due to the declared state regional policy, which determines the scale and pace of reforms, and that the relationship between decentralization and the development of territories is ambiguous, since in the context of the new state regional policy, the problems of institutional support for managing the development of territories lead to a number of contradictions and imbalances. , namely: the formation of a hierarchical system of regional and local authorities has not been completed; low involvement of state authorities and local self-government bodies at the district and regional level in the processes of organizing cooperation between territorial communities; lack of a full-fledged system for monitoring the impact of reforms on the development of territories; inadequate participation in the territorial development management model of the Regional Development Agencies; the development of territories requires not only their effective functioning, but also ensuring economic security. It has been determined that the development of territories requires both the effectiveness of measures of state regional policy and the development of local authorities, since the decentralization reform itself will be perceived as an expansion of the powers of local authorities, and therefore the ability of local residents to develop, finance and implement local policy.Perspectives. In the conditions of realization of the new state regional policy the prospects of further scientific researches are directions of improvement of institutional maintenance of management of development of territories.

Abstract:
The article discusses the main issues related to the implementation of the powers of heads of territorial communities in the context of the legal regime of martial law. The authors identify problematic issues and challenges faced by local authorities in connection with the full-scale invasion that did not exist in peacetime, as well as those that remain unresolved by Ukrainian legislation. Cases of capture of heads of local self-government bodies and the features of their resistance to the occupiershave been analyzed.Special attention is focused on the relationship between the activities of local authorities and military administrations created in connection with the introduction of martial law. The authors conclude that the simultaneous functioning of local authorities and military administrations, which substitute each other’s powers, is somewhat illogical. The possibility of unauthorized termination of the powers of heads of territorial communities, in particular those located in occupied territories, and the possibility of fulfilling the duties provided by law by the head of a territorial community at a timewhen the enemy is trying to occupy or has already occupied a settlement, are analyzed. The authors note the importance of constitutional values such as life, health, honor, and dignity of every person and emphasize that the possibility of heads oflocal self-government bodies performing the duties provided by law is possible only when there is no threat to life and health. The authors also analyze the expansion of the powers of heads of territorial communities and emphasize the need for furtherelaboration of legislation on this issue. The issue of restoring local self-government in the de-occupied territories is studied, and in this context, foreign experience, in particular the Croatian model of reintegrating de-occupied territories, is analyzed.The practical implementation of foreign experience on the territory of Ukraine during the post-war period is also analyzed. The article also focuses on the importance of implementing the action plan of the Ukrainian authorities after victory and the returnof all occupied territories.

Abstract:
«The Statute on the provincial and district local government» (1864) started a significant social and economic changes in the country. Before the introduction of zemstvo self-government the organization of health care was administered by various departments. So there was no unified system of health care provision. With the introduction of the territorials authority in the area of «national health» were divided between governmental and territorial authorities. State management covered issues of sanitary improvement and anti-epidemic measures. The task of medical care organizing was on the territorial self-government, although they did not have sufficient administrative permissions. Throughout the whole period of activity the territorials created various administrative authorities for the organization of the effective system of management: the provincial and district councils of public health, provincial and district committees of public health, medical boards. Financing of the health care system was negligible in the early years of territorials. It was carried out from the provincial and district territorial budgets, with major financial expenses fell on the county local governments. They paid for the costs of the medical personnel and medical facilities, carrying out sanitary measures. Most of the funds were spent on treatment measures. The organization of an emergency anti-epidemic measures in case of the threat of spreading epidemics as well as the organization of mental health care and provision of the provincial hospital and paramedic school were funded from the provincial budget. The amount of financing of the territorial health care increased almost annually, reflecting the strategic importance of the health care sector for territorial self-government.

Abstract:
The article examines the history of the administrative–territorial division of the Russian Northeast in the first half of the twentieth century. The importance of this research stems from the need to analyze the historical experience information of administrative divisions against the background of developing modern federated relations. Chronology wise, the article deals with the period from the year 1917 until the establishment of the present-day boundaries of Magadan Oblast. The article analyses specific aspects of administration in the constituent territories of Magadan Oblast, based on their remoteness from the central authorities, and their economic value. Development of territorial public authorities in the Northeast during the said period was politically motivated. The Civil War saw territories being transferred to the jurisdiction of opposing forces, which affected the administrative division and the system of government authorities. The Institute of the administrative–territorial structure was aimed at the implementation of state functions in connection with certain goals and objectives of a specific historical period of development. The implementation of national policies mediated the creation of national districts. The need of the state for mineral raw materials during the period of industrialization and during the Great Patriotic War led to the creation of special extraterritorial education — Dalstroi. A special period in the history of the region was the Dalstroy era — so-called “Special Combine”, during which a two-level authority system was developed. The administrative–territorial structure was defined by functions of the state, and goals and objectives of the specific historical period. The territorial model of public authority in the Northeastern region fit within the historical context of the country’s contemporary situation.

