Abstract:
The main objective of the present research was to apply the sustainability approach to the management of sanitation systems carried out by community-based organizations (JASS) in rural villages with the support of the district municipality. Given the limited capacity of rural district municipalities to supervise, monitor and provide technical assistance to these community organizations, a proposal for municipal technical assistance (MTA) was developed based on an index for the evaluation of the sustainability of rural sanitation systems (IESSSR). Such index allowed to evaluate not only the sustainability, but also to identify the deficient and unsustainable aspects of each system, which was crucial to develop improvement plans for each JASS. A first measurement of the sustainability of the two intervened systems was made – of the rural population centres of Palmira and Dos de Mayo, both located in the district of Leymebamba –, a general sustainability index (IGS) for JASS Palmira of 3.010 (Stable) and for Dos de Mayo of 2.997 (Unstable) were obtained. In the second measurement, using 5 dimensions, 18 factors, 48 variables and 66 indicators, the IGS of JASS Palmira was 3.179 (Stable) and that of Dos de Mayo was 3.233 (Stable). The reliability of the index was analysed using the test-retest method by comparing the May and December measurements of each JASS, obtaining a Pearson correlation index of 0.631 for Palmira and 0.602 for Dos de Mayo. Finally, the index was developed into a software application to facilitate the storage, processing, monitoring, evaluation and presentation of the information, and is currently being tested in the municipality of Leymebamba.

Abstract:
In the past three decades, the competitiveness and productivity of the small enterprise have been favored by the government, business action and technical cooperation, which have made signifi cant contributions regarding promotion, development and provision of technical assistance. In the developing economies of the Asia Pacifi c region, these efforts are explained by the fact that the small enterprise contributes without question, to job generation, local economic dynamics, collective effi ciency of business network, and economic growth. In the economies of the region, most contributions have been channeled through public policies with a focus on capacity building. Nevertheless, according to preliminary studies in the main business clusters in Peru, the government’s promotion actions have not had a steady effect in competitiveness and productivity. Evidence suggests that business development services have a limited effect as they depend solely on external interventions. In contrast, successful entrepreneurship relies more on endogenous capacities. This article introduces a framework of promotion of the productivity and sustained competitiveness in the small enterprise, laying stress on endogenous capacities and an effi cient arrangement of external interventions.

Abstract:
The food security of Lima—Peru’s capital city, which shelters over 30% of the total country’s population—depends on the food production of its nearest agricultural areas, the Chancay-Huaral and Chillón valleys, wherein agrochemicals are widely used. This study primarily aimed to determine the characteristics of pesticide use in these two valleys, located 83 and 30 km north of Lima City, respectively. A second aim was to assess whether proximity to Lima provides access to technical assistance regarding agricultural activities. A questionnaire-based survey assessing socioeconomic aspects, occupational exposure, and agrochemical-related knowledge was conducted on a sample of 102 participants (farmers and fieldworkers). The results revealed that the average age for starting to handle pesticides was 15 years, while life-long occupational-exposure averaged 30 years. Most pesticides used were organophosphates and carbamates. Personal protective equipment was not used and, therefore, dermal exposure and inhalation were major routes of intoxication. Despite their proximity to Lima, both valleys lack an official agronomic advisory agency, and this void has been occupied by agrochemical manufacturing companies and trading houses focused on increasing their sales. Based on the results, it is urgent to implement an official technical advisory service and a capacity-building program on pesticide use in Peru, as well as the implementation of measures for improved control, trade, and storage of pesticides. Simultaneously, a permanent epidemiological surveillance at the country level is needed to improve public health and to contribute to achieving the Sustainable Development Goals of the United Nations’ 2030 Agenda in Peru.

Abstract:
The aim of the research is to gain an understanding of consumer behavior in developing countries in the electronic environment. For this purpose, the four constructs of the PREVEINCOSA scale were analyzed: purchase intention as the dependent variable and trust, perceived value, and satisfaction as the determining variables of the former. For this purpose, by means of convenience sampling, an online questionnaire was shared with citizens in Mexico, Peru, and Colombia. A total of 330 questionnaires were collected from people who knew or had bought clothes in an online shop of the small company. Structural equation modeling (SEM) was used to validate the model and test the hypotheses. The results indicate that trust and satisfaction directly and positively influence value perception and online purchase intention and that value perception directly and positively influences online purchase intention of the small business consumer in Mexico, Peru, and Colombia. These results may be useful for the small fashion business sector in developing countries since it is observed that the online sales channel is not yet developed, which makes it necessary to develop strategies to reach customers in a more effective way. On the other hand, given the importance of this sector for the economy of developing countries, this study can be useful to governments who can establish public policies to provide training and technical assistance to benefit the development and competitiveness of this sector.

