Abstract:
Destination tourists are a critical stakeholder for developing sustainable tourism. Exchange students as tourists have become a growing segment of the international tourism market. Students undertake courses, internships, or exchange programs at an overseas university for a period of time. Student exchange programs (SEPs) through educational tourism offer exchange students ample learning opportunities from local universities, industries, and other stakeholders. The purpose of this research was to assess the relationships between experiential benefits (including practical business benefits, rural environmental benefits, and personal sociocultural benefits), professional identity, career choice intentions, and support for educational tourism via SEPs. This study surveyed students from Taiwan, Thailand, Indonesia, Japan, Vietnam, and others who attended exchange programs in the field of agriculture in Taiwan and other host countries during the last 15 years and are back in their respective countries. Primary data on exchange students were collected using an online questionnaire survey with a sample size of 326 respondents. The results indicated that professional identity has a full intermediating influence on relationships among experiential benefits, career choice intentions, and support for educational tourism via SEPs. The findings are expected to contribute to the understanding of agricultural students’ SEP behaviors, and to provide suggestions for planning and managing relevant policy to encourage more students to join SEPs overseas.

Abstract:
Abstract This East Meets West Symposium presents cross-cultural evidence of community-based programs developed to address cognitive health needs of older adults or to support dementia family caregivers. It includes five studies from mainland China, Taiwan, and the U.S.A. The first study explored the adherence to computerized cognitive training to promote cognitive health among Chinese older adults using a qualitative approach. External encouragement, and self-awareness of performance improvement were found influential to older adults’ adherence. The second study spearheaded by American Association of Retired Persons (AARP) in the U.S.A shed further light on technology use in promoting brain health by comparing in-person versus online cognitive training to older Americans during the COVID-19 pandemic. The third study tested the effectiveness of a cognitive health management model for community-dwelling older adults including healthy and mild cognitively impaired (MCI) ones in Shanghai, China. Older adults with MCI who received the management service showed better cognition outcomes compared to their counterparts in the control group. The fourth study focused on a community program named “Carer Café”, developed to support dementia family caregiver in Taiwan. Participants (n=375) reported reduced stress and increased access to service referrals. The last study examined the stakeholders’ perceptions of dementia friendly initiatives (DFI) being implemented in U.S.A, mainland China, and Taiwan to support persons with dementia and family caregivers. The impacts of DFI made, challenges DFI faced, and strategies DFI used during COVID-19 pandemic were discussed. The discussant will comment on each article’s contributions and limitations in the context of literature.

PurposeThe purpose of this paper is to investigate the effects of disaster relief payments on on-farm and off-farm labor supply of farm households in Taiwan. The effectiveness of the policy amendments of the disaster relief assistance programs is also examined.Design/methodology/approachA unique sample of 124,827 persons living in the family farm household in 2009, 2011, 2012, 2013 and 2014 was used. This sample was merged into the township-level administrative profile of all of the recipients of agricultural disaster relief payments from the Natural Disaster Program in Taiwan. A fixed effect panel data model was estimated to analyze the impacts of disaster relief payments on each individual’s labor supply decision.FindingsNatural disaster payments significantly reduced individual’s propensity to work on the farm. Moreover, the higher of the payments, the higher(lower) possibility of the individual to engage in on-farm(off-farm) work. In addition, an increase in the amount of disaster payments can increase the on-farm labor supply of family farm members.Research limitations/implicationsDue to data unavailability, an individual-level panel data set is not used. Future studies can check the robustness of the finding using an individual-level panel data set.Originality/valueThis paper contributes to the limited empirical evidence on agricultural relief programs.

Abstract:
The article investigates the financial basis of state-sponsored international academic exchange through the Swedish Institute (SI). Founded in 1945 the SI is the main institution for Swedish public diplomacy and is as such part of modern foreign policy and Swedish soft power. This article maps the changing sources of funding as well as the sums spent on academic exchange from 1945–2010. It also discusses the various forms of exchange programs and gives an overview of the ideas behind and arguments for such programs. The overall picture is that state-sponsored exchange after 1945 has expanded. Not only has more and more money been spent on exchange, which led to an increase in the number of persons benefitted, but there has also been a diversification in exchange schemes towards parallel programs, each designed to fulfill a certain task. Though they fund different parts of the SI exchange scheme, the main sources of funding, however, have remained the same: the Ministry for Foreign Affairs, various development assistance agencies and programs as well as the Ministry for Education.

Abstract:
Purpose This study examined intervention techniques used with children with autism spectrum disorder (ASD) by speech-language pathologists (SLPs) in the United States and Taiwan working in clinic/hospital settings. The research questions addressed intervention techniques used with children with ASD, intervention techniques used with different age groups (under and above 8 years old), and training received before using the intervention techniques. Method The survey was distributed through the American Speech-Language-Hearing Association to selected SLPs across the United States. In Taiwan, the survey (Chinese version) was distributed through the Taiwan Speech-Language Pathologist Union, 2018, to certified SLPs. Results Results revealed that SLPs in the United States and Taiwan used 4 common intervention techniques: Social Skill Training, Augmentative and Alternative Communication, Picture Exchange Communication System, and Social Stories. Taiwanese SLPs reported SLP preparation program training across these common intervention strategies. In the United States, SLPs reported training via SLP preparation programs, peer therapists, and self-taught. Conclusions Most SLPs reported using established or emerging evidence-based practices as defined by the National Professional Development Center (2014) and the National Standards Report (2015). Future research should address comparison of SLP preparation programs to examine the impact of preprofessional training on use of evidence-based practices to treat ASD.

SUMMARY Acute and chronic hepatitis B virus (HBV) infection is a leading cause of liver disease worldwide. It is estimated that approximately 350 million people worldwide have chronic HBV infection and that 1 million persons die each year from HBV-related chronic liver disease. In the past decade, significant progress in the understanding of the molecular virology and pathogenesis of HBV infection has been made. In addition, effective treatment modalities have been developed for persons with chronic infection. Worldwide, prevention of HBV transmission has become a high priority. In 1992, the Global Advisory Group to the World Health Organization recommended that all countries integrate hepatitis B vaccine into national immunization programs by 1997. Currently, 80 countries have done so and several others are planning to. Many countries have reported dramatic reductions in the prevalence of chronic HBV infection among children born since the hepatitis B vaccine was introduced into infant immunization schedules. Recent reports from Taiwan indicate a reduction in the incidence of liver cancer among children as a result of widespread hepatitis B vaccination programs.

Background: Studying abroad is one of the most exciting experiences for a college student who is running a student exchange program, as it creates opportunities to learn, work, solve problems, and ensure a secured life. However, Indonesians who are into student exchange programs face some difficulties in adjusting to their new environment. They experience awkwardness in the use of advanced equipment from technology and cultural aspects. This study investigates the experiences of two Indonesian students who participated for a semester at a Taiwanese university. It aims to explore the Indonesian student exchange program awardees’ experiences by examining both the obstacles and benefits of attending the Taiwanese university. Methods: This study used qualitative data analysis. Data were collected through a semi-structured interview, informal participant observations, and a set of open and closed-ended questions. Two Indonesian undergraduate students who belonged to the same major, year, and university were recruited to act as ambassadors. Results: The two students reported facing some problems but felt more independent and became more adaptable. They met with new people and explored new places, and learned much in terms of teaching pedagogy and personal development from the 21st-century classroom pedagogy, which was important for their future carrier in education. Aside from being able to feel the 21st-century classroom environment, they were able to learn the host language and culture, which enriched their insights. Five main findings emerged: departure and journey, difficulties in settling in, inability to use technology facilities, meeting new people and exploring new places, and 21st century classroom environment. Conclusions: Despite the challenges that are associated with being a student exchange awardee, there are vast opportunities for self-development and learning the ropes associated with teaching from the 21st-century classroom pedagogy.

