Abstract:
Purpose: Data decomposition and classification development for the management of telecommunication network configurations and for the formation of such data management process set with the use of special database which basis on, the formation of requirements for database subsystem projection given the consistency of data about a control object and the system capabilities for this object management. Systematization of configuration data, of configuration element attributes as well as their logical consistency with the processes of the control and management of a state in promising management system subsystems. Methods: Fundamentals of complex process management theory, information storage and presentation system theory, object-oriented projection methods, decomposition method for representing process logic and data analysis about control object as well as theoretic-set approach for describing data set. Results: Decomposition of the tasks has been obtained which are realized by the components of telecommunication network configuration management special database; data sets about configuration elements have been formed. The requirements for promising control system subsystem that embodies the functionality of special database for telecommunications network configuration element management have been presented. Trends for further research in the direction to develop algorithms and models of telecommunication network configuration management with the help of special database have been proposed. Practical significance: The obtained decomposition and classification of data for telecommunication network configuration management is characterized by unique approach and dedication to telecommunication network management system subsystem logical structure, required for promising projection, as well as allows to formulate requirements for modeling the processes of telecommunication network configuration element management.

Abstract:
Purpose: To develop an informational model of a promising database in the system of management of telecommunication network which uses Carrier Ethernet technology for to ensure the efficiency of storage, access and update of data on the telecommunication network functioning that will allow to increase the operativeness of implementation of OAM (Operation, Administration and Management) control-management built-in processes at timely and reasonable decision-making on telecommunication network management in conditions of high dynamics of changes in the network state as well as in view of Carrier Ethernet technology specificities. Thus, in order to provide services of given quality, an information model of database in telecommunication network management system has been created with indication of information main sources which’re represented by subsystems and models of telecommunications network management system in accordance with the previously developed three-level conceptual model. Also, to achieve the stated goal a logical structure of the obtained database information model on the example of domain objects has been developed. Methods: Fundamentals of complex process management theory; theory of multi-agent systems of management of distributed object; theory of systems of information storage and presentation; object-oriented projection method; set-theoretic approach for the description of data set about a control object. Results: The obtained informational model of database and the developed logical three-level structure of functioning are described verbally and mathematically. The evaluation of functioning of the proposed logical structure of the database in the system of telecommunication network management using Carrier Ethernet technology and OAM mechanisms is given. The directions of further research towards development of the models of major processes of collection, processing and provision of data on functioning of subsystems in the system of telecommunications network management are proposed. Practical significance: The developed informational model of database in the system of telecommunications network management differs from well-known ones by the possibility of accounting for and including in the data of the implementation of the complex of unique models of functioning and management of Carrier Ethernet telecommunication network and the mechanisms of OAM management, that were previously obtained by the authors and represent subsystems in the telecommunications network management system with the use of Carrier Ethernet technology possibilities.

The increase in the number of cases of failure of information and telecommunication networks due to cyber attacks determines the need to protect them from this type of attacks. The issue of increasing cyber security in the conditions of conducting operations by groups of troops (forces) is very important. Due to the armed conflict in the East of Ukraine, the military-political instability in the Middle East, the struggle for influence on world financial and energy flows, the global military-political instability is intensifying. This is due to an increase in the number of communication devices in information and telecommunication networks, as well as an increase in the number of possible attacks that can be used to disrupt the operation of an information and telecommunication network. Considering the above, the object of research is a special purpose information and telecommunication system. The subject of research is cyber security of a special purpose information and telecommunication system. Classical methods of scientific knowledge, namely analysis and synthesis, were used during the research. The research identifies factors that affect cyber security in a special purpose information and telecommunications system. All this must be taken into account while planning and deploying a special purpose information and telecommunication system. The analysis of the consequences of the impact on the information and telecommunications system of special purpose of modern devices of defeat and the impact of devices of radio-electronic suppression and other factors was carried out. A typical special purpose information and telecommunication system does not fully meet the requirements for constant readiness to ensure the management of troops (forces), stability, mobility and throughput. A formalized description of the task of improving cyber security in a special purpose information and telecommunications network is provided. The components that affect the level of cyber security of the special purpose information and telecommunication network during the group's operations have been established. The impact of the specified conditions and factors must be reflected: in the planning documents during the planning of the deployment and operation of the group's information and telecommunications system; in the software, during operational management.

