Abstract:
This thesis investigates the most appropriate and effective ways in which a university library can interact with tenant companies and the staff in a technology park. Tenant company staff members in five Australian Technology Parks were surveyed about their information needs, information use, and information seeking behaviour as well as their attitudes towards university libraries which offered services to them. Three of the five Australian Technology Parks had formal relationships with universities and their libraries. The librarians of these universities were interviewed on their attitudes towards the provision of information services to the technology park community, as well as the information services they offered to this group of clients.The research results indicated that most of the respondents who were engaged in R&D areas accessed university libraries' collections for technical information and valued their services and the professional help of the librarians, whereas those in other areas, particularly marketing and sales, did not place as high a value on these services. One striking finding from the research was that the respondents in the latter group use the Internet as their preferred first source of information, not informal personal contact as been expected and indicated in previous studies. A contributing factor to low use of the university libraries was poor promotion of library services.A major objective of the research was to obtain information on the relevance of the Australian data to developing and offering services to tenants in a new technology park in Thailand. Results drawn from the Australian data was used to form a model for the interaction between university libraries and tenant company staff in Thai technology parks. The model was tested through interviews with Thai sample group and was then fine-tuned to meet Thai economic and social conditions prior to proposing it for use in Thailand.This research indicated that many aspects of Thai university libraries need to be adjusted in order to successfully provide effective information services to the technology park community. These include clearly defining library policies towards the tenants, increasing and improving avenues of access to library services, improving library performance and services, increasing promotion and marketing, supporting personnel development policies, and creating partnerships with other organisations.

Abstract:
Information Technology plays a significant role in the administration and operation of most organisations today. This is certainly the case with each of the Australian Ambulance Services. With the rapid increase in the use of Information Technology and the expectation about its use by both staff and the general public, the Ambulance Service managements' are faced with the dilemma of trying to ensure that their organisations are able to get the full advantage of advances in Information Technology and at the same time ensure that investments in IT are maintained at appropriate levels that will ensure the maximum return on the investment in terms of the Ambulance Service achieving its mission and objectives. The research considers three questions: How are IT investment decisions determined? How are levels of IT investments determined? Do IT investments contribute to the organisation's overall effectiveness? The general feeling by the ambulance service CEOs is that the investment in IT has been worthwhile in terms of contributing to the organisation being more effective. These findings are contrary to a study by United Research/Business Week and described by LaPlante (1988) where less than half of CEOs surveyed felt that their organisation did an excellent job of linking computer strategy to corporate goals.

Abstract:
Whilst technology use has always been a part of the practice of health care delivery, more recently, information technology has been applied to aspects of clinical work concerned with documentation. This thesis presents an analysis of the ways that two professional groups, one clinical and one ancillary, at a single hospital cooperatively engage in a work practice that has recently been computerised. It investigates the way that a clinical group???s approach to and actual use of the system creates problems for the ancillary group. It understands these problems to arise from the contrasting ways that the groups position their use of documentation technology in their local definitions of professional status. The data on which analysis of these practices is based includes 16 hours of video recordings of the work practices of the two groups as they engage with the technology in their local work settings as well as video recordings of a reflexive viewing session conducted with participants from the ancillary group. Also included in the analysis are observational field notes, interviews and documentary analysis. The analysis aimed to produce a set of themes grounded in the specifics of the data, and drew on TLSTranscription?? software for the management and classification of video data. This thesis seeks to contribute to three research fields: health informatics, sociology of professions and social science research methodology. In terms of health informatics, this thesis argues for the necessity for health care information technology design to understand and incorporate the work practices of all professional groups who will be involved in using the technology system or whose work will be affected by its introduction. In terms of the sociology of professions, this thesis finds doctors and scientists to belong to two distinct occupational communities that each utilise documentation technology to different extents in their displays of professional competence. Thirdly, in terms of social science research methodology, this thesis speculates about the possibility for viewing the engagement of the groups with the research process as indicative of their reactions to future sources of outside perturbance to their work.

Abstract:
There are approximately 700,000 non Government organisations in Australia employing approximately 936,000 people. Many of these can be classified as Non Government Human Service Organisations (NGHSOs). These organisations provide an array of services to people experiencing disadvantage. In the emerging information intensive climate, NGHSOs are increasingly under pressure to consider their own use of information technology (ID to underpin and transform traditional methods of service delivery, or risk becoming irrelevant to their clients and those that support them materially. This thesis argues that NGHSOs hove a critical role to play in addressing the so-called "digital divide" affecting their disadvantaged clients. It suggests a critical role for IT vendors in NGHSO IT management and examines this vendor role in diffusing new IT innovations. The thesis also highlights the multitude of impacting structures and policies that that influence NGHSO IT management practice.

