Abstract:
The aim of the study is to demonstrate the potential influence of the prefix 'пред-' on the realization of deverbal nouns with this prefix in texts from specific functional spheres presented in the Russian National Corpus. The paper analyzed deverbal nouns with the prefix 'пред-' and unprefixed deverbatives across 9 functional spheres of the Russian National Corpus (ecclesiastical-theological sphere, everyday life, literary sphere, business official sphere, journalism, educational-scientific sphere, industrial-technical sphere, advertising, electronic communication). The data obtained allowed the researcher to identify the significance of the prefix 'пред-' in the functioning of units with the prefix and differences in their realization compared to unprefixed deverbal nouns. The scientific novelty of the study lies in the first-ever analysis of deverbal nouns with the prefix 'пред-' across the functional spheres of the Russian National Corpus. The work describes the characteristics of deverbatives with 'пред-' in these functional spheres and identifies the potential influence of the prefix 'пред-' on the functioning of deverbal nouns with the prefix. The results of the study indicated that among deverbatives with the prefix 'пред-', the most frequent functional spheres are mainly the ecclesiastical-theological one, the industrial-technical one (compared to unprefixed deverbal nouns), and the educational-scientific one, leading to the conclusion about the influence of the prefix 'пред-' on the functioning of the analyzed deverbatives.

Abstract:
The second half of XX century – the beginning of XXI century are characterized by the active development of a global ecological crisis, which is described by a critical state of the environment and excessive anthropogenization of a geographical sphere. The changes which lead to the formation of absolutely new techno-genic landscapes occur at very fast rates in current geo-spheres. The purpose of the work is to substantiate the recognition of a new geo-sphere – a landscape techno- sphere – based on the previous experience and our field research. The main tasks of the research are to analyze specific features and properties of a landscape techno-sphere; to identify its upper and lower borders; to study a structural organization of all options of a landscape sphere with available techno-substances; to characterize briefly the main stages of the development of a techno- sphere. The research of a landscape techno-sphere is a complicated process and it is based on the use of classical and innovative methodological principles of contemporary geography. A parallel application of three scientific paradigms is the foundation: system, model and ecological. They do not contradict each other; they rather compliment the studying of the interaction between nature and engineering. A system approach allows considering a techno-sphere as a complicated system of a lower taxonomic range of a landscape sphere and a geographical sphere. The following generally accepted scientific methods are used in the paper: analysis, synthesis, comparison, generalization, systematization, induction and deductions. The article substantiates the existence of a new geosphere – the landscape techno-sphere, which is formed by the planetary set of landscape-technical systems. it is noted that it does not have a continuous distribution, but is constantly increasing in size and gradually goes beyond the landscape. The specific features and properties of the landscape techno-sphere are analyzed in detail. Taking into account the criterion of the presence of a zone of direct contract of three blocks of landscape-technical systems (managerial, technical and natural), the upper and lower limits of the landscape techno-sphere are identified. The structure of all variants of the landscape sphere in the presence of technological substances is considered. The main periods of development of the landscape techno-sphere are briefly described. It is concluded that man will never be able to control landscape-technical systems on a planetary scale. However, applying the methods and principles of engineering landscape research, it is possible to achieve optimal interaction of the three blocks of landscape-technical systems and to extend their functional suitability.

Abstract:
This theoretical exploration describes the social and technical features that, together, play a role in the resilience of deviant ideas in contemporary society. It argues, specifically, that two distinct but inter-related spherical processes together contribute to the social persistency of deviant information. The first of these spherical phenomena relates to the fragmentation of the dominant public discussion sphere. The second spherical process of interest relates to information spheres, and specifically as it pertains to a widening of the sphere of legitimate controversy (i.e., the society-wide determination that a topic or object of conversation is worthy of debate). This article argues that these two spherical entities—the constellation of dominate and counter discussion spheres and the information sphere—have a mutualistic and interactive relationship with one another, and that understanding this relationship provides critical insight into the social resilience of deviant information.

