Full textAs an actor of malagasy higher education and researcher in Information and Communication Sciences, we analyzed the phenomenon of low usage of ICT among Malagasy teachers, by adopting three successive positionings. We started the research by asking ourselves : « what is wrong ?». This question includes an important postulate: the existence of a problem regarding the use of TIC by the teachers. It is also raised by an individual "actor" of a situation, with a strong will of change and not only by a scientist researcher, in an attempt to understanding a phenomenon. During the study, we reformulate our questioning : «How does it work? » since we have put in day the "mechanism" underlying the construction of practices of technologies (logic of promotion and opportunism) through situations of use of devices within the university. We adopted our positioning of researcher. At the end of research, we answer to the question « How to compose with this functioning? ». This part of the study is addressed to promoters and managers in a perspective of accompaniment and advising. We become an acting researcher . After a review of the context of malagasy education and researches concerning the domain of ICT in Sociology and in Education Sciences, we have attempted to offer an additional model of understanding for the usage of ICT through the application of the qualitative systemic analysis of relations and notion of « logic of the system». We have then proposed global actions for managing technological project among malagasy university

Full textIn a turbulent and constantly changing environment, the customer has become the company's most important asset. Today, to outperform the market, a company must offer its customers better value than its rivals. Furthermore, customers have become less easy to satisfy and more unpredictable. They also seem to play a more active role in the product design process. These two points constitute the basis of our research work. We propose to answer the following question : "What can a firm do to integrate the customer in the product design process (NPD) in order to ensure a better acceptability by the market ?". The integration of customers in the NPD process constitutes the subject of our study. For this purpose, we carried out guidelines of customers implication practices that a firm can engage to integrate its customers in the product design process. We used this guidelines to investigate the impact of customers implication on the product acceptability by the market. We hypothesized that customers implication practices may be dependent on two dimensions : the different customers implication degrees and the different objectives followed to integrate them. Besides, we hypothesized that customers implication practices' effect on the product acceptability may depend on firms. Our substantive hypotheses were tested with data from a national survey of 47 companies, using statistical analysis by categorizing, MCA (Multiple Correspondence Analysis), and cross-classifying. These companies operate in 4 different technology fields, and are of various sizes ranging from SMEs to major groups. The results indicated that customers implication practices which suppose the most effective customer implication, are those allowing a better product acceptability by the market, as expected. This study offers important theoretical and managerial implications. It is one of the first to rely on customers implication guidelines as a basis for examining how customers integration practices engaged during the NPD process can moderate the product acceptability on qualitative outcomes. We provide new insights for managers to consider when and how integrating customers to improve the chances of an innovation project reaching a successful outcome

Full textThe innovation of the 21st century has no longer as a mere objective the survival of companies in the market and the stimulation of the growth at the country level. From now on, there is an urgent need to preserve the environment to ensure the development of present and future generations. Therefore, several empirical studies and theoretical accounts place the matter at the heart of innovation and economics fields of research. The first objective of this dissertation is to examine how ‐at a microeconomic level‐ the emergence and diffusion of environmental innovations is impacted by strategic inter‐firm relationships within supply‐chains. In order to achieve this goal, the first chapter shows that a monopoly maintains on the market a low‐quality product in the sole intention to increase his bargaining power against a supplier offering a drastic innovation ‐a costless high‐quality product‐. The second chapter explains how bargaining powers between vertically related firms can influence the adoption choice of environmental technology leading to a sub‐optimal level of depollution or welfare. To deal with this situation, the regulator must adapt its regulatory policy ‐a tax in this case‐ to modify the choice of the polluting firm. However, its intervention may prove insufficient under certain conditions. The second objective of the dissertation is developed in the third chapter which identifies theoretically and empirically the macroeconomic determinants of environmental innovations in order to help the regulator to better target its interventions

Full textThe study seeks to investigate the perceived lack of coordination, integration, and coherence among units of government as related to eGovernment. The nature of the study is qualitative with a focus on the use of eGovernment in the public sector and whether it can facilitate intergovernmental forums business processes in an effective and efficient manner. The scope of the study is confined to the intergovernmental fiscal system but focused on eGovernment, intergovernmental relations, and cooperative governance. The primary objective of the study is to explore the use of eGovernment whether it can facilitate, coordinate, and integrate intergovernmental relations. Some studies portray that there are challenges in the coordination of intergovernmental forums which have resulted into a disintegration of services. The study further investigates options that could mitigate these challenges through acknowledging the effective application of ICTs (eGovernment) in government services. The study has found that South Africa has a functioning system of intergovernmental which are not effectively coordinated in terms of engaging each other in matters of mutual interest. On the other hand, eGovernment promised to bring about cohesion and transparency when they are effectively employed. The study revealed that the application of eGovernment in the intergovernmental forums has the capability to improve their operations, respond to its ineffective coordination and improve delivery of services. In a nutshell, the study has found that there is a need for a radical planning outlook that recognises proper utilization of eGovernment in the intergovernmental forums to promote cooperative governance.