Abstract:
On-shore outsourcing has been common in Australia for a number of decades across a range of business services in both the public and private sectors. Given this, there is less literature examining Australian on-shore outsourcing than one would reasonably expect. Whilst the literature examines the general motives for organisations to outsource and the economic effects of outsourcing for those organisations, it generally does not examine whether there are any differences in the motives, management strategies and techniques, and economic outcomes associated with the outsourcing of high skill functions compared to the outsourcing of low skill functions. The literature also devotes less attention than may be expected to the role of managerial strategy in determining the economic outcomes and relative successes of outsourcing projects. This study aims to contribute a bounded examination of these issues to the academic literature, by presenting an in-depth comparative investigation of the on-shore outsourcing of (high skill) IT services and (low skill) cleaning services by large Australian Government Business Entities (GBEs) and private sector companies, from each organisation’s decision to outsource to the end of their outsourcing lifecycle (relationship). The study will; identify and explain any differences (or lack of differences) in the cited motives for Australian GBEs and companies to outsource IT and cleaning services; discuss the economic impact of outsourcing decisions upon these GBEs and companies; examine the strategies used by those organisations in outsourcing cleaning and IT services, and the effects of these chosen strategies upon the economic outcomes of outsourcing for each organisation; and explain any differences (or the lack of difference) between the economic outcomes of outsourcing cleaning and IT services. The study was conducted over a number of years, using a triangulated mixed methods design involving thirteen case study organisations (with in-depth semi structured interviews with a large number of primary interview subjects at each case study organisation site) and data triangulation using corroborative interviews, company and public records, service provider records, service provider (corroborative) interviews, and focus group data.

Abstract:
The specific aims of this study were determined on a conceptual appreciation that management of information assets and services in some government agencies was deficient in meeting both existing and developing demands. This appreciation manifested itself in a commitment to investigate the principles and processes intrinsic to existing management methodologies, to relate these processes to the needs of users, and to determine a strategy which could more ably meet the information provision requirements of those users. The achievement of these aims predicated the use of the case study research method, selecting as the first case study the Department of Human Services and Health (DHSH), an agency that had recognised that a problem existed in the provision of information services, and had initiated action to address that problem. As a counter, the Department of Defence, an agency which adrmts to a problem, but which had yet to initiate an active, global program for its resolution, was chosen as the second case study. A theoretical model, which reflects extant international thinking and practice, was initially constructed in order to establish a basis on which to ascertain and evaluate the information management circumstances of the two case study departments. This model specified the objectives considered to be fundamental to effective information management in a public service environment. It included studying the foundation repositories of information services from which information in the portfolio domains of government are sought. These services are the traditional records centres or registries, the library services which provide a repository of published and grey material in printed, image and magnetic formats, and the computerised networks holding electronic records at varying levels of development. An analysis of findings was carried out separately on each case study agency before bringing the data together for cross-case analysis. In order to maximise the veracity and validity of the data collected and its subsequent interpretation by the researcher, the draft analysed case study findings were submitted to the respective agencies for review and critique. All matters of substance received have been incorporated in the final version. The findings from the two case studies and the cross-case analysis confm that, despite significant advances in some specific agencies, the initial hypothesis that government agencies are still deficient in providing optimum services to meet the information needs of users, is demonstrated. The advances that have been made, however, similarly support the other thesis hypotheses that the implementation of an integrated information management strategy in any government agency will provide a foundation for improved information provision and the timely delivery of relevant available information to the user. Finally, a model of optimum processes involved in such a strategy, derived from the theory and practical products of this study, is offered. This could be the subject for future evaluation and testing for realistic and functional application.

