Abstract:
Global Navigation Satellite System (GNSS) is precise and efficient in positioning and navigation in so many fields of military and civilian affairs. However, the GNSS signal is commonly kept out and interfered inside the buildings and the area dense with people, so the GNSS positioning possibility is low and the capability is bad. Digital television terrestrial broadcasting signal is powerful in sending power, low in frequency and wide in base bandwidth, so it is good, real time, and absolute entire to cover the metropolis including many streets and buildings where GNSS signal is not reachable. Considering these characteristics of digital television terrestrial broadcasting signal, the results is good that positioning the receiver location combined with GNSS and digital television terrestrial broadcasting signal. In this paper the signal structure is analyzed which is regulated by the national standard of People’s Republic of China GB20600-2006. The method of measuring the time delay of signal broadcasting is presented. The system time synchronization is finished when the number of satellite is satisfied to position the receiver in its scope. Then, the positioning combined with GNSS and digital television signal is achieved. At last practice measured data in Xi’an is analyzed and the conclusion is given.

Abstract:
This research is motivated by a phenomenon that occurred in early March 2020, the Indonesian people were shocked by the Corona pandemic outbreak, this outbreak originating from China, finally infecting Indonesian society. Broadcast media, both television and radio, are competing to broadcast the Corona outbreak. Indonesian Broadcasting Commission (KPID) East Java as an independent state institution participates in overcoming panic and efforts to prevent the Corona outbreak. The purpose of this study is to describe and find out the communication strategy of the KPID East Java in preventing the spread of the Corona outbreak. The theory used is the analysis of The Pervasive Presence. The method used is qualitative using a phenomenological approach. The results of this study found that the communication strategy of the KPID East Java in dealing with the spread of the Corona outbreak consisted of three strategies, namely by live talk shows on television and radio, distributing circulars to radio and television broadcasting institutions throughout East Java via email and WhatsApp, and publication of information through social media and public sphere, namely the KPID East Java Instagram. These three communication strategies are part of the task of the KPID East Java in supervising broadcasting institutions and media literacy to the public.

Abstract:
The aim of the research is to summarize the Chinese experience in popularizing family values through media education to study the possibility of extrapolating the ideas, content and structure of Chinese television media in domestic conditions. The paper presents an analysis of Chinese television programs aimed at mainstreaming family values. The content of Chinese television programs on family topics is described and typologized according to the relayed value categories of parenthood, kinship, marriage, neighborhood and joint households presented in the studies. The scientific novelty of the paper lies in the fact that it is the first to specify the content of media education of family values based on Chinese television programs about the family. The sociocultural specifics and dominant family values of Chinese television programs are determined. As a result, it was revealed that the largest number of programs on central and regional television channels, as well as the main Internet broadcasting channels, are aimed at developing the values of parenthood, kinship and marriage among the viewing audience, which is due to the social order of society and the state policy of the PRC. Family-oriented television content provides relatively controlled socialization of members of society through familiarization with the values of family life in modern sociocultural conditions of China, determined by the increasing importance of large families, filial piety, responsible parenthood, marital relationships and personal development in the family.

Abstract:
As the most popularly utilized broadcasting network, digital terrestrial television broadcasting (DTTB) can provide multimedia information coverage for the broad audience in a very efficient way because of its characteristic of wide-range coverage and mobile reception ability. After promulgating the first generation DTTB standard, digital terrestrial/television multimedia broadcasting (DTMB), in 2006, China began to research and develop the next generation DTTB standard, namely DTMB-advanced (DTMB-A), aiming to support higher spectrum efficiency and further improve transmission reliability. In 2019, DTMB-A was accepted by ITU as the second generation international DTTB standard (as System C). Similar to DTMB, time-domain synchronous - orthogonal frequency division multiplexing (TDS-OFDM) based multi-carrier modulation scheme is adopted by DTMB-A. Thanks to the more flexible frame structure, advanced error correction coding and improved constellation mapping, DTMB-A offers 30% higher transmission capacity than DTMB under the same transmission conditions. Thus, DTMB-A can support both fixed and mobile reception more efficiently, and provide users with higher quality services such as ultra-high definition television (UHDTV). This paper first gives details of key technologies at the transmitter of DTMB/DTMB-A and introduce core algorithms at the receiver. Both laboratory test and field trial results will then be provided and analyzed, especially for the application of 4K UHDTV and single frequency network (SFN).

