Full textThis doctoral thesis aims to assess the consequences of the integration of the new information technology and communication media (NITC) on the workforce in Gabon, concerning both the organisational field and the field of workforce health. More precisely, the objective of the current thesis focuses on three aspects. The first aspect concerns the factors which are bound to facilitate the use of NITC by the employees. The second aspect assesses the changes triggered by the use of NITC in the organisation of the employees’ work. Last but not least, the last aspect assesses the impact of NITC on the physical and psychological health of the employees. A questionnaire was applied on a sample of 136 employees who worked in the banking system in Gabon. The designed tool is structured in four parts: (A) an identification part comprising the socio-demographic variables (age, sex, marital status) and the socio-organisational ones (seniority, daily length of use and frequency of use of the NITC); (B) the Brangier and Hammes scale (2007), which measures the relation man-work-organisation starting from the model of symbiosis; (C) a 30-item questionnaire designed according to the research needs, based on the analysis of the categorial-thematic content of the discourses provided by employees in Gabon while describing their daily work routine. It focuses on the influence of NITC on the organisation of work (efficiency in work, communication practises, autonomy, information overload and professional isolation); (D) a questionnaire built in the same manner as the previous one, exploring the perceived connections between NITC and health at the workplace (physical issues, professional stress and professional well-being at work). Globally, the obtained results show that the connections that the employees in Gabon have with the NITC are strongly correlated with the way in which they use them. However, they do not indicate any connection between the use of NITC inside the organisations in Gabon and the organisation of work. Moreover, these results show that on the one hand the NITC are perceived as the source of physical health issues (particularly musculoskeletal issues) and psychological issues (particularly professional stress), but on the other hand they are also perceived as causing a certain psychological well-being (particularly when it comes to the working environment and the involvement in work/self-accomplishment). Finally, our work highlights two mediations: the sharing technologies (vs. assistive technologies) constitute a total mediator of the relation between the perception of the symbiosis between man-work-organisation and the perceived occurrence of the TMS (vs. depression). Our research also has an applicative dimension on short-term, but it opens the gate towards future research patterns aiming to improve the integration and development of NITC in Gabon on mid-term

Full textThis dissertation aims to empirically study the business and societal consequences arising from the usage of emerging information technologies. The first chapter examines the unintended spillover effects of health information technology integration in combating the opioid crisis. I find that for a focal county, its neighboring state’s integrating Prescription Drug Monitoring Program (PDMP) into local Electronic Health Records leads to an increase in the focal county’s consumption of prescribed opioids, an undesirable spillover effect. Moreover, this undesirable spillover effect is mitigated when prescribers in the focal county have access to the neighboring state’s PDMP data via interstate PDMP data sharing. In the second chapter, I explore the effect of opting out of cookie tracking on consumer behavior on a news website. I find that consumers increase the quantity and diversity of their news consumption after disabling cookie tracking. This effect could be attributed to consumers' intrinsic value of enhanced privacy control. The results imply that protecting consumer privacy can add business value to firms

Full textThe distribution of sexually transmitted infections (STIs) and HIV / AIDS prevalence in Canada presents large inequalities between different socio-cultural groups. Aboriginal people are, among the population, which pay the heaviest price. The First Nations of Quebec and Labrador Health and Social Services Commission (FNQLHSSC) has identified sexually transmitted infections, including HIV/AIDS, as a priority health issue. The Aboriginal Strategy on HIV / AIDS estimates that to be effective, interventions to prevent HIV / AIDS must target various groups, among which Aboriginal youth is a particular target. In this sense, the familiarity of the younger generation with technology positions especially the use of information and communications technology (ICT) as a highly promising avenue for HIV / AIDS prevention among adolescents and young adults. We conducted a knowledge synthesis in this innovative field following the methodology suggested by the Cochrane Collaboration to highlight the effectiveness and the adoption factors of interventions using ICT for the prevention of STIs/HIV/AIDS and for the promotion of sexual and reproductive health among adolescents and young adults. The results of this systematic review were used to develop and conduct, in partnership with the FNQLHSSC, a research project aiming at studying the feasibility of interventions using information and communication technologies (ICT) to promote sexual health among adolescents and young adults of Quebec First Nations (FN) communities. As a complement to this feasibility evaluation, a study was conducted in order to formulate exhaustive recommendations for the development of evidence-based interventions that also take into account the characteristics of the target population. This study aimed to identify the factors underlying condom use among 13-18 year olds from FN communities of Quebec. We discussed in this thesis the results of those studies, as well as various issues of our research partnership with the FN stakeholders who participated in our project. The practical implications of our results, in terms of research and intervention, are to be discussed with our main partner, the FNQLHSSC, in order to maximize benefits for the populations of PN.

