Abstract:
The COVID 19 pandemic insists schools to close and embark on the digital environment to keep learning to happen. Implementing this learning in educational settings faces challenges related to human resources and infrastructure issues particularly in developing countries. This study investigated the teachers’ readiness in conducting digital learning in Yogyakarta, Indonesia. This exploratory study employed an online questionnaire and semi-structured interviews via either voice calls or video calls to safely gather both quantitative and qualitative data from 62 teachers of 27 different schools in the middle of social distancing regulation in Yogyakarta. The study revealed that the majority of teachers were psychologically, technologically, and pedagogically ready to conduct digital learning. However, the digital learning problem was mostly coming from teachers who teach in rural areas. Students’ technology affordances mainly caused a disparity of digital learning success. The findings suggest that the choice of technology adoption and methodology adjustment can be viewed as a solution to the current digital learning problem. Finally, instead of the teachers’ readiness, the students’ readiness and teachers’ technological pedagogical knowledge are other key aspects of the digital learning success. Thus, these two issues are suggestive for further studies.

Internal conditions are caused by the Yogyakarta region which is directly adjacent to the Indian Ocean, the ring of fire area, and the city of study and tourism destinations. As for the external conditions for non-military threats, among others, due to the influence of globalization, geopololitical conditions, ideological flows such as radicalism and massive caiptalization from outside Indonesia. There are three forms of non-military threats in Yogyakarta that urgently need a strategy to respond and resolve them. The three non-military therats are religious radicalism, narcotics and illegal drugs, as well as the negative impact of virtual culture; such as the rise of hate and hoaxes that can damage unity, because it causes discord of the nation.

Abstract:
Among myriad prior studies on code-switching, little has been done on the factors influencing teachers to use code-switching and their classroom practices. The current research was aimed at investigating the motives of EFL teachers applying code-switching and the sorts of code-switching used by the EFL teachers in the classroom. This study used a qualitative case study as a research design by conducting in-depth interviews and observations as a data collection process. The obtained data were analyzed through coding, i.e., finding the similarities of the data and theming. The research participants were two EFL teachers at a private university in Yogyakarta Indonesia who have code-switching experience when teaching. The research found five reasons teachers used code-switching in EFL teaching and learning: discussing specific topics, making teaching and learning more practical, managing the classroom, building social relationship, and encouraging students' active participation. In addition, the observation found three code-switching types used by EFL teachers in their classrooms. The study implies that while code-switching offers some benefits, teachers should use code-switching at a minimum rate to keep students with maximum exposure to the English language.

Abstract:
Farmer adoption of sustainable rice farming technologies and practices is critical for climate change adaptation and mitigation. Often adoption is investigated in isolation focusing on factors influencing farmer decision making and overlooking the effects of technology adoption on farmers’ livelihoods and perceptions of change. Therefore, the present study investigated technology adoption and its effects on farmers with a special focus on additional revenue allocation and perception of social, economic and environmental change. Using a digital survey platform, 153 farmers (21.6% female) were interviewed in three sub-districts of Yogyakarta, Indonesia. On average, farmers adopted two technologies or practices, adopted high-yielding rice varieties, and increased their revenue from US$105 to US$122 per hectare per season. Barriers to adoption included time constraints, unsuitability for field conditions and incompatibility with cropping systems. Farmers invested the extra income in farming business and improved diets. Furthermore, farmers perceived changes in social and human capital and also poverty reduction due to technology adoption. This study highlights the importance of including an analysis of social impact in agricultural research.

Abstract:
Development in urban areas requires city management to solve problems that occur because of high population growth. The complexity of the issues in urban areas varies widely, including a decrease in the quality of public services, reduced availability of residential land, congestion on the highway, excessive energy consumption, waste accumulation, increased crime rates, and other social problems. City assessment tools can be used as support for decision-making in urban development as they provide assessment methodologies for cities to show progress towards defined targets. In the 21st century, there has been a shift from sustainability assessment to developing smart cities. The construction of the Smart City Development Index (SCDI) is considered capable of providing a basis for formulating effective and efficient solutions in reducing existing city problems. The purpose of this study is to find out the general description and get the factors that form SCDI; get the results of SCDI measurements; examine the uncertainty analysis and sensitivity analysis of SCDI, and see the relationship between SCDI and HDI (Human Development Index). Based on the results of factor analysis, there are six factors formed where the highest SCDI with a population of fewer than 200,000 people in Madiun City (East Java Province), the highest SCDI with a population between 200,000 to 1,000,000 people in Yogyakarta City (DI Yogyakarta Province) and the highest SCDI with a total population of over than 1,000,000 people in Tangerang City (Banten Province). The results of uncertainty analysis and sensitivity analysis show that the formed SCDI is robust and reliable. In general, SCDI has a positive relationship to Human Development Index (HDI). The construction of this index aims to facilitate local and central governments in reviewing policies regarding the distribution of funds so that the smart city's development is by existing conditions.

