Esta pesquisa procura entender melhor de que forma as operadoras de telefonia móvel podem configurar suas ofertas de pacotes de produtos e serviços, através de um estudo de percepção de valor por parte dos clientes que já utilizam os serviços. Através de questionários estruturados, procurou-se avaliar a questão da percepção de valor dos usuários, examinando a compensação entre o benefício que se recebe e o sacrifício dispendido para obter esses benefícios. Apesar de o preço ser, na maioria das vezes, o lado do sacrifício na relação de valor, os resultados mostram que os usuários estão dispostos a desembolsar uma quantia até 50 por cento maior para adquirir serviços cujas características sejam mais adequados a seus padrões de uso.
The objective of this research is to understand how mbile phone operators can set their service bundling offers. An exploratory study, followed by a survey made through structured questionaries were done in order to evaluate the customers value perceptions. Value perceptions here is defined as the trade-off between the perceived benefits and the perceived sacrifice to obtain a given benefit. Although most of the times price is the sacrifice side on the perceived value relationship, the results show that on average the customers are willing to pay 50 percent more to have benefits that better fit and control their use standards.

Abstract:
Trade in services is central to the world economy today. Telecommunications services, in particular, can be traded directly as well as providing a medium through which goods and other services can be traded. They are therefore critical to development and the expansion of world trade. This thesis provides a legal analysis of the liberalization of trade in telecommunications services through the multilateral framework of the General Agreement on Trade in Services (GATS). More specifically, it examines the interplay of multilateral rules and the domestic regulation of telecommunications in the context of the World Trade Organization (WTO), the US, and India. The telecommunications industry has until recently been heavily regulated. Even in the US, the movement towards deregulation began only in the 1970s. An in depth examination of the US telecommunications industry in Chapter 2 provides a background analysis of the origin of policies on liberalization of telecommunications domestically and internationally. Chapter 3 examines the current importance of the service economy and the decision of the developed countries, in particular the US, to expand trade in services through liberalization. Chapters 3 and 4 illustrate the extent to which developed countries were the driving force for a multilateral framework within the WTO to govern trade in services, including telecommunications. Chapter 5 shows that developing countries, such as India, although demonstrating their recognition of the benefits of telecommunications liberalization through autonomous regulatory reforms, have so far been restrictive in their WTO services commitments. From this study, it is clear that the movement in both developed and developing countries is towards liberalization and competition. More specifically, the thesis demonstrates the extent to which trade liberalization together with domestic regulatory reform are necessary in order to achieve the liberalization of trade in telecommunications services.

Thanks to the use of satellite technology, mobile personal telecommunications systems are able to provide communications simultaneously anywhere on the Earth's surface. The implementation of such systems raises several regulatory issues: after a brief explanation of the technical characteristics of different satellite systems in the first chapter, the second chapter will introduce the principles of space law relevant to satellite communications, with particular attention to the provisions which the development of global satellite telecommunication system could infringe. In the third chapter, there will be place for further analysis of international regulations established in the framework of the International Telecommunication Union and the World Trade Organisation, dealing more specifically with satellite telecommunications. The discipline established by the former organisation aims to the optimal management of the orbit and spectrum resources, particularly controversial because of the divergence of interests and exigencies of the member countries, whereas the latter intervened in the liberalisation of the telecommunication services, with the purpose to create an open environment for their diffusion. Furthermore, telecommunication activities are subjected to national regulation. The domestic discipline pertaining to global mobile satellite telecommunication services will be analysed in the fourth chapter, with particular attention to the U.S. Federal Communication Commission regulations and to the developments of Italian legislation in the light of the recent European initiatives in the field. National authorisation requirement conditions, in spite of the international effort toward regulatory harmonisation and liberalisation, are the key elements in the deployment of global mobile telecommunications services. National authorities should not continue to function solely on the basis of their national considerations, but be more flexible and open to cooperation, a

L'accent est mis d'une part sur les equilibres que le regime assure entre les objectifs de la politique des telecommunications, lesquels se rattachent tantot a une strategie de structures, tantot a une strategie de marche. D'autre part, sont mis en evidence les points d'equilibre entre les interets des acteurs du marche que la liberalisation demultiplie et diversifie : operateurs de reseaux, prestataires prives de services, utilisateurs finaux. Dans une premiere partie consacree aux fondements du regime sont analyses successivement les fondements juridiques de l'action communautaire et ses fondements politiqsues et economiques. Au terme de cette analyse, on degage alors la specificite du modele reglementaire europeen. La seconde partie analyse les conditions de prestations des services. Sont presentees en premier lieu les mesures de liberalisation et d'introduction de services paneuropeens en tant qu'elles participent d'un equilibre entre liberalisation et harmonisation. Puis, l'etude s'attache aux nouveaux modes de regulation du marche des telecommunications qui presente une structure mixte, monopolistique sur certains segments et concurrentielle sur d'autres. Cette regulation repose sur deux piliers. Le premier est constitue par les regles d'acces au marche par la voie de l'harmonisation et en particulier celle des conditions d'acces et d'utilisation en matiere de reseaux publics. The aim of the thesis is to analyse community regulation of telecommunications services as an expression of the policy developped in this sector. The first part provides an analysis of the legal, economical and political foundations of the community actiion and draws the idea that the european model of regulation is specific. The second part presents the conditions for service provision. Firstly, it gives an overview of the decisions taken by the european community in order to open the services market to competition and to promote the introductioin of paneuropean services. Special attention is paid to the way liberalization and harmonization are balanced. Secondly, the study aims at anaysing the new regulation of the telecommunications market which main characteristic is the coexistencve of monopoly and competition. This regulation is ensured on one hand by measures harmonizing in particular access to the network infrastructure and to certain services and on the other hand by application of competition rules to the telecommunications sector. The conclusion emphasizes that the new regulation is complete and coherent but raises the question of its adaptation ability to further legal and economical evolution

