Abstract:
Problem and goal. Continuous education is a process of growth of educational (general and professional) potential of the individual throughout life via the use of the system of state and public institutions and in accordance with the needs of the individual and society. The need for continuous education arises due to the progress of science and technology, the widespread use of innovative technologies. Internationalization stands for the intentional process of integrating an international, intercultural or global dimension into the purpose, functions and delivery of education. Information and telecommunication technologies nowadays are a significant part of modern learning and play an important role in continuous education that uses different ICT-tools for its purposes but depending on the interpretation continuing education concept has its own specifics. Accordingly, various procedures for the use of information and telecommunication technologies are in demand. To make the application of ICT-tools for continuous education relevant to the specialized goals one should clearly understand the correlation among aims of continuous learning and ICT-tools. Methodology. Various procedures for the use of information and telecommunication technologies that are in demand for purposes of internationalization of continuous education are considered. A brief review of scope of ICT-tools and their potential and relevance to the specific aims of internationalization of continuous learning is given. Results. Internationalization of education and development of continuous education are nowadays very important processes all around the world. There are some main trends in application of ICT-tools/ technologies in internationalization of higher education currently being developed and widely used. Mostly all of ICT-tools/technologies can be used in continuous education to solve problems similar to higher education. Meanwhile new ICT-tools/technologies - virtual mobility, distant academic mobility and electronic internationalization - have great potential to be applied for internationalization under specific conditions of continuous education. Conclusion. It is demonstrated that information and telecommunication technologies supply internationalization of continuous education with not only well known ICT-tools/technologies but also new ones with powerful potential.

Abstract:
This paper aims to observe how the Australian COVID-19 restrictions influenced higher education, teachers’ and students’ lives. Before the pandemic, the higher education sector was the largest serviced based sector in Australia and overly depended on international students’ fee income. The academic year of 2020 started as usual with 141703 higher education enrolments of overseas students, mainly students from Asia. However, they did not arrive due to the strict border closure. Travel restrictions were put in place from China from 1 February 2020, later from other countries worldwide. That significantly affected international students' travel from Asia directly before the start of the new academic year. Consequently, many institutions have transitioned from campus-based courses to online delivery. Besides, numerous academic lecturers and professional staff have been invited to the expression of interest in a voluntary and, of course, involuntary redundancy program. Most vacant positions have been frozen, and various saving programs have been implied. Owing to the toughest rules and strictest restrictions, Australian borders remained closed for over 600 days. Melbourne was under six lockdowns totalling 265 days since March 2020, which resulted in the author’s experience of three semester-long remote teaching at one of the biggest and most prominent universities in Melbourne without any personal contact with international students. The author lived and worked in Melbourne during the COVID-19 era, so this study is based on her perspectives and experiences extended with a wide empirical evaluation of secondary data about the Australian academic sector between 2020 and 2021.

AbstractThe poor health status of Australia’s Indigenous people is well-documented, as are the links between health and education. Aboriginal communities recognise the utmost importance of improving educational, physical, social and economic well-being in an environment where disproportionate numbers of Aboriginal students fail to complete secondary schooling. The aim of this paper is to highlight the issues of access, participation, retention and outcomes for Indigenous students wishing to study or currently studying health courses at a tertiary level. This project used a qualitative descriptive approach, conducting in-depth interviews with a number of key stakeholders and students in rural Victoria. Sixteen participants were interviewed, 14 of whom were from the Indigenous community.Participants identified key issues that were linked to the university and broader community environment. Factors in the university environment included lack of Indigenous staff within the mainstream university system, limited support and culturally inappropriate teaching that lead to negative learning experiences and poor motivation to continue with education. In the broader community, the isolating experience of leaving close-knit rural communities and the influence of past experiences on students’ aspirations for tertiary education was highlighted. The importance of community support and liaison with the university and marketing of health courses to the Indigenous communities in the region were key issues that participants identified as needing further attention.

Abstract:
In the context of digitalisation, the transformation of the educational process is inevitable and is a priority issue for any country that wants to maintain or improve its position on the world stage. The article presents a comparative analysis of digital competencies and the possibility of their implementation in the higher education system in Russia. The comparison of the formulated competencies in the methodology approved by the Order of the Ministry of Economic Development of the Russian Federation No. 41 dated January 24, 2020, as well as the International Telecommunication Union and other European organisations is considered. The descriptors (knowledge, skills and abilities) of graduates in various fields who, in the era of digitalisation, must have the necessary digital competencies are identified. Today, professional standards, even in the humanities, define the requirements for technical and computer skills. The article proposes formulations of universal competencies in the higher education system based on the analysis.

Abstract:
The objective of this study is to analyse the effectiveness of the academic poster as a pedagogical resource for the promotion of cross-curricular competences in engineering students. This study has been carried out with the participation of 402 students enrolled in different courses at the School of Design Engineering and the School of Telecommunication Engineering during the 2020-21 academic year. The results are drawn from pre-project and post-project questionnaires exploring the learner’s expectations and overall satisfaction upon completion. The authors also discuss project alignment with a number of cross-curricular competences. Although the degree of satisfaction in general has been slightly lower than the participants’ expectations, it should be noted that a high percentage of them value very positively the usefulness of the academic poster in acquiring cross-curricular competences.