Full textDesigning product or services for healthcare system is highly complex, costly and risky. It combines constraints such as being a multi decisional and multilevel system with specific financial model linked to the state the healthcare system organization belongs to. In the highly marketing-time sensitive context of innovative products or services, there is challenge for designers to be able to match the new design to the users’ needs, answering to their context or usages while integrating all system stakeholder components. Telemedicine (TM) is the use of ITtechnologies to provide medical care or medical advice. It is considered a care delivery transformation combining medical, technological and organizational innovation. Using the example of Teledermatology a dermatological application of TM, this PhD develops a methodology based upon users contexts and usages to design integrate and provide an assessment model to decision makers. The opportunity to implement and integrate the service in French department of dermatology is discussed

Full textRecently applied to the consumer behaviour field, regulatory focus theory suggests that two motivational states, called promotion and prevention, determine judgment and behaviour. Our research intends to assess its contribution to health behaviour and to health information processing traditionally inspired by the cognitive paradigm. The literature review and an exploratory study underline the interests regulatory focus theory could provide in the health domain but argue in favour of the necessity for adaption in such a context. A specific scale measurement of health regulatory focus is constructed and validated on a sample of 1600 consumers. Consequences of the construct on health locus of control, health risk and health behavior provided further validity evidence. Antecedents of health regulatory focus included health experience, subjective health state, optimism and neuroticism. In order to test the role of health regulatory focus on health information processing, an experimentation consisting in manipulate verbal and non-verbal communication of a functional food is conducted. Our results show that health regulatory focus influences the understanding of information, perceived efficacy of the product and purchase intention. Complementary analysis aiming at replicating past researches confirmed the main influence of motivation to process information and nutrition knowledge

Full textNew informatic tools appear. Do they have an impact on the organization of the companies ? It is what we have to examine in the present thesis. Its is advisable to find the applications which make it possible to use these new tools with effectiveness. In a first part, we observe the fields of the problem : it will be seen how to conceive an information system and we question about the way in which the companies set up the new system. Then in a second part, we analyse the problem of the impact of this new system on the whole of the organization by proposing a method which can be appropriate for the companies to improve their performances

Full textThis dissertation analyses information based technologies usages in organizations and their influence on control assemblages. An existing structurational view of technology usages consequences is adapted to an approach of control that is also informed by structurational principles. The resulting model of analysis is mobilised for studying a collaborative technology appropriation process. A preliminary study based on 34 interviews is carried out to outline the appropriation context of this technology. The main case study is grounded on 44 interviews and 14 days of non participative observations. This research shows that usages as they develop, are similar to successive negotiation steps that progressively revise control. This process entails two main revisions. On the one hand, administrative control can be seen as updated as they coalise to obtain a systematic and spontaneous reporting from individuals. On the other hand, appropriation brings the dissolution of social control and integrative devices split from the group they originate from. These revisions can be seen as the diffusion of an advanced 360° accounting logic

Full textInformation has become a new demand in healthcare. Confronted to such claims – dialogue, transparency, communication – officials had to find solutions to help the citizens-users of healthcare to regain confidence towards their physicians as well as toward healthcare system. Information is a means enhanced by law-maker to reach the global aim of health democracy. The information of users is a tool favouring access to healthcare protection, thus the base from which springs the principle of citizen and equality towards health. It contributes by its double side – preventive information and curative information – to deeply restorer the medical link, both collective and individual. Since the 4th march 2002 law, healthcare users have been awarded a genuine power of action and of self decision. They are fully committed in management of their health. As actors and thanks to information, they can manage their own therapies as well as healthcare policies. Medical relationship have thus transformed the outdated “fathercare manager” into autonomy and finally into partnership, therefore transforming the basic notion of “patient”. Healthcare has become a field of codecision. Information helps to reach a goal of quality, equality and balance among its various actors by different tools : highlighted consent, medical file, secrecy, medical policies. Information has become a regulating tool of medical relationship