Abstract:
Given a Zariski-dense, discrete group, Γ, of isometries acting on (n + 1)- dimensional hyperbolic space, we use spectral methods to obtain a sharp asymptotic formula for the growth rate of certain Γ-orbits. In particular, this allows us to obtain a best-known effective error rate for the Apollonian and (more generally) Kleinian sphere packing counting problems, that is, counting the number of spheres in such with radius bounded by a growing parameter. Our method extends the method of Kontorovich [Kon09], which was itself an extension of the orbit counting method of Lax-Phillips [LP82], in two ways. First, we remove a compactness condition on the discrete subgroups considered via a technical cut- off and smoothing operation. Second, we develop a coordinate system which naturally corresponds to the inversive geometry underlying the sphere counting problem, and give structure theorems on the arising Casimir operator and Haar measure in these coordinates.

Abstract:
The scientific research is devoted to the dissemination of the utility method to research on socio-economic processes in the scientific and technical sphere. It demonstrates that not the maximization of R&D costs and even not the resulting scientific and technical information, but a change (improvement) in the structure (quality) of GDP should be considered to be the target (utility) result of its functioning. At the same time, to quantify the structure of GDP, the indicator of the economic system processability level is proposed. As another utility criterion for assessing its scientific and technical validity, an increase in the utility factor of R&D costs is justified, and its calculation procedure is defined. Based on the analysis of statistical information of the development of the scientific and technical sphere of the developed countries, it was revealed, that the utility characteristics of its functioning are much more significant than the conventional cost indicators, such as scientific intensity of GDP etc. Based on the above, the recommendations are given on the management of the scientific and technical sphere with regard to the strategy of the accelerated technological development in Belarus and its friendly countries.

Abstract:
Due to historical traditions, isolationist tendencies are strong in Russia. The main risks of isolated systems in the context of their scientific and technical development are formulated in the article. They are: stertorious scientific mobility, instability of institutions, lack of competition, inefficiency of conventional market mechanisms for the development of the scientific sphere. We simulate the effect of complex constraints, i. e. “overlay” sudden sanctions on chronic isolation of the Russian scientific and technical sphere. The historical experience of management of scientific and technical development in conditions of restrictions is discussed. Proposals are made to optimize the management of the scientific and technical complex in the current situation.

AbstractSince the Sphere Project was launched in 1997, it has sought to integrate principles of human rights norms with adherence to technical standards. While the Sphere Handbook has evolved as both a field tool and a resource for articulating human rights, it does not fully offer a rights-based approach to humanitarian assistance. In the handbook's current edition, its Humanitarian Charter asserts and affirms human rights principles, but the technical Minimum Standards Section that follows has yet to truly embody a rightsbased approach; that is, it does not clarify how to operationalize human rights in the field, particularly with respect to the health sector. Using human rights documents, the Sphere documents, and existing, published literature in the field of humanitarian practice and human rights, this article provides critical commentary and suggests how strengthening the link between rights and standards, as well as rhetoric and action, can advance the Sphere Project beyond its current applicability as a handbook of technical standards in the field to operationalizing an effective rights-based approach to humanitarian aid.

Abstract:
To facilitate the development of the construction industry, it is necessary to timely issue new standards and to revise the existing ones. However, several problems in the field of technical regulation have been revealed associated with the unwillingness to apply scientific and practical methods in the development of standards and the lack of a hierarchical system of standardized requirements and methods of controlling them. In this regard, the fund of normative construction documents is characterized by unreasonable growth due to the presence of duplicate standards and an excessive number of identical standards for testing methods applied to homogeneous products. Also, the quality of the standards themselves is not up to date: there are ambiguous interpretations, and the requirements and methods are not pre-approved in the industry scientific organizations, which makes it difficult to implement them in the activities of various laboratories. Ultimately, his has a negative impact on the reliability of the obtained product test results and, consequently, can raise the level of risk to the impartiality of the laboratories. There are regarded the problems of standardization on examples of regulatory documents on crushed stone, curbstone, bituminous materials, materials for road markings, as well as suggested ways of solving these problems.