It is substantiated that online education is a factor in increasing the level of access to education and has certain advantages over traditional types of knowledge, providing flexibility through remote access to resources. Modern European educational initiatives are analyzed, informatization of education envisages development of informational and educational environment, essential role in creation of which is educational television. It is determined that today in the field of development of the information and telecommunication environment the main channels of data transmission, owned both by the state and non - state structures, which provide high - speed exchange of large flows of information between regions, are developing.

The purpose of the study was to highlight the experience of training specialists in the specialty «Nursing» in the conditions of distance education using telecommunication systems. Materials and methods. Based on the analysis of literary sources, educational programs and pedagogical experience of the department of general medicine with the course of physical therapy of Oles Honchar Dnipro National University, we highlight the peculiarities of the training of specialists in the specialty «Nursing» in the conditions of distance education using telecommunication systems. Results and discussion. The modern development of Ukraine is characterized by a gradual increase in the demand for higher medical education. Today, education is perceived as a strategic commodity and a force of society, which prompts Ukrainian universities to respond to changes, ensuring their existence and development in the conditions of globalization. In connection with the above, the problem of the quality of higher education in remote conditions is gaining the greatest relevance at the current stage of the development of society. A feature of today's medical education is that not only doctors but also nurses have the opportunity to obtain higher education. Today, a nurse is not only a specialist who provides patient care and is an «assistant» to a doctor but a modern nurse is considered a manager and leader of the relevant work in a medical institution. To date, educational and scientific programs in the specialty «Nursing» determine the need to ensure the training of highly qualified specialists capable of implementing the medical and diagnostic process, care and guardianship of patients in health care institutions of various profiles and at home; organization and management of the work of nursing structural units; implementation of the educational process at universities and institutions of postgraduate education, as well as scientific research on nursing problems. The tasks of the educational program are formed on the basis of today's challenges and fully meet the needs of society and the interests of potential employers. Conclusion. The latest educational technologies in the professional training of specialists in the specialty «Nursing» in the conditions of distance education with the use of telecommunication systems should be aimed at the most informative teaching of material and effective conducting of practical classes, which ensures the improvement of the quality of education, the maximum development of individual creative abilities and the adaptation of education to modern requirements, which ultimately leads to a high level of training of future nursing specialists

In 2020, the World Health Organization announced the beginning of a pandemic of the new coronavirus infection COVID-19. To prevent the spread of viral infection in all regions of the Russian Federation, a self-isolation regime was announced. In this connection, on March 15, 2020, the Ministry of Education recommended that all higher educational institutions carry out educational activities using modern information and telecommunication technologies that allow learning at a distance without direct contact between the teacher and the student - distance learning. The introduction of self-isolation and the transition to distance education led to the need to change the usual way of life, and adapt to the prevailing conditions of educational activity. The aim of this work is to analyze data on the impact of distance learning on the quality of students’ health. Methodology and research methods. The work was performed using a descriptive method by collecting, summarizing and analyzing literature data regarding the problem being studied. Results. The authors have highlighted the main characteristics of distance education. An analysis of modern sources has shown that, given the modern achievements in the field of telecommunication technologies, distance education is not fully capable of replacing the classical one; there are negative aspects both in the quality of training of students and in relation to the health of all participants in the educational process. Conclusion. With the continuation of teaching using modern information and telecommunication technologies, it is necessary to develop and implement programs aimed at preserving health and adapting to the conditions of distance education.

The problem of the quality of higher education in Ukraine has always occupied one of the first places in the national rating. Since the improvement of the quality of training is an urgent problem in the system of postgraduate education, a modern approach to the process of training doctors-students in advanced training courses and doctors-interns should include the introduction of new educational (pedagogical, information and telecommunication) technologies. In the context of the COVID-19 coronavirus infection pandemic, all higher medical institutions have to increasingly change the generally accepted and time-tested approaches to providing quality education to doctors and introduce modern innovative technologies into the educational process. The experience and analysis of the features of the introduction of modern innovative technologies at the postgraduate stage of education presented in the article will help to significantly improve the effectiveness of mastering both the theoretical and practical part of training in each medical specialty.

In this article, Victoria-María MacDonald, John M. Botti, and Lisa Hoffman Clark trace the evolution of higher educational opportunities for Latinos in the United States from the Higher Education Act of 1965 to the designation of Title V in the Act's 1998 reauthorization. The authors argue that this evolution moved through stages, including establishing visibility and legitimacy, self-determination, self-scrutiny, emulation, and, finally, autonomy. The journey toward improving higher educational opportunities for Latinos is juxtaposed with the journey experienced by African Americans in the United States. Because of the enormous historical, social, and political differences between the two groups, the models utilized by and for Blacks were viewed as inadequate for serving Latino needs in higher education. However, the model established by Historically Black Colleges and Universities inspired Latino educators to found Hispanic-Serving Institutions (HSIs). The authors conclude their article by discussing contemporary issues surrounding HSIs and looking toward the future of Latino higher education.

