Opening ParagraphFreetown City Council, established in 1893, was the victim of a colonial government which concentrated authority in white hands and resented the survival of a municipality run by Africans. Successive governors regularly presented it as a scapegoat, along with the whole Krio community, for disturbances in Freetown, notably the 1919 anti-Syrian riots and the 1926 railway strike. In 1925 financial malpractices in the council were disclosed and some officials were prosecuted. The following year the Mayor, Cornelius May, editor of the leading newspaper, the Sierra Leone Weekly News, and a highly respected public figure, was charged with conspiracy to defraud, along with the Town Clerk and the City Treasurer, and was given a nine-month prison sentence. Then, on the recommendation of a Commission of Inquiry, the City Council was dissolved and replaced by a Municipal Board.

Abstract:
The city of Lisbon, as any other capital of a European country, has a large number of issues regarding managing waste and recycling containers spread throughout the city. This document presents the results of a study promoted by the Lisbon City Council for trialing LPWAN (Low-Power Wide-Area Network) technology for the waste management vertical under the Lisbon Smart City initiative. Current waste management is done using GSM (Global System for Mobile communications) sensors, and the municipality aims to use LPWAN in order to improve range and reduce costs and provisioning times when changing the communications provider. After an initial study, LoRa (Long Range) and LoRAWAN (LoRa Wide Area Network) as its network counterpart, were selected as the LPWAN technology for trials considering several use cases, exploring multiple distances, types of recycling waste containers, placements (underground or surface) and kinds of commercially available waste level measurement LoRa sensors. The results showed that the underground waste containers proved to be, as expected, the most difficult to operate correctly, where the container itself imposed attenuation levels of 26 dB on the LoRa link budget. The successful results were used to promote the deployment of a city-wide LoRa network, available to all the departments inside the Lisbon City Council. Considering the network capacity, the municipality also decided to make the network freely available to citizens.

Abstract:
Urban green spaces support the development of cities in diverse ways. Considerable work has been done in recent years exploring the value of urban green space for health and wellbeing of urban centres across the world and in Sub-Saharan African countries in particular. This study is designed to examine the contribution of green spaces to city liveability in Bafoussam I Council. Data for the study were obtained through primary and secondary sources using a mixed design method of inquiry which combines both quantitative and qualitative approaches to explore data on urban green spaces in Bafoussam I. Purposive and simple random sampling techniques were used to select households for questionnaire administration. The data engendered were analyzed with descriptive and inferential statistics. The outcomes indicated that green spaces have significantly contributed to the health and wellbeing of the city dwellers in Bafoussam I Council. The main actors responsible for green spaces management in the municipality include government agencies, Bafoussam City Council, Municipal Council, the civil society, and Non-Governmental Organizations. In line with the 2022 African Nations Cup (AFCON) in Cameroon, this city-centre beautification has been stepped up. The Pearson moment Correlation used to test the hypothesis indicated a strong positive correlation at a calculated P-value .001, thus, green spaces have significant effects on the health and wellbeing of urban dwellers in Bafoussam I. The study concluded by emphasizing that stakeholders of green spaces in the municipality need to collaborate to take effective decisions that can be sustainable to ensure protection and equitable management of urban green environment to meet the need of the future generations in line with Sustainable Development Goal (SDG) 11.

Abstract:
By the beginning of the twentieth century, Semarang was a major port city and administrative centre on Java. Attainment of this position was due partly to the expansion of its hinterland during the nineteenth century. This expansion was closely related to developments in the means of transportation and the consequent ability of plantation owners to bring the products of their plantations to the port for shipment to foreign markets. By the end of the century virtually the whole economic life of central Java focused upon Semarang. The city also exercised administrative functions in the Dutch colonial administration and generally had been responsible for Dutch interests in the middle and eastern parts of the island. The importance of Semarang as an administrative centre increased after 1906. In that year the government incorporated the city as an urban municipality (stadsgemeente). In 1914 it had consular representation from the United States, Belgium, Denmark, France, Great Britain, Italy, Norway, Germany, and Thailand. Subsequently, in 1926 it became the capital of the Province of Central Java under the terms of an administrative reform fostered by the colonial government at Batavia. Status as an urban municipality meant that local officials sitting on a city council would govern the domestic affairs of the city. The members of the city council at first were appointed from Batavia, subsequently some of them were elected by residents of the city. By the beginning of the twentieth century Semarang had enhanced its position as a major port on the north coast of the island of Java. It was one of the foremost cities of the Dutch East Indies, along with Batavia and Surabaya, a leading port and a centre of administration and trade. This article outlines the growth of the port of Semarang during the nineteenth century and discusses some of the conflict related to this growth over living conditions in parts of the city during the twentieth century, a conflict which smouldered for several decades among the government, members of the city council, and the non-European residents of the city, one which remained unresolved at the end of the colonial era.

Abstract:
Purpose: Rural Government is considered as a way to extend democracy, empowering villagers to choose their way of life and organize their living space, increase prosperity, make opportunities, and promote teamwork, and it can be concluded that in new rural government theories, rural municipalities are the new paradigm and one of the main pillars of rural management and development. By the end of September 2009, there were 898 villages with more than 20 households and 194 authorized rural municipalities in Zanjan province, Iran and the number of rural municipalities compared to villages with more than twenty households was about %21.6. This study aimes to investigate the rural municipality performance in the rural government of Zanjan province. Methods: Our research method is of documentary-field type and the study population consists of 194 rural municipalities from which 114 rural municipalities were selected as the sample using stratified sampling with proper allocation. SPSS was used to analyze the data. For stepwise regression, the variables entered the equation as factors affecting rural municipality performance in rural government by which 89% of Zanjan rural municipality performance variance was clarified. Results: The results show that the performance of rural municipalities in the selected area can play a critical role in villagers’ participation in rural management and development. Conclusion: Based on the results, the variables with a significant effect on rural government are the cooperation of rural council, villagers’ participation, rural equipment and facilities, and rural municipality consultation with local leaders and council members.

