Today's technological and unstable society places greater demands on military organizations to deal with military surprises and uncertainties. One method of dealing with these problems is by incorporating flexibility. Researcher Meir Finkel presents a theoretical framework that advances flexibility as a governing principle that enables military organizations to handle surprises and uncertainties. However, for military organisations there are two main problems with applying new methods on how they should act, firstly to translate it into concepts and operations, secondly to infuse the range of doctrines and regulations to influence the entire organization. Therefore, the purpose of this study is to increase the knowledge of how flexibility is applied in central military governing documents. And, to discuss any correlation between the documents and what effect the implementation may have on the organization’s flexibility. Since the Swedish Armed forces explicitly strive for flexibility, Finkel's theoretical framework aims to illustrate how flexibility has been applied. This was achieved by examining Sweden’s operational and naval doctrine through a qualitative text analysis. The result shows that flexibility plays a significant role in both Sweden's operational and naval doctrine as it has successfully been applied. Nonetheless, both doctrines present elements that may affect flexibility negatively and could therefore, limit the efficiency to deal with military surprises and uncertainties.

Försvarsbesluten under 2000-talet har inneburit en inriktning för Försvarsmakten mot internationella insatser. En del av de internationella insatserna har ställt Försvarsmakten mot en motståndare av irreguljär karaktär, speciellt i Afghanistan. Denna uppsats vill undersöka vilka lärdomar Försvarsmakten dragit avseende upprorsmotverkan (COIN), och specifikt, lärdomar avseende marktaktik inom COIN, för att öka kunskapen om COIN inom Försvarsmakten. Syftet med uppsatsen är att undersöka Försvarsmaktens syn på taktik inom COIN, genom att undersöka ett antal svenska samtida normativa dokument och se om de överensstämmer med ett antal utvalda COIN-teorier samt besvara frågeställningen: Hur karaktäriseras beskrivningar av taktik inom Counterinsurgency, i samtida svenska normativa texter, jämfört med ett urval COIN-teorier? I uppsatsen beskrivs ett antal teorier angående taktik inom COIN. Utifrån teorierna formas variabler vilka används i en kvalitativ textanalys för att undersöka de olika dokumenten. Resultatet visar att beskrivningar av taktik inom COIN kan karakteriseras som bristande i doktrinerna. Reglementena beskrev däremot taktik både utförligt och detaljrikt och kompletterade varandra. Dock visade det sig att variabeln, offensiva operationer, inte beskrevs överensstämmande av något dokument. Bedömningen är att det finns ett behov av att Försvarsmakten utvecklar beskrivningar om offensivt agerande inom COIN, som tidigare forskning stödjer. Officersprogrammet bör även undersöka ifall en uppdatering av utbildningen, avseende irreguljär krigföring, är nödvändig. Speciellt med fokus på balansen mellan befolkningsfokuserad och fiendefokuserad COIN.

NATO, USA, Storbritannien och Ryssland m.fl. använder sig av stridsuppgiften räd för markstridskrafter och erfarenheter från bl.a. Irakkriget 2003 visar att de kan få stor betydelse. Räder anses överensstämma med manöverteorin, men räder återfinns inte som stridsuppgift för svenska markstridskrafter.

Denna uppsats analyserar stridsuppgiften räd för markstridskrafter, operationaliserar två indikatorer för räder och med hjälp av dessa undersöks hur räder är förenligt med FM nuvarande doktrin och Reglemente för Markoperationer (RMO).

Undersökningen visar att räder inte är förenliga med nuvarande doktrin och RMO. Bl.a. så uppfattas det sakna överensstämmelse att avsiktligt inte bibehålla öppna landförbindelser. Däremot är delar av indikatorerna direkt eller indirekt att anse som förenliga.

NATO, USA, Great Britain and Russia are among others using the task raid for ground forces and experiences from e.g. the war in Iraq 2003 have shown that they could have great importance. Raids are considered to correspond to manoeuvre theory, but raids are not to be found as a task for Swedish ground forces.

This paper is analyzing the task raid for ground forces, developing two indicators for raids and with the help of these examining how raids are compatible with the armed forces present doctrine and field manual for ground operations.

The investigation shows that raids are not compatible with the present doctrine and field manual for ground operations. E.g. is it considered to disagree not to keep land lines of communications open. Parts of the indicators are however directly or indirectly considered compatible.