The twenty-first century has seen a surge in scholarship on Latino educational history and a new nonbinary umbrella term, Latinx, that a younger generation prefers. Many of historian Victoria-María MacDonald's astute observations in 2001 presaged the growth of the field. Focus has increased on Spanish-surnamed teachers and discussions have grown about the Latino experience in higher education, especially around student activism on campus. Great strides are being made in studying the history of Spanish-speaking regions with long ties to the United States, either as colonies or as sites of large-scale immigration, including Puerto Rico, Cuba, and the Philippines. Historical inquiry into the place of Latinos in the US educational system has also developed in ways that MacDonald did not anticipate. The growth of the comparative race and ethnicity field in and of itself has encouraged cross-ethnic and cross-racial studies, which often also tie together larger themes of colonialism, language instruction, legal cases, and civil rights or activism.

The article is devoted to the analysis of the definitions “educational spaceˮ and “virtual educational space of higher education institutionˮ in the context of research methodology. The multifaceted nature of the virtual educational space has been assessed at several levels – institutional, functional, and technical. It is defined the peculiarities of the “virtual universityˮ as a modern educational institution and the components of its structure (technical (telecommunication) environment; information and communication environment; educational and methodical environment; administrative and management environment). The main ways of forming the virtual educational space in the context of its environments construction are: information environment; technological and digital environment; communicative environment and educational support, which provides educational sphere of measurement. The information environment of a higher education institution is presented as a set of information (regulatory and administrative, scientific, educational, sociocultural, and advisory), which is produced and promoted within the global, regional and local space as its own intellectual product. The basic principles of information environment– openness, accessibility, flexibility, safety, mobility and adaptability of information are highlighted. The use of resource software capabilities of the learning management system (which have been analyzed in the context of modern research) is the way to the formation of technical and digital environment of virtual educational space. Communicative environment of the virtual educational space in a higher education institution promotes the creation of various forms of communicative and social interaction of education participants. The concepts of «health saving competence», «healthy lifestyle», «value for health» and «interactive technologies» have been considered in the article. The problem of formation of health-saving competence of future specialists of information and telecommunication specialties in the process of vocational training by means of physical education at the present stage of development of pedagogical science is characterized. The importance of comprehensive students’ preparation is revealed, because its level has a significant influence on reducing the period of mastery of the specialty, on the increase of labor productivity, on the increase of professional mobility. In this regard, the socio-economic importance of qualitative training of highly qualified specialists, whose work in the context of modern scientific and technological progress is of particular importance, is increasing. The problem of research of theoretical and methodological foundations of formation of health-saving competence of future specialists of information and telecommunication technologies in the process of vocational training by means of physical education at the present stage of development of pedagogical science becomes of important scientific educational and social importance. AbstractIn developmental research to devise a strategy to identify students who may benefit from assistance with learning habits, approaches to study were explored in undergraduate nursing students (n=122) enrolled in a compulsory first-year course in physiology at a regional Australian university. The course constituted 30 credits (25%) of their first year of study. Using the Approaches and Study Skills Inventory (ASSIST), students were identified as adopting a deep (n=38, 31%), strategic (n= 30, 25%), or a surface (n=54, 44%) approach to study. Internal consistency (Cronbach’s alpha [α]) for deep, strategic, and surface was 0.85, 0.87, and 0.76, respectively. Subsequently, a cluster analysis was done to identify two groupings: a “surface” group (n=53) and a “deep/strategic” group (n=69). The surface group scored lower in deep (33.28±6.42) and strategic (39.36±6.79) approaches and higher in the surface (46.96±9.57) approach. Conversely, the deep/strategic group scored 46.10±6.81, 57.17±7.81, and 41.87±6.47 in deep, strategic, and surface styles, respectively. This application of the ASSIST questionnaire and cluster analysis thus differentiated students adopting a surface approach to study. This strategy may enable educators to target resources, for example additional tutorial opportunities, peer-assisted study support, and tutor-led seminar sessions aimed at encouraging students to adopt a less superficial approach to study.

AbstractThe inclusion of children with disabilities into the regular education classroom has resulted in many studies on teacher attitudes. Current research has examined teacher beliefs about inclusion, their concerns, and issues pertaining to their ability to cater effectively for children with disabilities in their classrooms. Despite this, there appears to be little research investigating potential associations between teacher attitudes and beliefs toward inclusion, their education levels, and teacher training. This study investigated the attitudes and beliefs of 36 general and special education/early intervention teachers in Victoria. Results of the study show that teachers with higher educational qualifications in special education were more positive about inclusion.

