Abstract:
The aim of the study is to demonstrate the potential influence of the prefix 'пред-' on the realization of deverbal nouns with this prefix in texts from specific functional spheres presented in the Russian National Corpus. The paper analyzed deverbal nouns with the prefix 'пред-' and unprefixed deverbatives across 9 functional spheres of the Russian National Corpus (ecclesiastical-theological sphere, everyday life, literary sphere, business official sphere, journalism, educational-scientific sphere, industrial-technical sphere, advertising, electronic communication). The data obtained allowed the researcher to identify the significance of the prefix 'пред-' in the functioning of units with the prefix and differences in their realization compared to unprefixed deverbal nouns. The scientific novelty of the study lies in the first-ever analysis of deverbal nouns with the prefix 'пред-' across the functional spheres of the Russian National Corpus. The work describes the characteristics of deverbatives with 'пред-' in these functional spheres and identifies the potential influence of the prefix 'пред-' on the functioning of deverbal nouns with the prefix. The results of the study indicated that among deverbatives with the prefix 'пред-', the most frequent functional spheres are mainly the ecclesiastical-theological one, the industrial-technical one (compared to unprefixed deverbal nouns), and the educational-scientific one, leading to the conclusion about the influence of the prefix 'пред-' on the functioning of the analyzed deverbatives.

Abstract:
The second half of XX century – the beginning of XXI century are characterized by the active development of a global ecological crisis, which is described by a critical state of the environment and excessive anthropogenization of a geographical sphere. The changes which lead to the formation of absolutely new techno-genic landscapes occur at very fast rates in current geo-spheres. The purpose of the work is to substantiate the recognition of a new geo-sphere – a landscape techno- sphere – based on the previous experience and our field research. The main tasks of the research are to analyze specific features and properties of a landscape techno-sphere; to identify its upper and lower borders; to study a structural organization of all options of a landscape sphere with available techno-substances; to characterize briefly the main stages of the development of a techno- sphere. The research of a landscape techno-sphere is a complicated process and it is based on the use of classical and innovative methodological principles of contemporary geography. A parallel application of three scientific paradigms is the foundation: system, model and ecological. They do not contradict each other; they rather compliment the studying of the interaction between nature and engineering. A system approach allows considering a techno-sphere as a complicated system of a lower taxonomic range of a landscape sphere and a geographical sphere. The following generally accepted scientific methods are used in the paper: analysis, synthesis, comparison, generalization, systematization, induction and deductions. The article substantiates the existence of a new geosphere – the landscape techno-sphere, which is formed by the planetary set of landscape-technical systems. it is noted that it does not have a continuous distribution, but is constantly increasing in size and gradually goes beyond the landscape. The specific features and properties of the landscape techno-sphere are analyzed in detail. Taking into account the criterion of the presence of a zone of direct contract of three blocks of landscape-technical systems (managerial, technical and natural), the upper and lower limits of the landscape techno-sphere are identified. The structure of all variants of the landscape sphere in the presence of technological substances is considered. The main periods of development of the landscape techno-sphere are briefly described. It is concluded that man will never be able to control landscape-technical systems on a planetary scale. However, applying the methods and principles of engineering landscape research, it is possible to achieve optimal interaction of the three blocks of landscape-technical systems and to extend their functional suitability.

It is noted that with an acute shortage of budgetary funds, labor, investment, material and technical resources and other development factors, it is necessary to take new decisions on priorities for developing all life support spheres, taking into account the continuing threats of extension and possible tightening of international sanctions.

Abstract:
This theoretical exploration describes the social and technical features that, together, play a role in the resilience of deviant ideas in contemporary society. It argues, specifically, that two distinct but inter-related spherical processes together contribute to the social persistency of deviant information. The first of these spherical phenomena relates to the fragmentation of the dominant public discussion sphere. The second spherical process of interest relates to information spheres, and specifically as it pertains to a widening of the sphere of legitimate controversy (i.e., the society-wide determination that a topic or object of conversation is worthy of debate). This article argues that these two spherical entities—the constellation of dominate and counter discussion spheres and the information sphere—have a mutualistic and interactive relationship with one another, and that understanding this relationship provides critical insight into the social resilience of deviant information.

