Abstract:
Creative arts can make vital contributions to both economies and communities. Moreover, these impacts can be keenly felt by smaller, regional communities, where shifts away from traditional rural industries are apparent, and in the context of the Inew economy' which emphasises the importance of knowledge industries and creative industries. This research investigates creative arts supply and demand in regional Victoria, Australia through the collection and analysis of qualitative and quantitative data in three target communities. Fundamentally, this thesis presents a detailed analysis of the current supply and demand environment, including the impacts of regional arts festivals, and determines the conditions, events and characteristics which could strengthen regional Victorian supply and demand of creative arts. This thesis analyses focus group data to investigate current levels of supply of creative arts in regional Victoria. Qualitative analysis of the data shows that the supply of creative arts in the target areas is limited by scarce resources, isolation, negative community attitudes towards creative arts, and a small audience or sales market and an over-reliance on volunteers. Small and micro-businesses in the regional Victorian arts sector are seen as having motivations for operating beyond making money, limited business acumen, and have difficulty in marketing themselves effectively. Best-practice strategies to strengthen the operations of small and micro-businesses include adopting a more entrepreneurial attitude towards arts business, using an agent to source new audiences or sales markets and to maximise the promotion of their product, creating art which is accessible to the local community, and to engage in skills development and business training. Using attitudes towards creative arts, participation in creative arts and expenditure on creative arts as a measure of current demand levels, this thesis applies a range of statistical and econometric tests to the data collected from the three target communities. Contrary to the view emergent from the supply data, this thesis shows that regional Victorians have strong levels of demand for creative arts. Results show higher than average levels of overall monthly arts expenditure, and strong demand for cinema, craft fairs or exhibitions, books, CDs and other music formats. Low levels of demand were noted for classical music, opera or ballet. Chi-Squared analysis and ordered probit results show that gender, age, festival attendance, education, and individual levels of overall arts expenditure are all determinants of creative arts demand. Analysis regarding impacts and key aspects of two regional arts festivals found that regional festival patrons are more likely to be female, local to the host region, have a middle income, and hold a high school or equivalent qualification. An econometric model, including two versions of an Ordinary Least Squares regression in addition to Tobit and probit estimations, was used to more accurately estimate individual expenditure characteristics, notably accounting for the zero-expenditure of attendees who are local to the host region. This thesis provides valuable contributions to knowledge regarding the supply and demand of creative arts in regional areas. It also provides practical insights for policy makers, festival organisers, and the regional arts industry.

Abstract:

There have been widespread reports of an impending teacher shortage crisis in the U.S. for more than 30 years. In the U.S., there are claims of a widespread national shortage while research indicates teacher shortages are specific to certain subjects and schools. Part of the reason for the conflicting accounts is how shortage is identified and what information is used to assess it. In this study, I test whether a uniform teacher shortage exists across the state of Arkansas. I hypothesize that, rather than a universal shortage, teacher shortages are more likely to occur in certain regions and subjects. I examine the characteristics of districts with the most favorable teaching supply and those with the greatest teaching need using descriptive and multivariate analysis of data collected from district surveys along with administrative data. In this study, “supply” is defined as the ratio of applications to vacancies and “need” is defined as the ratio of vacancies to full-time equivalent (FTE) certified classroom teachers. This is the third study to use applicants to identify teacher supply, and the first to assess teacher need or shortages in this way. Results indicate teacher supply and need are unequally distributed across the state; there is no uniform teacher shortage statewide. Regarding teacher supply, I find district size, region, and urbanicity appear to drive supply. Teacher supply is most favorable for large districts with student enrollments greater than 3,500, districts in the Northwest, and suburban and city districts. Regarding teacher need, I find urbanicity and region contribute most to need and the need appears greatest for districts in cities, and districts in the Central and Southeast regions. Teacher need does not appear to be significantly influenced by district educational success, teacher salary, or district growth. Looking at the relationship between teacher supply and need, I find three clear relationships. In the Central and Southeast regions, there is lower teacher supply and greater teacher need. In urban districts, there is both greater teacher supply and need. In higher poverty districts, there is significantly less teacher supply and more teacher need.

