Case overview – In early April 2011, Mr Ramakrishnan, the CFO of Tata Power Ltd and members of his team were busy re-evaluating fundraising options for financing Tata Power's capital expenditure requirements, for refinancing of debt, for working capital related to current projects and for liquidity to support potential acquisition bids. The team had the task of evaluating different innovative funding options as the challenge was to strike a fine balance between maintaining the owners' equity without dilution of control and avoiding any adverse impact on credit rating that could increase the cost of capital; these constraints reduced flexibility for fund raising. Keeping in mind the global market scenario and estimating the investor appetite were factors critical to the structuring of a funding instrument. Pemilik kekuasaan tertinggi yang sesungguhnya dalam negara Indonesia adalah rakyat. Kekuasaan itu harus disadari berasal dari rakyat, oleh rakyat, dan untuk rakyat. Bahkan kekuasaan hendaklah diselenggarakan bersama-sama dengan rakyat. Dalam penelitian ini akan menggunakan 2 (dua) metode yang berkembang dalam ilmu sosial dan ilmu hukum, dengan menggunakan metode penelitian doktrinal atau normatif. Metode yang digunakan dalam ilmu hukum merupakan proses untuk menemukan aturan hukum, prinsip-prinsip hukum, maupun doktrin-doktrin hukum guna menjawab isu hukum yang dihadapi. Hasil daripada penelitian menjelaskan pentingnya kerangka hukum tata negara yang jelas sebagai haluan negara, sekaligus mengungkapkan pentingnya tata hubungan kerja antar lembaga negara di dalam sistem penyelenggaraan pemerintahan negara. Abstract In principle, humans are independent, so power over humans only applies with the knowledge and permission of that power. This power can be said to be the highest power in the state. Indonesia is included as a country that adheres to the ideology of people’s ownership. The people have the highest power in the state, but the constitution regulates its implementation. The real owner of the highest power in the Indonesian state is the people. That power must be realized from the people, by the people, and for the people; even power should be held together with the people. In this study, 2 (two) methods have been developed in the social and legal sciences, emphasizing examining doctrinal or normative research methods. The method used in legal science is to find the rule of law, legal principles, and legal doctrines to answer the legal issues faced. The results of the research explain the importance of a clear constitutional legal framework as the direction of the state, as well as reveal the importance of working relations between state institutions in the system of administering state government. In addition, this study emphasizes the principle of good governance as a fundamental and inherent part of the conceptualization and implementation of Indonesian constitutional law. Abstract:
This study focuses on the governance of Kelompok Perempuan Kreatif Mandiri/Independent Creative Women Group (KPKM) which is the beneficiary of women's empowerment program from Corporate Social Responsibility (CSR) PT Perusahaan Gas Negara Tbk. The paper aims to identify and describe, how organizational structure impacts governance patterns and the outcomes. It used a persuasive case study approach, where the data collection process is carried out through in-depth interviews with relevant stakeholders. Likewise, researchers conducted close observation, supported with literature review from journals, digital media and books, to enrich the study. The research findings reveal that the absence of regeneration in the organizational structure causes repetitive governance pattern since its establishment, same persons are appointed as caretakers in several bodies, depending on a central figure, and only able to innovate through the intervention of outsiders (other parties). Furthermore, there is a concern regarding potential digression, as quoted from Lord Acton's letter to the Bishop of Creighton in 1887; "Power tends to corrupt and absolute power corrupts absolutely”.