Abstract:
Given a Zariski-dense, discrete group, Γ, of isometries acting on (n + 1)- dimensional hyperbolic space, we use spectral methods to obtain a sharp asymptotic formula for the growth rate of certain Γ-orbits. In particular, this allows us to obtain a best-known effective error rate for the Apollonian and (more generally) Kleinian sphere packing counting problems, that is, counting the number of spheres in such with radius bounded by a growing parameter. Our method extends the method of Kontorovich [Kon09], which was itself an extension of the orbit counting method of Lax-Phillips [LP82], in two ways. First, we remove a compactness condition on the discrete subgroups considered via a technical cut- off and smoothing operation. Second, we develop a coordinate system which naturally corresponds to the inversive geometry underlying the sphere counting problem, and give structure theorems on the arising Casimir operator and Haar measure in these coordinates.

Abstract:
The scientific research is devoted to the dissemination of the utility method to research on socio-economic processes in the scientific and technical sphere. It demonstrates that not the maximization of R&D costs and even not the resulting scientific and technical information, but a change (improvement) in the structure (quality) of GDP should be considered to be the target (utility) result of its functioning. At the same time, to quantify the structure of GDP, the indicator of the economic system processability level is proposed. As another utility criterion for assessing its scientific and technical validity, an increase in the utility factor of R&D costs is justified, and its calculation procedure is defined. Based on the analysis of statistical information of the development of the scientific and technical sphere of the developed countries, it was revealed, that the utility characteristics of its functioning are much more significant than the conventional cost indicators, such as scientific intensity of GDP etc. Based on the above, the recommendations are given on the management of the scientific and technical sphere with regard to the strategy of the accelerated technological development in Belarus and its friendly countries.

Abstract:

This study in contemporary history describes the transformation of the public sphere in Sweden during the period 1969-1999, and analyses the role of information technology and politics in the process. The overall aim of the study is to explain how, and why, the public sphere in Jürgen Habermas sense has deteriorated during a period of rapid technological and political change, when increasing attention has been given to information technology as a new tool for improving democracy and empowering citizens.

Theoretical inspiration is drawn from two perspectives within the modern history of technology and sociology of technology; the LTS (Large Technical Systems) and STS (Science, Technology and Society) approaches, as well as from the regime theory concept within political science. This multidisciplinary framework provides the theoretical basis for the study, including terms as socio-technical systems, system builder, technification, interpretative flexibility, stabilization, closing and regime change. In addition, the analysis draws upon previous research in economic history, where focus often has been on the important role of institutions. The term path dependence is central in this tradition.

The starting point for the study is the process of a mutual legitimization between citizens and political actors that traditionally has taken place within the public sphere. In return for citizens support and trust, political actors have granted format rights to the public space. Two aspects of this interdependence are addressed: Freedom of speech and citizen’s access to public information, and their access to arenas where an exchange of political ideas and opinions is taking place. In the study, the former is a question of the legal system and the limits to freedom of speech in new medias such as the Internet, while the latter concerns citizen’s technical means and possibilities to connect to electronic networks.

Research interest is concentrated on the formal political system, focusing both actors and structural factors such as technological development, media convergence, ideological change and international integration in the transformation process. Four case studies of institutional changes during formative moments, within what is defined as the legal and the technical infrastructures, are conducted and represent the empirical base of the thesis. The case studies are centered on Swedish governmental commissions, on the government itself and on proceedings in the parliament, and concerns formation and transformation of computer law, as well as the deregulation and privatization of the technical infrastructure.

In the latter process Televerket (Swedish Telecom) has been an influential promoter of competition and institutional separation between tele- and data communications, representing a major regime change in favour of market relations in the technical infrastructure. In the area of computer law, the Swedish regime dominated by SCB (Statistics Sweden) was incorporated into a joint European data protection regime, resulting in limitations of freedom of speech on the Internet. These regime changes have also transformed the role of the state, constituting a “net watchers state”.

Another important finding is that promotion of democracy and improvement of access to the public sphere, never was on the agenda in the political transformation processes studied, although a parallel discourse on democracy and information technology existed throughout the period studied.