Education has become an area of concern both in South Africa and the rest of the world. As a result there has been an increase of about one per cent on the average number of learners in South Africa schools (Collin, 2005), especially with the ‘education for all’ policy. Learner increase requires large numbers of teachers because they play a critical role in achieving the post-apartheid transformation and development agenda (Asmal, 1999). However, there are many disturbing reports that point towards large numbers of teachers leaving the education profession in both primary and secondary sectors. Many factors have rendered education an area of distress both in the Western Cape, South Africa and elsewhere in the world today. One of these factors is the mismatch between demand and supply of teachers which is arguably exacerbated by shortage of teachers. The aim of this study is to (i) uncover factors that influence demand, supply and shortages of teachers among a select Western Cape Secondary Schools in order to (ii) primarily explore mechanisms and strategies that the selected schools employ for combating teacher demands, supply and shortages. The question following from these aims is: “How do some secondary schools in the Western Cape manage the tensions created by demand, supply and shortages of teachers?” The study employs the qualitative research method that has utilised an exploratory research design to meet the research objectives. Secondary school teachers, principals, ex-secondary school teachers and deans/directors of schools/faculties of education make up the target population for this study. The sample constituted thirty participants that were purposefully and conveniently selected. The finding in the study reveals that teacher demand and supply in the Western Cape is influenced by similar factors that occur elsewhere in the world. However the schools employ many ways to deal with teacher shortages, some of which are preventative or curative of the problem of teacher shortages. What is worth-noting is that since public schools in Western Cape are owned and funded by the provincial government, principals are limited in what they can do as most of the strategies require a high level of monetary commitment.

Abstract:
One hundred and twenty-two students at Virginia Tech who had completed teacher certification requirements in science and/or mathematics from 1980 to 1986 were surveyed to determine their current employment status, and if not currently teaching, then what reforms in the conditions of teaching might encourage them to return to or enter teaching. Opinions were solicited from three groups: current teachers, those who had left teaching, and those who had never taught. Data were reported in four categories: general demographics of all groups, importance of work satisfaction for all groups, modifications in the conditions of teaching necessary to entice those not currently teaching to return to or enter teaching, and opinions of current teachers on how to improve recruitment and retention of qualified science and mathematics teachers. It was determined that the general demographics of the individuals surveyed conformed to general descriptions of teachers in current literature with the exception that the parents of Virginia Tech graduates were more highly educated and tended to hold professional and semiprofessional positions in higher percentages. No significant differences were determined among current teachers, those who left teaching, and those who had never taught in regard to opinions of work satisfaction in teaching. Lack of administrative support, poor student discipline, and low salaries were factors involved with decisions not to teach. Others left teaching to raise a family. Improvements in working conditions that would encourage non-teachers to teach include improvement of student discipline, reduction of class size, removal of incompetent teachers, reduction of teacher isolation, reduction of stress, and the improvement of the physical environment. Almost 60% of individuals not currently teaching would teach if offered a suitable position. The majority of current teachers believe that raising teachers' salaries would be the most important improvement to increase recruitment and retention of teachers, however, beginning teachers' salaries compared favorably with those of individuals employed outside of education. Almost two out of three current teachers indicated they planned to leave teaching within five or more years.

