Abstract:
The starting point of this thesis is that British television coverage of the developing world is increasingly limited, both in terms of quantity and the lack of background information. There tends to be very little coverage of developing countries, and what there is doesn't explain them very well. This thesis aims to use this starting point as a basis for exploring ways in which television coverage might be improved in order to develop public knowledge and enable audiences to place issues affecting developing countries in a wider context of globalisation. Television is the focus of this research because it remains the key source of news information in Britain. A key aim is to assess how far the neo-liberal ideology that supports globalisation is replicated in television reporting of the South. The other side of this assessment is the availability of alternative views and explanations. The analysis will examine these questions empirically. The empirical work undertaken for this research involved a detailed examination of television coverage of the global South, and of audience responses to it. One of the aims here is to identify the contextual information that helps make sense of such world affairs. To do this, the thesis is divided into three parts. Part One will discuss the context of capitalist globalisation, including economic, political and cultural aspects. The second part of this thesis examines how television covers the majority world and how it explains events and their relation to globalisation. Part Three consists of the audience reception component of this research.

Abstract:
This project utilizes a case study approach to explore the various ways in which the portrayals of gay people have changed on American television. Three contemporary programs - Will & Grace, Queer Eye for the Straight Guy and The L Word - are examined as examples of how far American television has progressed in terms of treating gay people with respect. Whether those shows move beyond merely presenting gay characters and into a level of actively challenging mainstream views on gay people is also examined. Findings suggest different factors affect the ability of the individual programs to test said views - including the genres to which each belongs, and their presence on network television (Will & Grace), basic cable (Queer Eye for the Straight Guy) or premium cable (The L Word). While all three programs show some tendencies toward queerness, they also take steps toward negotiating with mainstream culture, indicating that complete queerness may be an unattainable goal on American television.

Abstract:
Within the context of debates surrounding the consumption of global media by local audiences in Third World countries, this study explores the reasons behind satellite television subscription, and consumption of international news among a sample of young professional men and women in contemporary Zimbabwe. The study seeks to uncover how the research participants respond to news broadcast on SABC Africa's '60 minutes live in Africa', a programme which they can only access via satellite television in their country. Working within the frame of audience studies which insists on understanding media consumption and reception in context, this study examines how the respondents, situated within the specific Zimbabwe context, characterised as it is by serious social, economic and political challenges, respond to both regional news and news about their country on '60 minutes live in Africa'. Within the frame of qualitative research the study employs a two-stage sampling procedure and data collection strategy to uncover the factors that underpin international media consumption and reception by professional men and women situated in a country undergoing rapid change. The findings of the study point to the various social and individual factors that underlie media consumption choices as well as to the different socially patterned reasons why local audiences are either attracted to, or reject global media. The study found that SABC Africa's '60 minutes live in Africa' is more popular and better received than Western-broadcast programmes on channels such as BBC, CNN, and Sky News among Zimbabwean professionals. I also uncovered some evidence that cultural proximity and relevance are of supreme importance in determining which media audiences chose to consume and what level of engagement they bring to their reception of global media. These and other findings directly confront media models that privilege beliefs in cultural imperialism and the dominance of Western media and their effects on Third World audiences.