Abstract:
The article presents the legal activities of the city of Bialystok related to building its image using the brand Esperanto over the past years. The text deals with the complicated side of building the image of the city which is legal actions using the asset of the city which the case of Bialystok is the brand Esperanto. These actions were taken both by the executive body of the municipality – the Mayor – and the legislative body – the City Council. The following activities were discussed: the activity of the Bialystok City Council, the activity connected with the celebration of the 100th anniversary of Ludwik Zamenhof’s death, the organisation of the Esperanto Congress in 2009 and the significance of the so-called participatory budget for the discussed issue. In the analysis of the topic, only those activities undertaken in Bialystok and related to Ludwik Zamenhof, his successors and the Esperanto language were chosen, which are not only based on but have their source in legal acts and are of direct or indirect legal character. The article also briefly discusses the aspect of life history of Ludwik Krzysztof Zaleski Zamenhof in connection with granting him the Honorary Citizenship of the City of Bialystok. The article discusses the legal activities of the city of Bialystok connected with building its image with the use of the Esperanto brand in the perspective of the last years, touching upon an interesting matter which is the promotion of the Municipality on the basis of the only universal language in the world. The legal actions described in the article reflect the perspective of young Ludwik Zamenhoff, which led to the creation of Esperanto language. The text combines two matters, the creation of a supranational language, with legal actions that are used to promote the small homeland of its creator.

World urban areas are increasingly dabbling with the triple challenge of pollution, congestion and environmental degradation. The quest for sanity and healthy urban living led to the introduction of urban green space initiatives. Green space has become primordial in urban areas as it enhances public health, recreation, amenities and property values through its location, accessibility, proximity and serviceability. In a bid to develop an urban green space in Bamenda, the City Council identified the Bamenda escarpment in 2011 for protection. This was followed by a Green City Initiative now captioned the Green City Project. The Bamenda City Council partnering with the UN-Habitat and the Dordrecht/Gorinchem City Councils of the Netherlands seeks to implement an urban greening project with major focus to map out potential areas for creating parks in Bamenda. This project which is a novelty in the rapidly changing urban landscape of Cameroon seeks to contribute to building a green economy that enhances nature, environmental protection and at the same time offers economic and social benefits to its citizens. In this study, we examine the opportunities and challenges of urban greening in Bamenda. Some 50 inhabitants around the escarpment were purposively sampled while council authorities and other stakeholders were interviewed in the Bamenda I municipality in order to assess the opportunities, challenges and prospects for the project. This was complemented by secondary data obtained from the Bamenda City Council. The conclusion drawn is that the initiative will provide opportunities for employment, generate revenue for the City Council and prevent uncontrolled city sprawl against the backdrop of the relatively unstable nature of the foothills (due to mass wasting processes) and land use competition, largely driven by population growth and the daunting task of relocating prior users. We therefore argue in favour of the effective application of urban development policies to restrict encroachment around the area and to engage in slope stabilization where necessary.

Abstract This article explores how Dortmund’s municipal government propagated a concept of city-citizenship and belonging for new arrivals by mediating between expellee, refugee and migrant communities and ‘native’ civil society in the 1940s-1950s. The devastation of Dortmund during the Second World War, and the housing and energy shortages that followed, meant that the arrival of over a hundred thousand expellees and refugees in 1945–1960 placed severe strains on municipal resources while exacerbating conflicts between ‘native’ Dortmunders and new arrivals. The success of the Social Democratic Party (spd) in building a hegemonic position in postwar politics and administration by the late 1940s facilitated the coordination of municipal efforts to foster inter-community relations and introduce new populations to city life. Within the city council and government, in expellee meetings, and in municipal events we observe sustained municipal efforts to 1) exert social control over expellee/refugee arrivals to deflect anger at the poor conditions of the reconstruction period away from municipal officials and 2) inculcate taboos based on peace and democratic norms to delegitimise the politics of inter-community resentment. It concludes by tracing how official narratives and municipal practices constructed in the 1940s-50s were redeployed during the arrival of guest workers in the 1960s.

The research on environmental communication (EC) development framework, actually, on development of the whole set of its complementary instruments – environmental information, education, public participation and pro-environmental behaviour as according to the Collaborative and Action Oriented Communication (CAOC) model (Ernsteins, 2016), has been performed at the local governance level and summarizes experiences of managing environmentally sound Latvian municipalities during the last decade. Also a case study was conducted for one specific municipal-lity - Valmiera city municipality, aiming to establish EC system, where CAOC communication model has been purposefully applied when EC specialist position was introduced (2012), and, particularly, since the statutory Municipal Development Program (2014) and the voluntary Environmental Declaration (2015) have been approved by the City Council.

Abstract:
The publication addresses the issue of financing the activities of city counties in Poland. City counties are municipalities executing county tasks based on principles under the relevant act. Their area covers territories of bigger cities. Cities entitled to the rights of a county include those which in December 31, 1998 had more than 100,000 inhabitants, those which lost their right to be the seat of a voivode-ship, unless the relevant authorities at the request of a city council refused to grant county rights to a city, and those which were given the status of a county in the first state’s administrative division into the counties. City counties constitute a specific combination of a mu-nicipality and a county, as they fulfill not only municipality tasks but also county functions. They constitute a substantial part of the struc-ture of the Polish self-governmental administration. The legislator imposed a significant number of tasks on it. Their execution requires possessing necessary funds of an adequate amount by a unit. In-comes of city counties encompass three groups – own incomes, gen-eral subsidies and grants. Due to the dual construction of city coun-ties, municipality and county incomes can be distinguished in their profit structure as well. Management of varied sources of incomes can create problems that are to be overcome by authorities of the so-called district cities. The theoretical part of the article characterizes city counties as an element of the Polish self-governmental administration. Further-more, the review of sources financing their activities is conducted, whereas the experiential part is presented in the form of the case study attempting to assess the income side of the budget of Świnoujście City.

Abstract:
The location called Trinity is situated nearby Kotor (Cattaro), and was most probably named after the Saint Trinity Church, built at the same place. The church does not exist any more. Several documents regarding that church have been kept. One of them, written in September 1476, is subject of analysis of this contribution. As it happened, instead of a priest died in May of the same year, the church was taken care by the Minor Council upon the suggestion of the city of Kotor. The election of the same priest was performed in the Minor Council, upon suggestion of the two electors, by secret voting of all members of the Council. It seems the document to be the only one from the Archive of Kotor (today kept in the State Archive of Zadar), in which has been described the voting in the Minor Council, with presences of the two members of Council, who had voted with the golden balls (balotta aurea electionis). As it is possible to see from this case, as well as from the other documents kept in the city archives along the eastern Adriatic Coast, their role was to suggest personalities for important city duties. It is also possible to see from the document that the Minor Council of the Kotor Municipality had separated a book in which the records for the sessions or at least decisions of the Council was registered. The second interesting thing in this document is the name of the deceased priest. His name was don Matej Curilica, which should be understood as a nickname, given because of that he had probably served upon the Roman ritual, but in Slavic language, from the books written in Cyrillic or Glagolitic alphabet. The first name for the Glagolitic alphabet was kjurilica. There are strong reasons for presumptions that still in the first half of the 12th century the Glagolitic alphabet was in use in the regions southeast from Dubrovnik.