The aim of this study was to establish new strategies on how redeployment of teachers should be conducted and enable teachers to adapt to the redeployment process, especially in Port Elizabeth schools. This investigation was set within both qualitative a quantitative framework. Five schools where some of teachers were affected by redeployment in Port Elizabeth were investigated. Purposive sampling was used for selecting the respondents for this study and also for selecting these five schools. Questionnaires and interviews were used for the collection of data. The aim of the study was to investigate the impact of redeployment of teachers in Port Elizabeth schools. The findings revealed that there is needs to upgrade the qualification of the teachers, that effective human resource planning should result in the involvement of teachers when decision making takes place, especially issues that affect them directly such as iv redeployment and that provincial Department of Education and teachers organizations like South African Democratic Teachers Union (SADTU), National Professional Teachers Organization of South Africa (NAPTOSA), South African Teachers Union (SATU) should work closely in the area of redeployment. This topic is useful for all who are in the teaching profession, whether as redeployed teachers or as practicing professionals. A number of conclusions and recommendations, in line with the findings of the study were made. Recommendations on how redeployment of teachers could be conducted in Port Elizabeth schools were presented. An attempt has also been made to include items that are of special interest to South African teachers in general and Port Elizabeth teachers in particular.

In this dissertation, I examine individual decisions in occupational choice, labor supply, and health care utilization. Occupational choice decisions of female college graduates on whether to teach or not are analyzed to understand the role of fertility and relative wages using a panel estimation method. I also compare the behavioral changes in the labor force participation among teachers and non-teachers conditional on the presence of a new-born baby. Using the human capital model where a worker decides her hours of work responding to wages, and her human capital is accumulated proportional to her hours of work, I predict that the positive relationship between entry wages and post wages. Empirical evidence suggests that the shock in entry wages may be attributed to post wage differentials. I examine individuals?? choice of health insurance plan and utilization of health care services. Empirical evidence shows that there is favorable self-selection into health maintenance organizations (HMOs) plans and that HMO members use more of office-based and hospital outpatient services. It suggests ineffectiveness of HMO plans in reducing utilization.

For an education system to function effectively it is important that its planning functions are executed effectively and efficiently. Among others this implies that the system must know what the teacher supply and demand is and how it will change in time. If the teacher supply and demand is known it could result in sound intervention strategies being developed and implemented. Education planners will be able to plan for the number of bursaries to be awarded and in which subject fields; it will be known how many foreign teachers to employ and for which subjects. This is the basic rationale that underpins this study. This study explored the problem of teacher demand and supply in the Further Education and Training (FET) phase (Grades 10 to 12) in South Africa and offers a critical analysis of strategies adopted by Provincial Education Departments in an endeavour to diminish the demand for teachers, specifically for Mathematics and Science, in rural and poor schools. Initially the study involved a secondary data analysis to extrapolate the demand and supply of teachers in Mathematics and Science over the next ten years. The first key finding of the study was that the data needed for such an analysis does not exist in any reliable form that would facilitate the development of such a projection. What the study had to rely on was anecdotal evidence that suggests that a shortage of Mathematics and Science teachers does exist and that posts are often filled by unqualified and under-qualified staff. In the second phase of the research in which the study explored the effectiveness of strategies developed to address the shortage of Mathematics and Science teachers, a qualitative research approach was adopted within a descriptive interpretive design. The views and opinions of human resource managers responsible for post provisioning in schools were explored through in-depth interviews to understand the types of strategy adopted by the provinces, their potential to alleviate the problem of Mathematics and Science teacher shortage in Grades 10 to 12, their success, challenges and factors internal to the Department of Education that may deter Provincial Education Departments from achieving their objectives. The findings revealed that Provincial Education Departments (PEDs) do take heed of strategies developed by the national Department of Basic Education (DBE). However implementation is far removed from the original intention and no significant impact results. Although the reasons are not always obvious from this study, a few important aspects did emerge. First, the strategy developed may not be popular with a particular province - employing foreign teachers is a case in point. Secondly, focusing on just a number of schools to improve their results (e.g. as with the Dinaledi schools) may meet with resistance from educators and teachers’ unions. Thirdly, creating bursaries for initial teacher education in certain key areas can only be successful if the number of teachers in need is known. Finally, even the best strategies are doomed if post provisioning and appointment of staff are dealt with by different stakeholders. Based on the findings, it is recommended that both the DBE and PEDs ensure that quality education management information is collected and maintained. Information that is reliable and accurate will inform planning and key decisions to ensure that the supply of teachers is based on a specific need. As such, deficiencies in skills that are in short supply such as Science and Mathematics can be averted and better opportunities can be created for new teacher graduates. While an improved performance of learners in these subjects is requisite for related study fields at universities, the Dinaledi schools must be adequately supported and such a model applied to other schools. The employment of foreign teachers on short-term contracts does not create stability in schools, therefore, their employment must be standardised. Significantly, retention in rural and poor schools is a problem since they struggle to attract quality teachers; for that reason teacher incentives are indispensable. Making a declaration for unqualified and under-qualified teachers to acquire professional teaching qualifications and subsequently discontinue such appointments, will raise the standard of teaching and learning in schools. Rather, databases of unemployed qualified teachers could be maintained and such information made accessible to school principals. In the absence of reliable data that can indicate teacher qualification and specialisation versus subject taught, the extent to which Mathematics and Science are taught by unqualified and under-qualified teachers as well as out-of-specialisation teaching, is not known. However, poor pass rates in these subjects at the exit point of the schooling system (Grade 12) attest to the lack of appropriately skilled teacher workforce. Therefore, if Mathematics and Science specialisation is required, then strategies being implemented by the DBE and PEDs must have a clear purpose to address this shortage.

