Full textThere are clear signs that data recorders using solid-state and disk-based technologies now represent a serious alternative to conventional linear and rotary tape recorders for a broad spectrum of data capture applications. As the number of RFQs specifying these so-called ‘new technology’ solutions increases, virtually every major manufacturer has responded with announcements of new off-the-shelf products. A NATO technical support team has even been tasked with drafting standards for certain aspects of solid-state and disk recorders. But what has caused this sudden explosion of interest? Strange to say, in almost every case it has been the perceived shortcomings of the new technologies which have forced the issue. For all their advantages, solid-state and disk recorders are essentially only temporary storage devices. To overcome this problem manufacturers have found it necessary to address the total data capture/storage/distribution/archiving scenario – with some interesting results. It is in the ‘data handling’ area therefore that some of the most significant advances are to be found. This Paper offers an overview of some of the new technology solutions now available - RAID (Redundant Arrays of Independent Disks), JBOD (Just a Bunch Of Disks) and FLASH memory recorders. New paradigms for airborne, mobile and laboratory data collection, handling, analysis and archiving are discussed, demonstrating that (for once) the migration path has been carefully thought through, with industry-standard data interfaces, true computer connectivity (Windows and UNIX) and familiar control techniques. It concludes that many users with a keen interest in replacing legacy products for whatever reason can now do so with confidence and minimal disruption to their day-to-day operation while nevertheless gaining access to the important benefits which ‘new technology’ solutions can offer.

Development of new technology is critical to the growth and success of technology-driven companies. New technology is generated in a number of ways, one of the most important being the company's own internal research and development department. This thesis examines the transfer of technology developed in an internal R&D group into product development groups across multiple business units of the company. An analysis of the company's documented development process activities and metrics will establish the context in which technology is transferred. The company's organizational structure is a central R&D group that supports two market-focused business units, each with their own technology development group. A series of five case studies tracking technology that was developed in the central R&D group and transferred to the business units will illustrate the way technology development activity occurs in the organization. The R&D organization is structured to support research, applied research, and development activities that drive both incremental and radical innovation, and it is managed to support a balance of short term and long term strategic goals.

The case studies highlight the fact that project definition should include attention to the goal the project is intended to achieve, the type of innovation used to achieve that goal, recognition of the phase or maturity of technological research in that area, and how those aspects of the project should shape the development process and plans for communication and collaboration.

Bluetooth is the codename adopted by a consortium of wireless equipment manufacturers that is working toward a low-cost, global standard for wireless communication of data and voice. It will operate in the unlicensed ISM band (industrial, scientific, and medical) with gross transfer rate up to lMbps and it will connect devices within a range of 10 or up to lOOm. The benefits of Bluetooth technology are twofold. First, it enables a user to replace the various cables between devices with a universal short-range radio link. For example, a cellular telephone and a portable computer equipped with the Bluetooth technology can interface without the need for cables. Further, they could interoperate with similarly equipped devices such as printers, fax machines, desktop computers and peripherals, and a host of other digital devices. The second major benefit of the Bluetooth technology is its ability to provide a connection between the ad hoc network and existing data networks. Bluetooth technology is designed for wireless personal area networks (WPANs), which are networks of personal electronic devices in close proximity to each other. Expectations for Bluetooth technology are that it will become a major player in the wireless data communications market, due primarily to its simplicity and its support from large companies, many of whom are integrating the technology into their products. Further, Bluetooth members are encouraging vendors to incorporate the technology into their products by waiving intellectual property royalty fees. That being said, this paper will explore the technical aspects of Bluetooth as well as the strategic rationale behind the founding companies. Since e-commerce might be heavily affected by this technology, especially business-to-consumer and consumer-to-consumer, this paper also explores the impact and possible changes in consumer and merchant behaviors.

