Abstract:
The article is devoted to the development of the content of generalized maps on the history of administrative-territorial division. The purpose of such maps is to reflect the features of the space-time distribution of administrative changes.We have found that it is better to link indicators of dynamics to such spatial objects as the territories of modern administrative-territorial units (or the territory of historical administrative-territorial ones as of a certain date), to polygons of a single history of administrative membership, to administrative-territorial units as dynamic objects.Under the polygons of a single history of administrative ownership, we mean the territories identified during the analysis, all points within which belonged to the same administrative-territorial unit at any time during the analyzed period. Unlike polygons of the smallest common geometry (used in the method of space-time composites), such objects can be allocated for different periods of time and for different administrative levels.For such spatial objects, we propose to calculate and display on the map the number ofchanges in administrative ownership or the total duration of belonging to some administrative-territorial unit (usually, a high level). For larger static areas than the polygons of a single history of administrative affiliation, we suggest calculating and displaying on the map the indicator of administrative variability and the average duration of ownership. In our opinion, the indicator of administrative variability should consider the size of the analyzed territory, the number and volume of spatial changes. We have developed a formula for calculating such an indicator.The indicators that we calculate for historical administrative-territorial units on the map are dis- played within the static contour. However, these indicators are calculated for a dynamic object. These indicators are: the number of changes, the total number of changes in parameters, the total number of dates of change, the spatial configuration variability index, the area-weighted average area and its relation to the modern one. We propose to calculate the index of the variability of the configuration of the administrative-territorial unit as the sum of the relations of the areas of the reassigned territories to the areas of the administrative-territorial unit at the time before the change. Since different administrative-territorial units have different duration of existence, in our opinion, it is important to analyze not only the quantity but also the intensity of the changes. To reflect on the map the course of changes in the administrative-territorial unit in time, we developed a timeline-based chart.

Abstract:
The practical aspects of the reform of local government in Ukraine at the present stage of decentralization of power are highlighted, namely: in the conditions of voluntary association of territorial communities on the example of Koropsky district of Chernihiv region. It is proved that the administrative and territorial reform of the territorial formation of the administrative unit, which will carry the name of the rayon and which will unite several united territorial communities, should be a logical continuation of the process of completion of the association of territorial communities. This should depend on the geographical location, the availability of infrastructure, the road transport network, the avail- ability of medical services, and other factors. It was noted that in order to ensure the implementation of the provisions of the Concept for the reform of local self-government and the territorial organiza- tion of power in Ukraine, a district council of representatives of OTG should be formed in such a structural unit, which will provide the main powers of lo- cal government bodies at the district level. The district council should establish its own executive body, which should be under its control and accountable. The system of central executive authorities in the newly created administrative unit (rayon) may be represented by the relevant body set up by the Cabinet of Minis- ters of Ukraine, whose functions should include the coordination of the activities of the territorial units of the executive power on the ground and control over the targeted and effective use of the State budget funds that will be received on the development of the respective territories. It has been determined that local authorities, which are one of the main sub- jects of public administration at the local level and, in particular, the develop- ment of territories, most in their activity take into account the traditions of the people, their mentality, the level of development of civil society and its ability.

Abstract:
The subject of this research is the legal norms of the Constitution of the Russian Federation, as well as laws and bylaws regulating the system of organization of state and municipal administration of the territories of the Russian Federation with their further development. A substantial place within legal regulation is allocated to the Strategy of Spatial Development of the Russian Federation until 2025, passed in 2019. The article elucidates the problems of organization of public administration of the newly created territorial units – spatial agglomerations. The goal consists in presenting the analysis of the correspondence of legislation in the area of organization of public administration of the newly created administrative-territorial units based on economic priorities. The novelty of this research consists in the proposed strategy of scientifically substantiated recommendations on legislative regulation of public administration of the territories of the Russian Federation, with consideration of newly created territorial units – spatial agglomerations. The conclusion is made on the need to develop a single system of optimal legal regimes per specific territorial unit, representing certain type of agglomeration of supraregional, regional and/or municipal level in different variations.

