Abstract:

Abstract:
Abstract:
The semantics of multiplicity (iteration, multiplicativity) is studied in the sphere of verbal and nominal plurality. The relevance of this study is related to the consideration of deverbative nouns of multiplicative and iterative semantics as a means of updating taxic meanings. The material of the study was German phrases with deverbative-multiplicatives and deverbative-iteratives selected by the targeted search method from the electronic database of the Leipzig National Corpus. In the course of the study, inductive, deductive, descriptive, contextual and other methods were used. The article analyzes multiplicative and iterative deverbatives used with prepositions of different adverbial semantics. The purpose of the study is to describe the functions of multiplicative and iterative deverbatives that they implement in the process of taxis actualization of the values of simultaneity and diversity. The main objective of the study is to describe the semantic and taxis functionality of deverbatives with the semantics of genetic multiplicativity and genetic and word-formation iteration. As a result of the study, it was found that when used with prepositions of temporal semantics whrend, seit, vor, nach, etc. deverbative-multiplicatives and deverbative-iteratives actualize multiplicative-primary-taxis and iterative-primary-taxis meanings of simultaneity, precedence or succession. When combined with prepositions of other circumstantial semantics unter, durch, vor, wegen, aufgrund, dank, trotz, ungeachtet, infolge, zu, fr, zwecks, etc., the considered German deverbatives take part in the actualization of various variants of multiplicative-secondary-taxis meanings of simultaneity, in particular, modal-taxis, instrumental-taxis, medial-taxis, causal-taxis, concession-taxis, etc. Multiplicative and iterative deverbatives perform the function of multiplicative-taxis and iterative-taxis participants.

Abstract:
Abstract Most recent research on character evolution attempts to identify either (1) homology or homoplasy (systematic use of the term character), or (2) the adaptive function or selective regime underlying the origin of a character (“adaptationist” use of the term character). There have been relatively few serious considerations or examples of neutral character evolution above the molecular level. Wing feather taxis in birds, the presence or absence of the fifth secondary feather, provides an intriguing possible example of nonadaptive character evolution. We examine the phylogenetic pattern of wing feather taxis among birds to (1) determine its polarity in modern birds (Neornithes), (2) hypothesize the frequency and taxonomic locations of changes in the taxic state, (3) test whether taxis is relatively labile or inert phylogenetically, and (4) allow preliminary consideration of whether adaptive or selectively neutral processes have produced those patterns. Minimum tree length necessary to explain the distribution of wing feather taxis was calculated at the family level using Sibley and Ahlquist's DNA–DNA hybridization tree (1990). Parsimony analysis indicates that the eutaxic condition (fifth secondary present) is ancestral in modern birds, and that diastataxy (fifth secondary absent) has originated independently at least 7 times and reversed to the eutaxic condition on at least 13 occasions within modern birds. Despite multiple independent origins and reversals, wing feather taxis is extremely conserved throughout the tree, such that one or the other state completely characterizes many large multiordinal or multifamilial clades. Lack of obvious correlations with morphological and ecological traits suggest that no single adaptive scenario will explain the evolution of wing feather taxis. Instead, the biological details and phylogenetic patterns make nonadaptive, or selectively neutral evolutionary processes, such as genetic drift, an equally if not more plausible explanation for the distribution of wing feather taxis.

Abstract:
The article considers the category of taxis, which determines the chronology of events and their conjugacy on the time axis. The purpose of the study is to identify the potential of the participles of the Tatar language in the representation of the taxic meanings of succession, simultaneity and precedence. The research material was examples from the Tatar National corps "Tugan tel". The scientific novelty of the study consists in differentiating the forms of participles in accordance with the implemented basic values of the taxi category. As a result of the conducted research, it was found that the participles of the Tatar language are able to represent all taxic meanings within the utterance. The meanings represented by participles are differentiated according to their belonging to different time planes: present – simultaneity, past – preceding, future – following. The predicate expresses the main temporal localization. The participles of the present tense retain the value of the constancy of the attribute in action relative to any period. The most representative is the group of past and present participles without the meaning of multiplicity.