Urban sprawl related to rapid urbanisation in developed and developing nations affects sustainable land use. In Sri Lanka, urban areas have mostly expanded in a rather spontaneous, unplanned manner (based on the current settlers’ subjective movement) rather than conforming to the local government’s development plan. This growth inevitably leads to uncontrolled urban sprawl in many Sri Lankan cities, including Batticaloa. So far, Sri Lanka’s planners or researchers have not yet tackled the sprawling developments in this city. Understanding the different forms and patterns of urban sprawl is the key to address sprawling growth. This study aims to identify the characteristics of urban sprawl in the Batticaloa municipal council using Geographic Information System (GIS) and remote sensing technology. Landsat satellite images for the years 2000, 2010, and 2020 as well as 2002, 2011, and 2019 population data were used and analysed using ArcGIS’ maximum likelihood classification tool and the density function, respectively, to delineate the characteristics of urban sprawl. The results revealed that low-density development, leapfrog development, commercial ribbon development, and scattered growth are the influencing characteristics of urban sprawl in the Batticaloa municipality. These characteristics were found mainly in the urban edge of the city and have led to urban sprawl. The finding provides knowledge into recognising the characteristics of urban sprawl with empirical evidence. It affords a clear direction for future studies of urban sprawl in rapidly growing cities that are numerous in Sri Lanka, and the identified characteristics of urban sprawl can be useful in minimising future sprawl. This result can be a tool for future urban planning and management in the Batticaloa municipality.

The use of mobile instant messaging services is increasing among citizens. Applications like WhatsApp, with more than 2 billion users around the world, have changed the way we communicate. The objective of this research is to know how citizens make use of the WhatsApp service launched by the town hall of their municipality of residence. To do so, an online survey was carried out on 1202 citizens residing in Spain. The sample has been stratified considering the size of the municipality of residence of the respondents. The results show that the City Council’s WhatsApp service has greater penetration in smaller municipalities (up to 10,000 inhabitants). Therefore, these citizens would show more serious concern for local politics than the rest. Regarding its use, it stands out how residents in small municipalities use it more for informational purposes, while residents in medium municipalities (from 10,001 to 100,000 inhabitants) and large municipalities (more than 100,001 inhabitants) participate more and use it more frequently to register for the services offered by the City Council, as well as to raise doubts about the management run by the municipal corporation.

Due to extensive population growth, urbanization increases urban development and sprawl in the world’s cities. Urban sprawl is a socioeconomic phenomenon that has not extensively incorporated socioeconomic factors in the prediction of most of the urban sprawl models. This study aimed to predict the urban sprawl pattern in 2030 by integrating socioeconomic and biophysical factors. NDBI, Cramer’s V, logistic regression, and CA-Markov analyses were used to classify and predict built-up patterns. The built-up area is the dominant land use, which had a gradual growth from 1990 to 2020. A total of 20 socioeconomic and biophysical factors were identified as potentials in the municipality, affecting the urban sprawl. Policy regulation was the most attractive driver with a positive association, and land value had a high inverse association. Three prediction scenarios for urban sprawl were achieved for 2030. Higher sprawling growth is expected in scenario 3, compared with scenarios 1 and 2. Scenario 3 was simulated with biophysical and socioeconomic factors. This study aids in addressing urban sprawl at different spatial and temporal scales and helps urban planners and decision makers enhance the development strategies in the municipality. Predicted maps with different scenarios can support evaluating future sprawling growth and be used to develop sustainable planning for the city.

Becoming proficient in at least one foreign language is a target for educational authorities throughout Europe. The question is how we can improve our students’ command of English without increasing the workload on teachers and without much funding. In El Prat de Llobregat, a city located in the vicinity of Barcelona, we have addressed that issue by creating a group of teachers, educational advisors and city council administrators, who have been acting in a coordinated way to enhance English language exposure beyond the classroom. Our interest in promoting English stems from our location: our municipality is situated next to an international airport where finding a job is bound to be dependent on English fluency. We aim to show that, through a network of members at school and administrative levels, an array of meaningful and empowering initiatives can be implemented in a city where resources are scarce and cultural backgrounds diverse.

The proposed system will calculate the amount of garbage that has been piled up effectively, giving truck drivers information that can be tracked via a mobile application. The system will warn pedestrians if they attempt to dump garbage out of the bin and also if they pile particular garbage in a different type of a bin other than designated bin. This will aid road cleaners in efficiently collecting garbage other than focusing more collecting trash from the roads. It will improve the garbage segregation process because the designated types of bins are also kept separately and can be utilized by the local bodies as they require, which helps to achieve our objective of this system

Adjusting municipal structures and cross-adoption of structural characteristics between mayor-council and council-manager municipalities have been common in the United States in recent decades. This research investigates seven essential structural characteristics of U.S. municipalities and constructs a municipal structure political-administrative index. We attempt to examine the determinants of municipal structures on a political-administrative dimension. We incorporate political conflict theory and class cleavage theory into our theoretical model of the cost analysis of citizens to explain municipal structure choices. Data are collected from the Decennial Census, American Community Survey, and three rounds of national surveys of municipal structures by the International City/County Management Association in 2001, 2006, and 2011. The final data set contains 6,777 municipality-year observations, and the empirical results demonstrate that municipal structure choices are statistically significantly associated with citizens’ socioeconomic and demographic characteristics. Citizens’ income levels play a crucial role in determining municipal structure changes during the sample period (2001-2011).