Full textThe use of New Information Technologies (NIT) has been very popular these last years in teamwork within firms. This popularity is a consequence of a both technological and cultural phenomenon : The Internet and its derivatives (Extranet, Intranet). The Internet phenomenon has led to the rise of new ways of working, communicating and managing knowledge in organizations. Yet to the firm, using NIT or not is a strategic choice : A wrong decision may lead to death. That is what came to happen to several firms that went though NIT adoption without first analysing the eventual consequences on their competencies. This might be the reason why 48% of the CEOS we met still have negative prejudices about the impact of NIT on learning and communication in their firm. This emphasizes the necessity to study the actual impact of NIT on communication as well as individual and collective knowledge within the firm. Data in this research were collected before and after the implementation of NIT in a Management Information System. Two methods were used : The first one is qualitative, and was based on an action-research. The second one is quantitative, and used statistical analyses of means and variances differences. The main result of this research is that NIT integration in a Management Information System may facilitate access to accurate information and knowledge, and booster performance in the workplace, while not necessarily improving interpersonal cooperation and collaboration

Full textThe introduction of information and communication technologies (ICT) in the caring relationship is part of a wider movement, aiming at building a real society of information. Although public health is not spared from those new customs, it nevertheless deserves its own specific study, given the singularity imprinted by patient-doctor relationships. Telemedicine, as a distant medical practice, is characterized by its seniority and the novelty of its normative frame. First of all, offering a spatio-temporal mutation of the medical practice, TIC shift traditional boundaries, including those recognized to the author and finality of the medical act. The doctor-patient bond becomes plural and dematerialized. Then, challenges implied by the resort to TIC, this new technical screen, made very imperious the intervention of the law to supervise and control its use. Caring relationship law resorting to TIC is protean. Doctors and patients' rights and duties invariably apply to this new form of medical practice. However, the lawmaker tried to fill this frame out by initiating dedicated rules, yet remaining piecemeal and lacunar. Resorting to the other fields of law is needed with view to a wide supervision. It however demonstrates its failure or unsuitability for such singular activity

Full textThe thesis is concerned with the productivity impact of IT. Indeed, there is no consensus to assert if IT increases the productivity or not. The thesis proposes to reconsider the production theory. The management activities are explicitly considered and distinguished. In short, the enterprise is divided in two kinds of activities: Core activities which contain all resources that are directly concerned with production, and ancillary activities which contain all inputs that are not dedicated to the production process. The thesis models mathematically a production function that includes the ancillary activities together with the core activities. An important assumption of the model is that the core production is complementary to ancillary production. We obtain several results. First, we derive a mathematical formula for the productivity of the manager. Second, we conclude that the impact of a technological change on productivity depends on the kind of activity. The more the technological change concerns ancillary activities, the less the impact of the technological change will be. Some econometric studies confirm our results. We find similar results for the French Industrial sector in 1997. We find a positive and significant relationship between the proportion of blue collars using computers and labor productivity. These is not the case with clericals

Full textThe aim of this thesis is to contribute to a better understanding of the diffusion of Information and Communication Technologies (ICT) in firms and of its economic and social consequences. The first issue ot the thesis is to study strategic choices of firms concerning ICT adoption. To take advantage of ICT opportunities, firms can choose to implement an e-business strategy. Through a Website, the strategy can be directed towards either informing customers or selling online. Beyond the determinants highlighted in the literature, the originality of the first chapter lies in the introduction of factors hardly measurable such as reputation, competitive environment or mimetic behaviour. To deepen the analysis, the second chapter focuses on firms' motives for investing in a Website. Depending on the competitive pressure in the market structure, the firm may try to reach two objectives. The Website can be used either to enhance the competitive advantage on the market and/or to strategically eliminate rivals by creating artificial entry barriers. The second issue of the thesis is to analyse theimpact of firms' I CT choices on employees. The third chapter looks at the impact of ICT on the satisfaction and the stress of employees at work. We investigate whether ICT favour satisfaction by being associated with acknowledgement and enrichment, or conversely reinforce stress by increasing employers' pressure. The fourth chapter is devoted to the analysis of the impact of ICT use at work on the incentives and motivations a firm can use to get employees'optimal provision of effort