Abstract:
Emerging on-line reservation services and special car services have greatly affected the development of the taxi industry. Surprisingly, taking a taxi is still a significant problem in many large cities. In this paper, we present an effective solution based on the Hidden Markov Model to predict the upcoming services of vacant taxis that appear at some fixed locations and at specific times. The model introduces a weighted confusion matrix and a modified Viterbi algorithm, combining the factors of time of day and traffic conditions. In our framework, the hotspot or hidden states extraction is implemented through kernel density estimation (KDE) and fuzzy partitioning of traffic zones is done via a Fuzzy C Means (FCM) algorithm. We implement the proposed model on a large-scale dataset of taxi trajectories in Beijing. In this use case, tests demonstrate the high accuracy of the modeling framework in predicting the upcoming services of vacant taxis. We further analyze the factors affecting the predictive accuracy via a prediction accuracy analysis and prediction location evaluation. The findings of this paper can provide intelligence for the improvement of taxi services, to increase the passenger capacity of taxis and also to improve the probability of passengers finding taxis.

Abstract:
The current urbanization and motorization have caused a gradual negative impact on the existing transport infrastructure in Yangon City. Currently, the road network throughout Yangon operates at or above its desired capacity during the peak periods. At present, there are over 62,886 registered taxis operating in Yangon City. These taxis provide two different services to passengers: non-metered taxi (traditionally hailed on the street) service and metered taxi (on demand) service. Private cars and taxis constitute 70% of the modes of transport in Yangon City; this may lead to traffic congestion. However, there is lack of relevant data and taxi trip pattern information on how taxi service is related to traffic congestion. Therefore, studies on taxi surveying using Global Positioning Systems (GPS) need to be conducted, and investigations on the effect of taxi services on traffic congestion from these GPS data need to be performed. This study explores the comparison between hourly and daily trips’ frequencies as well as spatial and temporal variations of taxi trips between the two services. Field survey data collected through the GPS and Geographic Information System (GIS) were used to estimate the different taxi travel times that can be applied in predicting the occupied and vacant times in the study area. The specific objective of this research is to examine vacant taxi movement and stationary time (parking time and congestion time) of the two services to quantify the impact of taxi travel time on traffic congestion in Yangon. Moreover, by knowing how the two services vary in terms of operation, the main solution for reducing the congestion in Yangon City can be established. Further, the taxi stationary duration information is useful for knowing the taxi trip hotspot points in each township in Yangon. This may lead to support in defining proposed taxi stands in Yangon City.

Abstract:
The purpose of this article is to consider the issue of actualizing of the categorical semantics of the non-prototypical taxis of simultaneity in German, Russian, Dutch, English and Polish. The study was conducted on the material of different structural languages within the framework of comparative typological and functional grammatical approaches to the study of taxis meanings, taking into account the phenomenon of interlanguage variability. The non-prototypic taxis of simultaneity is the secondary taxis of simultaneity, which is actualized in statements with taxis prepositions of adverbial semantics (conditional, causal, concessive, consecutive, final, modal, instrumental, medial) in German, Russian, Dutch, English and Polish. Taxis prepositions are distinguished by their interlanguage variability and polyfunctionality. They mark the semantics of the secondary taxis of simultaneity, in particular the causal, conditional, modal, concessive, consecutive, final and conditional taxis in German, Russian, English, Polish, Dutch, as well as the categorical semantics of the instrumental/medial taxis in Germanic languages: German, English and Dutch. Within the framework of this study, we distinguish the following variants of the non-prototypical taxis of simultaneity: modal taxis (secondary taxis of manner), conditional taxis, causal taxis, consequential taxis, concessive taxis, final taxis in German, English, Dutch, Russian and Polish, as well as instrumental and medial taxis in German, English and Dutch. The examined statements represent such secondary taxis categorical situations of simultaneity as: secondary taxis categorical situations of the manner, conditional-taxis, causal-taxis, concessive-taxis, consecutive-taxis, final-taxis (in German, Russian, English, Polish, Dutch), as well as instrumental-taxis and medial-taxis categorical situations of simultaneity (in German, English and Dutch).