Abstract:
The research aims to examine the theoretical aspects of administrative and territorial reform as well as to identify the attitudes of Latgale region residents to implementing the new administrative and territorial reform. The following research methods were employed: qualitative content analysis; analysis of legislative enactments and legal documents; a sociological research method – a survey was conducted to identify the opinions and assessments of Latgale residents about the new administrative and territorial reform; descriptive statistics and the graphical method. The research examined theoretical aspects regarding the division of territory into administrative units as well as the concept and definitions of a municipality as an administrative unit. The research analysed the results of the survey of Latgale region residents and identified the respondents’ assessments of implementing the new administrative and territorial reform.

Abstract:
Integrating both villages and towns, the longest-living territorial unit in the administrative history of the Romanian cultural area has been the county (judeţ), also known as a realm (ţinut– in Medieval Moldova). Proving its usefulness as a unifying matrix after the Union of 1918, the county was the focus of two major administrative reforms in 1929 and 1938. The former created local ministerial directorates which were made up of several counties, by historical regions, and aimed to decentralise public services. The latter – implemented during the dictatorship of Charles II – abolished all counties and replaced them with larger territorial divisions, called realms; they were no longer meant to support decentralisation, but, on the contrary, the King’s authoritarian control over the administration, according to the fascist model.

У статті було обгрунтовано необхідність зниження енергоємності виробництва в системі забезпечення конкурентоспроможності екологічно стійкого розвитку адміністративно-територіальної одиниці. Було визначено сутність адміністративної-територіальної одиниці з точки зору фундаментальних процесів її функціонування та розвитку. Була запропонована концепція екологічно сталого розвитку адміністративно-територіальної одиниці.
В статье была обоснована необходимость снижения энергоемкости производства в системе обеспечения конкурентоспособности экологически устойчивого развития административно-территориальной единицы. Была определена сущность административно-территориальной единицы с точки зрения фундаментальных процессов ее функционирования и развития. Была предложена концепция экологически устойчивого развития административно-территориальной единицы.

