Abstract:
Visions of future computing in residential settings often come with assumptions of seamless, well-functioning, properly configured devices and network connectivity. In the near term, however, processes of setup, maintenance, and troubleshooting are fraught with difficulties; householders regularly report these tasks as confusing, frustrating, and unpleasant. I conducted a series of empirical studies examining both the sources of digital complexity in residential settings well as how people cope with these complexities. Grounded in this fieldwork, I designed a technology probe called Tech Clips. Tech Clips facilitates the sharing of technology-related information by and for people within one's social network. I then conducted a long-term, real-world deployment study in which ten families used the software, while simultaneously completing a series of common computing setup and maintenance tasks. Based on the results of this study, I provide both a rich description of home technology usage and maintenance practices, as well as design implications for software systems that facilitate help-giving between family and friends. The contributions of this research are (1) empirical studies of how lay people understand and cope with vexing technology problems in environments lacking technical experts; (2) the development of a software system to facilitate technical advice sharing; (3) deployment of this system in real-world settings; and (4) recommendations for the design of future tools for facilitating technical help-giving between family and friends.

Abstract:
While development cooperation largely consists of policy advice, the suggestions and inputs on development that policymakers in the Global South receive from donors and other international actors, little research exists on what makes policy advice useful to these policymakers. The aim of this study was to find out why policymakers in the Global South find some advice useful and some not. This was done through a field study in Kenya, using interviews with 23 policymakers and advisors. The analytical framework that was applied to the material reconciled the SCL model of analysing policy advice in terms of its content, with a critical postcolonial perspective which regarded the delivery of advice. The study showed that  the usefulness of policy advice for Kenyan policymakers is as dependent on the delivery of the advice as it is on its content, unlike what has been implied previously by Western research on think tanks. The study also concluded that not only is it possible to merge the two theoretical perspectives of policy advice and postcolonial theory, despite the difference in abstraction levels, applying a postcolonial perspective can be crucial in order to examine the full scope of what makes policy advice useful to policymakers in the Global South.

Governments, the community and industry expect public policy to be implemented effectively and efficiently, particularly when that policy and regulation affects the economic well being and environmental values of the nation. The offshore petroleum exploration and production industry is a case where public policy and regulation are attracting national focus through discussions on the timing of world peak oil production and the future of national and global oil and gas production. An overseas history of famous environmental disasters associated with petroleum exploration and production and transportation also ensures a specific focus on the environmental regulation of the industry. This study elaborates the history and characteristics of the offshore petroleum E&Pindustries in Australia and the US, and the systems and processes used to provide technical advice that informs and advises the regulation of those industries. The study then analyses the management of technical advice for government regulation of the offshore petroleum exploration and production (E&P) industry in Australia using the US equivalent as benchmark. Further, the analysis develops a model that incorporates strategic and operational elements of such advice. Strategic elements include openness, transparency and accountability, and operational elements include use of expertise, timeliness and peer communication. The study illustrates the relative challenges to providing technical advice under Australia�s Westminister form of government which can be less open, transparent and accountable when compared to the US Congressional form of government. The study also shows the greater use of expertise and peer communication associated with the more extensive petroleum research effort in the US, reflecting the greater age and size of its petroleum industry.

Abstract:

One of the most important conditions for effective performance and successful business operation is effective use of IT by organization members. Because of this demand in organizations, adaptation to IT-induced changes is one of the important challenges that organizations face with it. Technical-advice network has been used in order to better understand the effects of interpersonal communications on employee’s adaptation to IT-induced changes. In the other words the main focus of this research is to understand the effects of technical-advice network on individual IT-adaptation.

The research is carried out by the survey method in a unit of an organization with 51 employees. Two structural characteristics of the network have been examined as antecedents to adaptability. The results of study show that the strength of ties and density of network have positive effects on individual adaptation to IT-induced change. The research provided interesting results about the effects of technical-advice networks on individual adaptation to IT-induced changes.