This study based on the number of teachers for secondary education in Taiwan during 83 to 88 academic year, adopted the six-year relevant data, used the GM(1,1) model of grey theory to forecast the annual supply and the annual demand in next three years, and then used the cross analysis to investigate the manpower supply and demand of secondary teachers for secondary education in Taiwan and obtained some important results. The authorities concerned may use these results as references to determine the manpower policy of secondary teachers in Taiwan. This Study obtained five important conclusions in the topic about the teachers’ manpower supply and demand for secondary education in Taiwan during 89 to 91 academic year as follow: 1.The supply amount of teachers for secondary education will grow positively. The growth rates of teachers’ supply are separately 2.41%, 1.0986% and 1.0979%, but the rates will decline year by year. 2.The demand amount of teachers for secondary education will grow positively. The growth rates of teachers’ demand are separately 0.912%, 0.327% and 0.454%, but the ranges of growth will be quite small. 3.The Teachers’ Manpower situation for Secondary Education will be “supply exceed demand.” The unbalanced percentage are 8.1250%, 8.9577%, 9.6638﹪and unbalanced situation will be more and more serious. 4.The supply amount of new qualified teachers from teacher normal system and general universities will both grow positively, and the ratio of supply will be 4:6. Therefore, the major teachers for secondary education will come from general universities in future. 5.The demand amount of teachers for junior high school will grow negatively. The growth rates of teachers’ demand are separately 0.7166%, 1.2055% and 1.2049%. The demand amount of teachers for junior high school will grow positively. The growth rates of teachers’ demand are separately 8.5979%, 8.0857% and 8.0931%. The demand amount of teachers for senior vocational school will grow negatively. The growth rates of teachers’ demand are separately 0.1726%, 1.3617% and 1.3519%.