Swarm intelligence, as demonstrated by natural biological swarms, has numerous powerful properties desirable in many engineering systems, such as telecommunication. Communication network management is becoming increasingly difficult due to the increasing size, rapidly changing topology, and complexity of communication networks. This paper describes how biologically-inspired agents can be used to solve control problems in telecommunications. These agents, inspired by the foraging behaviour of ants, exhibit the desirable characteristics of simplicity of action and interaction. The colle ction of agents, or swarm system, deals only with local knowledge and exhibits a form of distributed control with agent communication effected through the environment. In this paper we explore the application of ant-like agents to the problem of routing in telecommunication networks.

Abstract:
In order to identify the role of data storage in the monitoring system of a telecommunications device, a conceptual design method was used, which was based on the basic principles of the Telecommunication Management Network concept, which is a network management system for telecommunication operators. Based on this concept, it was possible to design a data storage model in the monitoring system of a telecommunications device, which clearly reflects the separation of databases involved in the telecommunications network at different levels of the concept. A description of the differences between the databases assigned to each specific level from each other and an explanation of the functional features of each of the databases under consideration, as well as a description of the data circulation process over the network, is presented. The work focuses on describing the contents of the database of a specific telecommunications device, which is the object of control in the communication network, with the possibility of developing an interface to this database, which makes it convenient to search, view and modify stored data. To designate the information stored in the database of a telecommunications device, a fragment of the database was developed containing a set of attributes characterizing the device, their values and parameters of attribute values. The role of the database interface is to enable the user to quickly and easily access the information contained in the database.

Abstract:
The article formulates the main tasks of management of information networks and telecommunications services in terms of ensuring their reliable operation. The telecommunication network is considered as a complex system consisting of many components, each of which has its own characteristics of operation during operation. The main functions of the telecommunication network control system are determined: fault detection and network status diagnostics, network device administration, forecasting and elimination of congestion and other possible deviations in network functioning, ensuring coordinated interaction between different types of control systems for providing telecommunication services with specified quality. Methods of analysis and management of networks are essentially a kind of identification methods, i.e. the current assessment of the parameters and condition of complex technical systems. There is a close relationship between identification and diagnostic tasks. The methods for solving these problems largely depend on the class to which the identification object can be assigned. Computer and telecommunication networks belong to the class of distributed systems with delays in signal and control information. Methods of retrospective identification are used to analyze the state of such systems. The influence of delays of signal and control information on the efficiency of search and determination of places of failures, overloads and emergency modes in communication networks is investigated. The results of computer simulation are given. The approach based on regular control of parameters and condition of network nodes taking into account delays of receipt of information on parameters and a condition of a concrete network node and delays of the control information necessary for adjustment of parameters of a network node as control object has found further development.

Abstract:
The purpose of this survey study is to shed light on the importance of knowledge usage and knowledge-driven applications in telecommunication systems and businesses. To this end, we first define a classification of the different knowledge-based approaches in terms of knowledge representations and reasoning formalisms. Further, we define a set of qualitative criteria and evaluate the different categories for their suitability and usefulness in telecommunications. From the evaluation results, we could conclude that different use cases are better served by different knowledge-based approaches. Further, we elaborate and showcase our findings on three different knowledge-based approaches and their applicability to three operational aspects of telecommunication networks. More specifically, we study the utilization of large language models in network operation and management, the automation of the network based on knowledge-graphs and intent-based networking, and the optimization of the network based on machine learning-based distributed intelligence. The article concludes with challenges, limitations, and future steps toward knowledge-driven telecommunications.

The article reflects the views of the authors on the method for the operational calculation of the indicator of the functioning of special-purpose information and telecommunication networks of the tactical level of control according to the criterion of "network availability". Improvement of weapons and military equipment, forms and methods of combat, as well as a change in views on command and control, put forward ever more stringent requirements for the information and telecommunication system in general and for its elements in particular. The problems of development, planning of combat use and operation of information and telecommunication networks of the tactical control level are their heterogeneity, since they use heterogeneous transmission systems (radio and wire) together. The characteristic features of the planning, deployment and operation of information and telecommunication networks of the tactical control level are a high degree of uncertainty in the characteristics of their functioning and the lack of initial data in planning, which necessitates the improvement of the methodological basis for conducting operational calculations. Based on the analysis of ITU-T recommendations, scientific publications and the practice of combat use of the defense forces, it becomes clear that the operational calculation of individual criteria and indicators of the functioning of information and telecommunication systems of the tactical control level needs to be improved, since these systems have their own characteristic features. The material presented in the article makes it possible to develop new approaches to solving the problem of a reasonable calculation of the required bandwidth of the access node of the information and telecommunications network of the tactical control link. The significance and value of this study lies in the fact that in the conditions of continuous improvement of the forms and methods of warfare, high dynamism of changes in the states of information and telecommunication systems of the tactical control level, the correct choice of the apparatus for assessing the decisions made should play a decisive role in shortening the deployment planning cycle and sustainable functioning of the system management.