Abstract Information and telecommunication technologies are confidently included in all spheres of human activity. The introduction of information technology is taking place in almost all areas, but the most acute solution to this issue requires the education system, in particular the organization of school management. The dynamics of development of an educational institution depends on the quality of construction of an integrated information automated management system of higher education institutions. The problem of informatization is the main issue around which the whole system of higher education is built. Solving this problem allows to solve the orders of the information society, to train specialists who are able to apply information technology at a modern level in professional activities, in everyday life. It is difficult to imagine a higher education institution that operates without the use of computers and information technology. Thus, the choice of topic is due to the need to study this issue in order to develop new approaches to the introduction of information and communication technologies in the educational process, its improvement and modernization in the general educational system, and on this basis to identify and disseminate positive experience higher education institution.

The article considers the ways of introduction of Internet technologies in the educational process of higher education institution. The principles of building computer training centers based on network technologies are highlighted: versatility, accessibility, use of standard network solutions and building a system based on a universal integrated database that allows you to easily and virtually unlimitedly build, transfer and scale it. Based on these principles, you can build a prototype of the Internet distance learning system, which allows you to create courses in technical, humanities and other disciplines. The technology of distance learning is described, which provides the educational process based on the use of modern information and telecommunication technologies. The conditions of efficiency and quality of teaching of students by means of distance learning are determined: favorable conditions for growth of activity of students by selection of means of training taking into account specificity of their individual cognitive properties are created; effective means of support of individual and group forms of training are used; the experimental-research basis of the educational process is expanding; the gap between the existing content of education and the achieved level of development of modern science is reduced. Peculiarities and advantages of using distance learning of students in comparison with traditional forms (full-time and part-time) are highlighted. It was found that the tutorial is one of the main components of the educational process in distance learning, which uses a set of methods and approaches to learning focused on the needs of students. Bangladesh economy has been transforming towards a market-based economy from a state-dominated centrally planned economy since the early 1980s, the pace of transformation has been slow though. The aim of this article is to see how the higher education system responds to the changes in the structure of the economy. The article argues that the higher education system in general in a transitional economy is responsive to the changes in the structure of the economy. The article, however, also argues that the changes in higher education system, especially in curriculum, would not follow a linear unidirectional trajectory. This article is built on a small-scope empirical study on three selected social science disciplines of Dhaka University to see whether and how they responded to the demand of the growing labour market in terms of changes they introduced in curriculum in the last 20 years. Having analyzed skill and knowledge demand by the banking and telecommunication sectors—the two major sources of private sector employment for educated workforce in recent years—the article makes an effort to track what kind of changes the three selected disciplines under the Faculty of Social Science of Dhaka University have made in their respective curriculum in response to the demand of the major private sector employers. The article finds that Public Administration and Economics Departments of the Dhaka University show high and low responsiveness to business sector demand, respectively. While Sociology Department did not respond to business sector demand, rather it has responded to NGO sector demand. Among these three departments, Public Administration is found to have a low degree of compatibility to business sector needs. The article concludes that the Faculty of Social Science of Dhaka University has been slow and hesitant to respond to emerging needs of the dominant business sector employers; it is mainly because of the negative attitude towards private sector in the academia and lack of proper direction of private sector development.

Critical thinking skill is crucial for higher education students. However, the development of critical thinking for engineering students has been overlooked. The previous research on students critical thinking in higher education mainly focuses on Humanities and Social Sciences department. Therefore, this research aims to evaluate engineering students critical thinking ability in English public speaking. A case study was carried out on 28 students (18 Males, 8 Females) of Telecommunication Engineering faculty at Institut Teknologi Telkom Purwokerto. The study found that students had the potential to be critical despite their lack of English vocabulary and poor pronunciation ability. They developed critical thinking by understanding the context given, gathering relevant sources as analysis resources, evaluating the gathered information through discussion, and generating the solutions. The article considers the problem of distance-educational competence formation of music students in higher education pedagogical institutions. The urgency of this problem for higher education is related to the introduction of electronic educational resources, information and communication technologies and the forming of specialists who can effectively use the information and educational environment, distance learning for their own professional development. It is noted that due to the pandemic, which led to forced self-isolation and limited personal contact, higher education institutions took the necessary measures for social distance, which encouraged students to be engaged in professional activities, study and even plan leisure activities without leaving home. This has become a particularly difficult task for students-musicians, adapting practical and individual lessons to the distance education system, taking into account the sound nature of music and the requirements for participants in the learning process to control, first of all, the quality of instrumental and vocal sound. It is found out that to ensure quality conditions for future professionals to acquire professional competencies for further instrumental performance, vocal-choral, conducting or music-pedagogical activities of a trained teacher with relevant competencies in distance learning, information and communication technologies is required. The article highlights such communication channels as social networks, messengers or programs for video communication, which are primarily used by teachers during the implementation of pedagogical activities remotely. With the help of these communication channels, you can organize the learning process in both individual and group formats. Effective information technologies and programs are highlighted, which provide an opportunity to implement practice-oriented learning of a student-musician in a distance form. Every year, students around the globe embark upon their higher education journey, making the onboarding of these students a critical task for colleges and universities. Combined with the growth in distance learning and the rapid development in technologies, the onboarding process occurs increasingly in the digital setting. For this reason, the objective of this scoping review was to report and map interventions, which are used in digital onboarding of first-year students in higher education institutions and explore the digital settings that characterized these interventions. The PRISMA-ScR Guidelines and the JBI Manual for Evidence Synthesis guided this investigation, which included researching four databases and screening the resulting titles and abstracts to identify the 17 sources of evidence included in the final analysis. According to our results, digital and virtual onboarding interventions were categorized into four onboarding dimensions: information interventions, socialization interventions, counseling interventions, and self-study interventions. Examples of the purposes and outcomes of these onboarding interventions included the transfer of information and the socialization of incoming students. Of the five onboarding settings that were also identified in the categorization, telecommunication software and virtual environments predominated. An independently developed onboarding tool could combine the identified onboarding settings and dimensions in the future.