У дисертації досліджено теоретичні основи фінансової автономії органів місцевого самоврядування. Розроблено методичні підходи та практичні рекомендації щодо визначення ефективного рівня фінансової автономії органів місцевого самоврядування. У роботі розкрито на теоретичному рівні зміст поняття фінансової автономії органів місцевого самоврядування. Удосконалено теоретико-методичне забезпечення встановлення рівня фінансової автономії органів місцевого самоврядування. Встановлено існування взаємозв’язку між фінансовою автономією органів місцевого самоврядування та рівнем соціально-економічного розвитку адміністративно-територіальних одиниць. Запропоновано теоретичні засади встановлення рівня фінансової автономії органів місцевого самоврядування. Сформовано цілісні критеріальні комплекси узагальнюючої та конкретно-територіальної оцінки рівня фінансової автономії органів місцевого самоврядування. Розроблено теоретичні та методичні положення оцінювання впливу фінансової автономії органів місцевого самоврядування на соціально-економічний розвиток адміністративно-територіальних одиниць з урахуванням закономірностей та імовірнісного характеру такого впливу. Удосконалено науково-методичний підхід до обґрунтування стимулюючого рівня фінансової автономії органів місцевого самоврядування.
В диссертации исследованы теоретические основы финансовой автономии органов местного самоуправления. Разработаны методические подходы и практические рекомендации относительно определения эффективного уровня финансовой автономии органов местного самоуправления в регулировании социально-экономического развития административно-территориальных единиц. В работе определены содержание, условия возникновения финансовой автономии органов местного самоуправления как фактора социально-экономического развития административно-территориальных единиц Украины, установлены причинно-следственные связи между финансовой автономией и финансовым механизмом регулирования социально-экономическим развитием административно-территориальных единиц. Определены противоречия между формированием финансовых ресурсов местного бюджета и распределением властных полномочий органов местного самоуправления. Проанализировано соответствие между типом местного самоуправления и моделью бюджетной системы, свойственным Украине, и принятым в мировой практике. Усовершенствовано экономическое содержание понятий “финансовая автономия органов местного самоуправления”, “финансовая автономия административно-территориальных единиц”. Определены свойства и виды финансовой автономии органов местного самоуправления. Охарактеризованы формы финансовой автономии органов местного самоуправления в контексте реализации концепций бюджетного унитаризма и бюджетного федерализма. Проведена оценка достаточности методического обеспечения количественной оценки уровня финансовой автономии органов местного самоуправления, рассчитаны показатели оценки финансовой автономии органов местного самоуправления. Установлено существование взаимосвязи между финансовой автономией органов местного самоуправления отдельных административно-территориальных единиц Украины и уровнем их социально-экономического развития. Кластеризованы административно-территориальные единицы Украины по формам проявления этих закономерностей и предложены теоретические аспекты относительно установления уровня финансовой автономии органов местного самоуправления для отдельных групп административно-территориальных единиц. Определена взаимосвязь уровня финансовой автономии органов местного самоуправления с уровнем социально-экономического развития на примере Днепропетровской области. На основе такой взаимосвязи определен оптимальный уровень показателей оценки финансовой автономки органов местного самоуправления по расходам. По результатам расчетов оптимальных показателей опредена степень финансовой автономии органов местного самоуправления по расходам. Сформированы целостные критериальные комплексы обобщенной и конкретно-территориальной оценки уровня финансовой автономии органов местного самоуправления. Разработаны теоретические и методические положения оценки влияния финансовой автономии органов местного самоуправления на социально-экономическое развитие административно-территориальных единиц с учетом закономерностей и вероятностного характера такого влияния. Усовершенствован научно-методический подход к обоснованию стимулирующего уровня финансовой автономии органов местного самоуправления.
In the dissertation there have been researched theoretic elements of the financial autonomy of agencies of the local self-government. There have been elaborated methods of approach and practical recommendations concerning definition of effective level of the financial autonomy of agencies of the local self-government. In the work there has been researched theoretical conception of the financial autonomy. There has been improved theoretical and methodological ensuring to research the financial autonomy of agencies of the local self-government. There has been uncovered existence of interdependence between the financial autonomy of agencies of the local self-government and level of economical development of the administrative and territorial units. There have been elaborated approaches to govern the financial autonomy of agencies of the local self-government. There have been elaborated integral criterial complexes of generalized and concretely territorial estimation of level of the financial autonomy of agencies of the local self-government. Theoretical and methodical positions of evaluation of influencing of financial autonomy of organs of local self-government are developed on socio-economic development of administrative-territorial units taking into account conformities to the law and probabilistic character of such influencing. There has been formed scientific and methodical approach to ground stimulant level of the financial autonomy of agencies of the local self-government.