The proportion of the world’s population that are over 60 years old is increasing rapidly. The physical and mental health of older people is affected by depression. Health literacy is a major determinant of health and healthcare for the aging; middle-aged and older people with high health literacy are more likely to maintain a healthy lifestyle, and control or manage their chronic diseases. Therefore, this study explored the relationship between health literacy, social support with exchange, and depression, in middle-aged and older adults in the community, using data from the 2015 Taiwan Longitudinal Study on Aging (TLSA) database. Of the 7636 participants, 1481 (19.4%) were middle-aged or older persons with depression symptoms. We found age, gender, and education level to be significantly related to health literacy status, social support with exchange, and depression. Health literacy was positively correlated with depression and social exchange in social support with exchange, whereas the emotional support component of social support with exchange was negatively correlated with depression. Regression-based process analysis was used to verify the mediation effect of health literacy. Our results indicated that when health literacy was entered into the regression model (a × b path), the effect of social exchange on depression was insignificant (c′ = −0.01, p = 0.84), indicating a complete mediation effect. These findings suggest that improving health literacy may offset the impact of social support with exchange on depression, and lead to the mitigation of depression in middle-aged and older people in Taiwanese communities.

After 30 years of extensive research on human immunodeficiency virus (HIV) among persons who inject drugs (PWID), we now have a good understanding of the critical issues involved. Following the discovery of HIV in 1981, epidemics among PWID were noted in many countries, and consensus recommendations for interventions for reducing injection related HIV transmission have been developed. While high-income countries have continued to develop and implement new Harm Reduction programs, most low-/middle-income countries have implemented Harm Reduction at very low levels. Modeling of combined prevention programming including needle exchange (NSP) and antiretroviral therapy (ARV) suggests that NSP be given the highest priority. Future HIV prevention programming should continue to provide Harm Reduction programs for PWID coupled with interventions aimed at reducing sexual transmission. As HIV continues to spread in low- and middle-income countries, it is important to achieve and maintain high coverage of Harm Reduction programs in these locations. As PWID almost always experience multiple health problems, it will be important to address these multiple problems within a comprehensive approach grounded in a human rights perspective.

Abstract:
This study aims to understand the resilience strategies of migrant crew on Taiwanese fishing vessels in the face of stress and pressure at work. Using a qualitative approach, this study involved in-depth interviews with seven resource persons who were migrant fishermen in Taiwan. The snowball sampling technique was used to select interviewees who had previously worked on Taiwanese fishing vessels. Data collection was conducted through interviews to gain comprehensive insights into the experiences and resilience strategies of migrant fishermen. The results showed that migrant fishermen are exposed to various sources of stress and pressure in the workplace, including hazardous working conditions, distance from family and home, work pressure, and poor accommodation conditions. However, the study also revealed that migrant fishermen use a variety of resilience strategies to overcome these challenges, including social support from colleagues, independence in solving problems, improved adaptation skills, and finding sources of strength from personal beliefs and values. By deepening the understanding of migrant fishermen's resilience strategies on Taiwanese fishing vessels, the research is expected to provide valuable insights for developing policies and intervention programs to improve the welfare and safety of migrant fishermen in risky work environments. In addition, the findings of this study can also be a foundation for further research in understanding the dynamics and determinants of individual resilience in high-risk occupational sectors.

Despite several decades of goverment efforts, systems of service delivery to population with multiple problems remain fragmented and poorly organized. Since the delivery of services to persons with multiple problems often requires the coordinated efforts of several providers in different delivery sectors, the authors argue that a network perspective helps policy-makers and public administrators understand the patterning of relationships between and among these providers. Using an analysis of service delivery systems for older persons in a major urban setting, the authors show how policy-makers and public administrators can use network methods to improve their understanding of the complexity of most human service delivery programs. Findings from this Study suggest that, through a focus on the exchange patterns that evolve within and between organizations, an improved understanding of the roles that different organizations play in the service delivery effort can be achieved.

We provide a comparative case study of rehabilitation counselling across the U.S., Japan and Taiwan focusing on the common challenges facing international constituents in the field. Through interviews with students, faculty and administrators from each of the respective countries, we use thematic coding analysis to identify key points of tension. Emergent themes comprise (a) systemic challenges, (b) student and faculty mobility, (c) cultural and linguistic differences and (d) lack of sustainable international leadership. We further discuss mitigation of these recurrent challenges and conclude collaborative research, student exchange and institutional partnerships may advance teaching, research and service scholarship of rehabilitation counselling programs, and, in turn, enhance the lives of people with chronic illness and disability worldwide.

According to an investigation done by Taiwan Ministry of the Interior in 2013, there was more than 90% of the disability care institutions mainly based on life care. Previous studies have shown that individuals can effectively improve physical and cognitive training, improved in independent living and everyday competence. The purpose of the study was to investigate influence of the intervention program applying functional fitness and cognitive training to disabled residents in the institution. The subjects were disabled persons of a care institution in southern Taiwan and were randomly divided into training and control groups, both having 17 subjects. The age of the subjects was between 56 and 98 years with a mean age of 79.08 ± 10.04 years; the subjects of training group implemented 12 weeks of training on physical and cognitive training, while the control group subjects did not have any training program. The results revealed that subjects of the training group have significantly improved their functional shoulder rotation flexibility of left and right anterior hip muscle group flexibility of right, sitting functional balance of left and right, naming, attention, delayed recall, orientation, and Montreal cognitive assessment (MOCA). The study suggested developing physical fitness programs and physical and cognitive prescriptions for the disabled people of the institutions.

