Abstract:
The aim of the article is to develop a methodology for the formal design of the complex information security system in information and telecommunication systems. At the moment, there are no methods for the formal design of complex information security system in information and telecommunication systems, so the development of such a methodology is an urgent task. The article discusses the methods of formalized modeling of information security policy and methods of formalized description of the information and telecommunications system and information processing processes. The necessity of formal design of complex information security system is substantiated and the requirements for the development of formal descriptions of an integrated information security system in accordance with regulatory documents in the field of technical protection of information are described. The comparative characteristics of the methods of formalized modeling of information security policy and methods of formalized description of the information and telecommunication system and information processing processes are given. As a result of the comparison, it is proposed to use the UML method for the formal description of the information-telecommunication system, and the UMLsec method for the security policy modeling. An algorithm for the formation of a complex of protection facilities in an information and telecommunications system is proposed from a formal model of security policy and from a formalized description of an information and telecommunications system and information processing processes.

Abstract:
Telecommunication infrastructure is part of critical infrastructure because it has a vital role in the community and affects the country's economy. Therefore, telecommunications infrastructure can be classified as a vital national object, requiring a particular security mechanism in its deployment. However, telecommunication infrastructure has different characteristics than other sectors, where the operation is fixed and mobile. Using a descriptive-analytical approach, data is obtained from benchmarks and interviews with resource persons from various fields through several Forum Group Discussion activities. Each telecommunications network operator can apply for National Vital Objects in the Telecommunications Sector based on the mechanism under the guidelines for determining the national vital object in the telecommunications sector stipulated through a Ministerial Regulation. The regulation covers various aspects, including the mechanism for determining, evaluating, fostering, and responsibilities of National Vital Objects in the Telecommunications Sector. In its implementation, the National Vital Objects in the Telecommunications Sector manager coordinates with various security parties, such as the Indonesian National Police. With the policy of the National Vital Objects in the Telecommunications Sector implementation mechanism, it is hoped that the telecommunications infrastructure can be well protected so that the business climate of telecommunications operations remains conducive and telecommunications services can always support the development and strengthening of the national economy.

However, the increasing incorporation of communication and information resources into the transnational corporate economy in the past two decades has prompted efforts to shift control to the private sector. Along with the growth of cellular phone subscribers in Indonesia, cellular network operators continue to strive to build infrastructure to establish broader service coverage areas, thus, increasing the quality of service. Regional Rules & Regulations in DKI Jakarta are intended to regulate the BTS towers within an area. However, they become a barrier for Telecommunications operators to meet the needs of good networks/signals. Changes in the zoning of telecommunication towers can meet the needs of operators and increase customer satisfaction. This study uses qualitative method analysis with an interview. The results show that policy evaluation regarding the implementation of telecommunication towers has yet to meet the needs of telecommunication tower providers (Tower Providers) and has been shown to cause areas that operator signal networks cannot cover. This situation impacts the satisfaction of particular customers and can threaten the business continuity of the operator. Conclusion of the Policy of the Governor of the Special Capital Region of Jakarta Number 14 of 2014, concerning the Implementation of Telecommunication Towers for Telecommunication Tower Providers, the annexse to the zoning of telecommunication towers needs to be reviewed because it has not been able to meet the needs of telecommunication tower providers and can pose a threat to business continuity.

[Purpose] To examine the advancement of nation-wise internet access in the context of policy and regulations that facilitated the transformation of Indian telecommunication. It analyzes government policies on the development of internet infrastructure, technical standards, content, security and digital inclusion. [Methodology/Approach/Design] Review of Indian regulations and Policy measures governing the evolution of internet and telecommunication sector. Study of Telecom Regulatory Authority of India Act,1997 and subordinate legislations. The study of draft Indian Telecommunication Bill, 2022. [Findings] The evolution of the Internet is credited with progressive convergence of the telecommunications, information technology, and broadcast media. This has led to new paradigms of competition, price wars, contesting licensing and tariffs agreements. The paper attempts to illustrate the regulations that govern these evolving paradigms. [Practical Implications] The Indian telecom sector has more than one billion subscribers and makes significant contribution to GDP of the nation. The Indian government has agreed upon a multi-stakeholder’s approach for internet governance in India. The policy reflects a supportive stand on net neutrality and is shaping digital surveillance on the matters of national security. [Originality/Value] This paper is a unique attempt to describe the policy and legislations that govern the fast-growing sectors of internet and telecommunication in India. The restructuring of the regulatory and legal framework for telecommunication sector is being undertaken by the government to protect the consumer and national interest.

