Realizzato nel 1960 a Berlino, nell’ex DDR, dal regista Glauco Pellegrini, Italienisches Capriccio (Capriccio Italiano) si configura come una trasposizione cinematografica degli episodi più significativi della vita di Carlo Goldoni, reinventati in modo originale nello stile delle sue commedie. L’incredibile storia subita dal film, di cui fu osteggiata la lavorazione, l’‘imprigionamento’ della pellicola con l’edificazione del Muro nel 1961 e la sua ‘liberazione’, avvenuta per merito del regista Carlo Lizzani, testimoniano i fermenti culturali del cinema italiano degli anni ’50-’60 e il clima politico e sociale della Guerra Fredda. Pellegrini realizza Capriccio Italiano avvalendosi della sceneggiatura di Liana Ferri e del grande sceneggiatore premio Oscar, Ugo Pirro. E dirigendo nel film attori di diversa nazionalità, anticipando così i tempi, Pellegrini scriveva: «Gli artisti possono svolgere un ruolo importante per la fraterna intesa fra i popoli […] io cerco col lavoro di affermare che esiste un’Europa Unica, e che questa grande famiglia di nazioni guarda alla pace e respinge la guerra».

Due scritti introduttivi dei curatori, Alberto L'Abate e Lorenzo Porta, lo aggiornano agli avvenimenti più recenti e nel contempo illustrano indirizzi e contraddizioni delle politiche dell'UE in materia di prevenzione dei conflitti e di disarmo. Una particolare sezione è poi dedicata al conflitto serbo-albanese in Kossovo e al rischio di una nuova esplosione delle ostilità, analizzati attraverso le voci dialoganti di esponenti delle parti opposte. Sullo stesso tema pone l'accento anche la premessa di Antonio Cassese, ex presidente della Corte dell'Aia per i crimini di guerra in ex Jugoslavia e docente di Diritto internazionale all'Università di Firenze, che presenta delle interessanti proposte incentrate sul ruolo di mediazione dell'UE. Chapter 7 explores how the tipping point of massive privatization came about and what set the tempo and shaped the scope of the precipitous changes that followed and spread beyond the initial limits set by central leaders. It shows that the trigger came from a confluence of challenges rendered by the sales growth strategy, the 1994 fiscal restructuring, and persistent and evolving demographic forces. The pace and extent of subsequent ownership change were greatly influenced by a political bandwagon effect, a shift in the focus of local officials’ self-interest calculus, and an intensification of insider manipulation in the public sector. Together, the interplay among these forces represented a continuation of the same opportunistic rationality that had driven the behavior of political actors up to the tipping point.

Les TIC et plus globalement le numérique sont le plus souvent saisis dans leur immédiateté. Comme si le numérique était voué à ce que F. Hartog a nommé le « présentisme ». Il semblerait que ces technologies soient toujours nouvelles, comme extraites de la dynamique historique, ce qui participe de L’impensé numérique. Or, elles possèdent également leurs propres dimensions temporelles, au pluriel, pour ne pas sacrifier la complexité de leur rapport au temps. Ce livre en deux tomes voudrait, sur le mode des sciences sociales et non de la philosophie, réinvestir cette question des temporalités numériques. Ce premier tome propose ainsi une histoire problématisée des TIC, comme archéologie du numérique, qui lie histoire et concepts au lieu de les séparer. Parce qu’il faut historiciser les concepts pour mieux en tester la pertinence et voir s’ils tiennent dans le temps. Parce qu’il faut équiper de concepts cette histoire qui ne peut pas être restituée sans que les enjeux politiques des TIC et du numérique ne soient clairement discernés. D’où cette Dynamique des TIC qui présente une véritable grille de lecture pédagogique de l’histoire des TIC et du numérique depuis la fin du XVIIIe siècle. Elle en dégage les grandes lignes de force (la tension entre l’état et le marché, la montée en puissance du grand nombre, la multiplication de l’espace, la densification et l’accélération temporelle, l’omniprésence de la logistique informationnelle) et les trois grandes phases (de lubrification, d’installation et de domination). Histoire mondiale. Histoire politique. Histoire économico-gestionnaire aussi. Histoire, en définitive, du processus que j’ai nommé la « gestionnarisation » de la société. Le livre qu’on va lire a été rédigé pour l’essentiel voilà 25 ans. Victime de l’impensé à l’époque, il n’était pas question de le réécrire, ce qui l’aurait fait disparaître. Une postface revient en détail sur la manière dont son système conceptuel permet d’éclairer encore aujourd’hui, avec efficacité, l’actualité économique et politique du numérique. Et c’est bien tel qu’il est, synthèse historique et témoin d’une histoire tout à la fois, qu’il peut oeuvrer à lutter contre cet impensé en participant à l’installation d’une culture historique des enjeux politiques et économico-gestionnaires du numérique.