A number of recent national studies of student achievement in secondary school have reported differences between the Australian states and territories. State differences are often viewed as insubstantial or as simply reflecting sociodemographic factors, or differences between the states in the grades or ages of the students sampled. In this article, we show that state differences are larger than generally assumed and cannot be attributed to socioeconomic and demographic factors. Generally, student achievement in reading, mathematics and science are higher in New South Wales than the other states, once demographic and grade differences are taken into account. Of concern, is the increased likelihood that students from Queensland, Victoria and Tasmania have in only reaching the lowest OECD proficiency level in reading. We conclude that state differences are meaningful and do have policy implications.

As Australian schools move towards the twenty-frrst century more attention is being drawn to the professionalism of teachers. This has led to the recent publication of two NBEET reports, Teacher Education in Australia (September 1990) and Australia's Teachers: A Blueprint for the 90's (January 1991). These reports recognise the need for a reconceptualisation and urgent action in regards to the initial training and continuing education of Australia's teachers. Each goes into considerable detail about the need, scope and format of programs of professional development, and each highlights the importance of Employer/Higher Education Institution co-operation in such programs. The La Trobe University College of Northern Victoria and the Bendigo Regional Office of the Victorian Ministry of Education are in the process of developing this co-operation, especially in the post initial teacher education area. Through the Research Centre for Teacher Development at the La Trobe University College of Northern Victoria, a project is underway to develop this process in close consultation with, and the full co-operation of the Loddon Campaspe Mallee Regional Office. This paper reports on the initial outcome. Fifty-eight Primary Replacement Teachers (RTs) responded to a questionnaire regarding their employment status, professional qualifications, days worked in 1989 and 1990, and their in-service involvement and in-service needs. The investigation was undertaken in order to provide local Ministry and University College personnel with information to assist in planning future in-service needs for this particular group of teachers. In Victoria during 1990 the Ministry employed 40,000 teachers in primary, secondary and special schools. There is constantly a pool of 10,000 teachers on leave without pay from the Ministry. During the 1989-90 financial year 14,000 teachers were employed as Replacement Teachers in primary and secondary schools. Some of these Replacement Teachers came from the pool of teachers on leave without pay, but there is still a large group of teachers whose only source of employment is RT work.

The parameters of the telecommunications infrastructure and network connectivity of NIKS as of the current moment, examples of services developed in the interests of the Russian R&E community are indicated. AbstractAlthough the relationship between education and cognitive status is well-known, evidence regarding whether education moderates the trajectory of cognitive change in late life is conflicting. Early studies suggested that higher levels of education attenuate cognitive decline. More recent studies using improved longitudinal methods have not found that education moderates decline. Fewer studies have explored whether education exerts different effects on longitudinal changes within different cognitive domains. In the present study, we analyzed data from 1014 participants in the Victoria Longitudinal Study to examine the effects of education on composite scores reflecting verbal processing speed, working memory, verbal fluency, and verbal episodic memory. Using linear growth models adjusted for age at enrollment (range, 54–95 years) and gender, we found that years of education (range, 6–20 years) was strongly related to cognitive level in all domains, particularly verbal fluency. However, education was not related to rates of change over time for any cognitive domain. Results were similar in individuals older or younger than 70 at baseline, and when education was dichotomized to reflect high or low attainment. In this large longitudinal cohort, education was related to cognitive performance but unrelated to cognitive decline, supporting the hypothesis of passive cognitive reserve with aging. The paper reveals the content of the research aimed at studying the possibilities of computer-oriented technologies in the intensification of teaching foreign languages to students of non-linguistic specialties. The content of pedagogical foreign language learning technologies has been characterized; their classification has been carried out. The role, place and advantages of instrumental technologies in teaching methods update of a foreign language in the digital society have been shown. The main types of instrumental technologies that allow to increase the efficiency of teaching foreign languages have been identified, among them the following ones have been mentioned: technologies of technical teaching aids application, computer learning technologies, telecommunication technologies, and hybrid model of instrumental technologies. The leading part of ergonomic principles and methods for designing a learning environment that provides the most optimal ratio of modern digital and traditional intensive technologies for learning foreign languages have been emphasized. The criteria have been formulated, the methodology for diagnosing the level of ergonomics of the educational environment using the method of expert assessments has been disclosed. The positive dynamics in the level of ergonomics of the educational environment, which is designed on the basis of the use of instrumental technologies for teaching foreign languages, has been shown. The conclusions regarding the effectiveness of methodological approaches to designing an ergonomic educational environment using instrumental technologies for teaching a foreign language have been formulated.