Efforts to protect the wild Vicuña, an endangered relative of the domesticated Llama and Alpaca of the central Andes, and to increase the species' numbers, have been more successful in achieving technical wildlife management goals than in complementing agro-pastoral activities of the indigenous peoples of the region. In both Pampa Galeras National Reserve in Peru and in Lauca National Park in Chile, lack of consultation with native pastoralists, whose lands the reserves occupy, reflects weak commitment to broader social and economic goals on the part of national authorities, as well as the inadequacy of international technical assistance in involving local communities in such projects.Specifically, those projects have neglected to consider the importance of local patterns of land tenure, which are only in small part communal, and of economic differentiation with those communities. At the same time, authorities have controlled or monitored access to such subsistence resources as pasture and fuel for local residents, while failing to offer short-term alternatives for economic opportunity. This is in contrast to the free hand enjoyed by energy and agricultural irrigation projects such as those which benefit Chile's Atacama port of Arica. Continuation of such policies jeopardizes long-term success of wildlife protection as well as the economic future of the region's human inhabitants.

Abstract:
The article analyzes the evolution of the Soviet-Latin American military-technical cooperation in the period from 1955 until 1991. The Latin American aspect is considered in the context of the general dynamics of cooperation with the "third world" regions. The compilation of the US Agency for Arms Control and Disarmament statistical data on the supply of weapons from the USSR to Latin America was carried out. The periodization of the development of Soviet-Latin American military-technical cooperation has been developed according to the criterion of the USSR and the USA volume of military-technical cooperation with the region. The vector of development of the USSR military relations with the Latin American allies is traced from the total lag in the 50s and 60s to the qualitative and quantitative superiority by the end of the 80s of the twentieth century. It is proved that by the time of the collapse of the USSR, it had significant superiority over the United States in military supplies to the region in terms of the gross volume and variety of types of weapons. The superiority of the United States consisted in diversifying the arms market, while the USSR concentrated on the "left triumvirate" - Cuba, Peru and Nicaragua. Here is expressed the hypothesis that the objective goal of the USSR military assistance was the formation of an international pole of left and communist orientation, as a counterbalance to right-wing dictatorships.

The purpose of this work was focused on characterizing the value of the general law of land transportation in the inhabitants of Huanta, Ayacucho, Peru. The research corresponds to a quantitative method. (Héctor Cárcamo Vásquez, 2009) This law decrees the general, organizational and regulatory orientation of land transportation that governs the entire Peruvian territory (Palma, 2022). General Law of Land Transportation and Transit N. 27181, incorporated by Emergency Decree N. 019-2020, 4-A-1 establishes various obstacles for certain natural and legal persons to obtain authorized domain rights for the assistance of transportation or auxiliary services while the interference would be justified in the protection of the referred constitutional rights (Chafloque Tullume, 2022). Transportation in Peru is governed under free market principles, with legal facilities for permits and services under Law No. 27181, which establishes the general economic, organizational and regulatory criteria for road transportation and transit and applies throughout the territory of the Republic. The transporter, complying with regulatory requirements such as safety, technical condition of the vehicle, without monopolization or price standardization, has the opportunity to access, with prior authorization, on non-saturated roads, according to the services provided that are in areas or roads classified as saturated (Risco, 2020). So one of the criticisms to the people of Huanta is that they should put into practice the good management of the general transportation regulations, in order to stop committing accidents due to the same recklessness of the driver.

This study examines how smallholder coffee farmers’ perceptions may influence their engagement in peer mobilization and collective action. Forty smallholder coffee farmers were interviewed in the Central Highlands region of Peru using a closed-ended instrument. The sample of smallholder farmers was achieved using purposive and snowball sampling methods. Quantitative data on farmers’ attitudes and aspirations regarding working with peers, autonomy, and external support as well as knowledge, skills, and behaviors pertinent to collective actions were collected and analyzed using descriptive and correlational procedures. Key findings indicate farmers perceive a need for external support, feel there are benefits of collective actions, and aspire to work with their peers. Based on the findings, it is recommended that practitioners and farmer group leaders focus training efforts on building smallholders’ knowledge and skills in mobilization, encourage peer association/collective action as a source of external support, and target knowledgeable, skilled and confident farmers to lead collective actions. This study has implications to bolster support for farmer-to-farmer extension and technical assistance systems and inform the identification of leader farmers.