Abstract:
This thesis employs models of homogenous and differentiated products to empirically investigate the demand for mobile phone services in Sub-Saharan African countries. The thesis consists of a short introductory chapter, three self-contained empirical chapters, and a summary chapter. In Chapter 2, we use survey data conducted in 2011 in eleven countries in Sub-Saharan African to analyze how the availability of physical infrastructure influences the adoption of mobile phones and usage of mobile services. The availability of physical service infrastructure is approximated by data on night-time light intensity in the areas in which survey respondents reside. After controlling for a number of individual and household characteristics including disposable income, we find that adoption of mobile phones is higher in areas with better physical infrastructure. However, in the group of mobile phone adopters, the use of mobile phones for mobile financial transactions is negatively influenced by the level of infrastructure. Mobile phone users who live in areas with poor infrastructure are more likely to rely on mobile phones to make financial transactions than individuals living in areas with better infrastructure. On the other hand, the use of mobile phones to access services such as email, skype, social media networks and Internet browsing is not dependent on the availability of physical infrastructure. Our results support the notion that mobile phones improve the livelihoods of individuals residing in remote areas by providing them with access to financial services which are otherwise not available physically. Chapter 3 examines the effect of mobile number portability (MNP) on own- and cross-price elasticities. Using quarterly data for 28 mobile operators in seven Sub-Saharan Africa countries between 2010Q4 to 2014Q4 to estimate a differentiated products demand model, we find that MNP increased own-price elasticities of demand in countries that have implemented the facility. This increase in price elasticities may be a result of a reduction in switching costs between operators. On average, the introduction of MNP increases own-price elasticities by 0.47 in absolute value. We compare the level of price elasticities before and after the implementation of MNP in Ghana and Kenya, which implemented this policy in the time period of our study. Our results suggest that in Ghana, MNP increased own-price elasticities by an average of 0.35 in absolute terms from an average value across firms and over time of -0.74. In Kenya, the introduction of MNP increased own-price elasticities by an average of 0.21 in absolute terms from a lower average value across firms and over time of -0.39. However, we find that in Kenya and Ghana the average own-price elasticities remained small even after the implementation of MNP relative to other countries without MNP in place. Thus, our results suggest that MNP is not the ultimate solution for increasing competitiveness within the mobile industry. While in Chapter 3 we use a product differentiated model of demand, in Chapter 4 we make assumptions that allow us to use a homogenous model of demand to examine the effect of regulatory policies on mobile retail prices. Using aggregated quarterly data for eight African countries for the period 2010:Q4 to 2014:Q4, we estimate structural demand and supply equations. We find that mobile termination rates (MTR) have a significant positive impact on mobile retail prices. A decline in average MTR of 10% decreases average mobile retail prices by 2.5%. On the other hand, MNP has an insignificant effect on price and subscriptions in selected African countries. This may be due to inadequate implementation of MNP, which subsequently lead to low demand for porting numbers. The average market conduct in the mobile telecommunications industry for selected African countries can be approximated by Cournot Nash equilibrium. In Chapter 4 we find price elasticities that are closer to 1 in absolute terms. The price elasticity, however, is estimated at an average of -0.27 for Sub-Saharan Africa countries in Chapter 4. We attribute this inconsistency to the different assumptions made in each chapter.

Mobile telecommunications industry has experienced high growth rates for the recent 30 years. Accordingly, forecasting the future of mobile telecommunications services is important not only for mobile operators but also for all stakeholders in this industry ranging from handset manufacturers to vendors. In this thesis, the diffusion of mobile telecommunications services in 20 countries from different regions around the world is examined for the period of 1981 to 2010 with special emphasis on Turkey, in order to address the uncertainty in optimal model selection. The Gompertz, logistic and Bass models are fitted to the observed data of mobile phone penetration by means of nonlinear least squares. The fitness accuracies of the models are evaluated based on root mean square error (RMSE). Empirical results show that S-shaped growth models are capable of explaining the diffusion of mobile telecommunications services. The findings also suggest that there is no superior model in defining the diffusion process and the most suitable model is country dependent. Finally, we observe that the diffusion in late entrant countries appears to be faster than pioneer countries and peak demands in mobile telephones occur during the period of 1999 to 2006, which suggests a remarkable multinational learning effect and significance of the transition into digital technology.

The development of Internet applications, as well as new technologies to provide Internet access to users, has caused a massive increase in the amount of data traffic in networks and the need of cost-efficient solutions for various networks. This motivated the development of such technologies as Internet Protocol (IP) and Ethernet. Ethernet originally aimed to serve the needs of Local Area Networks. The deployment of Ethernet in metropolitan area networks worldwide (also known as Carrier Ethernet) has made it both a competitive and preferable technology in comparison to technologies such as SONET/SDH and wavelength division multiplexing (WDM). This thesis research investigates the requirement of various stakeholders to Carrier Ethernet technology. The following stakeholders were identified during the research: customers, standardization bodies, vendors, and providers. Each stakeholder was closely investigated and its needs, requirements and interconnection with other target groups were analysed and gathered into one communication map called Carrier Ethernet eco-system. Moreover this thesis identifies more specific recommendations to each stakeholder that could improve the development of Carrier Ethernet technology in general and ensure the satisfaction of the customer and leave more space for future innovation.
Internettillämpningars utveckling har framkallat en massiv ökning av datatrafiken i näten och dess krav har drivit fram införande av Internet Protocol (IP) och Ethernet-teknologi i globala nätverk. Ethernets teknologi har ursprungligen utvecklades för Local Area Networks. Ethernets spridning i globala näten (också känd som Carrier Ethernet) har gjort det till en både konkurrenskraftig och eftersökt teknologi i jämförelse med SONET/SDH och Våglängdsmultiplexering (WDM) tekniker. Denna rapport utreder kraven på Carrier Ethernet som kommer från följande intressenter: kunder, standardiseringsorgan, telekommunikations företag, och leverantörer. Detta examensarbete undersöker varje intressent och identifierar vilka funktioner de behöver och hur de är i förbindelse med andra målgrupper. Resultatet av analysen samlades i en karta som kallades Carrier Ethernet ekosystem. Dessutom kommer denna uppsats identifierar mer specifika rekommendationer för varje aktör som kan ge en förbättrad utveckling av Carrier Ethernet-teknik i allmänhet och motivera framtida innovationer i tekniken.