Abstract:
Scientific narratives are pervasive in international policy, in part, due to the increasing degree to which technological considerations enter modern thinking. These narratives are particularly visible in the chemical weapon prevention regime, which must accommodate changes in science and technology to ensure that they do not result in the application of new utilities for toxic chemicals as weapons. The dissertation investigates the function of technical experts, and the perceptions of their role, in the procedures of the chemical weapon prevention regime that address technical change. It explores expert involvement in three elements of the Chemical Weapons Convention (CWC): its negotiation; the Scientific Advisory Board; and in national policy formulation. Ethnography – from an extended placement within the Convention's monitoring body, the Organisation for the Prohibition of Chemical Weapons (OPCW) – as well as interviews and documentary sources provide the methodological basis for the research. The dissertation finds that science is often made political within the international policy setting, and shows how science is employed to support political aims whether it is in accelerating or slowing policy formulation, or in deflecting the policy agenda. It argues that whilst the role of experts and their capacity to influence policy vary with the forums in which they are placed, their effectiveness depends also upon other factors, including institutional support. The dissertation also holds that national approaches to expert advice are reflected in state relationships with experts advising at the international level. The research supports much of the Science and Technology Studies (STS) literature on experts in national settings and has substantial implications for a concept popular in International Relations (IR) literature, namely, ‘epistemic communities'. A case for reframing ‘epistemic communities' is developed which incorporates notions drawn from STS, such as the important role of ‘boundary organisations'. These are applied to the CWC, and policy recommendations for the OPCW and its member states are presented.

A presente dissertação foi desenvolvida no âmbito do Mestrado Profissional em Gestão e Avaliação da Educação Pública (PPGP) do Centro de Políticas Públicas e Avaliação da Educação da Universidade Federal de Juiz de Fora (CAEd/UFJF). O caso de gestão estudado investigou o processo de análise textual do Projeto Político Pedagógico (PPP) das escolas públicas da rede estadual de Manaus/AM, tendo como questão central: como a SEDUC/AM pode otimizar o processo de análise e aprovação do PPP das escolas estaduais de Manaus? O objetivo geral definido para este estudo foi o de analisar o processo de análise e validação do PPP elaborado pelas escolas, executado pela Secretaria de Estado de Educação e Qualidade do Ensino (SEDUC/AM) e aprovado pelo Conselho Estadual de Educação do Amazonas (CEE/AM). Nossa hipótese de que as escolas têm dificuldades na elaboração do texto do PPP foi confirmada, tendo em vista que mais de 80% dos PPPs avaliados em 2015 apresentaram inconsistências. Adotou-se como metodologia a análise documental do Parecer Técnico emitido pelos departamentos estaduais envolvidos. A análise foi ancorada em discussões teóricas de Abrucio (2010), Cunha (1980), Cury (2013), Oliveira (2009) e Peregrino (2006), dentre outros, que deram base para o estudo sobre gestão democrática. O tema Gestão Escolar, por sua vez, foi fundamentado pelos autores Burgos (2013), Bussmann (1995) e Lück (2009). No estudo sobre Projeto Político Pedagógico, buscou-se embasamento teórico em autores como Gadotti (1994; 1995), Navarro (2004), Vasconcelos (2002) e Veiga (1998; 2002). Os resultados apontaram que 83,8% das escolas apresentaram problemas com a elaboração do texto de seu PPP, tendo como base o Documento Norteador. Portanto, é mister orientar as escolas sobre seu papel central na elaboração e operacionalização do PPP. Com base nisso, foi proposto um Plano de Ação Educacional (PAE) que possa trazer contribuições para aperfeiçoar o processo de análise do PPP das escolas e para a efetivação da gestão democrática.
This dissertation was developed under the Professional Master in Management and Evaluation of Public Education (PPGP) of the Center for Public Policies and Education Evaluation of the Federal University of Juiz de Fora (CAEd / UFJF). The management case studied investigated the textual analysis process of the Public Educational Project (PPP) of the public schools of the state network of Manaus / AM, with the central question: how SEDUC/AM can optimize the PPP analysis and approval process of State schools of Manaus? The general objective defined for this study was to analyze the process of analysis and validation of the PPP prepared by the schools, executed by the State Department of Education and Quality of Education (SEDUC/AM) and approved by the State Council of Education of Amazonas). Our hypothesis that schools have difficulties in preparing the text of the PPP was confirmed, considering that more than 80% of the PPPs evaluated in 2015 presented inconsistencies. The documentary analysis of the Technical Opinion issued by the state departments involved was adopted as methodology. The analysis was anchored in theoretical discussions of Abrucio (2010), Cunha (1980), Cury (2013), Oliveira (2009) and Peregrino (2006) among others that provided the basis for the study on democratic management. The subject School Management, in turn, was based on the authors Burgos (2013), Bussmann (1995) and Lück (2009). In the study on Political Pedagogical Project, we sought theoretical basis in authors such as Gadotti (1994; 1995), Navarro (2004), Vasconcelos (2002) and Veiga (1998; 2002). The results showed that 83.8% of the schools presented problems with the preparation of the text of their PPP, based on the Guiding Document. Therefore, it is necessary to guide schools about their central role in the elaboration and operationalization of the PPP. Based on this, an Educational Action Plan (PAE) was proposed that could contribute to improve the process of analysis of the PPP of the schools and to the accomplishment of the democratic management.