In countries with high seismicity, such as those located in the Pacific belt of fire, great disasters are generated because many houses are not designed to resist seismic forces; this is because they have been built without any professional technical assistance and using low quality materials that make them more vulnerable to an earthquake. In developing countries such as Peru, the problem is recurrent, because more than 80% of homes are self- built, causing construction errors that lead to 70% of these homes have no guarantees to withstand a major earthquake; the importance of solving this problem lies in the need to identify construction errors to study methods of reinforcement. This work investigates 371 houses of confined masonry, the most used construction system in South America, finding as a result that the most important construction error is the structural use of the tubular brick; in view of this, it is proposed to reinforce the walls with a construction system made up of tubular bricks reinforced with galvanized wire mesh to increase resistance and improve ductility.

Korea has continued steady growth in its official development assistance volume. Korea provided USD 2.2 billion, representing 0.14 percent of its gross national income (GNI) in 2020. Korea’s ODA budget has grown steadily. The Korean ODA project is expected to continue to increase in the field of TVET (technical vocational education and training) for developing countries. In early stage, the ODA project has been centered on Asian developing countries, but it is gradually expanding to Latin America and Africa. This paper analyzes the economy and ODA support status of Bolivia, Colombia, Paraguay, and Peru which are Korea's key ODA partners. Among the four countries, Paraguay's TVET and ODA current status are intensively focused. Through this, a plan for improving ODA performance and establishing a vocational education and training system is suggested. Suggestions for the improvement policies are as establishment of goal, vision and strategy for national TVET policy, establishment of comprehensive coordination mechanism between the government and the private sector, and establishment, promotion of TVET system and program.

Abstract:
The assessment of vulnerability to the danger of flooding, with a focus on the need for rescue and assistance from the population, is still in an exploratory scientific phase. The main objective of this research is to propose a methodology based on the issues of rescue and assistance in the face of the risk of floods and to provide a tool for its management. A series of maps is presented, indicating those territorial elements that require rescue and surveillance in a prioritized manner in a visual and accessible way for public administration. Four methodological cartographic proposals have been designed as follows: (1) a map of territory sectors with special rescue needs (dependent population and/or buildings without shelter); a map of the impact on transportation infrastructure and vulnerable areas of buildings (2); a map of vulnerability to possible disorder and looting caused by flooding events (3); and a map of the increase in the cost of deployment for rescue and assistance systems (4). As an experimental zone to test the effectiveness of these proposals, a peri-urban area of the municipality of Málaga (Spain) is chosen, which has an extensive history of severe floods. The results confirm the applied and preventive nature of the tool, which can be incorporated into flood risk management plans and local flood risk action plans developed by public administrations. The main finding of the research is the technical advancement that comes with a precise understanding of vulnerability and its resulting issues for better flood risk management.

Abstract:
Over the past two years the United Nations Industrial Development Organization (UNIDO) assessed 50 parks in eight developing and transition countries against 51 prerequisites and performance indicators outlined in the International Framework for Eco-Industrial Parks (International EIP Framework). The eight countries covered are: Colombia, Egypt, Indonesia, Nigeria, Peru, South Africa, Ukraine, and Viet Nam. This article provides a summary of the analysis and lessons learned from the assessments of the industrial parks and their performance against the International EIP Framework. The methodology is based on assessments of the current and intended performance of the industrial parks on four key categories (park management, environmental, social, and economic), supported by a scoring method. The analysis indicates that the International EIP Framework can be regarded as a practical and relevant means to assess the performance of industrial parks, as well as a basis to identify and prioritize EIP initiatives to strengthen their performance. There is a wide range of performance among the industrial parks assessed. Higher average current performance against the International Framework can be found in Colombia (68%), Indonesia (67%), and Viet Nam (63%). Ukraine and South Africa have the highest improvement potential (27% and 25%, respectively). Across all eight countries, the environmental and social performance categories have a lower compliance (34% and 44%, respectively) compared to economic performance (72% current compliance) and park management (55% compliance). A review of the root-causes indicates that the main compliance issue for 16 prerequisites and performance indicators outlined in the International EIP Framework seems mainly with the industrial park- and country-specific conditions. There is an opportunity to refine the formulation of five prerequisites and indicators outlined in the International EIP Framework. Across all 50 parks assessed, the following topics have the lowest current compliance: energy; local community outreach; environmental and park management and monitoring; waste and material use; and climate change and the natural environment. A low compliance with specific prerequisites and performance indicators under park management, economic, environmental, and social performance indicates a need by the industrial park for technical assistance. If high-performance industrial parks exist in a country, it implies that there is capacity in the country to develop an eco-industrial park. In this scenario, technical assistance should include a stronger focus on knowledge dissemination, sharing experiences, and peer-to-peer learning between industrial parks and the regulating authorities. Industrial parks managed by public–private partnerships and the private sector show a higher average EIP performance than industrial parks managed solely by the public sector. This seems to illustrate that industrial parks perform better if they are run like a private business or public–private partnership, rather than a government-managed initiative. This article is the first academic publication discussing the results from the application of the International EIP Framework with a large number of industrial parks in multiple countries. It is hoped that this article will encourage further EIP assessments to be undertaken in more industrial parks to assist in their transformation into eco-industrial parks.