The development of information and communication technologies has contributed to the fact that the telecommunication industry has become one of the strategic sectors of the economy on which the functioning of other branches of the economy depends. Therefore, the objective of the study was to determine the factors that influence the competitiveness of telecommunications companies and shape the image of the future telecommunication sector as a whole. The article analyzes two theoretical approaches to the definition of competitiveness: static and dynamic. Due to the importance of the dynamic approach for determining the competitiveness for the telecommunication market, the main internal and external factors affecting telecommunication companies nowadays and having a significant effect in future were identified. External factors were determined using STEEPV-analysis. For internal factors, the following classification was proposed: technological, organizational and marketing innovations. Among the external factors, the digitalization of the economy and society becomes the most important for telecommunication companies, technological innovations are among the internal factors. The factors revealed during the research can be used for foresight of the telecommunications sector of Russia, the definition of scenario conditions for forecasting the development of information and communication technologies, the formation of a strategic policy of telecommunication companies.

Abstract:
Purpose – The purpose of this paper is to investigate the long-run impact of telecommunications revenue and telecommunications investment on economic growth of Ghana for the time horizon 1976-2007. Design/methodology/approach – The paper uses the Augmented Dickey Fuller and Phillips Perron unit root test to explore the stationarity property of the variables and the Engle-Granger residual-based test of cointegration to model an appropriate restricted error correction model. Findings – The outcome of the analysis produced mixed results. Telecommunications revenue does not contribute significantly whilst telecommunications investment does. Practical implications – Policy makers will have to deal with a conundrum; while designing targeted policies that will attract more telecommunication investment in order to maximize the corresponding revenues and the economic growth it brings in its wake, they must at the same time find ways and resources to grow the economy to a point or threshold where revenue from telecommunications can have the much needed impact on their economies. Originality/value – The study is one of the first that has investigated the line of causality between telecommunication revenue and economic growth unlike previous research that mainly focused on the impact of telecommunication infrastructure on economic development.

In Australia, the Universal Service Obligation (USO) operates as a legislative mechanism that guarantees the right of all Australians to access a standard telephone service wherever they reside. In 1997, special provisions for people with severe hearing impairment were added to telecommunication legislation. The Telecommunications Act 1997 included a specific reference to teletypewriters (TTYs), including them as an addition to the definition of the Universal Service Obligation (USO) as the result of the outcome from a public inquiry held in 1995. The inquiry, subsequently referred to as Scott v. Telstra, is a case study illustrating the collision of two separate pieces of federal legislation and the paradigms that formed them. Furthermore, both the inquiry and subsequent revision of definitions of a standard telephone service illustrate the complexity of planning telecommunication policy for equitable social outcomes. Specifically, further questions are raised surrounding the role of universal service in changing technological and competitive environments.

The study concluded that regulatory framework and technological advancement are key factors in change management and therefore recommended the need to enhance both regulatory framework and technology as support mechanisms for change management in telecommunication companies. Abstract:
Different policies impact on the growth of the telecommunication sector in Nigeria. One of these policies which influence the expansion or contraction of the telecommunication output is monetary policy. To this end, this research examined the effect of monetary policy on telecommunication output in Nigeria. For the purpose of analysis, time series secondary data were sourced from Central Bank of Nigeria (CBN) statistical bulletin covering the periods1986 to 2018. Autoregressive Distributed Lag (ARDL) technique was employed after examining the stationarity of the data series using Augmented Dickey-Fuller technique. The bound co-integration test revealed that there is long run equilibrium between the monetary policy variables employed and telecommunication output. The ARDL result revealed that money supply had significant and positive effect on telecommunication output in the short and long run; liquidity ratio produced an insignificant and negative relationship with telecommunication output in the short run and insignificant positive effect in the long run; exchange rate had insignificant negative effect in the short run and a significant positive effect on telecommunication output in the long run; consumer price index had significant negative influence on telecommunication outputboth in the short run and long run. The study concluded that monetary policy stimulates telecommunication output in Nigeria. Thus, it was recommended that the monetary authority should pursue an expansionary monetary policy to sustain the positive influence of money supply on telecommunication output in Nigeria while rolling out policy to reduce the liquidity ratio of banks in the short run but increase it in the long run so that the long term favourable effect of liquidity ratio can be felt on telecommunication output.