This article aims at analyzing the discourse involved in the city council program called “Recife, city of the people”, from Foucault's archeology of knowledge perspective. The corpus of this research consists of six videos available on the Facebook® page of the city council of Recife in 2014, when government agency released the slogan "Recife, Cidade das Pessoas”. The study is justified by the need of understanding how the political discourses are spread and how these discourses have no explicit assumptions. We believe that a better design of the influence of discourses, along with further clarification of social significance exercised by them, can contribute to a more democratic social life, which will be accessible to the entire population. For the present study, no theory was previously defined. The option for this construction enables the non-interference of external factors guiding the analyses. Data was analyzed without theoretical influences, so that the theoretical constructs emerged from the analysis rather than the reverse. However, the vision of authorship in relation to the concept of speech interferes with the analysis and serves as a theoretical lens through which data will be displayed. For results, two discursive formations were found: (1) the protection of the Government and (2) healthy lifestyles practices, with includes social, cultural and physical. This discursive formation is founded on the pillars of bio-politics and sustainability, quality of life and social change. It was noticed that the program has a goal it is to influence people's opinions about public spaces and mobility in a municipality.

However, urban regions worldwide exhibit an immense diversity of conditions, capabilities and responses to the challenges of changing climatic conditions. While separated by politico-administrative borders, adjacent municipalities within such regions are connected through biophysical, politico-economic, and social systems likely to be reconfigured under changing climatic/environmental conditions. Yet, to date, politico-administrative borders have largely determined the parameters of local government climate change adaptation strategies, with insufficient attention to the role of inter-municipal collaboration, especially between neighbouring rural, peri-urban and urban municipalities, for co-ordinating such policies and interventions. Within a multi-level governance framework, this paper considers the recent evolution of climate agendas in the eThekwini (formerly Durban City Council) metropolitan municipality and the adjacent Ugu (predominantly rural) district municipality on the south coast of KwaZulu-Natal province (KZN), South Africa, focusing particularly on cross-border collaboration within the greater city region. The challenges were investigated by means of 53 in-depth, semi-structured interviews with municipal, regional and local authority association staff in November 2009, March 2012, and August 2017. Our core argument is that weak inter-municipal collaboration, particularly between urban, peri-urban and rural areas within metropolitan and functional city regions, has been a significant impediment to realizing transformative adaptation within such regions. The experiences of these two contiguous yet contrasting municipalities represent a microcosm of the dramatic discontinuities and inequalities on all variables within adjacent urban metropolitan and rural contexts in South Africa and beyond. Despite promising recent signs, the challenges of inter-municipal collaborative action are therefore formidable.

Interviews were conducted with 12 city councillors who represent their library on the city council. These interviews and the municipal cultural policies were subjected to a discourse analysis. The interviews with the directors of the public libraries and some documents were subjected to content analysis.FindingsA conceptual framework based on the theory of social construction of reality is proposed to study the discourses of city councillors in their textual dimension, to contextualise them and to analyse them in comparison with library practices.Originality/valueThere is no homogeneous view among city councillors in Quebec on the mission of public libraries. However, a model of the discourse of city councillors does emerge. It is less developed than current literature. It presents a passive image of the library in which the tradition continues, ignoring the Information Society. The analysis also revealed that the views of city councillors are based on their own convictions as individuals, on their role in the management of the municipality as elected officials, and on the image they have of the users of public libraries.

During the 1920s, the city of Sibiu expanded by approximately 250 hectares, with an area that was three times larger than its historical core. This great expansion was the result of the application of the agrarian reform, whose laws allowed and encouraged the creation of new building plots in the cities of Transylvania, Banat, Crișana and Maramureș. Although this was the largest territorial growth of the city up until that time, it was not controlled by the municipality and its Technical Office. In fact, the city authorities were excluded from most stages of the decision-making process. All the decisions were taken by the central and local institutions of the Ministry of Agriculture and Domains that were in charge with the application of the agrarian reform. The territorial expansion was not based on any large-scale studies regarding the needs of the city or the impact on its future development. In fact, the proportions and the directions of the city’s expansion were dictated mostly by the number of accepted requests for building plots and by the position of the areas that could be expropriated and that were suitable to be parcelled. The creation of the large new allotments was simultaneous with the efforts of the municipality to draft a systematisation plan that was now urgently necessary, given the rapidly changing situation of the city, and it was imposed by the new administrative legislation of Romania. So, shortly after the parceling plans were issued and the new building plots were distributed to those entitled, a preliminary systematization plan – drafted between 1926 and 1928 – proposed the revision of the new allotments and the modification of the procedure for assigning the building plots according to a system that would allow a gradual territorial growth of the city. Hence, during the second half of the 1920s and the beginning of the 1930s there were ample negotiations over the new urban territory, involving not only the Ministry of Agriculture and Domains, but also the Ministry of Interior and the Superior Technical Council. In the end, after almost a decade of negotiations, only minor adjustments were made to the allotments and the provisions of the systematisation plan were only partly applied.

ICT applications are powerful tools for increasing involvement of citizens in public policy-making, and as such a sound investment in better public policy. Citizens are inclined to participate more often if governments use digital tools. This paper describes preliminary research conducted at the municipality of The Hague (The Netherlands). The research categorized the issues using the policy cycle and styles of citizenship. Results show the treatment of issues by the city council and its committees over the course of 3 years. After correcting the numbers the findings show that a Dutch city with a population of around 450.000 inhabitants is run using approximately 300 democratic issues per annum. In the case of the broad adoption of e-democracy with full digital support for current democratic activities that would mean setting up and maintaining those 300 democratic dialogues online. The research shows that around 60% of this city’s inhabitants might be interested in participating on some of the democratic issues. This research also revealed a marked difference between the population of The Hague (the seat of government) and the general population, which might indicate that democratic participation is sensitive in its context and would have to be determined in each city again.

The University of Guayaquil, which shares the same name as the city where it is located, faces the challenge of its image transformation for the 21st century. It was deemed necessary to identify details about the urban evolution of the city over time, in relation to the changes produced by the project’s site and its direct area of influence. The goal is to integrate the main university campus within a framework which guarantees sustainability and allows innovation in the living lab. To achieve this, the action research method was applied, focused on the community participation and the logic framework. The proposal, the management model, and the integrated working groups were organized with internal users such as professors, students, and university authorities, and external actors such as residents, local business communities, Guayaquil city council, and its local mayor and governor. As result of the diagnosis, six different analysis dimensions were established which correspond to the new urban agenda for the future campus: compactness, inclusiveness, resilience, sustainability, safety, and participation. As a proposal, the urban design integrates the analysis of the dimensions whose financial support and execution are given by the municipality authorities that integrates the campus with its network of community police headquarters.

