Abstract:
The formation of social life and economic relations is not possible without telecommunications today. This service is provided by the operator or providers on the basis of an agreement concluded with the user or subscriber. The progress and development of telecommunication services in the future may lead to the transformation of this service into one of the types of household services. Telecommunications services in Uzbekistan are proposed to be established at the level of the Constitution and thereby guarantee the right of citizens to access telecommunications networks, in particular, the Internet. This situation shows the special importance of telecommunications, including the Internet. Currently, scientific and practical research on contractual and legal regulation of the provision of these services, and disclosure of the legal nature and features of this contract are of great importance.

Abstract:
Introduction. The importance of telecommunications in the socio-economic sphere is growing, providing support for the development of the national economy, since the priority development of telecommunications, compared with the overall pace of economic development, significantly increases the competitiveness of the Ukrainian economy. Therefore, the management of telecommunications companies is defined as one of the priority areas of government in the face of growing competition, which makes the problem of increasing the competitiveness of telecommunications services and the telecommunications operator as a whole urgent. Aim and tasks. The aim of the article is to study the methodological issues of substantiating the elements of enterprise competitiveness in the telecommunications services market, as well as studying the gradation of the level of competitiveness and recommendations for their use in managing the competitiveness of an enterprise. Results. The scientific and theoretical approaches to the essence of the concept of «competitiveness» are considered. The study made it possible to form its own scientific vision of the economic category “competitiveness of telecommunication companies”. It is noted that modern global trends in the development of the telecommunications market affect its new type in the conditions of the formation of the information society. The main forms of competition in the telecommunications services market are considered. The features of modern telecommunications are highlighted. Disclosed policy in the space of competition regulation in the market of telecommunication services. Conclusions. Identified and analyzed the basics of managing the competitiveness of telecommunications companies operating in a competitive environment, which is characterized by constant technological innovation.. The main elements of the process of managing the competitiveness of telecommunications companies are substantiated as components of the internal and external environment that determine or can determine the future performance of the company in the international and domestic markets, which will help create the conditions for the implementation of a highly developed information and telecommunications infrastructure to provide telecommunications services to all segments of the population.

AbstractThe aim of this article is to propose a model for measuring customer satisfaction in users of telecommunications services. The methodological design is quantitative descriptive and explanatory type, using a survey as data collection tool, with a sample of 415 users of telecommunications services (landline telephone, television and Internet services) in the city of Medellin. Among the results, it is found that the service in the Call Centers and timely response to requests, inquiries, or complaints, and an effective service are among the factors that have the most influence in the satisfaction of users of telecommunications services. In addition, it is noted that the perception of a favorable cost-benefit services is influenced by the offered plans and promotions, and the proper settlement of claims and applications in their companies, showing that these are issues that need to be strengthened in telecommunication services companies.

Abstract:
The purpose of the article is to present the results of research on the direction of changing the content and forms of economic activity of telecommunication enterprises in the process of introducing the newest technologies. The article also proposes a micro model of one of the possible options for increasing the effectiveness of the economic activity of an enterprise by organizing its effective interaction with all participants of the telecommunication market. The study was performed on the example of communication enterprises operating in the communication space of Ukraine. Since the current markets for communication services integrated with the cyberspace of the Internet are virtually global, it can be assumed that the results are typical for other communication spaces. Methodology. Theoretical and methodological basis of the research are monographs, scientific books, scientific articles of modern scientists in the field of telecommunications, the newest information and communication technologies, economic globalization, development of the Internet. The basic documents that form the basis for analysing the performance of telecommunications enterprises are statistical data of the State Statistics Service of Ukraine. Other available Internet publications have also been used. To ensure the validity of research results, the following methods were used: survey methods for clarifying concepts; economic-statistical and method of graphic representation in the study of directions of changes in economic activity of telecommunications enterprises in Ukraine; economic modelling, in particular, the heuristic anaxiomatization approach, in the development of micro models of cooperation of the communication enterprise with other market actors in the process of economic activity, and some others. Results. The conducted researches confirmed the assumption that there is a redistribution of incomes during the introduction of the newest technologies in the economic activity of telecommunication enterprises. The share of revenues from the provision of telecommunications services is declining, the share of revenues from the provision of Internet services is increasing. To increase the effectiveness of economic activities of telecommunications enterprises, a micro model of cooperation has been developed and justified by the enterprise of communication with other market players in the process of economic activity. Practical importance. The micro model of interaction reflects the actual structure of interaction between telecommunications enterprises and all participants in the global telecommunications market. Practical implementation of the model can contribute to increasing the efficiency of the economic activity of telecommunications enterprises in the context of the introduction of new technologies. The model can also be used by other researchers to study various aspects of economic activity in the real market where telecommunication companies operate. Value/ originality. The originality of the results lies in a detailed study of real trends of changes in the content of economic activity of telecommunication enterprises in the context of introducing new technologies, and in the development of a micro model for the interaction of the telecommunications enterprise with all other market players.

Esta pesquisa procura entender melhor de que forma as operadoras de telefonia móvel podem configurar suas ofertas de pacotes de produtos e serviços, através de um estudo de percepção de valor por parte dos clientes que já utilizam os serviços. Através de questionários estruturados, procurou-se avaliar a questão da percepção de valor dos usuários, examinando a compensação entre o benefício que se recebe e o sacrifício dispendido para obter esses benefícios. Apesar de o preço ser, na maioria das vezes, o lado do sacrifício na relação de valor, os resultados mostram que os usuários estão dispostos a desembolsar uma quantia até 50 por cento maior para adquirir serviços cujas características sejam mais adequados a seus padrões de uso.
The objective of this research is to understand how mbile phone operators can set their service bundling offers. An exploratory study, followed by a survey made through structured questionaries were done in order to evaluate the customers value perceptions. Value perceptions here is defined as the trade-off between the perceived benefits and the perceived sacrifice to obtain a given benefit. Although most of the times price is the sacrifice side on the perceived value relationship, the results show that on average the customers are willing to pay 50 percent more to have benefits that better fit and control their use standards.

