Abstract:
The modern apprenticeship system is considered the most effective educational form to implement the training mode of school-enterprise cooperation and work-study combination. In 2015, 2017, and 2018, the Ministry of Education established three modern apprenticeship pilot unit batches. Chongqing Aerospace Vocational and Technical College is the first batch of modern apprenticeship pilot institutions of the Ministry of Education. Chongqing Aerospace Vocational and Technical College has made practical explorations in five aspects, such as the integration of enrollment and recruitment, the construction of the standard system, the construction of teaching resources, the reform of personnel training mode and the construction of management mechanism, and shared four pilot experiences: careful selection of pilot majors, careful selection of pilot enterprises, grasping the essential characteristics of modern apprenticeship and meeting the connotation requirements of modern apprenticeship in essential teaching documents.

Abstract Switzerland has one of the best ecosystems for entrepreneurship. However, there is a blind spot with regard to vocational colleges: A systematic integration of the topic is currently missing. The initiative “Entrepreneurial Thinking and Acting in Swiss Vocational Colleges – Economic, Social and Ethical Dimensions” aims to address this blind spot. The vision of the initiative is to ensure that all 75,000 young people entering vocational colleges each year in Switzerland are given the opportunity to acquire entrepreneurial skills to enable them to play an active role in positively shaping the economy and society of the future. In the article, we focus on three key aspects of the initiative: (1) the pedagogical approach of the entrepreneurship program that allows students to develop personal initiative, entrepreneurial competences, and an awareness of sustainability; (2) the continuous evaluation of the program and the teacher training; and (3) the parallel bottom-up and top-down approach chosen to integrate entrepreneurial thinking and acting in the vocational education and training system.

The social, economic and political systems of former communist countries have faced considerable changes since the late 1980s. Most countries in Eastern and Central Europe have undergone their own individual brand of transition from a centrally planned, command system to a more or less liberalized, Western-style market economy Many observers agree that in general there is still a great deal to be done to achieve the key goal of economic liberalization, but there is little agreement among academics as to what would constitute an effective and stabilizing transition in the region. In common with contemporary Western beliefs and attitudes, much of the new thinking and hopes for economic regeneration in Eastern and Central Europe have centred on entrepreneurship and small business development. In the early years of transition, the influx of international aid became a stumbling block to the establishment of the kind of support systems that had proved crucial for the survival and growth of small businesses in Western Europe. The demand for entrepreneurial skills and the deficiencies inherent in their new labour markets exposed post-communist economies to external shocks such as those caused by the termination of COMECON agreements and the Gulf War. The longitudinal research on which this paper is based was closely modelled on ongoing work by the authors, which involves an in-depth investigation of the ‘paradox of training’, the difference between attitude and practice, that exists in the small business sector of the UK economy. Following the results of a pilot study undertaken in the UK, the research was extended to include small business sectors across Eastern, Central and Western Europe.

Abstract:
The problem of the development of emotional intelligence of future specialists in vocational education is investigated. It is established that emotional intelligence is the subject of scientific knowledge of modern domestic and foreign research. Based on the analysis of scientific and pedagogical works of scientists and the real practice of emotional intelligence, it is established that the modern labor market needs workers with a set of technical, soft, and social skills that can change according to the requirements associated with work. It has been proven that investing in skills development is critical in a country's economic growth and competitiveness. Among the necessary skills of a modern specialist, we have identified: comprehensive problem solving, critical thinking, mobility, creativity, leadership, time management, coordination with others, emotional intelligence, judgment and decision making, guidance service, negotiation, cognitive flexibility. At the theoretical level, the psychological features of the formation of emotional intelligence of future professionals in the specialization 015.36 - Vocational education are substantiated, the technology of light industry products and 015.37 - Vocational education. Agricultural production, processing of farm products, and food technology have scientifically identified ways to form emotional intelligence (involving future teachers of vocational training in various activities: game, project, cooperative, research; establishing parity in the system of interaction "student - student," "teacher - group of students," "student - group of students "; introduction of active teaching methods ("openwork saw," "pyramid," "brainstorming," etc.). The article substantiates the need and possibilities of forming the emotional intelligence of the future specialist during the student period.