Society demands higher safety levels, including those actions related to urban planning and protection against natural hazards and manmade threats. Therefore, authorities respond to these demands through new regulatory and operational frameworks to cope with existing and future risks. The Spanish regulatory framework regarding flood risk management, based on the European context, defines the required procedures for emergency management, involving all authorities responsable for civil protection and urban planning. This framework requires all municipalities at medium or high flood risk to develop and implement local action plans against flood risk (PAMRI, by its acronym in Spanish), which must include a risk estimation, analysis and evaluation, along with the description of actions for a risk-informed urban planning and emergency management. The City Council of Oliva developed the corresponding plan, approved by the regional government in June 2016, including new aspects such as the figure of the Technical Director, and a comprehensive and quantitative flood risk analysis to support decisionmaking on emergency management and planning.

The aim of this article is to explain the viability of this type of currency and its application in local development, in this case, in a rural mountain municipality in the province of Almería (Spain) called Almócita. The Plus, Minus, Interesting (PMI); “Flying Balloon”; and Strength, Weakness, Opportunity (SWOT) analysis methodologies will be used to carry out the study. Finally, a ranking of success factors will be carried out with a brainstorming exercise. As to the results, there are, a priori, more advantages than disadvantages of implementing these currencies, but the local population has clarified that their main concern is depopulation along with a lack of varied work. As a counterpart to this and strengths or advantages, almost all the participants mention the support from the Almócita city council and the initiatives that are constantly being promoted.

At present, the direct election of municipal heads has been canceled in most Russian regions, which practically completed the integration of municipalities into single, top-down model of governance. These institutional reforms caused changes in the factors determining the development and management effectiveness of municipalities. We have conducted a comparative analysis of six urban districts in Perm Krai to show that the effectiveness of the municipal administration is mainly stimulated by a constellation of informal, economic, and institutional factors. The presence of a regional actor that exercises patronage and control over a municipality counts as “informal.” An economic factor is represented by the absence of major city/town-forming business companies, which stimulates the city administration to actively raise additional funds through regional development programs. Finally, an institutional factor is the pressure exercised by independent local-council members. The constellation of these three factors determines the effectiveness of a local administration in the context of centralization. We use municipal statistical data, as well as semi-formalized interviews with 39 respondents collected in the six urban districts under study as an empirical basis to verify and prove the stated theoretical propositions.

One of the main objectives was to indicate how to determine the local identity of councilors of municipalities and counties on the basis of three selected indicators. The article consists of three parts. The first will present the theoretical foundations of identity and its types. The second part shows how it can determine the local identity. The third part is empirical. The study, carried out with the use of a questionnaire, covered the councilors of the city of Lublin, the council of lubelski county, and councilors from 8 municipalities included in lubelski county. The electoral terms 2002–2006 and 2014–2018 were selected for the analysis. The quantitative and descriptive methods were used in the study. The analysis of the research shows that the overwhelming majority of councilors show local identification, but its territorial range is different and not only at the municipality and county level.

This study explores knotworks and networks within art, participatory performance design, the environment and education specialists and institutions within the case-project “Nomadic Radical Academy”, realised in 2019 and 2020. The novelty of the research lies in its investigation of how international collaborations impact the performance pedagogy project at the local level. The project bridged a wide spectrum of actors in order to design an interactive space and participatory infrastructure involving a diverse variety of stakeholders. The projects were created by the author of this paper and involved the art venue Gallery Meno Parkas in Kaunas, local Kaunas schools and environment-friendly local art initiatives, families in Kaunas, Kaunas Municipality, The Lithuanian Council for Culture, a performance designer and international artists from the Baltic-Nordic region. The author created the performative milieu in the gallery space with the intention of educating children and young people about the environment and climate change through performance pedagogy methods. The research question is as follows: How are the knotworks and networks created during the planning and realisation of the international performance pedagogy project, and how do they target the local community and influence projects locally in real-time? The study materials were collected by arts-based methods and analysed by utilising reflexive research. The data collected during the planning and implementation phases are the author’s notes and reflections, notes from feedback and discussions with the involved artists and photos and videos. This research can be valuable to educators, performance designers and artists interested in knotwork- and network-building. This research focused on the planning and realisation of the project by involving international performance professionals in site-specific projects designed for local communities.

Obesity is a major risk factor to many non-communicable diseases leading to increase health care expenditures and concerns for curriculum innovations in many countries. Thus, the objectives of this study are: to determine the factors influencing health care expenditure, to investigate the effects of obesity on health care expenditure, to examine the relationship between obesity and education and to discuss implications for curriculum innovation on the basis of the findings. The study was conducted in the Bamenda Municipality of Mezam Division in the North West Region of Cameroon. The survey research design was employed. With the use of questionnaire, primary data was collected from 753 obese and non-obese individuals aged 20 and above. The multiple regression and multinomial logit results revealed that, level of monthly expenditure and education had statistically significant effect on health care expenditure in the Bamenda Municipality. There was insignificant effect of obesity on health care expenditures. Gender and age influenced health care expenditure and majority of those who had attained higher levels of education were non obese as opposed to their obese counterparts. The study argued that, curriculum innovation focusing on reducing obesity and health care expenditure via educational attainment remains a long term process. Therefore, educational stakeholders should sensitize the community on the basic rules on weight watching and the Bamenda City Council should create weight loss rehabilitation centers. The adoption of personalized and integrated approaches to innovative curriculum planning and design should be of utmost importance to the government of Cameroon.

