Abstract:
The Tongan Constitution guarantees free speech and media freedom but this guarantee has often been misunderstood and misinterpreted by the media industry, the government and politicians alike. Freedom of speech was integrated into the Constitution from the beginning in 1875. However, as history has shown, this freedom has often been altered to silence opposition and critics’ voices. As early as 1882, the Tongan media had their first confrontation with the government and in 2003 saw a parallel incident unfolding. This article examines the influence of state control on the media in Tonga through an analysis of two case studies from different eras in Tongan history: the Niuvakai newspaper in 1882 and the Taimi ‘o Tonga newspaper in 2003.

Abstract:
Constitutional guarantees of free speech and media freedom are well established 'on paper' in most South Pacific nations. How these gurantees are interpreted is constantly a source of tension between policitans, media practicioners and constitutional advocates. Recent attempts by two countries in the region, Fiji and Tonga, to introduce draconian legislation have partially successful, provoking international condemnation. In Feburary 2003, a series of five bans on the Auckland-published Taimi 'o Tonga newspaper led to conflict between the island kingdom's Supreme Court and the Privy Council. This eventually provoked controversial consitutional changes that were adopted on October 16 in spite of unprecedented protests. These changes, in the form of the Media Operators Act 2003, Newspaper Act 2003, and Act of Constitution of Tonga (Amendment) Act 2003, are expected to effectively ban the paper for good and, according to some legal analysts, may end the rule of law. In Fiji a draft Media Council of Fiji Bill was made public in May 2003 and submissions were invited. However, the proposed law stirred a strong reaction from the media and civil society groups as being 'unconstitutional'. This article examines and analyses the debate over self-regulation and public accountability of the media versus state control in the South Pacific.

Abstract:
This article aims to demonstrate the degree and nature of local autonomy in long term processes of globalization in Tonga. Tonga is exceptional in that it has never been officially colonized and in the continuity of its political (paramount chiefly) system. Also, but this is less exceptional, it has never had a pure modernistic, capitalist economy. Globalization is a specific, contemporary configuration in the relationship between capital and the nation-state or, in the words of William Greider (1997), it is like ‘a runaway horse without a rider’. Global capital is characterized by strategies of predatory mobility. However, the global and the national are not necessarily exclusive but are interacting and overlapping. Social scientists work with the nation-state as a container which would represent a unit in time and space, a ‘unified spatiotemporality’ according to the sociologist Saskia Sassen (2000). She adds that much history failed to confirm the latter hypothesis. The author may add from his part that anthropologists, although alike ‘social scientists’, rather work with the notions of culture and society which, in the case of more recent Tongan history, overlap with that of the nation-state. Although the notion of globalization is a rather recent invention with an exclusive contemporary application, we may discern the roots of its practice already in the early trading contacts between Europeans and Tongans.

This article appraises the general state of investigative journalism in seven Pacific Island countries—Cook Islands, Fiji, Papua New Guinea, Samoa, Solomon Islands, Tonga and Vanuatu—and asserts that the trend is not encouraging. Journalism in general, and investigative journalism in particular, has struggled due to harsher legislation as in military-ruled Fiji; beatings and harassment of journalists as in Vanuatu; and false charges and lawsuits targeting journalists and the major newspaper company in the Cook Islands. Corruption, tied to all the major political upheavals in the region since independence, is also discussed. Threats to investigative journalism, like the ‘backfiring effect’ and ‘anti-whistleblower’ law are examined, along with some investigative journalism success case studies.

Green roof technology and implementation are taking root in North America at an accelerating pace. Growing recognition of the benefits of green roofs and increasing interest in green infrastructure are leading to expansion of green roof technologies that have been in use for decades in Europe and elsewhere. While some regions have adopted the use of green roofs on a large scale, other areas are warming up to the concept more slowly. Large-scale implementation of green roofs has not yet occurred in Indiana, but a number of exemplary projects have been constructed, and there are signs that interest in the technology is increasing in the state. The purpose of this article is to provide an overview of green roof technology, analyze selected green roofs in Indiana, explore trends in the state, and address issues for future development of green roof technology in the region. A variety of green roofs were investigated throughout the state. Discussions were held with individuals involved in each project to obtain technical and logistical details of green roof design, installation, and performance.

Abstract This article investigates the use of Wattpad application, launched in 2006, in upper secondary Portuguese language classes as an educational tool for reading and writing texts. This study has two objectives: (i) to present the main usability characteristics of Wattpad and (ii) to propose possible implementation actions of the application as a didactic-pedagogical tool in upper secondary education. To this end, we present a case study in which we assessed the first and the latest written productions on Wattpad platform of 22 sutdents aged 15 to 17 years, attending the 1st year of upper secondary education in the same classroom of São Paulo state education system.

Abstract:
In an innovative system, it is essential to keep under control the crucial development phases, which should consider several aspects involving, for instance, the modeling or the assessment of suitable analytical representations. Aiming to pursue a final demonstration to verify the actual capability of an engineering idea, however, some fundamental elements may have been partially considered. Many projects state the initial and final technology readiness level based on the famous scale introduced by the US National and Aeronautics Space Administration (NASA) many years ago and now widespread in many fields of technology innovation. Its nine-step definition provides a high-level indication of the maturity of the observed innovative system. Trivially, the resolution of that macroscopic meter is not made for catching advancement details, but it rather provides comprehensive information on the examined technology. It is, therefore, necessary to refer to more sophisticated analysis tools that can show a more accurate picture of the development stage and helps designers to highlight points that deserve further attention and deeper analysis. The risk is to perform a very good demonstration test that can miss generality and remain confined only to that specific experimental campaign. Moving on to these assumptions, the authors expose three realizations of theirs concerning aeronautic morphing systems, to the analysis of a well-assessed Technology Readiness Level instrument. The aim is to define the aspects to be further assessed, the aspect to be considered fully mature, and even aspects that could miss some elementary point to attain full maturation. Such studies are not so frequent in the literature, and the authors believe to give a valuable, yet preliminary, contribution to the engineering of breakthrough systems. Without losing generality, the paper refers to the 2.2 version of a tool set up by the US Air Force Research Laboratory (AFRL), and NASA, with the aim to standardize the evaluation process of the mentioned nine-step TRL.