Дисертація присвячена вдосконаленню теоретичних і науково-методичних основ формування еколого-орієнтованої системи управління сталим розвитком адміністративно-територіальних одиниць. У роботі вдосконалено методичний підхід до визначення ступеня збалансованості соціо-еколого-економічної системи адміністративно-територіальної одиниці. Надано авторський підхід до проведення комплексної соціо-еколого-економічної діагностики території. Розроблені тривимірні моделі соціо-еколого-економічного розвитку території та визначені взаємозв’язки в соціо-еколого-економічній системі. В диссертации исследуются теоретические и методические проблемы формирования эколого-ориентированной системы управления устойчивым развитием административно-территориальных единиц. На основе использования абстрактно-логического метода определена структурно-логическая сущность понятия «эколого-ориентированная система управления административно-территориальной единицей», которая определяется как система целенаправленного воздействия органов административно-территориального управления на воспроизводственные процессы с помощью административно-правовых, экономических и социально-психологических методов на основе принятия эколого-ориентированных управленческих решений в целях обеспечения устойчивого развития территории. Предложен алгоритм эколого-ориентированного управления социально-экономическим развитием территории. Выявлены взаимосвязь и взаимообусловленность уровня социо-эколого-экономической сбалансированности административно-территориальной единицы с эффективностью функционирования системы эколого-ориентированного управления, определена зона оптимального взаимодействия между социальными, экологическими и экономическими факторами, при которых обеспечивается максимальный прирост ВРП. Усовершенствован научно-методический подход к определению степени сбалансированности социо-эколого-экономической системы административно-территориальной единицы, который базируется на использовании статических и динамических индексов, что позволяет установить оптимальные соотношения между темпами и пропорциями развития социальной, экономической и экологической подсистем. Разработан методический подход к проведению комплексной диагностики состояния и уровня сбалансированности социо-эколого-экономической системы административной территории, который предусматривает определение частичных и интегрального индекса социо-эколого-экономического развития территории путем сравнения существующих и эталонных пропорций и темпов развития социальной, экологической и экономической сфер деятельности. Проведено оценивание состояния и уровня сбалансированности социо-эколого-экономической системы Сумской области. На основе корреляционно-регрессионного анализа разработаны трехмерные модели социо-эколого-экономического развития, позволяющие определить взаимосвязи между социальными, экологическими и экономическими составляющими. Получил дальнейшее развитие научно-методический подход к формированию системы организационно-экономического обеспечения системы эколого-ориентированного управления административно-территориальной единицей, который предполагает разработку организационной составляющей в виде соответствующих субъектов управления, направленных на оптимизацию соотношений в социо-эколого-экономическом развитии территории, и экономического обеспечения в виде инструментов мотивации и стимулирования хозяйствующих субъектов к эколого-ориентированной деятельности. Обоснован научно-методический подход по рациональному распределению финансовых ресурсов на социально - экономическое развитие территории, который базируется на выявленных диспропорциях в развитии социальной, экологической и экономической сфер деятельности и направлении финансовых ресурсов в первую очередь в те сферы, которые обеспечивают поддержание траектории сбалансированного социо-эколого-экономического развития административно-территориальной единицы. Усовершенствованы научно-методические подходы к оценке экономической эффективности внедрения эколого-ориентированной системы управления административно-территориальной единицей, которые основаны на сравнении оптимальных с базовыми значениями развития территории и учете синергетических эффектов в социо-еколого-економической системе. Основные положения диссертации внедрены на ОАО «ТД СТС», ОАО «РиФ-03» и в учебный процесс Сумского государственного университета. The thesis is devoted to improvement of theoretical and scientific methodological basis for forming of ecologically oriented management system of administrative-territorial units’ sustainable development. Methodological approach to the determination of administrative-territorial unit’s socio-ecologo-economic system balance rate is improved in the work. The author’s approach to the complex socio-ecologo-economic territory diagnosing is given. Three-dimensional model of socio-ecologo-economic development of the territory is worked out and interrelations in socio-ecologo-economic system are determined. Economic-organizing mechanism of administrative-territorial unit’s ecologically oriented management is developed. Scientific methodological approaches to evaluation of economic efficiency of ecologically oriented system implementation to administrative-territorial unit management are developed. The contribution of the paper is the evaluation of the present state of the Czech public administration after the introduced administrative reforms that however have not been completed from the viewpoint of their proper intentions. The foreground character of the present paper is rooted in the solution of the most pressing problems of structural design the area public administration function, that have not yet been corrected by the up to now provided reform steps. In the process of the working of the individual designs, the author has been considering the historic development of the stipulated problems since the year 1848, and the individual views of specialists engaged in the public administration in the Czech Republic and the actual designs provided by the Ministry of the Interior. Among the chief steps that would improve the present state of the public administration in the Czech Republic the author classifies the abolition of law No. 36/1060 Sb., the territorial division of the state, the abolition of municipalities of the 2nd rank and the reduction of the competences of small municipalities with delegated province.