This study explores the experiences of TVET programs for persons with traumatic SCI in Nepal. Recently, the National Planning Commission published the 15th plan that aims to encourage the country as a prosperous, independent, and socialist-oriented national economy through healthy, educated, decent citizens who enjoy equal opportunity (National Planning Commission, 2019). In terms of economic growth, it ensures inclusive and equitable access to quality technical education and vocational skill development. Persons with traumatic spinal cord injury are eligible for ensuring the aforementioned equitable access and high living standards. TVET emphasizes linking persons with traumatic spinal cord injury and the labor market to achieve economic success. The deepening stories by the research question that how do persons with traumatic spinal cord injury narrate their experience of TVET programs are included in the study. Through are view of disability and TVET related literature, I learned that the TVET program acted as a bridge between employment and disability. Besides, employment made affirmative impacts on economic independence for persons with traumatic spinal cord injury. Several types of research justified showing a significance of the program in diverse Asian countries such as Taiwan, Bangladesh. I could not find the study associated with TVET and spinal cord injury patients in Nepal. Many researchers investigated the effects of TVET on persons with physical disabilities, but the cases were blended with different types of disabilities. Thus, comprehensive findings could be partially applicable for persons with the injury. In this study, I used a narrative inquiry within the interpretative framework. Also, I conducted an in-depth interview to pay attention to the voice of persons with traumatic spinal cord injury. The interview helped me to understand the stories. Especially five participants who were experienced in TVET programs were purposefully selected for the study. I considered that my participants are the range of twenty-one to forty years of ii age. The participants were six months post-injured. A total of five participants were interviewed physically and through telephone communication. The stories and information were analyzed and interpreted based on the theory of the social model. The social model concentrated on social oppression to make unjust circumstances rather than physical impairment. The stories of the study show that persons with traumatic spinal cord injury are excluded from the main stream in TVET program. They have frequently been deprived of the opportunity of participating in the program due to physical limitations. To be specific, their stories interpreted some similarities that motivation: encourage to be independent, low accessibility: information, disability-friendly educational environment, lack of awareness of disability in society, limited training curricula, devasting economic consequences. Reintegration signifies not economic empowerment but emotional independence. As firstly said, despite persons with traumatic spinal cord injury has faced uncountable barriers in training, it is sure that supported them to reintegrate into the community. On the other hand, TVET provides an essential opportunity to back to the community, but circumstantial constraints restrict the chance. Most private TVET institutes are not prepared for disability-friendly education environments. For instance, the institution is located on the 2nd floor without a lift. People with wheelchairs have no access to the program. Like this, disability is not considered training conditions, insufficient space to move a wheelchair, steps have prevailed. Financial hardship was a critical problem for my participants. Moreover, they appealed to the attitude of TVET educators. When TVET stakeholders whom my participants met, they showed disrespectful attitudes about disability. Although participants were in difficulties, they succeeded in completing the vocational training. The training led them to innovate life through generating income. Now they could maintain livelihood, looking after children. By discovering participants' stories, I came to know the importance of hearing their experiences in the TVET program. The exchange of information and culture through student exchange programs is becoming increasingly important in this era of globalization. One of them is the Asian Students Exchange Program (ASEP), which aims to evaluate the Asian Student Exchange Program at Al Azhar Islamic Middle School 9 Kemang Pratama Bekasi. Research methodology using the CIPP. Methodology is carried out to analyze the effectiveness and sustainability of the program. Through the Context, Input, Process, and Product (CIPP) approach, the evaluation provides a comprehensive understanding of the various aspects of the program, from the initial context to its long-term impact. 2) The Input Aspect indicates that the implementation guidance, program management, and participant preparation have been done well. The guidelines are available complete and understandable, the management of the program is organized effectively with clear task division, and the participant is prepared with the required qualifications. 3) The Process Aspect, in which the ASEP (Asian Students Exchange Program) program implementation is generally good enough but still needs improvement in some aspects to provide optimal benefits. 4) The Product Aspects, ASEP Program found that the participants showed a good level of independence during their homestay in Taiwan and confidence in their English presentation. As for the conclusion of the research results based on analysis and interpretation that the implementation of the ASEP (Asian Students Exchange Program) program is generally good enough but still needs improvement in some aspects in order to provide optimal benefits for schools that have this excellent program.

Abstract The numbers of older persons experiencing homelessness (OPEH) is on the rise globally Yet housing and shelter options that support the varied and complex needs of this population are scarce. In order to understand effective solutions for housing OPEH, it is critical to explore promising practices that support aging in the right place for OPEH. In an effort to inform this critical gap, 100 OPEH and service providers were purposefully selected and invited to attend one of three World Café workshops held in three major urban cities in Canada: Vancouver, Calgary, and Montréal. Participants engaged in facilitated discussions aimed at supporting knowledge exchange and generating dialogue about gaps, opportunities and promising local housing options. Thematic analyses of audiotaped deliberations revealed three themes: 1) The limited nature of current housing options and programs in each locality; 2) The importance of supporting integrative housing models that increase access to formal health and social support staff, transportation, and income supports; and 3) The significance of supporting sustainability, by conducting regular program evaluations, increasing public awareness of homelessness issues, and involving multi-sector stakeholders. Findings highlight how meeting the unique health and psychosocial needs of OPEH requires a nuanced understanding of the development, design, and sustainability of effective housing options. World Café dialogues revealed that identifying and sustaining existing promising practice models provides an avenue to supporting aging in the right place for OPEH.

Nowadays, users need to work simultaneously with many files and folders on their computer and various resources on the Internet, including several software pieces. It means that they have many windows open simultaneously, and they must continuously switch between different opened applications such as web browsers, text editors, or audio-visual programs. These problems are also crucial to blind or visually impaired users, for whom this issue is even more difficult. Due to the nature of their work, i.e., they do not use the mouse and cannot see the video and graphic content, they have to remember, at each moment, which programs they have open and which they no longer use. In this paper, we propose an approach that consists of universal software, where, on the one hand, the user can collect and view data; on the other hand, he can produce ready-made output packages in simple web pages. This solution consists of two main parts: an offline softwareWPad and the online - Personal Knowledge Information System (PIKS). We propose a simplified and more automated version of an earlier developed WPad software system called WPad for BVI, which visually impaired persons and other beginners can use. The solution was tested by two BVI users (one BVI student and one BVI teacher) and several non-disabled teachers and students from Poland and Slovakia. Feedback from users was collected that will be used to improve the system further.

Abstract Institute of International Education (Open doors report on international educational exchange: International student enrollment trends, 1948/49–2017/18) data indicated that during the 2017–2018 academic year, 1,094,792 international students were studying at a college or university in the United States, of which 62% came from Asian countries such as China, Indonesia, Japan, Malaysia, South Korea, Taiwan, and Vietnam. Recognizing the importance of a diverse student body, universities have developed programs to assist international students in adapting to the U.S. culture and education system. Music therapy programs, particularly at the graduate level, continue to attract students from Asian countries, although the exact number of students is unknown. Furthermore, little is known about the extent to which music therapy programs provide support for Asian international students, or how Asian international students themselves adjust to, and experience, the first few years of their academic training. Within this context, the purpose of this study was to interview Asian international students studying in graduate music therapy programs in order to understand their experiences during their first 3 years in the United States, particularly the cultural and educational challenges they encountered. Six students and five new professionals were interviewed, with interview transcripts analyzed using methods consistent with qualitative content analysis. Results indicated that almost all the Asian international students interviewed experienced challenges associated with cultural and academic adjustment. Recommendations for students and educators suggest ways to support Asian students as they adapt and integrate into U.S. cultural and academic environments.

This article mainly discusses the impact of the improvement of market transparency and liquidity on investor withdrawal behavior after the Taiwan Stock Exchange shortened the matching seconds from 10 seconds to 5 seconds. We use the intraday trading data of 5 months before and after December 2014 for actual measurement. We use the ratio of canceled orders as an indicator and use the paired sample T-test to examine whether there is a significant difference in the ratio of canceled orders between institutional investors and individual investors before and after the system change. The empirical results show that, except for the significant increase in the cancellation rate in Step 1 of legal persons and retail investors, all others have decreased significantly. Since the possibility of the cancellation in Step 1 being caused by manipulation is not high, it can be inferred that it is a purely wrong order, and the decrease in the ratio shows that the new system is helpful to the entire market, because investors have become more cautious when placing orders.

Purpose This paper aims to integrate leader–member exchange (LMX), creativity and performance research and to develop a model to investigate the relationships among LMX, task motivation, creativity and performance in the hospitality industry. Design/methodology/approach Structural equation modeling (SEM) with bootstrap estimation was conducted with a sample of 312 leader–employee dyadic data from international tourist hotels in Taiwan. Findings The results revealed that LMX positively affected performance and creativity. Most important of all, task motivation was found to mediate the relationship between LMX and creativity, while both task motivation and creativity were found to mediate the relationship between LMX and performance. Research limitations/implications With efforts to combine research variables into a unified theoretical model, this study is the first in the field of hospitality research which explores the two-path mediating effects of these relationships in an integrated SEM framework. More specifically, this study provides a synthesized perspective with bootstrap analyses to broaden hotel research with regard to LMX and examine its influences on employees’ creativity and performance. Practical implications The results of this study suggest that human resource departments in hotel companies should provide training programs for supervisors and employees to enhance their reciprocal relationships, and establish reward mechanisms to encourage the development of more creative services at work. Originality/value This study added to the literature with its use of a non-Western sample, and extended the prior research in the context of the hospitality industry. Overall, the conclusions provide empirical evidence in an integrated model that task motivation can strengthen the influence of LMX on creativity and can also nourish the influence of creativity on employee performance.