Subject area The focus is on a performance management system and its strategic alignment using a Balanced scorecard in a Public Private Partnership framework. This case study analyses the situation for Tata Power Delhi Distribution (TPDD) which needs to realign its strategy to meet the emerging sustainability challenges of inclusive growth and combating the climate change. The case covers the field of strategic management, strategy formulation and performance management system deployment using the balanced scorecard. It touches upon the emerging need for corporates to look beyond economic signals and take social and environmental impacts into strategy planning process. Study level/applicability The case can be used in the following courses; post graduate program in public administration; MBA/Post graduate program in management in strategic management; executive training program for Government executives in public sector organizations to highlight the concept of performance management system in PPP companies. Case overview After the initial tumultuous years, TPDD emerged as one of the efficient power distribution companies in Delhi region. One of the major management tools that was helpful to achieve this was the balanced scorecard. TPDD's general manager for corporate strategy & planning reviewed the process and the due diligence that went into designing and implementing the balanced scorecard. Now, after the balanced scorecard success story, he along with Dr Ganesh Das, Head of Group – Strategy wants to take it to a next level and integrate their strategies related to inclusive growth of community and combating the ill effects of climate change. They believe that the balanced scorecard method that had helped them to achieve their strategic goals will help them to achieve future objectives too. But whether the existing four perspectives: financial, customer, internal process and learning and growth would adequately address the emerging challenges or whether there was a need to introduce a new perspective – “The Social Perspective” – is what they contemplate in the case. Purpose Distribution and retail supply of electricity is the most important cog in the power sector value chain. Despite several reforms, most of the Discoms are facing huge financial losses and resorting to a tariff hike which may not be a viable solution. The purpose of this paper is to analyze a case study of Tata Power Delhi Distribution Ltd (Tata Power-DDL) which inoculated itself against the financial ills, and demonstrates how a utility can nurture itself and manage the key stakeholder expectation with innovation, ethics, safety, transparency and agility being its cornerstone. Design/methodology/approach The study analyses the situation for Tata Power-DDL which needs to realign its strategy to meet emerging sustainability challenges. The case covers the aspect of strategic management, strategy formulation and change management system deployment using tools such as strength, weakness, opportunities, threat (SWOT), political economical social technological legal environment (PESTLE), critical success factor and key performance indicator cascade. It touches upon the emerging need for distribution utilities to look beyond economic signals and take social and environmental impacts into the strategy planning process. Findings It viewed the distribution business beyond its conventional responsibility of making power available to consumers and to provide quality service. A well thought out adaption and adoption of upgraded technology can be a game changer even for a market which is highly regulated and dominated by players in their respective defined territories. Research limitations/implications Since the sector is regulated and each utility has a pre-defined set of area of operation with no competition within its licensed area, hence, there is a limited application of applied strategy tools such as SWOT and PESTLE. Practical implications Since the sector is regulated and each utility has a pre-defined set of area of operation with no competition within its licensed area, hence, there is a limited application of applied strategy tools such as SWOT and PESTLE. Originality/value India as a market is evolving in energy space and utilities are still struggling to have a fundamental structure to meet the agenda of “power to all.” The paper provides the valuable insights into the process of environmental scanning and formulation of organizational strategy to meet the needs of existing and future energy markets.

Indonesia in the aftermath of Reformation, the relationship between powers of central and local governments has shifted the paradigm in which the power of central government has been transferred from centralized-authoritarian to decentralized-autonomy. One of decentralized powers of local government is by providing the power to self-regulate without certain interventions from central government, including the initiative to establish bylaws (Peraturan Daerah) as the results of local autonomy. In further development of autonomy, however, the wider decentralization and autonomy attached to local governments has been responded differently. One of such responses is the establishment of sharia bylaws in which they result in problems in the Indonesian constitutional law system. From constitutional views, bylaws in local governments other than Aceh province violate citizen’s constitutional rights by which those are not accomodated in the hierarcy of national regulations. On the other hand, however, the establishment of sharia bylaw is important as an attempt to nurture social morality. Accordingly, there should not be abandonment regarding the establishment of sharia bylaws in several local governments other than Aceh province. But, the reaffirmation is needed relating to the position of sharia bylaws in the constitutional perspective which is not only seen formally, but also materially. 4-(10-(3′,5′-diphenylbiphenyl-4-yl)anthracen-9-yl)-N,N-diphenylaniline [TATa] and a new anthracene derivative of 4-(2 or 3-tert-butyl-10-(3′,5′-diphenylbiphenyl-4-yl)anthracen-9-yl)-N,N-diphenylaniline [T-TATa] isomer by introduced t-butyl group were synthesized. OLED devices of TATa and T-TATa were fabricated by solution process. Its physical properties such as optical, electrochemical, and electroluminescent properties were also investigated. Two compounds were used as emitting layer (EML) in OLED device: ITO/PEDOT (40 nm)/synthesized materials (60 nm)/TPBi (20 nm)/LiF (1 nm)/Al (200 nm). The luminance efficiency of the synthesized compounds at 10 mA/cm2 were measured 0.85 cd/A for TATa and 1.49 cd/A for T-TATa, respectively. Moreover, the power efficiency of T-TATa is 1.08 lm/W. Its value is almost two times higher than 0.56 lm/W of TATa. As a result, more improved efficiency was shown with the device in a compound including t-butyl group to TATa core part, when the deivces were prepared by solution process.