Face à la crise financière de 2008, l’Union européenne a intensifié la contrainte pesant sur les États dont la gestion des finances publiques est désormais strictement encadrée. Des objectifs à moyen terme leurs sont assignés dont l’irrespect peut être sanctionné par des amendes (sanctions pécuniaires) ou la perte du droit de vote (sanctions politiques). Des codes de bonne conduite, des guides et des chartes (soft law), fondés sur la mise en commun d’expériences de terrain, proposent des mesures censées favoriser leur intégration. Cette méthode uniforme et centrée sur la gestion et les instruments de maîtrise des finances publiques, devient contraignante lorsqu’elle est transposée en droit national et son assise juridique peut varier selon le degré de protection qui lui est accordée. Le droit public financier, principal vecteur de modernisation de l’État, est profondément remanié à l’aune de ces nouveaux préceptes. Dans ce contexte et au-delà, de fortes tensions pèsent sur la responsabilité financière des institutions et des décideurs publics, et particulièrement dans le secteur local, objet de la recherche. Classiquement, la responsabilité financière est une responsabilité juridique fondée sur le bon emploi des deniers publics, c’est-à-dire leur emploi régulier. Elle sanctionne exclusivement et juridictionnellement le non-respect des règles et des principes du droit public financier local établis dans l’intérêt général. Ce cadre est aujourd’hui mis en question par la gestion publique : aux préoccupations de régularité, s’ajoutent (se substituent parfois) les impératifs d’efficacité et d’efficience, principaux indicateurs de la performance publique. L’efficacité apprécie le degré de réalisation des objectifs de l'action et l’efficience étudie la relation entre les coûts et les résultats de l’action. Dès lors, la question se pose de savoir si le droit a la capacité de sanctionner selon ces critères et si cela serait pertinent. Si l’adaptation des régimes juridiques de responsabilité à ces enjeux n’a pas abouti, de vrais changements s’opèrent aujourd’hui, souvent en marge du droit. En effet, un nouveau modèle de responsabilité se met en place à tous les niveaux du secteur public. Fondé sur les notions de performance et d’autonomie asymétrique, il impose à l’ensemble des acteurs publics locaux de s’engager à atteindre un certain nombre d’objectifs préalablement fixés dont les résultats sont évalués en termes d’efficience et d’efficacité, et parfois sanctionnés. Donc plutôt que de réformer la responsabilité juridique, le choix semble fait d’adopter une vision extensive de la responsabilité financière : la responsabilité managériale, à côté de la responsabilité juridique. Faced with the financial crisis of 2008, the European Union has intensified the constraint on states whose public finance management is now strictly regulated. Medium-term objectives are assigned to them, which may result in fines (financial penalties) or loss of the right to vote (political sanctions). Codes of conduct, guides and charters (soft law), based on the sharing of experiences on the ground, propose measures to promote their integration. This uniform method, centered on management and public finance control instruments, becomes binding when it is transposed into national law and its legal basis may vary according to the degree of protection granted to it. Public financial law, the main vector of modernization of the public sector, is profoundly altered in the light of these new precepts. In this context and beyond, strong tensions weigh on the financial responsibility of public institutions and managers, including in the local sector, which is the subject of research. Classically, financial responsibility is a legal responsibility based on the good use of public funds, that is, their regular employment. It sanctions exclusively and jurisdictionally the failure to respect the rules and principles of local public financial law defined in the general interest. This framework is now called into question by the new public management (NGP): to the concerns of regularity, are added (sometimes replaced) the imperatives of effectiveness and efficiency. Effectiveness assesses the degree of achievement of the objectives of the action and efficiency studies the relationship between the costs of the action and the benefits it provides. Therefore, the question arises whether the right has the capacity to sanction according to these criteria and whether it would be relevant. If the adaptation of legal regimes of responsibility to these issues has not succeeded, real changes are taking place today, often on the margins of the law. Indeed, a new model of accountability is being put in place at all levels of the public sector. Based on the notions of performance and asymmetric autonomy, it requires all local public actors to commit themselves to achieving a number of previously defined objectives whose results are evaluated in terms of efficiency and effectiveness, And sometimes punished. So rather than reforming the legal responsibility, the choice seems to be made of adopting an extensive view of financial responsibility: managerial responsibility, alongside legal responsibility