Abstract:
Cooperative competition – coopetition – is a phenomenon whose influence extends to the sphere of territorial public management. Based on an initial questionnaire conducted among 252 territorial authority managers, an exploratory case study on inter-municipal cooperation in France’s Rhône-Alpes region, and an in-depth follow-up survey among 10 leaders, we analyse why and how cooperation between territorial authorities is advisable, despite the potential political rivalry between local elected representatives and the specific challenges of each territory, provided that they respect the principles of equity in governance and avoid conflicts of interest when managing their teams. Points for practitioners Our research shows the benefits of cooperation between competing territorial authorities, provided that they respect the principles of equitable management. This implies the need to distribute power equally among partners of all sizes, to take decisions collectively by a majority, or even unanimously when it comes to a change of governance, and not to infringe on the prerogatives of each partner, unless added value can be gained from pooling the efforts of territorial authorities.

Abstract:
The purpose of this article is a theoretical and methodological analysis of the development of the institution of partnership of power, business and community as a mechanism for increasing the capacity of the united territorial communities to resolving of local issues. The main сonclusions and results of the research are used in the educational process in the development and teaching of normative and special courses "Economics and Governance" and "Decentralization and Development of Territorial Communities" at the Tavrida National V. I. Vernadsky University for the students of the Master's program "Public Management and Administration". The concept of the capacity of the territorial community as an ability to perform the functions entrusted by the legislation directly to the community and local self-government authorities with regard to ensuring its life and development is defined. The configuration of the capacity of the territorial community has been substantiated, its components (internal and external capacity) have been clarified. The functioning of the institution of partnership between the authorities, the private sector and the community is considered as an important part of the capacity of territorial communities to decide local issues. It is proved that strengthening the local economy, the competitiveness of the territories, increasing investment and improving the quality of life requires understanding of the processes of local economic development and taking strategic action in a changing, and increasingly competitive, market economy. It has been determined that the role of the state as an important participant in partnership with local governments, with territorial communities and the private sector is becoming more and more significant. The main results of this article can be applied by public authorities, local government authorities, research centers and institutes, and higher educational institutions.

Abstract:
The segmentation of the public interest through the specialisation of the powers of local authorities has made public action more complex. The concept of collective territorial interest could be an interesting way of collectively reorganising the ways in which public institutions act. The territorial collective interest is based on the idea of a new conception of the territory, seen as dynamic and evolving. It is based on cooperation between all the public and private players in the area. It is organised around open, collaborative governance and is formally embodied in a regional project co-constructed with civil society. More than just the sum of local public interests, it would give new meaning to the actions of local authorities and improve their effectiveness in meeting the needs of local residents and stakeholders

Abstract:
The paper is devoted to the monitoring the corruption-generating factors and the effectiveness of measures aimed at preventing corruption in tax authorities. The authors study crimes of corruption in tax authorities and point out that they are mainly committed for financial gain in the process of communication with the taxpayers - both physical and juridical persons. The authors highlight the systemic character of the Federal Tax Service's work to prevent crimes of corruption which makes it possible to identify both the violations committed by territorial tax agencies and the drawbacks of departmental normative legal acts. The article also examines the work of Commissions on the observance of federal employees' code of conduct and the regulation of the conflict of interests; Commissions work in the territorial tax authorities, analyze and classify both formal (procedural) or essential violations. The authors pay considerable attention to the control over the expenses of territorial tax authority's employees. There are numerous violations in this sphere: insufficient and incomplete character of used measures, formal approach to their organization and implementation, absence of necessary proof. The authors offer recommendations on the procedure of controlling expenses that allows to stop possible corruption offences. They also analyze the profit-related motivation of territorial tax authorities' employees committing crimes of corruption, its connection with the salary levels of state employees and make recommendations on developing comprehensive measures to prevent corruption in tax authorities, including the introduction of the system of social benefits for state employees. In conclusion, the authors present recommendations on the practical application of the monitoring results.

Abstract:
The article is devoted to the problem of correlation, on the one hand, mobility, on the other hand, the stability of the powers of the authorities and public-territorial entities. The author argues that the excessive flexibility of constitutional legislation in this area can call into question one of the fundamental principles of constitutionalism, which consists in the need for sustainable autonomy of public-territorial units. Powers can be redistributed from the center to the periphery and in the opposite direction in a variety of combinations. At the same time, it is important that this movement does not lead to the absolutization of the central government, blocking of political and territorial autonomy, exclusion of the subjects of the Russian Federation and municipalities from social and political life, their transformation into some kind of “driving belts” of the will of the central authorities without taking into account the needs and interests of citizens, living in the respective territories.