Full textMaintaining an information advantage for the Department of Defense (DoD) and its military departments is critical to national defense objectives and the acquisition of new information technology (IT) is key. The DoD seeks to quickly acquire IT systems that meet requirements and are within budget; however, this goal has been very difficult to achieve given the cumbersome and deliberate process through which IT systems have been acquired. Essentially, the DoDs acquisition process cannot keep pace with the rapid development of IT systems that occurs in the commercial sector. For years, the DoD has relied on a common approach in acquiring different systems and services. This approach has been laced with inefficiencies and inadequacies that have resulted in prolonged schedules as well as increased cost. Currently, the DoD is implementing a new IT acquisition process; however, this new process does not resolve all the issues that have plagued IT acquisition. This study will identify the causes or impeding factors that have prevented the DoD from acquiring new IT systems in a timely manner and will recommend alternative solutions to solving the problems. Ultimately, this thesis contributes to the DoDs efforts to resolve the issues that continue to undermine timely IT acquisition.

The B2B market for the product is National Telecommunications Operators and the B2C market is people having Fixed Home Telephone. The competitors are other Telecommunications Devices that allow communication through Fixed Networks or Mobile Networks. The Core Service of the product is executed through software for Telephones. Zonadvanced should launch its product as a new Video Technology used to provide Free Telephone Calls to the User through advertisement revenues to satisfy the need of paying low Telephone bills to talk freely. The service is meant to satisfy the communication needs of people who want face-to-face communication through Video Calls. The last need is the informational one, services will be provided by a Virtual Portal. The Communication efforts were concentrated on the B2B perspective, a Pull Strategy will be used through Personal Selling. Zonadvanced will insure the Distribution of the product between its headquarters and the Telecommunications Operator headquarters. The pricing will be cost based. The Implementation will involve the settlement of headquarters in France, the product launch is scheduled for September 2009, and Payback will be reached 1 year and four months after the launch.

This thesis develops an intersectional, critical analysis of the field of practice known as Civic Tech and highlights other relevant community-organizing and activist practices that utilize technology as a central component. First, I develop critiques of Civic Tech as a dominant technocratic, neoliberal approach to democracy and bureaucracy and trace the history and intellectual genealogy of this specific movement. I then highlight civic technologies outside of the field of Civic Tech that have resulted in more redistributive and democratic outcomes, especially for Black people and other people of color. Finally, I define a research and design practice called Critical Community Technology Pedagogy that is demystificatory, multi-directional, transferable, and constructive, and draws upon examples from the Civic Lab for Environmental Action Research (CLEAR) in Newfoundland, Data DiscoTechs in Detroit, and the Center for Urban Pedagogy in New York City.

In today's corporate world, successful technology management is separating market leaders from laggards. Because technology is in constant change and what is state-of-the-art today will be obsolete tomorrow, it is not companies with the best technologies that ultimately succeed. Instead, successful companies are those that succeed in institutionalizing and sustaining an efficient technology development process. Moreover, this process must be continuously improved by applying new techniques and concepts to cope with the increasing challenges of technology management. This thesis will explore the extent to which Lean principles can be applied in technology development and how they can contribute to achieving new technology development imperatives (fast cycle time, increasing number of technology introductions, etc.). In order to answer these questions, the thesis proceeds in a logical manner by decomposing the objectives of technology development into organizational solutions using Axiomatic Design. Then, Lean principles as they have developed within the Product Development Focus Team of the Lean Aerospace Initiative are mapped into the above decomposition. The research concludes that under some additional considerations, Lean principles do lead to the achievement of technology development objectives. More, the above theoretical research is applied to a real world case: Technology development at Ford Motor Company. After an assessment of the current process, opportunities of improvement are identified and a leaner process is proposed. Finally, issues and opportunities with OEMs-Suppliers partnerships for new technological systems development are studied. The objective was to formulate policies and make recommendations for a better management of technology supply.