The purpose of the article is to analyze the existing approaches to understanding the terms military sphere, military-industrial complex, defense-industrial complex, security and defense sector, military sector, determining the positioning of the military sphere and its position relative to other natural-geographical areas, joints and overlaps, identification of its functions and problems that interfere with proper functioning. Development of directions and prospects for the development of the military sphere and the Armed Forces of Ukraine in general. Method. The research was conducted on the basis of the analysis of available literature sources on this topic and the application of a spherical approach to the analysis of the positioning of the military sphere and the definition of its components. The available domestic and foreign literary sources and the ratio of these concepts within this literature are studied. Results. Theoretical and methodological problems of comparing concepts related to the military sphere and their interchangeability and interconnectedness are studied. The scheme of correlation of concepts of military sphere, defense-industrial complex and military-industrial complex is offered. Based on the spherical approach, we propose a scheme of the military sphere, which we consider as a sphere formed within the geosphere at the junction of social and natural spheres, at the intersection of demographic, informational, spiritual, environmental, technical, economic, political and social spheres. Within each oblast forming the sphere, three main sectors with the greatest influence on the military sphere are singled out. Six main functions of the sphere are singled out and arranged in order of importance on the basis of the proposed scheme. Scientific novelty. The need for this study is due to the fact that despite the fact that since 2014 and to date, fighting has been going on in the east of our country, in many universities the discipline of military geography and related disciplines is being stolen, the term military sphere has not been proposed. clear positioning of the military sphere among other social spheres. To date, the functions performed by the military sphere and the factors contributing to the improvement and development of this sphere have not been determined, which is what led to the implementation of this study. Practical meaning. Based on modeling and analysis, the main areas that affect the military sphere as such and to what extent are identified, the areas of greatest influence and sectors of influence within the regions are identified. The functions of the military sphere and the main factors influencing its development and transformation are highlighted, as well as what measures need to be implemented to improve the situation. The results of the research are developed for planning by the state structures of the program of development of the military sphere and for teaching the discipline "Military Geography". The geographical features of the military sphere are singled out, to which the greatest attention should be paid when analyzing the transformation of the military sphere.

He presents a scheme of the Grueroos model in terms of needs called "Iceberg of Need".It proves that the functional quality is favored at the expense of the technical. Abstract:
The article deals with the issues of integrated assessment of complex technical systems stability functioning in techno sphere and info sphere. It is shown that the concept of cyber stability, including its components such as cyber reliability, noise immunity and cyber survivability are insufficiently investigated and defined. The formal definition is given and the scale with various gradation of cyber survivability is entered. On the example of robotic systems in form of drones two variants of mathematical models of cyber survivability estimation are considered. The first variant is related to the description of drones functioning in the conditions of computer attacks without impact protection systems. The second variant reflects the functioning of drones under the conditions of impacts in the presence of adaptive combined cybernetic protection system. In both variants, two strategies are considered - with minimal and maximum intensity of effects on the drone. It is concluded that proposed in the paper approach enables to evaluate the integrated stability of complex technical systems in the techno sphere and info sphere at the same time.

This paper is devoted to the analysis of phatic function realization in vlogs. Phatic function realization varies in different spheres such as everyday communication or mass media. Phatics in mass media is really significant because holding peoples’ attention is vital in this sphere. That’s why there are some specific phatic tactics which are observed by the author. After this these tactics are compared with phatic arsenal in internet media. The author comes to conclusion that phatics in videoblogs consists of various means from different spheres of communication. What is more, YouTube communication develops its own phatic means based on audience and technical factors.