The research problem that formed the basis of the investigation reported upon in this thesis relates to the challenges and opportunities that arise from the retention of World English Speaking (WES) student-teachers as they seek to gain entry into the teaching profession in Australia. Two key questions guided the exploration of this problem. How do the curriculum, teaching and assessment practices in teacher education assist and/or hinder WES student-teachers’ retention? What problems, if any, do they have in becoming Australian teachers? These are examined from the perspective of the WES student-teachers themselves, their teacher educators and the WES school teachers involved in supervising them during their practicum. Facing acute teacher shortage in some subjects and some areas in Australia, this research project investigated issues affecting retention of WES student-teachers to meet the requirements of Australia’s ethnically diversified school communities. Methodologically, this study used an evidence-driven, conceptually informed, valuerational approach to education research. A case study design provided the basis for a cross-sectional, retrospective, non-experimental plan which was used to collect and analyse data. The subjects, teacher educators and WES student-teachers were contacted via the university teacher education program; while WES school supervising teachers were selected from schools where WES student-teachers did their practicum. Theoretically it explores the power and limitations of current theorisation of teacher shortages in terms of global cultural flows, specifically the trans-national mobility of knowledge workers. This thesis situates their experiences in the context of current and projected teacher shortages as well as testing current theorisation about global cultural flows of people in terms of the trans-national mobility of knowledge workers. This thesis argues that while teacher-educators recognise the difficulties in engaging educationally with WES student-teachers, and WES student teachers and their supervising teachers are aware of and able to identify other difficulties they confront becoming “Australian teachers”, the possibilities for making productive responses is constrained by cultural as much as economic factors.

The goal of this study is to compare several models of manpower prediction for elementary school teachers in Taiwan. The models compared and utilized by this research were statistical regression, grey theory, combination of regression and grey theory and traditional models. We consider recent rapid changes in teacher manpower and the possible variables that influence the demand of elementary school teacher positions in Taiwan. In this research, the models ultimately prophesied a steady decrease in school teacher positions in the future. According to the analyses, grey theory was employed to demonstrate for relatively few data and lower cost. The regression analysis was used to explore the main factors to predict teacher positions. It is expected that the combination of these two models will have the effect of compounding their advantages. The research will be methodological significance to other industries, and it evaluates the utility of different methods of manpower prediction.

This study aims at understanding human resource demand for physical teachers in junior high school and the current situation of teacher training in Taiwan. Based on Research-Inference Mode, the researcher predicts relationship between supply and demand for physical teachers in junior high school for the next six coming years, so that the educational authority can use this as a reference while making both teacher training plans and further in-job teacher training programs. The data for this study were collected through questionnaire. The writer conducts a survey on 709 junior high schools island wide- public and private-including total numbers of classes, in job Physical teachers and that of resigned and retired ones. He then applies Trend Analysis and Method of Man Power Prediction to estimate how many teachers in this field will be needed and how many will be available in the market during the school year 2001 to 2006. Four important findings are: 1.Number of classes will have a tendency of increasing with years due to an annually increase in student number and shrinking class size. 2.Number of physical teachers in demand will also tend to increase annually. 3.There will be a serious unbalance between supply and demand: The former will exceed the latter. 4.After the implementation of nine years consecution, which requires students to take a learning field course named Health and athletics, demand for physical teachers will remain unchanged. Due to a tendency of decreasing birth rate, Taiwanese population structure has been enormously changed—a trend of fewer children. Therefore, there are certain urgency and significance for the exploration of the trend’s impact on the supply and demand of the national elementary school teachers. The present study begins with an investigation on the current structure and tendency of Taiwanese school-age population base on the data provided by Ministry of the Interior and the Department of Statics of Ministry of Education. Then according to the amount of the students and classes in first-grade elementary schools from 2012 to 2017 academic year, the condition of the supply and demand of elementary school teachers in the future six years is conjectured through empirical research. The investigation aims to find out the effects of the trend of fewer children on the supply and demand of elementary school teachers and explore its critical impact on surplus teachers of elementary school. Furthermore, the study also includes introspection on policies which are focused on the unbalance and difficulties of the teachers’ supply and demand. To provide educational policy designers some references while making policies, the study proposes feasible coping strategies and brings up practical suggestions. Hopefully, the teacher resource’s supply and demand in compulsory education can be more balanced through proper adjustment and control mechanism.