Purpose – It is widely acknowledged that the computer has caused great societal changes over recent years, but the purpose of this paper is to relate specifically to those due to the use of computers in education and teaching about computing. The adoption and use of computers in education was very much a socio-technical process with influence from people, organisations, processes and technologies: of a variety of human and non-human actors. Design/methodology/approach – This paper makes use of actor-network theory to analyse these events and their educational and societal impact. Data were collected from published sources, interviews with those involved at the time, discussions and from personal experience and observations. Findings – Computers have, of course, had a huge impact on society, but particularly in relation to the use of computers in school education there was a different societal impact. Some of this related directly to education, some to school administration and some to student attitudes, experiences and knowledge. Research limitations/implications – The paper investigates the development of early courses in computing in universities and schools in Victoria, Australia. The paper does not, however, consider the use of computers in university research, only in education. Practical implications – The paper describes the significant educational events of the era from punch-card tabulating machines in the 1930s to micro-computers in the late 1980s, and investigates the relationship between the development of courses in the Universities and those in the more vocationally oriented Colleges of Advanced Education. It examines whether one followed from the other. It also investigates the extent of the influence of the universities and CAEs on school computing. Social implications – The advent of the computer made a significant impact on university and school education even before the internet, Google, Wikipedia and smart phones in the late 1990s and 2000s. Computers in schools cause a rethink of how teaching should be handled and of the role of the teacher. Originality/value – This paper investigates the history of computers and education in both universities and schools in Victoria, Australia over the period from the 1930s to the early 1990s. It considers how and why this technological adoption occurred, and the nature of the resulting educational and societal change this produced. Primary and High School use of computers did not commence until the 1970s but prior to this there is a considerable and interesting history associated with the development of Higher Education courses relating to computing.

Purpose This paper aims to examine how a combination of legitimacy needs and actions (LNAs) can shed light on the legitimacy behaviour of private higher education institutions (PHEIs) operating in an institutional business environment that is witnessing significant public–private sector role reversal. The legitimacy process is promoted as an exemplar to inform the increasing number of public–private sector role reversals in the utility, transportation, health and telecommunication sectors. Design/methodology/approach Based on empirical evidence, this paper triangulates data from archival policy announcements, retrospective case studies and face-to-face interviews. A replication logic methodology was used to establish LNAs and categorized themes. Findings The findings show that market, relational, investment, alliance and social legitimacy needs are crucial drivers for PHEIs when hybridizing their legitimacy practices, especially during critical phases of institutional reform. The proposed conceptual framework demonstrates how the legitimacy construction process is the result of internal development and external validation. Research limitations/implications In providing some empirical descriptions and generalizations, the model makes limited attempt to determine with any specificity how PHEIs interact with their institutional environment, beyond a process of data triangulation. Practical implications The proposed LNA framework is especially relevant in industries where the government has historically been a major institutional stakeholder, but where market liberalization is leading to increasingly active participation by the private sector. Findings can help PHEIs deal with reform policies by establishing deep and varied expertise inside their organizations and through links with international universities, industries and government agencies enable knowledge exchange, transfer, partnerships and the development of alliance capitalism. Originality/value This study provides a more comprehensive approach for theorizing the interrelatedness and embeddedness of organizations with common business and institutional demand factors and linkages and their changing roles, particularly the multi-scale impacts of LNAs on legitimacy sustainability.

Purpose – the purpose of the article is to simulate the current version of a university’s brand using the Customer-Based Brand Equity (CBBE) model. Research methodology – the methodology of the paper includes analysis of theoretical sources and prior research on branding in higher education. For collecting primary data, a questionnaire based on the multi-dimensional CBBE model was used; a survey was conducted in Transport and Telecommunication Institute (Latvia). Structural equation modelling was then applied for confirmatory factor analysis of relationships between brand equity-related factors. Findings – Statistical analysis of the conducted survey’s data disclosed the importance of different brand dimensions within the CBBE model: Performance, Imagery, Judgments, Feelings, and Resonance. There is a notable difference between the perception of brand equity and associated factors by local and foreign students; it was discovered that local students have more concerns about the Imagery of the university brand, while foreign students are more focused on the Resonance factor. Research limitations – the research was conducted within one higher education institution. Further study with a broader research base that confirms the applicability of the Keller’s model in different settings would be beneficial. Practical implications – as brand equity affects the choice of a marketing strategy adopted by a university, the information obtained through simulation of the current version of the corresponding brand is vital for developing and updating an efficient strategy aimed at accomplishing a competitive advantage in both local and international settings. Originality/Value – the current brand’s version has been successfully stimulated in higher education settings, applying the CBBE model as a scalable framework – to demonstrate how different factors related to brand equity are perceived by the university’s students.