Abstract:
The article reveals the economic essence of the material and technical base of agrarian enterprises. The study considers the causal link between the availability and the formation of the material and technical base of the agrarian enterprises and economic growth. The material and technical basis of agriculture is considered as a combination of land, material and production resources, material and technical elements and biological resources interdependent and interrelated, involved in achieving current and strategic goals. The research methodology is based on theoretical developments and scientific tools that includes methods for constructing dynamic series, comparative and economic analysis, and allows to systematize, unify and identify the directions of reproduction of the material and technical base of the agrarian sphere for further economic development. The source of the research was the value and structure of Ukraine's fixed assets by type of economic activity, published by the State Statistics Service of Ukraine, taking into account the period 2000-2017, as well as data on the availability of machinery and power facilities in agriculture in the dynamics. The ways of solving problems of reproduction and updating of basic means of agriculture are generalized. It has been determined that the optimal balance between types and groups of fixed assets in terms of the type of economic activity, as well as exceeding the level of renewal and acquisition of fixed assets above their retirement and write-offs, and the possibility of obtaining investments and access to state programs will enable the formation of fixed assets and efficient use

Abstract:
The article highlights the urgency of the problem of training engineering and technical professionals, taking into account the development of technology and social challenges of the market economy. Emphasis is placed on the need to ensure gender equality in the choice of engineering professions, equal opportunities for men and women. The essence of the concepts: “gender”, “gender pedagogy”, “gender culture”, “gender socialization”, “gender stereotypes”, “gender competence”, “gender education”, “gender inequality”, “gender roles” and others are substantiated. It is determined that gender studies are of great interest for pedagogical and psychological science, as they relate to the gender-role socialization of a person, his/her personal and professional development. The results of an empirical study on gender stereotypes in occupational choice among students of Ivano-Frankivsk National Technical University of Oil and Gas are presented (110 people took part in the survey). It has been revealed that gender is not the prerogative of many young people in engineering profession choice, however, such stereotypes still exist in the society. It was proven that for future professionals in this field, gender discrimination took place in their lives (28.4% of respondents) and it is mostly female who acquire technical professions. One third of students (32%) admitted that they had faced cases of unequal wages to men and women. It has been proven that negative gender stereotypes are more subjective than objective, which gives hope for a fundamental possibility of overcoming them in the training of specialists at the Technical University.

In this article, the problem of the influence of technical means on the ecology of the agricultural engineering sphere is considered from the point of view of the impact on the human body of substances generated as a result of the technical work of the agro-industrial complex. The problem of greening the agro-industrial complex in modern conditions is of great importance in connection with the observed intensification of the development of agricultural production, which has a direct negative impact on the environment, which is the key to the health of people involved in the labor process. Abstract:
The article presents the results of the first time study of the features of social and psychological attitudes of students enrolled in technical higher educational institution in various training programs using the O.F. Potyomkina method of diagnostics of social and psychological attitudes of the personality in motivational-requirement sphere. By means of correlation analysis the interrelations have been established between social and psychological attitudes within the every training program. It has been found, that for the students of "Maintenance and repair" training program the structure of social attitudes has a holistic character, whereby redistributes the energy of the most pronounced areas in frustrated sphere, suggesting a more harmonious process of personal development of future specialists. It has been found that for the students of training programs "Organization and safety" and "Ground transportation" the structure of attitudes has either hard closed areas or isolated ones, which makes the energy exchange be implemented in the framework of the motivational sphere and indicates the disharmonious process of personal development of future specialists. It has been found that surveyed students of all training programs do not have a confrontation between "altruism" and "egoism", which indicates a certain personal immaturity of the respondents. Recommendations are formulated for curators of student groups and teachers working with students in these training programs. Our proposed research algorithm can be recommended for implementation in a higher educational institution of any training program as a motivational monitoring.

