Abstract:
Chapter 2 historicizes telecom development between 1978 and 2005 and explores how the purpose of telecom development—to serve the export-processing regime and to become an accumulation platform in itself—has strengthened social inequalities, including in telecommunications. This chapter first examines telecommunications’ radical reorganization intended to support the coastal export-processing regime at the beginning of the market reform. Then, it examines the local mechanism of rural telephone development in the late 1980s and 1990s. Lastly, it examines the corporate reforms that began in the late 1990s and continued into the twenty-first century, exploring how market forces, new technology, and the state’s attempts at harnessing market forces for social purposes have jointly made telecom networks a platform for corporate accumulation—and genesis of the networked economy.

The approach is both theoretical and applied. The main goal is to prepare students to give informed and economically sound advice to an EU policymaker for digital affairs.

This chapter traces the evolution of mobile communications as a site of China’s “home-base” industrial strategy and, after the 2008 global economic crisis, as part of intensified geopolitical struggle in the techno-economic realm. This chapter, first, historicizes telecom development through successive network generations, starting from fixed-line networks to second-generation and then third-generation mobile networks. As the business ecosystem includes network-equipment production, handset production, and content development and distribution, this chapter, then, explores market-specific trajectories, dynamics, and challenges so as to make sense of varying state actions and the obstacles they faced under the general 3G developmental framework. Lastly, to underscore the state’s diluted interventionist capacity, the coda explores how the 3G mobile communications development has affected state strategies and competitive structures in the 4G era.