Background and Objectives: Rates of injection drug use and associated medical complications have increased, yet engagement of persons who inject drugs (PWID) in primary care is limited, with significant barriers to care. Family physicians play an important role in caring for PWID, but residency training is limited. This study aimed to assess role responsibility, self-efficacy, and attitudes of family medicine residents in caring for PWID. Methods: Using a cross sectional design, family medicine residents in 2018 at three different programs completed Likert and open-ended survey questions assessing role responsibility, self-efficacy, and attitudes in caring for PWID. Results: Fifty-five percent (41/76) of residents completed surveys. Residents consistently agreed it is their responsibility to provide comprehensive care for PWID, while being less confident in key elements of screening, brief intervention, and referral to treatment (SBIRT). The largest gap between responsibility and confidence was in referral to treatment. Resident confidence was lowest for harm reduction strategies: discussing clean needle practices, prescribing naloxone and referral to medication-assisted treatment or needle exchange programs. Less than 60% of residents agreed they are able to work with or understand PWID. Conclusions: This study identifies gaps between provider responsibility and current graduate medical education training. We identified training that increases screening, harm reduction practices, and referrals to community resources as needs. This baseline assessment of family medicine residents can be used to develop educational interventions to meet regional and national health needs for harm reduction for PWID and workforce development.

Abstract This East Meets West symposium consists of six studies that examined innovative interventions, practice models and policies designed to support family caregivers of older adults in the U.S., Taiwan, and mainland China. The first two papers both used case management interventions to assist family caregivers with a focus on caregiver depression. The paper from the U.S. found that more difficulties of performing caregiving tasks and less caregiver preparation contributed to higher levels of depression, and the paper from Taiwan found that caregivers who received the case management service reduced depression at four-month and six-month follow-up assessments. The third paper discussed a “time travel” paradigm developed to guide service design and delivery for persons with dementia at different stages. The fourth paper used the state of Michigan as a case to examine service gaps in the current aging service network, and identifies an urgent need for statewide policy renovations to support family caregivers. The fifth and sixth papers both used large secondary data analyses to examine the effects of piloted policy and practice efforts on family caregiver outcomes. One study found that the long-term care insurance programs have resulted in positive caregiver outcomes including reduced caregiving financial cost, time, and physical and psychological burden. The other study found the use of home-based care services reduced adult children caregiver burden and did not affect the relationship between older adults and adult children caregivers. After individual presentations are done, two discussants will summarize shared themes in these papers and provide critical feedback.

This study uses discrete choice experiments to evaluate and reduce the environmental impact of negative externalities of managing invasive alien species (IAS), such as “ecological shock”, “health risk”, “waiting time” “tour range” and “prevention and control fee”, on the support of IAS prevention and control. We used data from Taiwan’s Shei-Pa National Park and its visitors for the case study and obtained 602 valid questionnaires. The results indicate that visitors consider that each unit of externality of IAS prevention and control measures significantly reduces their utility, and the magnitude equals the estimated value of externality. However, although negative externalities are inevitable, the support for IAS prevention and control measures could be maximized by adjusting the types and proportions of negative externalities. For example, visitors are willing to sacrifice up to 1.41% of the tour range in exchange for a 1% reduction in ecological shock. This study summarizes the negative externalities of IAS prevention and control measures and proposes to adjust the combination of negative externalities to reduce the shocks of those IAS prevention and control measures on the public, so as to increase the public support for IAS policies and increase the sustainability of tourism.

Objectives: Neurorehabilitation services are not widely available to most persons with disability (PWD) in the Organization of Islamic Cooperation countries. This study aimed to document status of neurorehabilitation services in OIC countries. Study Design and Setting: Cross-sectional online survey. Methods: Self-administered online survey conducted using Google Forms. Key resource persons for each OIC country working in field of neurorehabilitation were identified from various databases. The questionnaire was emailed to 20 identified resource persons. The response rate was 60% (12/20). Results: Neurorehabilitation services were available in 9 out of 12 surveyed countries. Only 2 countries reported providing access to neurorehabilitation services to 76-100% of their population. Five countries reported less than 25% of population had access to these services. Most commonly available neurorehabilitation services included services for stroke, spinal cord injury, pediatric neurorehabilitation, brain injury, and neuromuscular rehabilitation. Three countries had none of these specialized services. Five countries had neurorehabilitation training programs for physicians and other rehabilitation professionals. Patients had to pay out of pocket for these services in most of surveyed countries, followed by public funding and private insurance. Tele-neurorehabilitation and local disease-specific neurorehabilitation guidelines were not available in most of surveyed countries. Conclusion: Neurorehabilitation services in OIC region are not widely available, with significant variability in availability and quality. There is a need to develop and improve these services. Sharing knowledge and expertise through various forms, such as exchange visits and online sessions, can help improve neurorehabilitation services in these countries

Internal migration caused by the war of russia against Ukraine (with the active phase starting in February 2022) has increased the socio-economic burden on the host communities welcoming internally displaced population from the frontline and occupied territories. On the other hand, it intensifies behavioral reflections of local residents on the integration of internally displaced persons (IDPs). The study aims to identify opportunities, challenges, and prospects for IDPs’ adaptation in host communities (a case study of Lviv oblast, Ukraine). The paper conducted a sociological survey among 2,500 respondents in November 2022–February 2023. The results show that the lack of housing, lack of permanent employment, language contradictions, and forced limited contact with relatives who remain in the combat zone are existential barriers to the integration of IDPs into host communities. The study identified such opportunities for the integration of IDPs into the host society: reducing the risk of depopulation of territories, reducing imbalances in the local labor market in certain sectors of the economy, strengthening social cohesion, developing small businesses, and improving social infrastructure. The respective challenges include increased social tension, competition for jobs and housing, shortage of places in preschool institutions, and disproportionate distribution of budget funds between the local population and IDPs. Conflicts between IDPs and local residents, as well as IDPs and local authorities, require a proactive position of local authorities to initiate psychological support programs and create communication platforms for the exchange of individual experiences and discussion of psychological and emotional issues.

Background: Major depressive disorder (MDD) is a highly prevalent mental disorder which causes public health burden and personal disabilities. In people with mental illness, unemployment is an index character of functional impairment. Methods: Using the Taiwan Databank of Persons with Disability (TDPD), we collected the WHO Disability Assessment Schedule 2.0 (WHODAS 2.0) scores for people with MDD-associated disability. We recorded and analyzed the scores of participants during a 3-year period to determine the impact of employment on the trajectory of functional change. Logistic regression was performed to analyze the association between employment and changes in WHODAS 2.0 scores. Results: In people with MDD-associated disability, unemployed individuals present a worse function initially compared to employed individuals. After a 3-year period, the employed group showed a significant functional improvement in the domains of cognition, mobility, and participation. In logistic regression, the odds of having functional improvement were twice as high for those who were employed compared with those who were not. Conclusions: Higher odds of having functional improvement were noted in participants who stay in employment. Programs and strategies to help people with MDD-associated disability resume work warrant more clinical attention and supportive policies from the government.