Cette culture s’est nourrie grâce aux éléments superstructurels liés à l’idéologie révolutionnaire, mais elle est également tributaire d’une histoire de différentes ruptures techniques. J’ai identifié des tactiques mises en place pour permettre que la vie quotidienne puisse continuer et je les ai désignées par le concept de «technocontestations ». La genèse de ces pratiques est à comprendre d’une part sur une échelle macro, en analysant stratégies étatiques de lutte contre l’impérialisme et, d’autre part, par le bas, en m’intéressant aux tactiques populaires dans la vie quotidienne dont l’origine à trouver dans une forme de mètis bien plus ancienne.La dialectique entre ces deux échelles, macro et micro, m’a semblé le point de départ pour penser un régime de contestation dans la sphère technique. Je postule, aux côtés de Jacques Ellul et d’Andrew Feenberg, que la sphère technique constitue un espace de plus en plus autonome et que l’étude des outils et des objets permet d’avoir une prise sur des pratiques contestataires du Système technicien. M’attacher à observer les appropriations, les réparations et les réappropriations, sont autant d’éléments à prendre en compte pour comprendre ce registre de lutte et les modalités de résistance et comment celles-ci peuvent s’exportent dans d’autres domaines
This dissertation aims to understand the processes of resilience in the technical field in Cuba. I postulate that a specific technical culture has been forged. This culture was fostered by the superstructural elements linked to revolutionary ideology, but it is also dependent on a history of various technical breakthroughs (i.e the change in technical standards with the mass arrival of Soviet aircraft, material shortages linked to the restrictions of the Bloqueo on the transport of products and spare parts to repair the existing fleet and the sudden disappearance of Soviet factories and objects and spare parts produced, etc.). I have identified tactics put in to ensure that daily life can continue and I have referred to them as "technocontestations". The genesis of these practices is to be understood on a macro scale, by analyzing state strategies to fight imperialism on the one hand, and on the other hand, from below, by looking at popular tactics in everyday life whose origin can be found in a much more ancient form of mètis. The dialectic between these two scales, macro and micro, seemed to me to be the starting point for thinking about a regime of contestation in the technical sphere. I postulate, alongside Jacques Ellul and Andrew Feenberg, that the technical sphere constitutes an increasingly autonomous space and that the study of tools and objects allows us to have a grip on the contesting practices of the Technician System. Focusing on observing appropriations, repairs and reappropriations are all elements to be taken into account in order to understand this register of struggle and the modalities of resistance and how these can be exported to other fields

В Україні на безкоштовній державній основі продовжують готуватися бухгалтери, менеджери, юристи, які не знайдуть собі місця роботи за фахом. На ринку праці сьогодні затребувані представники технічних професій середньої та нижчої ланки і технічних спеціальностей, а цей профіль навчання залишається недостатньо привабливим для молоді, бо не тільки потребує більш тривалого і складного навчання, а й не відповідає сучасним уявленням про престиж роботи й комфортні умови життя. Приблизно третина українських ВНЗ є або юридичними, або мають навчальні підрозділи з підготовки юридичних кадрів. І донецький регіон не виключення. А потреби господарської сфери регіону вказують на необхідність скорочення кількості гуманітаріїв (у першу чергу економістів та юристів) на користь підготовки фахівців з технічних спеціальностей, а також на необхідність скорочення кількості місць у ВНЗ або самих ВНЗ ІІІ-ІV рівнів акредитації на користь підготовки осіб із ПТО.

Мета: вивчення структурної організації англійської технічної термінології зі сфери теплогазозабезпечення, вентиляції та теплових вторинних енергетичних ресурсів з виявленням специфіки її адекватного відтворення українською мовою. Теоретичне значення: Результати дослідження є конкретним внеском у вирішення лінгвістичних та прикладних проблем, що пов’язані з термінологічним та перекладацьким аспектами студіювання сучасного англійськомовного технічного дискурсу загалом та вузькоспеціалізованої технічної термінології зі сфери теплогазозабезпечення, вентиляції та теплових вторинних енергетичних ресурсів зокрема.
Цель: изучение структурной организации английской технической терминологии в сфере теплогазообеспечения, вентиляции и тепловых вторичных энергетических ресурсов с выявлением специфики ее адекватного воспроизводства на украинском языке. Теоретическое значение: результаты исследования являются конкретным вкладом в решение лингвистических и прикладных проблем, связанных с терминологическим и переводческим аспектами изучения современного английскоязычного технического дискурса в целом и узкоспециализированной технической терминологии из сферы теплогазообеспечения, вентиляции и тепловых вторичных энергетических ресурсов.
Goal: to study the structural organization of English technical terminology in the field of heat and gas supply, ventilation and thermal secondary energy resources with the identification of the specifics of its adequate reproduction in Ukrainian. Theoretical meaning: the research results are a concrete contribution to the solution of linguistic and applied problems related to the terminological and translation aspects of the study of modern English-language technical discourse in general and specialized technical terminology in the field of heat and gas supply, ventilation and thermal secondary energy resources in particular.