ENGLISH ABSTRACT: The aim of this assignment is to examine two investigative journalism programmes in South Africa, namely Carte Blanche and SpecialAssignment in order to ascertain whether two South African policing organisations have been subjected to racist stereotyping on these two programmes. Both these programmes are held in high esteem within South African and international media circles. Carte Blanche has won many awards, such as the prestigious eNN African Journalist of the Year Award in 2002. Special Assignment won the equivalent award in 2001. The approaches and styles in revealing the truth by using investigative forms of journalism are however slightly different. Both Carte Blanche and Special Assignment have produced stories from August 2003 to September 2004 that have exposed corruption within the South African policing organisations. Many of the perpetrators within the police force were identified as people of colour. This assignment therefore aims to discover whether racist stereotyping exists in this niche of investigative journalism television programmes. This opens up the possibility for these portrayals to be seen as stereotypical, since the dominant press codes in South Africa stipulates that reference to 'race' in news reporting should only be done where it will contribute significantly to understanding the subject matter or if the reference to the race of the person is particularly applicable. This assignment aims to discover whether racist stereotyping exists in this niche of investigative journalism television programmes. The research method comprised analysing programmes on Carte Blanche and Special Assignment that dealt with the South African policing organisations from August 2003 to September 2004. The original transcripts of the programmes were retrieved from the relevant websites of Carte Blanche and Special Assignment and have also been studied. Sources on media ethics as well as newspaper and magazine articles dealing with the South African policing organisations, crime and corruption were scrutinized in order to provide background information for the study. The analyses of the programmes was complemented by interviews conducted with the investigative journalists at the helm of the two programmes, namely, Ruda Landman from Carte Blanche and Jessica Pitchford from Special Assignment.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om twee ondersoekende joernalistiekprogramme in Suid-Afrika, naamlik Carte Blanche en Special Assignment, te ondersoek ten einde vas te stelof die Suid- Afrikaanse polisiëringsorganisasies in dié twee programme aan rassestereotipering onderhewig is. Albei dié programme word hoog geag in Suid-Afrikaanse en internasionale mediakringe. Carte Blanche het reeds verskeie toekennings gewen, soos die toonaangewende eNN Afrikajoernalis van die Jaar Toekenning in 2002. Special Assignment het hierdie toekenning in 2001 gewen. Die benaderings en styl wat tydens die bekendmaking van die waarheid gevolg word deur die toepassing van ondersoekende vorme van joernalistiek verskil egter effe. Sowel Carte Blanche as Special Assignment het van Augustus 2003 tot September 2004 stories opgelewer wat korrupsie in die Suid-Afrikaanse polisiëringsorganisasies aan die kaak gestel het. Abstract:
The present study investigates the effects of on-screen messages on viewer perceptions of source credibility and issue valence. Previous research has found that elites utilize framing in order to alter viewer perceptions and change public opinion. An experiment was conducted, which examined whether on-screen messages displayed during a presidential-news conference had any effect on the viewers' perception of sound credibility and issue valence. The results of the study indicate that on-screen messages have no effect on individuals' perceptions of source credibility and issue valence. The study also found that an individual's· political ideology plays a major role in influencing perceptions of source credibility and issue valence.

Abstract:
The study is concerned with how television advertising content in South Africa promotes diversity and nation building. It looks at whether advertising representations reflect the idea of a new South Africa. The basis of the study involves a thorough analysis of the International Marketing Council’s (IMC) ‘alive with possibility’ television campaign through content analysis as well as Focus Group discussions. These advertisements are then comparatively examined with corporate advertisements on South African television. Post 1994 advertising was facing a new era with new challenges, especially due to the emerging black middle class as an important target market. Advertising in South Africa went through an enormous transformation, especially with regard to race and cultural representations and symbols of nationalism and patriotism. Some adverts, like those of the IMC, took on a specific didactic role to try and shift the perceptions of people. These ideals were also noticeable in corporate advertising in the country. Although television advertising itself went under transformation, people were unable to progress as quickly as broadcasting did. The dissertation looks at the variety of opinions regarding this type of advertising in South Africa.

Nation-building has always been considered the responsibility of a public service broadcaster while, on the other hand, commercial broadcasters are associated with profitmaking. This study was designed to investigate whether a commercially driven broadcasting venture could be used for the purposes of nation-building; The case of Lesotho Television. Established by the Lesotho Government in partnership with M-net, Lesotho Television informs, educates and entertains, thus attempting to follow the tenets of public service broadcasting. Upon its establishment in 1988, Lesotho Television was mandated to contribute in the nation-building initiatives of the Lesotho leaders. The station, which is embedded within the South African based pay-channel M-Net, was expected to positively contribute in the Lesotho Government's endeavours to re-build the nation divided along political lines. In the discussion I highlight the fact that Lesotho Television encounters some problems due to the paradoxical relationship between it and M-Net (The former aspiring to serve as a public service broadcaster while the latter is a commercial television service). Nevertheless, considering its programming and activities, Lesotho Television contributes in nation-building. Therefore, I conclude that the potential for Lesotho Television to inform, educate and entertain would seem to outweigh the limitations.