The application of modern technologies with artificial intelligence in all spheres of human life is growing exponentially. There is a real concern that this growth could become uncontrollable. The lack of public, state and international control over artificial intelligence technologies creates large-scale risks of using such software and hardware that inevitably affect or, conversely, intentionally harm humanity. The events of recent weeks and Russia's war against democratic Ukraine confirm the thesis that the uncontrolled use of AI, especially in the military sphere, can lead to complete non-compliance with the moral norms of the use of controlled AI or the spontaneous emergence of aggressive autonomous AI. The development of legal regulation of the use of technologies with artificial intelligence is being carried out rather slow, in comparison to the rapid development of AI technologies, which simultaneously cover all areas of public relations. Therefore, control over the creation and use of AI should be carried out not only by technical regulation (requirements, technical standards, regulations, assessments of compliance with technical standards, control of compliance with technical regulations) but also by the developing of standard laws and specific changes in the information, civil, criminal and other spheres of law, by creating comprehensive legislation and the state supervisory authority in this area.

This essay unfurls five theses that further develop the concept of technoliberalism, the intensification of neoliberalism through computational technology, in the context of the networked public sphere: (1) technoliberalism names the dominant governing rationality in cultures where digital computation technology suffuses everyday life; (2) technoliberalism replaces public, democratically accountable power with the private, technical expertise of digital technology firms; (3) technoliberalism focuses on contriving technical systems to change culture at the expense of democratic argument and deliberation; (4) technoliberalism intensifies the commodification of attention, resulting in undemocratic forms of “noopower”; and (5) technoliberalism standardizes subjectivities through grammatization. Each thesis complicates the prospects of democratic deliberation in the networked public sphere and articulates lines of communication research necessary for keeping democratic practices vibrant.

The aim of the research is to study and analyze modern approaches to the description of scientific and technological sphere in domestic and foreign science, to determine its essential characteristics and clarify the meaning of "scientific and technological sphere as an object of state regulation." The urgency is due to insufficient theoretical certainty of the scientific and technological sphere as an object of state regulation, which systematically combines several broad areas of activity (scientific, technical, technological, innovative), which reduces the effectiveness and efficiency of mechanisms for state regulation of generation processes, applied transformation and diffusion of knowledge in all spheres of society. The results of the study include a justification for the transformation of the role of technology in the historical process of branching out the functions of science in society. It was determined that a mixed version of institution-building in the scientific and technological sphere is being implemented in Ukraine. The illegality of the interpretation of the national innovation system as an institutional model of the scientific and technological sphere is substantiated and the structure of its main descriptors was revealed. It was substantiated that the scientific and technological sphere has a systemic nature and the signs of its systematization were given. The formulated conclusions were to determine the features of technology as an area of intersection of the main functions of science in society. It was determined that among all types of activities in the scientific and technological sphere can be distinguished basic and supporting, which form the means and processes of generating new knowledge in the form of various resources (material, financial, personnel, information, organizational, etc.) and opportunities for their use. The study clarifies the concept of "scientific and technological sphere as an object of state regulation" and identifies prospects for further research.

Today, the issue of international cooperation is extremely acute and is of great importance both for the political and economic life of any country, and for the scientific and technical component of state development. In modern conditions, when the concept of borders as a separate strip between individual states has practically disappeared, the importance of establishing close cooperation between border areas is of invaluable benefit not only to these territories, but to the country as a whole. Not least, this fact concerns the scientific and technical sphere. The concept, essence and content of such an area of international cooperation as cross-border cooperation is given in the publication. It has been established that the institutional basis for cross-border cooperation is implemented through the creation of the so-called Euroregions. Successful examples of cooperation between European countries in the context of scientific and technical cooperation are presented. It is concluded that in order to further develop international cooperation between Ukraine and the member countries of the European Union, in particular, in the scientific and technical field, it is necessary to deepen contacts within the framework of cross-border cooperation. To achieve these goals, first of all, it is necessary to update the domestic regulatory framework in this area, modernize it, reforming it to the requirements of European legislation.