Método: investigação histórico-social, exploratória e descritiva, com base nas publicações e legislações pertinentes ao exercício da enfermagem no Brasil, representando, dessa forma, o contexto histórico da recuperação anestésica para o reconhecimento e valorização da enfermagem perioperatória. Resultados: nesta evolução histórica, a enfermagem da recuperação anestésica construiu um caminho permeado pelo enfoque técnico, necessidade de assistência individualizada e área crítica com busca de conhecimento científico e processos de acreditação hospitalar para segurança do paciente. No Brasil, iniciada apenas em 1980, a recuperação anestésica dos anos 2000 tem sido baseada na assistência sistematizada, permeada por ações de segurança do paciente em busca de melhor capacitação da equipe. Conclusão: há um movimento da enfermagem brasileira na assistência da recuperação anestésica e aprimoramento destas ações com o decorrer do tempo. Results: In this historical evolution, the nursing of the anesthetic recovery built a path permeated by the technical approach, need for individualized assistance and critical area, with a search of scientific knowledge and hospital accreditation processes for patient safety. In Brazil, initiated only in 1980, the anesthetic recovery of the 2000s has been based on systematized assistance, permeated by patient safety actions in search of better team training. Conclusion: there is a movement of the Brazilian nursing with the assistance of the anesthetic recovery and improvement of these actions over time. Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 1 Tahun 2018 Tentang Petunjuk Teknis Bantuan Operasional Sekolah mengatur tentang bagaimana penggunaan dana BOS, untuk siapa dan untuk apa dana BOS tersebut. Salah satu penggunaan dari dana BOS dalam Peraturan Menteri tersebut adalah pengalokasian dana BOS tersebut kepada Guru Honorer. Dimana degan gaji upah yang dibawah upah minimum daerah mengakibatkan berbagai pihak berfikir dan meberikan spekulasi mengenai letak keadilan dari Permen tersebut, Sehingga pelu kiranya kita meninjau hal tersebut dari beragai sudut pandang maupun penghasilan dari tenaga Kependidikan guru honor yang masih jauh dari makna kesejahteraan dan keadilan tersebut, jika dibandingkan dengan status guru pegawai negeri sipil upah dari guru honorer masih sangatlah jauh. Maksud dari kesejahteraan dan keadilan disini adalah penyetaraan penghasilan untuk mendapatkan kesejahteran sebagai warga negara dan abdi negara Indonesia. Agar letak keadilan dari kebijakan tersebut dapat kita ketahui, maka penulis melakukan analisis Yuridis mengenai masalah tersebut yaitu dengan cara melakukan analisis data atau melakukan tinjauan pustaka baik tinjauan mengenai Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 1 Tahun 2018 Tentang Petunjuk Teknis Bantuan Operasional Sekolah, Undang-Undang Ketenagakerjaan, maupun tinjauan dalam perpektif keadilan maupun Hak Asasi Manusia yang tercantum di dalam Undang-Undang Dasar 1945 BAB XA tentang Hak Asasi Manusia. Hal ini untuk mewujudkan keadilan bagi seluruh rakyat Indonesia dan perwujudan keadilan bagi masyarakat berdasarkan analisis yuridis dan aspek atau sudut pandang hukum. Justice can be interpreted as doing, giving, and getting something in accordance with their respective rights and obligations. Justice should be applied in the life of the community, nation and state, not least in making regulations, policies and laws must be fair in all circles and fields. Republic of Indonesia Minister of Education and Culture Regulation Number 1 Year 2018 Regarding Technical Guidelines for School Operational Assistance regulates how to use BOS funds, for whom and for what BOS funds are. One of the uses of BOS funds in the Ministerial Regulation is the allocation of BOS funds to Honorary Teachers. Where wage salaries below the regional minimum wage result in various parties thinking and giving speculation about the location of justice from the Permen, so we should review this from various perspectives and income from the teaching staff of honor teachers who are still far from the meaning of welfare and justice, when compared with the status of civil servant teachers the wages of honorary teachers are still very far away. The purpose of welfare and justice here is equalization of income to get welfare as citizens and servants of the Indonesian state. In order to find out the location of justice from the policy, the writer conducts juridical analysis of the problem, namely by conducting data analysis or conducting a literature review, both a review of the Republic of Indonesia Minister of Education and Culture Regulation Number 1 of 2018 concerning Technical Guidelines for School Operational Assistance, Labor Law, as well as a review of the perspectives on justice and human rights listed in the 1945 Constitution Chapter XA concerning Human Rights. This is to realize justice for all Indonesian people and the realization of justice for the community based on juridical analysis and legal aspects or points of view.