This phenomenon has developed with the emergence of new information technologies in public administrations, becoming then an important factor in the renewal and modernization of the public service. This new trend that the world has been exploring for a few years aims to share and reuse the public data held by the public service, while keeping as objective the democratic transparency in response to the requirement to be accountable to citizens to fight against corruption and promote Open Government in favor of citizen involvement.In this respect, the Open Data concept leads us to question ourselves about the importance of opening up data in the public service, about the degree of obligation to adapt to this opening, also about the consequences of the Open Data’s intrusion into the sphere of the public service and the limits that Open Data may encounter.To answer these questions, we will focus on the emergence and development of Open Data in the public service, with a depiction of its impact on democracy evolution and its eminent role in the creation of new public services, such as the case of data public service in France. Thus, the best angle to study the opening of public data in the public service is the comparative public law, this allows us to analyze the practice of Open Data in the pioneer countries in this field and the Maghreb countries who recently integrated this new way of work. This study also aims to prove what are the benefits of Open Data for the administration and the citizen

Full textThis thesis focuses on the emergence of theories accompanying the development of the communication world in companies and organizations. Communication is here understood as a professional field of trades and economic activities, sometimes with a mode of service organization in business and sometimes an economic sector of agencies. By doing this "genealogical" feedback work, this thesis has also looked into training and research in an academic context: i.e. the emergence of "organizational communication". Genealogical analysis has been done comparing two countries: Brazil and France. Studying periods when Public Relations, Corporate Journalism, Corporate Communication, or "Organizational Communication (s)" were created has led us to look at the place where practices, professional organizations as well as theorizing have emerged, have been exported, have modeled, i.e. the United States.This thesis also describes the emergence and development of "organizational communication" in Brazil (often in the context of "social communication" and the study of public relations -the designation "organizational communication" appeared in 1985) and in France (more than twenty years after the creation of the research field "Information and Communication Sciences" in 1975). Analyzing the institutionalization of an academic field of research shows that university leaders have brought about different theorizations –and it is essential. Theoretical traditions not only diverge in support of interdisciplinary nature, but also in terms of building social relations among the academics, the worlds they observe and to which they often contribute. Some of them, through research and consultancy, are often closer to the "functionalist" approach than to advocacy; others maintain a critical distance and need to find ways to access and monitor changes in both organizations and their communication. The Brazilian "Integrated Communication” approach", still academically defended in the USA and France both by agencies and professionals, has enabled us to show, in the last chapter, how the differentiated effects of institutionalization for "organizational communication" in both countries has led to two divergent stakes and theorizations supported by classic researchers
Esta tese enfoca o surgimento das teorias que acompanham o desenvolvimento do mundo da comunicação nas empresas e dentro das organizações. A comunicação é compreendida aqui como um campo profissional de negócios e de atividades econômicas, às vezes como um modo de organização de serviços de empresas, às vezes como um setor econômico de agências. Ao fazer este trabalho de retorno “genealógico”, esta tese também se preocupa desde já com as formações e as pesquisas, instaladas progressivamente dentro do contexto acadêmico : o surgimento da “comunicação organizacional”. Esta análise genealógica é realizada aqui de forma comparativa em dois países-nação: Brasil e França. Voltar a momentos onde se desenvolvem as Relações Públicas, ao Jornalismo Corporativo, Comunicação de Empresa, ou a (s) “Comunicação (ões) Organizacional (is)” desenvolvem, leva a se interessar aos Estados Unidos, local de emergência das práticas e das organizações profissionais, bem como da teorização que foram feitas, foram exportadas e servem como modelo. Se trate também de descrever o surgimento e o desenvolvimento da "comunicação organizacional" no Brasil (muitas vezes no contexto da "comunicação social" e do estudo das relações públicas, com o surgimento da denominação da "comunicação organizacional"em 1985) e na França (um pouco mais tarde vinte anos após a criação em 1975 de uma nova disciplina "Ciências da Informação e da Comunicação "). A análise da institucionalização de um campo acadêmico de pesquisa mostra ser um elemento essencial, que os quadros nacionais das disciplinas universitárias conduzem a diferentes teorizações. As tradições teóricas não são apenas divergentes em termos de apoio a interdisciplinaridades diferente, mas também em termos de construção de relações sociais entre os próprios acadêmicos e os mundos que os observam, ao qual contribuem frequentemente. Alguns, através da formação à pesquisa e a consultoria estão mais perto de abordagens melhorativas freqüentemente denominadas “funcionalistas”, outras se colocam em uma distância crítica e devem encontrar formas de acessos para seguir as evoluções tanto nas organizações quanto de suas comunicações. Uma abordagem especial, “Comunicação Integrada”, desenvolvida universitariamente no Brasil e ainda defendida nos EUA e na França por agências e pour profissionais nos permite de mostrar no último capítulo desta tese como os efeitos diferenciados da institucionalização, dentro dos dois países, para a “comunicação organizacional”, levaram a duas teorias divergentes realizadas por atores pelas tradições e desafios sem nenhuma medida comum
Esta tesis se centra en la aparición de teorías que acompañan el desarrollo del mundo de la comunicación en empresas y organizaciones. La comunicación se entiende aquí como un campo profesional de oficios y actividades económicas, a veces con un modo de organización de servicios en empresas, a veces un sector económico de agencias. Al hacer este trabajo de retorno "genealógico", esta tesis también está interesada en la formación y la investigación, instalada gradualmente en un contexto académico universitario: el surgimiento de la "comunicación organizacional". Este análisis genealógico se realiza aquí de manera comparativa en dos estados-nación: Brasil y Francia. Retornar a estos momentos en que se desarrollan las Relaciones Públicas, el Periodismo Corporativo, la Comunicación Empresarial la o las "Comunicación (es) Organizacional (es)", lleva a interesarse a los Estados Unidos, lugar de emergencias prácticas y de organizaciones profesionales así como de las teorizaciones que se han hecho, se han exportado, han sido modelo. Full textThe purpose of this study was to investigate how much public relations people write in the course of their work; to determine if the amount and type of writing varies with experience, job type or employer; and to ivestigate what other tasks besides writing public relations professionals do. The sample was 198 members of the Public Relations Society of America who responded to a nation-wide mailing of 500 people selected from the Society's membership directory. Results showed that public relations practitioners spent 36.5 percent of their time writing. Overall, public relations people spend more time on publicity, media relations, and business administration than on any other function, but counseling management and research--two emerging area--are rating in the tope 50 percent. Thus, while this study does not provide any startling new information on the public relations industry, it does provide, for the first time, empirical evidence of what an average or typical public relations practitioner does. That was the primary goal of the study.

