Abstract:
Telematics is a set of basic systems that provide services in accordance with user needs. Telematics systems can be classified according to the areas of tasks performed: monitoring the condition of the road, managing the flow of traffic, providing information services to road users, etc. Telematics also allows you to monitor the condition of vehicles or their cargo using remote monitoring methods and technologies. The use of telematic systems and technologies allows for real-time management of transport systems. The article is devoted to the development of an information model for collecting motor transport telematics data using unmanned aerial vehicles. A model of the V2R network type is considered in which one car in the cluster is defined as a central node that receives telematic information from other cars in the cluster and then transmits the collected information to the base station. It is proposed to replace the central vehicle with a specialized UAV that collects telematic information from all vehicles in the cluster and transmits the collected information to the base station. A formula has been obtained to calculate the maximum amount of information that can be collected and transmitted to the base station.

Summary Objectives: a) To present a review of ongoing health telematic applications in Cyprus. b) To promote the use of these health telematic applications in the Cyprus region. c) To help in the spin off of other health telematic applications thus enabling the offering of a better health service to the citizens. Methods and Results: The health telematics applications include a medical system for emergency telemedicine (AMBULANCE and EMERGENCY-112 projects), a system for the evaluation of the risk of stroke by telemedicine (EROS), a diagnostic telepathology network in gynaecological cancer (TELEGYN), a collaborative virtual medical team for home healthcare of cancer patients (DITIS), and a health telematics training network (HEALTHNET). The paper refers to the set-up and characteristics of these applications and tries to relate them with the health policies that should be applied in Cyprus. Conclusions: It is anticipated that this paper will promote the importance of health telematics applications for Cyprus and increase the awareness on the possibilities that these applications offer for health policies in all levels of health related human resources.

To consider the main stages and problems of the introduction of telematics in the insurance industry, to identify the importance and prospects for the development of telematics in motor insurance in Russia.Tasks. To investigate telematics models in auto insurance; to identify problems affecting the introduction of telematics in the insurance business; to analyze the state of the car insurance market in Russia and the experience of foreign countries in the introduction of telematics; to analyze the attitude of policyholders to telematics in auto insurance.The study was conducted using general scientific and private scientific methods, a formal–logical approach, as well as a survey of policyholders.Results. In Russia, the use of insurance telematics technologies is at an early stage. Insurers need to be prepared to work with huge amounts of information, have specialized software and a powerful back office. All this requires significant investment in development and operation. The state of the auto insurance market and the experience of foreign countries in the implementation of telematics are analyzed. The necessity of using insurance telematics as a new level of cooperation with clients is proved based on an in–depth analysis of scientific works, a survey of insurers and the market situation.Conclusions. It has been established that telematic devices make it possible to determine the cost of an insurance policy, reduce the losses of an insurance company by creating personal insurance products, increase the level of service and, in general, reduce cases of insurance fraud more accurately.

The telematics industry that is included in the national industry development policy. Electronic and Telematic Industries projected growth twice in 2025. The telematics industry is also included in the Nine SMEs that are a priority to be developed. The telematics industry is even part of the creative industry that absorbs about 13,000 workers. The national telematics industry is grouped into five groups, namely the office equipment industry, software, animation, games, and embedded. The strategy for developing Telematics SME’s is based on the position of the industry in its strength map. The five industry groups have been mapped into 4 developing quadrants. The office equipment industry is included in quadrant 1, with an expansive strategy such as increasing production and market share. The game and embedded industries map into quadrant 2, the strategy developed is proactive such as strengthening promotion and innovation. The software industry enters quadrant 3, the strategy developed is consolidation, such as strengthening human resources, infrastructure, and business institutions. While the animation industry entered quadrant 4, the strategy developed was to defensive, namely managing production cost efficiency, strengthening the domestic market, and increasing the competency of human resources. Human resource development has received special attention in the development of SME’s telematics. The skills of human resources in the telematics business may not be doubted, but recognition of competencies is a distinguishing factor in efforts to provide quality assurance to customers.