ABSTRACT Urban agriculture is currently carried out all over the world. The activity is characterized by its multifunctionality, contributing to food security, preservation of biodiversity, better use of urban spaces, and proper management of soil and water, in addition to contributing to increasing income and improving the quality of life of farmers who live in the cities. In the 1980s and 1990s, urban agriculture gained momentum on the international scene and, from 2005, in Brazil. Some successful experiences in the world (Detroit, Havana, and St. Petersburg) and in Brazil (Teresina, Sao Paulo, and Belo Horizonte) are briefly reported here. Then, we describe in more detail the case of the city of São Luís. The municipality is situated on an island and its rural spaces have characteristics of peri-urban areas. Agricultural production has low expression in municipal GDP (Gross Development Product). The main products are papaya, cassava, beans, bananas, coconut, and passion fruit and, among the vegetables, roselle, chives, coriander, and West Indian gherkin, traditional regional species of Maranhão cuisine. The activity has two primary groups of actors: producers and intermediaries, with 83 and 41% of them, respectively, living in rural areas. Almost all producers (92%) use their area, 79% use some sustainable fertilization practice, and 69% do not use pesticides. Production areas are small and producers need technical assistance. Transport and poor road conditions are the main challenges to bring products to the markets. The reality that came out from our study indicates the lack of public support to urban farmers in São Luís. On the contrary, successful experiences of urban agriculture have in common the convergence of public policies of urban planning, agriculture and supply, education, and health. Urban agriculture is dynamic and must be integrated into the urban ecosystem to make it possible to unveiling new perspectives on the countryside-city relationship.

Background: No validated training curriculum for robotic surgery exists so far. International scientific societies like ERUS (EAU Robotic Urology Section) seek to validate a structured training program for robotic surgeons. In 2014, ERUS launched Pilot Study II, a 6-month structured training program to allow a surgeon without prior robotic training to perform a complete RARP (robot-assisted radical prostatectomy) independently and effectively. Aim of the study: Here we report the detailed courses and training materials, specific surgical activities and perioperative efficacy and safety results of the first 52 RARP cases performed by a single surgeon after graduating from Pilot Study II. The aim is to compare these results with the literature and show if this sophisticated training helps patients undergoing this type of surgery achieve advantageous perioperative results. Material and methods: The fellowship was conducted from January to June 2014 and consisted of lectures on technical and non-technical skills, as well as e-learning, bedside assistance (at least 20), intensive training consisting of laboratory training (i.e., virtual reality simulation, dry lab (plastic model), wet lab on animal cadavers and living anaesthetized pigs) and dual-console live surgery followed by five months of modular training, where the trainee performed different steps of the surgery at the host center. After passing the final evaluation (a full recorded video of RARP evaluated blindly by robotic experts), the trainee was deemed capable of performing efficiently and safely a full case of RARP. Here we retrospectively report the content of training and perioperative results of the surgeon’s initial 52 RARPs performed from July 2014 to April 2015. Results: After graduating from the fellowship, the surgeon performed 52 cases of RARP. The mean patient age was 65.2 years, initial PSA 12.9 ng/ml, prostate volume 43.7 ml in TRUS, BMI 27.5, and 61% of patients had a prior abdominal or pelvic surgery. Because of internal regulations, every patient had a pelvic lymphadenectomy performed, three of whom had positive lymph nodes. The average estimated blood loss was 225.7 ml, and no patient needed intraoperative blood transfusion. The average console time was 174.2 minutes. Final full-mount pathology identified 23 patients (44.2%) with a locally advanced prostate cancer (T3 or T4). Positive surgical margins were present in three cases. A further 29 patients (55.8%) had locally confined disease (T2). Positive surgical margins were observed in 2 cases. Catheters were removed on the 5th postoperative day followed by a cystogram, with no urine leakage observed in 96.2% of cases. The safety of the procedure was good with one major (Clavien 4) and 13 minor (Clavien 1 and 2, i.e., uncomplicated urinary infection, urinary retention) complications. Conclusions: The study showed that graduating from an intensive and structured learning program in robotic surgery resulted in a faster learning curve, allowing the trainee to reach high safety parameters in performed surgeries. When compared with already published series, advantageous results could be observed. The study was limited by its retrospective design, the moderate number of patients and variables such as individual motivation, dexterity and attitude of the person in training. The advantages of such training should be further evaluated in controlled, multi-center trials.