Television is the favoured news source for most Australians and is regarded as having the potential to influence public opinion. From its inception however, television has been regarded as ill-suited to cover economic and business issues because of a perceived reliance on visual material and an inability to deal with complex issues. This tyranny of vision has been mitigated by technological developments such as electronic news gathering (ENG) and satellites that provide large amounts of varied material as well as improvements in production tools that assist the visual presentation of abstract concepts. The presentation of complex issues has also been enhanced by the increased skills and knowledge among newsworkers. Economic and business news has become a staple in television news programs and has evolved from ritualised reporting of data such as market indices and exchange rates to a genre that shares broader news values such as consequence, conflict, proximity, human interest, novelty, prominence, political controversy and scandal. Economic and business news also shares the normal imperatives of television such as a strong reliance on scheduled occasions and reliable and prolific sources. In between occasions of economic, business and political controversy or scandal, these programs are able to rely on a steady supply of economic, business and investment information. Dedicated economic and business segments and programs and now even whole channels meet two sets of demands. One is those of niche audiences seeking news and information on economic and business conditions, economic debate and policy making, the activities of economic and business leaders and an opportunity to hear and observe economic and business leaders. The other is from broadcasters seeking to maximise their profits by attracting viewers in the AB demographic (those with the greatest disposal income) to otherwise poorly-performing time slots, by broadcasters seeking an inexpensive and dependable supply of programming material and by broadcasters seeking to promote their institutional role and specific programs through presenting material that is followed up by other media. Economic and business reports however, continue to portray issues in a limited way that neglects business’s interaction with workers and the larger social environment. Economic events are often framed as political competition. These reports present a hierarchy of sources and privilege political and business elites. Television news favours debate that is presented by individuals as contrasting causal narratives. Political and economic sources have become adept at presenting brief causal narratives in response to the requirements of television. This approach highlights celebrities and favours the promotion of agency over structure. The increase in total economic and business reporting boosts the interdependence of television and political and economic sources. Technological development is continuing and traditional free-to-air television audiences are being eroded by pay television and the internet. Although these are altering the nature of political, economic and business debate their overall influence is difficult to determine.

Abstract:
In 1996 the Howard Government came to power in Australia. At that point in time the commonwealth budget was in significant deficit, the economy was weak and there was significant commonwealth debt. To address these issues the Howard Government moved to implement several cost savings and income generating projects began under the outgoing ALP government. In addition, part of the Howard reforms was the move toward the private side in the public / private mix in the delivery of government services. One of the high profile and significant projects was the outsourcing of the commonwealth public sector Information and Communications Technology (ICT) delivery. It was called the IT Initiative and was managed by the Minister for Finance, the Honourable Mr Fahey. Mr Fahey had earlier attempted significant outsourcing projects whilst in NSW government; at one time Mr Fahey was NSW Premier. The intent of the IT Initiative as policy was to achieve better and more cost effective ICT services for the commonwealth. This research reviews the efficacy of the IT Initiative. Under the Westminster system, governments can implement government policy as approved by the parliament. However not all policy is reviewed by the parliament. In this case the IT Initiative was part of the Howard pre-election policy and therefore was considered 'mandated' by the electorate. Irrespective of this approval, was the IT Initiative supported by the research at the time and did the IT Initiative and its implementation make sound business sense when compared to the research and models and in particular effectiveness, efficiency and economy. This thesis will review the IT Initiative using both static and dynamic models using Transaction Based Economics (TCE). Both models will support the view that the IT Initiative as practiced was a relatively high risk strategy. The thesis will utilise TCE and risk management to develop a risk profiling model for ICT with effectiveness, efficiency, economy as the three dimensions. Finally, the risk-profiling model, while based on earlier modelling, provides a new insight into the issue of centralising versus decentralising of government operations especially as these approaches relate to novel technological applications across various departments.

A tecnologia da informação (TI) é um componente que influencia o desempenho da organização e sua aplicação efetiva se constitui em um desafio em função da agilidade com que as mudanças tecnológicas ocorrem e do volume de recursos financeiros e da especialização dos recursos humanos requeridos para sua implementação. Uma das estratégias adotadas pelas organizações para suprir as necessidades de TI é a terceirização parcial ou total da prestação dos serviços de TI. O objetivo do presente estudo foi descrever a essência do significado da experiência consultiva à luz percepção de profissionais que prestam serviços de consultoria na área de TI. Para atingir o objetivo proposto foi realizada uma pesquisa fenomenográfica, com o intuito de permitir que um grupo de quinze consultores atuantes em uma instituição pública de natureza reguladora colocasse de forma livre sua vivência relativa à prestação de serviços de consultoria de TI. A análise dos dados coletados resultou na identificação dos temas Significação da Área de Atuação, Conformação da Competência Consultiva, Valoração do Serviço e Predisposição Consultiva relacionados com a experiência consultiva de TI. Os significados atribuídos para esses temas permitiram propor uma descrição da essência desse tipo de experiência. A relevância da pesquisa jaz no fato de que, normalmente, a análise da terceirização enfatiza a relação contratual firmada entre a contratante e a contratada e reconhece o consultor apenas como um dos recursos necessários à prestação do serviço sem considerar as particularidades inerentes à atividade consultiva.
Information technology (IT) is a component that influences organizations´s performance and its effective application constitutes a challenge due to the speed associated to technological changes and the amount of financial resources and expertise of human resources required for its implementation. One of the strategies adopted by organizations to meet the needs of IT is to outsource all or part of the provision of IT services. The objective of this study was to describe the essence of the meaning of advisory experience according to the perception of professionals who provide IT consulting services. To achieve this purpose, a phenomenographic research was conducted in order to allow a group of fifteen consultants working in a regulatory public institution freely put its experience on the provision of IT consulting services. The data analysis resulted in the identification of the themes Acting Area Significance, Competency Advisory Conformation, Services Valuation and Advisory Predisposition related to IT consulting. The meanings attributed for these subjects allowed to propose a description of the essence of this kind of experience. The relevance of the research lies in the fact that, typically, the outsourcing analysis emphasizes the outsourcing contractual relationship established between the contractor and the contracted company and recognizes the consultant as only one of the resources needed to provide the service without considering the peculiarities inherent to the advisory activity.