The purpose of the article is to highlight the intermediate results of research work on the creation of an author’s program of systemic influence on all participants of the educational process of working with a special category of children. The relevance of the issue from the standpoint of the main principles of inclusive education, which realizes the equality of the rights of every person to obtain an education with further socialization, is proven. The methodological principles of correctional education, which determine the main patterns of development and upbringing common to all categories of children with psychophysical characteristics, are specified. Methods of research apllied: analysis, generalization, systematization for the researching of scientific literature on the issue under consideration. The conditions for successful socialization of persons (including those with including those with psychophysical disabilities) are formed: combining into a single system all social and pedagogical infrastructures, creation of a social and pedagogical system of an open type, deepening educational work among parents educators, and the public on the specifics of working with children with psychophysical disabilities, creation of programs, technologies (forms, methods implementation of ideas) of the organization of real life activities of those subjects who require help, support and protection; development of new programs and filling them with content. The list of compensations for lost and damaged functions that ensure the restoration or replacement of lost or impaired functions is systematized: active social environment, own desire, volitional efforts, etc. The results of the work of teachers of the Dnipropetrovsk region and scientists of the Department of Preschool Education of Kryvyi Rih State University with preschoolers with psychophysical disorders are represented: expansion of network of specialized educational institutions, opening of the Department of Correctional pedagogy, strengthening the material base, increasing platforms for the exchange of experience exchange.

Abstract:
Sightseeing, or cognitive, tourism includes visits to historical, cultural and natural attractions. Historical basis for designing the tourist-excursion programs is topical nowadays. One of the interesting regions is the Iberian Peninsula with the Roman monuments that have survived to the present day. The article reveals the origins of the foundation and formation of territorial entities. The beginning of these formations belongs to the reign of Gaius Julius Caesar Octavian. The article is about the rise to power of Octavian, the conquests of the Roman army, fight of North of the Iberian Peninsula peoples for independence, the development of new colonies and cities, administrative reorganization of the territory of Spain, the formation of Conventions. The author shows the real changes in the Northern areas of the Peninsula. They gave the territory, which natives originally occupied, to military units for building bases and the business environment; traffic and communications developed. There was a need in the minting and use of coins as a measure of exchange. This led to political, administrative, social and economic changes in the community. The author demonstrates the different forms of government, organizing cultural and social events. This article contains historical and regional character, devoted to the development of civilization in the Iberian Peninsula, architectural monuments of the Romanera. The article can be interesting for students, teachers of secondary and higher educational institutions, as well as a wide range of persons interested in culture, history and tourism of Spain.

Abstract:
<p><strong><em>The purpose of the study</em></strong><em> is to identify the problems that complicate the use of communication tools for interaction with internally displaced persons in the context of war.</em></p><p><strong><em>Research methodology.</em></strong><em> The study used general scientific methods of cognition. The current situation with internally displaced persons in different regions of Ukraine and the main problems they face during the war were determined using the method of critical analysis. A comparison method was used to identify the most effective communication tools for working with IDPs. Problems that complicate the use of such tools were identified in the process of synthesizing information. The ways to solve these problems were found by the methods of induction and deduction.</em></p><p><strong><em>Results.</em></strong><em> Modern communication tools are an important component of the integration of IDPs into the life of the territorial community. Their use helps to solve the problems faced by internally displaced persons during the war and ensures effective interaction between all parties involved in this process. At the same time, the use of communication tools is complicated by a number of problems, including: lack of access to the necessary infrastructure; language barriers; low information or digital literacy; financial constraints; social isolation and psychological stress. Solving these problems requires a comprehensive approach, including the implementation of educational programs to improve the information and digital literacy of IDPs, the development of secure Internet platforms for the exchange of useful information, the creation of accessible network infrastructures in remote regions, the development of communication strategies to overcome language barriers, the launch of psychological support programs, and the involvement of communication specialists.</em></p><p><strong><em>Novelty.</em></strong><em> The study for the first time reveals the complex problem of using communication tools to interact with internally displaced persons in the context of the Russian-Ukrainian war, and provides specific recommendations for overcoming these problems, taking into account various aspects, from access to infrastructure to psychological support.</em></p><p><strong><em>Practical significance.</em></strong><em> The results of the study can be used by representatives of local authorities to improve communication with internally displaced persons in times of war, facilitating their integration into territorial communities and facilitating the solution of their problems.</em></p><p><strong><em>Key</em></strong><strong><em> </em></strong><strong><em>words:</em></strong><em> media, communication, territorial community, social issues, internally displaced persons.</em></p>

Directives 2015/849, and 2018/843 on Money Laundering require continuous adaptations of the legal framework to respond to threats of the use of new technologies in money laundering. Directive 2018/843 extends the scope of Directive 2015/849 to providers engaged in exchange services between virtual currencies and fiat currencies as well as custodian wallet providers. Undoubtedly, the new payment systems facilitate money launderers’ criminal activity. These systems are better than cash for moving large sums of money, non-face to face business relationships favour the use of straw buyers, and false identities, the absence of credit risk, as there is usually a prepaid payment, discourages service providers from obtaining a complete, and accurate customer information, and the nature of the trade, and the speed of transactions make it difficult to control property or freezing. However, the development of technologies, including the internet, has unquestionable advantages involved and even provides, through online resources, verification of identity, or other duty of surveillance, for the prevention of money laundering. In addition, the reform of June 22, 2010 introduced in Spain the criminal liability of legal persons, and incorporated money laundering together with other crimes to this innovative model of criminal responsibility. Soon after, Organic Law 1/2015, of March 30, modified the hereto barely applied regulation. Itis quite surprising that Organic Law 1/2015 boasts of making a technical improvement, as it incurs obvious contradictions by exempting criminal liability to legal persons for a money laundering, that should not have existed due to the adoptionand effective execution of suitable or adequate compliance programs to prevent it, as well as taking into account to limit the punishment non-serious breaches of supervisory, monitoring, and control duties, when letter b) of the first paragraph of article 31 bis only takes into consideration serious breaches of those duties. Already in 2010, in order to introduce the criminal liability of legal persons, the Spanish Legislator invoked the alleged need to comply with international commitments. However, this model of responsibility was not mandatory, because international agreements normally only require effective, proportionate, and dissuasive sanctions. In addition, managers and executives, who have not adopted an effective compliance program, will be held liable together with the company, given that now all act as police officers. In conclusion, the use of dummy corporations for money laundering is frequent, as it is evidenced by the judgments of theSupreme Court of June 26, 2012, and February 4, 2015, but until recently, the accessory consequences and the doctrine of piercing the corporate veil were sufficient.

Abstract:
Natural and climatic conditions of the environment of Northeast Russia and particularly Magadan region are the very factor mostly influencing adaptive responses by individuals inhabiting the region. Compensatory and adaptive responses in indigenes and newcomers of the region can be assumed to have their specific features. In 2009 there was executed the examination of the cardiovascular and respiratory systems and gas exchange in 392 cases aged of 17-19 years, including Europeans (Caucasians) born in the North in the 1st-2nd generation and indigenes. The methodologically similar study was carried out in 2014 in 265 persons, referred to the same cohorts of North-born Caucasians and Indigenes from the Magadan region. The results of the study executed in 2009 testified to a small number of physiological parameters that were reliably different in Caucasians vs. Indigene subjects. In 2014 no difference was found between the two examined cohorts throughout the observed parameters. The revealed changes in gas exchange, external respiration and cardiovascular systems demonstrated by modern young Indigenes of Northeast Russia testified to the fall in the effectiveness of their breathing. All that makes them farther from the classic “polar metabolic type” and their morphofunctional status becomes closer to European male subjects of Northeast Russia. Thus, we can observe a clear tendency towards “convergence in programs” of the adaptive changes between populations of the North residents undergoing similar natural, environmental and social factors.