Abstract:
Efficiency of public authorities’ decentralization in Ukraine depends on the coherent reforming, development and activity of three social subsystems: public management, local governance, civil society. Reforming of local governance and authorities’ territorial organization based on decentralization causes new managerial challenges for central and regional authorities and local governments, including the united territorial communities (UTCs), which acquire new much broader competences and stronger financial capacity. The paper aims to define the ways to provide sustainable balanced development of united territorial communities based on the analysis of the dynamics of their forming and the rates of their efficiency. The dynamics of forming of united territorial communities is analyzed. The author reveals that it is stipulated to a great extent by the fact that law provides only for voluntary consolidation, which will further slow the process down and cause some problems. The paper explains the statement that maximum attraction of civil society institutions and business representatives to cooperation on partnership basis is an important way to improve the efficiency of local governance and form the capacity of territorial communities. The author notes that the substantial gap in the efficiency of united territorial communities is stipulated by their initial conditions and the level of available management. The paper proves that achievement of financial capacity for territorial communities is possible through filling the local budgets with revenues from single tax, fuel excise, land fee and other own income rather than solely through individual tax. The priority activity directions of local governments on strengthening of financial stability and independence of local budgets are defined. The role of prediction of changes in the structure of territories’ population in spatial development for securing of sustainable balanced development of united territorial communities is determined.

Abstract:
The article examines the legal aspects of the legal regulation of cooperation between local self-government bodies (territorial communities) of Ukraine and territorial communities of foreign countries — subjects of cross-border cooperation. Several aspects of the essence of cooperation of territorial communities with municipalities of European countries and among themselves are revealed. It has been established that local self-government bodies carry out their activities in accordance with and within the limits of current legislation, both national and international treaties. Basic international legal acts and legal acts of Ukraine regulating the process of functioning of local self-government bodies, in particular in the field of cooperation, define the list of functions and powers exercised by such bodies themselves and independently, determine the role and place of territorial communities in the development of cross-border cooperation. Mechanisms and forms of community cooperation were analyzed, as well as recommendations were given for improving legal regulation. The article is devoted to the analysis of current legislation in the field of community cooperation, as well as prospects for its improvement.

The purpose of this study is to study the organization and the main stages of the activities of the central and regional bodies of Soviet power to solve the problem of the administrative-territorial structure of Siberia in the 1920– 1930. Objectives of the study: 1. To reveal the relationship of Sibrevkom with the central and local bodies of Soviet power. 2. To investigate the project of Sibrevkom on the administrative-territorial division of Siberia. 3. To analyze the main stages of the transformation of the administrative-territorial structure of Siberia in 1920–1930. The object of the study is the administrative-territorial bodies of Soviet power on the territory of Siberia in 1020–1930. The subject of the research is the activities of the party and Soviet bodies to solve the problem of the administrative-territorial structure of Siberia in the first post-revolutionary decades of Soviet power. The article notes that the beginning of solving the problem of the administrative-territorial structure of Siberia was laid by the creation, by decision of the All-Russian Central Executive Committee of August 27, 1919, of the Siberian Revolutionary Committee (Sibrevkom) as the authorized body of Soviet power to maintain revolutionary order in Siberia and lead all administrative-territorial bodies local authorities. The activities of the central bodies of the party and Soviet authorities in the search for optimal forms of government in Siberia are revealed in the main stages, determined by economic and political factors. At the first stage in 1923–1924. volosts were transformed into districts, which made it possible to bring authorities closer to the population and take into account their general economic needs. At the second stage (1924–1925) districts were created as administrative units, which included several districts each. The stage ended with the formation of the Siberian Territory, the highest administrative body of which was the Siberian Regional Executive Committee. In order to more effectively manage the territories of Siberia, at the third stage, which ended in 1930, Sibkrai was divided into the West Siberian and East Siberian territories. Taking into account the interests of Soviet, economic and public organizations, at the fourth stage in 1934, territories and regions were created, including the Krasnoyarsk Territory on December 7, 1934. Thus, the changes in the administrative-territorial structure of Siberia were based on socio-economic and national factors. The process of searching for optimal forms of governance in Siberia was completed with the formation of regions and territories, and thus an attempt was made to find the balance of power between the regions and the center necessary to solve the problems of a particular time.

Abstract:
Since 2003, the administrative-territorial division in Russia existed as part of rural and urban settlements, municipal districts, urban districts, intracity territories. This system of territorial division showed its ineffectiveness in terms of the timeliness of solving local problems and the quality of territorial planning, since local authorities constantly experienced personnel "hunger," lack of funding. In addition, external and internal migration of the population contributed to the change in population density in certain territories, to the demand for existing objects of social, engineering and transport infrastructure. Since 2019, municipal districts have been introduced, which, according to the criterion of population density and with the consent of citizens, unite rural settlements. Accordingly, changes are predicted in the compilation of territorial planning documents - master plans for rural settlements. The main problems of drawing up and applying master plans for the development of territories were considered, the economic effectiveness of creating municipal districts in the context of territorial planning was justified on the example of one of the districts of the Udmurt Republic. Centralization of management will save budget funds, establish information collection and optimize territorial planning processes, update and create new master plans for the development of territories, and increase the investment attractiveness of territories.