High stability of telecommunication services has a positive e ect on customer satisfaction and thus helps to maintain competitiveness of the product in telecommunication market. Since live migration provides a minimal down- time of virtual machines, it is deployed by telecommunication companies to ensure high availability of services and to prevent service interruptions. The main objective of this research is to assess the performance of various hypervisors in terms of live migration and determine which of them best meets the criteria given by a telecommunication company. Response time and CPU utilization of telecommunication services are measured in non- virtualized and virtualized environments to better understand the impacts of virtualization on the services. Two hypervisors, i.e. KVM and XEN, are used to grasp their characteristic behaviour of handling the services. Furthermore, performance of live migration is assessed for both hypervisors using miscellaneous test cases to identify which one has the best overall performance in terms of downtime and total migration time.

Abstract:
This thesis analyses the development of telecommunications universal service in relation to people with disabilities and national policy making in Australia from 1975 to the end of 1997. The history of public policy development in telecommunications universal service obligations is analysed to gain an understanding of how different political, scientific, social symbolic and material contexts have influenced policy. It is argued that social symbolic and material contexts mutually constitute telecommunications policy. Social symbolic influences, such as charity and 'rights' discourses of disability, have framed telecommunications policy toward people with disabilities. Material contexts, including changing technological, economic and legislative environments, have created favourable conditions for either charity or 'rights' models of disability, and have dominated related policy arenas at various times. The study demonstrates that policy arenas influenced by certain discourses, may also lead to changes within the material environments. The influence of community interest groups is also analysed to investigate their effect on telecommunications policy. Associated with interest group influence on telecommunications policy is a joint consultative process initiated by Telstra and consumer groups in 1988. The value of the consultative process to people with disabilities is evaluated. A key focus of this study is the consideration given by policy makers to the interests of people with a disability in the continuing debate on access and equity issues in relation to telecommunications services for all Australians. A turning-point in telecommunications policy for people with disabilities occurred in 1995, when various people with a disability made a successful complaint against Telstra to the Human Rights and Equal Opportunity Commission (HREOC). The outcome forced a major change of policy in telecommunications service delivery and benefited many who have disabilities. The HREOC inquiry is a useful case study which indicates the significance of the mutually constitutive effect on policy stemming from the dynamic interaction of social symbolic environments and material conditions. The research revealed that policy in this area may be described as a pluralist, non-linear process. Government and Telstra policy makers have found telecommunications policy a problematic area to reconcile with universal service obligations.

Este trabalho partiu da premissa de que as operadoras do mercado de telecomunicações brasileiro vem forçando uma mudança de foco de bens para serviços, exigindo uma adaptação das estruturas organizacionais da indústria para responder a esta necessidade. Com base na tipologia de Mintzberg foi feita uma pesquisa exploratória e qualitativa, com levantamento de dados primários através entrevistas semi-estruturadas em uma amostra aleatória de gerência média de cinco multinacionais do setor para analisar como colaboradores de gerência média ou cúpula local interpretam estas mudanças. Os resultados encontrados nos acenaram que as mudanças estruturais propostas eram relacionadas a processos e não especificamente ao problema. Elas se relacionam com: (a) a importância do poder da tomada de decisão centrado na gerência média; (b) a especialização como forma de estrutura das divisões de trabalho; c) o fortalecimento das correlações horizontais através de mecanismos de ligação; (d) o incentivo das relações interpessoais; (e) o fortalecimento do sistema de recompensas, com limitada punição e (f) a intensificação da comunicação horizontal. Assim, constatou-se que a necessidade de mudança de demanda, na verdade, é uma necessidade de mudança de foco, com novo posicionamento tanto nas ofertas como na gerência de projetos para quase toda a indústria. Por fim, identificou-se também que todas as empresas estudadas apresentaram sinais de mudanças estratégicas, tais como metas e modelos de negócios para serviços, confirmando a premissa do trabalho.
This work started from the premise that operators of the Brazilian telecommunications market have forced a shift in focus from goods to services, requiring an adjustment of the organizational structures of industry to meet this need. Based on the typology of Mintzberg there was an exploratory and qualitative research with primary data gathered through semi-structured in a random sample of middle managers in five multinational of the sector to examine how middle management or employees of local umbrella interpret these changes. The results found alerted us that the proposed structural changes were related to processes and not specifically to the problem. They related to: (a) the importance of the power of decision-making centered in middle management; (b) specialization as a way to structure the division of labor; (c) the strengthening of horizontal correlations through bonding mechanisms; (d) the encouragement of interpersonal relations; (e) strengthening the system of rewards, with limited punishment; (f) the intensification of horizontal communication. Thus, it was found that the need for a change in demand, is actually a need to change the focus, with new positioning in both supply and project management for almost any industry. Finally, it was found also that all the companies studied showed signs of strategic changes, such as goals and business models for services, confirming the premise of the study.

In numerous industries, the competitive landscape significantly evolved in the last few decades. From local organizations serving local customers with a portfolio of products and services adapted and dedicated to the specificities of each local market, firms modified their organization structure to better follow their customers internationally and to take advantage of the many growth opportunities that globalization offered worldwide. To better serve their international customers, and to build competitive advantage, firms have been seeking news ways of improving the attractiveness of their offerings. It is often with this goal in mind that firms are using outsourcing, ideally resulting in reduced cost and improved flexibility. This document, organized as a case study, synthesizes and discusses the challenges that a telecommunications service provider was facing while simultaneously outsourcing some of its service delivery activities and implementing a solution for a large customer in a country in which this customer had a massive presence, and in which it only had limited operations. The case study provides a broad understanding of the two actors, their environment, needs and constraints. It explains the extent to which the contract signed by both parties deviated from the provider's definition of standard products and services, details the modifications that were required on its delivery processes, and introduces the various teams that were involved. Finally, it presents several external initiatives that had a significant impact on this implementation, including an outsourcing initiative. Following this case study, a chapter discusses the impact that this implementation and that these external initiatives had on the provider's organization. It also provides recommendations that could be used by other providers in order to better deal in similar circumstances.