Abstract:
This thesis is concerned with the means by which the state in Britain has attempted to influence the technological development of private industry in the period 1945-1979. Particular emphasis is laid on assessing the abilities of technology policy measures to promote innovation. With that objective, the innovation literature is selectively reviewed to draw up an analytical framework to evaluate the innovation content of policy (Chapter 2). Technology policy is taken to consist of the specific measures utilised by government and its agents that affect the technological behaviour of firms. The broad sweep of policy during the period under consideration is described in Chapter 3 which concentrates on elucidating its institutional structure and the activities of the bodies involved. The empirical core of the thesis consists of three parallel case studies of policy toward the computer, machine tool and textile machinery industries (Chapters 4-6). The studies provide detailed historical accounts of the development and composition of policy, relating it to its specific institutional and industrial contexts. Each reveals a different pattern and level of state intervention. The thesis concludes with a comparative review of the findings of the case studies within a discussion centred on the arguments presented in Chapter 2. Topics arising include the state's differential support for the range of activities involved in innovation, the location of state-funded R&D, the encouragement of supplier-user contact, and the difficulties raised in adoption and diffusion.

Zambian copper mines have embraced the use of information technologies for strategic operations and competitive advantage. This dependence on these technologies has not only been seen in the physical aspects of business operations but also in the use of information systems such as Enterprise Resource Planning Systems (ERPs) for strategic decision making and increased usage of Industrial Control Systems (ICS’) that are meant to enhance operational efficiency in production areas. A survey was conducted to explore leadership perceptions on information security practices in Zambian copper mines and an ISO/IEC 27002 Audit Tool was administered to middle management in a particular mine for an in-depth analysis of their information security practices. Results revealed that although information security controls may have been put in place in these organisations, there are still areas that require attention. Senior management and middle management have different perceptions as to the extent to which information security practices are conducted in these copper mines. This implies that management may not be fully involved in certain aspects of these organisations’ information security practices. The results concluded that management needs to be fully involved and provide support for information security programs. Furthermore, these information security programs should be standardised so as to effectively protect these organisations’ information assets. This should also include the involvement of personnel as key players in the information security process.

The existence and survival of an individual and/or organization, such as a Higher Education Institution (HEI), have always depended on the ability of this individual or organization to control the environment in which it exists. This person or organization should overcome certain threats and obstacles that may cross its path by means of simple, pre-constructed plans. The situation must thus be managed in order to ensure the continuation of the person or organization. In this study the focus is on the functional tasks of the middle management team in an HEI. Middle management is concerned with the near future and is therefore responsible for medium- and short-term planning, organizing functional areas, leading by means of departmental heads, and controlling the management activities of the middle managers’ own departments. This study wants to identify factors in the different functional areas of middle management that could hamper the productivity of this area, and thus the institution as a whole. A qualitative study, with questionnaires as data capturing tool, was employed. Various factors that may hamper proper functioning were identified in the study. Lack of intra- and inter-departmental communication, staff shortages due to the restructuring process, countless policies and procedures in place (to streamline the execution of duties) hamper more than assist staff members in the execution of their duties. It was found that the staff members seek a sense of security, as this will lead to improved productivity.

Significativa atenção tem sido dedicada a experiências de planejamento e gestão da pesquisa e da inovação no nível macro, contemplando a elaboração e implantação de políticas públicas para ciência, tecnologia e inovação, sob a perspectiva de promoção de competitividade e também de ampliação de benefícios sociais. O panorama atual se mostra bastante propício para o País, principalmente com relação às perspectivas para melhoria das condições que favorecem sua competitividade. Cabe às Instituições de Ensino Superior - IES e às empresas encontrarem os meios adequados para realização das estratégias de competitividade propostas pelo governo, de forma a viabilizar a cooperação com vistas à promoção da capacitação tecnológica com desenvolvimento sustentável. Assim sendo, o objetivo desta pesquisa é descrever a estrutura administrativa da Universidade Tecnológica Federal do Paraná – UTFPR, que trata da captação de recursos para CT&I. Neste estudo, o propósito da pesquisa aplicada foi de natureza exploratória e esta etapa desenvolveu-se por meio de um questionário, aplicado a diretores, ex-diretores, e demais administradores envolvidos na área de relações empresariais da UTFPR, durante os meses de Outubro e Novembro de 2012. Procedeu-se amplo levantamento bibliográfico e documental. A observação participante, também foi utilizada como instrumento de pesquisa, oportunizado durante o estágio realizado junto ao Departamento de Projetos Tecnológicos, durante o mês de maio de 2012. O método adotado foi o estudo de caso, na UTFPR, instituição centenária, que a partir de 07/10/2005, passou a ser universidade tecnológica a única no Brasil a assim denominar-se. A história da UTFPR confundese com a própria história da educação profissional brasileira. O estudo demonstra a importância de se desenvolver estruturas apoiadoras profissionalizadas nos ambientes universitários com relação ao acesso às fontes de apoio à CT&I.
Significant attention has been devoted to the experiences of planning and management of research and innovation at the macro level, covering the development and implementation of public policies for science, technology and innovation from the perspective of promoting competitiveness and also expansion of social benefits. The current situation proves to be quite favorable for the country, mainly in relation ace prospects for improving conditions that favor their competitiveness. It ace Higher Education Institutions - HEIs and businesses to find the appropriate means to carry out the strategies proposed by the government in order to facilitate cooperation with a view to promoting sustainable development with technological capability. Therefore, the objective of this research project is to describe the administrative structure of UTFPR dealing with fundraising for ST & I. In this study, the purpose of applied research was exploratory in nature and this step was developed through a questionnaire answered by directors, former directors, and other administrators involved in the area of industrial relations UTFPR during the months of October and November of 2012. We carried out extensive bibliographic and documentary. Participant observation was also used as a research tool, oportunizado during the training held by the DEPET-CT in May 2012. The method adopted is a case study in UTFPR, century-old institution, which as of 07/10/2005, became the only university in Brazil of a technological nature. The history of UTFPR intertwined with the history of Brazilian professional education. The study demonstrates the importance of developing supportive structures professionalized in university environments with respect to access to sources of support for ST & I.