Abstract:
Web mashup is a lightweight technology used to integrate data from remote sources without direct access to their databases. As a data consumer, a Web mashup application creates new contents by retrieving data through the Web application programming interface (API) provided by the external sources. As a data provider, the service program publishes its Web API and implements the specified functions. In the project reported by this thesis, we have implemented two Web mashup applications to enhance the Web site oystersentinel.org: the Perkinsus marinus model and the Oil Spill model. Each model overlay geospatial data from a local database on top of a coastal map from Google Maps. In addition, we have designed a Web-based data publishing service. In this experimental system, we illustrated a successful Web mashup interface that allows outside developers to access the data about the local oyster stock assessment.

In Japan, electronic government has been developed since the enforcement of the Information Disclosure Act and the formulation of the e-Japan Strategy, both in 2001. Such electronic government produces a number of government information services available all over the world via the Internet, including databases of law texts, congressional minutes and white papers, as well as digital archives. At the same time, electronic government raises several issues of preservation of and "permanent public access" to electronic information, accessibility of electronic government, inclusion of government information into library services, and so forth. The author hopes this presentation will facilitate requests and comments from participants for electronic government and government information services in Japan.

The importance of information technology today and its contribution to Our conception of what we think the world is, can hardly be overemphasized, for it represents the universal filter through which we communicate any kind of idea.The questions investigated by this project are therefore focussed on the aspects of technology, the machine, knowledge and power; their interdepencies and their relation with man; and, ultimately, how architecture can be a mediator between these phenomena.Since prototype 001 for an Informatorium is conceived of as an architectural meta-machine, the investigation of the aforementioned issues within the thesis book takes place in the framework of an instruction manual.

Particularmente, a dissertação busca responder como as empresas deste setor percebem a importância das funções da TIB - metrologia, normalização, regulamentação técnica e avaliação da conformidade - em seus ciclos de inovação, na perspectiva de destacar os benefícios oriundos da consolidação da infraestrutura nacional de serviços tecnológicos de suporte à capacidade inovadora dessas empresas. A metodologia compreende: (i) revisão bibliográfica e documental sobre os temas centrais da dissertação; (ii) definição do objeto do estudo e seleção da fonte primária de dados - Pesquisa de Inovação 2014 (Pintec 2014), do IBGE; (iii) elaboração do plano tabular para solicitação ao IBGE de tabulação especial da Pintec 2014; (iv) análise e discussão dos resultados; e (v) formulação das conclusões da pesquisa e de sugestões para a próxima edição da Pintec e estudos futuros. Destacam-se como resultados: (i) a identificação de itens da Pintec diretamente associados às funções da TIB; e (ii) a análise da percepção das empresas de serviços de tecnologia da informação sobre a relevância das funções da TIB em seus ciclos de inovação.
The aim of this dissertation is to contribute to the advancement of knowledge about innovation capacity and obstacles to innovation faced by information technology service companies, with emphasis on the role of infrastructural technologies (Portuguese acronym, TIB) in strengthening this capacity. In particular, the dissertation seeks to answer how the companies in this sector perceive the importance of the TIB functions - metrology, standardization, technical regulation and conformity assessment - in their cycles of innovation, with a view to highlighting the benefits derived from the consolidation of the national infrastructure of technological services to support the innovative capacity of these companies. The methodology includes: (i) bibliographic and documentary review on the central themes of the dissertation; (ii) definition of the study object and selection of the primary source of data - IBGE s Innovation Research (Pintec 2014); (iii) preparation of the tabular plan for requesting a special tabulation of the Pintec 2014 to IBGE; (iv) analysis and discussion of the results; and (v) formulation of research findings and suggestions for the next edition of Pintec and future studies. The results are as follows: (i) the identification of Pintec 2014 items directly associated with the TIB functions; and (ii) the analysis of companies perception of information technology services on the relevance of TIB functions in their innovation cycles.

