Abstract:
The Financial Stability Oversight Council (FSOC) was created under the Dodd-Frank Act with the primary mandate of guarding against systemic risk and correcting perceived regulatory weaknesses that may have contributed to the financial crisis of 2008-2009. The Securities and Exchange Commission (SEC) collects data pertaining to private fund advisers in order to facilitate FSOC’s assessment of non-bank financial institutions’ potential systemic risks. Evidence that the SEC’s data collection encounters accuracy and consistency problems might hamper FSOC’s ability to evaluate the systemic risk of private fund advisers. The author shows that while the SEC’s data plays a crucial role in all stages of FSOC’s systemic risk assessment of private fund advisers, FSOC relies most heavily on some of the most problematic disclosure items collected by the SEC.

The article presents the results of a clinical observation of a rapidly progressive course of systemic scleroderma (SSD) in a 45-year-old woman. The anamnesis, the clinical picture of the disease, the results of laboratory and instrumental studies are presented. Despite the adequate examination and treatment prescribed to the patient and based on the fact that she has not taken treatment for a long time, she has already developed complications and irreversible changes. Timely and targeted examination and treatment of SSDs allows you to control the course of the disease.

About 50 years ago, it was reported that pathogen-infected plants are less susceptible to a broad spectrum of the subsequent pathogen attacks. This form of induced resistance, which resembles the immunisation in mammalian cells, is called systemic acquired resistance (SAR). In the last 10 years, plant molecular biology has been revolutionised by the discovery of RNA silencing, which is also a systemic phenomenon and also contributes to plant immunity. Here, I review these two systemic phenomena in a comparative way to highlight the possibility that systemic silencing contributes to systemic immunity. This potential contribution could be in the process of gene expression reprogramming, which is needed for SAR induction, and/or in SAR signal complex, and/or in establishing SAR in remote tissues and forming priming status.

Abstract:
Criminal law regulators face difficulties in adapting to technological change. They must often operate in environments of significant uncertainty, with changing policy aims and legislative provisions that fail to ‘move with the times’. Rather than engaging with robust, let alone radical theoretical examination of their actions and structure, regulatory organisations struggle to enforce laws in communities affected by technological or systemic change, often leading to claims of overcriminalisation, inadequacy, regulatory overreach or inconsistency. This article suggests that dealing with disruptive criminality solely through legal instruments is a policy failure. Instead, a radical new framework is proposed, embedded in cybernetics (a transdiscplinary approach to exploring regulatory systems). Such a framework — systemic governance — offers a substantially altered way of managing regulatory relationships that resists disruptive change and challenges regulators to find new ways of engaging with the population they seek to influence.

Abstract:
Purpose The purpose of this paper is to describe a leanness assessment methodology that takes into account the interaction between lean elements for computing the systemic leanness and for assisting continuous improvement of lean implementation. Design/methodology/approach Key elements determining the leanness level were identified by reviewing the relevant literature and were structured as a framework. Graph-theoretic approach (GTA) was used as the assessment methodology for its ability to evaluate the interaction between the elements in the developed framework. Findings Interactions between the lean elements were configured. Application of the proposed GTA for assessing systemic leanness was demonstrated. Scenario analysis was performed and a scale was developed to assist firms in comparing their systemic leanness index. Research limitations/implications This paper is unique in developing an assessment approach for measuring the systemic leanness. In addition, this study explains how the implementation of lean thinking (LT) in a value stream can be continuously improved by proposing a systemic leanness index that can be benchmarked. The proposed approach to measure systemic leanness can be tested across different value streams in future for extending its generalizability. Practical implications Proposed framework and leanness assessment approach presents an innovative tool for practitioners to capture the systemic aspect of LT. Proposed assessment approach supports practitioners in achieving continuous improvement in lean implementation by revealing the lean elements that need to be focused in future. Originality/value Study introduces a new perspective for LT by studying the importance of interactions between the lean elements and by incorporating them to assess the systemic leanness.