Sedan kalla kriget har inte bara omvärlden och föreställningen av motståndaren förändrats utan även reglementenas utformning. I dagsläget används på kompaninivå ett reglemente för alla manöverkompanier, tidigare har det i försvarsmakten funnits reglementen för specifika typer av kompanier. Denna uppsats behandlar vilken påverkan detta har på tydligheten i reglementena.Arbetet syftar till att undersöka tydlighet i föreställningar om infanteriförbandens taktik på kompaninivå idag jämfört med under mitten av kalla kriget i två vägledande instruktioner. Detta för att diskutera artikulering av taktik och dess implikationer på officersutbildning inom försvarsmakten. Den metod som används är kvalitativ textanalys med en komparativ design. Som analysverktyg har de grundläggande förmågorna använts och empirin utgörs av två reglementen, Infanterireglemente skyttekompani 1975 och markstridsreglemente 5 kompani.Undersökningen resulterar i att författaren upptäcker en tydlig skillnad i hur framför allt verkan och skydd artikuleras i de olika reglementena. I diskussionen visar det sig att detta kan bero på ett antal faktorer. Även utformningen av reglementet diskuteras och resultatet blir då, att för att finna vägledning i markstridsreglemente 5 kompani krävs tidigare erfarenhet av förbandstypen. Denna erfarenhet kan också påverka tolkningen av instruktionen.
Since the Cold War has not only the outside world and the perception of the opponent changed but also regulations design. In the current situation there is a Company level regulation for all fighting companies, when it previously was regulations for each of the specific types of companies. This paper discusses the impact that has on the clarity of the regulations.The work aims to investigate the transparency of notions of infantry formation tactics at company level today than during the middle of the Cold War in two guiding instructions. This is to discuss the articulation of tactics and its implications on the officer training in the armed forces. The method used is qualitative text analysis with a comparative design. To make the analysis the fundamental capabilities are used and empirical data consists of two regulations, Infanterireglemente skyttekompani 1975 and markstridsreglemente 5 kompani.The survey results in the author discovering a clear difference in how the capabilities effect and protection are articulated in the various the regulations. In the discussion, it appears that this may be due to a number of factors. The design of the regulations is also discussed and the result is that in order to find guidance in markstridsreglemente 5 kompani the reader needs previous experience of the specific company type. This experience can also affect the interpretation of the instruction.

Den amerikanska armén har under lång tid haft doktriner som behandlat strid i bebyggelse medolika typer av motståndare, från sovjetiska divisioner som anfaller in i Västtyskland tillupprorsbekämpning i Mellanöstern och Afrika. Uppsatsen handlar om hur den amerikanska taktiskasynen på strid i bebyggelse har utvecklats från 1979 till 2003.Syftet med den här uppsatsen är att skapa en större förståelse för den taktiska utvecklingen somskett kopplat mot de grundläggande förmågorna verkan, skydd & rörlighet.En kvalitativ textanalys har använts som metod för att analysera de aktuella doktrinerna. Teorinutgår ifrån Doktrin för markoperationer och i synnerhet ifrån de grundläggande förmågorna verkan,skydd & rörlighet.Resultatet visar att användningen av dessa förmågor utvecklas med hänsyn till förväntadmotståndare och civilbefolkning. Utvecklingen av verkan går mot mer kvalitativa medel ochmetoder, motståndarens rörlighet har förändrats och så har också hans vilja att strida i bebyggelse.Användningen av assymmetriska metoder för att uppnå skydd är en ny metod som uppkommit.Värdering av den terrängen är däremot något som inte har förändrats.

During the last decades, air defense has been the core mission of the Swedish Air Force. This has come at the expense of offensive strike capability. However, this may be about to change. In the coming defense bill it is proposed that the Swedish Air Force will acquire cruise missiles during the 2020´s. With the aim of ensuring that this new capability will generate the maximal operational effect for the Air Force, this essay has examined how the current Swedish air doctrine,TR LuftOp 2017, views offensive strike operations today and how this possibly may change with the new capabilities offered by cruise missiles.  This has been done through a qualitative text research method where John A. Warden´s and Robert A. Pape´s theories of offensive air power have been used as the theoretical framework. The result shows that the Swedish air doctrine today closely resembles Robert A. Papes theory, with the exception of some signs of Warden´s thoughts. However, most signs suggest, and it is this essays conclusion, that the acquisition of cruise missiles probably will result in the Swedish air doctrine adopting more of Warden´s theory at the expense of Pape´s theory.