Abstract Intergenerational engagement provides a rich environment for people of different ages to come together and exchange life stories, skills, and knowledge. Today, intergenerational interactions are decreasing, however, these exchanges can have positive implications for seniors in residential care homes (RCHs) and younger persons. A scoping review following Arksey and O’Malley’s five-step framework was conducted to investigate the impact of intergenerational engagement and programs (IGPs) on older adults in RCHs. A systematic search of ten electronic databases and hand search of references was carried out; thematic content analysis to established key themes. A total of 1,183 academic and grey literature sources were reviewed, with 66 full-text studies assessed for eligibility. Of these sources, 35 studies met inclusion criteria. Studies highlighted four main themes: 1. Types of IGPs, 2. Psycho-social benefits for older adults and improved status among elders with cognitive impairments, 3. Younger person benefits, suggesting reduced ageism and improved social and communication skills, and 4. Program recommendations, including the need for enthusiastic program facilitators, coordination between facilities, sensitivity training for younger persons, detailed advertisements, and appropriate activities for different age groups. Findings inform future practice and research, highlighting that IGPs are an effective strategy to alleviate negative health outcomes for seniors in RCHs. Future research is needed to evaluate long-term effects and further health outcomes. IGPs provide an opportunity to facilitate purposeful and reciprocal relationships between generations, fostering intergenerational understanding. By studying IGPs and intergenerational interactions, we can better determine practices that meaningfully engage elders in RCHs in Canada.

Aromatic L-amino acid decarboxylase deficiency (AADCd) is a rare autosomal recessive neurometabolic disorder caused by AADC deficiency, an enzyme encoded by the DDC gene. Since the enzyme is involved in the biosynthesis of serotonin and dopamine, its deficiency determines the lack of these neurotransmitters, but also of norepinephrine and epinephrine. Onset is early and the key signs are hypotonia, movement disorders (oculogyric crises, dystonia and hypokinesia), developmental delay and autonomic dysfunction. Taiwan is the site of a potential founder variant (IVS6+4A>T) with a predicted incidence of 1/32,000 births, while only 261 patients with this deficit have been described worldwide. Actually, the number of affected persons could be greater, given that the spectrum of clinical manifestations is broad and still little known. In our study we selected 350 unrelated patients presenting with different neurological disorders including heterogeneous neuromuscular disorders, cognitive deficit, behavioral disorders and autism spectrum disorder, for which the underlying etiology had not yet been identified. Molecular investigation of the DDC gene was carried out with the aim of identifying affected patients and/or carriers. Our study shows a high frequency of carriers (2.57%) in Sicilian subjects with neurological deficits, with a higher concentration in northern and eastern Sicily. Assuming these data as representative of the general Sicilian population, the risk may be comparable to some rare diseases included in the newborn screening programs such as spinal muscular atrophy, cystic fibrosis and phenylketonuria.

The article is devoted to a theoretical and practical analysis of the problem of inclusion: formation and development, features of educational inclusion, and mechanisms of implementation of inclusive higher education. Based on the analysis of regulatory documents and scientific research, the authors determine the most significant stages of the formation and development of inclusion in Ukraine. The requirements for specialists needed by the modern domestic education system have been analyzed. The article emphasizes the trends in the process of invalidation of the population of Ukraine. The authors determine the expediency and necessity of wide implementation of educational inclusion in the system of higher education, in particular: ensuring free access of all higher education applicants to educational and methodical materials and creating the necessary special units. On the basis of the analysis of the results of the conducted survey, the possible ways of solving the current problems of educational inclusion in the higher education system are substantiated and characterized: support of the teaching staff in the organization of an inclusive educational environment in the institution of higher education; support for education seekers who belong to the category of persons with special needs; financing and implementation of regulated and guaranteed mechanisms for financial support of higher education institutions; technical and methodological support of the educational process. Also, emphasis is placed on electronic inclusion, which is interpreted as a social movement aimed at overcoming the digital divide among different categories of the population. It was found that the appropriate level of organization of an inclusive educational environment is observed in institutions of general secondary education. Instead, HEIs need more active involvement of specialists, technical equipment and financial support for effective educational inclusion. An important factor is the availability of computer equipment: ensuring access to free or low-cost computers, in particular through the implementation of special target programs, charity projects, etc. It is also relevant to search and exchange data to diversify the ways of obtaining education for persons with special educational paths, to ensure effective interpersonal communication despite temporal and spatial boundaries.