The availability of energy and telecommunication facilities has been claimed as two strategic infrastructures supporting the West Java economy during and the post-pandemic. However, researchers found that the West Java electricity and telecommunication infrastructure is inter-regionally inequitable. This paper aims to identify the recent electrical energy access of households and the existing condition of telecommunication infrastructure; to configure the investment data in the last five years, and to analyze the opportunities and challenges of investment, and development of electricity and telecommunication network in the future. This research uses the Desk Study method by collecting primary data from bureaucrats and secondary data from relevant Government agencies. The results show that electricity and telecommunications infrastructure conditions in West Java are still unequal between the Northern and Southern regions, particularly in terms of electrification ratio, cellular phone signal strength, and internet signal quality. Furthermore, investment in West Java was very unequal, with about two-thirds of foreign and domestic investment in Bekasi and Karawang districts in the last-five-years. This study formulates recommendations for policy in the investment, electricity, and telecommunications sectors in dealing with interregional infrastructure development disparities as well as economic challenges during and after the pandemic.

This study purpose is to determine effect of debt policy in an Islamic perspective and capital structure that has implications on profitability telecommunications service companies in Indonesia. The method used is descriptive and verification methods with a quantitative approach, the sample used in this research is 4 telecommunication service companies listed on Indonesia Stock Exchange and last 5 years annual financial reports, so that data amount in this study is 20 data and analysis tools used are Multiple Linear Regression, Correlation Coefficient, Coefficient of Determination, and T-Test. This study results indicate that Debt Policy in Islamic Perspective has a moderate effect and has a positive correlation on profitability, while capital structure has a moderate effect and has a negative correlation on profitability telecommunication service companies in Indonesia.

Two telecommunications companies in Indonesia have their names listed in Indonesian Stock Exchange (IDX) namely, PT. Indosat, Tbk. (ISAT) and PT Telekomunikasi Indonesia (TLKM) have enlivened the telecommunication industry. This study aims to evaluate the performance of two telecommunications companies in Indonesia by assessing, comparing and analyzing fundamentally, technically and news or company policies occurred in the field during 2017 - May 2018. In Fundamental Analysis, the two companies are categorized as companies that have a good financial condition. However, in the second semester of 2017, telecommunication companies experienced a significant decline in market value, which was contrary to the fundamental analysis. If viewed from a technical perspective, this telecommunication service company has good prospects for the future. Company policy or news is also one of the determining factors for the increase or decrease in stock prices. The overall results of the study concluded that TLKM shares have a fundamental, and technical, that is better than ISAT, while news and company policies can be investors' supporting data in determining stock purchases.

The present article evaluates the public policy towards the telecommunication sector in Brazil, taking into consideration the dead scheme of state monopoly and the introduction of processes of privatization, economic liberalization and technological innovation. It is described the increase in direct foreign investments, new forms of technology innovation, introduction of regulatory institutions, goals for investments and scopes of service attendance. Through a wide bibliographical review, data analysis and interviews with specialists, entrepreneurs and public policy makers, it was possible to better understand the role of the public policy on the national technological innovation capabilities in the sector. The results demonstrate that the commercial balance in telecommunication's equipments has increased its deficit as well as the expenses with the foreign technology transfer contracts. The new market structure was achieved mainly due to an elevation of internal prices to international levels and the legislation favorable to the competition among incumbents. It is identified an absence of policies and incentives of the public sector in the telecommunications technology innovation system, allowing an increased Brazilian dependence on foreign supply.