The constitutional principles of the Federal structure and local self-government during the quarter-century period of the Constitution of the Russian Federation have not undergone a serious transformation. Nevertheless, through the current legislative and other legal regulation, the constitutional model of the territorial organization of public power in the Russian state has been seriously modified: the structure of the Russian Federation is changing, new levels of state administration (sub-Federal, sub-regional) are emerging, the status of special administrative-territorial units is being formalized, there is an excessive centralization of local self-government. Not all trends appear to be unambiguously positive and suggest the need of further scientific understanding and discussion.

Local finances play an important role in society, as they are an objective form of economic relations at the level of administrative-territorial units and at the same time the main tool for implementing the policy of socio-economic development of regions. Under the conditions of decentralization, the wording of local finances has been changed, namely, it has been determined that the specific sphere of financial relations is the finances of a united territorial community. Their emergence is associated with the general implementation of reforms of local autonomy and organization of local government, and their further role depends on an in-depth study of theories and methods in this area. With the unification of territories and communities and the emergence of financial relations at the level of UTC has become an objective phenomenon of UTC finance, which requires detailed research through the prism of determining its role and place in the financial system, current challenges, strategic development and modernization.

This chapter assesses whether Byzantium was an empire. The characteristics of empires, once they have come into existence by the conquest of territory and established a unified central administrative system, have been expressed by one scholar as consisting of their capacity to administer and exploit diversity; the existence of a transportation system designed to serve the imperial center militarily and economically and of systems of communication allowing administration of the subject areas from the center; the assertion of a monopoly of force within their territories; and an “imperial project” that imposed some type of unity throughout the system. One might add to this list the existence of a legal framework. Byzantium had all of these, even though it grew out of an earlier imperial system, and its territorial extent varied greatly over time. It also demonstrated a remarkable determination to maintain itself, through the continuity of imperial office and ideology, sustained by a learned culture, access to which the emperors themselves sought to control. It maintained this symbolic continuity even in the face of the constant instability of the throne itself. The chapter then addresses how the consideration of Byzantium as an empire has been complicated by the model of a “Byzantine commonwealth,” put forward by Dimitri Obolensky in his well-known book published with that title in 1971.

This chapter examines two forms of integrated politics at the party system level, party system congruence and party system nationalization. Drawing on data from over 2,220 subnational elections in seven multi-level systems, it assesses three forms of party system congruence across the units of a multi-level system: similarity of the number of parties, electoral support, and similarity of the magnitude and direction of the electoral swing. Using the index of cumulative regional inequality (CRI), it measures the territorial concentration of party systems. The analysis shows that fiscal centralization and administrative interdependence predict integrated politics in the form of more congruent patterns of electoral support. There are limits to the institutional explanation. The electoral system and social cleavage structure are important explanations of variation in party system structures and territorial concentration.