The factor of the qualitative level of training specialists possessing the necessary knowledge in the field of technology and the development of highly efficient engines acquires important state significance. The tendencies of development of engines for transport and transport-technological facilities are considered. It is noted that foreign companies have far gone in the implementation of innovative technical solutions associated with a significant complication in the design of engines, systems. Successful practical implementation of these solutions has become possible, among other things, thanks to the high level of training of foreign specialists with the necessary knowledge in the field of technology. The problem of the emerging decline in the level of university training of engineering personnel in the sphere of Russian energy engineering is analyzed. Moreover, over the past decades, Russia has experienced a tangible need for skilled engineers and technologists, who have been and continue to be the backbone of domestic production. The production of tillage equipment is focused on the growing use of soil-protective and resource-saving farming and the use of the precision agriculture in tillage principles. The differentiated tillage concept arose, and occupied an intermediate position between traditional and anti-erosion (shallow) types of tillage. The authors conducted an analysis of technical systems for tillage quality digital control taking into account the indicated trends. They indicated that there was a certain inconsistency in the soil cultivation systems names in the scientific literature. (Research purpose) To provide an analytical overview of the tillage digital quality control technical systems. (Materials and methods) The authors used manufacturers’ brochures of tillage equipment, patents and scientific works. (Results and discussion) The authors examined the commercial offers existing in the world market in the differentiated tillage and digital quality control systems spheres. They presented an analysis of similar solutions available in the world scientific literature. They studied the issues of controlling the angle of disks’ attack, the depth of tillage, the soil surface ridging, the average size of the soil lumps, the amount of crop residues, determining the soil properties in a non-contact way. They identified the fragmentation of scientific and industrial developments in the sphere of tillage quality control. They suggested combining them into one system to automate the process of differentiated tillage. (Conclusions) It was shown that tillage equipment is becoming more adaptable in terms of meeting the specific requirements of the farmer for tillage. The authors identified promising areas for the future development of tillage machines: the inclusion of different subsystems of tillage quality digital control in the same system and the automation of differentiated tillage.

Abstract:
The problematic aspects related to the implementation of energy saving policy in the budget sphere are examined in the article. The factors hindering the mass and effective implementation of energysaving measures are highlighted in the article. Among these factors, there is the technical complexity of energysaving projects, the presence of innovative and investment risks, problems with the financial provision of costs in the face of increasing debt burden in most public budgets. The article concludes that in these circumstances only the energy service contract is a tool that allows implementing energy­saving measures without the first participation of budgetary funds in financing and allows transferring the risks of making technically inefficient decisions directly to the investor. In the article, the authors substantiate the importance of the institutional development of energy services directly in the public sector and analyze the measures of the comprehensive plan to improve the energy efficiency of the economy of the Russian Federation aimed at expanding the scope of energy service contracts in the public sector.

Abstract:
Environmental culture is the main factor in the organization of an environmentally oriented specialist. It is the environmental culture and consciousness of the specialist that is the key to their practical readiness to treat the environment responsibly and take enviro-oriented decisions using the received knowledge. Consequently, the matter of the development of environmental culture of the student is a relevant research topic. Students, who are future professionals, must clearly understand the level of their impact on the environment, have proficient knowledge in the field of environmental science, and use it as a basis for decision-making. For that purpose, we conducted research on the environmental culture of the students of technical faculties. According to the received data, we identified several problems. Supported by the earlier research of scientists in this sphere and personal opinion of the authors, we proposed practical methods of raising the students’ environmental culture which can add to the existing knowledge in this sphere. The results of the research are presented in this paper.

Abstract:
Federal law on technical regulation introduced into the national standardization system a new entity — technical committees for standardization. Currently it is a technical Committee on standardization are permanent working bodies in the sphere of standardization and define priority directions of development of standardization in their respective fields. However, the uncertainty of their legal status diminishing the effectiveness of the standardization activities. The authors of the article, having considered the most important problems of legal regulation of the status of technical committees for standardization, sharing their vision of the optimal ways to solve these problems.