Drivers using information from an Advanced Traveler Information System (ATIS) could potentially make better travel decisions to reduce travel time and increase trip reliability, thereby benefiting both guided drivers as well as those without such access. However, market penetration of ATIS can have dramatic effects on the performance of the transportation system in terms of overall benefits conferred as well as the distributional effects between guided and unguided drivers. Because market penetration will be determined both by private market structure and public policies, the effective deployment of ATIS depends critically on the private and public organizations that will provide these services. An understanding of the relationship between transportation system performance and ATIS market penetration provides important insights into a sustaining market structure for the ATIS industry. This thesis provides an empirical study of the impact of ATIS on transportation network quality of service using an application of DynaMIT (Dynamic network assignment for the Management of Information to Travelers). An analysis of the simulation results serves to inform the public and private stakeholder positions in the creation of a better market for ATIS. The main results are that the provision of dynamic route guidance can simultaneously benefit the individual performance of drivers, both guided and unguided, as well as the system performance of existing transportation infrastructure. In order to perform this analysis, it was necessary to develop a new software framework for the real- time integration of DynaMIT and a Traffic Management Center (TMC).

For any organization, maintaining of quality of IT service has become one of the key challenges which holds a significance importance to users’ satisfaction. Thus, this research tries to explore and identify the key factors of service quality dimensions and its affect on Information Technology Service so that organization can understand and follow the possible way to maintain quality of IT service to satisfy its end users. To achieve ultimate target of this research, the relevant three literatures have been reviewed and then the concept structure has been proposed for the analysis. From the respective three literatures, service quality dimensions have been selected to be tested for quality practices in Information Technology Service Department in the United Nations Office on Drugs and Crimes (UNODC).A qualitative research approach has been used to get a better understanding of the issue. The empirical data has been gathered through the study of internal documents, five days of participant observations and in-depth structured interviews with three quality assurance staffs and one IT service user from UNODC. Data presentation and analysis have been done in accordance with the literatures framework and research questions. Finally, conclusion has been drawn by answering research questions based on the issues identified. The findings of the exploratory case study suggest that considering of dependability, prior requirement analysis, and functionality of IT product and services could be taken up to bring realistic, clear, and goal-oriented quality approach in the Information Technology Service which address users’ expectations. The quality dimensions and the gap identified in the research study provide an avenue to address the quality related difficulties that IT service organizations encounter while developing of IT services. This study is expected to create a significant contribution to the areas within a domain of service quality in Information Technology as well as in Information System and Information Management.

Context information is information that describes the user's context. The goal of the Adaptive Context Aware Services (ACAS) project is to enable applications to use context information in order to adapt their behaviour to the user and his environment without requiring the user to manually change/manage parameters. While the concept of linking context aware entities together to form a logical "context network" was introduced earlier in the project, some questions regarding context information discovery and the discovery of context aware entities were previously unanswered. The goal of this thesis was to design and evaluate such a context network allowing entities todiscover each other and exchange information regarding their services and context information. For this purpose, a "Context Entity Registrar" has been developed allowing entities to register, thus they can easily be found by other entities who can query this registrar. During the design of this proposed solution, a special focus has been given to the performance of the registrar, especially how it scales when answering a large number of requests, in order to validate the design's potential as a solution to context aware entity discovery. Measurements have shown that this proposed solution scales well, making it a key element of a context network. Discovery of other entities and of context information play an important role to determine the performances of a context aware implementation. This masters thesis addresses first the issue of the architecture of the context network and then some tests to measure the performances of the proposed solution.