The article presents the results of longitudinal study of person-adaptational potential of prisoners in a correctional institution. Personal-adaptational potential is viewed as the factor that determines formation of effective strategies in behavior of prisoners under conditions of serving a sentence. The research is made from proportionally selected sample of prisoners convicted for committing felonies who study at the Higher Professional University of the city of Novoulyanovsk (with the use of telecommunication technologies) and who do not study (n = 185; at the age of 30 years old; average term of punishment – 5 years and 3 months). The use of multi-factor personal questionnaire «Adaptivity» of A.G. Maklakov and S.V. Chermyanin, methods of observation, content-analysis of prisoners’ documents, comparative and correlation analyses makes it possible to identify the low representation of such parameters of adaptivity as «behavioral regulation», «communicative potential», «moral normalization» in the samples under investigation. The author defines inter-group differences by a range of features of adaptivity (communicative potential, moral normalization), that have the greatest expressiveness from prisoners put in the educational process. The author concludes that in the process of receiving Higher Professional Education effectiveness of adaptational processes becomes higher among prisoners. The applied aspect of the problem being investigated can be realized in consulting practice of psychological services in the system of execution of a punishment.

This article is an update on a university-wide overhaul of its pedagogy, curriculum and delivery to support the expanding non-traditional, new generation learners while enhancing opportunity and success for traditional learners. The Block Model developed by Victoria University (VU), Australia for its undergraduate cohort, was a bold response to support all students including its high proportion of First-in-family (FiF), low socio-economic status (LSES), and non-English-speaking background (NESB) students. In this radical new hybrid Block model, students study one unit/subject at a time over four weeks. The article reports on preliminary results after two years of implementing the VU Block Model. While both traditional and new-generation cohorts significantly improved their performance, there was a higher improvement in the pass rates of LSES, NESB and FiF students, compared to the improvements in the traditional cohorts of students. These initial results confirm the value of the institution-wide strategy to expand opportunity and enhance success for all.

The article defines distance learning as an appropriate way to reform education and increase learning effectiveness and introduce advanced educational systems. It is emphasized that distance learning is a new organization of education based on the use of both the best traditional methods of acquiring knowledge and new information and telecommunication technologies that have been adopted in education through online learning environments «platforms». It was emphasized that Skype and ZOOM are the most common platforms for conducting classes that are used today in Ukrainian educational institutions. The advantages and disadvantages of using distance learning in the process of learning foreign languages are highlighted. Among the main advantages, we named the following: a great chance to learn from home, pursue his choice of education at any time of his life, flexibility in a distance learning program, and others. The main disadvantages are as follows: the physical aspect of learning, students have to master a lot of theoretical materials on their own, lack of live communication, cheating, etc. The role of the teacher and students of higher education in the educational process is defined.

Emerging as a response to the global threats presented by the COVID-19 pandemic, the changing nature of problem-solving in the field of information technology associated with economic globalization, including possibilities of remote working, imposes new requirements on the competencies and skills of future professionals. This, in turn, requires adjustments to the higher education process. Agile project management methodologies such as Scrum, along with Infrastructure-as-Code approaches in information and telecommunication infrastructure management, and Documentation-as-Code approaches in documentation development, aim to present design, development, testing, and documentation as short cycle iterative processes to permit the rapid and transparent addition of new product value in discrete portions. Applied to the education sphere, this approach implies new knowledge and practical skills of students that can be easily and transparently measured in the process of mastering a discipline. The present paper aims to develop methods of applying modern software development techniques to training students of technical specialties.Methods. The use of reproducible research methods and agile design practices while organizing and managing practical tasks for students is proposed.Results. Contemporary tools used in software development based on Git hosting services (GitLab and GitHub) are presented alongside reproducible research paradigms in distance education using the R Markdown format by RStudio.Conclusions. In addition to increasing the involvement of students in the process of practical tasks, the proposed approach can be used to reduce the workload of teachers when checking and evaluating student working results.

The concepts of “innovation”, “educational innovations”, “innovative learning” in the context of foreign language training of students of non-language specialties of higher education institutions are characterized. It was found out that innovative technologies in the process of teaching foreign languages in higher education institutions are considered by scientists on the basis of the principles of competence, activity and communicative approaches, in developing effective teaching models based on systematic research, application of modern teaching methods, involvement of students in project activities, problem methods using, application of information and telecommunication technologies. The author emphasized that the most effective among educational innovations that promote the study of foreign languages in non-language higher education institutions are interactive and information and communication technologies that give the educational process a dialogical nature, which can significantly improve and facilitate foreign language learning. There is a chronic underrepresentation of Māori and Pacific academics in our university sector in Aotearoa New Zealand. Sitting behind the disparity are a range of practices that support some groups in Aotearoa New Zealand to succeed and move more freely through higher education institutions than others. In response to scholarship highlighting this issue, a collective of students and staff at Te Herenga Waka | Victoria University of Wellington came together to organise an action-oriented workshop to draw attention to ways that universities are governed through power relations. Attention was also paid to mitigating power imbalances in the organisation, format, and delivery of the event, and between attendees, presenters, and event facilitators from dominant and non-dominant ethnic and cultural groups. This reflection piece is not so much a recounting of the event itself but rather an opportunity to share with the wider academic world ways in which the collective attempted to hold our university accountable for failing in their responsibilities to the people on whose ancestral lands they exist.