Abstract:
This thesis examines broadcast policies and policy documents in Canada and the United States to determine whether and to what degree they make provision for the public's access to television. Government policies and policy documents are examined at the federal and local level, and a case study of two cable systems, one in Vancouver, B.C. the other in Seattle, Washington, supplies empirical data to corroborate how policy provisions for public access to television are interpreted and implemented. A neo-Gramscian concept of ideological hegemony broadly frames this study of the impact of public policy, specifically broadcast policy, on social structure and behaviour. Because a very small portion of the general population have access to television production and programming, they dominate the television discourse. Research that documents television’s pervasive stereotypic and derogatory treatment of women and “racial"/ethnic "minorities" as well as its perceived effect of contributing to the social and economic subordination of these populations in North American society is used as a basis for this study. This thesis argues that broadening the body of people who have access to the television production and programming process might encourage more accurate, positive and/or relevant television images and relations with positive social consequences. On one level, this is a matter of having broadcast policies which ensure such broadened access. Canada and the United States each have policy provisions for the general public's access to television which are based on notions of civic democratic participation in society. Analysis and comparison of these policies results in the conclusion that although both countries provide access to the public through policy, many of these provisions limit access in four areas: access to production, access to distribution, access to input, and access to viewing. Because television access policies limit the public's access increasingly, the broadening of the access base is impeded along with the challenge to the current structure, message and function of television. On this account, traditional agendas and images continue to dominate the airwaves and their educational power. Further study should be undertaken on: 1) the effects of television, 2) the public's use of community television/public access television, 3) the effects of community channels on viewers and whether they are different than the effects of broadcast television and 4) the effects of broadcast policy on the structure and function of television.

The idea the South African Indian community as a homogenous has derived from the apartheid ideology of separate development. From the time of their arrival in 1980, indentured labourer has endured a series of processes that have shaped the deve1opment of this ethnic minority. With the determination to belong and endure at any cost, the South A frican Indian celebrated 134 years in South Africa on the 16th of November 1994. In 1987, the introduction of a two-hour ethnic broadcast by the South African Broadcasting Corporation, to cater for the Indian community in South Africa seen as a means to 'satisfy a need' of the community. As a member of the Indian community and having some knowledge of the complexities of Indian culture, curiosity was awakened to the fact that can a programme of two-hours in duration accommodate not only the complex nature of Indian culture, but how is such a broadcast constructed to cope with the diversities that exist within the community? This study will examine the way in which Indian culture is imaged in the electronic media. It will proceed with the assumption that no matter what the material or technological, position of ethnic minorities, or where they are geographically located, or what historical time they live in, their objectives and actions derive from a specific cultural reference that is different to other ethnic minorities.

Abstract:
This study synthesises three conceptual areas-identity, fictional television programmes and memory to examine what young people remember about their fictional television viewing and how it impacts their identity. Memory is used as a window through which long-lasting identity influencers can be analysed; this takes the analysis beyond the level of 'effects' to a more contextualised view. Focus group research and a quantitative overview work to uncover which fictional programmes stand out in young people's memory and why. Research further interrogates what events, characters or story lines young people recall and why these elements are important. The answers to these two research questions crystallises the ways in which South African youths' memories of fictional programmes impact their identity formation. The hypothesis that young South Africans remember that which directly affirms or contradicts their lived experience, is found to be partially true. Similarly, the second hypothesis that fictional memories of South African 15- to 20-year-olds impact youth identity through a direct link between memory selection, interaction and application is found to be fractionally substantiated. The final conclusion of the study is that while memories of fictional programmes do impact the identity of young people, it must be viewed within the larger context of lived experience.