The purpose of this article is a theoretical and methodological analysis of strategic planning of the united territorial community in conditions of decentralization of power and local self-government reform. The methodological basis is the general aspects of the economic theory and theory of public administration. Methods of research are based on general scientific and special methods of cognition. System, structural and evolutionary approaches are used to identify the essence of the categories "territorial community", "the capacity of the territorial community" and "strategy of development of the territorial community"; the methods of analysis and synthesis allowed to reveal the peculiarities of strategic planning of the development of the united territorial communities, the abstract-logical method was used for theoretical generalization and formation of conclusions. The main aspects and results of the research are applied in the educational process in the development and teaching of normative and special courses "Economics and Governance", "Decentralization and development of territorial communities", "Public-private partnership" at the V.I. Vernadsky Taurida National University for the master's students Public Administration program. The scientific novelty is as follows: 1. With the addition of systemic, structural and evolutionary approaches, it is found that the definition of the term "territorial community" should take into account historical, territorial, ecological, sociological, selfgoverning, economic and political aspects. The concept of "capacity of a territorial community" is defined as the ability to perform the functions entrusted by the legislation directly to the community and local self-government authorities to ensure its life and development. The configuration of the capacity of the territorial community was substantiated, its components (internal and external capacity) were clarified. 2. The principles and stages of strategic planning of the development of a united territorial community under conditions of decentralization of power and local self-government reform, which are important for the success of the strategic planning of territorial development are considered. It is proved that the principles should be considered in close connection with a certain stage of the strategy of the development of the united territorial communities. The algorithm of strategic planning of the development of a united territorial community based on the principles of strategic planning of sustainable development of territories is proposed. 3. It is grounded that the effectiveness of the strategy of the development of united territorial communities depends to a large extent on the way of its development. Practical experience in creating strategies in Ukraine has identified five methods for developing strategic plans for the development of territories, of which the long-term partnership method (three partnerships between government, community and business) with the participation of experts is most effective. This description of each method is given, their strengths and weaknesses are determined. 4. It is grounded that in the conditions of the reform of local self-government the issue of formation of updated (project) competencies of local self-government employees becomes relevant. At the present stage, the demand for a new style of thinking of managers is being formed, the continuation of which is an updated organizational culture of management, the traditional qualifications of today's local government officials are not enough to work in new environments where the project becomes a leading tool for change, achievement of goals, funding unit and one the main means of attracting additional resources to the united territorial communities. The main results can be used by public authorities and authorities, local government authorities, research centres and institutes, and higher educational institutions (proposals for the organization of strategic planning of the development of united territorial communities through institutions of mediation of power, business and community).

The article is devoted to topical issues of power decentralization and the development of local government. The aim of the research is to identify challenges for local governments in the implementation of the decentralization reform and to develop proposals for the spatial development of territorial communities. Abstract:
Abstract The article is devoted to the issues of improving the ecological condition of territories. territorial development is a complex and multifaceted issue. One of the main priorities of territorial development today is the issue of ecology. Environmental problems are global in nature. However, their solution belongs to the competence not only of international environmental organizations, but, first of all, of central authorities at the state level and territorial communities at the local level. One of the effective methods of analysis of the ecological condition of the territory for further development of mechanisms for cleaning the environment is the Habitat method. The methodology is proposed by the UN and is actively implemented to analyze the ecological status of territories. The article analyzes some elements of the methodology of assessment of territories, gives an example of analysis of territorial development of one of the cities of Ukraine. Based on the analysis, an algorithm for assessing the ecological condition of the territory has been developed and ways to form environmental policy at the territorial level through the formation of effective mechanisms for public management of territorial development have been proposed.

Introduction. The process of fiscal decentralization contributes to the transformation of territorial communities and local authorities into full-fledged members of the system of financial inter-connections. Territorial communities have individual financial interests. The need to protect them is at the heart of creating a safe environment for the functioning of territorial communities. However, financial security of territorial communities as separate economic units is not given enough attention to Ukraine. Instead, a more general notion is explored which isfinancial security of the regions. Purpose– theoretical substantiation of author's view on the content and structural components of the financial security of territorial communities, its place in the system of financial security of territories and the state as well as systematization of main threats to the financial security of communities in the context of implementing the budget decentralization policy. Results. The definition of financial security of territorial communities is substantiated. It is based on the protection of the financial interests of territorial communities. The features of financial interests of territorial communities are derived. Components of financial security of territorial communities are characterized. These include budget, tax, debt and investment security. The main threats to the financial security of territorial communities are analyzed and systematized. They are a result of imperfect institutional environment for local self-governments and the integration of territorial communities as subjects of a single (national) economic system. Furthermore, the threats are connected to the peculiarities of the territorial economy, communal infrastructure, the level of public consciousness and financial responsibility of heads of local self-overnment bodies. Conclusions.The financial security of territorial communities should be investigated as a part of the financial security of regions. Achieving a desirable state in practice requires synergy with the financial security of households and business entities located on the territory concerned. It is also necessary to seek coordination of financial interests of various territorial ommunities and the state as a whole.Local governments and central authorities are responsible for creating a safe financial environment for the functioning of territorial communities during budget decentralization. It is necessary to improve the mechanism of inter-territorial redistribution of financial resources.The list of potential threats to the financial security of territorial communities should be identified in the process of strategic development of territories and the use the SWOT-analysis for this purpose.