The article is devoted to the problems of advanced workforce management systems WFM (Workforce Management) of post-NGN telecommunication operators, a formalized approach to the description of extended WFM functionality and mathematical WFM models are discussed. The proposed approach allows to develop new WFM tools for telecommunications operators to increase their performance, to manage more effectively the work schedules of engineering employees of the company, visit customer sites, and control the workload of engineers in real-time. Workforce Management systems (WFM) of Next Generation Networks (NGN) are becoming more and more important. Compared to the routine distribution of requests between telephone technicians in the repair bureau of the old Public Switched Telephone Network (PSTN) in the last century, the modern WFM system operates with a disproportionately large set of functions, a wide range of professional competencies and key performance indicators (KPIs). In partnership with WFM, other new information technology tools (IT-landscape) of the telecommunications operator, elements of BSS (Business Support Systems), human resource accounting (HR) software, enterprise resource planning (ERP) systems, other workforce planning, and management tools employee vacations, the timing of basic engineering operations at the operator's and customer's premises, and other support tools to optimize the performance of the required work by personnel, increase productivity and reduce costs.

Modern communication networks for special purposes —communication networks designed for the needs of state authorities, the needs of the country's defense, state security and law enforcement - these are complex decentralized network structures that use the resources of public communication networks and commercial communication protocols. The management of such structures requires a transition to new management models, since hierarchical and distributed static network management systems, such as TMN and OSS/BSS, no longer fully meet the requirements for managing state and military networks. These systems provide only partial automation of decision-making in network management. They are still not ready for constant changes and are not able to adapt to them because of their rigidly static nature. Also, over time, control systems will encounter such a problem as the heterogeneity and mobility of a huge number of network devices in the - mobile control and managed devices, drones, wearable networks, etc. As a result of all of the above, it becomes necessary to search for new models and methods for building telecommunication management systems. From the point of view of managing such infrastructures, the transition to distributed cognitive management models, as well as models that take into account the volume and context of data generated by control systems in the process of their functioning, is gaining importance. In this paper, the authors considered the evolution of networks control models: starting with traditional approaches and moving on to modern models and methods for managing telecommunications of the future. In the course of the study, in addition to studying traditional approaches to telecommunication management, a cognitive model based on multi-agent self-organization was identified and the relevance of this approach to managing post-NGN networks was examined.

Trust to modern telecommunications networks plays an important role as a driver of technological and market success of any technology or telecommunication services. Most of the technological approaches to this problem are focused only on network security and do not include such a factor as the quality of service (QoS), which also plays an important role in the formation of trust both from the consumers and the regulator. The future 5G mobile technology will be the engine of development of telecommunications until 2020 and the formation of trust to the 5G networks is one of the main tasks for developers. The authors present the view on the trust to 5G networks in the plane of QoS requirements formation and QoS management. QoS requirements to 5 G networks were determined on the basis of three main business models of services: xMBB, M-MTC and U-MTC and the need to ensure user trust to networks. Infrastructure requirements for QoS control and spectrum management network entities which are based on Network Function Virtualization (NFV) principles have been formed.