Abstract:
The article attempts to show that in the French and Russian linguistic cultures multidimensional and rather intricate connections develop in the sphere of aspect-taxic relations. In French, such the relationships appear more fully and prominently within the framework of the sequence of tenses. The focus is on the correlation of the action with the moment of speech or with the "point of reference", explicitly or implicitly formed by a specific discursive situation. In the Russian language, aspectual-taxic relations are a complex bicentric or polycentric formation formed within the functional and semantic field of aspectual-temporal relations. Bipolar structures (the so-called taxi pair) are most often considered, one of which is positioned as supporting while the other as a dependent one. The purpose of the study was to identify the inter-categorical relationships that are between the categories of aspect and taxis within the designated linguistic cultures. Materials and methods. The theoretical basis for the proposed analysis is the research which, in our view, most fully covers the issues discussed in the article. The practical basis is the empirical material reflecting complicated and rather filigree relationships of studied in the article grammatical categories. In accordance with the objective, comparative and descriptive methods were used as a methodological basis for linguistic review of factual material. The results of the analysis made during the research may be considered in studying separate sections of theoretical and practical grammar of the French language. The results of the proposed analysis may be used in special courses and special seminars on the contrastive study of languages of different typological nature, as well as serve as a basis for special courses and special seminars on aspectology.

Financial and real investment flexibility, tax competition, and superior economic information by transnationals both create a rationale for corporate income taxation and limit the effectiveness of such taxation. While these factors have led to a variety of transnational tax policies, such as deferral, double taxation, apportionment, and trade rules, very few of these institutional features have been integrated into tax competition and agency models. In this paper, I show how the integration of investment flexibility, tax competition, and agency issues is crucial to our understanding of corporate tax policies.

Abstract:
Problem statement. This article describes the taxis actualizers in the Polish language. These include Polish prepositional deverbatives in combination with taxis prepositions of temporal and adverbial semantics. Results. The statements of the primary and secondary types containing Polish deverbatives in combination with monotaxis and polytaxis prepositions of temporal and adverbial semantics are described. In statements of these types, Polish deverbatives act as actualizers of primary-taxis categorical situations of simultaneity, precedence and following, as well as various secondary taxis categorical situations of simultaneity. Monotaxis and polytaxis prepositions of temporal and adverbial semantics act in this case as markers or explicators of primary taxis values of simultaneity, precedence or following and secondary taxis values of simultaneity (causal-taxis, conditional-taxis, final-taxis, concessive-taxis, consecutive-taxis). Conclusion. Polish actional and procedural deverbatives on nie/-cie in combination with monotaxis and polytaxis prepositions of temporal semantics w, w czasie, podczas, w toku, przed, po, doactualize the primary taxis categorical situations of simultaneity, precedence and following. Polish deverbatives with monotaxis and polytaxis prepositions of adverbial semantics dla, w celu, celem, z powodu, ze względu, dzięki, z uwagi na, w związku, wskutek, w skutku, skutkiem, na skutek, w wyniku, w efekcie, w rezultacie, mimo, pomimo, wbrew, w razie, w wypadku, w przypadku, do act as actualizers of secondary taxis categorical situations of simultaneity (causal-taxis, conditional-taxis, final-taxis, concessive-taxis, consecutive-taxis).