Abstract:
It is shown that the pandemic in Ukraine has caused new challenges and increased the risks to the sustainable progress of territorial communities, and quarantine measures have deepened the negative trends in strengthening of their financial capacity. The processes of formation and use of financial resources of territorial communities of Ukraine in the conditions of a pandemic are analyzed. Emphasis is placed on the peculiarities of the COVID-19 crisis at the local level (asymmetric impact on the development of territories, negative financial and economic effects, uncertainty in financial and management decisions). The tendencies of pandemic influence on financial indicators of territorial communities in the context of selected groups (cities of regional significance, urban, settlement and rural territorial communities) are revealed: reduction of financial support of local budgets from the state budget, slowdown of growth of tax revenues on basic taxes; reduction of financial resources to ensure the economic development of territories, etc. Problems that negatively affect the strengthening of financial capacity of communities are identified, including: lack of vertical coordination and coordination of actions of public authorities and local governments in addressing the effects of the pandemic and ensuring the development of territories; unsystematic nature of the reaction of local authorities to the crisis; excessive orientation of local governments to finance social expenditures and delegated powers while reducing the amount of economic direction; low communication of local governments with residents of communities (especially rural) in the conditions of remote work. The influence of cognitive, social and psychological factors on decision-making is proved, which is peculiar both to individuals and groups of persons in the part of: substantiation of non-systemic character and short-term perspective of reaction of governing bodies of different levels to the crisis; underemployment of hired workers; establishing systematic communication between the authorities and residents; formation of effective mechanisms of interaction and support of citizens taking into account behavioral representations of people.

This article is a response to the request of the government, society, and business for improving efficiency of the work of territorial branches of federal executive authorities and the quality of the services rendered, which are particularly associated with the formation of transparent and clear mechanisms that meet modern requirements, as well as the creation of the fundamentally new level of development of territorial branches of federal executive authorities aimed at improvement of the entire system of executive branch. The goal of this work lies in the analysis of existing legal practice and outlining the ways for improving the autonomous institutions of legal responsibility. Leaning on the analysis of law enforcement practice of bringing to responsibility of the heads of territorial branches of federal executive authorities, the author explores the legislative gaps that lead to imbalance of sanctions for committing offences, and offers measures on elimination of such gaps. Based on examination of the institution of disciplinary responsibility, which is considered as a mechanism for deterring and preventing more serious offences, the author makes recommendations on formation of a single information field for interaction of oversight bodies and personnel department of the federal executive authorities. This article is the first stage of extensive work on elaboration of measures aimed at improving efficiency of the territorial branches of the federal executive authorities.

It was noted that in order to ensure the implementation of the provisions of the Concept for the reform of local self-government and the territorial organiza- tion of power in Ukraine, a district council of representatives of OTG should be formed in such a structural unit, which will provide the main powers of lo- cal government bodies at the district level. The district council should establish its own executive body, which should be under its control and accountable. The system of central executive authorities in the newly created administrative unit (rayon) may be represented by the relevant body set up by the Cabinet of Minis- ters of Ukraine, whose functions should include the coordination of the activities of the territorial units of the executive power on the ground and control over the targeted and effective use of the State budget funds that will be received on the development of the respective territories. The Constitution of Ukraine provides an opportunity to combine the municipal facilities and the funds of budgets for the implementation of joint projects or joint funding (maintenance) of municipal companies, organizations, and institutions, and create the respective managing bodies and services. The opportunity is implemented based on the adoption of the relevant legislation. In 1997, Ukraine ratified the European Charter of Local Self-Governance, which grants a right to local authorities to cooperate with other local authorities while performing its competences to accomplish the tasks that are of the common interest. The paper aims to research the efficiency of the use of the mechanisms of the territorial communities’ cooperation in conditions of the authorities’ decentralization. The paper analyzes the regulations directed at the support of cooperation between the territorial communities in conditions of the authorities’ decentralization. The features of cooperation between the territorial communities are outlined. The statistical information is monitored, and on this basis, the information on the condition of cooperation between the territorial communities in Ukraine in 2015-2019 is grouped and characterized. The conclusions on such cooperation are made. The mechanisms of cooperation between the territorial communities are examined. The advantages and positive effects that the communities can obtain in case of efficient cooperation are determined. The nature of joint projects is defined. The conceptual scheme of a territorial communities’ cooperation project is constructed. The ways to overcome the problems and measures to activate the cooperation between the territorial communities are suggested. The projects of communities’ cooperation as a tool to consolidate resources and accomplish the clearly defined objective are proven to be the ground for optimization of the administrative and territorial structure of the country, overcoming the depressive condition of certain areas, and creation of growth poles.