A pesquisa pretende analisar criticamente o processo da autogestão habitacional como modalidade de implementação de políticas habitacionais no Estado de São Paulo. A análise será concentrada no estudo de caso do conjunto habitacional Brasilândia B23, mutirão habitacional autogestionado composto de 168 unidades habitacionais, iniciado em outubro/2003 pelo Programa Paulista de Mutirões, que promove a construção de moradias em regime de mutirão em parcerias com associações comunitárias, destinadas às famílias com renda mensal de 1 a 10 salários mínimos. Este programa foi instituído pela Lei Estadual nº 9.142, de 09 de março de 1995, sendo operacionalizado pela Companhia de Desenvolvimento Habitacional e Urbano do Estado de São Paulo (CDHU). A investigação partirá da segunda fase do programa, iniciado em Julho de 2002, da qual o conjunto habitacional Brasilândia B23 faz parte, identificando e estudando os agentes envolvidos (associação comunitária Comissão de Mães Formadas, assessoria técnica Brasil Habitat, Gerenciadora Concremat e CDHU) no processo da construção das unidades habitacionais. Além disso, serão verificadas as diretrizes e normas estabelecidas pela CDHU e o papel desenvolvido pelos agentes na sua implementação durante o processo construtivo. A pesquisa procura documentar e discutir, a partir da experiência concreta do conjunto habitacional Brasilândia B23, as relações entre os agentes, nas dimensões e atividades presentes na execução da modalidade de financiamento e implantação do conjunto habitacional, como por exemplo, a organização do trabalho no canteiro, as estruturas de gestão e de deliberação do empreendimento/financiamento, assim como, investigar a ocorrência, ou não, de participação da associação quanto à definição da tipologia arquitetônica da habitação. A investigação das relações entre os agentes envolvidos neste programa habitacional reverte-se de grande importância para a discussão da maneira que a CDHU apropriou-se do termo autogestão para a construção de moradias.
This research intends to analyze deeply the self management process as modality of political housing implementation in the state of São Paulo. The analyzis will be focused in the case study of Brasilândia B23 social housing composed by 168 housing units, initiated in October/2003 by Programa Paulista de Mutirões, which promotes the housing building by mutirão organization with communitarian association destinated to families with monthly income of 1 to 10 salaries. This program was instituted by the State Law nº 9.142 on March 9th, 1995, being managed by Housing Development Company from São Paulo State (CDHU). The investigation will start from the second phase of the program initiated in July 2002 whose Brasilândia B23 social housing is part of, indentifying and studying the involved agents (Comission of Graduated Mothers Communitarian Association, Brazil Habitat, technical advice, Concremat Managerial and CDHU) in the housing units building process. Besides this, directives and norms established by CDHU and the performance developed by the agents in its implementation will be checked during the building process. The research aims to document and discuss from Brasilândia B23 social housing experience, the relationship among the agents, in dimensions and present activities in the financial modalities and implantation of social housing as an example. The organization of the working site, the managerial structure and undertaking/financing deliberation like as investigating the event or not, the participation of the association as the definition of the housing architecture typology. The investigation of the relationships among the involved agents in this housing program become very important for discussion of how CDHU adopted the term self management for housing building.