Det finns dock kvar några obesvarade frågor angående upptäckt av context information och av context aware enheter.Trots att sättet att länka ihop kontextmedvetna enheter för att forma ett logiskt 'kontext nätverk' introducerades tidigare i projektet, finns det kvar några obesvarade frågor angående upptäckt av kontext information och upptäckt av kontextmedvetna enheter. Examensarbetets mål är att utforma och utvärdera ett sådant kontextnätverk som ger enheterna möjlighet att upptäcka varandra och utbyta information om tjänster och context information. The challenges of Big Data (BD) and Big Data Analytics (BDA) have attracted disproportionately less attention than the overwhelmingly espoused benefits and game-changing promises. While many studies have examined BD challenges across multiple industry verticals, very few have focused on the challenges of implementing BDA solutions. Fewer of these studies have focused directly on the financial services industry, and none have quantifiably measured the severities of the challenges. That created gaps as BDA solution implementers in the financial services industry could neither access a roadmap to guide their steps against obstacles that lay ahead, nor compute the severities of the challenges. This study addressed those gaps through two research questions: (1) What are the challenges of implementing BDA solutions in the financial services industry; and (2) What are the rankings of these challenges, in terms of importance and relative severities, such that BDA implementations can devote more research attention to or hedge better against those challenges? To answer these questions, the study used a mixed methods approach to content-analyze 75 BDA documents and collate a comprehensive list of 22 BDA challenges. As well, 36 financial services industry BDA-subject-matter-experts (SMEs) were surveyed to validate the list, rank the challenges, and measure their impacts. The research findings showed that the challenges of implementing BDA solutions in the financial services industry are mostly strategic and people-driven, rather than process-induced or technology-driven. Specifically, miscommunications and misconception of the meanings, intents, and the value-added benefits of BDA implementation in the financial services industry were found to be the top challenge. Details of the results, its implications for the BDA communities of practice and discourse, and opportunities for future research were discussed. The results can be generalized if scaled with a bigger sample size and better measures-of-intangibles.

Information technology (m has become crucial to the functioning of modern hospitals. It includes a range of human elements, infornlation, equipment, knowledge and systems. It is important to hospitals, as these are complex environments including many systems with diversity of functions, sub-systems, and professionals. The adoption of technology can be explained by four general theories: economic, political, social and globalization theory. Based on these theories five sets of reasons can account for the adoption of IT in a hospital environnlent. They are, practical; to solve existing problems, economic/business; to achieve d profit or reduce costs or both, rational; to achieve efficienL1' and effectiveness, social; to respond to pressure from society for political reasons and to increase positive image, and supply driven forces by which IT producers seek to sell their products and services. However, no one theory or set of reasons can by itself explain the precise drive for use of IT because nluch depends on each hospital's needs and surrounding drcunlStances. The purposes of this research are to investigate the extent to which IT is being used in Gulf Corporation Council (GCC) public hospitals, why IT has been adopted, and the impact of IT on hospital managementThe methods used in conducting this research were based lllainly on three established methods for searching and collecting infomlation; a literature review, the surveyor questionnaire, intervie,,'s and case studies. Five case studies in Qatar, the United Arab Emirates (UAE) and Bahrain were undertaken to cover Gee hospitals and medical centres populations. Most health and medical services in Gee Countries are provided by public hospitals which account for approximately 64% of total hospital provision, employ most medical professionals, mainly expatriates, and contain most patient beds. In Gee hospitals, IT is still in the early stages of implementation. IT has been found to be adopted at a low level due to reasons such as lack of awareness, other priorities in health policy strategies, and the low level of funding allocated. IT can provide hospitals with many benefits, solve many problems and has many inlpacts on human and functional systems, internal power balances and on the social status of hospitals. The benefits are found to be mostly in the areas of processing work. Therefore, the areas which were given priority for IT implementation were medical records, finance, and personnel areas. No significant impacts v"ere found on hospital structure, chain of conlllland, span of control and nUlllber of employees, however, itwas found that IT increased management power, hospitals' social in1age and hospital political power, while there were disagreements about IT impacts on employees' social relations. The evaluation of IT impacts on Gee hospital management shows that the impacts were not at the same level of intensity or direction, for example, sonle impacts ,",'ere positive and some negative; some significant, moderate or nurunlal, some ambiguous or obvious, were some were slow and some fast. Some efforts at Gee States level were made to develop a model of adopting IT but no real results were detected. However, the future role of IT in Gee public hospitals will be increasing perhaps at a slower pace, but two strategic issues should be given proper consideration; first; the role of the education system, research centers, and industrictl foundation, and the second strategy concerns hospital systems and services structure. This later is related to increased privatization of medical services, economic pressure, and changes in governments' employment strategy. The importance of this thesis is to draw the attention of decisionmakers to the role of IT as an efficient managerial tool in some respects and to provide a foundation for future studies

This thesis addresses the question of the design, production and use of information graphics in health technology assessment (HTA). Drawing on previous research in both information design and health policy, it describes a comprehensive design process for creating new visual presentations that can inform health policy-makers. The thesis begins by introducing, and functionally defining the terms ‘information graphics’ and ‘health technology assessment’ in Chapter 1. It then offers a methodological discussion of how research can be performed at the intersection between these two diverse fields. This discussion forms Chapter 2 of the thesis. The context of use is surveyed in two studies, which are presented in Chapter 3. These assess the current use of information graphics in HTA, and the information needs of health policy decision-making bodies. This enables a needs-based approach to the design of 10 information graphics, that could be used in hta. These are shown in Chapter 4. Finally, two of these information graphics are empirically tested with two further research studies, forming Chapter 5 and Chapter 6. The thesis is aimed at giving practical advice to those wanting to produce graphical presentations of information in HTA, and to provide the foundation for further original research in information design and HTA. Chapter 7 draws together the research from the rest of the thesis, to make recommendations in light of the combined findings.