Цель работы заключается в исследовании аспектов формирования технического мышления у студентов как результата образовательного процесса в системе среднего профессионального образования (СПО). Основными задачами исследования являются: анализ факторов, оказывающих влияние на развитие технического мышления у студентов СПО, оценка методов и подходов, способствующих формированию технического мышления у обучающихся СПО при преподавании общеобразовательных дисциплин и поиск наиболее действенных из них, отвечающих тенденциям глобальной трансформации процессов в сфере образования Российской Федерации. Гипотеза исследований состоит в предположении, что эффективное формирование технического мышления у студентов СПО будет обеспечено, если при преподавании общеобразовательных дисциплин в профессиональной деятельности педагоги будут использовать обновленные и эффективные методики подготовки обучающихся. Для решения поставленных задач были использованы такие методы, как сравнение, теоретический анализ, обобщение информации из открытых источников, синтез исследования и обобщения психолого-педагогической, научной, методической и учебной литературы; изучение материалов конференций по внедрению новых педагогических технологий в обучение; анализ учебно-методической литературы, аналитические методы. Результаты исследований: проблема формирования технического мышления у студентов СПО при преподавании общеобразовательных дисциплин на сегодняшний день актуальна. Решение указанной проблемы является одним из путей развития творческого и критического мышления, выступает механизмом развития мотивации обучающихся для расширения практических навыков, фактором, обеспечивающим более глубокое изучение студентами учебных дисциплин и формирование требуемых профессиональных навыков – компетенций XXI века. The purpose of the work is to research the aspects of formation of technical thinking in secondary vocational education students as a result of education process in the secondary vocational education system. The principal objects of the research are as follows: analysis of factors influencing the development of technical thinking in secondary vocational education students, estimation of methods and approaches promoting formation of technical thinking in secondary vocational education students while teaching general education disciplines and search of the most efficient ones responding the trends of global transformation processes in the field of education of the Russian Federation. The assumption of the research is that the efficient formation of technical thinking in secondary vocational education students can be ensured provided that the teachers in the their professional activity use updated and efficient students’ training methods in the process of general education disciplines teaching. To resolve the set objects such methods as comparison, theoretical analysis, generalization of information from the open sources, synthesis of research and generalization of psychological and pedagogical, scientific, methodological and study literature; study of conferences’ materials on introduction of new pedagogical technologies in education, analysis of learning and teaching literature, analytic methods are used. The research results are as follows: the issue of formation of technical thinking in secondary vocational education students while teaching general education disciplines is currently urgent, its resolution is one of the ways to develop the creative and critical thinking, being the mechanism for promoting the student’s motivation for broadening practical skills, being the factor to ensure more profound study of the educational disciplines by the students and formation of professional skills fully complying with the requirements of formation of modern skills in secondary vocational education graduates – expertise of XXI century dictated by the need of professional training aimed at communication, cooperation, creativity, innovations, critical and analytical thinking, and ability to efficiently resolve the real-life problems that will altogether allow to build an efficient strategy on improvement of current and future specialists’ training.