Abstract:
With the popularization of three dimensional (3D) video on TV, some related aspects, such as broadcast television network transmission, technology application, and content products and so on, will face the challenges of the new technology. Rapid progress has been achieved in the China Mobile Multimedia Broadcasting (CMMB) technology, 3D TV technology applied in the mobile TV will become the bright spot in the future. This paper firstly introduces the transmission modes of 3D TV, and then gives the technology solution of 3D TV and the upgrade solution of electronic service guide Electronic Service Guide (ESG) based on CMMB. Test result shows that the new system with 3D video can work correctly when the 3D video was encoded with H.264 standard and the image resolution was conformed to the standard definition (320x240).

Television data collection and return technologies are one of key technologies in television secure broadcasting system, TV video content surveillance, TV program copyright protection, and client advertisement broadcasting. In china, the dominating methods of TV video content surveillance are manual tape recording and whole TV program Automatic Return. Manual method costs too much, whole TV program return method needs lots of net bandwidth and storage space. This paper proposes a new method of television data collection and return technology, video field is extracted from continuous video and coded at frequency of about one field per second, in other words, one field is extracted from continuous fifty fields of original video for PAL TV system, extracted frame can be coded by all means, for example JPEG2000, or intra mode code of H.264 or MPEG2. TV programs whose content and topic change most frequently are news and advertisement program, which may change topic in five to ten seconds, so extracted sequences hold the same topic and content and enough information with original video for TV program content surveillance application. The data quantity of extracted sequence is about 3 percent of the original video program, which will save large quantity of network bandwidth and storage space. One hardware implementation method of this technology based on embedded system is proposed, the TV Field Extractor, which circularly extracts images from target TV program, uses high-performance compression algorithm for image compression and stores the final output sequences of stationary images on the hard disk, or transmits these sequences to the monitoring center via network. This method evidently reduces device cost, network bandwidth and storage space, which can be widely adopted in TV program content surveillance and TV secure broadcasting system.

The Chinese womens national team won the 2022 Womens Asian Cup, a great opportunity to develop the Chinese Womens Football League. However, the Chinese womens football team has not received widespread attention from society. With the spread of technology, online broadcasting has become an option for more fans and an important match broadcasting and promotion area. Therefore, this paper studies the promotion and broadcasting of the Chinese Womens Super League through the literature research method, survey method, and statistics method, analyses the current situation of the promotion and broadcasting of the Chinese Womens Super League, and proposes development strategies. The Inner Mongolia Football Channel is responsible for broadcasting the Chinese Womens Super League matches. However, with the decline in the frequency of television viewing in China and the popularity of wireless internet TV, Inner Mongolia Football Channel faces low awareness and, consequently, low viewer ship. As a result, there is a need to increase awareness of the channel by bundling it with high traffic content, for example. Broadcasters of matches in the Chinese Womens Super League need to make full use of the interactive nature of the website by setting up interactive sessions such as prize draws and encouraging commentators to answer pop up questions.

Over the past five decades, China's television industry has gone through various historical periods, which have seen marked changes in China's political and economic spheres, indeed in Chinese society overall. Over the last thirty years, since the reform and opening up of China in 1978, transformation of the original television systems, structure and industrial market chain has been attempted concomitant with the gradual relaxation of the restrictions applicable to China's television industry. Within these circumstances, the Chinese government, media practitioners, and scholars are actively exploring long-term, feasible and sustainable approaches to the further development of the television industry in China. The research examines China's approaches to the development of its television industry, using McQuail's political, economic and social framework, the relevant political economy traditions involving the neoclassic paradigm and the heterodox approach, and the principles of media economics and the 'market chain' theory of the television industry. This thesis first presents a concise review of how television developed in China: it then seeks to map perceived changes and to ascertain the problems throughout the process. Research methods employed are secondary data analysis, in-depth interview and focus group. Chinese scholars, officials and media practitioners are the participants of interviews and focus groups. The discussion draws on previous analyses and discussions, to assess the overall picture of television industrialisation reformation in China, additionally drawing on discourses surrounding commercial television in the United States and public television in the United Kingdom for valuable reference material that will support China's television development. The significance of this research lies in its providing an insight into China's television reformation and adding, to the field of communication and development, the Chinese experience. The research expects to propose a television development pathway with Chinese characteristics, drawing on Chinese as well as Western theories.

AbstractThis chapter explores the travels of 1970s’ Maoist ballet films from the People’s Republic of China to Finnish television and outlines the political context for these broadcasts. The study centres on Finnish Broadcasting Company YLE’s Film Service, an independent unit responsible for rental of foreign films and series for television from 1967 to 1987. By broadcasting a wide selection of foreign films from around the world, YLE Film Service participated in shaping a national collective mindset and people’s views of the world.