The article defines the system features, properties and characteristics of information and telecommunication networks of automated environmental safety systems: information reliability and proven efficiency as a fundamental characteristic of system perfection. The main task of this research is to standardize the highest level of information and telecommunications networks architecture that provide the creation, processing, storage, deletion and transportation of information. In this case, the architecture is considered as a single for: all types of networks (including network services): optical transport network, Internet network (data network), fixed telephone network, mobile network and all types of products, customers, services, resources, aspects of management. A very important requirement is that the system architecture should not change when changing the structure of products, market requirements or the structure of the company. Standardization of information systems architecture involves: defining a complete list of architecture components; determination of functional boundaries of components; definition of interfaces (protocols) of interaction of components. The main purpose of architecture standardization is: to reduce the implementation of telecommunications services by reducing the time for implementation and modernization of information systems, and increase the efficiency of implementation of information systems, as well as reduce costs for their creation and operation by: avoiding duplication of functions; use of open interfaces; repeated use of the same type of elements. The research concerns the structural synthesis of the architectures of four main telecommunication networks: transport, IP, mobile and fixed. Eight sets of network resources (levels) were selected to standardize each network architecture. Based on the results of the analysis, it is possible to draw a conclusion about the development potential of each network depending on the trends of modern telecommunications services. The telecommunication services means of production architecture, which include platforms of network resources and network services, is considered. The article proposes a methodological basis for the synthesis of information and communication technology systems in order to establish a single information platform, which is presented as a universal architecture of information and communication systems. The messaging service is considered in the context of: one workstation, one domain and interconnection between domains. The efficiency of information transmission systems is considered. When evaluating different communication systems, two indicators were taken into account: efficiency and noise immunity; their combination gives a fairly complete description of the system. Analysis of the results of the classification of information technologies and areas for improving information support in the production of high-tech products allowed us to identify trends in the development of modern information technologies. These trends are due to the dynamics of the development of industrial enterprises and the external environment, which leads to functional changes in the management system of a high-tech enterprise and provides significant economic growth in developed countries. The main promising means for data transmission are the Internet, wireless mobile radio networks, laser and fiber-optic communication lines. The most important task of telecommunication technologies in the field of economics is electronic exchange. This indicates the importance of the telecommunications aspect in the functioning of the information system. Telecommunication technologies that provide data transfer, make it possible to implement a continuous exchange of information through global networks. Modern telecommunication technologies are widely used in creating network options for information technology. It was determined that a significant achievement of telecommunication technologies was the possibility of real-time control of financial, banking, trading and other operations regardless of the territorial location of their participants. Telecommunication technologies are becoming the elements that informally unite the vast territory of Russia.

Digitalization is one of the factors that affects the acceleration of the application of telecommunications technologies such as 5G. The 5G technology that has been developed today does not yet meet different performance and manageability standards, particularly for data center networks as a supportive technology. Software-defined networking (SDN) and network function virtualization (NFV) are two complementary technologies that are currently used by almost all data centers in the telecommunications industry to rectify performance and manageability issues. In this study, we deliver an integrated SDN-NFV architecture to simplify network management activities in telecommunication companies. To improve network performance at the computing level, we performed a modification of a networking system at the computing level, underlying NFV devices by replacing the default virtual switch with a data plane development kit (DPDK) and single root I/O virtualization (SR-IOV). This study evaluated the proposed architecture design in terms of network performance and manageability. Based on 30 days of observation in prime time, the proposed solution increased throughput up to 200 Mbps for the server leaf and 1.6 Gbps for the border leaf compared to the legacy architecture. Meanwhile, the latency decreased to 12 ms for the server leaf and 17 ms for the border leaf. For manageability, we tested three different scenarios and achieved savings of 13 min for Scenario 1, 22 min for Scenario 2 and 9 min for Scenario 3.

The object of the current research is the process of routing data packets in a telecommunications network. It was established that the state and parameters of data transmission channels and routers could have a negative impact and need to be taken into account in the process of modeling the routing of data packets in telecommunication networks. A model of simulated dynamic modeling of data packet routing in telecommunication networks has been devised and proposed. The suggested model makes it possible to establish quantitative values of the delay time of processing data packets during their routing along a separate segment of the telecommunications network, taking into account the state and parameters of the data transmission channel and routers. It has been established that the achievement of the minimum delay time of data packets during routing is achieved by choosing the path of their transmission under the condition of minimum transmission time by communication lines and the capabilities of routers in terms of their accumulation and service speed. At the same time, the reduction of packet transmission delay time relative to the average for the time network segment can reach from 21 to 38 percent. It is shown that the main factor affecting the value of the delay time is the speed of data processing along the selected path of packet transmission. The number of routing nodes in a separate data transmission path can affect the delay time only if the parameters of the routers are equal compared to others that are included in alternative routes. The model of simulated dynamic modeling of data packet routing reported in this work, unlike the existing ones, takes into account the state and parameters of data transmission channels and routers. It can be used in practical improvement of existing and development of new multi-service telecommunication communication networks

The certificate management complexity and cost increase when PKI technology is leveraged into Network Function Virtualisation (NFV), a significant enabling technology for 5G networks. The expected security of PKI cannot be met due to the unavailability of the certificate revocation inquiry in the telecommunication operator’s core network. This paper analyses the issues and challenges during the NFV implementation and proposes a blockchain-based decentralized NFV certificate management mechanism. During instantiation, the Virtual Network Functions (VNF) instance generates certificates according to the certificate profile provided in the VNF package. The certificate management unit is responsible for the certificate enrolment, renewal, and revocation. The certificates submitted to the decentralized certificate management system by the instance will be recorded into the ledger after validation and consensus. The experiment and analysis show the transaction throughput, and the transaction delay is noncritical in practice, which could be fulfilled by the proposed mechanism. The certificate inquiry performance is critical, which can be facilitated by the decentralized deployment of inquiry nodes.