Abstract:
The ushering in of the new democratic order in South Africa in 1994 brought with it far-reaching changes that impacted on the lives of every citizen. South Africa was faced with the task of translating the dreams of its citizens into reality. To do so, the state, through its various departments had to revisit it approach to service delivery. this led to the extensive restructuring processes that characterised the first decade of democratic rule in this country. The changes that occurred and are still occurring in education are remarkable and commendable. Post 1994, the Ministry of Education had to dismantle the apartheid structure and create a unified education system. During apartheid there were 19 Education Departments, which had to be amalgamated into one National Department, which is further divided into nine Provincial Education Departments (Hofmeyer, 2000:2). this was to create a more equitable system of financing in a context of the huge demand on the limited financial resources and to create a policy framework, which gave concrete expression to the values, which underpinned the post apartheid state. The first five years of reconstruction were dedicated towards the dismantling of apartheid, and the creation of structures and procedures. This included transfers of staff, offices, records, assets and more than ten million learners and educators into the new system without compromising service delivery. Educators are central to educational change, the policy on norms and standard for educators were introduced in 2000 (Robinson, 2003:19). This policy created the framework and procedures for the approval of teacher education programmes and outlined the kinds of qualifications that the Department of Education would consider for funding and for employment. The policy provides an outline of the knowledge, skills and values that are seen as the hallmarks of a professional and competent educator (Robinson, 2003:21 ).

The shortage of specialist Physics teachers in senior secondary schools in Swaziland has, for years, been one of the nagging issues for the Ministry of Education and Training (MoET). This led MoET to exploiting the services of non-specialists, thus undermining the quality of learners who graduate from the system. Therefore, the study ascertained the causes of the shortage of specialist Physics teachers in senior secondary schools in Swaziland, how they could be retained and how their number could be increased. A positivist-interpretive quantitative research approach was utilised to obtain reliable and valid results in this study. The quantitative research was a survey consisting of a questionnaire that was completed by Physics teachers in senior secondary schools. The data were analysed using descriptive statistics. The study, based on the findings, concluded with some recommendations that could be used to retain and increase the number of Physics teachers in senior secondary schools.

A qualitative study was conducted on the causes of teacher attrition from urban schools in the Gauteng and Western Cape provinces of South Africa. Besides identifying the causes of attrition, the study intended to determine what needs to be changed to entice teachers who have left the profession to return. The rationale of the study was founded on the teacher shortage in South Africa and the alarming rate of teacher attrition from the profession, coupled with the growing number of learners needing education. Albert Bandura’s Self-Efficacy Theory, with a consideration of Maslow’s Hierarchy of Needs, formed the conceptual framework of the research. Fourteen participants, comprising seven teachers who have left the profession from each province, were interviewed using semi-structured interviews to inform the findings. From the data analysis, five factors were identified as the main causes of attrition. Recommendations on what should be done to encourage a return to the profession were based on the identified causes of teacher attrition and input from the participants.

Daar is ’n kwalitatiewe studie uitgevoer oor die oorsake van natuurlike poste-afname van onderwysers in stedelike skole in die provinsies van Gauteng en die Wes-Kaap in Suid-Afrika. Buiten om die oorsake van natuurlike poste-afname te identifiseer, was die doel van die studie om te bepaal watter veranderinge nodig is om onderwysers wat die beroep verlaat het, oor te haal om terug te keer. Die beweegrede vir die studie was die tekort aan onderwysers in Suid-Afrika en die skrikwekkende tempo van die natuurlike poste-afname van onderwysers, tesame met die toenemende aantal leerders wat onderrig benodig. Albert Bandura se selfdoeltreffendheidsteorie en Maslow se hiërargie van behoeftes het die konseptuele raamwerk van die navorsing gevorm. Daar is onderhoude gevoer met ’n totaal van 14 deelnemers, bestaande uit sewe onderwysers wat die beroep verlaat het in elkeen van die bogenoemde provinsies. Halfgestruktureerde onderhoude is gebruik om die bevindings mee te deel. Uit die dataontleding is daar vyf faktore geïdentifiseer as die hoofoorsake van natuurlike poste-afname. Aanbevelings oor wat gedoen kan word om ’n terugkeer na die beroep aan te moedig is gebaseer op die geïdentifiseerde oorsake van natuurlike poste-afname en insette van die deelnemers.