In the context of globalization and digitalization, the sphere of telecommunications is one of the most promising, since telecommunications enterprises supply the population with information and telecommunication services along with access to the Internet. The telecommunications sector became especially important during the COVID-19 pandemic, when the communication system was built on the principles of digital technologies. Crisis conditions of functioning contribute to the transformation of the entire system of economic activity. First of all, it concerns the energy-dependent spheres of the economy. Therefore, the main strategic direction of development is the formation of an adaptive diversified integrative system of information and telecommunication services. The carried out study substantiates the problems and prospects for the development of the telecommunications sector in a crisis. The authors develop a system of indicators of a comprehensive rating assessment, which covers development indicators in six main areas, namely: the efficiency of internal business processes; optimization of flow management of service chains; sustainability and safety of technology and innovation; level of national integration; level of digital strategic partnership; customer loyalty. The results of the carried out rating assessment according to the proposed system of indicators indicate the integrative orientation of the development of the telecommunications sector, as well as the readiness for an adaptive transformation policy into the global network of the information and telecommunication system on the basis of the formation of diversification organizational and economic mechanisms of activity and innovative technologies.

This study focused on the privatization and commercialization policy in the telecommunication industry in Nigeria, within the period 2012-2020. The objective of the study was to evaluate the impact of the privatization and telecommunication industry on the nation’s economy. The paper utilized the secondary source of data and desk analysis in discussing the paper. The paper highlighted some challenges facing the Nigerian telecommunication industry in its new era which amongst others include, inadequate power supply, and transmission infrastructural challenges. In a cross examination of the policy under review, the paper discovered amongst others that, privatization and commercialization in Nigerian telecommunication industry have affected the economy positively. Also, the paper revealed that the deregulation of the telecommunication industry has provided a huge boost in the growth of the industry. In terms of employment opportunities, the study revealed that, the privatization and commercialization of the telecommunication has improved the employment rate in Nigeria. The paper therefore concluded that privatization and commercialization of the telecommunication industry has opened up new frontiers for communication and expanded the economic base of the economy. The paper recommended amongst others that the government should continue to create a conducive environment for the telecommunication industry to flourish.