Abstract:
The polarization of light is one of the most remarkable phenomena in nature and has led to many discoveries in the optical-telecommunications sphere. The master's thesis describes the basic knowledge about polarized light, which includes the types of light polarization, the issue of Poincaré sphere, polarizing ellipse, etc. Emphasis is also placed on the measurement of optical power, where the analysis of various types of photodetectors and also polarimeters was performed. In the practical part of this work, the design of the workplace itself is described in the diagrams. Also, all devices in the workplace are analyzed and subsequently demonstrated measurement in several scenarios. The final chapter is a discussion with the measured results and graphical dependencies, comparison and analysis of results.

Avec les problématiques écologiques contemporaines, cette exigence de participation s'accroît. Comment, dans les discours médiatiques, les enjeux environnementaux sont-ils traduits et mis en forme ? Par l’étude de deux trajectoires de controverses sociotechniques (autour du gaz de schiste et de la centrale nucléaire de Fessenheim) dans la presse généraliste (Le Monde et 20minutes) et un éventail de journaux plus large, nous explorons comment celles-ci se fixent dans différents répertoires de « montée en généralité ». À l’aide d’une articulation entre méthodes quantitative (lexicométrie) et qualitative (analyse du discours), nous dévoilons un dialogue entre différents « mondes de justification » (Boltanski et Thévenot, 1991) et cherchons l’existence d’une « cité écologique » (Lafaye et Thévenot, 1993) dans l’espace public médiatique
In order to participate in political decisions, following institutional processes or through the simple fact of opinion-forming, the informative media play a central role. With the contemporary ecological problems this kind of involvement is ever more needed. How are environmental issues interpreted and shaped by media discourses ? By studying the trajectories of two socio-technical controversies (shale gas and the nuclear power plant of Fessenheim) in the mainstream press (Le Monde and 20minutes) and in a larger range of newspapers, we explore how these are linked to different “forms of generalization”. By combining quantitative (lexicometric analysis) and qualitative (discourse analysis) methods, we reveal a dialogue between different “worlds of justification” (Boltanski and Thévenot, 1991) and search for the existence of an “ecological city” (Lafaye and Thévenot, 1993) in the media public sphere

Abstract:
The aim of this thesis is testing of resin gels used in diffusive gradients in thin films technique (DGT) for determination of mercury in natural waters. The sorbets, chosen for preparation of resing gels were: Duolit GT- 73, Spheron- Thiol, and Chelex 100 and newly modified sorbent Iontosorb AV. At the beginning of work, the preparation procedure of all resing gels was optimized. After optimalization of preparation procedure the resin gels were tested in mercury model solutions. The recovery test and time dependence test were performed. When the basic tests were finished, they were followed by the tests of influence of natural ligand (humic acids and chlorides), and other parameters (above all pH and ionic strenght), on mercury determination by DGT technique.