Results of the study. An analysis of the system of professional training of surgeons was carried out, its shortcomings were noted. Knowledge, practical skills, experience, medical thinking, logic and intuition are the most important components of a highly professional doctor, surgeon. The world experience of training specialists is presented. Conclusion. Today in Russia, a new modern system of postgraduate education of doctors of surgical specialties is being formed within the framework of the system of continuing medical education. Introduction. The current problems of non-compliance of vocational education with the new technological order and the needs of the digital economy, the demands of society and the current level of technology development actualise the need for changes in vocational education systems in different countries of the world. The connection of such changes with the labour market and the economy as a whole is direct and immediate. Solving education staffing and tackling the professional deficits of teachers of vocational education identified to date has led to the development in the Russian Federation of the Federal project “Professionalitаt” aimed at creating educational and production clusters in the vocational education system, optimising the terms of training in educational programmes and strengthening the state system of teacher training for vocational education in Russia.The aim of the article was to demonstrate and justify the approaches to the implementation of the Federal project “Professionalitаt” in terms of its human resourcing.Methods and research methodology. The study was conducted using the following approaches: a network approach, under which education acts as a system of renewable reflexive social practices inscribed in the system of communication networks (R. Collins, E. Giddens); a practice-oriented approach (D. Warneke, E.-M. Post, A. M. Novikov, D. P. Danilaev); a modular competency-based approach (E. A. Komarnitskaya, P. Pardjono, A. Tapani, A. O. Salonen, W. Wagira); a cognitive approach (R. G. Bolbakov, S. A. Dudko, B. A. Kydyrova, J. B. Feiler, E. E. Schaefer, M. E Stabio).To solve the research questions posed in the current work, the methods of studying and analysing scientific and methodological literature and normative legal documents on the research problem were used. The authors also employed pedagogical forecasting and modelling, and system analysis. The search for theoretical sources was carried out using the scientific resources of the international databases Scopus, Web of Science and the Russian Science Citation Index (eLibrary) with a search depth of 7 years.The theoretical and methodological basis of the study was the theory of the development of professional and vocational pedagogical education and the theory of designing the content of vocational pedagogical education, developed over many years by A. M. Novikov, G. M. Romantsev, O. V. Tarasyuk, V. A. Fedorov, which allowed the authors of the article to develop the possible content of the model of industrial training of a new format. The application of the main provisions of the theories of integration of the content of vocational education (V. M. Kedrov, S. I. Kornev, N. K. Chapaev) was aimed at the formation of soft and polyprofessional competencies required for future professional and pedagogical activities.Results. In the course of the study, the theoretical and methodological substantiation of the original model of the preparation of future masters of industrial training for the organisation of the educational process in the context of the implementation of educational programmes within the framework of the Federal project “Professionalitat” is given. The key (meaningful) component of this model involves the design of competence-oriented content of industrial training provided for the master (Master 2.0), which is revealed through new scientific directions in the fields of neuroeducation, distance learning engineering, Lean-Agile engineering thinking, engineering pedagogy and cognitive science of vocational training. The presented model of the preparation of the master of industrial training of a new formation (Master 2.0.) can be implemented in accordance with the following basic conditions: firstly, the integration of various branches of knowledge in the field of vocational training; secondly, a high-quality level of development of technologies and tools to improve the effectiveness of educational activities in accelerated learning; thirdly, the formation of a cluster that ensures the interaction of educational organisations of the vocational education system with enterprises of the real sector of the economy; fourthly, the creation of a scientific and educational testing ground for the development and testing of innovative content of the master’s vocational training 2.0.The scientific novelty of the research consists in the development of a model for the preparation of future masters of industrial training for the organisation of the educational process in the context of the implementation of the programmes of the Federal project “Professionalitat”.

Abstract:
The article analyzes the European standards for the evaluating digital competence, which are an important tool for increasing the level of digital competence of specialists in the field of education. The purpose of the article is to substantiate the essence and importance of forming the digital competence of future vocational training (service sphere) teachers in the process of professional training. Methods. The authors use general scientific research methods as analysis, synthesis, generalization and systematization of scientific literature. The results. To define the concept of digital competence, the various approaches and terminology used in modern scientific and pedagogical literature have been studied. The semantic content of the concept of digital competence is a leading sign of digital literacy, and characterizes the skills of working in the information and communication environment, and its socio-cultural component (relevant values and personal experience). The effectiveness of information and communication technologies (ICT) is positively influenced by the informatization of the education system, which contributes to the formation of professional competencies of future teachers. One of the defining components of professional competence is the vocational training (service sector) teacher’s digital competence, interpreted as one of the key qualities and skills for effective, informative and systematic use of ICT in their activities, indicating the teacher’s mobility, modernity and competitiveness. Currently, there is a growing demand for education professionals with non-standard thinking and the ability to promote modern content in education. Conclusions. The main attention in the article is focused on the prospects of development of this competence in future specialists in the specialty «Vocational education (Service secrtor)». The authors highlight the structure of the formation of digital competence of future vocational training (service sector) teachers in the process of professional training, namely: digitalization of the educational process, improving efficiency and transformation of interpersonal communication.