Abstract:
Empirical research demonstrating the influence of technological innovation on competitive advantage has produced inconclusive results. This paper, therefore, aims to investigate the association amidst technological innovations and competitive advantage. Significant transformations have been evident in Kenya’s telecommunication industry for the last two decades, which has resulted in intense competition, and technological innovation has become the new face of competition among firms. The study applied the positivism philosophy and adopted the descriptive cross-sectional survey design. The target population comprised all 83 large licensed telecommunications service providers where census method was used. Both descriptive and inferential statistics were utilized in the analysis of data. Descriptive statistics comprised of frequencies, percentages, means, and standard deviations while inferential statistics used linear regression analysis which was employed in testing the hypothesis. Findings reveal a significant and positive influence of technological innovation on competitive advantage. Technological innovation explained the variations in competitive advantage. It is deduced from the findings that more technologically innovative telecommunication firms are likely to produce better products and services and consequently able to acquire more customers earning competitive advantage compared to less innovative telecommunication firms. The study presented notable implications on the policy framework, the strategic management practice, and theory implications in the telecommunication industry and beyond. At policy level, the Government of Kenya would benefit from the study by ensuring that policy makers and regulatory authorities in the telecommunication sector formulate policies that would promote technological innovation for enhancing competitive advantage. The initial pandemic response saw an exponential rise in the demand for robust connectivity, necessitating rapid infrastructural adjustments to cater to remote work, online education, and digital healthcare. This paper identifies significant post-COVID investment trends in telecommunications, which include an augmented drive for broadband and fibre-optic expansion, an accelerated rollout of 5G networks, heightened investments in cloud services and data centres, and a notable surge in mergers and acquisitions. This investment influx has palpably advanced infrastructure development rates, with a focus on enhancing capacity, speed, reliability, and geographical reach. However, the ramifications of this swift expansion are multifaceted. On the socio-economic front, there has been substantial job creation, technology democratization, and improved accessibility, especially in historically underserved areas. In parallel, the environmental footprint of this growth is also scrutinized, shedding light on increased energy consumption, challenges in electronic waste management, and resource utilization. Aim and tasks. The aim of the article is to study the methodological issues of substantiating the elements of enterprise competitiveness in the telecommunications services market, as well as studying the gradation of the level of competitiveness and recommendations for their use in managing the competitiveness of an enterprise. Results. The scientific and theoretical approaches to the essence of the concept of «competitiveness» are considered. The study made it possible to form its own scientific vision of the economic category “competitiveness of telecommunication companies”. It is noted that modern global trends in the development of the telecommunications market affect its new type in the conditions of the formation of the information society. The main forms of competition in the telecommunications services market are considered. The features of modern telecommunications are highlighted. Based on the analysis, it is suggested that the gaps can be filled in by understanding and addressing technical and financial issues of the service providers in the context of rural areas. Theoretical framework: Managing Working capital is concerns about efficiency and proportion of investment in current assets and short-term financing to see the level of profitability and risk of the company that is a trade-off. Design/Methodology/Approach: This study uses panel data regression analysis using secondary data from annual financial statements of telecommunications companies in ASEAN-4 from 2012-2021. Findings: Net Trade Cycle (NTC) positively affects long-term profitability (Tobin's Q), Average Payable Period to Sales (APPS) and Working Capital Financial Policy (WCFP) affect short-term profitability (ROA) and long-term profitability (Tobin's Q). Financial Development (FD) moderates the relationship of managing working capital (management and policy) to short-term performance (ROA) and long-term performance (Tobin'sQ). Research, practical & social implications: Management and investors of telecommunication companies in ASEAN-4 need to consider internal factors such as working capital management and external factors such as financial development to improve company performance. Originality/Value: This study is the first to analyze the influence of Financial Development in managing working capital for telecommunication companies in ASEAN-4.

This study uses telecommunication companies as a research object because the pandemic does not affect this industry. Therefore, researchers want to see whether telecommunication companies can continue growing and surviving the COVID-19 pandemic. The method used in this study is a quantitative approach; the nature of the research is deductive, and samples selected with purposive sampling techniques. The population of this study was telecommunication companies listed on the Indonesia Stock Exchange 2020-2022 period. The research sample was 27 companies for 3 years, which was analyzed by a multiple linear regression analysis model. The study's results simultaneously showed that liquidity, leverage, and profitability affected the telecommunication companies' dividend policy on the Indonesia Stock Exchange in the 2020-2022 period by 52,2 %, the remaining influenced by other variables. Partially, the profitability affected the telecommunication companies' dividend policy on the Indonesia Stock Exchange in the period 2020-2022. Partially, liquidity and leverage do not affect profitability in the telecommunication companies' dividend policy on the Indonesia Stock Exchange in the 2020-2022 period.

Unfortunately, these recent policy changes have generated pervasive, intrusive regulations, undermining the objectives the Telecom Act was intended to promote: competition, innovation, and investment in telecommunications infrastructure. States should allow incumbent local carriers to rebalance their retail rates and set interconnection prices based on actual costs. Federal policymakers should reduce and liberalize regulations, allowing market forces more freedom to allocate resources and shape industry structure.

Telecommunication facility has been provided in most countries as a user pay public service managed, typically, through the Post, Telegraph and Telephone departments or by some government-owned monopoly. The tradition has been to regard it as a natural monopoly to be supplied by the public sector.1 This perception has changed. Telecommunication is now increasingly recognised as a prime mover of the modern day economy. It is opening to participation by the private sector. The economic benefits of telecommunications are enormous, both as a growth industry in its own right and in terms of its impact on economic development. It has a significant social role in transforming how people communicate, become informed or do business. Additionally, it is also environment-friendly because it disseminates information without shifting goods or people. The practice now in vogue is to establish a regulatory agency with a high degree of independence from both operator and government. The regulator’s task is to implement government policy, ensure performance accountability by the operators and other players in respect of economic and social policy objectives, resolve disputes between competitors, monitor changing industry conditions and advise government on developments bearing on policy. The regulatory agency acts as a buffer between telecom operators and government, helping to ensure the separation of functions.