Full textThis research is basically aiming at understanding the economic stakes conveyed by the merging between informatics and telecommunications made possible by the rapid development of information technology. It comprises two parts. The first one is devoted to the examination of the information concept and its economic nature. Furthermore it intends to be a critical appraisal of the so called information economy but tries also to provide a comprehensive approach of the recent development of information technology within the framework of advanced capitalism. As far as the second part is encored, it enters the topic of transborder data flows focusing mainly on their economic dimension. They are viewed in relationship with the word economy market by the predominance of transnational economic systems. A particular attention is deserved to the use of telematics network by transnational companies. We also stress the existence of new markets and products generated by the penetration of data processing systems with the world economy. A final stage studies the impact of international data transmission of developing economies and discusses briefly the computerization of the Third world

Full textNowadays Information technologies (IT) have been proven to be essential to enhance firm performance. Their contribution to the competitiveness and the productivity improvement of firms is more and more confirmed. Nevertheless, IT transfer to non occidental countries is not always successful. Several studies on information systems, conducted most of the time in Europe or the USA, have been focused essentially on the determinant of IT adoption. The analysis of these studies has shown that the impact of cultural diversity has been very little explored. Based upon this shortcoming we tempted in this present research to shed light on the contribution of national culture in IT use. More especially, we explored the influence of six cultural values (individualism/collectivism, masculinity/feminity, uncertainty avoidance, power distance, high/low context of communication and polychronism/monochronism), representative of national culture, on IT adoption. The empirical study on electronic mail adoption by employees of two subsidiaries (Tunisian and South-african) of a gas multinational corporation, showed that there are three cultural dimensions that could explain electronic mail use which are power distance, polychronism/monochronism and individualism/ collectivism

Full textAt first glance, working conditions of employees French appear to be favourable. The banking sector is particularly preferred and may be cited as an example. However, in reality, the situation of the banking sector is less idyllic. If the job bank has changed since a recent period, it has also intensified and accelerated. In this context, two effects of the implementation of ICT can be distinguished. The first conduit to an improvement in productive behavior and provides a necessary stability for better use of skills and existing resources, the second appears to be associated an increase in the arduousness and workload mental. How to ensure perennial performance of these institutions face both the development of ICT and research skills. How today is the question of working conditions facing the implementation of ICT? These are adapted to the constraints of employees? What deviees of human resources put in place to accompany these changes in work and avoid suffering at work? These are the questions we are interested. The first part of this research aims to clarify a theoretical reference to reflect on what today represents (ICT), and the concept of working conditions, and the links between the two. The second part aims to analyze the representations of employees Compared with the last point. Our goal is to understand the real impacts of technologies on the working conditions of employees in the banking sector. The conceptual framework used was deepened with Empirical research conducted on many of the branches of banks. A comprehensive approach, focusing on the study of a inquiry interviews and based on an abductive research, allowed us to deepen our knowledge. The empirical results reveal that while ICT has modernized and improved the banking operations and the services provided to customers. Is indeed at the detriment of intensification of work, and an increase in workload and a deteriorating and a deterioration of working conditions. These results can provide to human resources a broader and deeper knowledge of the new working environment in which employees are now faced

Full textThe last years were pronounced by an upheaval in the industrial, economic and social landscape on a world level. The liberalization of telecommunications, the spectacular development of the Internet and the progressive setting in network of the companies and the society are revealing of a single phenomenon: the advent of the society of information. The TIC integrated come to evolve the manners of working and this in several fields. The science centers form integral part of the fields that underwent considerable changes in their strategies of diffusion of scientific and technical information. They try to diffuse it by integrating new tools which will ensure a better assimilation and will facilitate the acquisition of these technologies by the public. Only, the science centers accommodate the public globally and they must face this diversity. The integration of multi-media as tool for diffusion appears to satisfy the organizers but not all the categories of the visitors, which obliges the actors to adopt innovating strategies falling under a prospect for demand and not for offer. The innovation is then registered inside debate and gives birth to new means of appropriation of the knowledge. The influence of science and technology on the science centers is not any more to show, they are already in an era of innovation and progress; the revolution is all the more radical as the acceleration of scientific and technological advance is done in synergy with a systematic redefinition of the strategies of the actors who must henceforth fall under a process of competitiveness and of effectiveness who became key factors of failure or success