The carried out study substantiates the problems and prospects for the development of the telecommunications sector in a crisis. The authors develop a system of indicators of a comprehensive rating assessment, which covers development indicators in six main areas, namely: the efficiency of internal business processes; optimization of flow management of service chains; sustainability and safety of technology and innovation; level of national integration; level of digital strategic partnership; customer loyalty. The capability of a system with the recommendation architecture to learn to manage complex telecommunication backbone networks has been investigated. A network model with a number of nodes and links and carrying realistic but randomly generated traffic was used as the target for the management system. Traffic data taken from the model was used as input to the recommendation architecture system. The traffic data was organized into inputs once every 5 minutes, and the management system organized these inputs into a hierarchy of repetition similarity. It was demonstrated that the outputs of this hierarchy provided information on the condition of the network. This output information was a compressed version of the inputs which correlated with major network conditions.

In this paper, the teletraffic that cameras and sensors generate is characterized and the transmissions’ influence on the municipal communications network is evaluated. Then, we propose models for telecommunication traffic sources in an intelligent municipal heritage management service inside a smart sustainable city. The sources were simulated in a smart city scenario to find the proper quality of service (QoS) parameters for the communication network, using Valencia City as background. Specific sensors for intelligent municipal heritage management were selected and four telecommunication traffic sources were modelled according to real-life requirements and sensors datasheet. Different simulations were performed to find the proper CIR (Committed Information Rate) and PIR (Peak Information Rate) values and to study the effects of limited bandwidth networks. Packet loss, throughput, delay, and jitter were used to evaluate the network’s performance. Consequently, the result was the selection of the minimum values for PIR and CIR that ensured QoS and thus optimized the traffic telecommunication costs associated with an intelligent municipal heritage management service.

The article proposes to use a comprehensive fault detection system that includes QoS and machine learning technologies using information about the state of a point-to-point protocol over ethernet (PPPoE) session on PPPoE active discovery termination (PADT) virtual local area network (VLAN) routes. </span><span>This intelligent system is built using the machine learning method and is independent of the main real-time system. Demonstrated the operation of seven machine learning algorithms and presented the results of training and fault detection. Based on the received information about the state of the PPPoE session, the PADT type allows you to control the behavior of the real-time system.</span>

Wireless sensor networks are becoming increasingly important in both the civilian and military fields. The object of this study is the process of collecting data by a telecommunication aerial platform from network nodes under conditions of their remoteness from the telecommunication infrastructure. Most available papers consider a solution to partial problems related to the process of data acquisition by a telecommunication aerial platform: clustering of the network, search for the shortest flight route, minimization of energy costs of nodes, etc. Therefore, an improved method of direct data collection by a telecommunication air platform is proposed, which consistently and comprehensively solves these problems. Unlike existing methods, it takes into consideration several objective functions (optimization of data collection time by a telecommunication air platform and a network functioning time), parameters of the state of nodes and clusters, as well as makes it possible to obtain solutions in real time. A special feature of the proposed method is the search for the optimal solution according to the hierarchy: network – cluster – node. At the network level, the following is optimized: the number of clusters of a certain dimensionality and the trajectory of the cluster flyby. At the cluster level, the points (intervals) of data collection during the freezing (in motion) of the telecommunication air platform and the trajectory of its flight within a cluster are determined. At the node level, its energy consumption is minimized by reducing the distance to the telecommunication aerial platform. The trajectory of the platform within a cluster is calculated according to the developed rule base. The rules implement the method of situational management. The conditions of application are the parameters of the state of the nodes, the solutions are the parameters of the trajectory of a telecommunication aerial platform, and the intervals of data acquisition. The rules take into consideration the priority of the objective functions, the state of the parameters of the cluster nodes, and the previously made basic decision on the trajectory of the flyby. The simulation results show that the application of the method reduces the time of data collection up to 15 % or increases the network functioning time to 17 %.