For the first time in Russian criminological science, a scientific justification of the private criminological theory of cognition and prevention of crime in the field of sports, designated in the author's interpretation as sports criminology, is proposed. Today, the scientific and technological sphere has become the main arena of competition between countries in the world, and the use of new technologies, especially in the field of armaments, is considered as one of the most important levers of geopolitics. Such technologies are a key for expanding the capabilities of the state's defense capabilities and achieving national security goals, priory to military and military-economic, as well as scientific and technological security. Today, the identification of scientific and technological key areas of military development is used to determine the priorities of scientific and technological development and military-technical policy which is crucial for the process of creating promising models of armaments and military equipment. The introduction of the latest technologies in the military is difficult to imagine without the use of computer and other telecommunications equipment, artificial intelligence technology, military robotics, quantum and space technology, 3D printing and biotechnology. Although they all are already used in the military and security spheres, still monitoring innovation and new technologies in the military are important for understanding not only future wars, but also global security. This study reviews global technological trends based on the analysis of publications of foreign consulting agencies, international organizations and forecasting and analytical research conducted by the author's methodology. The data upon perspective directions of development of scientific and technological researches in the military sphere on the basis of the analysis of publishing activity of a DB of Web of Science and a DB of patents of Derwent Innovations is provided. In particular, the range of new directions of technological development of the military sphere has been expanded and clarified not only in general, but also specified by types and kinds of troops. This analysis allowed us to determine that the areas of development claimed by international organizations and consulting agencies correlate with the areas identified by the authors of the study on the basis of scientometric and patent analysis. At the same time, the forecasted promising areas of research, determined by scientometric analysis of Web of Science publications, more or less completely coincide with the forecasts of NATO, RAND Corporation.

This chapter focuses on the online sphere. Through the prism of two developments in 2013—the Gezi Park protests and the corruption scandal—it discusses the possibilities and limits of online communications and the AKP's authoritarian reflex toward the burgeoning networked public sphere. It shows that the AKP's regulation and control of the online public sphere along the axes of nationalism, statism, and religious conservatism are not new, and that it has used three types of controls. These are first-generation controls that consist of Internet filtering and blocking, second-generation controls that involve passing legal restrictions, content removal requests, the technical shutdown of websites, and computer-network attacks; and third-generation controls that include warrantless surveillance, the creation of “national cyber-zones,” state-sponsored information campaigns, and direct physical action to silence individuals or group.

AbstractAs the digital transformation of the economy relies on the processing of personal data, employee data protection is an important prerequisite. When implementing data protection, there is typically a discussion of technical and organizational measures. However, since virtually all data protection measures can be regarded as socio-technical, the consideration of a third aspect is a critical but often neglected aspect of their implementation: the social sphere. In this chapter, we present the impact of the social sphere on the introduction of data protection measures. We discuss three main challenges, namely: (1) the lack of consideration of the interactions between the technical, organizational, and social spheres; (2) companies exploiting the gray areas of employee data protection; and (3) inherent conflicts between different quality characteristics. Furthermore, we show solution approaches for these challenges.

Digital skills are one of the most contested key competences in the educational sphere. On the one hand, they have become essential to guarantee standards of educational quality and progress, on the other hand they tend to further hamper educational inequalities among the contemporary highly-diversified student population. This paper ties into these premises with a case study located in Turin, Italy based on 19 teachers and educators from all school levels (primary, lower-secondary and upper-secondary education) to highlight the transformation of needs and challenges related to the different phases of the life cycle of students. Three main issues were investigated from a comparative perspective among the study participants: (1) the coherence of their knowledge regarding opportunities and the challenges of digitalization; (2) their skills to implement digital instruments in their working context; and (3) their attitude towards the transfer of potential benefits that enhance learning outcomes through digital instruments. Findings suggest that high-quality and effective staff formation represents one of the most critical issues when talking about digitality in the educational sphere. A chronic lack of time for training, the ongoing work in emergency conditions, the heterogenous institutional endowment with technical devices (PCs, digital infrastructure, etc.), and the suspicion towards the benefits of digitality in the classroom are some of the major barriers to the forwarding of digital competences as a set of skills, knowledge and attitudes within the educational context.

This cooperation, both at the political and technical levels, has been crucial for the design and implementation of the national carbon market. Through its climate diplomacy leadership, Mexico has played a key role in international carbon pricing initiatives, and in the technical sphere, the country has benefited from peer-to-peer international experiences and knowledge. This chapter analyzes those initiatives and their contribution to continue broadening collaboration towards a carbon market in the country. It explores how recent changes to the environmental agenda, adopted as of 2018 by the new federal administration, could hinder the implementation of the market mechanism.