Subject area The subject area is corporate social responsibility (CSR). Study level/applicability The study is applicable to undergraduate- and graduate-level courses on CSR. Case overview The case discusses the issue of integrating CSR in TPDDL’s (TPDDL – Tata Power Delhi Distribution Limited) business model. TPDDL was formed as the result of a joint venture between Delhi Vidyut Board and Tata Power. At the time of the joint venture, a large number of users of electricity in Jhuggi-Jhopdi (JJ) clusters were not paying for electricity usage. A huge number of residents were not even in the system where they could be billed. The ones who were in the system had strong political banking as they were huge vote banks and hence would not pay. Only 40 per cent of electricity that was going to JJ cluster was billed due to this TPDDL was incurring huge commercial losses. As residents had very low income, TPDDL decided to invest in CSR activities to train the residents so that they could secure a job and pay the bills as well. Mr Praveer Sinha, MD and chief executive officer (CEO), urged his team to bring 100 per cent JJ clusters under the billing net without any coercive measures. TPDDL adopted parent company Tata’s CSR code and came up with innovative ways of engaging with these communities. Abstract:
This article seeks to analyze the typology of management along with conflict resolution in terms of their correlation to the social theory of conflict. Social conflicts can be categorized into a number of types. Based on their types the social conflicts can be divided into two parts, namely vertical conflict and horizontal conflict. The vertical conflict is a conflict that has bottom-up as well as top-to-bottom patterns. Conflict management involves every effort to avoid conflicts which are, generally, violently-biased disputes. Such efforts are founded on the basis of resolution processes employing any means of power and authority. The conflict management implies the existence of conflict interventions carried out by conflicting parties or third parties who have considerable power or resources to stabilize the conflict. Within the context of power, the conflict management is usually implemented in three forms, namely formal-legal power, traditional power, and charismatic power. The formal-legal power is power based on such legitimacy tools as law and legislation. The traditional power is power based on claim of belief, faith, and customs. The charismatic power is power based on personal abilities which deal with magical and supernatural realms.

Ketersediaan air sangat erat kaitannya untuk mendukung ketahanan pangan. Air merupakan masukan penting untuk produksi pertanian (World Bank, 2020). Penelitian ini bertujuan untuk menginventarisir stakeholders dalam tata kelola air untuk pertanian kewenangan pusat di Sumatera Barat berdasarkan power dan interest. Penelitian ini merupakan penelitian deskriptif kualitatif. Pengumpulan data dilakukan melalui wawancara, observasi, dokumentasi, dan gabungan ketiganya. Data yang diperoleh dalam studi ini adalah data primer dan sekunder. Hasil penelitian menunjukkan bahwa terdapat banyak stakeholders yang terlibat dalam tata kelola air untuk pertanian kewenangan pusat di Sumatera Barat. Berdasarkan analisa model grid menggunakan interest dan power diketahui bahwa BWSS V Padang, Dinas PSDA Provinsi Sumatera Barat, GP3A, dan P3A merupakan Players dalam tata kelola air untuk pertanian kewenangan pusat Provinsi Sumatera Barat. Sedangkan yang menjadi Subjects adalah Komisi Irigasi, Dinas Pertanian Kabupaten/Kota, Dinas Pekerjaan Umum Kabupaten/Kota, dan Dinas Pangan dan Holtikultura Sumatera Barat. Kemudian, Context setters adalah Bappenas, Kementerian PUPR, dan Lembaga Donor Internasional (ADB dan IFAD). The availability of water is closely related to supporting food security. Water is an important input for agricultural production (World Bank, 2020). This study aims to take an inventory of stakeholders in water management for agriculture with the central authority in West Sumatra based on power and interest. This research is a qualitative descriptive study. Data was collected through interviews, observation, documentation, and a combination of the three. The data obtained in this study are primary and secondary data. The results show that there are many stakeholders involved in water management for agriculture with the central authority in West Sumatra. Based on the grid model analysis using interest and power, it is known that BWSS V Padang, West Sumatra Provincial PSDA, GP3A, and P3A are players in water management for agriculture, the central authority of West Sumatra Province. While the subjects are the Irrigation Commission, Regency/City Agriculture Service, Regency/City Public Works Service, and West Sumatra Food and Horticulture Service. Then, Context setters are Bappenas, Ministry of PUPR, and International Donor Agencies (ADB and IFAD). Furthermore, Crowd are farmers who are not members of the WUA and people who do not have agricultural land. Each stakeholder has different interests and different influences from each other. Therefore, it is hoped that there will be collaboration between stakeholders in water management for agriculture with the central authority in West Sumatra.