Abstract:
This article is devoted to the issue of taxis functions-potencies and functions-realizations of German deverbative nouns. Functions-potencies of deverbatives consist in their ability to take part in the actualization of various taxis categorical values of simultaneity and non-simultaneity (primary-taxis and secondarytaxis). Functions-realizations of deverbatives demonstrate when they function in statements with adverbial prepositions and in interaction with the taxis environment, constituted (in addition to prepositions) by verbs, as well as by various explicators (durative-aspective, phase, iterative, conditional). The study found that, in combination with the temporal prepositions während, bei, in, mit, nach, vor, seit, bis / bis zu, deverbatives of various lexical and derivational semantics actualize the primary taxis categorial meanings of simultaneity, precedence and following. When used with prepositions of other adverbial semantics (instrumental, conditional, final, causal, concessive, consecutive), German deverbatives show the ability to actualize secondary-taxis meanings of simultaneity (conditional, instrumental, final, causal, concessive, etc.). Prepositions of different semantics are prototypical components of the taxis environment and act as certain taxis markers. The ‘inventory’ of implemented taxis functions is quite diverse and variable. In addition to prepositions, it is determined by such constituents of the taxis environment as phasic verbs, as well as iterative, phasic and durative-aspect adverbials. Under the conditions of functioning in various taxis environments (in particular, phase-taxis, iterative-taxis, durative-taxis, etc.), German deverbatives realize various conjugate taxis meanings (iterative-primary-taxis, phase-primary-taxis, durativeprimary-taxis).

Актуализация примарно-таксисных и секундарно-таксисных категориальных ситуаций в немецком, нидерландском, английском, русском и польском языках связана с явлением внутрикатегориального синкретизма в сфере таксиса - синкретизмом таксисных маркеров. Он детерминирован гетерогенным семантическим потенциалом политаксисных предлогов in, bei, mit, unter, durch, bij, met, voor, by, with, through, at, on, upon, при, do. The actualization of primary taxis and secondary taxis categorial situations in German, Dutch, English, Russian and Polish is associated with the phenomenon of intracategorial syncretism in the sphere of taxis - the syncretism of taxis markers. It is determined by the heterogeneous semantic potential of polytaxis prepositions in, bei, mit, unter, durch, bij, met, voor, by, with, through, at, on, upon, npu, do. Polytaxis prepositions act as markers of several variants of taxis categorical situations of simultaneity and non-simultaneity - primary taxis cat-egorial situations of simultaneity, precedence, following and various secondary taxis categorical situations of simultaneity (modal-taxis, instrumental-taxis, medial-taxis, conditional-taxis, causal-taxis, final-taxis)

Abstract:
Problem statement. The article describes taxis representatives in German and Dutch, which are polypropositive statements with prepositional deverbatives with taxis prepositions of temporal and circumstantial semantics. Results. The statements of two types (primary and secondary) are described, which are the core and peripheral constituents of the functional-semantic subfield of the dependent taxis in the German and Dutch languages. The core constituents include statements of the primary type with taxis prepositions of temporal semantics, while the peripheral constituents should include statements of the secondary type with taxis prepositions of circumstantial semantics. Taxis prepositions of temporal semantics mark the primary taxis semantics of simultaneity and non-simultaneity, and taxis prepositions of circumstantial semantics explicate the secondary taxis semantics of simultaneity. Conclusion. The examined statements of the primary type and of the secondary type are prototypical representatives of both primary-taxis values of simultaneity and non-simultaneity in «pure form», and secondary taxis values of simultaneity, combined with concomitant circumstantial values (conditions, concessions, purpose, mode of action, etc.).