The objective of this thesis was to explore the topic of scalable web development, and it answered the question, “How do you scale a website to handle more traffic at peak times without wasting resources?” This is important research to any web company that has issues with rising costs as demand for their website increases. It would be wise for every online business to be prepared for more web traffic, before it occurs, without spending the budget of a multi-million user web company in low traffic periods. The last thing you want is an error as your customer base starts to arrive, giving them a bad experience for their first impressions, which would result in lost revenue.

Scalable software development architectures, including microservices, big data, and Kubernetes were studied, in addition to similar web service companies including Facebook, Twitter, and Match.com. A scalable architecture was designed for a social media web service, MeAndYou, using the big data configuration with a shared Aurora database, which was configured using an auto-scaling group attached to a load balancer in Amazon Web Services (AWS). It was tested using a custom threaded Selenium-based Python script that applied simulated user load to the servers. As the load was applied, AWS added more Elastic Compute Cloud (EC2) instances running a virtual disk image of the web server. After the load was removed, the instances were terminated automatically by AWS to save costs.

Countless steps were taken to make the web service bigger and more scalable than it originally was, before testing, including adding more fields to user profiles, adding more search types, and separating the layers of code into different Hypertext Preprocessor (PHP) files in the front-end. A version control system was configured on the servers using GitHub and rsync. The systems architecture designed suggests the Match Engine should use a stream processing message queue, which would allow the system to factor searches one at a time as they are created, with horizontal scaling capabilities, rather than grabbing the entire database and storing it in memory. The backend Match Engine was also tested for accuracy using Structured Query Language (SQL) injection, which determined how the match algorithm should be improved in the future.

On-line social networking and communication services are increasingly popular methods to communicate with friends, family and communities. Statistics shows that users of services like Facebook and Twitter stretches across geographical locations, professions, age groups and habits. Smart mobile devices with Internet connectivity simplifies access to these services at anytime and from almost anywhere. However, the huge amount of user-generated content makes it difficult to identify useful information. A challenge is to create micro-communities where users may join in from heterogeneous social networks using proper user and identity management. The increasing number of social networks and communication services are also creating new challenges in social media content filtering, micro-community discovery, automatic group communication initialization.This licentiate thesis proposes to utilize social graphs for improving group communication. It therefore presents a framework that manages information harnessed from social-networking services and personal devices such as mobile phones and laptops. The framework can identify individual communication patterns and use these to calculate a social strength between users expressed as a weighted social graph.The central component of the framework is a social recommendation engine for social content filtering, group management and communication pattern discovery. The engine harness personalized social data (both content and contact) from the social-networking services and personal devices. The framework also contains methods for social strength calculation based on a unified interaction model that supports communication pattern discovery. A comparison study is presented together with the framework, which evaluates different social strength computation methods based on a simulated interaction dataset. The feasibility of social data collection from social networks and communication services are also discussed to illuminate potential benefits of the framework for the next generation of communication tools (such as mobile video conferencing).Evaluation of the framework is initially done by proof-of-concept prototypes that illustrate functional feasibility. Two prototypes are presented in this thesis, a presence information viewer that filters and prioritizes contacts and a real-time photo sharing application utilizing calendar data for initiation of group communication. In conclusion, improving group communication by offering services for micro-communities, based on our communication habits, personal interests and context (such as activity and location) is technically realistic and feasible.