This article aims to present an analysis to develop a deep understanding of the concept of balanced scorecard (BSC) as a tool for strategy mapping, alignment and measurement of performance in a leading firm in power distribution sector. The BSC model was developed to address the problems and limitations of relying only on financial measures for creation of strategy and measuring organizational performance in companies whose intangible assets played a pivotal role in creating value for stakeholders. This article provides an understanding into the development of globally competitive firms from emerging economies that have successfully adapted contemporary performance measurement and management tools in strategy implementation. The theory of the article has been substantiated with inputs of the target firm based on information collected from interviews and access to the firm’s internal procedures, articles from journal and other publicly available sources. The article provides an understanding into the process of development and implementation of strategy, and subsequent advantages drawn from the use of BSC at Tata Power-Delhi Distribution Limited, winner of the international Palladium Balanced Scorecard Hall of Fame award-2008.

This writing begins with a review of Law No. 14 of 2002 concerning the Tax Court jo. Law Number 28 of 2007 concerning the Third Amendment to Law Number 6 of 1983 concerning General Provisions and Tax Procedures. Results and analysis reveal. The tax court as a special court is part of the exercise of judicial power and is within the State Administrative Court according to Law no. 48 of 2009 in conjunction with Law No. 51 of 2009. The tax court is not really within the State Administrative Court, even though the law has mandated that the tax court is a special court within the State Administrative Court.

This research is a qualitative research library (Library Research). The data of this study were obtained through the Islamic law/Fiqh research method with a historical approach. After the data has been collected, it is then processed by studying, researching, studying and understanding the concept of regional autonomy in Islamic Constitutional Law referring to the Al-Quran and Hadith and related articels. This study found the following results: (1) The concept of regional autonomy in Islamic constitutional law is practiced in three types of regional government, namely al-imarah al-khashah, al-imarah al-ammah, al-imarah al-istila. (2) The autonomy of the regional head's power in the perspective of fiqh siyasah dusturiyah or Islamic constitutional law is in accordance with the conditions and authority granted by a Khalifah. The Khalifah as head of state gives authority to al-Amir (Head of Region) in the functions of: collecting taxes in the region, managing regional administration and providing services to the people in the region, maintaining security in the region, attracting kharaj and collecting zakat, upholding and disseminating Islam in the region. area, as well as being a prayer priest.

This study have purpose to determine the rattan trading channel and rattan trading functions, to know the interests of actors who play a role in every channel of rattan commerce and to know the power relations of each actor in the rattan trading channel. The research was conducted in February 2017 with the research location in Batu Village Pitu Riase Sub-District Sidenreng Rappang Regency. Sampling was done by purposive sampling with farmer sample as many as 5 samples. For the involved trading institutions are determined by a search method in which 3 collectors sample sample and 1 sample of wholesalers. The data used are primary data and secondary data. Method of data analysis used is descriptive analysis to analyze farmer selling price and buying price of intermediary trader and to know the interest and relation of actor who play role in rattan trading channel. The results conclude that there is one trade channel in the research area, namely: farmers - collectors traders - wholesalers. The results of operational efficiency analysis show that the trading system channel is not efficient yet. The reason is the farmers still play a role as the recipient of the price. The level of importance between the actors on the rattan trading channel in Batu Village is different. Of the three elements of power (trust, incentive and coercion) can be concluded that the actors are influential and have the highest power of traders (industry).

The State Administrative Judicial as the executor of judicial power has a duty and authority to examine, decide, and resolve State Administrative disputes. Along with tecnological development, judicial practices within the scope of the Indonesian Supreme Court hal implemented the ecourt application. The aims of this study is to analyze policies regarding the implementation of Electronic Litigation in the State Administrative Judicial, as well as to find the obstacles encountered. This study uses a normative method with a statute approach, that is Act 5 in 1986 concerning State Administrative Judicial and its amendment, and Supreme Court Regulation Number 1 of 2019 concerning Administration of Cases and Trials in Court Electonically. The result of the study show that the application of Electronic Litigation at State Administrative Judicial is carried out comprehensively, that is from the registration stage until reading of judicial decisions. The obstacles that still being faced are related to the stage of evidence which in practice still requires a conventional trial, and the limited access to the internet network in several regions in Indonesia.