Abstract:
This article outlines the work on development of leadership potential of the US and separate European countries border guards. It elaborates in detail the significance of the officer leadership potential, importance of the leadership in the border protection system. There are enlightened the main lines of work on development of personal attributes of the border guard officer as a leader, specific features of his leadership skills formation, psychological basis of leadership training. The author discloses the programs of leadership development, being deployed in the Federal Training Center of the US Customs and Border Protection. The "Leadership in a crisis environment" training program is based on the research studies and is supposed to help law enforcement officials to raise the level of leadership skills required in crisis. This program focuses on the basic concepts of communication, cooperation, critical thinking and the features of decision-making. It provides for the creation of an environment that shapes the ability of participants to apply leadership qualities, interpersonal communication and decision-making skills in a crisis situation. In its turn, the "Leadership through Understanding Human Behavior" training program helps participants better understand themselves, interpersonal dynamics, and how their strengths and weaknesses and roles in working groups and teams affect mission outcomes. The program provides for the development of self-consciousness, the ability to recognize behavioral styles to establish relationships, required for the creation of more effective working groups and teams. There presented the topics of the "Security and Border Management Courses for Senior Leaders" for middle and senior border officers at the OSCE Border Management Staff College. It is found that in order to develop the leadership potential of border officials, foreign countries apply an integrated approach to training, paying attention to the formation of analytical thinking, the acquisition of professional management skills and abilities. In the training methodology, theoretical and practical classes, situational tasks, business games, trainings are widely used. Taking into account foreign experience, in order to increase the managerial level of future border guard officers, it is proposed to familiarize them with what it means to be a leader, how to organize work in a team, how to manage subordinates and be responsible for leading the border unit. There also outlined the importance of research on the leadership potential of the border guard officer, leadership in the border protection system, the characteristics of the officer as a leader of the border unit. The modern model of socio-economic development of Ukraine must meet an effective system of vocational and professional higher education, which can quickly adapt to market demands and provide training for skilled workers who are able to be competitive in the existing socio-economic space.. In recent years, a change in the educational paradigm is taking place in the state: from information-cognitive, inherent in industrial society, to personal-activity, based on a competency-based approach to the educational process, characteristic of the post-industrial, information society. Educational practice objectively needs to make a particular student the main figure in the educational process, thus focusing the activities of teachers of vocational education on the personification of the process of professional training. Significant changes in society, social life, the productive sector of the economy and the sphere of state services necessitate the training of a pedagogical worker with a fundamentally new type of thinking. An employee who is ready to carry out innovative pedagogical and scientific-methodical activities, professionally competent, who is able to perform constructive actions in various situations of a professional nature and carry out educational and methodological activities at a high scientific level in accordance with modern educational requirements. The article presents the main approaches to the development of professional competence of a teacher of the system of vocational and professional higher education. One of the leading components of professional development of a teacher is his ability to modern educational and methodological activities, which involves designing classes based on a competency approach, the use of innovative educational technologies, the introduction of integrated learning in the system of vocational education.

Abstract:
The article reveals the content of conceptual approaches to the training of teachers identified by Ivan Ziaziun during his professional activities as Rector of Pedagogical Institute, the Minister of Education, Director of the Institute of NAPS of Ukraine. They are based on the methodological principles, the continuity and multi- levelness of pedagogical education in Ukraine. The Concept of Teacher Education (1998) and Conceptual Approaches to the Development of Multilevel Pedagogical Education in Ukraine (2011) states that the training of future teachers to educational and pedagogical action is determined by social and educational conditions and changes in the system of teacher education. The tasks of multilevel structure of higher pedagogical education are to meet a variety of cultural, educational, theoretical,practical, scientific, aesthetic, ethical and other demands of an individual and society, raising the general cultural, scientific and vocational training in response to the needs of modern society, and the market of educational work. In the structure of the substantive and content component of the teacher's professional training, ideas of psychological and pedagogical mechanisms of personal development, value content of special subjects and ways of their humanization, strengthening the professional orientation of special disciplines and the integrative function of psychological and pedagogical science as a source of development of new paradigms of psychological and pedagogical thinking in the system of education and upbringing are gaining special significance. A teacher trained to work in a personally developing pedagogical system must have reflexive pedagogical thinking, including a categorical apparatus of self-examination, self-expertise and self-control, the basics of individual style in the future authorial system of pedagogical action, self-developmental settings, dialogue, and perception of the person's world of the pupil. Conceptual approaches identified by Ivan Ziaziun are realities of life experience and have a close connection with life, so they need to be taken into account in the current conditions of reforming the system of vocational teacher training.