The future mobile communication networks are expected to cope with growing local usage patterns especially in dense urban areas at more affordable deployment and operation expenses. Beyond leveraging small cell architectures and advanced radio access technologies; more radio spectrum are expected to be required to achieve the desired techno-economic targets. However, securing efficient radio spectrum resources remain a challenging task especially in the bands with favored propagation characteristics. Therefore, the research activity has been directed towards discussing the benefits and needs for more flexible and local spectrum authorization schemes. This thesis work is meant to be a contribution to this ongoing discussion from a techno-economic perspective  that aim to investigate three main questions: (i) how can the need for and benefit of local spectrum authorization schemes be valued from the perspective of established mobile network operators, and (ii) Will the shift towards more flexible and local spectrum authorization schemes impact the existing mobile service ecosystem and in what manner. In chapter three, the role and value of the different local spectrum authorization schemes in shaping an economic viable provision strategy for the targeted local mobile services in future dense urban areas are investigated. For this purpose, the opportunity cost approach is used to evaluate the elasticity of substitution between the spectrum resources and network infrastructure. The main results in chapter three indicate the economic incentives to deploy more small cells based on local spectrum authorization schemes are subject to the additional deployment and operation costs that can be avoided if a macro-cell layer is deployed instead. However, the backhaul links costs and additional radio equipment cost for aggregating spectrum resources in different bands at the small cell level will have high impact on the anticipated  engineering value. Nonetheless; in dense and very dense deployment scenarios of small cells, where the density of radio sites is equal or larger than the active mobile subscribers' density, access more spectrum resources based on local authorization schemes will have a key role in providing the targeted high mean instantaneous data rate per active end-subscriber. Moreover, established actors (e.g. incumbent MNOs) experiencing shortage in their licensed spectrum resources can evaluate the spectrum value base on their ability to offer the targeted mobile services in strategic spotty local areas. While in chapter four, the possible business and cooperation models around local shared spectrum authorization from the perspectives of established mobile network operators (MNOs) and emerging local network operators (LNOs) are identified. From the perspective of an established MNO, the strategic value of the flexible spectrum authorization option could be very high in certain local environments with potential high return on investment (ROI). On the other hand, emerging actors can benefit from the flexible spectrum authorization options to focus on the niche market in certain local areas. Other viable business models for an emerging actor rest with the possibility to enter into different cooperation agreements to deploy and operate dedicated local mobile infrastructure on behalf established mobile network operators; especially in situations where the deployment of mobile networks brings extra activities and overheads to the MNOs.  Moreover, by allowing other actors, rather than the traditional mobile network operators, to access spectrum resource at a reasonable or no cost, one of the major traditional investment barriers in mobile market will be relaxed and consequently more independent business models may emerge. As an example, actors with sufficient technical expertise such as network equipment vendors may exploit local shared spectrum resources to provide tailored local mobile services and enter into different roaming agreements with established mobile network operators.

In this context, dependent or independent local business can be identified according to surrounding spectrum regulations. On possible independent local business models for those emerging actors is to exploit the different flexible spectrum authorization options to provision tailored local mobile services. Other viable dependent local business models rest with the possibility to enter into different cooperation agreements to deploy and operate dedicated local mobile infrastructure on behalf established mobile network operators.

After a decade of development, advanced telecommunications services (ATS) are widely available in many markets. This thesis is concerned with the impact of local competition and government regulation on the deployment of advanced telecommunications services for business in the United States. These services include packet switching, digital signal level (DS) technologies and synchronous optical network (SONET) – optical carrier (OC) transport. Increasingly, businesses are using these services for intra and extra network communications. Access to advanced telecommunication services is important for economic development. Government policy makers are interested in identifying what steps can be taken to accelerate the roll-out of services in their communities. Business and corporate users are often interested in services that are different from what the residential customers desire. This thesis focuses on a broader range of advanced services of interest to the business customers than most empirical research to date. It also provides a better and more insightful metric at a finer level of granularity to address these questions. The impacts of local business conditions, rivalry and regulations on the deployment of advanced telecommunication services are analyzed by means of econometric analysis. A rich data set has been constructed which identifies the competitive, regulatory and economic climates at each incumbent’s wire center in the United States. A qualitative response model is used to estimate how business characteristics of the communities and their regulatory environments affect the deployment of ATS. I conclude that local competition, federal subsidies, 271 approval, and high unbundled network element (UNE) price to book cost ratio have positive impacts on advanced telecommunication services deployment, while federal price cap regulation and location in a rural area have negative impacts. These findings have significant implications on government regulatory policies. The thesis recommends regulatory policies, which focus on services, such as rate-based rate-of-return regulation over price caps and encourages competitors’ entry, facilities-based competition and federal support to accelerate deployment of advanced telecommunications services. It concludes by encouraging governments and organizations to support more research, experimentation and better data collection to increase understanding of underlying socio-economic and regulatory factors affecting deployment of advanced telecommunications services.

Para ello, el autor se centrará en analizar las formas de renovación existente en la legislación peruana, así como los principios que rigen el proceso de renovación de las concesiones en Telecomunicaciones. Generally, service industries require a rapid innovation of service portfolios to gain and maintain a competitive advantage. In this context, service elimination is a tool of portfolio renewal, where customer retention is a strategic priority for companies. This is especially so because service elimination usually causes higher churn rates than an average churn in telecommunications. Thus, customer retention is seen as a major aspect in enhancing service elimination success. The purpose of this paper is to investigate the factors that increase customer churn in the case of service elimination. We use one of the three Hungarian telecommunication Operator's databases containing usage data three months before and after Service elimination in the course of a major service package reform. Contract-related information and demographics of 10 065 customers are used to differentiate between high and low churn factors, taking care of a possible sample selection problem. The results show that in the course of service elimination there is a significant positive relationship between price decrease, tenure, interaction intensity on the one, and customer retention on the other side. Besides these, demographics (age and residence) also play an important role in explaining churn rates during service elimination. Furthermore, we find that a higher monthly fee after elimination increases the customer´s usage intensity. This research aims to contribute both to service elimination, as well as to customer retention literature, by hierarchical modeling of retention and usage during service elimination with practical implications for decision-makers in rapidly innovating telecommunication markets.