Esta investigação teve o objetivo de compreender como os projetos de sociedade em disputa influenciam na produção da ciência e da tecnologia e nas (im)possibilidades de acesso aos conhecimentos científicos e tecnológicos pelos trabalhadores. Para alcançar esse objetivo, analisaram-se as políticas e a produção de ciência e tecnologia no país; as aproximações e os distanciamentos do conhecimento científico e tecnológico da educação do trabalhador, suas determinações e condicionamentos para as políticas de educação profissional e tecnológica no Brasil; e a influência dessas questões no Instituto Federal de Educação, Ciência e Tecnologia de Santa Catariana – IFSC. Para a condução desta pesquisa, elegeu-se o materialismo histórico e dialético como referencial teórico e metodológico, trabalhando-se com revisão bibliográfica, análise documental, observação direta e entrevistas com professores e gestores do IFSC. Assim, a pesquisa partiu da realidade material, tomando sua historização como pressuposto de análise, em que, no movimento do real (em um processo dialético), buscou-se captar os aspectos intrínsecos a essa realidade. Como principais resultados, verificou-se que, no país, há um amplo processo de formação de consensos relacionando a produção da ciência e da tecnologia com o termo e o conceito de inovação. À inovação passa a ser tributado o crescimento econômico, a competitividade e, em especial, passa a ser ela mesma considerada uma condição para a transformação social e para a construção de um novo projeto de sociedade. Todavia, identifica-se que o sentido atribuído à inovação, que é compartilhado socialmente, relaciona-se com a política explícita de ciência e tecnologia, e esta é composta por construções ideológicas que legitimam a intervenção do Estado na infraestrutura produtiva e tecnológica, o que não é prática nova na realidade brasileira, pois trata-se de algo que há muito tempo é feito. Além disso, constata-se que a política implícita de ciência, tecnologia e também de inovação está comprometida com a lógica social posta e seus condicionantes. Os seguintes aspectos são reveladores para essa compreensão: os resultados das políticas de C,T&I (política explícita); os principais beneficiários das políticas em curso; o direcionamento dos recursos da política de C,T&I e da política industrial; os investimentos do setor empresarial em P&D e inovação; entre outros. Já ao analisar-se o acesso a uma educação que tenha em suas bases os conhecimentos científicos e tecnológicos, verificou-se que apenas um seleto grupo da sociedade pode atingi-la. Aos demais é ofertada uma educação que acompanha a extensa arquitetura social, ou seja, uma educação diferenciada e desigual oferecida para diferentes grupos da sociedade. Neste contexto, portanto, um grande contingente populacional acessa apenas uma educação fragmentada, pontual e de caráter simples. Esse processo contraditório ocorre porque, em um percurso dialógico que envolve a constrição da reprodução do capital e a contrainvestida do sistema capitalista, passam a ser utilizadas a mais alta tecnologia e a inovação de forma combinada com a ampliação da extração da mais-valia absoluta e relativa. Assim, amplia-se o processo de precarização das condições de trabalho de ampla parcela dos trabalhadores, contexto em que a “desqualificação” passa a ser um elemento estruturante da reprodução e da acumulação do capital. Identificou-se também que esses movimentos da realidade social se desdobram no contexto do IFSC, em que se verifica a existência de uma ampla arquitetura educacional que reproduz a arquitetura social existente, isto é, permanece restrito o acesso a uma educação que tenha a ciência e a tecnologia em suas bases. Identifica-se ainda que há um processo de naturalização das classes sociais ou a compreensão de que uma educação que prepara o trabalhador para ocupar um “papel” no “sistema social” (na extensa arquitetura social, que é extremamente desigual) seja inclusiva e também afeita aos interesses dos trabalhadores. Nessa instituição, também se verifica que há em grande medida um consenso acerca da importância da inovação, perspectiva utilizada para direcionar a produção da ciência e a da tecnologia por meio da pesquisa. Portanto, a partir desses resultados, identificam-se as necessidades de ampliação das discussões sobre os projetos de sociedade em curso e sua relação com a produção da C&T e do acesso aos conhecimentos científicos e tecnológicos por parte dos trabalhadores.
The objective of this research is to understand the influence of competing society projects on science and technology productions, and the (im)possibility for the workers to have access to science and technology knowledge. To achieve this goal the country policies and the production of science and technology were analyzed; we have also analyzed how close or how far workers education is to the scientific and technological knowledge, its resolution and constraints to Brazilian professional and technological education policies and the influence of these questions in the Federal Institute of Education, Science and Technology of Santa Catarina - FIESTSC. The historical and dialectical materialism was elected as the theoretical and methodological framework to drive this research, working with literature review, document analysis, direct observation and interviews with professors and managers from FIESTSC. Thus, the research started with material reality, taking its history as analytical assumption: in the movement of this reality (under a dialectical process), it seeks to apprehend its intrinsic aspects. As a main result, it was identified, in the country, a broad process to shape consensus related to science and technology production with the innovation term and concept. Competitive edge and economic growth are attributed to the innovation capability. Innovation is then treated as a condition to achieve social transformation and to build a new society project. However, the meaning assigned to innovation, socially shared, relates to the explicit science policy and this is made by ideological constructions that legitimate the state intervention in technology and productive infrastructure, which is not new in Brazilian reality, since it is something that has been done since long ago. Besides, it is noted that the implicit science, technology and innovation policy is committed with the present social logic and its conditioners. The following aspects are revealing to this comprehension: the S,T&I policies results (explicit policy); the beneficiaries of the current policies; the resource usage of the S,T&I and industrial policies; the business sector investments in R&D and innovation, among others. When the access to scientific and technological knowledge based education is analyzed, it is verified that only a small selected portion of the society has access to it. To the others it is offered an education that follows the long social architecture, a distinct and unequal education to distinct social groups. In this context, a big contingent of the population has access only to a simple, punctual and fragmented education. This contradictory process happens because, under a dialogic process involving the constriction of the capital reproduction and the capitalist system counter attack, we see the use of the highest form of technology and innovation merged with the magnification of the absolute and relative value added extraction – therefore, magnifying the deterioration process of the work conditions from a broad portion of the workforce. In this context the worker "under qualification" begins to be a structural element to the reproduction and accumulation of capital. It was verified that these social reality movements also unfold inside the FIESTSC, where there is a broad educational architecture that reproduces the existing social architecture, which means that the access to a science and technology based education is still limited. Also it has been identified a naturalization process of the social classes or the comprehension that an education which prepares the worker to assume a "role" inside the "social system" (in the long social architecture, which is extremely unequal) is inclusive and in behalf of the workers. In this institution it is also verified a consensus about the importance of the innovation, which is then used to drive the production of science and technology through research. Therefore, these results indicate the need to magnify the debate about current society projects and its relations to S&T production and the workers access to scientific and technological knowledge.