Les coopératives agricoles sont tantôt présentées comme une alternative au capitalisme financier, tantôt dénoncées pour leurs « résistances » à prendre en charge les problèmes d’environnement. Mais comment, concrètement, intègrent-elles ces enjeux dans leurs stratégies et leurs organisations ? Comment leurs agents sont-ils affectés dans leur travail par la montée des injonctions environnementales et comment font-ils avec ? J’aborde ces questions par l’analyse des dispositifs que ces entreprises déploient pour conseiller les agriculteurs, en m’appuyant sur une enquête socio-historique en Champagne-Ardenne. Je montre que la question de qui prend en charge les questions environnementales, et comment, structure les dynamiques du conseil coopératif. Les dirigeants des coopératives ajustent leur modèle économique et leurs dispositifs de conseil pour faire face à la concurrence et répondre aux critiques environnementales. D’un côté, ils internalisent la compétence de la durabilité dans leurs stratégies de création de richesses, en amont du conseil, afin de défendre des modalités d’écologisation de l’agriculture alignées avec leurs intérêts, tout en permettant aux agriculteurs individuels de déléguer la prise en charge de l’environnement. D’un autre côté, ils développent des démarches de conseil innovantes pour les agriculteurs refusant de déléguer cette compétence. Par ailleurs, les technico-commerciaux ne considèrent pas la prise en charge de l’environnement comme un moyen efficace de captation des clients. Ils font avec cette contrainte via leur expertise réglementaire, et développent de nouvelles compétences techniques pour répondre aux attentes diverses des agriculteurs
Agricultural cooperatives are sometimes presented as an alternative to the excesses of financial capitalism, and sometimes criticized because of their reluctance to cope with environmental concerns. But how, actually, do they integrate these environmental stakes into their strategies and organization? How are their agents affected in their work by the increase of environmental normalization, and how do they deal with them? I address these issues through the analysis of the schemes these organizations build to bring technical advice to the producers, with a socio-historical focus based on an investigation in the French Region Champagne-Ardenne. I show that the question “who handles the environmental concerns, and how” shapes the dynamic of these schemes. Executives of cooperatives adjust their economic model and advisement frame to cope with concurrence and to respond to environmental criticism. On the one hand, they integrate the competence of sustainability into their strategies of wealth creation, upstream of the advice activity, to defend ways of environmental reform of agriculture in line with their interest, and in the same time they let individual producers delegate a part of their environmental responsibility. On the other hand, they develop new advice methods for producers who don’t want to delegate this competence. Otherwise, technical sales advisors don’t think that dealing with environmental concerns is an effective means to strengthen their links with their customers. They do with this constraint through their regulatory expertise, and develop new competences to meet the producers’ request for services

Since 1998 it has increased the number of Community Development Banks, there are currently more than 100 operating in the country. They are a recent phenomenon and there are few studies on the cumulative impacts of this initiative in its service territory. In addition is relevant to quote the coordination and community mobilization, promotion of social currency, cultural activities, environment, health and education. These banks work with credit services, most of the time with productive credit lines and consumption, some banks proffer housing credit for renovation, expansion and even production of new housing with the self technical advice. This dissertation will examine in particular the relationship of housing production through the housing microfinance promoting by Banco Bem, Vitória -ES, and the development of its territory, with the guiding hypothesis that the Community Development Banks, in particular the Banco Bem, promote Territorial Development with its housing microcredit and free technical advice to the self, allowing housing improvements, fostering trade in materials and services in the chain of housing production and through community organization and mobilization due to the Local Development Forum. Thus is an initiative more suited to the reality of substandard clusters and potential guideline / model for Public Policy Housing in these territories. In this context, the research aims to examine the relationship between the Housing Credit via Community Development Bank, housing production, technical advice for self, Territorial Development and its dialogues with the Public Policy.
Desde de 1998 vem crescendo o número de Bancos Comunitários de Desenvolvimento, atualmente existem mais de 100 atuando no território nacional, são um fenômeno recente e existem poucos estudos acumulados sobre os impactos desta iniciativa em seu território de atuação. Além de articulação e mobilização comunitária, fomento de moedas sociais, ações de cultura, meio ambiente, saúde e educação, estes bancos trabalham com serviços de crédito, na maioria das vezes com as linhas de crédito produtivos e consumo, alguns bancos ofertam o crédito habitacional para reforma, ampliação e até produção de novas habitações com assessoramento técnico a autoconstrução. O presente trabalho analisará em específico as relações da produção habitacional por meio do microcrédito habitacional do Banco Bem, de Vitória-ES, e o desenvolvimento do seu território, com a hipótese norteadora de que os Bancos Comunitários de Desenvolvimento, em particular o Banco Bem, promovem o Desenvolvimento Territorial com seus microcréditos habitacionais e assessoria técnica gratuita à autoconstrução, viabilizando melhorias habitacionais, fomentando o comércio de materiais e serviços na cadeia da produção da habitação e por meio da organização e mobilização comunitária decorrente do Fórum de Desenvolvimento Local, sendo uma iniciativa mais adequada a realidade dos aglomerados subnormais e potencial diretriz/modelo para Política Pública Habitacional nesses territórios. Neste contexto a pesquisa tem como objetivo examinar as relações existentes entre o Crédito Habitacional via Banco Comunitário de Desenvolvimento, produção de habitação, assessoria técnica para autoconstrução, Desenvolvimento Territorial e seus diálogos com as Políticas Públicas.