From the beginning of this book we have consistently emphasized that our multi-faceted understanding of states cannot be simplistically equated with a nationally scaled and territorially bound institution. Despite this stated aim, in many of the preceding chapters we have described a series of ways in which state natures have been produced at a national level. Whether it has been through water supply networks, national mapping and land-use surveys, nationalized pollution monitoring networks, or nationwide judicial frameworks, we have described how nature has been framed at a distinctly national scale. While exploring the national framing of nature we have seen how the national centralization of ecological knowledge and the territorial framing of the natural world have transformed the social experience, understanding, and ability to transform nature. A closer inspection of our descriptions of the nationalization of nature within the modern state, however, revels that the process of nationalization is never quite as national as it may seem. Attempts to produce a national picture or vision of nature are always based upon more localized practices and conventions than may be immediately apparent. It is our contention that attempts to manage and regulate nature through the multifarious processes of nationalization are best conceived of as the unfulfilled desire of numerous state regimes. This statement has two implications. First, it indicates that nationally based strategies for the control and regulation of nature are only one among a series of scales in and through which states can potentially manage nature. Secondly, it suggests that states could develop other (non-national) territorial strategies in their evolving historical relationships with the natural world. This final chapter is devoted to exploring these alterative sites and moments of contemporary state–nature relations. We begin by considering the rise of sustainable cities as alterative (‘post-national’) territorial strategies in and through which states are attempting to manage contemporary social relations with nature. As sub-national, decentralized territorial units, sustainable cities provide an interesting spatial and institutional perspective on contemporary manifestations of state nature. Drawing on the example of Australia’s Sustainable Cities Inquiry, we consider how states attempt to regulate nature through the control and administration of urban space.

The year 1956 witnessed serious crises in the Middle East which had a direct influence on Israel’s security. The unity of Egypt and Syria (UAR), the coup in Iraq, and the danger to Lebanon’s independence and Nasser’s possible takeover of Jordan all had a direct bearing on Israel’s survival. The establishment of UAR in particular haunted Ben-Gurion, who feared that the complete encirclement of Israel was in the offing. Thus in view of Soviet enmity, Israel again looked tyo the US to improve its deterrent capability. However, the Eisenhower administration was still trapped in the nightmare of the Arab Middle East joining the Soviet bloc, should America become Israel’s patron. Ben-Gurion’s visit to America proved that the administration had not changed its basic strategy. Ben-Gurion failed to get a stronger commitment than the Eisenhower doctrine for the territorial integrity of all the states in the region.

This article evaluates the influence of the Natura 2000 network (N2K) of protected areas on the investment attractiveness of Polish regions. Natura 2000 sites were analyzed with the use of the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), a linear ordering method with a common pattern and anti-pattern of development, and correlation analysis (Pearson’s correlation coefficient). The basic unit of analysis was the county (Polish: powiat, the second-level unit of local government and administration in Poland). Poland is divided into 16 regions (known as voivodeships) with a total of 380 counties. The results of the analysis were used to determine synthetic values describing the level and potential of investment attractiveness in Polish counties, and the strength of correlations between the evaluated phenomena. Indicators of investment attractiveness of Polish counties were selected based on published data and analyzed in view of several criteria: labor resources, technical infrastructure, social infrastructure, market support and administrative support. The correlations between the investment attractiveness of Polish counties and the presence of N2K sites in those counties were analyzed statistically. Data for analysis were acquired from the Local Data Bank of the Central Statistical Office. The analysis revealed that the presence of N2K sites in the examined territorial units does not significantly influence their investment attractiveness.

In the context of the pandemic condition caused by the coronavirus Covid 19, it is obvious that economic sectors dependent on movement of goods and people between regions will be less economically productive. Undoubtedly it is tourist industry (TI). Partial compensation of impacts and risks is practicable by appropriate tools, in this context it is client relationship management (CRM). Basic TI services are related to a destination which is a geospatial factor determining supply and demand. Destination isn´t isolated entity, it is dependent on environment (between other and administrative). Data processing is always related to a territorial unit which is characterized, between others, relevant infrastructure which is needed for provision of services. One characteristic of infrastructure is relation between elements of infrastructure, which can be defined as interdependence of elements, e.g. spatial. The aim of the contribution is to demonstrate the geospatial relationship between selected elements of supply and demand in the TI given accommodation capacities and the number of overnight stays. Defaults data are evaluated by geospatial analysis methods, especially precedent analysis showing changes of values between elements analyzed on the infrastructure. Infrastructure is based on administrative division of Czech Republic, basic data are divide into districts and modified to regions by minimum distances. Infrastructure is generated by passage of autonomous agents. The results of the work demonstrate spatial dependencies and indicate the need to examine the relationships between quantities based on the gradient of quantities in the space, which is evident, for example, on the behavior of the average number of overnight stays between the districts of Brno city and Brno countryside.