O presente trabalho se caracteriza como uma pesquisa quali-quantitativa e tem como objetivo principal analisar aspectos da implementação, andamento e atualidade do PROEJA (Programa Nacional de Integração da Educação Profissional com a Educação Básica na Modalidade de Educação de Jovens e Adultos), em um Centro Estadual de Educação Profissional, com vistas a descobrir o porquê do insucesso do referido Programa nesta instituição, mais especificamente sobre as causas do abandono escolar e, também, as causas da própria persistência e/ou permanência no curso por parte dos remanescentes. Assim, pois, em termos de metodologia, resumidamente, nos utilizamos de um método de análise das ciências sociais – o método dialético – e, por utilizá-lo, procedemos nosso estudo com base em um quadro de referência teórica que toma o materialismo histórico como ponto basilar. Para tanto, como procedimentos metodológicos, utilizamos as pesquisas documental, bibliográfica e empírica – questionários e entrevistas. O questionário foi aplicado aos alunos remanescentes e aos docentes do PROEJA, já as entrevistas foram realizadas com o universo total dos alunos evadidos e com a gestão da instituição. Entre outras considerações, fixa-se a urgência de definir e realizar políticas públicas perenes que promovam melhores condições de oferta e de permanência aos alunos, ampliando e garantindo a qualidade de um processo educacional significativo. Paradoxalmente, podemos concluir que há certas distorções – ideal e concreta – entre o que o documento institucional almeja e define como perfil profissional do concluinte do curso, em detrimento do que os alunos pensam sobre sua formação, mais especificamente sobre estar ou não preparados para assumir funções e/ou tarefas específicas da área de atuação do curso. As causas da evasão são as mais diversas. Podemos enfatizar que os processos excludentes tomam ramificações distintas e todos eles fazem com que o aluno não permaneça no espaço escolar, seja pela necessidade de trabalhar, de cuidar da família ou de satisfazer seus desejos. Logo, a falta de condições de transporte, os compromissos com a família e com o trabalho, a localização da instituição e a falta de opções de cursos de qualidade próximos de suas residências também se mostram como pontos que levaram ao desinteresse e, em consequência disso, ao abandono.
This work consists of a qualitative and quantitative research and aims to analyze the main aspects of the implementation, progress and the PROEJA (The Program of Professional Education Integrated with Basic Education on the Modality of Youth and Adult Education) present condition, in a Professional Education State Center, in order to discover why the Program failure is specifically caused by school leaving and, also, the causes of persistence among the remaining students. Briefly, the methodological approach used as basis of analysis method from social sciences – the dialectical method – gives a theoretical reference thru the historical materialism. The methodological procedures executed include documentary research, bibliographical and empirical (questionnaires and interviews). The applied questionnaire was focused on PROEJA teachers and remaining students, while interviews were carried out with the full universe of students, including leavers, and the principals. Among other considerations, we set the urgency to define and implement public policies that promote best supply conditions and students' permanence, expanding and ensuring educational quality for the warranty of a significant process. As a paradox, we noticed certain distortions - ideal and concrete - what predicts and defines the institutional document as the professional profile for the students that end the course, rather than what the students think about their educational path, more specifically on whether or not feeling prepared to assume the roles or specific tasks in the working area. The evasion causes are possibly the most diverse. We emphasize that exclusionary processes gain different reasons and all of them provoke school leaving, if they must work, take care of the family or to satisfy their own needs. Therefore, the lack of help for transport, their commitments to family and work, the location of the institution, normally are near their homes but have only few options of courses that should provide quality education , may lead to their disinterest and, consequently, early school leaving.