The following dissertation is an exploratory case study of a telecommunications organisation�s call centres. Specifically, it was focused on investigating internal service quality issues that related to the frontline employee role, a clearly underdeveloped area of study in services marketing literature. The study involved firstly identifying the internal services delivered to frontline employees, and then gaining their perceptions of the service quality dimensions most important to them within each workplace situation. This in turn provided an indication of how internal services could be customised and classified to best meet frontline employees� work requirements and therefore increase their job effectiveness. In addition, the case study explored frontline employees� overall perceptions of the quality of delivery of each internal service, which helped provide further insights into their work needs. Frontline employees� perceptions were also sought regarding the importance of each internal service to them, in terms of increasing their ability to generate revenue for the organisation. This provided an indication of how different internal services impacted upon their exchanges with external customers. Twelve internal services and seven internal service quality dimensions were identified through conducting extensive observation and undertaking interviews with frontline employees at one of the call centres. The information obtained helped inform a web-based online survey that was implemented to address the three focal research questions. The online survey was successfully completed by 301 frontline employees. The results showed that while all twelve internal services shared some similarities in their demand characteristics, some groups of internal services were distinctly different to others. As a result of these similarities and differences, the internal services were classified into four categories: trainingintensive internal services; communication-based internal services; real-time-based internal services; and, performance-related internal services. While the four classification categories can provide a solid guide for internal suppliers about how to approach groups of internal services, it was apparent that frontline employees had unique needs in each of the twelve internal services. This emphasised the need for the classification scheme to be used only as a guide, whereby internal suppliers should methodically identify all the quality attributes most important to frontline employees in each individual internal service situation. The results also showed that frontline employees perceived some internal services as more important than others, in terms of increasing their ability to generate revenue for the organisation. As a result, it was suggested that internal services could also be classified according to their �importance� levels, as this could help managers in their allocation of organisational resources. The case study provided a valuable insight into frontline employees� needs, and other internal service quality issues related to their roles. Because the results and conclusions were specific to a particular case, it is essential that this area of research be extended further in future.

A great deal of attention has been devoted by researchers to examine different aspects of the relationship between marketing orientation (MO) and competitive advantage, mostly within causal relationship style research. However, the mechanisms and intermediate variables underlying this relationship remain vague and poorly investigated. Drawing upon mixed method research utilising qualitative and quantitative techniques, this study aims to offer further insight into this relationship within Jordan’s telecommunications market, focusing on customer satisfaction and customer retention as two prominent performance indicators in this market. Hence, this research set out to investigate the mechanisms and interrelationships that link marketing orientation and organisational performance, the issue that seems to be highly justified in the matured and competitive market where consumers have more choices, switching cost are decreasing and retention of the market base is becoming more and more difficult. As a case study undertaken in Jordan’s telecommunications market, the main four telecommunications operators in the market were represented. Quantitative data analysis was used to determine the variations between the main operators in the market regarding their adopted levels of marketing orientation. On the other hand, the qualitative technique - namely semi-structured interviews - represents the main instrument the study utilises to gain an in-depth insight into the relationship between marketing orientation (MO) and organisational performance. This qualitative tool enabled the researcher to construct a rich picture of the mechanisms and ways by which firms manage the different attitudinal dimensions of customer satisfaction and the behavioural dimensions of customer retention. Results of the research confirm significant variations between high- and low-marketing orientation telecommunications operators with regard to the approaches, drivers and mechanisms by which firms manage their capabilities to achieve customer satisfaction and customer retention. Thus, two different patterns were indicated which were associated with the adopted level of marketing orientation of these firms. The most important finding to come out of the research was that genuine marketing orientation is an integrated attitudinal-behavioural perspective. Hence, any deficiencies or even ignoring of any aspect will weaken a firm’s overall value creation capability, the main mission of the marketing-oriented firm. In addition, internal culture emerged as a critical success factor for marketing-oriented firms. It serves as the glue that ensures a firm’s values are adhered to, and also allows a clearer understanding of a firm’s vision and mission, which in turn resulted in the fact that these firms are more capable to translate their attitudes into practice on the ground. Moreover, the role of marketing orientation was substantial as it worked as a supportive environment that stimulates a firm’s capabilities to integrate and coordinate its resources and competencies into new ones in such a way as to enhance its overall performance as well as to achieve congruence with the changing business environment. The importance of this research stems from its nature and approach in studying the relationship between marketing orientation and organisational performance. The main issue being evaluated is different from the bulk of marketing orientation works that have focused on examining different aspects of marketing orientation and organisational performance within causal relationship-style research, and mostly within a short-run view. In contrast, this study is concerned with gaining in-depth understanding of this relationship through evaluating its mechanisms and interrelationships, the aspect that was treated as a black box in prior research.

Empresas de telecomunicações em todo o mundo tentam melhorar a qualidade dos serviços oferecidos, não existindo em São Tomé e Príncipe estudos sobre esta temática. O presente trabalho teve como objectivo avaliar a ligação entre Qualidade do Serviço e a Satisfação dos Clientes face aos Serviços de Telecomunicação em São Tomé e Príncipe, tendo como objeto de estudo as empresas CST e Unitel. A recolha dos dados foi realizada pelo método de sondagem através da construção de um questionário estruturado aplicado a uma amostra de conveniência a clientes da CST e Unitel residentes na cidade de São Tomé. Os resultados permitem, não apenas conhecer a opinião dos clientes sobre a qualidade dos serviços de telecomunicação, como a sua satisfação com as operadoras que os prestam, assim como identificar e traçar algumas recomendações para melhorar a qualidade dos serviços e a satisfação dos clientes. Os clientes reconhecem que as operadoras oferecem serviços qualidade, mas precisam melhorar na questão do atendimento e da prestação desse serviço, estando a grande maioria satisfeita com a escolha da operadora e com o bom desempenho da mesma. Contudo, a média da operadora UNITEL é superior à média da operadora CST, o que sugere a existência de diferenças entre ambas as operadoras, na satisfação com o serviço e nas dimensões do modelo SERVQUAL. Finalmente, de referir a existência de 3 cluster de clientes e também de uma associação estatisticamente significativa entre as variáveis sociodemográficas e a operadora a que os inquiridos fazem parte o que possibilita identificar o segmento dos clientes; Abstract: Service quality is among the main aspects that increase customer satisfaction. Telecommunications companies around the world try to improve the quality of the services offered, and there are no studies on this subject in São Tomé and Príncipe. This study aimed to assess the link between Service Quality and Customer Satisfaction in relation to Telecommunication Services in São Tomé and Príncipe, with the object of study the companies CST and Unitel. Data collection was carried out using the survey method through the construction of a structured questionnaire applied to a sample of convenience to CST and Unitel customers residing in the city of São Tomé. The results allow, not only to know the opinion of customers on quality telecommunication services, such as their satisfaction with the operators that provide them, as well as identifying and outlining some recommendations to improve the quality of services and customer satisfaction. Customers recognize that the operators offer quality services, but they need to improve in terms of service and the provision of this service, the vast majority being satisfied with the choice of the operator and with its good performance. However, the average of the UNITEL operator is higher than the average of the CST operator, which suggests the existence of differences between both operators, in terms of satisfaction with the service and in the dimensions of the SERVQUAL model. Finally, mention should be made of the existence of 3 customer clusters and also of a statistically significant association between the sociodemographic variables and the operator to which the respondents belong, which makes it possible to identify the customers segment.