AbstractThe comprehensive realization of social participation for all individuals is a particular challenge in which the working world proves to be an important sphere. Despite normative reference points through socio-political innovations, people with intellectual disabilities and a high need for support are particularly excluded. Even in sheltered workshops, this group of people is excluded from participating in work as the challenges of life and labor in the 21st century are becoming ever more complex and the demands of production and business stricter. As a result, people with intellectual disabilities and a high need for support often fall off the radar in current inclusion efforts and – despite legal obligations – do not receive adequate support to participate in work. To counteract the negligence and tacit acceptance of the deprivation of a large part of the sheltered workshop employees – in the sense of social affiliation by work participation – design options for promoting work participation require careful consideration. This paper analyses the use and impact of technical assistance to promote work participation for people with intellectual disabilities and high support needs and reports the results of a field study on the use of technical assistance in a sheltered workshop.

AbstractAlthough smart technologies for managing urban problems have gained traction in Southeast Asia, citizens, experts, and policymakers continue to express concerns over data protection and security. Smart technologies, such as big data, artificial intelligence, and the Internet of Things (IoT), are perceived as enablers for cities to control air pollution, reduce traffic, streamline public services, and make energy use more efficient. Yet experts underline that smart technologies’ personal and behavioral data have not been adequately protected, thus bringing significant risk to individual privacy. However, the COVID-19 pandemic has further intensified the dialogue to address privacy concerns in the digital sphere. Drawing from the experience of COVID-19 tracing applications in Singapore, Malaysia, and Indonesia, this chapter finds that despite concerns about technical issues and accessibility, the practice of surveillance and the effectiveness of such technology adoption to fight COVID-19 remain in debate. The dialogue on data protection in the digital sphere has been more complex as there are contesting interests between the need to ensure public safety and the need to protect individual privacy.

The contribution aims to illustrate the results of the research conducted on the lexicon of the Petrarch-Boccaccio magisterium relationship. The research also made use of the comparison between Boccaccio's various masters: Petrarch on the one hand, Andalò del Negro and Leonzio Pilato on the other. The results of the research have shown the substantial difference of the Petrarchian magisterium compared to that of Leonzio or Andalò. Petrarch is a supreme teacher unlike the other two, considered by Boccaccio to be technical masters. Boccaccio in fact systematically attributes to Petrarch the noun preceptor, a very generic name: he is considered not only a teacher of literature but also of life. Boccaccio also expects from him a teaching that will lead him to an ethical conversion, as evidenced by the insistent presence of the lexicon pertaining to the moral sphere attributed to him.

AbstractIt is wrongly assumed that the environmental sustainability of the building organism is only achievable thanks to the contribution of the systems and their ability to reduce harmful emissions and generate energy from alternative and natural sources. So, system projects have assumed an increasingly considerable importance both in terms of the quantity of documents and the cost of the building. The quantity and complexity of the most recent plant engineering solutions amplify the difficulty of dialogue between the different design levels (architectural, structural, and system design) forcing the professionals involved to compromise that end up disregarding the expected quality. Although it is now clear that the design levels must progress hand in hand from the first hypotheses, and that all must contribute equally to the overall sustainability of the intervention, this does not always happen by preferring to derogate from the system designers the choice of environmentally sustainable solutions. In summary, more and more, often we rely on the technical solutions of the machines used, rather than on the technological qualities of the project. This inevitably involves problems in the construction, operation, and eventual decommissioning phase of the building, especially in the public sphere where the low economic resources of the contracting stations are increasingly used in the purchase, maintenance, management, and disposal of plant engineering tools. A well-structured regulatory system can help to minimize these criticalities: this is the case of law 338, enacted in 2000 with the aim of increasing the availability of residences for university students, which is distinguished for the attention to the environmental issue, orienting the realization of accommodation places towards solutions able to contain waste, soil consumption, etc. The paper aims to describe and analyse the attention paid by the specific legislation to environmental sustainability.

Abstract Based on observations made on the geometry of the cutting tools and the degrees of freedom in 3-, 4-, 5-axis numerical control machines, a new class of geometric algorithms is induced — on the unit Sphere. Spherical algorithms are useful for determining the type of tool, its path, workpiece fixturing, and the type of machine. Basic to these algorithms are four that are presented here: detection of convexity on the sphere, computation for spherically convex hull, determination of the spherical convexity of a union and the intersection of hemispheres. These four algorithms are related by duality and the sharing of partial results.