Nesta dissertação será abordada a política da educação profissional no Estado do Paraná, a partir de 2003, e sua efetivação no Colégio X, mantido pela Secretaria de Estado da Educação (SEED-PR). O estudo de caso teve como objeto o Curso Técnico em Turismo, integrado ao ensino médio e ofertado pela referida instituição. Com base na pesquisa do tipo qualitativa, buscou-se analisar a oferta do curso Técnico em Turismo, integrado ao ensino médio do Colégio X na perspectiva apontada pelos documentos oficiais. Perpassaram pelos estudos questões relacionadas aos recursos materiais e aos humanos do curso. Destarte, foram estabelecidas relações entre a infraestrutura do Colégio X, disponibilizada ao referido curso técnico em relação às recomendações do Catálogo Nacional de Cursos Técnicos (CNCT). Também foi analisado o PPP do curso em relação às Diretrizes da Educação Profissional do Paraná (DEPs) bem como, caracterizado o corpo docente do mencionado curso, no qual pesquisamos suas representações acerca do trabalho como princípio e ensino médio integrado, categorias fundantes das DEPs. Os resultados revelaram que a infraestrutura (recursos materiais) se mostra insuficiente em relação às recomendações do CTNC, e que o PPP do Colégio X se encontra diametralmente oposto aos fundamentos das DEPs quando comparado os fundamentos de cada um desses documentos. Na caracterização dos professores, entre outros levantamentos, apuramos profissionais sem vínculos empregatícios, notadamente quando se trata dos docentes das disciplinas técnicas. Ainda foi constatado que suas formações continuadas, ofertadas pela mantenedora, não vem atendendo as especificidades para a formação técnica em turismo. Acerca das DEPs e dos fundamentos filosóficos que a sustentam, apuramos que um reduzido número de professores tem conhecimento sobre o assunto. A grande maioria dos docentes demostraram distanciamentos do referido documento e incompreensões acerca das categorias investigadas. Por fim, quando estudamos a história e estabelecemos relação com a atualidade, os dados revelam que pouco se alterou ao longo da existência da educação profissional no Brasil, marcada por sua dualidade estrutural.
In this dissertation will be addressed the professional education policy in the State of Paraná, since 2003, and its effectuation at school X, maintained by the State Department of education (SEED-PR). The case study had as object the technical course in tourism, integrated to high school and offered by the referred institution. On the basis of qualitative study, aimed to analyze the supply of technical course in Tourism, integrated into the high school of College X in the perspective indicated by the official documents. Permeated by studies issues related to material and human resources of the course. Thus, relations have been established between the infrastructure of the College X, provided to the referred technical course in relation to the recommendations of the national catalogue of technical courses (CNCT). Was also analyzed the PPP of the course in relation to the guidelines of the Professional Education of Paraná (DEPs) and yet, characterized the teaching staff of the mentioned course, in which we research their representations about work as a principle and integrated high school, foundational DEPs categories. The results revealed that the infrastructure (material resources) is insufficient compared to the recommendations of CTNC, and that the College‟s X PPP is diametrically opposed to the fundamentals of the DEPs when compared the fundamentals of each of these documents. In the characterization of teachers, among other surveys, we found no professional employment relationships, especially when it comes from teachers of technical subjects. Still was verified that their continued education, offered by the maintaining entity, does not answer the specifics for technical training in tourism. About the DEPs and the philosophical foundations that support it, was found that a small number of teachers have knowledge about it. The vast majority of teachers demonstrated distancing from the document and misunderstandings about the categories investigated. Finally, when we study the history and establish relationship with the present, the data shows that little has changed over the existence of professional education in Brazil, notably marked by its structural duality.

In Asian countries, Singapore is a formidable enemy for Taiwan in developing high technology industry. This mainly research that how Taiwan can work out a solution for being maintained the competitive in Asian countries. From the experiences of Singapore and Taiwan, the state can play a leading role of economic development. This essay is using "State Corporatism", Peter B. Evans'' "Embedded Autonomy" and "Triple Alliance" principles as the analytical theories. Comparative and Document Analytical are used as methodology in this research. This research finds out, in the initial stage, Singapore and Taiwan have highly state autonomy in order to develop high technology industry. In this case, Singapore state plays a "custodians" role, however, Taiwan is as "husbandry". But in recent years, the role of the state has been changed in different roles. Singapore state changed to a husbandry, so the influence on this industry has been rising. And Taiwan t becomes a demiurge and the influences gradually lower down.

In this chapter, we evaluate the progress of the rice Green Revolution and discuss potential policy interventions to achieve it in Tanzania. For these purposes, we summarize four studies that have been conducted by the authors. Especially, we focus on the effectiveness of irrigation, agricultural training, and microcredit for technology adoption and productivity enhancement of rice cultivation. We found a high potential for the rice Green Revolution in Tanzania and that it can be achievable with proper policy interventions. We propose irrigation development and agricultural training as effective means to achieve the rice Green Revolution in Tanzania.

AbstractThe aquaculture sector has grown rapidly over the last two decades, particularly in Asia, providing a larger share of seafood for human consumption than capture fisheries. It has received attention for its contribution to poverty reduction and nutrition improvement for the poor. In this essay, we illustrate the brief history of the development of the aquaculture sector in Asia and present a case of the shrimp sector in Vietnam, one of the largest exporters in the global market in recent years. We show how the sector has developed, particularly in relation to rice production, using nationally-representative household-level data. We then examine a persistent challenge faced by the sector, the frequent occurrence of disease outbreaks, based on our analyses using primary data and randomized controlled trials (RCTs). Specifically, we consider the role of spillovers among farmers and the importance of quantifying unobserved qualities in promoting the adoption of good practices. The effectiveness of digital technology in this area is discussed.

AbstractDebates about terrorism and technology often focus on the potential uses of technology by non-state terrorist actors and by states as forms of counterterrorism. Yet, little has been written about how technology shapes how we think about terrorism. In this Chapter I argue that technology, and the language we use to talk about technology, constrains and shapes our moral understanding of the nature, scope, and impact of terrorism, particularly in relation to state terrorism. After exploring the ways in which technology shapes moral thinking, I use two case studies to demonstrate how technology simultaneously hides and enables terrorist forms of state violence: police control technologies and Unmanned Aerial Vehicles (UAVs), or drones. In both these cases, I argue that features of these technologies, combined with a narrative of precision and efficiency, masks the terrorist nature of the violence that these practices inflict and reinforces the moral exclusion of those against whom these technologies are deployed. In conclusion, I propose that identifying acts of terrorism requires a focus on the impact of technologies of violence (whether they are “high tech” or not) on those most affected, regardless of whether users of these technologies conceive of their actions as terrorist.