Abstract:
The present thesis discusses the interrelation between technical change, institutional transformation and public policy in the context of the planning and early development of new public telecommunications infrastructures. Efforts to implement ISDN have featured prominently in the above developments during the 1980s, thus offering the empirical ground on which the thesis focuses. Specifically, the thesis aims to identify the main critical factors that have been shaping the realisation of ISDN nationally and internationally and assess their impact in its early commercialisation stage. A number of analytical concepts provide the background for the above exercise: the Schumpeterian "creative destruction" and its variants; the notion of complementarity between technical change and institutional restructuring; different classifications of the innovation process; the ideas of technological paradigms and trajectories; the role of user-producer relations. ISDN is assessed in view of the broader transformations that have revolutionised the telecommunications industry during the 1980s. The innovative record of "technical trends" and socio-technical "concepts" examined by the thesis supports the case for technological pluralism. Their presence opens a variety of implementation alternatives for policy makers and defies the technological determinism strongly present in the original versions of the ISDN concept. Moreover, the spectrum of liberalisation regulatory options analysed, creates radically different conditions for the realisation of ISDN from the monopoly environment it was conceived in. As a result, ISDN is forced to change, adapting to a competitive, "open network" environment. The thesis examines the specific experiences of ISDN implementation in the United States, Japan and the European Community (France, Germany and the U.K., plus policies promoted by the European Commission) for its early diffusion period (up to 1990). It is demonstrated that ISDN has been pushed by telecommunications suppliers as part of both their longer-term strategic plans as well as their shorter-term tactical moves. Yet supply push, including international standardisation efforts, has been unable to offer success alone. A weak user participation, later realised by some providers; a slow and complex adaptation of ISDN to the new regulatory realities; difficulties to identify "winning" commercial applications for the right markets. These are the most important problem factors in ISDN's smooth commercialisation, although with varying impact in different national environments.