AbstractPay-how-you-drive (PHYD) or usage-based (UB) systems for automobile insurance provide actuaries with behavioural risk factors, such as the time of the day, average speeds and other driving habits. These data are collected while the contract is in force with the help of telematic devices installed in the vehicle. They thus fall in the category of a posteriori information that becomes available after contract initiation. For this reason, they must be included in the actuarial pricing by means of credibility updating mechanisms instead of being incorporated in the score as ordinary a priori observable features. This paper proposes the use of multivariate mixed models to describe the joint dynamics of telematics data and claim frequencies. Future premiums, incorporating past experience can then be determined using the predictive distribution of claim characteristics given past history. This approach allows the actuary to deal with the variety of situations encountered in insurance practice, ranging from new drivers without telematics record to contracts with different seniority and drivers using their vehicle to different extent, generating varied volumes of telematics data.

Background: Unlike other financial services, technology-driven changes in the insurance industry have not been a vastly explored topic in scholarly literature. Incumbent insurance companies have hitherto been holding their positions using the complexity of the product, heavy regulation, and gigantic balance sheets as paramount factors for a relatively slow digitalization and technological transformation. However, new technologies such as car telematic devices have been creating a new insurance ecosystem. The aim of this study is to assess the telematics technology acceptance for insurance purposes. Methods: The study is based on the Unified Theory of Acceptance and Use of Technology (UTAUT). By interviewing 502 new car buyers, we tested the factors that affect the potential usage of telematic devices for insurance purposes. Results: The results indicate that facilitating conditions are the main predictor of telematics use. Moreover, privacy concerns related to the potential abuse of driving behavior data play an important role in technology acceptance. Conclusions: Although novel insurance technologies are mainly presented as user-driven, users (drivers and insurance buyers) are often neglected as an active party in the development of such technologies.

In 1991 the Regional Telematics Educatiou Consortium (RTEC) was established to promote and co-ordinate the telematic delivery of education and training programs in rural Victoria. 'Telematics' is defined as all electronically-delivered communication, including audio and audiographic conferencing, and one or two-way video transmission. Interactive television programs were first trialled in 1991 in the Loddon Campaspe Mallee Region, and expanded to over twenty programs in 1992. While many of these programs consisted of only one or two sessions, the Promoting Effective Teaching and Learning Program (PETL), a professional development course of six ITV sessions supported by one initial face-to-face session, provided more data on presenter and participant initial perceptions and responses. Eleven presenters delivered PETL to two hundred and forty-one teachers at twenty-three sites in the Loddon Campaspe Mallee Region during 1992.

Usaha edukasi bidang telematika masih membutuhkan penyetaraan kompetensi untuk memperkuat dukungan eksternal. Penerbitan Software, Pemrograman Komputer, dan Teknologi Informasi lainnya memiliki potensi pasar sangat luas, namun kemampuan internal masih perlu ditingkatkan. Reparasi Komputer, Portal Web, Hosting, dan Disain Khusus, mulai menunjukkan kejenuhan bisa diakibatkan semakin banyaknya pelaku bisnis, persaingan yang semakin ketat namun daya dukung sumberdaya manusia yang kurang memadai.</p><p> </p><p align="justify"><strong>Abstract</strong> - <em>One of Indonesia's development priorities is to strengthen the competitiveness of telematics. The focus of research is the value chain framework telematics services business, measures to increase competitiveness strategy. Data were obtained from interviews with stakeholders ( regulator, association, academia). The data processed with the method of Fuzzy Analytical Hierarchy Process, completed a SWOT analysis. The results indicate that the computer consulting business is a business that has the support of both internal and external , so that it becomes easier to deploy. Business education telematics field still needs to strengthen its competence equivalency external support . Publishing Software , Computer Programming , and other Information Technology has the potential market is vast, but the internal capabilities still need to be improved. Computer Repair, WEB Portal, Hosting, and Special Design, began to show saturation might be due to the increasing number of businesses, increasing competition, but the carrying capacity of human resources are inadequate.</em></p>