Full textThe objective of this work is the analysis of the yole of the users knowledge and contextual variables such as the task objective, on the main stages of a Web information seeking. We examine in this work the stage of understanding an information need (construction of a mental representation of the search problem and its purpose), a stage of query formulation (transformation of the mental representation of the purpose in request), and the stage of information consultation and collection (treatment, evaluation and information selection). An exploratory study show that the intermediaries build an conceptual problem representation enriched by documentary attributes which they obtain from a questioning related to their informational knowledge. The experiment 1 examines the protes of mental representation transformation in query and raises that the sense construction of a search problem operates similar processes to those of the text understanding and that the knowledge related to the use of information systems are activated when the presentation of the problem is inconsistent. Finally, the experiments 2 and 3 show that domain knowledge have a prevailing role in the implementation of the information seeking processes (query formulation, treatment, evaluation and information selection) and that the yole of the knowledge related to the use of information systems is less important in the implementation of these elementary processes. Moreover, the results show that the objective of the seeking tank can influence the data processing

Full textThis thesis has been carried out in the field of information and communication sciences and focuses on emotion in information retrieval in health fora. The success of these systems results from an informational and emotional motivation from the participants who can access testimonials, punctual information or medical information filtered through the experience of the patients who are writing. The messages often have emotional content. This thesis focuses on developments in information activities and especially on the role that emotional has in the structuring and evaluation of information. The aim of the first analysis is to highlight the organization of messages and their emotional content through a corpus analysis (from different threads of different French-language health fora). A second study focuses on the analysis of data collected during some interviews regarding the use of health fora and the way in which participants evaluate information. The results show that medical information is very present and mostly interspersed with emotion of fear. However, the joy is the emotion mostly present in all the collected corpus. Finally, if the evaluation criteria markers are emotion, it appears that medical information are also evaluation criteria and not the information evaluated

It raises the positioning question of the new actors of information and documentary communication, those are named here: infomédiaires. Started with the computerization of the French's society, it advance gradually towards the digitalization of agricultural information while passing by a glance thrown on the movements and the operations of the equipment of the rural families in data processing and the installation of the computers in rural public spaces. It deploys under our eyes of true changes, even radical upheavals carried out in each link of the information system agricultural, upstream like downstream, whatever he is a producer, diffusion or user, after having traversed the principal applications of the CIT in agriculture, then in the processes of the communication. It is possible to concretely observe the specific characteristics to each country concerning the digitalization of the agricultural press by examination of the two research samples on the agricultural specialized periodicals from two very different countries in policy and culture. Based on abundant statistical data and of many observations obtained, the perspective analyses could be made on the digitalization of Chinese agricultural information, on the positioning of the infomédiaires concerned - information services, librarians and documentalists

Full textThe regulation of Cyberspace has spawned a litany of metaphors. It had to be preserved from the intrusion of Governments and States that belonged to an outside world. The general will was supposed to be the sole legitimate source of rules for Cyberspace. The first decision of the American Supreme Court about internet law, which struck down the Communications Decency Act, made clear the principles of free speech had to be fully implemented. Cyberspace couldn't be likened to the old wild west in which legal definitions and qualifications had no hold. In this thesis, I've tried to theorize what I termed the special law of new technologies and liberties. Once again, I'll point to the landmark decision ACLU v. Reno to illustrate my point. Filters had been promoted as a more flexible approach than a statute even if their flaws were well known. Unfortunately every solution gives birth to a new difficulty. Filters have become a one become one of the tools thanks to which new sources of rules have appeared