Abstract:
The focus of this article is the speech actualization of taxis categorial meanings of simultaneity and non-simultaneity in German statements with temporal-taxis prepositions. The purpose of the study is to determine the process of taxis actualization as a result of intercategorial connections and interactions of semantic categories representing the idea of time in modern German. The subject of this study is the issue of taxis actualization in the German language, considered in the context of the implementation of intercategorial relations of taxis, temporality and aspectuality. The material of this study is German utterances with actional deverbatives die Trennung, die Scheidung and temporal-taxis prepositions bei, mit, seit, bis, nach, vor, obtained by directed sampling from the electronic database of the Leipzig Corpus (LC). In the course of the study, it was determined that the intercategorial interaction of taxis with the semantic categories of aspectuality and temporality determines the actualization of various primary taxis categorial situations of simultaneity, precedence and succession. These are temporal-taxis, durative-taxis, iterative-taxis, phase-taxis, and other categorical values. As a result of the study, it was revealed that the segment of the zone of intersection of the categories of taxis, temporality and aspectuality is constituted by temporal-taxis prepositions, temporal adverbials and aspectual quantifiers. The latter include durative, iterative and phase adverbials and attributes. They function as indicators of conjugated primary taxis categorial situations.

Abstract:
This article examines the issue of intercategorical interaction of the functional-semantic category of taxis and its «close» functional-semantic categories of temporality, aspectuality, iteration, quantitative and temporal localization/temporal non-localization, which have a field structure. All of the above categories are considered as functional-semantic fields with a predicative core. Intercategorical interaction is characterized by the interdependence and interdependence of the considered functional-semantic fields of taxis, aspectuality, temporality, iteration, quantitativeness, temporal localization / non-localization. The basis of the intercategorical interaction of the taxis with the above-mentioned functional-semantic fields is its semantic dominant: the expression of the chronological meaning of simultaneity and non-simultaneity (primary / secondary nature). Taxis and «close» functional-semantic categories of aspectuality, iteration, temporality, quantitativeness and temporal localization/non-localization are in relation to intercategorical crossing. Intercategorical connections of the taxis category with "close" functional-semantic categories in the context of intercategorical crossing make it possible to distinguish various integrative taxis semantic syncret-subcomplexes of simultaneity and non-simultaneity: aspectual-temporal-taxis, quan-titative-taxis and iterative-taxis. Intercategorical crossing of the considered functional-semantic fields of taxis, aspectuality, temporality, quantitativeness, temporal localization/non-localization determines the actualization of various taxis categorical situations of simultaneity and non-simultaneity (quantitative-taxis, iterative-taxis, temporal-taxis) in statements with prepositional deverbatives in German, Russian, English and Dutch.

Results. Statements of the primary type with taxis prepositions of temporal semantics seit, vor, nach, bis, до, перед, накануне, после, na, vanaaf, voor, voorafgaand, sedert, sinds, tot, after, before, since, following were examined. In the course of the study, it was revealed that temporal-primary-taxis and iterative-primary-taxis categorial situations of non-simultaneity, as well as quantitative-primary-taxis categorial situations of strict non-simultaneity (in the presence of temporary delimitators of non-simultaneity) are actualized in statements of this type. Conclusion. In the examined statements of the primary type containing the taxis prepositions of temporal semantics primary taxis categorical situations of non-simultaneity (following and preceding) are actualized. These statements are characterized by primary taxis values of non-simultaneity in their «pure form» and represent primary taxis semantic syncretic complexes. Abstract:
Recently, developing sustainable public transportation systems has been highlighted by decision makers and transportation agencies, due to the development of urban areas and the related environmental problems. Implementing new vehicle technologies has been introduced as an appropriate alternative to the conventional taxis. Hybrid electrical vehicles (HEVs) have been the potential candidates for replacing the conventional taxis, since they are more eco-friendly than conventional ones and even more reliable than electric vehicles (EVs) as a mode of public transportation. In this study, current and future environmental impact assessments have been determined for the taxi fleet in the West Bank, Palestine, and the implications of using new vehicle technologies (hybrid taxis) as a replacement of the conventional taxi fleet have been investigated. In order to perform this study, firstly, the data of the number of taxis for the period of 1994–2018 have been collected and a prediction model for the future number of taxis has been developed. The expected total amounts of consumed fuels have been then estimated. Finally, the current and the future N2O and CO2, and emissions, have been estimated and the expected influences of hybrid taxis have been determined. The results of the analysis have concluded that replacing 50% of conventional taxis with a hybrid fleet could achieve 42.3% and 28% reductions in N2O and CO2, respectively, in the next 10 years. A 395% increase in CH4 could be obtained due to the higher amount of CH4 that is produced by the gasoline combustion compared to the diesel fuel, since hybrid vehicles have gasoline-based engines (GHG in terms of CO2-equivalent could be increased by 28.2%).