The city of Surabaya became one of the areas that attracted the interest of Europeans to perpetuate power and establish government as well as establish economic relations, especially trade with indigenous peoples. The city of Surabaya has been given the authority to regulate its territory, thus giving rise to the term Gemeente. This article aims to explain how Surabaya’s urban planning has changed across centuries, from 1870-1940. The method used in this article is the study of literature and historical methods. The development of the Surabaya City layout was motivated by the passing of the agrarian and the sugar law. As a result, many people from various ethnic migrated to Surabaya and formed settlements. In addition, another impact is the renewal of Surabaya City infrastructures such as railroads, markets, and highwaysKota Surabaya menjadi salah satu wilayah yang menarik minat orang Eropa untuk melanggengkan kekuasaan dan mendirikan pemerintahan serta menjalin hubungan ekonomi khususnya perdagangan dengan masyarakat pribumi. Kota Surabaya telah diberi kewenangan untuk mengatur wilayahnya sendiri hingga memunculkan istilah Gemeente. Execution of Pengadilan Tata Usaha Negara (PTUN) judges verdict in some nation administrative dispute resolution practice in Indonesia have not been properly implemented due to the absence of an executorial Instution as well as a strong legal basis lead to weak force power for verdict of the PTUN. Undang-undang Peradilan Tata Usaha Negara also do not explicitly and clearly regulate the issue of force of verdict PTUN and the execution of the verdict really depends on the goodwill of the Tata Usaha Negara Entity or Officials in obeying the law. How was the execution of the PTUN judges verdict? What was the reason for the unexecuted judges verdict? So that we can find out how the judges verdict was executed and the reasons why the judges verdict was not executed. We use sociological research method to search what happened. Executor of a decision required to overcome and minimize the PTUN judges verdict that was not executed as well as improvements to the basis of the Law which is more concrete and forces the execution of PTUN judges verdict so that no party were harmed. Pelaksanaan putusan hakim Pengadilan Tata Usaha Negara dalam praktek penyelesaian sengketa Administrasi negara di Indonesia sebahagiannya belum terlaksana sebagaimana semestinya yang disebabkan ketiadaan lembaga eksekutorial, maupun landasan hukum yang kuat mengakibatkan putusan Pengadilan Tata Usaha Negara tidak mempunyai daya paksa. Dalam konteks ini, pengolahan kelapa menjadikan kopra merupakan produk penting dalam meningkatkan kesejahteraan petani dan pembangunan di daerah Minahasa. Setelah Indonesia merdeka, terjadi perebutan monopoli tata niaga kopra baik melalui Pemerintah Pusat (Jakarta), Pemerintah Daerah (Minahasa), maupun militer (Teritorium VII Wirabuana). Hal ini menyebabkan tata niaga kopra semakin tidak terkendali. Ekspor kopra yang diharapkan dapat memberikan kontribusi ekonomi berubah menjadi masalah politik setelah munculnya peristiwa Permesta. Mengacu pada masalah tersebut, artikel ini bertujuan mendeskripsikan kondisi historis tata niaga kopra di Minahasa tahun 1946-1958. Secara metodologis, artikel ini merupakan studi yang bertumpu pada penelitian pustaka dan arsip. Akhirnya artikel ini menghasilkan kesimpulan bahwa kebijakan Pemerintah Pusat dalam mengatur tata niaga kopra menimbulkan kekecewaan dan diskriminasi bagi masyarakat Minahasa. Timbulnya kekecewaan masyarakat Minahasa menyebabkan tata niaga kopra sebagai kekuatan ekonomi berubah menjadi gerakan politik anti Pemerintah Pusat. It has become a collective memory of the Minahasa community that coconut plants (Cocos nucifera L.) are strategic commodities that have a social, cultural, and economic role in their lives. In this context, coconut processing makes copra an important product in improving the welfare of farmers and regional development. After Indonesian independence, the copra trading system being monopolized by Copra Foundation, which controlled by central government (Jakarta), local government (Minahasa), and military (Teritorium VII Wirabuana. This causes the copra trade system to become increasingly out of control and dissatisfaction of the Minahasa community. Copra as an economic power turns into an anti-Central Government political movement. There was a takeover of a number of CopraFoundation assets in Manado, and established the Minahasa Coconut Foundation. Then came the demands of regional autonomy by forming the Province of North Sulawesi. The Port of Bitung as an in-out gateway for goods, was only used for barter trade and smuggling of copra abroad, especially Singapore which involved a number of Minahasa civilian officials and military officers. Copra exports are expected to contribute economically has turned into a political problem.