Full textThe approach of the web and prospective will depend on the considered framework of observation. The framed vision identifies a basis of study and assigns the limits of the system. The current interactions, in the considered framework of observation, are then significant and will direct the prospective trails. The web will be considered through three frameworks of observation : the web as closed system which represents the connected sites, the web like open system which reveals the socio-technical system related to the presence of the actors, the web considered as a complex system which answers the principles of complexity. Taking support on the system theory and using the method of the participating observation adapted to each framework of observation, the prospective tracks will differ although being complementary. The web as a closed system trends towards a structural research ; the web as an open system evolves at the rhythm of social construction ; the web as a complex system escapes the actors and presents an autonomous evolution

Full textThe aim of this thesis is to study the impact of information and communication technologies (ICT) on the transaction costs. It is composed of five chapters. The first treated principally the development of « new economy », linked to the democratization of the usage of ICT. These ICT affect also the informational environment of the agents and the nature of their rationality, essential determiners of the transaction costs. The second chapter reminds therefore the reasons of the existence of the theory of transaction costs, as well as its main concepts and hypotheses. The third chapter shows how ICT reduce these transaction costs. We distinguish the impact of ICT on coordination costs and on motivation costs. We demonstrate that ICT reduces coordination costs and increases efficiency. These efficiencies are process improvement of trade and marketplace benefits. At the same time ICT affect motivation costs, we discuss the effect of Internet on informational asymmetries. Our conclusions suggest that reduction of coordination costs is important. However, the Internet is not marked by more asymmetry of information than the traditional market. The fourth chapter is interested in the organizational choice related with the effect of ICT on the transaction costs. The limits of the choice market/hierarchy result in the appearance of the theories which take into account the coexistence of these two organizational choices in new forms of organization such as networks. The main characteristics of these organizational forms make the object of the developments of the last chapter

Full textPerformatisation and inclusion into Facebook. Study of identity technodiscursifs process is as interdisciplinary research that pays on the study of identity technodiscursifs phenomena. From a techno-socio-semiotic-pragmatic perspective, two key concepts performatisation and registration are proposed as strong hypotheses to explain the operation of identity technodiscours. Some methodological issues related to the construction of web corpus are described on the basis of two selected corpus, from the Facebook platform: extracts plurilogues and screenshots. We develop our analytical categories and specify the methodological way from the reticular analysis and ethnographic exploration of target surfaces. Other important concepts are also developed: the concept of web-sign, the concept of digital record and that of échoïsée saying, all of which help manage our basic reflexive course. In concluding, the main issue of this thesis, which is, the emergence of techno-discursive processes of identity on Facebook, it tries to account for the reasons of its emergence and its apprehension in the light of the 'performatisation' of the processes carried out at different levels of virtual practices

Full textWe tried to assess the effects of new technologies of information and communication technologies (ICTs) on the competitiveness of firms in a competitive environment, with the model restricts the Cournot duopoly where two firms engaged in the conquest of shares market. We consider two cases : minimum information in competition and competition in asymmetric information. The effects of ICT on the competitiveness of enterprises can be varied: positive, negative, neutral or no interest beyond a certain threshold of use. ICTs are seen as a necessary factor for improving the competitiveness of a company, but cannot be considered a sufficient factor. This analysis helped to highlight the paradox of Robert Solow, American economist and Nobel Prize in Economics in 1987 which basically says: "You can see the computer age everywhere except in the productivity stactistics", which can result in "New technologies of information and communication are seen everywhere except in productivity statistics". In this work, a source of explanation of the Solow paradox, other than the endogeneity of technical progress and other than the flexibility between capital input and labor input is asymmetric information

Full textSince the end of the eighties, globalization of markets notably results from the development of global strategies by firms and the world-wide localization of their differents activities. Information technologies are deciding in this process of globalization : - they support actively the global strategy as opposed to the classic multinational strategy : - they make easier the emergence of new industrial organizations as networks. Moreover, the industry of information technology is directely concerned : it's a global industry (development of global strategies by firms, geographis dispersion of their activities, globalization of products markets. . . ) However, an attempt to measure the impact of information technologies on the process of globalization of production and distribution activities and the development of research-development industrial networks, shows this factor is considered of secondary importance in comparison with strategic factors. Nowadays, most of firms haven't integrated the real dimension of information technology in their information system and their strategy