Full textSocial and medico-social action's professional field (organisations, services, work teams and individual, professionals. . . ) has to face a new rationalization of its practical processes and its intellectual technologies, notably under the impact of the reorganization law of January 2002, which imposes new communication tools. This thesis measures the impact of socio-technical information operations and communication operations ensuring the rights and the participation of users in the establishments and the social and medico-social services. The rapports of usage generated by these operations lead to the reconstruction of the users categories, a shift in professional positions and a reorganization of organisational structures. Based on the philosophical approaches of the relationships between the shape, matter and energy, the construction of a theoretical analysis model relies on the phenomena of transduction which sets the technical objects and the actors, on archaeology of techniques and anthropology of usages. The analysis of the research material (operations in place as well as the expressions of the actors through various media) brings into light the question of power as the central element of the usage rapport. It also highlights the representations games structuring the technical relationship and its evolutions. Beyond the rapport of usage, in a sphere of activity highly structured by the standards of the law, more and more influenced by logic of market and relying on ethical references, appears the hypothesis of a new norm of usage above any other norms

Full textThis dissertation analyses the factors that determine creative innovation as well as its financing by focusing on the elements that hamper/favour the adoption of creative ideas. The financing aspects are also analysed empirically. This research brings up some proposals on the level of innovation practices’ and policies’ as well as on the level of the financing of new innovative companies. We suppose that imitation and conflict risks inhibit especially the adoption of creative ideas. They do not hamper the emergence of innovation in general but particularly the one of creative innovation. Geographical proximity combined with local diversity is supposed to be favourable to the diffusion and to the development of creative ideas. We suggest that in the context of new venture financing the financier needs to possess multiple abilities (financial/technological knowledge, experience in innovation management, abilities in diversity/conflict management) without which he can otherwise be at the origin of the problems that creative ideas face when searching financing. The financier’s lack of abilities can also negatively impact the positive effects of public policies that support financiers active on this market. Our empirical study underlines the importance of this topic by observing the potential hampering role of the financier. This dissertation shows that creativity should be further considered when studying the determining factors of innovation in order to be able to take into account the elements that hinder the emergence of creative innovations