In 1999, the Governing Council of the Universitat de Barcelona approved the creation of the POLIS Research Center. Later, in 2016, the Center was ratified after passing an assessment of the Catalan Accreditation Agency (AGAUR). The Centre has an interdisciplinary vocation and brings together researchers from different research groups at the University of Barcelona and cooperates with nine European and Ibero-American universities in the fields of Arts, Architecture and Human and Social Sciences. Academically, the Centre has promoted the doctoral program Public Space and Urban Regeneration (1998–2017) and the Master’s Degree in Urban Design: Art, City, Society (since 2007) and the publication of the journal On the w@terfront. The research object of the Centre is the city and its public space and, more specifically, the role of citizens in the production of Public Art and Urban Design. For this reason, the work of the Centre covers the topics related to Urban Regeneration, Sustainability, Urban Governance, Civic Remembrance, Heritage. Throughout its twenty-year history, the Centre has developed a series of projects for citizen participation in various areas of the periphery of Barcelona: River Besòs (municipality of Sant Adrià de Besòs) La Mina neighbourhood (municipality of Sant Adrià de Besòs) and the Barcelona’s neighbourhoods of Baró de Viver and Bon Pastor. This article, associated with the itinerant exhibition “20 years working with neighbours,” reviews the founding project carried out by the Centre, “Social Uses of the River Besòs” (1997–1999), analysing the lessons learned, with the aim of clarifying the research criteria that the Centre follows for the development of citizen participation projects.

Abstract:
Rural communities in Cameroon have high levels of poverty, poor living conditions and lagging sustainable development. Lack of economic, social and physical infrastructure opportunities make these communities unsustainable and impact the quality of life for residents. Existing conditions render these areas unattractive for visitors and external and local investors. Initiatives to reduce poverty and improve living standards have had limited impact to reducing poverty or improving quality of life. The recent signing of Cameroon’s decentralization law, giving authority for planning and investments to local council governments now provides an opportunity to rethink existing strategies. Using Batibo, a representative community in the north western region of Cameroon, this paper examines the status of development initiatives and identifies new priorities for planning and steps to improve economic status. Guided by the Theory of Ecological Design and Five Pillars of Economic Development, and using a circular city approach, this paper outlines a concept for town planning and architectural flagship projects that can project the image, culture and heritage of the community and strategies for improving markets. With decentralized governance and re-envisioned priorities, Batibo has an opportunity to become a prototype for sustainable development and model of a quality future in rural Cameroon.

Abstract Considering several developments recently, especially at local self-government level, on budget design and application, we can notice that citizens have a deeply different perception on local PA performance than this last itself. Local government continuously claims their increasing performance, especially on accountability processes, even measuring it through effectiveness and efficiency of their investments as well as number and size of public services offered to the local community. Their pay-offs are not far of being glorious and making happy everybody taking notice on the presentation. While, on the other side, citizens of the same community have a far different view and estimation on this regard. They complain on communication, quality of public services, distribution quality of investments, division of local budget through sectors, till that point to refuse paying local taxes and tariffs, as well as burning career of “highly performance” local leaders (mayors) voting ‘no’ on elections not considering their ‘glorious increasing performance’ during the governmental mandate. Introducing citizen participation in a process of budget decision making in local self-government, especially during priority selection stage, as well as budgeting an important part of the local budget through common decision making – PA and community representativeness, analysing, first, the state of nature through adverse pricing or asymmetry reduction, both in their perception on prioritization, as well as estimating investments to each priority through independent estimation by each participator in a common Committee PA&citizens, Participatory Budgeting Committee, and second, presenting their project proposal, as well as defending it in front of the City Council, could produce a far better perceived performance by both sides.

Abstract:
The objective of this work was to analyze the socio-environmental conflict that develops in the community of Rio Carvão, in the municipality of Urussanga, in the south of the State of Santa Catarina. The conflict involves residents of the community and the company UM Urussanga Minérios Ltda. In the locality there are environmental liabilities arising from the activity of mining coal carried out in the past, currently the atmospheric pollution caused by the emission of gases from the processing of coal is directly impacting the lives of residents. The methodology used was based on historicity, temporality, characterization and context, seeking to establish a dialogue with the environmental and social sciences. It was identified that the social actors of the conflict are the Rio Carvão Community Association versus the UM company, with the involvement of the Public Ministry and the municipal government, represented by the city council of Urussanga. The conflict has historical origins in the use and appropriation of natural resources, enhanced by the increase in the emission of gases by the company that found itself in the community due to the harmful way it has been developing its activities.

Background. According to various research publications, physical education teachers work in the environment where the teaching process is often hindered by low physical education subject status, insufficient number and quality of lessons, lack of facilities and equipment for learning and the environment which is neither functional nor safe or hygienic. Concerned about pupils’ physical activity decrease in secondary schools, Education and Sports Department of Šakiai District Municipality submitted a request to Physical Education study programme director of Lithuanian Sports University to carry out research revealing the existing situation about physical education and sports infrastructure in Šakiai district secondary schools. The aim of our study was to compare physical education environment in Šakiai and Šakiai district high schools, junior gymnasiums and lower secondary schools. Methods. We used a questionnaire for the survey drafted in the international study by Sport Science and Physical Education Council (ICSSPE / IOC) (Hardman & Marshall, 2009) and other references. During the study, we interviewed 13 physical education teachers from 14 Šakiai city and Šakiai district schools (2 women and 11 men). Results. The quality of learning tools in city schools was seen as excellent or good, while the quantity was also seen only as extensive or above average. Obtained results in the district schools varied, but most of them indicated that the quality (33%) and quantity (50%) was only adequate or sufficient. Physical education subject status in comparison with other subjects in half of the city schools was seen as the same and in the other half – as lower. In most schools in the district, it was seen as the same (92%). City schools did not lack hygienic equipment, but a significant number of district schools did not have changing rooms with lockers and hangers (33%) and showers (25%). In the district schools that had showers, they were not used in 56% of them. Conclusions. Schools in the city are supplied with more and better teaching tools and equipment. Physical Education subject status in half of city schools is perceived as inferior to other subjects. Hygiene conditions in city schools are good compared to the district schools, where they are poor.

In the Nordic countries, prevention of radicalization and violent extremism is based on an existing crime prevention collaboration. The core tenet of crime prevention approaches is that early radicalization prevention is best organized as a joint effort, where individual cases are assessed holistically and relevant information shared. This presentation is based on Nordic comparative research that provides a critical analysis of policies, perceptions, and practices regarding multiagency approaches. At the city level, we systematically explore how core components of a Nordic governance model contribute to and might be preconditions for effective multiagency collaboration and secure societies. Variations in these city-level approaches lead to an important question: do these various multiagency approaches to countering violent extremisms and radicalization constitute a unified model? The project provides an informed platform for spreading Nordic experiences and models of governance to other countries in the area of radicalization prevention and countering violent extremism. The multiagency collaboration in Nordic cities tends to be composed of a smaller number of professionals, e.g., three to eight, representing social and health services, a coordinator, and the police. Their positions vary; some represent leadership in the municipality, others are positioned at more mid-level management, and others are frontline professionals handling clients on a daily basis. The origin of these collaborative efforts is based on the School, Social and health services, and Police framework (SSP) in Denmark, Norway, and the Ankkuri group in Finland. We assert that future efforts can also be more need-based, comprising municipal/local initiatives with an element of the guiding national policies, and include the legal frameworks to guide professionals on ethical issues like confidentiality. This presentation is part of a larger project entitled “Nordic Multiagency Approaches to Handling Extremism: Policies, Perceptions, and Practices”, led by professor and center director Tore Bjørgo (University of Oslo) and is funded by NordForsk (Nordic Council of Minister), 2018–2021.

