Abstract:
This book is about holistic innovation policy: its theoretical foundations, its problem-oriented approach, and its instrument choices. We start with the observation that most of the current innovation policies are not holistic because they only focus on a few determinants of innovation processes. This book provides a theoretically anchored foundation for the design of holistic innovation policy by identifying the core policy problems that tend to afflict the activities of innovation systems, including the unintended consequences of policy itself. This is a necessary stepping stone for the identification of viable, relevant, and down-to-earth policy solutions. The book also offers a critical analysis of policy instruments and their choice in innovation policy design. It is not a ‘recipe’ nor a ‘how-to’ guide. Instead, it provides analytical depth and substantial considerations about the ways in which policy might be providing solutions to problems in systems of innovation. After introducing its conceptual framework about innovation and innovation policy, the book delves into the following areas of innovation policy-making: knowledge production and research and development; education, training, and skills development; functional procurement as demand-side; change of organizations through entrepreneurship and intrapreneurship; interaction and innovation networks; changing institutions and regulations; and the public financing of early stage innovations. Its critical and novel perspective serves policy-makers, scholars, and anyone interested in the design of innovation policy. The summary chapter (Chapter 12) can be read independently of the rest of the book.

Abstract:
‘Smart infrastructure’, such as smart meters, are innovative, information-based energy technologies designed to promote systemic energy efficiency, cost savings, and to transition energy markets toward sustainable outcomes, including reducing climate change impacts. Smart meters promise innovation in electricity markets–as an enabler of demand-side services and a more distributed energy system. The chapter examines three case studies of legal reform for smart meter introduction in Australia and Germany. It concludes that the realization of the innovation promise of smart infrastructure requires the legal system to address consumer-oriented social and economic changes. While legal responses are growing in sophistication, significant questions around consumer protection remain, although Germany emphasizes consumer privacy more than Australian case studies. Finally, Germany most closely links innovation to climate change and electricity system transitions, whereas, increasingly, Australian policies emphasize the consumer benefits and innovation in the business models for electricity distribution.

Abstract:
Innovation and sustainable development have become buzzwords in the 21st century with the idea of creative destruction launched by Joseph Alois Schumpeter being the base for evolutionary economics. However, new institutional economics helps to understand the necessity of support provided to entrepreneurs and innovators by science and administration to reduce the risk of launching the said innovations. This e-book is devoted to selected types of innovation. Every type of innovation is described with the use of theoretical background and is enriched by adequate case study. Traditional division into four types of innovation, proposed by J.A. Schumpeter (1934), containing product, process, organizational and marketing innovations, was widely accepted, including European Union institutions (OECD/Eurostat, 2008). The concept of innovation has long been dominated by a technical approach to the innovation process, despite the economic arguments exposed by one of the precursors of the theory of innovation and, at the same time, the school of evolutionary economics—Joseph Alois Schumpeter. Frequently, in the context of innovation, it is indicated that organizational and marketing aspects play a part in the successful introduction of innovation onto the market. The structure of the book is based on the typology proposed by Keeley, Walters, Pikkel and Quinn (2013), which focuses on the economic character of innovations. Ten types of innovation are directly related to Schumpeter’s and Oslo Manual classification. A new set of innovations emphasize the economic side of innovation process. The technical novelties are to support new configuration, offering or customers’ experience. This new approach is based on presumptions coming from design thinking idea, leading to user—driven innovation and on cooperation with institutions and entities supporting innovation process. The chapters are devoted to every type of innovation, grouped into three major parts: innovations based on configuration, offering and experience. In the book, configuration includes types of innovations focused on innermost workings of an enterprise and its business system. Offering part contains the types of innovations, that are focused on an enterprise’s core product (good or service), or a collection of its products. The last part, dedicated to innovations based on experience, is focused on more customer-facing elements of an enterprise and its business system.

Abstract:
This book reveals how the majority of modern liberal democracies have become increasingly oligarchic, suffering from a form of structural political decay first conceptualized by ancient philosophers. The book argues that the problem cannot be blamed on the actions of corrupt politicians but is built into the very fabric of our representative systems. The book provides a compelling and original genealogy of political corruption from ancient to modern thought, and shows how representative democracy was designed to protect the interests of the already rich and powerful to the detriment of the majority. Unable to contain the unrelenting force of oligarchy, especially after experimenting with neoliberal policies, most democracies have been corrupted into oligarchic democracies. The book explains how to reverse this corrupting trajectory by establishing a new counterpower strong enough to control the ruling elites. Building on the anti-oligarchic institutional innovations proposed by plebeian philosophers, the book rethinks the republic as a mixed order in which popular power is institutionalized to check the power of oligarchy. The book demonstrates how a plebeian republic would establish a network of local assemblies with the power to push for reform from the grassroots, independent of political parties and representative government. The book proposes to reverse the decay of democracy with the establishment of anti-oligarchic institutions through which common people can collectively resist the domination of the few.
