Abstract:
The issues of setting goals, planning and forming a system of indicators of the effectiveness and efficiency of the penal system are considered. The criteria for determining the goals-tasks that are adequate to the public goals of the system are justified. Quantitative indicators corresponding to the criteria were developed, based on the contribution of the criminal justice System to reducing the socio-economic losses of society from recidivism. The contribution of the system is determined by changes in the criminal potential of convicted persons during the period of serving a sentence under a court sentence. Criminal potentials are estimated by predictive values of the aggregate of three groups of characteristics of the criminal potential of convicts, determined by the stages of the cycle of recidivism. The practical results of the use of sound methods and developed tools are based on the use of a significant amount of empirical data on the institutions of the criminal justice system and its systematic expert and statistical analysis. The monograph is a generalization and development of the works carried out by the authors during 2012-2017 in the process of preparing masters of Management for the penal system. It is intended for managers and specialists of the bodies and institutions of the Criminal Justice System, researchers, teachers of higher educational institutions who train specialists for law enforcement agencies.

Abstract:
This book deals with the issue of the quality of education systems by examining the key factors that influence learning outcomes, and by highlighting in a systemic way the determinants of this quality. I have shown the importance of considering the quality of learning outcomes as the ultimate and unavoidable objective of any education system that aims to be efficient and effective. I reviewed the theoretical bases that concern the politics, approaches and mechanisms of quality management applied to education. I developed a model called Elmandjra, which tries to explain the influence links that can exist between the inputs, the processes and the outputs of an education system, and how they must function to improve the quality of the learning outcomes. To answer the problem of the book, I compared the proposed model to the reality of the Moroccan educational system based on a research methodology that combines discussion within a focus group, and analysis of statistical data and results of international surveys concerning the Moroccan education system. The results of the work made it possible to establish a model for the quality of education systems comprising nine criteria. They also generated 52 indicators which use will enable other researchers to apply the model to the institutional assessment of education systems. I ended my book by presenting the conclusions on the state of the Moroccan education system that the exploitation of the Elmandjra model made it possible to draw, as well as by recommendations to improve the quality of the Moroccan education system, which other countries can to be inspired to improve theirs.

This chapter connects the arguments posed throughout this volume, delineates the frontiers of the indicators field, and identifies key challenges ahead, particularly for researchers and indicator developers. Throughout the chapter, it becomes clear that the most fruitful distinction among governance indicator systems is their purpose: indicators intended to raise public and government awareness of societal problems require distinctly different designs and standards than those intended for theory testing and effective policy design.

Ten indicators of political personalization, covering all of its types and subtypes, are presented in this chapter. The analysis starts with the institutional personalization of both governmental (electoral systems and executives) and nongovernmental institutions (leadership selection and candidate selection in political parties). It then turns to indicators of media personalization, of both the uncontrolled (news coverage of politics) and the controlled type (unmediated messages). Finally, the chapter looks at indicators of personalization in the behavior of politicians (legislators’ behavior) and of voters. The logic and significance of each indicator is examined, as well as its advantages and limitations; and trends developed over time are presented country by country. Potential indicators that are not used are also mentioned and their exclusion is explained.

Mounting evidence implicates psychophysiological processes in the development of relational aggression. This review discusses the state of the field regarding associations between physiological stress systems—including the sympathetic nervous system, the parasympathetic nervous system, and the hypothalamic-pituitary-adrenal axis—and relational aggression. The theoretical significance of these processes is discussed, and potential moderators of associations, such as functions of relational aggression, contextual risk, and gender, are considered. Finally, critical next steps in this research area, including the incorporation of additional physiological indicators, are reviewed. This research has the potential to advance our understanding of many of the significant questions in relational aggression research, such as who engages in relational aggression and why, and whether these behaviors result in negative or positive developmental outcomes.

The chapter examines nine of the chosen twelve indicators of party change. This group of nine contains widely used indicators and some that have been proposed and examined only by a few scholars. All these indicators examine the direct and the indirect links of parties with society. The indirect, mediated links include relationships between the extra-parliamentary organization and the “party in government” (party background of ministers and members of parliament); between the party and its members; and between parties and interest groups. The direct links with voters include voter attitudes toward parties (party identification), patterns of voter behavior (electoral volatility, electoral turnout), and the resulting party system (party system fragmentation, continuity of parties/emergence of new parties). The significance of each indicator is explained, its advantages and limitations are examined, and the trends over time for each one are presented.

Reproducibility is a core tenant of scientific enquiry, including the study of governance and government outputs. Having full access to the data and procedures that researchers used to study a phenomenon is vital for being able to understand and trust their findings. This chapter sets out best practices for the reproducibility of governance indicators. For a governance indicator project to be ‘really reproducible’, the full data as well as data gathering and analysis procedures should be easily and persistently accessible. Indicator development should be fully documented, especially via a version control system. The chapter surveys the status quo level of reproducibility among prominent governance indicator projects. While most had some reproduction material available, none were really reproducible. The chapter concludes with recommendations, including calling for a shared governance indicator hosting service that focuses on encouraging reproducibility.

This chapter deals with the dependent variable of the study: consent. It analyses workplace consent in Russia and China using three indicators that refer to the core requirements of the production systems in automotive companies regarding employee behavior: first, standardized work; and second, compliance with expectations in terms of flexibility, cooperation, and a commitment to improving processes. The third indicator of consent (or the lack of it) is the absence or presence of open criticism, resistance, and labor disputes. The chapter reveals significant and unexpected differences between the Chinese and Russian sites on all three indicators. While the Chinese factories exhibit (with some variance between the companies), a relatively high level of consent, the Russian plants have problems with standardized work, the acceptance of performance expectations, and to some extent with labor disputes.