Abstract:
The research was conducted in order to study the existing forms of regulation of territorial and industrial relations and determine on this basis the directions of small and medium-sized businesses with large agricultural formations, municipal government bodies and other institutions located in a specific rural area. Taking into account the economic practice that has developed in recent years, the following main types of territorial-industrial relations are identified. The first type is associated with large-scale investment of financial and industrial groups in new production, with the introduction of new resource-saving technologies. The peculiarity of such territorial-industrial relations is the emergence and development with the significant participation of Federal and Republican state authorities. The second type is territorial-industrial and socio-economic cooperation of small and medium-sized businesses with large organizations of various industry specialization and different forms of ownership. And, finally, the third type of relationship is cooperation of small and medium-sized businesses, as well as integrated formations with municipal authorities in the formation of local budgets, as well as in solving socio-cultural and other General territorial problems. At the present stage of development of agriculture and rural territories, at least three directions of formation of contractual territorial-production structures have been identified: economic associations; consortia created by interested enterprises and organizations; associations for coordination and cooperation. The listed territorial and production structures of interaction of small and medium-sized businesses with large agricultural formations, municipal government bodies located in a specific rural area, lead to inter-organizational relations in rural areas, which become regular and stable, contribute to the solution of socio-economic problems

Abstract. Introduction. Participants of the territorial community are united by a common territory of permanent residence, social interaction with each other, common territorial interests and needs of local significance, self-identification, common values and historical events, communal property, etc. Purpose. The purpose of the article is to deepen the theoretical and methodological foundations of the organization of socio-economic development of territorial communities. Results. The main shortcomings in the functioning of territorial communities are highlighted, among which: the presence of differences in the priority needs of communities and actions by local authorities to meet them; lack of a coordinated feedback mechanism with the local population; insufficient level of quality of services provided by local authorities; insufficient number of employees in local authorities. It is emphasized that the introduction of equal programs of socio-economic development is not rational because each region or community needs special, specialized actions by the authorities. The principles on the basis of which the voluntary association of territorial communities in Ukraine is formed are determined, among which: constitutionality and legality of the process of association of territorial communities; voluntariness of the subjects of the association; economic efficiency; state support; ubiquity of local self-government; transparency and openness; responsibility. Factors influencing the development, approval and implementation of programs of economic and social development of individual territorial communities are systematized, namely: political; ecological; financial and economic; social and others. Conclusions. It was found that the list of indicators of socio-economic development of the united territorial community should contain indicators that characterize the demographic situation; economic efficiency of the united territorial community; financial self-sufficiency; quality and availability of public services; creating comfortable living conditions. The structural elements of the plan of socio-economic development of the united territorial community are considered and it is emphasized that the main results of the plan of development of the territorial community should be published in regional media in order to adhere to the principles of transparency, openness and transparency.

Abstract:
The article reveals the algorithm of regional regulation of territorial development and analyzes the effectiveness of the socio-economic policy of the region. It is noted that the process of regulating territories contains goals of different levels of management, and responsibility for their implementation is assigned not only to the regional management apparatus, but also to municipalities and federal authorities. This is intended to help and eliminate possible gaps in the development of regions and their territories. Gaps in the functioning of regions depend on the macro environment, available resources, infrastructural and internal components of the region, which must be taken into account when planning and forecasting regional development, as well as when analyzing and assessing the economic climate and potential of a country’s economic entity. The sustainable development of the territories of the economic entity of the country and the region depends on the effective and efficient activities of all participants in market relations of municipalities and regional authorities, taking into account the territorial and spatial specifics of the population and society as a whole. It seems advisable to change the process of the project approach in the activities of the region and its territories, which requires certain changes in the operating conditions.

The article is devoted to the issues of territorial development, the role of local self-government bodies in ensuring the processes of planning and management of territories, the system of administrative control over territorial development. Territorial development has great state importance. The standard of living and income of the population are directly related to the resource, economic, technological potential of the territories and the system of territory management. Thus, the issue of managing territorial development by improving the efficiency of local governments is relevant. The article considers the main functions of local governments at the territorial level. The functional direction of territorial administration at the level of local self-government is regulated by the legal framework. The system of normative-legal regulation of territorial development processes, functioning of local self-government bodies are described in the article. The role of local governments, public authorities and the private sector in the implementation of territorial management policy and the implementation of a system of control over the adoption and effective implementation of management decisions on territorial development. The practical significance of the results obtained in the article is to determine the role of local governments in the system of territorial development. This is necessary to build a clear hierarchical system of territorial management at the level of local entities, regions, the state as a whole. The system will allow to distribute management functions, effectively monitor and control their implementation by introducing administrative control at different levels of implementation of management decisions.

Abstract:
Modern regional and municipal budgetary policy is characterized with the high level of centralization of the budgetary system. In order to search the internal reserves to improve budgetary policy at the territorial level, it’s interesting to consider it in the context of identifying and harmonizing the interests of territorial authorities, population and business. The paper considers the opportunities of coordinating the interests of territorial authorities and the population in the framework of such financial interaction mechanisms as self-taxation of citizens and initiative budgeting and also analyzes the use of “budgets for citizens” as a possible tool of information impact on the interests of residents. The author characterizes subjective factors, affecting the content of interests and analyzes certain aspects of the behavior finance concept as the basis for the investigation of these interests. The analysis made it possible to identify the contradictions in the interests of the territorial authorities, population and business structures and outline the ways for their harmonization.