Le secteur des télécommunications est devenu très important pour notre société, car, non seulement permet-il de mettre en relation des personnes se trouvant à des bouts opposés dans le monde, mais il contribue également à la croissance de notre productivité. Afin de bénéficier au maximum de ce secteur, il est indispensable de bien comprendre son fonctionnement. Le but de cette thèse est justement de contribuer à sa meilleure compréhension. Elle vise en particulier des questions relatives à son environnement concurrentiel. Un premier volet se concentre sur la concurrence entre les services de télécommunication : les services fixes et mobiles. En effet, des évolutions contradictoires sont observées depuis quelque temps. D'abord, le nombre de consommateurs qui n'utilisent que leur mobile pour satisfaire leurs besoins en télécommunications ne cesse d'augmenter. Ensuite, le nombre de souscription d'offres groupées, regroupant des services fixes et mobiles, connaît également une hausse importante. Se pose alors la question, traitée dans le premier chapitre, concernant la rentabilité de cette pratique pour les opérateurs de télécommunications, ainsi que l'impact sur le bien-être social lié à cette stratégie. Un modèle théorique, intégrant à la fois la différenciation horizontale, la substitution fixe-mobile et les préférences hétérogènes des consommateurs, permet de conclure que les opérateurs risquent de subir des pertes de profits, alors que les consommateurs profitent de cette pratique. Par ailleurs, le gain des consommateurs est plus grand que la réduction de profits des opérateurs, de façon à ce que le welfare social augmente. La substitution fixe-mobile est également au cœur du deuxième chapitre qui cherche à déterminer les caractéristiques socio-démographiques d'environ 20.000 utilisateurs français expliquant le mieux leur choix en matière de souscription soit à une offre mobile en tant que service unique, soit à une offre groupée ou encore à plusieurs services séparément. Le résultat principal est que les utilisateurs «mobile-only» semblent avoir une contrainte de budget plus serrée que les utilisateurs «multi-services». Par ailleurs, l'étude fait apparaître un avantage pour l'opérateur historique quand il s'agit de souscrire une offre groupée.Le deuxième volet de cette thèse traite de la concurrence entre entreprises. En particulier, le troisième chapitre propose d'analyser l'impact de l'interaction entre la réglementation sectorielle (notamment la régulation de prix) et le droit de la concurrence (notamment, l'interdiction de la pratique dite de «ciseau tarifaire») sur l'équilibre dans une industrie de réseau. Le débat sur ce sujet a engendré des points de vue diamétralement opposés, spécialement entre les USA et l'Europe : alors que ces deux outils sont considérés comme substituts outre-Atlantique, ils sont des compléments dans la conception européenne. La question est donc évidente: laquelle de ces deux doctrines a le moins d'impact sur l'efficacité du marché ? Une analyse théorique permet de montrer que le prix de détail pratiqué par une firme verticalement intégrée, propriétaire du réseau physique et qui, contre paiement d'une «charge d'accès», laisse son concurrent accéder à son réseau, peut ne pas respecter le droit de la concurrence sans qu'il y ait une intention anticoncurrentielle. Par ailleurs, l'application du droit de la concurrence en combinaison avec la réglementation des prix (notamment, la charge d'accès) mène à une inefficacité du marché représentée par une hausse des prix de détails, néfaste non-seulement pour le consommateur, mais aussi pour le welfare social. Cette thèse conclut en rappelant l'importance d'une compréhension approfondie du fonctionnement du secteur des télécommunications. Parce que les évolutions reconnues dans ce secteur ne sont pas anodines, des analyses théoriques et empiriques sont nécessaires afin que chacun puisse bénéficier des apports de ce secteur
The telecommunications sector has becomes very important for today's society, as it allows people at either end of the world to communicate, as well as it contributes to the growth of our productivity. In order to fully benefit from this sector, a deep understanding of its functioning is indispensable.The aim of this thesis is to contribute to its better comprehension by focusing in particular on questions relative to the competition in this sector.This thesis concentrates first on the competition between fixed and mobile telecommunications services. Indeed, contradictory evolutions are observed. First, the number of consumers relying only on their mobile so as to satisfy their need in telecommunications increases steadily. Second, the number of subscriptions of bundled offers, regrouping fixed and mobile services, has also increased in an impressive manner. The question, treated in the first chapter, is thus to know whether the practice of bundling is profitable for telecommunications operators, as well as the impacts on social welfare induced by this strategy.A theoretical model, integrating horizontal differentiation, Fixed-Mobile substitution and heterogeneous consumer preferences, allows to conclude that operators are likely to lose profits when bundling their services, whereas consumers are clear winners. Furthermore, the increase of consumer surplus more than compensates the firms' profit losses, such that social welfare increases.Fixed-Mobile substitution is also at the core of the second chapter. Its aim is to determine the socio-demographic characteristics of about 20.000 French users that explain best the users' choice of subscribing either to only a mobile offer, to a bundled offer or to several services separately.The main result is that “mobile-only” consumers seem to have a stronger budget constraint than “multi-service” users. Moreover, the study provides evidence for an “incumbency advantage” when it comes to subscribing to a bundled offer.The thesis then turns to competition between firms. More specifically, the third and last chapter offers an analysis of the impact on the equilibrium in a network industry induced by the interaction of sector regulation (notably, price regulation) and competition law (notably, the prohibition of the so-called “margin squeeze”). The debate on this subject has induced two widely opposed points of view, in particular between the US and Europe: whereas the US considers both tools to be substitutes, they are used as complements in Europe. The underlying question is thus evident: which doctrine has the least impact on the market efficiency?A theoretical analysis allows first to show that the retail price set by a vertically integrated firm, that owns the physical network and grants its downstream competitor access to it against the payment of an “access charge”, may not comply with competition law without any anticompetitive intention. Moreover, applying competition law in combination with sector regulation (notably, regulation the level of the access charge) leads to market inefficiency, characterized by an increase of retail prices, which is detrimental to consumer surplus and social welfare.The thesis concludes by reminding the importance of a deep understanding of the functioning of the telecommunications sector. Since the evolutions in this sector are not harmless, many theoretical and empirical analyses are need, so that every one can profit from the contribution of this sector

The significance of occupational welfare both as a subject and a function in the human resources management of organisations has been undervalued by academics and professional managers in industry in Nigeria and the U.K. for many years. Evidence to support this claim lies in the fact that only a handful of articles and books have been written and few researches carried out about welfare practices in both countries since 1967 when Martin (I) published what is now the only comprehensive and concise account of welfare at work. Books and articles have consistently failed to address the main issue of concern which is to examine and evaluate how far occupational welfare is impartant in the human resources management of organisations. The research presented in this dissertation provides insight in this area of concern and in addition offers suggestions to enable organisations in Nigeria and the U.K. to respond more appropriately to their employee welfare needs. The thesis begins by developing a picture of the scope of occupational welfare (in both countries) which encompasses its origin and development, a review of existing literature and a comprehensive definition of occupational welfare. Having set the scene, the significance of occupational welfare in the human resources management of an organisation is examined and evaluated by presenting a case study of welfare services in British Telecom followed by an indepth survey of employee welfare services in the Nigerian External Telecom. Both studies explore the labyrinth of issues relevant to the formulation of welfare policy. The object has been to discover the kind of employee welfare services provided, how they are managed and what role they play in the human resources management of the organisatians concerned. Careful analysis of this informatíon leads to the development of sample systems models of occupational welfare. 1. A general model of an Occupational Welfare Systems. 2. The Wholeperson Concept Model. 3. An Employee Counselllng Model. 4. A Group Welfare Service Provision Model. These models can be used as a framework within which to review occupational welfare practices and procedures in organisations and to reach conclusions on how welfare may best be organlsed and managed in order to play a more effective role in the management of an organisation. The thesis ends with a number of proposals on the future development and practice of occupational welfare.

A competição no setor de telefonia celular tem apresentado forte acirramento nos últimos anos, levando a uma tendência de queda no faturamento médio por usuário nas empresas. Os serviços de valor adicionado vêm cumprindo importante papel no esforço de aumento do faturamento das empresas com seus clientes. A mídia tem sido adotada por executivos do setor como instrumento de marketing para promover o uso de alguns serviços e, conseqüentemente, melhorar o faturamento médio por usuário. Neste contexto, o presente estudo tenta avaliar a relevância da mídia para o desempenho dos serviços de valor adicionado. Para tal, foram realizadas análises estatísticas no esforço de identificar a correlação entre volume de mídia e o tráfego de um determinado serviço de valor adicionado. Recorre-se a uma revisão bibliográfica de disciplinas de marketing de serviços, mídia e estatística aplicada. Também é conduzido um estudo de caso do serviço visando um melhor entendimento do contexto de negócios em que o mesmo está inserido, pois entende-se como fundamental para uma resposta mais consistente ao problema da pesquisa. Os resultados apontam para a relevância da mídia e também para outros aspectos importantes para o desempenho do serviço, tais como as características de uso do produto e o modelo comercial adotado entre os provedores do serviço e a empresa de mídia.
The competition in the telephony sector has become harder in the last years, leading to a decrease in the average revenue per user of the companies. The value added services have been developing an important role in the effort of revenue increase by the companies with its users. Media has been adopted as a marketing tool by its executives to promote the usage of some services and, consequently, improve the average revenue per user. In this scenario, this study evaluates the media relevance to the performance of value added services. To conclude that, some statistical analysis were conducted in the effort to identify correlation between media volume and traffic of some value added services. A bibliographic revision was made in disciplines of marketing services, media and applied statistics. A case study was conducted aiming a better understanding of the service´s business context, as it is fundamental to a more consistent answer of the research problem. The results present the relevance of media and other aspects that are also important to the service performance, such as the products use characteristics and the business model adopted among the service providers and the media company.