Recent years have seen a surge in the use of automotive telematics. Telematics is the integration of telecommunications and informatics technologies. Using telematics in cars enables transmission of data communications between the car and other systems or devices. This opens up a wide range of possibilities, including the prospect of conducting remote diagnostics based on real-time access to the vehicle. Yet, as with any new technology, alongside its potential benefits, the use of automotive telematics could also have potential downsides. This Article explores the significant negative impact that the growing reliance on telematics systems could have on competition in the market for repair services. Our analysis highlights two main areas where the use of telematics for vehicle diagnostics may pose a threat to competition and consumer choice. First, we focus on the manner by which manufacturers communicate with their customers via the telematics system. Due to the special relationship between car manufacturers and their consumers, which is often based on trust and loyalty, alongside the “captive audience” status of drivers, we argue that communications emanating from the car’s telematics system could be deceptive. Second, we explore the negative impact that the shift away from on-board diagnostics to telematics could have on independent repair shops’ access to diagnostic information. Fortunately, the law can adapt to keep pace with these new technological and commercial developments. This Article articulates the combined multi-prong, multi-agency policy approach needed to maintain an effective right to repair cars in the new age of telematics. Among other things, our analysis supports an update of state consumer protection legislation and an increased policing by the Federal Trade Commission of practices employed by car manufacturers. In addition, we highlight the need to consider certain amendments to intellectual property laws that effectively aid car manufacturers in maintaining exclusive control over their telematics systems and diagnostic data.

The purpose of this paper is to drawn an analysts review on Technology Acceptance Model (TAM) with Social Cognitive Theory (SCT) in the context of adoption telematics technology. Design/methodology/approach – Using ATLAS.ti 9 approach, this paper aims to do a systematics review on literature of seven years 2013 to 2020 on the TAM, SCT and studies involved in telematics. This is to find out the trend’s practices for both model theory and telematics. The use on link of auto coding feature in ATLAS.ti 9 in TAM and SCT may reflect the factors influence consumers in encouraging and discouraging the intention to adopt telematics technology. Findings – A thematic review of these 30 articles identified 20 initial codes characterizing TAM, SCT and Telematics. This concept has found out two interesting finding. Frist is about attitude which reflect TAM and SCT. Second is about human which reflect SCT and telematics. The analyze result presented the current trends on despite of TAM, SCT and telematics pattern and found in the connection relationship in practices. Originality/value – Many advanced technologies transform into the digital environment service using telematics device applications, but the review of adoption intention by consumers remains unknown and rarely reflected. This study will give insights based on data analysis to discover the possibility in regard to predict consumer perception reflection.

Eastern Research Group, Inc. evaluated the current state of personal vehicle telematics data with respect to emission inventory development, identifying relative strengths and weaknesses, and how these data could align better with the needs of emission modelers. A market survey of telematics firms provided an overview of available data, and identified several candidate sources for location-based and engine-based telematics data on personal vehicles. Data were then purchased from three different vendors: StreetLight Data, Moonshadow Mobile, and Otonomo. These data were applied in case studies conducted in the Denver metro area, U.S., to assess strengths and weaknesses of telematics for developing emission inventories. Case studies included using telematics to estimate regional vehicle miles traveled (VMT) for annual emission inventories; tracking the VMT impacts of COVID shutdown; generating location- and time-specific vehicle activity inputs for project scale “hot spot” air quality analysis; and estimating the distribution of fuel fill level from real-world data, which is important for evaporative emissions. These case studies confirmed that telematics can serve a growing range of emission inventory use cases, and use of these data may help improve emission inventory accuracy. However, there are also several limitations of the data to consider in preparing emission inventories; for example, it can be difficult to assess the representativeness of telematics data because of a lack of vehicle information. The authors encourage telematics firms to cater data products more directly to the needs of emission inventory modelers, to better harness the enormous potential of these data for refining vehicle emission inventory estimates.

Institutions involved specifically in telematics have designed a legal framework of their own which is built on an exclusively contractual basis. This separate set of rules exists side by side with others relating to telecommunications, the press and audiovisual communication. The norms applicable to telematics will probably need to be clarified in the future.

Driving simulators are useful tools not only to test the components of future cars but also to evaluate the telematics service and human—machine interface (HMI). However, driving simulators available at present cannot be implemented to test and evaluate the telematics service system as the global positioning system (GPS), which contains basic functional support for the telematics module, does not work in the virtual reality environment. In this paper, a GPS simulator is developed which is able to emulate GPS satellite signals, consisting of the NMEA-0183 protocol and RS232C communication standards, and thereby presenting a method of implementing a telematics service for a driving simulator. It is expected that the driving simulator, together with the GPS simulator, can be used to study the HMI for evaluation of commercial telematics systems in order to realize the human-in-the-loop evaluation systems.