AbstractIn the following chapter the author traces the technical improvements in vehicle safety over recent decades, including new sensor technologies with image recognition and Artificial Intelligence, factoring in growing consumer expectations. Through Federal Court of Justice rulings on product liability and economic risks, he depicts requirements that car manufacturers must meet. For proceedings from the first idea until development to sign-off, he recommends interdisciplinary, harmonized safety and testing procedures. He argues for further development of current internationally agreed-upon standards including tools, methodological descriptions, simulations, and guiding principles with checklists. These will represent and document the practiced state of science and technology, which has to be implemented technically suited and economically reasonable. Dilemma situations have always served to clarify ethical and legal principles, such as in the famous example of the so-called “trolley case”. The answer of the law is clear: the killing of a human being with the intention of saving others from certain death may be excused in a concrete case, but it remains illegal in any case. The solution is to avoid accidents at any rate by adapting and forward-looking driving. Relevant maneuvers of driving robots have to be defined and assessed for example using accident data and virtual methods. Further investigation of real driving situations in comparison with system specifications with tests on proving grounds, car clinics, field tests, human driver training or special vehicle studies are recommended. For the required exchange of information, storage of vehicle data and possible criminal attacks protective technical measures are necessary.

This chapter reports on a qualitative research study conducted within a Southeastern U.S. university, which investigated how organizational members appropriated an ERP package over time. A framework suggested by Lassila and Brancheau (1999), which distinguishes different states of software usage, was found to be particularly appropriate in understanding ERP usage. The research, which used a grounded theory methodology supported by the software Atlas.ti®, uncovered different transition patterns of use exhibited by organizational members. Research findings suggest how the practice of informal learning was key in understanding how organizational members transited from one state of use to another.

The use of cultural sites has been profoundly altered by the recent pandemic events with relevant consequences on the cultural heritage industry. While before the CoVid-19 pandemic access to Cultural Sites used to involve a simplified form of control, in the transitional period between the pandemic and the post-pandemic, additional steps are required. The research aims to combine seemingly distant aspects: counteracting the spread of contagion and reorganising the admission processes to institutes of culture, such as museums. Based on the literature, it has been shown that the parameters determining air quality (temperature, relative humidity, concentration of pollutants, dust, CO2, etc.) influence the state of conservation of works of art, while their interaction with the spread of the epidemic has been slightly investigated. The research seeks to find innovative technological solutions to allow access and safe visits to the greatest possible number of users. A conscious design, therefore, must be put in place to allow everyone to enjoy works of art, exhibitions and shows. This is how the concept of universal design is declined here, introducing the concept of ‘safe environment accessibility’. The first results of a research carried out on the microclimate and the air quality inside Tyrannicides Hall at the National Archaeological Museum of Naples (MANN) will be presented. A device called ‘CapsulART’ is designed to be placed at the entrance of a specific room, which acts as a filter and as a decompression chamber to lower the level of pollutants present on people’s clothes and shoe soles. Through a reduction in temperature, parameters that may increase the ease of contagion (e.g. sweating) should be decreased.

Low-traumatic technology of grain separation from an ear is developed. It consists in influence of an air jet on an ear.It leads to rolling of an ear on a surface of the threshing device concave and causes its partial abrasion which is followed by grains separation. Process of wheat ears low-traumatic threshing in the experimental device yields satisfactory results, provides reduces grain endosperm damage on 10-12% in comparison with traditional technology. Germ of grain damage decreases by 5%.Crushing of grain made no more than 0,5%. Use of the developed technology of the low-traumatic threshing will allow to reduce grain damage of cereal crops in case of the harvesting. It is important by cereal breeding.

Subjective and objective uncertainties are imposed on ship structures due to the random nature of the loading environment, inadequate knowledge of physical phenomena associated with loads or deviations in material properties which make reliable predictions of structural response a difficult task. Strength criteria for ships can be established by ultimate strength studies of progressive collapse analysis of finite element models under different boundary conditions with combined geometric and material nonlinearities. Load-Displacement and/or Moment-Curvature curves can be generated and the ultimate load causing failure identified as a multiple of the design load. Ultimate limit state analysis can be carried out for various combinations of parameters to identify the ultimate load factor in each case.

Abstract:
Business is increasingly conducted in a global environment, and mechanical engineering students are expected to be proficient in leadership skills as well as strong technical skills. Many authors state that instead of adding more material and more courses to the engineering curriculum, which would likely turn students away from engineering, engineering educators need to respond by opening up access to engineering with the larger world. We found that one of the effective ways of bringing real-world issues related to the areas of manufacturing and design, thermal engineering, acoustics, vibration, welding and nondestructive evaluation into classrooms is through the use of case study methodology. The Laboratory for Innovative Technology and Engineering Education (LITEE) at Auburn University has developed eighteen multimedia case studies over the past ten years. Faculty and students partnering with various industries develop these case studies. The case studies focus on real-world problems that actually occurred in the chosen industry. All the technical and business details related to the problem are provided in the case study. Through the use of information technologies we created multi-media case studies that bring real-world decision making from the engineering industry into the classrooms. The students analyze the problem in the class using role-playing, thereby simulating the decision-making scenario that occurred in the industry. The students also have an opportunity to compare their solutions to what happened in the industry. This paper describes the steps involved in developing a LITEE case study, administering this case study in engineering classrooms, and the results of evaluating the effectiveness of this method of instruction. This paper also discusses the details of different case studies related to the above-mentioned areas available through LITEE.