Abstract:
Kulon Progo is the first area to have a local content of Reproductive Health Education in the curriculum, that is, since 2014. This was motivated by the high rate of underage marriage and the high level of maternal mortality ratio in the Special Region of Yogyakarta at that time. The Regent of Kulon Progo who served during that period, Hasto Wardoyo, was the party who initiated and directly led this policy-making process. This study seeks to analyze the form of political commitment from Hasto Wardoyo in the policy on Public Health Education by using Boli’s theory of political will criteria, in which political commitment is broadly divided into three groups, namely verbal will, institutional will, and budgetary will. Researchers used qualitative research methods supported by interview data with parties directly involved in the process of making and implementing policies, including the Chair of the Indonesia Union of Teachers, the Chair of the Indonesia Association of Family Planning, the Head of the Education Office, and the Head of the Health Office in the regency. The results of this study indicate that the Regent has shown his political commitment in the sense of verbal and regulation dimensions. However, in terms of institutional and budgetary will, the Regent did not show any form of political commitment, which resulted in the neglect of this policy on Reproductive Health Education after it had been launched. PurposeThe purpose of this paper is to discuss the support network organisations between local government, non‐government organisations (NGOs) and community groups in post‐disaster management.Design/methodology/approachThe paper takes the form of an exploratory case study which concentrates on the Bantul district, Indonesia. The Bantul local government, located in Yogyakarta Provincial Indonesia, was selected as a case study because it had experience in managing post‐disaster conditions after the 2006 earthquake. Data were gathered through in‐depth interviews with 40 key informants with knowledge about the case.FindingsThe research revealed that this local government has made significant achievements in managing network organisations for logistic and humanitarian aid implementation. Inter‐organisational networks, citizen‐to‐organisation networks and organisation‐to‐citizen networks have become prominent resources for local government in managing a disaster because they address the lack of local government capability through negotiated efforts or partnership with other government levels, social institutions, non‐profit sector organisations and the community, in order to mobilize and utilize available capacity effectively.Originality/valueThis paper presents lessons learnt from local government in organising the support network for logistic and humanitarian aid to respond to disasters.

Abstract:
Studies of elections in young democracies point to the risk of elections intensifying existing social conflicts, a process observed in Indonesia in recent years. The 2017 mayoral election in Yogyakarta contradicts this trend, presenting an empirical puzzle. Despite the fact that local conditions might encourage electoral mobilization along sectarian lines, we find evidence of restraint. Based on analysis of the contents of sermons in 12 mosques and churches in the month before the election we identify three factors that discourage religious leaders from exercising opportunities to intensify religious tension. These include (a) elites were not motivated to exacerbate communal tension because they do not feel the election will bring about reform or change that would seriously affect their established position, (b) even though sectarian messaging is possible, the elites did not believe masses could be easily persuaded by sectarian political messaging, and (c) political outbidding by using sectarian messages would risk confronting the local dominant culture of harmony. These findings suggest that several factors need to be activated for religious leaders to exercise their moral authority over worshippers for political purposes. The presence of an opportunity structure for intensifying sectarian conflict is not sufficient for that conflict to emerge.

Abstract:
This paper examines the capacity of community-based planning to address two aspects of urban poverty in Southeast Asia: first, the local, material manifestations of household poverty, including inadequate housing and lack of access to infrastructure and services; and second, the structures and forces that create and sustain poverty, including the state’s land management systems and the actions of powerful political and economic elites. Building on literature about collective action and social movements, the article presents case studies of informal settlements in Chiang Mai, Thailand; Phnom Penh, Cambodia; and Yogyakarta, Indonesia. Each case study considers the organizational setting, the nature of the community’s housing and built environment, and community-level collective action. The article finds that, under optimal conditions, communities use collective action to address their material poverty, but not the broader social, political and economic forces that create and sustain poverty.

Abstract:
Learning design models are used so that learning activities run smoothly and are varied. Most teachers still have not implemented learning models, so teachers are less able to stimulate students in finding and solving problems contained in learning material. This study aims to determine the Civics and Social Studies learning design models that are often used in Indonesia and in various countries at the elementary school level. Writing this article using qualitative research with a descriptive approach. Data collection was carried out by means of a literature study. The results of the study found that without designing and using the right model, learning activities could fail, even though the material prepared was as interesting as possible. The selection of learning design models can be seen from the conditions, needs, nature of teaching materials, characteristics of students, and learning media. In Indonesia, the learning design models that are often used are the ADDIE, ASSURE, and Dick and Carey. While the learning design models implemented by several countries are the STEM model (America, South Korea and Finland), the DMKK model (Japan), the Discovery Learning (Marland and Turkey), and the Mind Mappingy (Arabia, Turkey and Australia). Teachers are guided to be able to apply learning design models when learning activities take place in order to achieve the expected learning objectives.

Abstract:
Abstract Government policies to curb the Covid-19 pandemic have drastically changed the pattern of energy demand worldwide. Closed borders and international travel bans have changed consumption patterns and reduced transport use, thus significantly lowering carbon emissions in several countries, particularly urban areas in the Southeast Asia region. Based on these conditions, the study aimed to analyze carbon dioxide emissions generated by the transportation sector in the Special Region of Yogyakarta during the pandemic. The required data, serving as research objects, included fuel consumption, fuel sales, transportation sector activities, road sections, and road density derived from the Transportation Department’s traffic cameras and BPS-Statistics Indonesia. Google Form was also used to collect information for fuel consumption pattern analysis. The Covid-19 - Google Global Mobility Report was used to map trends of change in the respondents’ activity and mobility. The results showed that, from 2019 to 2020, the fuel consumption decreased by 74 kL/year and the CO2 emissions by 169,865 tons/year. Government policies, including the large-scale social activity restrictions implemented for the first time in the region, have influenced community mobility trends across different categories of places.