The study examines the role of intellectual capital (IC) management in explaining the mismatch between performances of the Nigerian telecommunications industry’s annual growth rate (16.3%) and that of the nation’s economic average growth rate (4.3%) over the last two decades (1986–2010). Through a previously published research instrument, data were collected from 320 managers from 29 telecommunication companies using stratified random sampling technique. The major findings of the study as highlighted by the regression analysis (Partial Least Square techniques) of the data, revealed that the sampled telecommunication companies lack the organisational know-how and communication aptitude to leverage their embedded organisational knowledge (Structural capital) into business performance ([Formula: see text], [Formula: see text]) notwithstanding their knowledge creation and retention strategies. Hence, Knowledge utilisation rather than knowledge creation appears the main challenge of the industry which has made it perform below expectation despite the industry’s tremendous infrastructural investment. The study thereby recommends that policy makers and telecommunication managers should begin to analyse the economic impact and contribution of IC in the sector as a means of boosting the sector’s corporate business performance in the overall aim of accelerating the nation’s economic development. Moreover, as a way of addressing this obvious managerial inadequacy, the study recommends the position of Chief Knowledge Officer to be saddled with responsibility of effectively leveraging knowledge generated in the industry for optimum organisational performance and national development.

The target population was only the top, middle and lower level managers in the mobile telecommunication sector totaling to three hundred and ninety (390). A pre-test and pilot survey was conducted. Data analysis involved statistical computations for averages, percentages, and correlation and regression analysis. Statistical computer software (SPSS) was used in data analysis. Analyzed data was presented using tables, charts and graphs.Results: Results revealed that in most of the mobile telecommunication companies in Kenya employees were stimulated by Salary, benefit and allowances to apply for the job. The results of the study also showed that Bonus, pension pay and promotions have great impact on the success of the organization and may influence retention in the mobile telecommunication companies in Kenya. The results further showed that exists a benefit scheme policy in the mobile telecommunication sector in Kenya, this implies that majority of the telecommunication companies have enrolled their employees to the benefit scheme.Unique Contribution to Theory, Practice and Policy: The study recommended Mobile telecommunication sector in Kenya to introduce annual salary reviews, housing and commuter allowances to motivate their employees and boost the employee branding.

However, its implementation still needs to be comprehensive. The school needs help learning communication and telecommunications network techniques per the independent curriculum due to a lack of teacher competency and weak infrastructure support. The school has difficulty developing learning methods that create a working atmosphere in the industry so that students can be enthusiastic about participating in the learning process in computer network engineering and telecommunications.

Digital rights are becoming critical as people increasingly spend a lot of time online, accessing different services and information that are key to human survival and well-being. Resolution 362 (on the Right to Freedom of Information and Expression on the Internet in Africa) of The African Commission on Human and Peoples’ Rights, and resolution on the Promotion, Protection, and Enjoyment of Human Rights on the Internet of the United Nations Human Rights Council affirmed that same rights that people enjoy offline must also be protected online. This paper assesses legal and policy gaps affecting digital rights in Malawi, thereby making a critical contribution to scholarship in this area. In addition to the literature and policy review of digital rights in Malawi, the study used a questionnaire as a data collection tool, targeting purposefully selected key informants from Malawi’s telecommunication sector, media associations, NGOs, and telecommunication regulators to assess challenges affecting digital rights in Malawi. The study found that achieving digital rights in the country remains a distant dream for most people due to the expensive cost of the internet, insufficient telecommunication and electricity infrastructure, restrictive legal framework, and low digital literacy. These factors make access to the ICTs and the internet inaccessible for most people, denying them access to and participation in political, social, and economic activities enabled by digital platforms.