As a result, the development of the Global Information Grid (GIG) was the key enabler for this process; hence, adding to the development of the mobile networking part of the GIG, the concept of the Mobile Ad hoc Network of Networks (MANoN) is introduced. This article proposes a novel security management algorithm achieving the three management essentials: Security Administration; Prevention and Detection; and Containment and Recovery; based on the International Telecommunication Union’s recommendation M.3400 to manage securely the future of military Network-Centric Warfare (NCW). The authors will employ Interval Temporal Logic (ITL) as a method of handling both sequential and parallel composition in flexible timely constrains, in addition, this technique will be evaluated using the Network Simulator (NS-2) to provide and check whether security requirements are met in a comprehensive manner.

Integrating Proxy Mobile IPv6 (PMIPv6) – a network-based mobility management protocol – with the SDN paradigm has created several promising approaches. This paper will present an extensive survey on the joint research area of PMIPv6 and SDN mobility management by detailing the available SDN-integrated network-based techniques and architectures that intend to accelerate handover and mitigate service disruption of mobility events in softwareized telecommunication networks. The article also provides an overview of where PMIPv6 can be used and how SDN may help reach those ways.

The telecommunication system being a critical pillar of emergency management, intelligent deployment and management of slices in an affected area will help emergency responders. Techniques such as automated management of Machine Learning (ML) pipelines across the edge and emergency responder devices, usage of hierarchical closed-loops, and offloading inference tasks closer to the edge can minimize latencies for first responders in case of emergencies. This study describes the major results from building a Proof of Concept (PoC) for network resource allocation for emergency management using a hierarchical autonomous Artificial Intelligence (AI)/ML-based closed-loops in the mobile network, organized by the Internal Telecommunication Union Focus Group on Autonomous Networks (ITU FG-AN). The background scenario for this PoC included the interaction between a higher closed-loop in the Operations Support System (OSS) and a lower closed-loop in Radio Access Network (RAN) to intelligently share RAN resources between the public and the emergency responder slice. Representation of closed-loop "controllers" in a declarative fashion (intent), triggering "imperative actions" in the "underlay" based on the intent, setup of a data pipeline between various components, and methods of "influencing" lower layer loops using specific logic/models, were some of the essential aspects investigated by various teams. The main conclusions are summarised in this paper, including the significant observations and limitations from the PoC as well as future directions.

Background: In intensive case management (ICM), users receive a wide variety of services of varying content, which makes it difficult to understand the global features of ICM programs. Aims: The aim of this study was to examine the features of ICM programs using network analysis. Methods: A total of 233 ICM users in two Japanese medical institutions were recruited to participate. All received services were recorded for 2 months. In the network analysis, nodes represented types of ICM services and edges between two nodes depicted when over 5% of participants received both types of services. Results: We found high centrality values for ‘H5. Hospital-based counseling’, ‘O13. Outreach support for mental health medications’, ‘H13. Hospital-based support for mental health medication’, ‘T5. Counseling via telecommunication’, ‘H3. Hospital-based coordination of services in the medical institution’ and ‘T2. Coordination of services with other institutions via telecommunication’. These results indicated that these services were associated with various other types of services. Social functioning was related to ‘O13. Outreach support for mental health medication’, whereas need for ICM was related to ‘H13. Hospital-based support for mental health medications’, ‘T5. Counseling via telecommunication’ and ‘T2. Coordination of services with other institutions via telecommunication’ Conclusion: Based on these findings, we speculated that there are at least five types of core services in ICM: regular face-to-face contact, outreach services, hospital-based services, easy contacts and coordination. These findings clarified the features of ICM programs, which may help improve the understanding of case managers’ practice.

The performance indicators fiber-optic communication lines using spectral technology with separation communication channels are analyzed. The effectiveness of the use network resources optical telecommunication systems using spectral technologies based on the architectural concept of the next NGN (NGN, Next Generation Network) and future FN (FN, Future Network) networks has been studied. This work is devoted to the construction methods for calculating the indicators optical networks and the study methods and tools for improving the efficiency using network and channel resources fiber-optic communication lines using dense spectral multiplexing optical signals with separation communication channels. The problem ensuring effective management channel and network resources in optical communication networks are considered. As a result of the study technology spectral multiplexing, a new approach to the construction of a calculation method is proposed that describes the efficiency managing network and channel resources in fiber-optic communication lines, taking into account the numerous requirements their parameters and transfer characteristics. On the basis of the calculation method, analytical expressions are obtained that allow estimating the resources of the system, indicators informational and spectral efficiency of the functioning fiber-optic communication lines. The results of the research can be applied by cellular operators when designing an optical telecommunications network, in particular, to determine the optimal value of the capacity optical systems based on wavelength multiplexing technology and modulation spectral efficiencies.