Purpose The purpose of the paper is to determine the perspectives of diversification of educational services in the conditions of industry 4.0 on the basis of artificial intelligence (AI) training, determine the consequences of this process for academic and teaching staff and to develop recommendations for its practical implementation. Design/methodology/approach The methods of horizontal, trends and regression analysis are used for studying social consequences of digital modernization of the markets of higher education (for academic and teaching staff). The research is performed by the example of modern Russia on the basis of the statistical data of Federal State Statistics Service and the International Telecommunication Union. The timeframe of the research covers academic years 2000/2001-2018/2019. Findings It is determined that digital modernization of the sphere of higher education stimulates the reduction of the universities’ need for academic and teaching staff and growth of their unemployment. However, further digital modernization of economy on the basis of breakthrough technologies of industry 4.0 will lead to creation of a new type of educational services that are provided within entrepreneurship of universities – AI training of business. This will ensure development of university entrepreneurship (and reduction of dependence of universities on state financing), as well as growth of the employment opportunities for experts (academic and teaching staff) in the sphere of AI, which will not depend on the number of students, but will be connected to demand for AI training from digital business. Originality/value The role of AI training in the structure of production business processes of a university in the conditions of industry 4.0 is determined. The necessity for state stimulation of development of digital business in the modern economic systems is substantiated. It is shown that government has to pay close attention to the issues of support in the sphere of AI and mass distribution of their results. Because of this, it will be possible to control social risks in the sphere of higher education.

Accreditation is a mechanism intended to assess whether an educational institution or program satisfies the specified academic standards. While in the US the accreditation body is Accreditation Board for Engineering and Technology, Inc. (ABET), in India, it is the National Board of Accreditation (NBA) and National Assessment and Accreditation Council (NAAC). NBA accreditation model is linked to ABET via Washington Accord. The task in front of these authorities is introducing the policies to ensure that students receive the type of education they require in today's complicated and volatile world. This paper demonstrates a case-study on how the Electronics and Telecommunication Engineering Department of Fr. C. Rodrigues Institute of Technology (FCRIT) leveraged the policies and models adapted by NBA for Outcome Based Education (OBE) for raising the quality of theBachelor of Engineering Program. It reviews the history and role played by ABET and NBA in continuously evolving the criteria for the accreditation of engineering courses. It presents thesystems and processes established by the Department as per the NBA-OBE model for enhancing students' Course Outcome (CO) and Program Outcome (PO) attainments. There has been increase of 4.1% and 5% in averaged CO and PO attainments, respectively, for the 2016-20 passed out batch compared to 2014-18 batch. In conclusion, the NBA-OBE model can be leveraged further for enhancement in outcomes in the proposed autonomy model at FCRIT. The statistical analysis and analysis of the regulatory framework for the development of the information sector in Ukraine has been carried out, which showed that the development of information technologies and equipment for processing, storage of information, production of telecommunication equipment, low efficiency of fundamental and applied science is not developed at a proper level in Ukraine, but the sphere of creation And the introduction of software (software) and telecommunications. The basis of the modern industrial revolution is digitalization and artificial intelligence due to the influence of the digitalization process on all aspects of the economy, public life, including healthcare and education. The creation of a modernized healthcare system that would meet world standards implies an increase in both the quality and accessibility of medical care, which requires new technological solutions. The development of any new technology relies on digitalization, which has led to the creation of the Internet, robots, and artificial intelligence. Digital health is a new format for the medical industry to improve the efficiency and quality of medical care. The training of modern specialists provides for a significant change in teaching methods. The dependence of the quality of medical education on the multicomponent and increasingly digital nature of social reality is obvious. Additional special training of doctors for remote work is needed, the development of curricula taking into account the digitalization of healthcare. The relevance of the problem of digitalization of higher medical education involves an analysis of the state of modernization processes in medical universities, regulations on the electronic information educational environment of the university, including electronic information and educational resources, a set of information, telecommunication technologies and technological tools. The necessity of systematizing the social effects of the digitalization of higher education and conducting appropriate prolonged studies is substantiated.

Primarily these areas are set as the nodal tasks, which directs authors of this article to the comparative analysis of educational system making it possible to identify general and particular, positive or negative consequences and characteristics of digitalization in the higher education system. In accordance with current trends and processes of globalization and informatization, the authors are considering the prospects for interaction and mutual influence of Smart technologies used in building a future educational model in the higher education area. Technological innovations today are called upon not only to qualitatively change methods, forms and technologies in the education content, but rather to train personnel capable of operating in the new information and telecommunication community. Therefore, studying the influence and the capabilities of modern digital technologies that meet needs of society, on the one hand, and, on the other hand, contribute to formation of professional competencies in students, which requires major alterations in the learning process, changes in its state towards flexibility, adaptation, personalization, continuity, multidimensionality and systematicity, becomes of specific relevance for authors of this article.