Abstract:
The subject of the research is the description of intercategorial interactions in non-prototypical taxis constructions of the German language. The aim of the work is to analyze the intercategorical connections of taxis with the semantic categories of instrumentality, conditionality, causality, concession and consecutivity. The mutual connections of the above categories specify the second-taxis actualization or adverbial-taxis categorical meanings of simultaneity in utterances with prepositional-deverb combinations. The relevance of the research is related to the lack of study of the issue of intercategorial relationships of semantic categories established at the paradigmatic level and implemented in a syntagmatic context, that is, in non-prototypical taxis constructions with adverbial prepositions. It is revealed that the relationships of interacting categories are realized in concrete speech utterances with prepositional-deverbative constructions with prepositions of instrumental, conditional, causal, concessive, consecutive semantics bei, mit, durch, wegen, aus, vor, ungeachtet, trotz, infolge. They condition the actualization of such second-taxis categorical meanings of simultaneity as instrumental-taxis, medial-taxis, conditional-taxis, concessive-taxis and consequential-taxis.

Abstract:
We have previously demonstrated that the subcellular distribution of the adhesion plaque protein, talin, changes dramatically in human platelets in response to platelet activation (Beckerle et al., J. Cell Biol. 109, 3333–3346, 1989). Talin is uniformly distributed throughout the cytoplasm of resting platelets. However, when platelets are stimulated to become activated and adhesive, a significant amount of the talin population rapidly redistributes to a peripheral, submembranous location. In the present study we have examined talin phosphorylation and proteolytic cleavage as possible mechanisms by which talin's subcellular distribution could be regulated in platelets. We have found that thrombin activation of platelets leads to a fourfold increase in talin phosphorylation. Proteolytic cleavage of talin, however, is not detected in washed platelets activated with thrombin for as long as 30 minutes. Because talin moves to a submembranous location upon platelet activation and has been shown to interact with integrins in vitro, we also investigated whether the major platelet integrin, GPIIb-IIIa, is required for talin redistribution. Using Glanzmann thrombasthenic platelets, which are deficient in GPIIb-IIIa, we found that talin redistribution occurs even in the absence of GPIIb-IIIa. Collectively, our studies suggest that neither proteolytic cleavage of talin nor interactions between talin and GPIIb-IIIa is required for the regulated redistribution of talin in thrombin-activated platelets. Phosphorylation of talin in response to thrombin activation may, however, be one mechanism utilized by platelets to regulate talin distribution and function in human platelets.

Abstract:
Introduction. Modern researchers describe deverbatives as «dual» names, derivatives of various lexical and derivational semantics, preserving the semantic properties of generating verbs. The purpose of this work is to study such verbal characteristics as taxis, i.e. the ability to actualize various taxis meanings of simultaneity and diversity of explicated actions in predicative constructions. Materials and Methods. The material of the study was German utterances with deverbatives obtained by directed sampling from the database of the Leipzig Corpus (LC) and the Electronic Dictionary of the German Language (DWDS). In the course of the study, a hypothetical-deductive, inductive and descriptive method was used, including methods of observation, comparison, generalization, classification and interpretation of linguistic phenomena. Analysis. This article deals with German deverbatives characterized by various taxis functions (potential and realized). The potential functions of deverbatives are realized in a certain taxis environment (primary taxis or secondary taxis). Various prepositions of temporal and other adverbial (modal, instrumental, medial, causal, conditional, final) semantics act as prototypical constituents of the taxis environment. Results. Based on the results of the study, we can conclude that when used with temporal prepositions, deverbatives implement the primary-taxis functions of simultaneity or non-simultaneity, and when combined with modal, instrumental, medial, conditional, causal, and other prepositions, they implement the secondary-taxis functions of simultaneity. The constitutive composition of the taxis environment determines the «speech behavior» of deverbatives. Some German deverbatives are distinguished by dual «speech behavior», which manifests itself in the conditions of a primary-taxis or secondary-taxis environment. Genetically-multiplicative and genetically-iterative names implement multiplicative-taxis, iterative-taxis or semelfactive-taxis values. In addition, in a certain contextual environment, their iterative-taxis function may remain unrealized.