Abstract Background: Persons with Sickle Cell Disease (SCD) infected with the SARS CoV-2 virus have significantly increased risks of hospitalization and death and are strongly recommended to be fully vaccinated. Vaccine hesitancy has previously been described in the SCD population and uptake of other recommended vaccines has been reported to be low in some studies. The goal of this study was to assess how vaccination rates amongst eligible pediatric and adult SCD patients in British Columbia (BC), Canada, compared to those of the general population and other "clinically extremely vulnerable" (CEV) groups. Methods: Persons age 12 and over with SCD in BC were identified as a CEV population and prioritized for immunization. A comprehensive process was undertaken to find and identify all CEV patients in BC and notify them of their priority status. Individuals diagnosed with SCD in the province were identified in the shared pediatric and adult patient registry (iCHIP), which tracks demographics, diagnoses and therapies, and added to the CEV patient list. SCD patients were notified of their priority status through standard mail from the provincial health officer, as well as emails and phone calls from the pediatric and adult SCD programs. Those aged 16+ were invited to register for immunization beginning in March 2021 while those 12-15 years were permitted to register starting in May 2021. Adult patients were eligible to receive mRNA vaccines from Pfizer and Moderna as well as the Astra-Zeneca (AZ) COVISHIELD vaccine, while those aged 12-17 were eligible only for Pfizer vaccines. The provincial immunization registry (PIR) was interrogated to confirm vaccine administration. The main outcome measure was the proportion of SCD patients who received 1st and 2nd dose COVID vaccines. Results: 138 individuals age 12+ with SCD were identified in the iCHIP database. 71.0% had Sickle Cell Anemia (SCA), 25.4% had Hemoglobin SC (Hb SC) and 3.6% had other genotypes. Participants ranged in age from 12-69 years with a median of 28 years. 67.4% were receiving disease-modifying therapy (76 were on hydroxyurea, 11 on regular red cell exchange, 1 was receiving crizanlizumab, and 5 with Hb SC were phlebotomized). None were treated with gene therapy or transplant. 7 individuals had a PCR-confirmed SARS CoV-2 infection prior, but none following immunization. As of July 30, 2021: 68.8% of persons with SCD received a 1st and 55.1% received a 2nd dose of COVID vaccine. Almost all doses were mRNA-based vaccines with the exception of a single 1st dose administration of AZ. Vaccination rates amongst different age ranges and genotypes are displayed in Table 1. Patients with SCA did not have significantly different vaccination rates compared to those with Hb SC/other genotypes: 64.3% versus 80.0% for 1st dose (p=0.0703) and 48.0% versus 62.5% (p =0.12114) for 2nd dose. Vaccination rates amongst the SCD group were compared to other age matched CEV populations as well as the general provincial population and are detailed in Tables 2 and 3. A higher proportion of persons with SCD under the age of 20 received 1st dose (70.8% versus 31.1%; p&lt;0.00001) and 2nd dose (50.0 versus 15.3%; p &lt;0.00001) of vaccines compared to the general population. However, a lower proportion age 20-49 and 50+ years old received a 1st dose as demonstrated in Table 2. In addition, lower proportions of persons with SCD of all age ranges were vaccinated in comparison to other CEV groups. As demonstrated in Table 3, SCD was not associated with receiving a 1st dose vaccine compared to the general BC population (OR 0.8, 0.56 to 1.16 95% CI, p=0.2481). In contrast, persons in other CEV groups were twice as likely to receive a first dose COVID immunization compared to the general BC population (p&lt;0.0001). No severe vaccine-related complications including vaccine-induced immune thrombotic thrombocytopenia (VITT) were reported. There were 7 presentations to hospital for vaso-occlusive crises (VOC) within 21 days of immunization. Conclusion: Despite an active CEV process to find and invite persons with SCD to be vaccinated, these data demonstrate that vaccination rates amongst persons with SCD in BC are below those of other CEV age-matched groups. Vaccination rates amongst adults are also lower than the general population, however there is a high vaccination rate in persons under 20 years old. Having the right information is important when formulating plans and actions.ProblemThe aim of this study was to analyze and describe the type of information that is meaningful for SA in the work of paramedic field supervisors, and to create an information profile for them in the context of prehospital emergency care.MethodsData were collected from January through March 2012 from semi-structured interviews with ten paramedic field supervisors representing four rescue departments in Finland. The interviews were based on three different types of real-life scenarios in the context of prehospital emergency care, and deductive content analysis was employed according to the information exchange meta-model. Data management and analysis were performed using Atlas.ti 7.ResultsA paramedic field supervisor information interest profile was formulated. The most important information categories were Events, Means, Action Patterns, and Decisions. The profile showed that paramedic field supervisors had four roles – situation follower, analyzer, planner and decision maker – and they acted in all four roles at the same time in the planning and execution phases.ConclusionParamedic field supervisors are multitasking persons, building SA by using the available data, combining it with extensive know-how from their working methods and competencies, and their tacit knowledge. Collaboration across sectors is critical to address complex health problems, particularly during the current COVID-19 pandemic. We examined the ability to collaborate during the pandemic as part of a baseline evaluation of an intersectoral network of healthcare and community organizations established to improve the collective response to transgender (trans) persons who have been sexually assaulted (the trans-LINK Network). A validated social network analysis survey was sent to 119 member organizations in Ontario, Canada. Survey respondents were asked, ‘Has COVID-19 negatively affected your organization’s ability to collaborate with other organizations on the support of trans survivors of sexual assault?’ and ‘How has COVID-19 negatively affected your organization’s ability to collaborate within the trans-LINK Network?’. Data were analyzed using descriptive statistics. Seventy-eight member organizations participated in the survey (response rate = 66%). Most organizations (79%) indicated that the pandemic had affected their ability to collaborate with others in the network, citing most commonly, increased workload (77%), increased demand for services (57%), and technical and digital challenges (50%). Survey findings were shared in a stakeholder consultation with 22 representatives of 21 network member organizations. Stakeholders provided suggestions to prevent and address the challenges, barriers, and disruptions in serving trans survivors experienced during the pandemic, which were organized into themes. Seven themes were generated and used as a scaffold for the development of recommendations to advance the network, including: increase communication and knowledge exchange among member organizations through the establishment of a network discussion forum and capacity building group workshops; enhance awareness of network organizations by developing a member-facing directory of member services, their contributions, and ability to provide specific supports; strengthen capacity to provide virtual and in-person services and programs through enhanced IT support and increased opportunities for knowledge sharing and skill development; and adopt a network wide syndemic approach that addresses co-occurring epidemics (COVID-19 + racism, housing insecurity, transphobia, xenophobia) that impact trans survivors of sexual assault.

In Ukraine, at the level of the central bank and in the scientific opinion, the role and status of the MPCs in ensuring financial stability is underestimated, which is perceived more as a working body of the Board of the National Bank of Ukraine (NBU). The formation of its composition which includes only top managers of the NBU does not guarantee against the adoption of biased or short-sighted decisions, which can lead to negative consequences for economic growth. There is a need to bring the principles of this collegial body into line with the best practices of central banks. Purpose.To generalize international experience in the institutional development of national central banks in the direction of the corporate structure of the monetary policy committee to ensure greater efficiency of its work and the application of best practices in Ukraine. Methods. Content analysis, methods of scientific abstraction, comparative analysis of statistical information published by central banks of countries that are not part of the European Central Bank system were used. Results. The coronavirus pandemic did not cause significant changes in the organization of committee activities, but it increased the importance of involving external experts to assess and forecast the situation. The analysis of the biographical data of such persons showed that they are highly qualified specialists, recognized in the country and by the international community. In the decisions of individual political bodies the reference to the expectations of the market participants (for example, the prediction of the decision related to maintainance , increase or decrease of the discount rate) deserves special attention as well as the requirement for the members of the body to observe a period of “silence” for at least one week, which means refraining from comments on the statement of position before the meeting. Of course, the practice of involvement the representatives of the Ministry of Finance in meetings of the committee without voting rights is of interest. Conclusions. Monetary policy committees work primarily to ensure price stability, but with a perspective for economic development. The main functions of MPCs in most European countries are not limited to setting the discount rate, but cover reserve requirements, approval of liquidity support programs and refinancing of banks, operations of the central bank in the foreign exchange market and with securities. For Ukraine, it is considered optimal to form MPCs not under the Board, but under the National Bank itself in order to raise its status to the level of a decision-making body. For this amendments should be made to the Law “On the National Bank of Ukraine” and regulations or provisions on the MPCs should be developed. The participation of external experts in the committee is necessary for making informed decisions. Their level of qualification should be confirmed by a doctorate in economics or finance and the status of professor, a solid list of scientific publications and experience of participation in international research. Management experience in public financial corporations, central banks and departments or large financial institutions is desirable. In our opinion, the participation of politicians in the committee is inappropriate, because in the current conditions it will only undermine the independence of the central bank.

Abstract:
The paper attempts to investigate modern challenges associated with budget execution in Ukraine under military aggression, as well as to identify trends of change in forecast indicators in the future. It is observed that the full-scale war of Russia against Ukraine has inflicted a heavy blow on the Ukrainian economy, thus almost ceasing the opportunity of budget execution in Ukraine which in turn spurs a significant on-going drop in budget revenues against rapidly increasing public expenditures under the pressure of military and social spending. It is reported that since the beginning of Russia's full-scale invasion to Ukraine, the total budget deficit has increased to almost 263 billion UAH. It argued that in extremely difficult wartime, Ukrainian taxpayers who their best to fulfil their timely scheduled obligations to the budget have become a profound source of budget stuffing providing strong support for the Armed Forces. In the current realia of Russian aggression, as long as the war lasts, it is rather hard to predict medium-term prospects in the area of public finance, as well as to forecast what exactly will happen to government revenues and expenditures in the future. It is emphasized that the key development trends in government income and expenditures will fully depend on the war duration and the specifics of military actions in the future. However, the findings demonstrate that the Ukrainian economy, although slowly but gradually, is still adapting to the new wartime realia of life and doing business. Thus, the government is encouraging entrepreneurial endeavours at all levels, thereby boosting business activity. According to the results of the study, the inflation rate in Ukraine which is underpinned by the increase in fuel prices could be considered as moderate which consequently will contribute to further budget stuffing, primarily through VAT. Apart from the above, the findings suggest that in the future, Ukraine will need to critically evaluate the effectiveness of unprecedented customs duty exemptions and preferences that have started to create barriers to national producers’ competitiveness, impose additional pressure on the exchange rate, and worsen the balance of payments. However, it is argued that the current state of underpayment of customs revenues will continue. The conclusions resume that there is a critical need to expand the throughput capacity of crossing points to enhance international trade and export, in particular. In this context, the following are considered to be promising steps forward: abolishment by the European Union of all customs duties and quotas on goods and products on the Ukrainian exports during the year; announcement by the President of Ukraine of signing a bilateral agreement between Ukraine and Poland on joint border and customs control. It is noted that thanks to the adoption of the relevant legislative acts, expenditures for the national security and defense purposes and for overcoming the negative effects caused by Russia's large-scale armed aggression against Ukraine have been increased. Within the scope of this study, the authors rely on the Law of Ukraine "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2022" dated May 31, 2022, according to which most of the funds will be directed to national security and defense (247.8 billion UAH), assistance within the framework of the "eSupport" Program for citizens who lost their jobs due to the war (5.8 billion UAH), assistance to internally displaced persons to cover living expenses (12.5 billion UAH), payment of pensions, allowances and increases to pensions assigned under various pension programs (20 billion UAH).