This paper examines the determinants of household vulnerability to drought in the Western Cape province, South Africa. The study used secondary data collected by the Human Sciences Research Council (HSRC). The dataset is made up of 240 households located in the City of Cape Town along with two small towns in the West Coast District Municipality (Piketberg and Clanwilliam). While descriptive statistics were used to analyse households’ socioeconomic variables, an ordered logit model was employed to analyse the factors contributing to households’ vulnerability to drought in the study area. The paper revealed that 28% of the households were extremely vulnerable to drought. The result of the ordered logit regression model showed that factors such as the age of the household head, communication of water restrictions by the authorities, household water consumption in the last two years, and public cooperation with water restrictions were significant factors influencing households’ vulnerability to drought. It was also discovered that female-headed and older household members were more vulnerable to drought than their male-headed and younger members respectively. The paper concluded that to minimise vulnerability to drought among the households, stakeholders in the province should be better prepared to implement proactive policies with regard to climate disasters.

Multi-plan integration (MPI) is a major effort initiated by China’s State Council for the purpose of streamlining development plans made by various public agencies in provincial and city governments. Small cities and towns are facing challenges to achieve MPI goals due to lack of technological infrastructure and professional expertise. This article presents a system to assist small cities and towns to carry out their MPI tasks. The system, named conflict-detecting and early-warning for MPI (CDEW4MPI) is developed based on a cloud service platform. CDEW4MPI enables small cities and towns in remote locations to detect inconsistency and conflicts among multiple plans. The system includes two modules. One is conflict-detecting, which identifies spatial conflicts in boundary designation among different plans from different agencies. The other is early-warning, which analyzes and reports potential encroachment of proposed local plans to urban growth boundary, the baseline for ecological protection, and the farmland under permanent preservation. CDEW4MPI was implemented as a demo project in Shennongjia Forestry District, a municipality in the western mountainous region of Hubei Province, China. The paper presents the design of CDEW4MPI and its implementation in Shennongjia and draws lessons from the Shennongjia case for broad interests in smart management of spatial resources.

This paper seeks to understand whether there is a concern in a municipal body as the Covilhã City Council to legitimize itself; gauge how it legitimizes the public processes of urgent matters, such as the Covid-19 process; and find out which categories of moral legitimacy suggested by Suchman (1995) are more important for the citizens of the municipality. In this case, legitimation through municipal communication was analyzed based on an in-depth interview with the professional responsible for communication, content analysis of press releases released by Covilhã City Council, and with data collected in four focus groups in order to understand the legitimating processes and expectations from the citizens' point of view. The results show that there an intention on legitimizing that is not translated in a strategic or tactical-planned way. Although there is an intense communication around the urgent public process, with about 14 press releases referring to it in the period of six months, these are limited to a more informative character and to the dissemination of activity and political decisions, rather than strategic or with contents that seek legitimization processes with implicit and/or symbolic dimensions. From the analysis of communication management, despite the professionalization and even a structure in the body in question, there is no decision-making autonomy, nor monitoring of the public or planning according to analyses. In this way, ad-hoc communication may mirror momentary mental strategies of the manager and the team of communication and public relations professionals, but does not consider an analysis of publics, nor the production of specific materials for each segment of citizens. These findings are in line with conclusions from studies of government communication, which suggest the need for a strategic and not only tactical approach to build intangibles (e.g. Sanders and Canel, 2013). Furthermore, the study reveals that citizens have expectations in various dimensions, including public communication in awareness-raising processes and strategies with preference to better suited tools to all age groups. As a conclusion we can state that there is no satisfaction of the communicative needs and consequently legitimacy is in question. The focus group analysis shows that younger citizens seek and expect communication processes at the level of the role of politicians and dialogical processes; the dialogical and procedural expectations decrease with the age of the groups. However, there is a predominance of structural legitimacy in all Portuguese groups, which mostly include national and regional bodies. The roles of local processes are left to the background. Consequential legitimacy has less relevance. The professional practice of communication in the public sector in the case of Covilhã Municipality regarding Covid falls short of what is proposed by the academic discipline. This study contributed to reinforce the idea that legitimacy and legitimation processes are always contextual and dependent on the environment and that, therefore, without research on publics, strategic management and strategic plans it is not possible to have an effective communication management in the public sector.

In 2015, a local self-government reform in the form of the creation of intracity districts has been implemented in Samara. Formally, each intracity district became an independent municipality, with its own representative body, the Council of Deputies, the head of administration elected by it, and its own budget. This required a redistribution of powers between the city level of government and intracity areas. At the start of the reform, it was declared that its main goal was bringing the government closer to the people. Therefore, it was expected that many important powers would be transferred to the district level. It was also expected that financial resources would be transferred along with these powers. Only in this case, the newly created municipalities at the level of Samara's urban districts could become full-fledged authorities. And the population of the districts would be able to receive most municipal services directly where they live. Also, deputies of numerous district councils would be able to perform their duties more efficiently. However, in practice it turned out that city officials are unwilling to share power and financial resources. And many powers cannot work at the district level due to the fact that their implementation requires constant coordination with the mayor of the city. In 20192020, the Local Self-Government Committee of the Samara Provincial Duma, under the leadership of the author, analyzed the results of the reform, which provided a lot of factual material. One of the areas of analysis was the redistribution of powers, which showed that most of the powers previously transferred to the district level were then taken back as well as finances, the self-government of the districts turned out to be a fiction. The results of the analysis of powers are presented in this publication. It should be said that the inefficiency of the model of local self-government with intra-city division obviously does not stem from its nature, but is directly related to the situation when the city level of government, together with the governor's, actually discredit it in the eyes of the population, depriving it of real powers and financial resources.