The prison officers belong to a slightly known category, despite the transparency ensured after 1989 both by strengthening the relationship with the media institutions and by organizing the "open days" activities. They work in a closed environment between 8 and 12 hours a day, inconstant interaction with a relatively stable population the size of the administrative-territorial unit of a village type. The working schedule is on the one hand routine, on the other hand impacted by unforeseen situations, from those of major risk to those related to the management of the relationship and communication issues within the groups formed in the detention rooms. The mission is twofold, one side consisting in actions taken to maintain the security and safety of the community and the place of detention, and the other side represent the contribution to the education / re-education of convicts by influencing them, both directly and indirectly. The prison staff is seen as a teaching tool itself, their example being the trigger factor of the prisoners’ desire to change. Taking in consideration the numerical ratio between staff and prisoners, the situations in which one can ‘abdicate’ from the mission are excluded, so that the efficiency of the activity is conditioned by the maintenance of a continuous state of alert. After the working schedule, the prison officers continue their personal life, ensuring adequate emotional support for family members, participating in activities of the group of friends, etc., without projecting the accumulated stress from the workplace. But, intentionally or not, the transfer occurs, so that the effects of working in a closed environment marked by tensions and negative emotional charge are also felt by those close to them. Through their work, the prison officers contribute to the increasing of the quality of life to the community they belong to and the quality of life in detention (ensuring community security, individual and group safety, supporting the educational/re-educational process, ensuring somato-psycho-emotional health, etc.).Starting from this reality, through an opinion poll, we identified some of the needs to recover the work capacity, a necessary step to ensure a quality life for prison staff.

В настоящей работе представлены результаты восстановления схемы административно-территориального деления Приморской области начала ХХ в. Картографирование границ области и ее уездов, волостей, казачьих станичных округов, городов было проведено на основе картографических и литературных материалов 1915-1917 гг. Для административно-территориальных единиц разного ранга рассчитаны площади, проведено их сопоставление с литературными материалами и оценками, полученными авторами ранее. The paper presents the results of reconstructing of the of the administrative-territorial division scheme of the Primorskaya Oblast at the beginning of the XXth century. We mapped borders of the Oblast and its counties, volosts, Cossack stanitsa districts and cities on the basis of cartographic and literary materials of 1915-1917. Areas of administrative-territorial units of different ranks were calculated and compared with literature materials and estimates obtained by the authors earlier.

Abstract:
Sustainability, ecological modernization, citizen participation, public space and rights are concepts that have acquired great importance in international political discourses and that have figured in indicators, guidelines, programs and policies, at national level, giving rise to a urban planning from administrative units or “zoning”, which instead of showing the different structures, forms and functions of cities as a whole, what has generated is a fragmentation of urban space. In a certain way, the implosion of these themes shows the success of capitalism in a period of neoliberal hegemony, since it becomes a smokescreen to hide the class differences superimposed on global discourses of modernization and development, as well as the transformation of natural resources in products, the capitalization of nature and the transformation of politics into management. The text seeks to reflect on the territorial configuration of public space in the light of emerging urban policies and programs in a neoliberal geopolitical context based on two axes of analysis: in the first analyze the neoliberal imposition models on how to construct public space and in the second will analyze the institutional bases, programs and policies of intervention highlighting their objectives, limitations and contradictions that help to understand the material and immaterial forms that the public space adopts at different scales in Mexico City through of the socio-territorial relations that are constructed in a process of mutual reciprocity.