Problem setting. In order to build an innovative society, it is necessary to develop legal norms and regulators aimed at protecting privacy and controlling personal data. In addition, the need to ensure effective and reliable protection of personal data in the conditions of rapid technological development, globalization and the growing threat of cybercrime is becoming more urgent. The need for the development of legal norms, the introduction of innovative technologies and the raising of public awareness become important tasks for ensuring privacy and protection of personal data. The study also aims to identify and analyze the main challenges facing the field of personal data protection, such as cybercrime, hacker attacks, globalization and cross borders. Legal norms and regulations aimed at protecting privacy are also analyzed, as well as the potential opportunities of new technologies that can increase the level of protection of personal data. Аnalysis of recent researches and publications. The problems of legal protection of personal data have recently become the subject of research by an increasing number of scientists, both lawyers and representatives of other fields of knowledge. In particular, such scientists as: S. Hlibko, T. Egorova-Lutchenko, K. Yefremova, O. Korvat, V. Kokhan, M. Haustova devote their attention to the study of these issues. etc. Purpose of the research is to develop possible ways of legal protection of personal data in view of today’s challenges related to this issue. The article aims to consider the development of technologies and the growth of the volume of personal data as the main factors affecting the need for effective protection of privacy and security of this data. The article is aimed at expanding the understanding of the problem and providing recommendations for improving the protection of privacy and security of personal data in the future. article’s main body. According to the preamble to the Agreement between Ukraine and the European Union on the participation of Ukraine in the European Union program “Digital Europe” (2021-2027), the important supporting role of digital infrastructure, including in the field of cyber security, is recognized to ensure inextricably linked transformation processes and digital leadership of the European Union. The purpose of concluding the Agreement is to establish mutually beneficial cooperation in order to strengthen and support the deployment of reliable and secure digital capabilities in the Union in the field, including cyber security. It is recognized that mutual participation in each other’s programs for the implementation of digital technologies should ensure mutual benefits for the Parties, while observing a high level of data protection, digital rights, etc. In accordance with paragraph 12 of Article 2 of Annex III to the Agreement, the exchange of information between the European Commission or OLAF and the competent state authorities of Ukraine must take place with due consideration of confidentiality requirements. Personal data included in the exchange of information must be transferred in accordance with the current legal norms on data protection of the Party making the transfer. According to paragraph 49 of the preamble of Regulation (EU) 2021/694 of the European Parliament and of the Council of April 29, 2021 on the establishment of the Digital Europe Program, digital transformation should allow citizens to access, use and securely manage their personal data across borders, regardless of their location or data location. According to point 60 of the preamble, by providing a single set of rules that are directly applicable in the legal systems of the Member States, Regulation (EU) 2016/679 guarantees the free flow of personal data between Member States and strengthens the trust and security of individuals, two indispensable elements of a true Digital Single Market . All actions taken within the framework of the Program, which involve the processing of personal data, must contribute to the smooth implementation of this Regulation, for example, in the field of artificial intelligence and distributed ledger technologies (for example, blockchain). These actions should support the development of digital technologies that meet data protection obligations both by design and by default. In addition, according to paragraph 69 of the preamble, this Regulation respects fundamental rights and adheres to the principles recognized in the Charter of Fundamental Rights of the European Union, in particular regarding the protection of personal data, etc. In the Charter of Fundamental Rights of the European Union (2016/C 202/02) dated June 7, 2016, Chapter II “Freedoms” contains Article 8, which is entitled “Protection of personal data”, according to which it is assumed that everyone has the right to the protection of personal data data concerning him. Such data must be processed fairly for specific purposes and on the basis of the consent of the person concerned or on another legal basis established by law. Everyone has the right to access the data that has been collected about him and the right to correct it. Compliance with these rules is subject to control by an independent body. In addition, Regulation (EU) 2016/679 of the European Parliament and of the Council of April 27, 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data establishes rules relating to the protection of natural persons with regard to the processing of personal data, as well as rules, relating to the free movement of personal data, and protects the fundamental rights and freedoms of natural persons and, in particular, their right to protection of personal data. Today in Ukraine, the main legislative act in this area is the Law of June 1, 2010 No. 2997-VI “On the Protection of Personal Data”. Article 11 of the Law of Ukraine “On Information” specifies what information about a natural person (personal data) is. In turn, the legal and organizational bases for ensuring the protection of the vital interests of a person and citizen, society and the state, national interests of Ukraine in cyberspace, the main goals, directions and principles of state policy in the field of cyber security, the powers of state bodies, enterprises, institutions, organizations, individuals and citizens in this area, the basic principles of coordination of their cyber security activities are defined in the Law of Ukraine “On Basic Principles of Cyber Security of Ukraine”. In addition, relations in the field of information protection in information, electronic communication and information and communication systems are regulated by the Law of Ukraine “On the Protection of Information in Information and Communication Systems”. In turn, the Concept of the development of e-governance in Ukraine, as well as the Law of Ukraine “On the National Informatization Program” defines e-governance. In addition, in 2021, the Law of Ukraine “On Public Electronic Registers” was adopted, which defines the State electronic platform for maintaining public electronic registers. On April 18, 2023, by a resolution of the Cabinet of Ministers of Ukraine, the Regulation on the information system “Software platform for the deployment and support of state electronic registers” was approved, as well as the Procedure for using the software “Software platform for the deployment and support of state electronic registers”. conclusions and prospects for the development. The protection of digital personal data requires the development of appropriate technical and regulatory tools, as well as judicial practice of prosecution for violations of the order of their use. It is possible to create a database or registry for private electronic/digital platforms, with the help of which or which would control their activities, including regarding the protection of personal data. At the same time, at the regulatory and legal level, it is necessary to provide that a mandatory condition for the creation and functioning of an Internet platform is its registration in such a database / such a register, and a mandatory condition for registration is confirmation of technical capabilities to ensure the protection of personal data of platform users. It is necessary to define at the regulatory level the list and mechanisms of acquisition of digital rights, their implementation, protection, compensation and responsibility for their violation. The protection of personal data should be considered one of the digital rights of a person and a citizen. The development of digitalization in a legal state must inevitably be accompanied by the development of the legal framework, in particular, the emergence, consolidation, definition and protection of digital rights of individuals and legal entities. Digital rights are a multifaceted category, they become connected and interwoven with other rights defined and established in the norms of different branches of law. The multifaceted nature of the “digital rights” category implies the separation and delimitation of various categories of digital rights, their distribution into appropriate types, for example, “personal digital rights”, “financial digital rights”, etc. It should be quite natural to form a separate element in the general system of law, such as digital law, as a set of legal norms regulating social relations related to the circulation of (including personal) data in digital networks.