In a constitutional law perspective, this treason is defined as the act of a person or group of people towards leadership in a country because of its incompatibility with the rules that apply in the country, so that he or they take actions that tend to "deviate" so that it can break down the leadership of a state leader. In the corner of the desert of Islam, treason or treason act can be done by a person or group of people preceded by a political conspiracy, evil consensus, and intrigue to achieve its political goals. In the Qur'an several verses are mentioned about this treason. Where all contain the notion that treason is an act or an attempt to oppose and undermine the power of someone who is not favored or considered an enemy who has conflicting indications. Both in terms of religion and worldliness by means of deception, deception, or other acts that are contrary to the religion of Islam. Juwana is a sub-district in the coastal area in the north of Java Island. It is a low land which traversed by Silugonggo, the biggest river in Pati Regency. Initially, the settlement and trading area were around the harbor and it was linear-shaped. Those events were the exodus of Chinese merchants who occupied the inland next to the focal point and the construction of Daendels’ post road from Anyer to Panarukan. The research method is qualitative with a grounded theory research strategy. The data was gained from observations and interviews with people who have roles in the community. The sociology perspective was comprehended using Giddens's Theory. This theory allowed the changes in Juwana’s urban space and considers this as local identity. In conclusion, the development pattern in the Juwana community created four types of urban space: 1) The initial urban space pattern which consisted the square as the focal point and the central power as well as the fishermen urban space pattern alongside Silugonggo and the harbor as the central business district; 2) The Chinese merchant's urban space pattern which located around the city center and linear with Pos/Pantura road; 3) The industrial urban space pattern; 4) Historical urban space pattern. Data didapat dengan pengamatan dan wawancara terhadap aktor yang berperan dalam kehidupan masyarakat dalam kelompok tersebut. Pemahaman perspektif sosiologi masyarakat menggunakan Teori Giddens yang memungkinkan bisa mendapatkan perubahan pola tata ruang Kota Juwana sebagai suatu identitas dan kearifan lokal. Library is one of many place to get knowledge. A management library success can be seen from service quality that give to library customer. Research includes quantitative research. Population this research is all customer Wonosobo Library. Incidental sampling is the sampling technique used, by using iteration formula obtained by respondent with amount 116 costumer library. Data method using, questionnaire, interview, and documentation. Methods of data analysis are multiple linear regression and descriptive percentage. Results showed the multiple linear regression equation is: Y ꞊ -3,489 + 0,242PK + 0,514TR + 0,519KP + 0,475FP + e. The results showed that collection processing , library layout, library management competence, and library facilities had a direct positive effect on the quality of Wonosobo library with total effect is 79,2%. Library layout give the biggest influence with 22,27%, collection processing with 13,76% total effect, management competence give influence 13,39%, and library facilities give less effect with 11,15% total effect

This study develops a framework of governance mechanisms and human resource capabilities for the effective flow of information within the organization. This research is an exploratory research based on secondary data using a literature study methodology. The results of the synthesis show that the governance mechanism determines the success of information flow. The results also indicate the need for human resource capabilities to support governance and information sharing mechanisms. There are two types of governance mechanisms: formal and informal governance. Formal governance includes contracts, business processes, performance appraisal and information systems, and cross-functional teams. Meanwhile, informal governance includes trust, commitment, power and social interaction. Human resources with systems thinking, mastery of technology, and interpersonal skills are very valuable for sharing information. This study helps to understand the factors that affect the effectiveness of information flow.

Riau Province is one of the provinces which have not revised the RTRWP until 2017. One possible cause relates to the conflicts of interest among the participating actors. Each actor exercises the power influences to secure individual interests. This study aims to identify the participating actors, to measure the power influences exchanged between the actors and to recommend solutions for resolving the Riau’s RTRWP revision issue. The method used is Actor-Centered Power (ACP) approach, which is supported by Content Analysis of Riau's RTRWP document and related regulations. The research findings show that there are at least nine actors involved in the revision process of the Riau’s RTRWP, where the role of the Ministry of Environment and Forestry is the most powerful then followed by the Riau Province Government. The research also shows the involvement of Ombudsman Agency, private corporations, and non-governmental organization (NGO) in the Riau’s RTRWP revision process. To accelerate the completion of the Riau’s RTRWP Regional Regulation Draft, coordination and integration between the participating actors are required as well as the law enforcement against legal violations and comprehensive conflict management.