The following study seeks to understand how the Facebook page of the City Council of Itapevi, Brazil, made political literacy possible through political education, discussions on the political agenda, and mobilization in its communication on the social network. The corpus of the analysis brings together 683 publications made in 2019, a period in which the page showed an increase in audience compared to the previous year (2018). The quantitative research, though with a qualitative look, identified posts that made political knowledge possible to the citizen, as well as interviews to understand the use of the social network by the institution. An appropriate analysis to understand the use of the network by the public body, since the latest survey by DataSenado shows that 74% of Brazilians have or have had a social network - Facebook, Whatsapp, Instagram, or Twitter. A significant number, especially when compared to data from the Brazilian Institute of Geography and Statistics (IBGE), from 2019, indicates that two-thirds of the country's population (69.8%) have an internet connection. These numbers drive the research of communicologists and political scientists, who seek to understand how this communication network is being part of people's daily lives. Mainly taking into account that the internet, and especially social networks, are becoming a space where different people connect, share content and participate in the political debate a few clicks away. The internet's expansion in Brazil and the number of people connected to networks made different public bodies create profiles on social networks to interact with people. A new channel that aims to establish a rapprochement with this digital audience, ensure transparency in management and encourage the participation of everyone in the decision-making process. As occurred at the City Council of Itapevi (CMI, in Portuguese). However, to guarantee a minimum of success in this digital endeavor, the information available on the networks must be of public interest and its content must be accessible, allowing citizens to understand how public authorities work and to know the process of choosing representatives. A knowledge that can be shared with the citizen through political literacy, as highlighted by Cosson (2016: 51): “these are knowledge related to the functioning of the State, with an emphasis on democratic mechanisms, which involves, on one hand, a knowledge about elections, parties and institutions, and on the other hand, the rights and duties of the citizen”. Therefore, the article was divided into four parts, in addition to the final considerations. The first seeks to clarify the difference between public and political communication; the second addresses how Facebook has supported CMI's communication strategy. Furthermore, there is a literature review on political literacy. Finally, the objective of this study: an analysis of the possibility of political literacy through publications made on the CMI profile on Facebook, in 2019, which concludes that the page is a virtual space for debate and public expression in the city, with growth potential for the promotion of citizenship and political knowledge. The study is based on publications in the areas of public communication (Matos, 2000; Marques, 2009; Correia, 2010), social networks (Recuero, 2009; Ferrari, 2004, Silva, 2020), and political literacy (Cosson, 2020; Biesta, 2009).

Introduction: One of the most important functions of municipalities as a public institution is to provide, maintain and promote the health of citizens. To improve the health of the community, we need to understand the function of the municipality in countries that affect the health and well-being of the population. Material and methods: This study is a comparative-descriptive study. After searching for databases and authoritative sources and documents, related research was introduced into the study. Considering the performance of municipalities in the provision of health services, 7 countries were selected as statistical samples. Finally, the comparative attitudes of selected countries based on the role of municipalities in providing health services, macroeconomic indicators and health economics were tabulated, compared and compared. Results: The municipalities of the selected countries in the provision of health services have been made in the form of four process factors, context, content and stakeholders, among which the health system infrastructure, government form, the degree of rehabilitation and the council system are considered as effective factors in the provision of health services. Conclusion: Development of cities and disproportionate facilities with the population, providing appropriate health services to the people is not possible except with the participation of all sectors, especially urban management. An overview of the experiences of the studied countries shows that the municipalities also play a key role in the development of the city as well as in the area of health.

On 25 October 1920, a new name was added to the martyrology of Irish nationalism. On that date, the Lord Mayor of Cork, Alderman Terence MacSwiney, died in Brixton prison after a hunger-strike which had lasted 74 days. He had held office for little more than six months, his predecessor having been roused from sleep and shot, most Irish people believed, by plain clothed policemen. MacSwiney had succeeded not only to the symbolic positions of head of the municipality and titular chief magistrate, but also the less decorative but potentially more deadly positions of president of the Cork branch of Sinn Fein and commandant of the First Cork Brigade of the Irish Volunteers. Brought up in the full flood of the Catholic spiritual and Gaelic cultural revivals, MacSwiney had a long record of active commitment to the struggle for Irish independence. He had been imprisoned by the British in 1916 in the aftermath of Dublin’s Easter Rising which he had watched from Cork in an agony of indecision, developing in one English historian’s view ‘a guilt complex which he was later to expiate in the grimmest possible way’. In August 1920, only days after the introduction of courts martial to replace civilian courts in Ireland, he was arrested in the City Hall, while presiding over a meeting of the Brigade Council. Proclaiming his allegiance to the Irish Republic, the Lord Mayor challenged the right of the British Army to detain him, and immediately commenced a hunger-strike.

In this work we used the Water Quality Index (WQI) aiming to evaluate the water quality and to detect glyphosate agrotoxic concentrations In the catchment reservoir for urban supply of the São João Creek, in Porto Nacional, in the state of Tocantins, the only one source of supply which has been suffering several attacks, such as agricultural and cattle raising's exploitation, where various catchments for irrigation are situated. This study was carried out monitoring of water of the São João creek, this water resource very importance for the city of Porto Nacional - TO, which has applications in multiple uses such as fishing, leasure of primary contact, water supply, landscape harmony, among others. The parameters analyzed in this work are: temperature, oxygen, pH, total nitrogen, total phosphorus, total coliforms, total solids and turbidity in the months from august 2017 to september 2018 employed in calculating the quality index National Sanitation Foundation (IQA-NSF) and glyphosate agrotoxic concentrations in sediment from the catchment reservoir for urban supply in the same period. The results showed that the water São João Creek can be classified as medium quality with an average of 69,10 seconds NSF, although some parameters compared with environmental laws were not in accordance with the standards determined by Resolutions 274/2000 and 357/2005 of the Brasilian National Council of Environment (CONAMA). On the other hand, concentrations of glyphosate agrotoxic did not exceed the limit allowed by CONAMA Resolution 357/2005, which obtained an average of approximately 0.05 μg / L for the study period, but it should be noted that in the rainy season it reached values of 0,9 μg / L, that is, values close to the permissible limit of the European Union, indicating, thus, the accumulation in the long term.