Full textWeb applications in general have experienced significant technological developments over the last two decades and with them the habits and expectations of the generation of men and women called The Digital Generation. Paradoxically to these technological and behavioral changes, e-learning software (ELS) does not quite follow the same curve of technological change. Indeed, its design model remained so static that its pedagogical usefulness is questioned by pedagogical experts who say that current ELS does not take sufficient account of educational theory. So how to improve the inclusion of pedagogical requirements in the ELS design process? There are several approaches to designing robust ELS. However the use of pattern concept in this design process is of great interest to both educational experts as well as experts in software engineering. The pattern concept allows ones to capitalize on the experience of ELS design experts and also simplifies the software design process, thus also reducing the design process cost. A comparison of patterns-based ELS design processes in the litterature has shown that there is no collaboration framework for the ELS design team, that is to say, educational specialists and software engineers. There is also a lack of important steps in the proposed software life cycles which may not be rigorously described to allow the design of efficient ELS. Finally patterns used in the design process of ELS meet either educational or software requirements but not both. As a solution, this thesis proposes a design approach to designing pattern-based ELS suited to Web technologies. More specifically, this thesis primarily proposes a pattern-based systematic approach, showing what should be the sequential steps for designing an ELS that meets pedagogical requirements. Furthermore this thesis also proposes a repository of 110 patterns that are used in the approach. These patterns can easily be found using the pattern search guide proposed in this thesis. The design approach was validated with two application examples to conclude that firstly the ELS design approach is realistic and secondly, that the patterns are valid and functional. The proposed ELS design approach is original and differs from those found in the literature as it is entirely based on the pattern concept. The approach also allows the ELS engineer to take into account the educational requirements. It is generic because it is independent of any hardware or software platform. However, the process of educational requirements translation is still not very intuitive nor very straight forward. Further work must be done to complete the results obtained, in order to bring usable artifacts from pedagogical requirements to software engineers. A pattern-based metamodel for ELS design that will allow the definition of a typical modeling language for ELS design, or the development of a more intelligent method for patterns search in a large directory is also considered. Adding patterns that will help adding a semantic layer at the ELS could be considered. This semantic layer will not only adapt pedagogical scenarios but will also automates the process of adaptation to the needs of a particular student. Finally another futherwork that can be addressed is how the transformation of proposed patterns in ontologies that can help facilitate the assessment learner’s knowledge in order to provide him structured and useful information for his learning process.

Full textThe use of ICT has become increasingly important in hospitals. However, the legal framework structuring its use is very complex to grasp. Indeed, it is made up of general laws as well as specific ones and makes this framework sometimes unconsistent. To provide an optimal legal framework for the ICT to expand safely, the legislator needs to strike the right balance between protecting fundamental rights and securing practices. As the current legal framework does not provide this delicate balance, public authorities have a strategic role to play to ensure a secure use of ICT within hospitals. To guarantee the development of consistent projects, a strong governance has to set up a national leadership. The legal framework needs to be rehabilitated to support digital innovation in Healthcare and to ensure a legal protection required for an appropriate use of ICT. Hospitals have then a key role to play in securing their practices

Full textThe link between digital health and equity is seldom studied, even less are the policies which tackle both issues, and this despite governments being urged to implement health-and-equity-in-all-policies strategies. This thesis has studied whether and how governments and health systems’ stakeholders address this linkage. Specifically, this piece of population health interventional and political science research has been based upon a qualitative study design and comparative public policy analysis of territories from four countries (France, Canada, Spain & England) since 2015. Data were gathered from official and various stakeholders’ documents and through interviews with key stakeholders in e-health and health equity fields. Digital health policy has been institutionalized to varying degrees in the four so-called developed countries focussed on. However, equity in digital health issue has not been placed on the political agenda, although it is acknowledged that digital health use can increase social health inequalities (SHI), in terms of unfair access, use, understanding and adoption of technologies. In the four territories, when (rarely) dealt with, digital inclusion is tackled through a set of instruments, by actors involved in several fora which coproduce public interventions on digital health, SHI and digital inclusion. Each mode of instrumentation of public action is affected by previous local institutions, along with actors’ interests and preconceptions about the issues involved. Our study proposes a conceptual framework for public action and policy implementation as regards digital health and equity in four territories. This study has been designed to be useful for analyzing policies in other settings and for suggesting strategies that could be directly implemented in the field