The mayoral combined authorities created in England in the mid-2010s were hailed as a new form of territorial governance, tasked with driving economic growth in city regions. Much debate has ensued about the nature, potential and reach of the new organisations, located in a complex web of governance networks, but lacking an explicit policy rationale or clearly identified territorial boundaries. This article examines the funding and financial arrangements of the new bodies, as these embody the character of central–local relationships; these in turn are the critical influence on the activities and priorities of mayoral combined authorities in England. It argues that central government funding transfers are assuming a disproportionate influence on the functions and priorities of mayoral combined authorities, due to the metagovernance framework within which they operate. This incentivises them to develop into ‘grant coalitions’, seeing central funds as the only available route to local impact.

Methods. Methods of logical generalization; theoretical analysis; comparative analysis and hypothetical-deductive method were used in writing the scientific article. Results. Scientific hypotheses are put forward and the provisions of the concept of state regulation of territorial communities spatial development are substantiated: development of united territorial communities is possible only on the basis of a systematic approach to spatial, socio-economic development, improvement of local self-government and modernization of administrative-territorial structure; spatial and socio-economic development of the united territorial communities is based on providing the territories with the fixed own resources and the corresponding powers and responsibilities; territorial boundaries of communities should be formed on the basis of reasonable criteria for possible self-development; instruments of state stimulation and support of united territorial communities vary depending on their type; tools for patrol development of territorial communities are based on geographic information systems. It is proved that the state regulation of spatial development consists in the state information and educational; organizational; methodological and financial support for the development of territorial communities and in the state stimulation of self-development of territories. Conclusions. The main statements of this article will contribute to the formation of a balanced state policy of regulating the spatial development of united territorial communities on the principles of self-sufficiency.

Abstract:
The article deals with the issues of territorial branding as a tool for the strategic development of cities and regions. In the context of global globalization processes there is a rigid competition between territories for resources: human, financial flows, tourist flows. Understanding this issue by territorial communities, authorities in Ukraine led to the development and approval of marketing strategies of individual Ukrainian cities. The creation and widespread distribution of Ukrainian territorial brands will enable domestic cities, both large and small, rural areas and regions, followed by a chosen strategy, solve their social and economic tasks. The purpose of the article is to analyze the basic methodological principles that are used in the Ukrainian practice of territorial branding and its impact on socio-economic development. It is determined that the geographical position and global geopolitical role of the territory, natural resource potential of the territory, national-cultural features of the country and its regions, current visual policies and symbols of the territory are affected. Investigated that in today Ukraine there are clearly formed brands of territories that already make their positive contribution to the socio-economic Development of cities, rural areas and regions in general.

COOPERATION BETWEEN GOVERNMENTAL AND SELF-GOVERNMENTAL ADMINISTRATION DURING EXTRAORDINARY MEASURESThe system of territorial self-government is based on independence of its tiers — communes, districts and voivodships — which is expressed in their independence in two relational systems: between tiers within the system of territorial self-government, and between tiers of local self-government and governmental authorities. However, at the same time, independence does not exclude their cooperation in both relational systems because agreements, unions, and associations, in which tiers of territorial self-government participate, and also associations of tiers of territorial self-government with governmental authorities, allow for common performance of public tasks or for their delegation. The above-mentioned forms are not initiated without the will of tiers of local self-government and they do not build hierarchical dependency between their participants. The imposition of every extraordinary measure has a great influence on those relations because, despite the declaration of normal functioning of public authorities in case of the imposition of extraordinary measure, not only extraordinary competences of heads of the communes and starost’s in relation to entities functioning on the territory of their jurisdiction arise but also atypical relations between starost, commune head, and governor, and even between central authorities and starost. The aim of this article is to identify and analyze the mentioned relations which are provided by provisions of acts regulating conditions of imposition of every extraordinary measure.

The article is devoted to exploring new strategies for the development of the territorial community in the context of democratization and decentralization of public authority. There are such public institutions as regional state authorities, united territorial communities which carry out state policy in the respective region and promote the implementation of programs of territorial socio-economic development in close cooperation with economic entities. Small and medium-sized businesses are increasingly involved in the process of understanding and solving community problems. Public, management and production institutions are most closely related to ordinary citizens and should be the organizers of change on the territory, in the settlement and create a living environment that is flexible, comfortable and safe for citizens.In our study the analysis of the legal framework was conducted, the interpretation of key concepts on the outlined problem and practices implemented in the Dnipropetrovsk region were revealed. Topical issues of practical activity of public and business structures are the problems of cooperation development, forecasting and mutual trust creation during the implementation of infrastructure projects in the territory. After all, from a common understanding of the social problems of the territory, the formation of revenue and expenditure part of the budget, processes that will accordingly affect the positive efficiency of the development of the territory and increase the well-being of its citizens.The study has found that the level of cooperation between public authorities and economic entities depends on the pace of development of the territory, the solution of socio-economic problems, the creation of investment attractiveness and progress in creating a favourable environment for citizens. There will be no positive changes without transparency of relations, active involvement in partnership projects in community centres. Territorial development strategies, partnerships, and strategic outputs require the activity and professionalism of all participants in the planning and organizational processes, both government and community, and business. Consistent and transparent actions of the participants of the activity influence the effectiveness and success of the community in the implementation of infrastructure projects aimed at positive changes in life practices.