The National Research Foundation (NRF) requested the Academy of Science of South Africa (ASSAf), on behalf of South African Radio Astronomy Observatory (SARAO) and the Square Kilometre Array (SKA), to undertake an independent and objective evaluation of potential alternative telecommunication technologies for the areas of the Karoo Central Astronomy Advantage Areas (KCAAA). The study encompasses regulatory, public sphere, and technical dimensions to explore options for maintaining the functionality of the telescope while, at the same time, delivering appropriate connectivity solutions for local communities.The objectives of this study are as follows: 1) Assess the technologies currently being, or planning to be, deployed through existing alternative communications programs managed by SARAO, including whether these technologies are comparable with market available technologies that could feasibly be deployed in the KCAAA; and 2) Assessment of current and future telecommunication technologies that may act as suitable replacement and/or improvement (functional and feasible) for existing detrimental technologies, utilised in the KCAAA. This report provides a critical background into the relationship between the SKA and local communities as it relates to ICTs in the area. Based on this understanding, potential technology solutions are proposed to ensure residents of the KCAAA are still afforded valuable access to information and communication technologies (ICTs) within the parameters of affordability, desirability and feasibility.

Abstract:
The summary research report describes and summarizes the goals, course and results of the TAČR–VISNEP project. The aim of the experimental development project was to create an information system (IS) for informal carers (ICs) for a person after stroke using modern information technologies in the technical and non-technical spheres of research. IS will allow users to obtain relevant, timely and interconnected information on support networks to prevent their possible social isolation and exclusion, physical and psychological exhaustion, health disorders and other risk factors in their difficult life situation. The purpose of IS is to contribute to improved awareness of ICs support systems across other long-term care providers, in particular public administration, general practitioners etc. The intent of the project was to create and verify a pilot model of IS in Moravian-Silesian Region, which can subsequently be applied in other regions and / or other target ICs groups. The presented results of the project are based on data obtained by research procedures of qualitative and quantitative methodology in the process of agile software development.

Abstract:
Pedagogical modeling of modern educational environments remains an urgent task of educational sciences. Research on the formation and development of digital competence of specialists, although they have common features, differ and acquire characteristic features depending on the field of application. This is due to the focus on mastering specific professional skills and increasing the professional level. We found out that, compared to the social and humanitarian sphere and medicine, the development of digital competence of specialists in the military and defense industry is little discussed in scientific sources. The development of digital competence of military personnel, in particular military management officers, is an urgent problem that requires an immediate solution. On the one hand, the armed aggression of the Russian Federation adds to the criticality of the situation, on the other hand, scientific and technical progress and, as a result, the appearance of new types of weapons and the complexity of digital tools in the environments of military specialists. Scientific approaches and conceptual principles regarding the formation of digital competence of the Armed Forces of Ukraine and NATO member countries are described. Problems, contradictions and trends in the development of digital education of military specialists in the system of professional development are singled out. The article clarifies the concept of “digital competence of military command officers” of the Armed Forces of Ukraine. The authors developed and substantiated a theoretical model of a computer-oriented methodical system for the development of digital competence of officers of the military administration of the Armed Forces of Ukraine in the system of professional development, which is presented in an informative scheme with a description of individual modules combined into conceptual, target, content-methodical, procedural, technological and effective blocks. The built model ensures systematicity and consistency of the educational process in the digital educational environment of higher military education institutions for the development of digital competencies of military management officers. The technological unit contains a variety of software for training and training. In particular, specialized computer programs and multimedia guides. In the content-methodical block, among other things, the following modules are presented: cloud services; information-didactic and educational-methodical learning tools, multimedia objects, VR/AR tools, AI elements that allow selection of existing ones or creation of new learning materials; Training Course; diagnostic tools, etc. The prospect is the verification of the developed model during distance training.

Abstract:
The goals of the Paris Agreement and the 2030 Agenda for Sustainable Development tightly interlink across social, technical and economic spheres. Achieving them requires swift and vigorous action by policymakers now. An integrated approach to climate and development policy planning is essential to capitalize on synergies among goals and to avoid achieving some goals at the expense of others. Such integrated planning requires accessible, quantitative tools that can compare policy options, and analyse impacts on Sustainable Development Goals (SDGs) and climate mitigation. This brief outlines recent improvements to SEI’s pioneering Low Emissions Analysis Platform (LEAP), which, to the best of the authors’ knowledge, is the lone available tool that meets these criteria. The brief also highlights SEI’s work to advance integrated planning through a dedicated initiative to expand the LEAP tool’s capabilities and to train planners in low-and middle-income countries to build their in-country capacity.