Today all OECD (Organization for Economic Cooperation and Development) countries are faced with the challenge of escalating healthcare costs. Most are agreed that e-health appears to offer a solution and thus we are witnessing the design, development and implementation of various e-health solutions. This is also true in Germany where the current focus is on the new e-health card concept. It is anticipated that the introduction of this e-health card will totally change the current healthcare system within Germany, primarily because it offers several new functions. Some of these functions are mandatory, while other functions are optional. Such an initiative however, brings with it several advantages and disadvantages. A particularly sensitive aspect here concerns data protection and data security. To address this consideration, the development of a new telematics infrastructure is critical and in some respects the backbone for the e-health card. Thus, the following provides an assessment of the telematics infrastructure behind the German e-health card.

However, due to practical factors such as site, many technologies have not been further validated and used, and there is still much room for the development of positioning technology. However, with the further development of communication and transmission technologies, the positioning accuracy of Telematics will definitely be improved substantially.

Purpose The purpose of this paper is to analyze the use of telematics in insurance and its consequences for the insurability of risks. Empirical results on monitoring policyholders or insured objects and its consequences for asymmetric information, as well as claims frequency and severity are discussed. Furthermore, potential future research questions that arise from the use of telematics in risk management and insurance are outlined. Design/methodology/approach The paper systematically reviews existing studies and then investigates the consequences of telematics using Berliner’s insurability criteria. The results are based on 52 academic studies and industry papers published from 2000 to 2019. Findings The findings emphasize the effects of new information on information asymmetry and risk pooling, the implications of new technologies on loss frequency and severity, legal restrictions and ethical consequences of the use of telematics in the insurance field. Problems with the insurability impede the market development of innovations such as telematics tariffs. Originality/value Despite its increasing relevance for businesses at present, research on telematics in insurance is limited. Some papers can be found in the IT domain, but relatively little research has been done in the business and economics literature. The authors illustrate where the research stands currently and outline directions for future research.

Insurance telematics is a recent technology-enabled service innovation advanced by insurance companies and adopted by millions of drivers worldwide. This research study explores the insurance telematics technology acceptance and use among the new Millennials generation, which represents both a challenge and an opportunity for insurers. Drawing on the Technology Acceptance Model (TAM) and the Theory of Planned Behaviour (TPB), the study uses data from 138 Millennials in the USA to delve into their perceived attitudinal behavior and intention to use insurance telematics. The findings provide empirical confirmation of the integrative and predictive power of the proposed combined theoretical framework (TAM-TPB) to explain insurance telematics adoption and use. The results also suggest a sophistication-level shift in Millennials preferences from functionality evaluation to applicability value sought through the adoption and use. And the findings ascertain the role of perceived enjoyment, trust, and social media as critical factors influencing Millennials attitudinal behavior and intention to use insurance telematics. Considering these results, the authors further discuss implications for scholars and practitioners, and suggest future research directions.

The existing telematics system in the city of Piła and the proposed solutions were subjected to appropriate examination. This study aimed to verify the quality of the current state of the system and learn opinions on the proposed solutions that could be implemented in Piła, considering the effects that could be achieved as a result of improving the existing system. The survey method was used to obtain relevant information. The questionnaire developed, containing the elements assumed in this study, was addressed to respondents residing in Piła and its environs. The survey was conducted in December 2020 and January 2021.

The objective of the study was to determine the impact of telematic tutoring on the teaching and learning process of scientific knowledge of engineering students at Alas Peruanas University in the city of Lima during the I lapse of 2020. Quantitative study of quasi-experimental design with pre- and post-test in a sample of 120 male and female students, all engineering students of Alas Peruanas University of Lima, Peru. The results determined a significant impact of telematic tutoring in the inquiry, experimentation and critical judgment skills; furthermore, it could be determined that students significantly increased their average performance after the intervention of the teacher as a telematic tutor in the teaching and learning process of scientific knowledge related to the engineering area. In conclusion, the use of telematic tutoring in the teaching and learning process in the engineering area has been shown to have a direct and significant impact on the scientific knowledge of university students.