Although it appears second in the New Testament, Mark is generally recognized as the first Gospel to be written. “Ho subito accettato molto volentieri l’invito dei membri della Scuola Bolognese a scrivere qualche riga di prefazione alla raccolta di saggi che molto opportunamente offrono a Federico Carpi. Credo che la ragione della loro scelta sia la stessa che mi ha spinto ad accettare, ossia la lunga, salda, profonda e affettuosa amicizia che mi lega a Federico. Dico subito, però, che non intendo parlare della sua pur ricca ed interessante produzione scientifica. […] Vorrei invece mettere in evidenza un altro aspetto della personalità di Federico che mi pare particolarmente rilevante, e riguarda la sua lunga e feconda attività come organizzatore del sapere. Federico è stato a lungo membro degli organi direttivi della International Association of Procedural Law , e ultimamente ne è stato anche presidente. Sul piano nazionale va ricordato che egli è stato per molti anni segretario, e con pieno merito ne è ora presidente, dell’Associazione italiana tra gli studiosi del processo civile. Ma il contributo di Federico che a mio avviso ha avuto e continua ad avere maggiore importanza per l’evoluzione della cultura giuridica, e non solo di quella processualistica, è la direzione – da lungo tempo condivisa con Umberto Romagnoli – della Rivista Trimestrale di Diritto e Procedura Civile. L’apertura di essa verso dimensioni culturali ampie, ed in particolare verso il diritto comparato e la teoria generale del diritto, deve moltissimo all’impulso dei suoi direttori e dunque agli interessi e alle curiosità di Federico come uomo di raffinata cultura. […] In fondo, come tutti i ritratti di personalità complesse e poliedriche, anche questo ritratto di Federico è destinato ad essere largamente incompleto, non più che un modesto schizzo a sanguigna. Paisaje es casi sinónimo de Colima. Sustentable parece su adjetivo más necesario. Conocí Colima hace uno 10 años invitado por mi entrañable amigo Francisco Cárdenas, y luego volví varias veces, dando conferencias, cursos, etc. Eso me permitió recorrer la ciudad, las zonas cercanas y buena parte del Estado, gozar de un paisaje memorable y observar con preocupación los contrastes y problemáticas que el propio Cárdenas (Paco para los amigos) me fue enseñando. Pero sobre todo perdura en mi memoria y en mis ansias de regresar el clima de paisaje que se vive allí, tanto desde el balcón de mi hotel sobre la plaza central como desde los pequeños caminos rurales. Parece un México de otro tiempo mejor, el que alguna vez me llevo a explorar México, y mucho me temo que hay otros Méxicos encantadores pero que también están en la interfase con el riesgo de perturbaciones aceleradas. México es uno de los países de América Latina y del mundo, en donde la idea de paisaje se entiende sin hablar, su escala, sus colores, sus mezclas étnicas, su música, su patrimonio, en fin, casi todo habla de una cultura que pudo perdurar en un sincretismo único de pasado (de muchos miles de años), presente, en la mayoría de sus lugares rurales, y de futuro, por la forma en que sus poblaciones mantienen valores populares y ancestrales. Pero también es un país donde la sabiduría anterior contrasta con la proliferación de rasgos modernos francamente intolerables, como el cambio de la construcción en tierra al uso de unos bloques de cemento inadmisibles. ¿Qué está pasando? De la calidad a la cantidad, de lo bello a lo vulgar, de lo artesanal a la industria pobre de la construcción de las periferias.

Abstract:
Heterodox work in Global Political Economy (GPE) finds its motive force in challenging the ontological atomism of International Political Economy (IPE) orthodoxy. Various strains of heterodoxy that have grown out of dependency theory and World-Systems Theory (WST), for example, emphasize the social whole: Individual parts are given form and meaning within social relations of domination produced by a history of violence and colonial conquest. An atomistic approach, they stress, seems designed to ignore this history of violence and relations of domination by making bargaining among independent units the key to explaining the current state of international institutions. For IPE, it is precisely this atomistic approach, largely inspired by the ostensible success of neoclassical economics, which justifies its claims to scientific rigor. International relations can be modeled as a market-like space, in which individual actors, with given preferences and endowments, bargain over the character of international institutional arrangements. Heterodox scholars’ treatment of social processes as indivisible wholes places them beyond the pale of acceptable scientific practice. Heterodoxy appears, then, as the constitutive outside of IPE orthodoxy.Heterodox GPE perhaps reached its zenith in the 1980s. Just as heterodox work was being cast out from the temple of International Relations (IR), heterodox scholars, building on earlier work, produced magisterial studies that continue to merit our attention. We focus on three texts: K. N. Chaudhuri’s Asia Before Europe (1990), Eric Wolf’s Europe and the People Without History (1982), and L. S. Stavrianos’s Global Rift (1981). We select these texts for their temporal and geographical sweep and their intellectual acuity. While Chaudhuri limits his scope to the Indian Ocean over a millennium, Wolf and Stavrianos attempt an anthropology and a history, respectively, of European expansion, colonialism, and the rise of capitalism in the modern era. Though the authors combine different elements of material, political, and social life, all three illustrate the power of seeing the “social process” as an “indivisible whole,” as Schumpeter discusses in the epigram below. “Economic facts,” the region, or time period they extract for detailed scrutiny are never disconnected from the “great stream” or process of social relations. More specifically, Chaudhuri’s work shows notably that we cannot take for granted the distinct units that comprise a social whole, as does the IPE orthodoxy. Rather, such units must be carefully assembled by the scholar from historical evidence, just as the institutions, practices, and material infrastructure that comprise the unit were and are constructed by people over the longue durée. Wolf starts with a world of interaction, but shows that European expansion and the rise and spread of capitalism intensified cultural encounters, encompassing them all within a global division of labor that conditioned the developmental prospects of each in relation to the others. Stavrianos carries out a systematic and relational history of the First and Third Worlds, in which both appear as structural positions conditioned by a capitalist political economy. By way of conclusion, we suggest that these three works collectively inspire an effort to overcome the reification and dualism of agents and structures that inform IR theory and arrive instead at “flow.”