Abstract:
Trade in services is central to the world economy today. Telecommunications services, in particular, can be traded directly as well as providing a medium through which goods and other services can be traded. They are therefore critical to development and the expansion of world trade. This thesis provides a legal analysis of the liberalization of trade in telecommunications services through the multilateral framework of the General Agreement on Trade in Services (GATS). More specifically, it examines the interplay of multilateral rules and the domestic regulation of telecommunications in the context of the World Trade Organization (WTO), the US, and India. The telecommunications industry has until recently been heavily regulated. Even in the US, the movement towards deregulation began only in the 1970s. An in depth examination of the US telecommunications industry in Chapter 2 provides a background analysis of the origin of policies on liberalization of telecommunications domestically and internationally. Chapter 3 examines the current importance of the service economy and the decision of the developed countries, in particular the US, to expand trade in services through liberalization. Chapters 3 and 4 illustrate the extent to which developed countries were the driving force for a multilateral framework within the WTO to govern trade in services, including telecommunications. Chapter 5 shows that developing countries, such as India, although demonstrating their recognition of the benefits of telecommunications liberalization through autonomous regulatory reforms, have so far been restrictive in their WTO services commitments. From this study, it is clear that the movement in both developed and developing countries is towards liberalization and competition. More specifically, the thesis demonstrates the extent to which trade liberalization together with domestic regulatory reform are necessary in order to achieve the liberalization of trade in telecommunications services.

Thanks to the use of satellite technology, mobile personal telecommunications systems are able to provide communications simultaneously anywhere on the Earth's surface. The implementation of such systems raises several regulatory issues: after a brief explanation of the technical characteristics of different satellite systems in the first chapter, the second chapter will introduce the principles of space law relevant to satellite communications, with particular attention to the provisions which the development of global satellite telecommunication system could infringe. In the third chapter, there will be place for further analysis of international regulations established in the framework of the International Telecommunication Union and the World Trade Organisation, dealing more specifically with satellite telecommunications. The discipline established by the former organisation aims to the optimal management of the orbit and spectrum resources, particularly controversial because of the divergence of interests and exigencies of the member countries, whereas the latter intervened in the liberalisation of the telecommunication services, with the purpose to create an open environment for their diffusion. Furthermore, telecommunication activities are subjected to national regulation. The domestic discipline pertaining to global mobile satellite telecommunication services will be analysed in the fourth chapter, with particular attention to the U.S. Federal Communication Commission regulations and to the developments of Italian legislation in the light of the recent European initiatives in the field. National authorisation requirement conditions, in spite of the international effort toward regulatory harmonisation and liberalisation, are the key elements in the deployment of global mobile telecommunications services. National authorities should not continue to function solely on the basis of their national considerations, but be more flexible and open to cooperation, a

L'accent est mis d'une part sur les equilibres que le regime assure entre les objectifs de la politique des telecommunications, lesquels se rattachent tantot a une strategie de structures, tantot a une strategie de marche. D'autre part, sont mis en evidence les points d'equilibre entre les interets des acteurs du marche que la liberalisation demultiplie et diversifie : operateurs de reseaux, prestataires prives de services, utilisateurs finaux. Dans une premiere partie consacree aux fondements du regime sont analyses successivement les fondements juridiques de l'action communautaire et ses fondements politiqsues et economiques. Au terme de cette analyse, on degage alors la specificite du modele reglementaire europeen. La seconde partie analyse les conditions de prestations des services. Sont presentees en premier lieu les mesures de liberalisation et d'introduction de services paneuropeens en tant qu'elles participent d'un equilibre entre liberalisation et harmonisation. Puis, l'etude s'attache aux nouveaux modes de regulation du marche des telecommunications qui presente une structure mixte, monopolistique sur certains segments et concurrentielle sur d'autres. Cette regulation repose sur deux piliers. Le premier est constitue par les regles d'acces au marche par la voie de l'harmonisation et en particulier celle des conditions d'acces et d'utilisation en matiere de reseaux publics. The aim of the thesis is to analyse community regulation of telecommunications services as an expression of the policy developped in this sector. The first part provides an analysis of the legal, economical and political foundations of the community actiion and draws the idea that the european model of regulation is specific. The second part presents the conditions for service provision. Firstly, it gives an overview of the decisions taken by the european community in order to open the services market to competition and to promote the introductioin of paneuropean services. Special attention is paid to the way liberalization and harmonization are balanced. Secondly, the study aims at anaysing the new regulation of the telecommunications market which main characteristic is the coexistencve of monopoly and competition. This regulation is ensured on one hand by measures harmonizing in particular access to the network infrastructure and to certain services and on the other hand by application of competition rules to the telecommunications sector. The conclusion emphasizes that the new regulation is complete and coherent but raises the question of its adaptation ability to further legal and economical evolution

Abstract:
This work describes an information system regarding to the telecommunication service with the goal to inform to the telephony service users about the operators signal quality and the users’ opinion about the telecommunication operators. The system contains information of cellular base station locations and the results are crossed with sentiment analyses of sentences extracted from a social network, which are related to the telecommunication services. The study aims to detect complaints and dissatisfaction of users about a determined service, helping to make a relation between the users’ complains extracted from social network with the number of base stations in the same geographic area of the user's social network. Therefore, the proposed information system can be used by the National Telecommunications Agency of each country for monitoring the quality-of-service of cellular network operators.