Effective pipeline design and regular maintenance can assist in prolonging the lifespan of subsea pipelines, however the presence of marine vessels can significantly increase the risk of pipeline damage from anchor hazards. As noted in the Health and Safety Executive – Guideline for Pipeline Operators on Pipeline Anchor Hazards 2009. “Anchor hazards can pose a significant threat to pipeline integrity. The consequences of damage to a pipeline could include loss of life, injury, fire, explosion, loss of buoyancy around a vessel and major pollution”. This paper will describe state of the art pipeline isolation tooling that enables safe modification of pressurised subsea pipelines. Double Block and Bleed (DBB) isolation tools have been utilised to greatly reduce downtime, increase safety and maximise unplanned maintenance, providing cost-effective solutions to the end user. High integrity isolation methods, in compliance with international subsea system intervention and isolation guidelines (IMCA D 044 / IMCA D 006), that enable piggable and unpiggable pipeline systems to be isolated before any breaking of containment, will also be explained. This paper will discuss subsea pipeline damage scenarios and repair options available to ensure a safe isolation of the pipeline and contents in the event of an incident DNV GL type approved isolation technology enables the installation of a fail-safe, DBB isolation in the event of a midline defect. The paper will conclude with case studies highlighting challenging subsea pipeline repair scenarios successfully executed, without depressurising the entire pipeline system, and in some cases without shutting down or interrupting production.

Abstract:
Abstract Poor management of annular pressure regimes, or inadequate transport of drilled cuttings from bit to surface, results in significant non-productive time (NPT) and invisible lost time (ILT). On average one in three North Sea continental shelf wells requires the technical sidetrack of a section, pushing drilling projects over authorized expenditure (AFE). Insufficient control of real-time hydraulics is a significant contributing cause. Pre-well planning applications and real-time (RT) engineering applications have used, for decades, steady state hydraulics models. In recent times, this modeling has been augmented with transient hydraulic models which have improved the capability, especially in real-time. Our advisory and control system maintains a digital twin with tools and environment, updates the digital twin state from measurements and transient wellbore flow modelling, and assists range of operations. This paper details the features of a one-dimensional multi-phase transient model of wellbore flow capable of comprehensively resolving the temporal and spatial course of pressure, cuttings concentration in suspension, and those in static beds along the wellbore. The model considers local variations in rheology, cuttings slip, cuttings deposition, and cuttings mobilization. The cuttings concentration uses a drift-flux model, populated with coefficients from high-resolution 2D and 3D CFD simulations. The numerical solution is designed for effective real-time execution. A comparison of simulation outputs with measurements demonstrates the accuracy of the model: equivalent circulating and static densities (ECD & ESD) and standpipe pressures are compared to their measured counterparts from surface and downhole pressure sensors; simulated outlet cuttings mass is compared to measured skip weights. The evaluation also demonstrates that accuracy is a function of input data availability and quality: how RT rheological sensor data, providing a constant feed of Fann-75 data to the model, impacts simulation results. Results clearly show the superiority of a real-time transient hydraulic model, obtaining a 10-20% tighter correlation with measured ECD & ESD, and a simulated mass out of the wellbore within 4% of the measured skip weights during both drilling and section clean-up operations. Simulation results using input low-resolution bob-and-cup measured mud density and rheology have less accuracy than those supplied with a continuous feed of real-time density, rheology, and temperature from an automated measurement system. A sensitivity analysis on input variables serves to identify which fluid properties are the most essential to measure automatically. The paper will conclude with an overview on the implementation of the physics-based models in a SCADA style drilling advisory and automation system.

Abstract:
The primary goal of the Consortium for the Advancement of Shape Memory Alloy Research and Technology (CASMART) is to enable the design of revolutionary applications based on shape memory alloy (SMA) technology. In order to help realize this goal and reduce the development time and required experience for the fabrication of SMA actuation systems, several modeling tools have been developed for common actuator types and are discussed herein along with case studies, which highlight the capabilities and limitations of these tools. Due to their ability to sustain high stresses and recover large deformations, SMAs have many potential applications as reliable, lightweight, solid-state actuators. Their advantage over classical actuators can also be further improved when the actuator geometry is modified to fit the specific application. In this paper, three common actuator designs are studied: wires, which are lightweight, low-profile, and easily implemented; springs, which offer actuation strokes upwards of 200% at reduced mechanical loads; and torque tubes, which can provide large actuation forces in small volumes and develop a repeatable zero-load actuation response (known as the two-way shape memory effect). The modeling frameworks, which have been implemented in the design tools, are developed for each of these frequently used SMA actuator types. In order to demonstrate the versatility and flexibility of the presented design tools, as well as validate their modeling framework, several design challenges were completed. These case studies include the design and development of an active hinge for the deployment of a solar array or foldable space structure, an adaptive solar array deployment and positioning system, a passive air temperature controller for the regulation of flow temperatures inside of a jet engine, and a redesign of the Corvette active hatch, which allows for pressure equalization of the car interior. For each of the presented case studies, a prototype or proof-of-concept was fabricated and the experimental results and lessons learned are discussed. This analysis presents a collection of CASMART collaborative best practices in order to allow readers to utilize the available design tools and understand their modeling principles. These design tools, which are based on engineering models, can provide first-order optimal designs and are a basic and efficient method for either demonstrating design feasibility or refining design parameters. Although the design and integration of an SMA-based actuation system always requires application- and environment-specific engineering considerations, common modeling tools can significantly reduce the investment required for actuation system development and provide valuable engineering insight.