This study aims to analyze the economic feasibility of hiring new technicians in order to meet the existing demand for technical assistance. For this, a sensitivity analysis was performed and the data was collected in a qualitative and quantitative way. After that interviews were carried out and quality tools were applied, such as: brainstorms, cause and effect diagram and also financial and cost data was collected during the process. Thus, it was possible to identify that the main causes of the problem is the unavailability of technicians. Thus, an initial solution was developed to create financial configurations to assess which decision would be most plausible. Finally, the best performance scenario was to hire only one new technician, as it maximizes the company's net profit and the representative percentage of that profit from the generated revenue; it was also considered to what extent the solution could be applied. This research is important not only for the studied company, but also for others that have similar problems and need instructions to create a direction for a solution.

Despite the millions of dollars awarded annually by the United States Department of Education to build implementation capacity through technical assistance (TA), data on TA effectiveness are severely lacking. Foundational to the operationalization and consistent research on TA effectiveness is the development and use of standardized TA core competencies, practices, and structures. Despite advances toward a consistent definition of TA, a gap still exists in understanding how these competencies are used within an operationalized set of TA practices to produce targeted outcomes at both individual and organizational levels to facilitate implementation of evidence-based practices. The current article describes key insights derived from the evaluation of an operationalized set of TA practices used by a nationally funded TA center, the State Implementation & Scaling Up of Evidence Based Practices (SISEP) Center. The TA provided by the Center supports the uptake of evidence-based practices in K-12 education for students with disabilities. Lessons learned include: (1) the need to understand the complexities and dependencies of operationalizing TA both longitudinally and at multiple levels of the system (state, regional, local); (2) the relative importance of building general and innovation-specific capacity for implementation success; (3) the value of using a co-design and participatory approach for effective TA delivery; (4) the need to develop TA providers’ educational and implementation fluency across areas and levels of the system receiving TA; and (5) the need to ensure coordination and alignment of TA providers from different centers. Gaining an understanding into optimal TA practices will not only provide clarity of definition fundamental to TA research, but it will also inform the conceptual framing and practice of TA.

The 25 core elements were group into five components: preparation for the provision of technical assistance, development of a technical assistance plan, implementation of technical assistance, evaluation of the effects of technical assistance, and sustainability of technical assistance-facilitated changes. Results indicated that a subset of 11 core elements was related to between groups and between condition differences in the sizes of effect for program, organization, and systems changes. Results also showed that more intensive technical assistance was associated with larger sizes of effects compared to less intensive technical assistance and that particular combinations of practices were associated with the largest sizes of effect.</span>

Technical assistance has been at the heart of development assistance provided to country governments by donor agencies over the past several decades. The current debates on reimagining technical assistance focus on the existing challenges of the different types of technical assistance, and the (re)construction of an ideal model for delivering this type of support, with little discussion about the dilemmas involved in making day-to-day decisions and trade-offs in implementation. This article presents technical assistance as a policy option for governments and details the existing models of delivering technical assistance, as well as their limitations and the required enabling conditions. The models presented focus on the type of role for the technical advisers- as doers (performing government functions), partners (working with the government to perform a specific role) and facilitators (enabling and facilitating change programmes to address wicked problems). As part of the programmes, the team of technical advisers can play one or more roles. The authors also discuss how problem-solving or solution implementation can be the focus of a technical assistance programme or how large programmes combine these two approaches. The paper provides a practical account of the implications of the programme design that would ideally help governments and donors to design more effective technical assistance programmes.