Purpose — This study attempts to investigate the effect of profitability and capital structure on firm value with dividend policy as a moderating variable.Method — The populations were all telecommunications companies listed on the Indonesia Stock Exchange (IDX) for 2012 to 2021, totaling 19 companies. Using the purposive sampling technique, three companies were used as a sample with a time series for 10 years. The collected secondary data was then analyzed by multiple regression analysis techniques and Moderated Regression Analysis (MRA) supported by SPSS (Statistical Product and Service Solutions) application tools to confirm the research hypothesis. Result — The results indicated that profitability has a positive and significant effect on firm value, while capital structure has no significant effect on firm value. Dividend policy was able to moderate the effect of profitability on firm value, but dividend policy was not able to moderate the capital structure on firm value. Contribution — This research contributes mainly to the firm value literature by strengthening grand theories used in Indonesian telecommunication sectors.

Abstract:
The Australian government has recognised the importance of broadband for their social and economic development. This paper provides an in-depth analysis of the impact of policy issues on broadband Internet access in Australia. This research has clearly indicated that the state of broadband Internet access is closely related to the Government’s policy and regulatory framework. The Government based its actions on market forces as a principal driver for broadband Internet connectivity. The research has indicated that the previous regulatory competition regime, by and large, has failed to address concerns of market dominance and market power in the Telecommunications sector as is evidenced by a relatively lower speed and value of broadband services in Australia. To rectify the situation, the Australian government has recently adopted a unique National Broadband Network (NBN) plan, which is linked to the national digital economy strategy. Australia is the first country in the world where a national broadband network infrastructure company, NBN Co, is regarded as a regulated national infrastructure provider rather than as a telecommunication company. The NBN Co builds and operates an open access, wholesale only and non-discrimination high-speed broadband network, the National Broadband Network (NBN). The Australian Government's goal for the NBN is to reform the telecommunications sector and ensure every home and business across the country has access to the NBN by 2020. This paper examines the policies underlying the NBN and discusses current practices and potential benefits of the NBN.

Abstract:
This article analyzes the impact of customer churn factors on improving the customer loyalty towards telecommunication service providers in Egypt. To accomplish this, a descriptive method is used. 1500 unique e-mails of customers of telecommunication service providers who have used telecommunication services of these providers were randomly selected. With a 25.6% response rate, the questionnaires were distributed through email and self-administered for data collection. Linear regression analysis was used on the responses. The results showed that there is a statistically significant relationship between customer churn factors and customer loyalty to improve factors and increase loyalty achievement to the telecommunication service providers in Egypt, The implications of the study are that the providers should better manage their relationships with the customers as a competitive policy in the telecommunication service marketplace. It can do that by customer churn management to decrease churn rate and increase customer loyalty.

The study conceptualized a relationship between technological innovation and strategic leadership on competitive advantage. Technological innovation has been posited to influence performance competitive advantage however; this position has been largely tautological and hence required more empirical testing. Although implied, the role of strategic leadership in the relationship between technological innovation and competitive advantage has been largely lacking. The study, therefore, specifically sought to determine the moderating role of strategic leadership on the relationship between technological innovation and competitive advantage of large telecommunication enterprises (LTEs) in Kenya. Significant transformations have been evident in Kenya’s telecommunication industry for the last two decades, which has resulted in intense competition, and technological innovation has become the new face of competition among these firms. The target population comprised all 83 large telecommunication enterprises in Kenya and census was used. Both descriptive and inferential statistics were employed in data analysis. Strategic leadership was found to have a positive and significant influence on the relationship between technological innovation and competitive advantage. It is deduced from the findings that strategic leadership would affect the strength of the relationship between technological innovation and competitive advantage. This can be attributed to the importance of organizational leadership’s role as decision makers and key enablers of technological innovation among large telecommunication enterprises. The study presented notable implications on the policy framework, the strategic management practice, and theory implications in the telecommunication industry and beyond. At policy level, the Government of Kenya would benefit from the study by ensuring that policy makers and regulatory authorities in the telecommunication sector formulate policies that would promote technological innovation and strategic leadership for enhancing competitive advantage. Managerial practitioners may consider institutionalizing innovation and leadership by creating the requisite direction and controls that enable the emergence of innovation and value creation for sustainable competitive advantage. The study findings’ implications further extended, supported, and added value on the theories adopted by the study.