Abstract:
A number of public reforms have been underway in Ukraine for the third year, and administrative reform is of particular importance for a new level of state development, which aims to change the status of local authorities, accountability and content of their social work. Attempts to initiate public authority reform have been made several times, but political will has not been sufficient, the changes have been superficial: signboards replacement and re-subordination. As a rule, such actions did not change the old authoritarian system of government, the system and content of activity in government structures, and accordingly it changed only external factors, which as a result aggravated the situation in the regions, deepened the excessive centralization of territorial governance, violating European principles of self-government and budgeting. Gradually, we came to the state and tendencies that in the process of activity became a burden for state development, removal of local authorities from influencing real situation within the territory and the lack of strategy for its development. Local authorities, as usual, expected financial subventions from the central government to solve particular territorial problems (roads, social facilities, community improvement, etc.), local authorities were discouraged from solving territorial problems and deepened destructive processes (corruption, abuse in the financial sphere, deepening the processes of complication of social status of territories, etc.) It could not last long, substantial and profound changes in territorial management, redistribution of powers, financial resources and spheres of responsibility for the real situation should have been implemented. Responsibility and resources (material, financial) were transferred from the center to the local government level. The powers of the deputy and the chairman of the local community are now filled with specifics and responsibility for solving problems of social development within the territory. Democratization of the processes of public authorities activity from the center to the region outlined legal and practical problems regarding the competence and content of officials: the ability to communicate on certain aspects of community activity; analytical skills and practices; involving citizens in the process of preparing public decisions within the territory; strategies of activity and preparation of community work plans. The vision of the problems of the territory and the strategy of solving them becomes the key to changing the life practices of the community.

Among marketing tools, only promotion and advertising activities have been noted in use in surveyed municipalities. Local authorities rest passive when communicating to business - initiative always belongs to entrepreneurs.

Abstract:
The processes of decentralization of power in Ukraine contributed to changes in the urban planning system. The transfer of part of the management powers from central authorities to territorial communities determined the special attention of local aspects of development in the formation and implementation of strategic areas of territorial planning. The article examines certain aspects of regulatory support for the development and implementation of strategic plans at the level of territorial communities. The change in the population's requests for the formation of strategic guidelines for development has a socio-political and socio-economic basis. The article determined that after the start of full-scale military aggression, the development processes of territorial communities slowed down significantly, and in the territories where active hostilities are taking place, they stopped altogether. Large-scale destruction and damage to real estate, infrastructure, material and technical support of communal services, cultural-historical and architectural heritage, destruction of networks and highways as a result of military aggression will require the formation of new approaches to ensuring territorial planning processes. The article defines that the priority will be the need to restore the territories to create conditions for the peaceful life of the population. New challenges will need to be taken into account in the territorial planning system. Opportunities to update Soviet and post-Soviet planning systems and bring them in line with European standards is one of the key tasks of post-war reconstruction, which is analyzed in the study.

The article highlights the fact since 2017 the Territorial Defence Forces (TDF) have been a new branch of the Armed Forces of the Republic of Poland. It demonstrates that this formation has to be ready to achieve its tasks both during a military conflict (war) and in coping with non-military contingencies. The ‘Territorials’ are soldiers prepared to perform varied tasks utilizing their knowledge of the local terrain, with aid of the local authorities and communities. In giving the TDF their final form, a number of analyses as well as scientifically- based forecasting must be made. Conclusive decisions can only be taken bearing in mind that conditions and potential working environments will be undergoing constant changes.

AbstractThe execution of the reform in the public administration and its foundation on the democratic principles of the rule of law is an essential element of the economic-social reform in Romania. For this we have at hand the legal regulations of the European Charter from Torremolinos (May 20, 1983, Spain) and the Territorial Agenda of the U.E. (Leipzig, May 24-25, 2007). Those consist that territorial cohesion envisages a more special type of relationship, based on solidarity, such as solidarity between territories and regions, or between local and regional. This, according to the aforementioned regulations, should involve ensuring better living conditions and quality of life, oriented towards local and regional potential, regardless of where people live - either in the area of central Europe or on the outskirts of Europe. In this paper, we will start from Europe’s model, from its regions, from the possible cohesion between its territories, and we will focus mainly on the resources available to the cohesion of the inhabited areas of Romania. That is why, this paper attempts to present how, using the principles of organizing local authorities and authorities, means of cross-border cooperation can be established that will lead to a harmonization of interstate.

Abstract:
The article analyzes the results of international and Russian studies of the level of trust of citizens. For example, studies of territorial areas, and the conclusion about the negative impact of low trust of citizens to power on the development of new territories. The low level of trust of residents in the government is considered as one of the key negative prerequisites that distorts the principles of creating urban communities. As a result, a chain of interaction between citizens is formed, which leads to the spontaneous formation of protest behavior. Based on the analysis of factors of influence that distort the motives for uniting urban residents into territorial communities, the author concludes that the importance of building trust in the authorities among residents is underestimated, which is classified as a serious omission in the management of the political space of the annexed territories.