Full textENGLISH ABSTRACT: The study project examines the concept of information technology (IT) outsourcing to external service providers. It is a relatively new concept in the South African scenario and there are many risks associated with the process that can cause a company to loose large amounts of money if outsourcing is not done right. The study project will aim to examine the most important aspects regarding IT outsourcing in order to reduce the risks associated with the process. The definition of IT outsourcing is the practice of transferring an organisation's computer centre operations, telecommunications networks, or applications development to external vendors of these services. There are different variations of outsourcing applicable to IT, for example: contracting out, outsourcing, in sourcing and co-sourcing. Companies have different reasons for outsourcing and the risks associated with the process have to be taken into account when embarking on an outsourcing initiative. With IT outsourcing there are different services that can be outsourced, for example: mainframe services, desktop computer services, security services and different application services. The decision to outsource a specific area of IT is a strategic issue and the risks, costs, and selection of the service provider are all very important factors to take into account. One of the main factors that any company should take into account when embarking on a big initiative is of course costs. The aim is the reduction of costs of the specific outsourced area. Therefore the necessary measures need to be in place to measure costs before and after the outsourcing process. It could happen that the outsourcing process do not provide the reduced cost benefits envisaged initially. This could be due to hidden costs that were not taken into account when the outsourcing initiative was planned. Normally the outsourcing process is driven by a structured project and numerous important factors need to be taken into account when managing the whole process. The factors include: the vendor evaluation process, setup of the service level agreement, the request for proposal, relationship with the supplier, communication of the whole process inside the company, the contract between the two parties, and the transition period with the measuring of results thereafter. The current IT skills shortage in South Africa is causing companies to rethink their IT strategies and make use of external service providers to supply them with the necessary skills to get the job done. The research illustrates this fact that IT consulting has one of the highest adoption rates currently and with regard to the future. Full blown outsourcing is still a relatively new concept in South Africa and companies will only adopt the concept as soon as it has proved to be successful and cost effective. As mentioned it is important that a structured methodology should be used to drive an outsourcing process. It is important that the approach is structured around proven project management principles with the correct measures in place to support and sustain the whole process. Outsourcing of IT services is a strategic decision that a company must take and the risks associated with the process mean that it must be planned and executed very carefully. Outsourcing has various risks associated with it like the appointment of the wrong service provider. However, the outsourcing process can also have its merits and the most important of these are most probably lower costs, new IT skills, and better service. The shortage of IT skills in South Africa makes the idea of outsourcing more and more attractive because of the fact that companies can now "buy" the skills without having to commit to long term permanent employment contracts for permanent staff.
AFRIKAANSE OPSOMMING: Die navorsingsverslag handel oor die konsep van uitkontraktering van inligtingstegnologie(IT) dienste aan eksterne diensverskaffers. Aangesien dit 'n relatiewe nuwe tendens in Suid Afrika se IT bedryf is, en die risiko bestaan dat 'n maatskappy groot geldelike verliese kan ly indien dit nie reg aangepak word nie, word daar gepoog om na die belangrikste aspekte van uitkontraktering te kyk om die risikos daaraan verbonde so laag as moontlik te hou. Die definisie van IT uitkontraktering is die oordrag van 'n organisasie se rekenaar sentrum operasies, telekommunikasie netwerk, of toepassing ontwikkeling na 'n eksterne verskaffer van hierdie dienste. Daar is verskillende variasies van uitkontraktering van toepassing op IT soos byvoorbeeld: uitkontraktering, inkontraktering, en gesamentlike kontraktering. Maatskappye het verskillende redes om 'n diens uit te kontrakteer en die risikos verbonde aan die proses moet sorgvuldig in gedagte gehou word wanneer die uitkontrakteringsproses aangepak word. Met IT uitkontraktering is daar verskillende dienste wat uitgekontrakteer kan word soos byvoorbeeld: hoofraam dienste, persoonlike rekenaar dienste, sekuriteitsdienste en verskeie rekenaar applikasie dienste. Die besluit om 'n spesifieke area van IT uit te kontrakteer is 'n strategiese kwessie vir die maatskappy en die risikos, kostes en keuse van eksterne diensverskaffer is almal baie belangrike faktore wat in gedagte gehou moet word. Een van die vernaamste faktore wat enige maatskappy in ag behoort te neem wanneer 'n groot inisiatief aangepak word, is natuurlik kostes. Die doel van uitkontraktering is om die kostes van die spesifieke area te verlaag. Daarom moet die nodige maatreëls in plek wees om die kostes vooraf en na die uitkontrakteringsproses te meet. Die uitkontraktering inisiatief kan die maatskappy egter baie duur te staan kom en glad nie die koste voordele bied wat aanvanklik beplan is nie. Dit kan wees as gevolg van verskuilde kostes wat nie met die beplanning van die proses in ag geneem is nie. Gewoonlik word die uitkontrakteringsproses gedryf deur 'n gestruktureerde projek en verskeie belangrike faktore moet in ag geneem word vir die hele proses. Die faktore sluit in: die evaluasieproses om die regte diensverskaffer aan te stel, die opstel van die regte dokumentasie in terme van die diensvoorstel voorlegging, verhouding met die diensverskaffer, die opstel van die diensvlak ooreenkoms, kommunikasie oor die hele proses binne die maatskappy, die kontrak tussen die twee partye, oorgangstadium en die meting van voordele daarna. Die huidige tekort aan IT vaardighede in Suid Afrika veroorsaak dat maatskappye hul IT strategie moet herdink en die opsie van eksterna diensverskaffers wat die nodige vaardighede kan verskaf, oorweeg word. Die studie illustreer hierdie feit dat IT konsultasie een van die hoogste vlakke van ingebruikneming tans en vir die toekoms het. Volledige IT funksie uitkontraktering is nog 'n relatiewe nuwe konsep in Suid Afrika en maatskappye sal slegs die idee aanneem sodra uitkontraktering as suksesvol en koste effektief bewys is. Soos reeds genoem is dit belangrik dat 'n gestruktureerde metodologie gebruik word om 'n uitkontrakteringsinisiatief te dryf. Dit is belangrik dat die aanslag geskoei is rondom bewese projekbestuursbeginsels en dat die regte maatreëls getref is om die proses te ondersteun. Uitkontraktering van IT dienste is 'n strategiese besluit wat 'n maatskappy moet neem. Die risikos daaraan verbonde veroorsaak dat die beplanning en aanpak van die proses baie deeglik en noukeurig gedoen moet word. Die probleem van 'n tekort aan goed opgeleide IT personeel in Suid Afrika maak die idee van uitkontraktering al meer aanlokliker omdat dit 'n goeie manier is om goeie vaardighede in te "koop".