Metode penelitian adalah kualitatif dengan teknik studi kasus dan informan dari OPZ tingkat Jawa Barat . Hasil penelitian menunjukan bahwa etos komunikator sebagai source of credibility dalam komunikasi OPZ, bersumber dari Ajaran Islam, hukum positif, dan pedoman dasar OPZ dapat menciptakan nilai-nilai organisasi sebagai dasar melaksanakan kerjasama pogram pemberdayaan masyarakat. Artikel ini bertujuan menganalisis divergensi aktor-individual dalam pengelolaan bank soal digital menghadapi kebutuhan pemanfaatan big data pada masyarakat era 5.0. Kompleksitas divergensi tata kelola organisasi dilihat dari pendekatan berpikir sistem dimulai dari identifikasi permasalahan, pembuatan model konseptual, serta usulan yang berbasis tindakan secara menyeluruh dari setiap pemangku kepentingan. Ragam metode berpikir sistem yang digunakan berupa Soft Systems Methodology untuk menjawab pertanyaan penelitian yang menganalisis secara keseluruhan pemikiran, perkataan, dan tindakan pemilikmasalah. Hasil dari pendekatan sistem menunjukkan, transformasi digital di dalam pengelolaan bank soal mengalami hambatan ketercapaian pemanfaatan big data karena adanya divergensi institusional berupa hibridasi tata kelola administrasi publik yang disebabkan oleh mekanisme power, attraction, dan mimesis. Solusi yang dapat dilakukan dalam mendorong percepatan transformasi digital pertama terletak pada aspek power di level makro perlu adanya tata ulang aturan kelembagaan tranformasi digital yang terarahdan spesifik. Kedua pada aspek attraction perlu adanya penguasaan kompetensi bahasa pemrograman, data base enginering, dan data mining di setiap pegawai yang terlibat. Ketiga, pada aspek mimesis, organisasi dapat merujuk pada praktik terbaik keberhasilan organisasi lain. Kesimpulan penelitian menunjukkan terdapat dua belas aktivitas divergensi aktor individual yang menyebabkan hibridasi administrasi publik dan empat di antaranya mendukung perwujudan tranformasi digital. This article aims to analyze the divergence of individual actors in managing digital item banks in facing the needs of using big data in the 5.0 eras. The complexity of divergence in organizational governance captured from the systems thinking approach starting from the problems of making, conceptual models, and based on the overall actions of each stakeholder. Various systems thinking methods are used in the form of Soft Systems Methodology to answer research questions that analyse the overall thoughts, words, andactions of the problem owner. The results of the systems approach show that digital transformation in bank management is experiencing obstacles to achieving the use of big data due to institutional divergences in the form of hybridization in public administration governance caused by power, attractiveness and mimesis. The solution that can be done in encouraging the acceleration of the first digital transformation lies in the aspect of power at the macro level, there is a need for a directed and specific restructuring of the digitaltransformation institutional rules. Second, in the aspect of attraction, it is necessary to master the competence of programming languages, database techniques, and data mining for every employee involved. Third, in the mimetic aspect, organizations can refer to the best practices of other organizations’ success. The conclusion of the study shows that there are twelve individual actor-divergent activities that cause hybridization of public administration and four support the realization of the digital transformation.

This study aims to determine the practice of accounting governance during the reign of King Airlangga in 1019-1043. Historiography is used in this study by accumulating all data into a series of historical exposures of the Airlangga government. The results show that accounting governance is manifested as a charismatic form of King Airlangga's power in regulating the leadership system by taking notes on inscriptions. Godliness is used as a basis in governance to achieve the welfare of the people. This can be seen from the determination of sima, construction of agricultural facilities and expansion of international trade.