Abstract:
The study analysed the management constraints in the distribution of qualified mathematics and science teachers in a post-1994 education system of South Africa. The study was qualitative and 14 participants were purposively sampled and semi-structured interviews were used to collect data from the identified participants. The interview transcripts were constantly compared and analysed and the data was classified into three main categories of management constraints and patterns: beliefs, experiences on management constraints and strategies for the elimination of management constraints. Turning vision into practice (TVP) framework was used to explain the relationship between its seven pillars of managing teacher recruitment and the links in the development, adoption, implementation, monitoring and evaluation of a teacher deployment system, focusing on mathematics and science. Findings of this study suggest that the current hybrid post establishment model is generic and focuses more on cost curtailment than on the supply of qualified mathematics and science teachers. The shortcomings of the model are exacerbated by the transgressions of the Employment of Educators Act. Contrary to the Employment of Educators Act, entry-level vacancies are not advertised in the province. In addition, the appointment and service conditions of qualified teachers are differential. While teachers from government bursary schemes are appointed immediately on permanent status and without probation, other qualified and long-serving mathematics and science teachers remain on temporary status for almost two years and without fringe benefits. The differential treatment leads to job insecurity and facilitates the exit of these qualified mathematics and science teachers from the profession. Moreover, schools horde and use qualified mathematics and science teachers in subjects they are not qualified to teach. It is recommended that through the suggested TVP framework, the current teacher recruitment and deployment strategies be revisited regularly to ensure effectiveness of teacher usage in mathematics and science. It is further recommended that school principals and other educational leaders should be provided with personnel management skills to ensure maximum effective recruitment and deployment of qualified mathematics and science teachers, particularly to the impoverished schools.

Issues of overcrowdedness in Eastern Cape schools have become very prominent in the media. The qualitative research in this study reiterates its existence and its implications for both learners and teachers. A need exists to curb the declining schooling standards. Large-scale in-service teacher training in an immediate joint effort by the Education Department and the school is necessary to address these serious issues. Classroom situations with low pupil:teacher ratios, classroom atmospheres conducive to teaching and learning, and an improved quality of education should be strived for. The effective attainment of the ideals of outcomes-based education requires improved teacher management and leadership to better disciplined classes. The treatment of any backlogs and inequalities evident in overcrowded classes should aim mainly at the upliftment of disadvantaged learners, who are still suffering under the effects of the previous education dispensation. Relevant recommendations and a suggested model to rectify the situation are proposed.
Oorbevolkingsvraagstukke in skole in die Oos-Kaap geniet aansienlike aandag in die media. Die kwalitatiewe navorsing van hierdie studie fokus op die voorkoms en implikasies daarvan vir beide die leerders en onderwysers. Daar bestaan 'n behoefte om dalende onderrigstandaarde te verbeter. Grootskaalse indiensopleiding vir onderwysers in 'n onmiddellike gesamentlike paging deur die Onderwysdepartement en die skoal is noodsaaklik om hierdie emstige probleem aan te spreek. Daar moet gestreef word na meer voordelige klaskameromstandighede met 'n laer leerder:onderwyserverhouding, 'n klaskameratmosfeer wat bevorderlik is vir onderrig en leer asook 'n verbeterde opvoedingskwalitiet. Die effektiewe verwesenliking van uitkomsgebaseerde onderrig verg verbeterde leerkrag beheer en leidinggewing aan beter gedissiplineerde klasse. Die behandeling van agterstande en ongelykhede wat in oorbevolkte klasse voorkom, moet daarop gemik wees om agtergeblewe leerders, wat nog onder die gevolge van die vorige onderwysbedeling ly, op te hef. Toepaslike aanbevelings en 'n voorgestelde model om die situasie reg te stel, word voorgele.