The original intention of the study was to replicate Moore & Benbasat's model of information technology adoption (I990a, b,; 1991ab,) which fused two established theories, the Diffusion of Innovations (Rogers, 1962) and the Theory of Reasoned Action (Fishbcin & Ajzcn, 1975), an attitude-behaviour theory. Flaws were found in the construction and application of the model, most notably in relation to the origin of belief statements used on their instrument. Nevertheless, the overall aims of their study were thought to be worthwhile. A literature survey provided an understanding of the study context, the historical background of the Theory of Reasoned Action and the manner in which the Theory has been applied and adapted. Evidently, volitional control is a pertinent factor in organisational studies yet existing extensions of the Theory of Reasoned Action which attend to volitional control were found to be imperfect for applications in organisations. A new model was developed by the author for the purpose of predicting and explaining I.T. innovation behaviours in organisations. The model was tested on employees of the University of Central Lancashire, first by qualitatively eliciting and grouping salient beliefs and secondly through a quantitative survey of randomly selected individuals. Findings from the survey data were variable. The act-specific part of the model had predictive power, and this improved with the addition and substitution of determinants. On the other hand, problems were found with the general organisational constructs; factors contributing to the predictive weakness here have been identified. An examination of underlying belief structures provides information for implementers. Recommendations arc made for intervention communications relating to I. T. implementations. The development of organisational and control belief structures is proposed to provide a diagnostic tool for supplementary use where organisations wish to qualitatively judge the 'temperature', or alternatively to administer a quantitative study of employee satisfaction - these, without prejudice to the claims for the extended model. The author stands by the theory and recommends a course whereby the model is expected to hold.

IT service management (ITSM) has emerged as one of the approaches to implementing IT Governance in Australian Universities. A number of ITSM frameworks have been proposed however, IT Infrastructure Library (ITIL) and Control OBjectives for Information and related Technology (COBIT) have been most widely accepted and implemented internationally and within Australia. The research reported in this thesis was undertaken to shed light on the issues related to ITIL adoption and implementation within Australian universities. To date academic research in ITIL adoption and implementation has not been extensive as it is comparatively a new framework, especially within Australian universities. The theoretical framework proposed in this thesis has IT service management as the central concept, implementing IT Governance to align the university and technology. This framework is used to examine the experience of ITIL adoption in seven Australian universities, plus a detailed case study on one university�s experience. This research reveals a complex web of factors relating to ITIL implementation including; the pre-implementation process; processes implemented; order of implementation; hiring external expertise;, tool selection;, staff training; ongoing assessments; managing cultural change; managing learning curve and resource strain. The findings provide an insight into practical lessons for other Australian universities or similar organisations considering implementing IT Governance through IT Service management frameworks. The method used in this research may be useful for other organisations and researchers analysing universities and similar organisations implementing ITIL. IT Governance and IT service management frameworks are diverse and important areas which open a poorly researched field for further work.

Agricultural information dissemination to farmers has been studied extensively. However, farmers preferred methods of delivery has not been investigated thoroughly within a Western Australia (WA) context. Availability of different information delivery channels have led to the overwhelming and overlapping of information available to farmers. As a consequence, the type of information required by WA farmers should be considered as knowing information needs could allow farmers to access relevant, concise and timely agricultural information. To answer the research questions, a survey was designed, using Likert-scale, close ended and open ended questions techniques, enabling qualitative and quantitative data analysis. The study‘s findings are relevant to agricultural information providers, government and public agencies, and other researchers who work in the agricultural and farming industries in Western Australia, and Australia.

The aim of the research was to investigate the formation of the information management discipline, propose a framework by which it is presently understood, and test that framework within a particular area of application, namely the provision of scientific and technological information (STI) services. The work is presented as a PhD by Publication which comprises a narrative that encompasses the series of published papers, and includes excerpts from the book written to illustrate the province of the discipline. In thee book the disciplinary context is detailed and exemplified based upon information management domains. The book consolidates information management principles within a framework defined by these operational, analytical and administrative domains. It was created by a redaction of prior epistemological proposals; an analysis of the understanding of practice that has been shaped by professional, institutional and information science influences; and demonstration of practice within the domain framework. The disciplinary framework was then used in a series of STI case studies where it was found to provide an effective description of information management. Together, the book and subsequent case studies provided illustration of the principles utilised in information management and the way that they are practiced within different domains, along with an explanation of the manner in which the information management discipline has been formed. These should assist with direction of future research and scholarship particularly with respect to factors relevant to information services and indicators for their successful application in future. It is anticipated that this generalised description of the practices across the range of interpretations of information management should enable practicing information professionals to appreciate the relationship of their own work to disciplines that are converging towards similar purpose, such as through a clearer indication of the extent to which technical and management standards may be applied, and performance analysis undertaken. Complementary outcomes that were achieved during the course of the work were: a comparative analysis of thesauri in the information field which shows that in this field, the ways that information professionals represent themselves remains unreconciled; an historical examination of Australian STI services that provides pointers to their effective continuation; and a reconsideration of the relationship between librarianship and information management. The work is presented as a compilation of papers that comprise firstly extracts from the book to exemplify its consolidation of information management principles, then a number of published and submitted papers that examine how principles have been applied in practice. This is in the context of six case studies of Australian STI services including interviews with creators and developers, and analysis of historical information.