Abstract:
The purpose of this study is to assess the effect of strategic planning and constant innovation strategies on the performance of firms in the telecommunication industry. The study used a quantitative method and cross-sectional survey design with a purposive sampling technique to collect data from the offices of Mobile Telecommunication Networks in Ghana (MTN). The findings indicate strategic planning practices of the telecommunication industry had a significant positive relationship with performance. However, the innovation practices were found to have no significant influence on performance. The study findings reveal that the players in the MTN industry who focus more on strategic planning initiatives receive high performance. The outcome of the study findings indicates the need for the telecommunication industry to focus more attention on strategic planning to enhance performance. The paper provides the pathways to policy makers in the telecommunication industry to communicate effectively with their staff about strategic and innovation decisions to ensure efficiency in performance.

Abstract:
To achieve a meaningful pace of economic growth, most developing countries throughout the world embark on various policy reforms, and one of the policy reforms adopted in Nigeria was globalization and trade liberalization. While such policies have not provided the desired effects due to their linkage effect, the adoption and implementation of Information and Communication Technologies (ICTs) to supplement government efforts in these economies has brought considerable results. However, this technical advancement is expected to have a rapid impact on Nigeria's economic development. The policy on ICT adoption began shortly after the civilian regime took control in the year 2000. The country's licensed telecommunication service providers have had some noticeable macroeconomic effects, such as job creation and the expansion of the scope of small and medium businesses, faster service delivery, lower transportation costs, increased security, and higher national output, as well as an increase in teledensity of both fixed and mobile lines. The model's findings revealed that current telecommunications investment had no effect on GDP growth, but that investments made in the preceding two years had a considerable impact on current GDP, even though government spending slowed growth. A similar discovery was made about computer usage and how it influences investment decisions in Nigeria's telecommunications sector.

This study aims to examine the effect of current ratio, debt to equity ratio, and total assets turnover on profit growth in telecommunications companies listed on the IDX for the 2018-2021 period. The population in this study is all Telecommunication Companies listed on the IDX. The sampling technique used purposive sampling and obtained samples of 8 companies. The data were processed using classical assumption tests, multiple linear regression, and hypothesis testing using partial tests (t) and determination tests (R2) using the SPSS program 25 The results showed that the current ratio did not affect profit growth, debt to equity ratio did not affect profit growth, total asset turnover did not affect profit growth policy.

Abstract:
Purpose – The purpose of this paper is to identify the factors influencing investment decisions in mobile services for profitablity and to become a global leader in mobile services sector. Design/methodology/approach – A two-stage methodology is followed. In the first stage, factors are identified from literature, and are validated with telecommunication domain experts using the t-test. In the second stage, interpretive structural modeling (ISM) is used to understand the complex interrelationships among various factors. Further, MICMAC analysis is performed to analyze the indirect relationships and their effect on different factors by stabilizing the rank based on driving and dependence power. Based on MICMAC analysis, four clusters are identified to aid the policy- and decision-makers. Findings – The major contribution of this research is imposing directions and dominance of various factors to make informed decision-making for investment in mobile services to meet the upcoming demand for mobile services in Indian telecommunication sector. Research limitations/implications – The applicability of these research findings is limited to emerging telecommunication market. Practical implications – This paper forms the basis for identifying various factors that act as the driving force for the Indian telecommunication operators to pay special attention toward mobile services, with telecommunication data analytics and developing context-aware services. This paper will aid policy-makers in the government, managers in telecommunication companies and other stakeholders such as content providers, channel partners and application developers to take a lead role in developing appropriate mobile services to meet local needs of Indian users. It will help in developing strategies to collaborate and motivate other stakeholders, including device manufacturers to understand and work collaboratively to become world leader in mobile services. Originality/value – This paper provides a framework for understanding the various factors that encourage telecommunication companies to establish and invest in mobile services and setup a separate vertical in their organization with a focus on mobile services to meet the future demands of Indian market. Appropriate utilization of telecommunication data analytics, personalization of services, customization in local languages and support for convergent services would encourage adoption of mobile services.