Harvard University Press, London and Cambridge, MA, 2006, p. 20). Examples include Arnold Bennett’s How to Become an Author (1903), Walter Besant’s The Pen and the Book (1899), E. H. Lacon Watson’s Hints to Young Authors (1902), and Leopold Wagner’s How to Publish a Book (1898). As this chapter will explore, these authors’ guides mix technical advice on the rules of fiction with practical advice on the workings of the publishing industry and the financial side of authorship—and in so doing, I shall argue, both reflect and help contribute to dramatic changes in public understandings of the nature of authorship and the relationship between the writer and marketplace.

Recognising the benefits to be gained by integrating national and international experience into a rapidly growing programme, NUMO already in June 2001 set up both domestic and international technical advisory committees. These groups supported NUMO during the time when many of the basic, often innovative, concepts that characterise the Japanese deep geological disposal programme were developed. Overall experience with those technical advisory committees was very positive: most of the essential programme elements have been put in place and, in some technical areas, NUMO is now up at the front along with other leading programmes. On the other hand, after a decade, NUMO recognized the necessity to revisit their roles and rethink the overall NUMO policy on technical support, advice and review. This paper provides a summary of NUMO’s experience with advisory committees and an outlook on the future use of such bodies.

Abstract In the present paper, an approach based on fuzzy logic is presented concerning a fuzzy decision support system for faults’ handling in train driving. A short introduction is given first that contains the problem’s description and its major aspects. A literature review follows that refers to the last advances in the field of man–machine interface, fuzzy logic applications and fault handling procedures in train driving. The paper emphasizes also on the important role of fuzzy logic in capturing, expressing and exploiting the existing experience on faults’ manipulation during train operation. Furthermore, a theoretical approach is proposed for the development of a fuzzy decision support system that advises the train operator on faults’ handling during its operation. Except of the advice that could offer, it is expected that — after its development — the system will be able to continuously check on-line the operator’s actions and operations in order to conclude, in a fuzzy manner, about both their correctness and efficiency and to suggest further actions and operations to be undertaken.

Abstract Advanced CAD design tools that facilitate designers to produce manufacturable designs right the first time are needed to compress product realization cost and time. Such tools must facilitate artifact diagnosis regarding its manufacturability during early design stages. This study focuses on identifying the major issues in the development of a knowledge-based design tool to evaluate artifact manufacturability. A prototype integrated design and manufacturing (IDM) system has been developed for conducting machined part evaluation. The IDM system is implemented on a SunSparc 20 workstation using the ACIS v1.7 geometric modeler, the C++ programming language, and MOTIF. The concepts of feature flexibility and feature importance introduced in this study can be used to provide appropriate context-sensitive “intelligent” repair (redesign) advice to the designer after identifying portions of a design artifact that are difficult/impossible to manufacture. A preliminary discussion on the issue of ranking of redesign solutions based on designer’s objective functions is also presented.

Abstract Since 1986, when the Institute for Defense Analysis first coined the term “concurrent engineering” (Carter and Baker, 1991), there has been much talked about and written on the subject. Early treatments of this subject focused principally on increasing the synergy between product development and manufacturing process development. Today’s increasing time-to-market pressures force the extension of the scope of this concurrent strategy to include all processes, such as customer training, documentation, and installation and field support, required to launch a new product successfully in a competitive industry. Even with this larger scope, the competitive advantages of a concurrent strategy are well proven (Vesey, 1991) (Port et al, 1990) — there is no need for additional motivation. Hence, this paper addresses a specific strategy for implementing concurrent engineering in the real world. The context for this subject is the experiences on a large development project at DSC Communications Corporation, addressing the following: 1) the situation at the onset of the project, 2) what was done to implement concurrent engineering, and 3) the results of having committed to concurrent engineering. The final section offers some experience-based advice in terms of critical success factors.

The Women’s Handicrafts Production Cooperative is a success story that has transformed the lives of its members, who had been finding it hard to obtain employment. They are now focused on creating their own enterprise. Started in 2018, today the cooperative’s membership has expanded tenfold and created employment opportunities by using the principles of social solidarity economy and collective business models. The Youth Participation and Employment (YPE) project in Egypt, developed in partnership with the Better Life Association for Community Development (BLACD), provided technical training to the cooperative in handicrafts production, as well as life skills training, to empower the workers to continue despite all the societal pressure for them to give up. Assistance from BLACD came in when it was needed. Particularly during the COVID-19 crisis, with the tourism market shut down, BLACD has provided crucial technical advice and support, supporting the cooperative to brainstorm and identify several parallel income-generating activities. This case study contains some testimonies from members of the cooperative on how their collective strength was harnessed to create employment and income.