Abstract:
With major investments in electric taxis emerging around the world, there is a need to better understand resource allocation trade-offs in subsidizing electric vehicle taxis (e-taxis) and investing in electric charging infrastructure. This is addressed using simulation experiments conducted in New York City: 2016 taxi pickups/drop-offs, a Manhattan road network (16,782 nodes, 23,337 links), and 212 charging stations specified by a 2013 Taxi & Limousine Commission study. The simulation is based on a platform used to evaluate taxi operations in California and Seoul. Eleven scenarios are analyzed: a baseline of 7,000 non-electric taxis, five scenarios ranging from 1,000 e-taxis to 5,000 e-taxis, and another five scenarios in which the e-taxis have infinite chargers as an upper bound. The study finds that the number of charging locations recommended in the earlier study may be insufficient at some locations even under the 3,000+ e-taxi scenarios. More importantly, despite an average revenue of $260 per taxi for the 7,000 non-electric taxis and about $247 per taxi for electric taxis over the finite charger scenarios, the revenue gap between e-taxis and non-electric taxis in a mixed fleet increases significantly as the e-taxi share increases. This is because the increasing queue delay imposed on e-taxis gives non-electric taxis an increasing competitive advantage, raising their average revenue from $260 per taxi (1,000 e-taxis) up to $286 per taxi (5,000 e-taxis, 150% revenue gap increase), all other operating costs being equal. This has implications for individual versus whole-fleet policies, as the individual-oriented policies may be less effective.

This Article maintains that obesity in the United States is an enormous public health issue that causes the health care costs of the obese Americans greatly to exceed those of citizens of normal weight. Recognizing that that much of that cost will be born by publicly financed programs and that the taxes supporting those programs will constitute an externality that the fat impose on the thin, the Article proposes a tax on high calorie food-but only when that food is purchased by the obese. Abstract:
Investors in depreciable assets used in a trade or business claim depreciation deductions following investment, and upon sale or other disposition of their assets are taxed on gain or loss equal to differences between amounts realized and adjusted basis. The taxation of these realized gains and losses is asymmetric: losses are deductible against ordinary income, whereas a portion of the gain on sales of personal property, and virtually all gains on sales of real property, are taxed at more favorable capital gain tax rates. Evidence from U.S. tax returns in 2012 indicates that the aggregate annual magnitude of the tax saving due to the asymmetric taxation of these gains and losses is relatively modest, roughly between $800 million and $1.71 billion. This paper considers the policy basis of this asymmetric tax treatment, noting that depreciation rules together with the elective nature of sale and realization implies that the tax system inefficiently discourages sales of depreciable business assets on which taxpayers have unrealized gains. In order to maintain efficient reallocation of used assets it is necessary to tax realized gains rather lightly. Taxpayers with unrealized losses on depreciable property have the option of retaining or discarding the property, in the first case claiming subsequent depreciation deductions against ordinary income and in the second claiming an immediate ordinary loss. The availability of these options implies that limiting the tax rate applicable to deductions for losses on sales of depreciable assets again would also inefficiently discourage asset sales. Consequently, the elective nature of asset sales implies that an efficient system imposes asymmetric taxes on gains and losses from sales of depreciable assets.