The study is based on challenges facing schools as a result of experienced educators exiting the education system. Retaining effective experienced teachers is a particular challenge. Statistics shows that from year 2015 to date (2018), 111 educators have exited the education system at Soutpansberg East circuit. There are number of factors that cause teachers to exit the education system, amongst others are, old age, sickness, failure to cope with new changes, career dissatisfaction, low salaries, lack of discipline amongst learners, overcrowded classrooms. As a result of these, schools suffer from lack of experienced educators; the Department of Education, communities and learners pay a price. Department of Education hence must find ways to keep their highly-skilled and experienced educators. The researcher used a mixed method approach, that is, both qualitative and quantitative research method to carry out the study. The population of the study was obtained using non - probability sampling and data was gathered from the defined population. Two data collection instruments were used, namely, interviews and questionnaires while analyses were through thematic analysis and using the statistical package for social analysis. Data collected through questionnaires was analyzed using statistical analysis while the interviews data were analyzed using thematic analysis. Ethical considerations were observed when conducting the study. The researcher found that the following are the key challenges faced by schools at Soutpansberg East regarding educators exiting the system earlier. Experienced educators are difficult to replace and the process of replacing an educator takes too long. Process of teaching and learning is compromised. Scarce skills for specific subjects are difficult to replace. New educators are not able to deal with disciplinary problems in the classrooms and the school at large. The schools are always experiencing problems of allocation of work and time tabling . The following factors were found to be the causes that induce teachers to abandon their calling. Educators are not getting enough salaries and benefits in relation to their work. The introduction of qualified conditional pass in schools is causing v frustration. Some educators are exiting because they are concerned about their safety at schools. Some educators are failing to maintain discipline since the removal of corporal punishment. Most of them are in debts. The researcher proposed the following recommendation to lessen experienced educators from exiting the education system. Pay teachers accordingly so that the experienced educators can be encouraged to stay in the profession. Measures to deal with disciplinary problems in the classrooms and the school at large should be put in place. Learners should be given counseling regarding the new system of conditional pass, its advantages and disadvantages to lessen the frustration it causes to educators .Security at school should be strengthened as it is clear from the findings that some educators are exiting the system early because they are concerned about their safety at schools Educators should be given education regarding their finances as soon as they get employed. Wellness education should be prompted to assist the educators who are in debts. Educators who are in debts can be given access to their pension funds to pay off their debts as long as the process is monitored.

Stakeholder involvement in strategic planning: a strategy to mitigate the effects of HIV and AIDS on secondary education in Botswana. This study explores the involvement of stakeholders in strategic planning to mitigate the effect of HIV and AIDS in secondary education in Botswana. The prevalence of HIV and AIDS-related illness and deaths is high in Botswana and affects both teachers and learners. Education provision has been affected through increased mortality and morbidity and increased absenteeism which affect education-related personnel and the demand for education has been reduced due to growing numbers of orphaned and vulnerable children as a consequence of parent/guardian mortality and morbidity related to HIV and AIDS. The problem was investigated by means of a literature review and an empirical inquiry which combined quantitative and qualitative data collection. Based on the findings, in addition to medical and other interventions, an education management approach is required to mitigate the effects of HIV and AIDS on secondary education in Botswana. The strategies of coping, caring and preventing have been effective in this regard. Some internal stakeholders of the Department of Secondary Education (DSE) are not meaningfully involved in strategic planning. Similarly, most of the selected external stakeholders were not involved in the DSE HIV and AIDS strategic plan. Both external and internal stakeholders should be involved at all stages of planning. Furthermore, inducement-contribution exchanges and teacher credibility should be considered in a strategic plan. To improve the current DSE strategic plan, a stakeholder involvement model to involve internal and external stakeholders was designed. Based on this model and the above findings, recommendations for practice and suggestions for future research are made.