Abstract:
This study performs an up-to-date diagnostic of the Brazilian tax system in order to provide a basis for reform discussions among technical analysts, authorities and congressmen. It is based on the analysis and categorization of information on taxation in Brazil. Its focus is on the current characterization of the tax system, rather than its evolution, within the limits of available statistics. Tax revenues, addressed in the first part of the study, are its principal focus. We sought to describe the current tax structure in a detailed manner, identifying every tax and contribution and grouping each tax by the level of government collecting it or using the funds after transfer. For the principal taxes (federal taxes and state VAT), we also classify them by type of collection and by sector of economic activity. In the second part, the study addresses the topics most discussed or cited in the tax debate, such as questions of competitiveness, equity, and division of resources among the different spheres of government. The objective of this study is to consolidate the literature on these subjects, with emphasis on a statistical survey of the available sources.

Abstract:
Using theoretical and empirical methods, this paper proves that the modern mediaenvironment is a complex configuration made by the material and the virtual components and is reflected in the language in various ways. Innovative lexis with the component media and its systematization has become the key to understanding the mediareality, in particular, detecting the constituent elements of the structure of the mediatized environment. In total, 455 lexemes chosen from the Ukrainian dictionaries, academic publications, and the results provided by Google search engine have been analyzed. The systematization of the lexical units have been done according to the principle of the lexical and semantic field, and as the result macro-, midi-, and mini-fields have been allocated with the subsequent ranging of the lexis into the core, the centre, and the periphery. Within the macro-field MEDIAENVIRONMENT, the midi-fields have been located – TECHNICAL, TECHNOLOGICAL, and SOCIO-COMMUNICATIVE. The conceptual core of the macro-field MEDIAENVIRONMENT has been shown to form lexemes signifying space specified from the point of view of temporality, structuredness, contextuality, and evaluation. TECHNICAL midi-field is represented by the names of media equipment; TECHNOLOGICAL midi-field – by the names of methods, processes, and ways of using media equipment. The structural and semantic framework of the SOCIO-COMMUNICATIVE concentre is represented by mini-fields: WHO – FOR WHAT PURPOSE – WHAT – CHANNEL – TO WHOM – EFFECTS. The senders of information are shown as social institutions, groups, and individuals. The nominations of the addressee reflect the transformation of the passive information consumer to the user. The informational object has been specified according to its form, meaning, and the virtual «shell». The wide array of names for communication channels shows the link between the social field with the technical and technological ones, with their relative autonomy. The effects of consuming the information are verbalized by a smaller number of lexemes, largely of behavioral and evaluative nature. To sum up, the specified groups of neolexemes with the component media create a qualitative-quantitative hierarchical structure, the most numerous parts of which serve as the indicators of the most media-determined spheres of socioenvironment. Abstract:
In War-Algorithm Accountability (August 2016), we introduce a new concept—war algorithms—that elevates algorithmically-derived “choices” and “decisions” to a, and perhaps the, central concern regarding technical autonomy in war. We thereby aim to shed light on and recast the discussion regarding “autonomous weapon systems” (AWS). We define “war algorithm” as any algorithm that is expressed in computer code, that is effectuated through a constructed system, and that is capable of operating in relation to armed conflict. In introducing this concept, our foundational technological concern is the capability of a constructed system, without further human intervention, to help make and effectuate a “decision” or “choice” of a war algorithm. Distilled, the two core ingredients are an algorithm expressed in computer code and a suitably capable constructed system. Through that lens, we link international law and related accountability architectures to relevant technologies. We sketch a three-part (non-exhaustive) approach that highlights traditional and unconventional accountability avenues. We focus largely on international law because it is the only normative regime that purports—in key respects but with important caveats—to be both universal and uniform. In this way, international law is different from the myriad domestic legal systems, administrative rules, or industry codes that govern the development and use of technology in all other spheres. By not limiting our inquiry only to weapon systems, we take an expansive view, showing how the broad concept of war algorithms might be susceptible to regulation—and how those algorithms might already fit within the existing regulatory system established by international law.