Abstract Formation evaluation in a gas condensate carbonates reservoir with high temperature and pressure is very challenging: low porosity and gas have an effect on reserve estimation and fluid typing identification. A complex of or state-of-the-art petrophysical studies were implemented for the first time in Europe in the Machukhske field in Ukraine, which helped to estimate the reservoir properties, rock quality, permeability and fluid typing of the main challenging productive carbonate reservoir of the Tournasian formation at a qualitatively new level. The 8.5" section was drilled through the Tournasian formation with oil-based mud and a composite logging suite with high pressure and temperature (P, T) ratings was deployed. Gamma Ray, Neutron, Resistivity, Density and Formation Testing tools were run along with latest generation of multifrequency, focused Nuclear Magnetic Resonance (NMR) wireline tool. Longitudinal (T1 ) and transversal relaxation time (T2) distributions were calculated from multifrequency echo trains of raw NMR data to evaluate hydrocarbon porosity and saturations. The evaluation of T2 spectra used blind source separation driven by statistical independent component analysis (BSS-ICA), a machine learning algorithm. These results were then compared against those obtained from traditional two-dimensional NMR (2D-NMR) maps, specifically the T1T2 maps, that rely on the simultaneous inversion for T1 and T2. An adequate data acquisition sequences or logging activations ensured a suitable magnitude of the borehole signal, which enabled tool to apply long polarization times needed to detect volatile fluids. Conventional logs and core data were integrated with NMR results to minimize uncertainties, mathematical artifacts, and different effects. Rock quality indicators based on NMR porosity fractions and acoustic velocities were calculated and revealed some rock heterogeneities or porosity-lithology facies. In challenging borehole condition with high P & T, high quality composite logging suite data was successfully obtained. An advanced reservoir characterization study was performed by integrating the NMR data with conventional logs which also helped to reduce the uncertainty in formation evaluation by clearly identifying pay and shale zones, deeper understanding of the storage and flow capacity of reservoir and the furthermore, providing necessary parameters for optimizing completion design. An innovative study was carried out which helped not only meet objective of the well, but also results became reference for detailing the geological and hydrodynamic models of Machukske gas condensate field. The geological and technological model of the field was updated, and further field development strategies were optimized.

The development of digital technologies for manufacturing has been challenged by the difficulty of navigating the breadth of new technologies available to industry. This difficulty is compounded by technologies developed without a good understanding of the capabilities and limitations of the manufacturing environment, especially within small-to-medium enterprises (SMEs). This paper describes industrial case studies conducted to identify the needs, priorities, and constraints of manufacturing SMEs in the areas of performance measurement, condition monitoring, diagnosis, and prognosis. These case studies focused on contract and original equipment manufacturers with less than 500 employees from several industrial sectors. Solution and equipment providers and National Institute of Standards and Technology (NIST) Hollings Manufacturing Extension Partnership (MEP) centers were also included. Each case study involved discussions with key shop-floor personnel as well as site visits with some participants. The case studies highlight SME’s strong need for access to appropriate data to better understand and plan manufacturing operations. They also help define industrially-relevant use cases in several areas of manufacturing operations, including scheduling support, maintenance planning, resource budgeting, and workforce augmentation.

Web-based idea management systems are directly connected to the creativity process, driving innovation, and challenging “conventional” way of idea management. To fully utilise web-based idea management systems, it is important to research what competences organisations should reward and boost to improve idea management results using web-based idea management systems. This investigation identifies the academic trends and their interaction between overlapping scientific fields, such as idea management, idea management systems and the basic and techno-logical organisational competences using bibliometric and network publication analysis. To verify the results and gain additional practical insights, four practical case studies of idea management practises of different organisations and industries are included. The data is collected through systematic and scientific podcast interviews with different or-ganisation representatives. To achieve the purpose of this research and to support the interview process, the scientific publications and their citations on idea management, idea management systems and competences are systematically analysed. The findings of this study provide important conclusions of the current state of research and serve as the basis for further empirical research on the organisational competences relevant for web-based idea management systems and their applications. This research is the first step to answer the question: which competences do organisations need to establish or improve, so that open innovation technologies will “boost” not “kill” creativity? The results are presented in a critical review form to establish a framework for the body of knowledge gathered in this research. The study highlights what kind of competences should be stimulated to successfully apply web-based idea management systems. Organisations should stimulate overall organisational competences and technology management competences. From overall organisational competences this includes – analytical, communicative, social, and monitoring competences. From technology management perspective this includes – process competences, project, systems competences, opera-tions systems competences.

This work provides an institutional, legal and policy review of crucial aspects of land records modernisation systems in Gujarat. Recognising the significance of land and its management for the state economy, Gujarat was among the early states to computerise its land records and processes and integrate them. In 2009, the state introduced resurveys using modern technology, which resulted in promulgation of updated records in more than sixty percent of villages, before being paused in 2018. Apart from political leadership, administrative initiatives such as documenting procedures and operational guidelines, incentivising of regular progress and reporting, and regular capacity building helped the state in making a significant progress. Gujarat is among the most urbanised and industrialised states in the country, and this volume presents case studies on the state of land and property records in urban and industrial areas, and the attempts to modernise them.

Abstract:
This work provides an institutional, legal and policy review of crucial aspects of land records modernisation systems at the national level. Introducing property records and patterns of ownership in India, it provides an overview of various central government schemes promoting land records modernisation. It discusses the systemic and legal characteristics of land records and the proposed shift to conclusive land titling system, drawing attention to issues of tenure and property rights, especially in the urban and peri-urban context. Presenting multiple case studies on ongoing modernisation initiatives in some of the study states, the volumes also looks at the roles of multiple institutional stakeholders and the interfaces between them. Operational challenges faced in this transition to technology have also been discussed, in an attempt to bring out an overall picture of crucial issues and best practices across state-level diversities. The objective is to highlight the possibility of multiple trajectories and look at ways in which states can learn from each other by sharing experiences, while simultaneously acknowledging that there are certain issues that are typical of a particular state and must be resolved via deeper engagement with the local terrain.