Kesediaan mematuhi tata tertib yang berlaku disekolah sudah mulai pudar, hal ini tercermin banyaknya siswa yang melakukan pelanggaran terhadap tata tertib sekolah. Oleh karena itu, kondisi ini menuntut guru selaku pendidik untuk senantiasa mendisiplinkan siswa. Untuk mencapai hal tersebut perlu diterapkan budaya hidup tertib agar karakter disiplin dalam belajar dapat terwujud. Tujuan penelitian untuk mengetahui pengaruh budaya hidup tertib terhadap karakter disiplin dalam belajar. Metode penelitian yang digunakan adalah metode kuantitatif dengan pendekatan studi korelasi. Pengujian hipotesis dilakukan dengan Korelasi Product Moment. Dari hasil perhitungan diperoleh rxy sebesar 0,6125 dan r-tabel sebesar 0,361 sehingga ( 0,6125 > 0,361 ) maka dapat disimpulkan bahwa terdapat pengaruh yang positif dan signifikan antara Budaya Hidup Tertib terhadap Karakter Disiplin Dalam Belajar di MTs Nurul Huda Cimanggis Depok. Koefisien determinasi sebesar 0,61252 = 0,3751. Dengan demikian kontribusi variabel X terhadap Y sebesar 37,51 %. Tingkat keberartian pengaruh kedua variabel dilakukan dengan uji - t. Dari hasil perhitungan diperoleh t - hitung sebesar 4,10 pada taraf signifikansi 0,05 dengan dk (28) dan t - tabel sebesar 2,05. Dengan demikian t - hitung lebih besar dari t - tabel ( 4,10 > 2,05 ). Perbandingan kedua nilai “t” tersebut menunjukkan adanya hubungan yang berarti.

Abstract:
Independent smallholders contribute about 35 percent of Indonesia's total crude oil, but the smallholders' low output, consistently producing 45 percent less than plantation companies. This research aims to examine the governance and accessibility of independent smallholder financing for planters to the sustainability of palm oil farming. The method used is a survey method to obtain data and information related to the implementation of governance and accessibility of smallholder palm oil financing in Jambi Province. The results found that smallholders' palm financing's control and accessibility have not been implemented with measurable management. This is because smallholders often start their farming activities with less optimal planning ranging from the procurement of inputs such as uncertified seedlings and minimal maintenance related to capital limitations, let alone plants already entering old age. The consequence is lower productivity than national productivity. Non-governmental palm oil farmers have no bargaining power, and only as recipients of TBS prices are sold. The lack of mentoring also impacts garden management's limited knowledge and replaces old and damaged plants. Besides, access to financing from financial institutions also requires the land's legality, so various parties must deal with it. In the future, it is necessary to accelerate thinking and resources in real terms to demonstrate impartiality in helping non-governmental palm oil growers to ensure the sustainability of farming for the sake of shared prosperity.

<p>While market economy is being questioned after the recent economic crises for its philosophy of the individual working for oneself, relentless capitalism and an unaccountable profit motive; market as a construct needs to be considered in the right perspective. This study explores the concept of Market-based Management (MBM) which brings the power of a free-market economy inside a firm. Although the strategic tool had been proposed two decades back, its application to organizations as a performance tool has not been much explored. The purpose of the paper is to explore from a constructivist perspective the applicability and relevance of Market-based Management in the context of Tata Steel, an Indian steel manufacturing company with global presence. Through secondary data analysis of Tata and at a conceptual level, it is seen that MBM could be used to transform firms into market-based institutions as a way of improving efficiency. Hopefully, the study will provide a solid ground for a more extensive research in understanding the implementation of MBM in a company.</p>

Abstract:
The problem examined in this paper is how is the execution of state administrative court decisions against regional government officials based on Law Number 9 of 2004? The approach used is the statutory approach (The Statute Approach) and the conceptual approach (Conceptual Approach). The results of this study indicate that: The process of resolving State Administration disputes which are public disputes involving persons / civil legal entities as plaintiffs and government officials (TUN Officials) as defendants, the legal power of the decision to execute the State Administrative Court which is the executor of judicial power in the environment. The Supreme Court is equivalent to decisions of other judicial bodies. Then the normative changes to the State Administrative Court with Law Number 9 of 2004 concerning Amendments to Law Number 5 of 1986 concerning State Administrative Courts made legal remedies contained in Article 116 such as forced money and/or administrative sanctions and publication of court decisions. be better than using a hierarchical execution model which is considered ineffective in the current era of regional autonomy. Under these circumstances, efforts must be made to provide other alternatives to produce a deterrent effect for government officials, especially local government officials, to submit to the State Administrative Court's decision.