A construção da oferta de produtos e serviços representa um ponto de enorme relevância na elaboração da estratégia de marketing das empresas. Tratando-se de marketing de serviços, pode-se dizer que esse processo passa a ser ainda mais importante. Seu papel em garantir que o cliente perceba, ou não, a diferenciação e a vantagem competitiva, se torna ainda mais crítico. Por essa razão, garantir que haja total entendimento das necessidades e desejos dos clientes é a prioridade máxima de qualquer estratégia. Esta dissertação tem como principal objetivo entender os fatores que influenciam a contratação de serviços de consultoria estratégica no mercado de telecomunicações. As teorias de marketing de serviços e análise conjunta sustentam a base teórica. O trabalho está dividido em três etapas principais: a primeira identifica os atributos e níveis por meio de entrevistas em profundidade; a pesquisa de campo compõe a segunda etapa; e a última abrange a análise dos resultados e conclusões. Os seguintes atributos e respectivos níveis foram identificados : Tipo de firma (Big 5 ou Não Big 5), Presença e experiência na indústria (Global ou Local), Afinidade cultural com o cliente (Alta ou Baixa), Experiência anterior com o cliente (Sim ou Não), Capacidade de apoiar a execução do plano estratégico (Sim ou Não) e Flexibilidade contratual e comercial (Sim ou Não). A fase final de análise dos resultados identificou o seguinte mix com os maiores níveis de utilidade : Tipo de firma (Big 5), Presença e experiência na indústria (Global), Afinidade cultural com o cliente (Alta), Experiência anterior com o cliente (Sim), Capacidade de apoiar a execução do plano estratégico (Sim) e Flexibilidade contratual e comercial (Sim). Building offers and services portfolio are significant challenges, and for sure, represent important tasks in the marketing strategy activities of all major companies. In services marketing, due to its intrinsic subjective environment, this process becomes even more sensitive and key for achieving expected results. Its role in ensuring customer’s perception in regards to differentiation and competitive advantage is even more important. In conclusion, making sure customer’s needs and desires are fulfilled becomes a priority within overall strategy and marketing components. The main objectives of the dissertation are identifying and understanding the factors influencing the choice for strategy consulting services in the telecommunications market. Both services marketing and conjoint analysis sustain the theoretical basis. This dissertation is composed of three main phases: the first identifies the attributes and levels by using interviews; the field research at the second phase; and the last (third phase) takes care of the result analysis and conclusions. The following attributes and related levels were identified: Type of firm (Big 5 or Non Big 5), Presence and experience with the industry (Global or Local), Cultural alignment with customer (High or Low), Previous experience with the customer (Yes or No), Capability of supporting the execution of the strategic plan (Yes or No) e Contractual and commercial flexibility (Yes or No). Abstract:
This work considers the legal fundamentals of EC telecommunications law. The liberalization process in die telecommunications sector was mainly developed by three important Court of Justice cases. Firstly, the British Telecommunications case1 was an early example of the application of competition rules in the telecommunications sector. Secondly, the Tetra Pak case" answered the question whether competition rules can be used to restrain anticompetitive practises in a particular market or market segment. The Court found that Tetra Pak was "in a situation comparable to that of holding a dominant position on the markets in question as a whole". In the literature, this is referred to as Associated Market Dominance. Thirdly, the Oscar Bronner v. Mediaprint3 case examined the essential facility doctrine, and that ruling, though restrictive, suggests that the doctrine may still be of relevance in the telecommunications field. In particular, the case showed that it is likely that an operator with strength on a related market (a mobile market compared to a fixed market) can be found to have control of an essential facility to which access is needed. In particular, incumbent fixed operators, which have benefited from a monopoly regime and its network, funded by the state through taxes, can be considered to control an essential facility. The study examines EC telecommunications law on its way to full liberalization, from the 1987 Green Paper to the fully liberalized market, which was in place in 1998. The considerable achievement over this ten-year period must be acknowledged. It is also shown how Article 86 EC was used by the Commission to force the liberalization process. The conclusion is drawn that "enforcement is the key to success", with some consideration being given to the energy and postal services. Part I ends with a more practical discussion of interconnection, which is considered to be the key element of Community telecommunications policy. In addition, the study examines consumer expectations in the converged fixed/mobile market. It shows that the majority of customers in the telecommunications market will actually subscribe to some form of converged service and that the regulator}' regime for that kind of service needs, therefore, to be carefully tailored to this new environment. As a result, the distinction between fixed and mobile will be less clear, and this requires that the regulatory framework adopts a consistent approach towards the two markets. The study further notes that given the complexity of the sector, consumer protection authorities seem to be willing to let specialist regulators handle the problems. It also discusses the possibility of applying competition rules in the area by, firstly, discussing the level of competition in the market for services and, secondly, the desirability of a market where operators and providers are encouraged to meet the needs of the customers in order to win their business. It continues by discussing the changeover from sector-specific regulation to the application of competition rules, with a special emphasis on significant market power. It also shows that the Commission needs to balance against the application of subsidiarity, tire need for greater certainty, as tire scope of the relevant product and service markets vary among tire different member states. Finally, tire study argues that conversion to reliance on competition rules is dependant on tire degree to which competition law can acquire tire analytical tools to deal with tire technical and commercial aspects of convergence in the field of mobile markets.