Full textCurrent telemetry instrumentation systems are subject to space and weight limitations for use in bombs, dispensers, submunitions, projectiles and other tactical weapon systems. It is not now feasible to instrument submunitions and projectiles for weapon effectiveness data because state-of-the-art telemetry devices cannot be rapidly and cost effectively installed in unmodified munitions. Furthermore, aircraft modifications for flutter/loads testing are extremely expensive and time consuming. This program will develop a low cost telemetry chip-set consisting of integrated sensors, signal conditioning, transmitters and encryptors. “Peel-and-Stick” (See Figure 1) telemetry devices, containing a specific chip-set with integrated sensors, a battery, and antenna in an extremely small package, will also be developed. Subminiature Telemetry Technology (SMT) will directly impact all future tactical submunition development programs during pre-production RDT&E. This program will also support compatibility and safe separation testing done in the Air Force SEEK EAGLE program. Conventional and kinetic energy projectile programs and advanced missile programs will have long-term benefit. Telemetry and encryption designs developed in this program will advance the state-of-the-art in telemetry fabrication from hybrid to monolithic providing smaller, more shock resistant systems at a much lower cost. Subminiature telemetry devices could be integrated with the weapon system during its development allowing for a non-destructive, non-contaminating test of the system. This will greatly reduce the cost and logistics of determining weapon readiness and health status during long time periods of storage.