Education is considered as an essential tool for the long-term development of most countries. The provision of education to only part of a community or part of the world reinforces relative deprivation. To counteract such an effect, South Africa, a geographically large country, in which the population is scattered, where economic disparities are aligned to race, where qualified teachers and specialists in certain subject areas are scarce, and where there is an illiteracy rate of 29 percent, hope has been expressed that television broadcast based distance education may be a viable alternative to expanding formal education provision extensively and quickly. This study investigates the role of television broadcast-based distance education in South Africa as a possibility for extending the provision of formal education to large numbers of learners and how the South African Broadcasting Corporation (SABC) and the country 's Department of Education fulfils the promise of extending education. This objective was addressed by first giving a critique of conventional education systems and why distance education is an alternative option for provision of education. Further, the study traces a general picture of education in Africa and the educational situation in South Africa, highlighting the distance education scenario in South Africa , and investigates why distance education and particularly television broadcast-based distance education is crucial in the provision of education in developing countries in the face of the globalisation of mass communication and new information technologies. The study also investigates the complex issues involved in the production, distribution and consumption of Liberty Learning Channel Programme (a television programme which offers remedial support for matric (grade 12) and grade 10 to 11 students) by examining whether the producers and partners of the programme created a text which connects with the multi-cultural reality of teachers, learners and other viewers in South Africa; the role of the programme in the service of growth, reconstruction and development; why the programme is not popular among the youth; and what can be done to make it effective in enhancing teaching and learning; and the intertextuality, production and distribution of the programme. Information on the above aspects was gathered through the scannmg of relevant literature and by the use of ethnographic research procedures which included focus group interviews, in-depth interviews and participant observation. The study established that conventional systems of education and current educational practices have fallen short ofpreparing citizens with a strong foundation of general education. The study therefore offers distance education not only as an alternative to conventional education delivery at secondary and higher levels of education, but also as a low-cost alternative to expanding education. Constructivism is suggested as an alternative set of values that may significantly influence learning and that can help develop the kind of citizens who can be able to function successfully in real-word contexts. With regard to effectiveness of television broadcast-based distance education in teaching and learning, the study established that television is an effective means of achieving traditional educational goals, and that television broadcast-based distance education remains important especially in the developing countries in light of the need to increase access to education, redress the disparities caused by globalisation of mass communication and by lack of information and communication technologies. With regard to distance education in South Africa, the study found that there is both significant policy commitment and actual use of broadcast-based distance education in solving many of the country's education problems, but that there is an urgent need to improve the quality of that provision, particularly in formal education. On the complex issues involved in the production, distribution and the consumption of Liberty Learning Channel programme, the study found that the programme (aired live since 1993), is a production of Liberty Learning Channel, an independent company based in Johannesburg, in partnership with the Liberty Life Foundation, and that the SABC is not involved in the production but provided the airwaves. Each subject presenter prepares his or her own lessons, and therefore no services of producers, scriptwriters, or editors are employed in the production of the programme. The programme is then distributed through television, newspapers (the Sowetan), videocassettes, the Internet and in future through CD-ROMs. Additionally, the study found that Liberty Learning Channel relies on audience feedback from audience rating and occasional feedback from comments down the streets or letters from viewers thanking the presenters. This study argues that this kind of monitoring is not sufficient as rating only tells advertisers how many viewers were exposed to a specific programme content on a particular television channel in a certain time slot. Regarding the consumption of the programme, the great majority of the focus group participants liked the programme and used it during revision and in dealing with large numbers of students with different abilities and difficulties. A great majority of the students liked the programme because of the way the presenters explained clearly. However, a great majority of the participants watched the programme sparingly partly because the time slot was ' inappropriate ' and due to a lack of awareness about the programme. Several suggestions for the improvement of the programme were put forward, amongst them: to change the time slot; to have multi-racial presenters ; to give detailed timetables to schools in advance, and to advertise the programme more directly to schools. However, a reluctance or unwillingness to consider some of the audiences ' suggestions for the improvement of the programme, was shown by the manager of Liberty Learning Channel, William Smith. The above results are reported and discussed in detail in chapters 2 to 3, and general conclusions and recommendations presented in chapter 4.

Abstract:
This pilot study consists of two parts. The first part investigates the extent to which the domestic electricity consumers intend to use and use energy efficiently using the Theory of Planned Behaviour. The second part investigates the extent to which the Energy @ Home educational intervention changed the domestic electricity consumers’ behaviour. For the first part of the study an advertisement was published and a convenience stratified sample of 61 domestic electricity consumers were selected from the 290 respondents. Data was collected from the domestic electricity consumers via a questionnaire and a telephone response log. The co-relational research design was used to investigate the relationship between the predictor variables the independent variables in the constructs of the Theory of Planned Behaviour. Simple linear regression analysis resulted in F statistic for the predicted behavioural intention was 29.74 with a p value less than 0.0001 which indicates significant statistical evidence of a linear relation between the predictor variables and the independent variables. The r2 of 0.87 implies that data points that fall closely along the best fit line. Therefore the predictor variables were good predictors of the response variable. All the participants that intended to use electricity efficiently confirmed via the telephone that they were using electricity efficiently. In the second part of the study 11 out of the 61 participants were chosen to participate in the Energy @ Home educational intervention and television program. Data was collected via the Energy audit log and the electricity consumption log. The participants intended to save between 2% and 35% of their electricity consumption and the actual electricity consumption savings were between 2% and 30%.