Abstract:
The relevence of the paper is due to the need to substantiate the challenges and problems that hinder the processes of modernization of domestic vocational education and may pose a threat to national security and national interests of Ukraine. Purpose: to identify the main external and internal challenges for the system of vocational education in Ukraine, to analyze the identified problems, to determine the degree of their impact on the system of domestic vocational education, to substantiate the ways to overcome them. Methods: analysis of scientific and other sources – to identify external and internal challenges of the vocational education system; expert assessment – to rank the identified challenges, to determine their impact on the system of domestic vocational education and the level of danger to the national interests of Ukraine; systematization and generalization – to substantiate the ways to overcome these problems. Results: based on the analysis of modern legislative and regulatory sources, materials and recommendations of international and national scientific-practical conferences, seminars, webinars, publications in professional printed and electronic publications, a list of external and internal challenges for vocational education in Ukraine is formed; the problems determined by them are substantiated; the degree of their influence on the system of domestic vocational education is determined; proposals are formulated for their solution. Conclusions: A number of challenges have been identified: the external challenges (transformation of world labor markets due to changing energy paradigm, introduction of rational models of consumption and production, intensification of "green policy"; transition of developed countries to a new technological system and digital economy; information war against Ukraine; staff shortage labor markets and the resulting strong labor migration from Ukraine) and the domestic challenges (public and economic demand for a new quality vocational education system; high unemployment, shortage of competitive skilled workers in domestic labor markets). Based on the method of expert evaluation, we have identified the problems that, in the conditions of hybrid war, may pose the greatest threat to the national interests of Ukraine (low quality of professional training of teachers of vocational education institutions; insufficient provision of educational programs for critical thinking of modern youth; teachers and students of vocational education institutions), its economic security (inconsistency of quality of training of future skilled workers to the requirements of modern employers, insufficient formation of entrepreneurial, career, self-educational competencies of graduates; low career guidance; education), as well as environmental and energy independence (low level of energy saving and environmental competence of graduates of vocational education institutions, low motivation of partners to participate in the modernization of vocational education).

Main attention is paid to the studies of pedagogical technologies, which are used for the sake of qualitative and efficient training of specialists of aviation industry. The main purpose of vocational education and training is to help students to develop a way of thinking that would enable them in understanding the technical systems and master learning at the conceptual level. It is a well known fact that researches of pedagogical technologies are aimed at the development of mental models. They are important because: first - they make possible a reduction of time for training.That is rather essential taking into account the fact how much time the “transformation” of a student’s level of knowledge from a novice to an experienced worker takes. The researches of pedagogical technologies help to find a optimum ways for acquisition of expert type of thinking. Secondly, pedagogical technologies help to cut down expenses on training. This is especially topical during professional training of technicians, who are to better understand structural, functional, behavioral aspects of technical systems. The present study analyzed academic motivation and its relationship with dispositions towards critical thinking in a sample of 131 students of Spanish nationality and 131 students of foreign nationality (unaccompanied foreign minors and foreign adolescents who had previously experienced the Andalusian care system). For this, an ex-post-facto study was conducted which was descriptive, comparative, and cross-sectional in nature. The main analyses carried out are of a descriptive and inferential nature, the latter to analyze the differences and associations between the variables of critical thinking and motivation (ANOVA test and an structural equations models) in both groups. Main outcomes included the lack of significant differences in dispositions towards critical thinking between Spanish and foreign students, alongside the existence of significant differences in academic motivation between both of these groups. In addition to this, significant differences were found within the group of Spanish nationality students in the dimensions of critical thinking as a function of intrinsic motivation, whilst such differences emerged in the foreign nationality group as a function of intrinsic and extrinsic motivation and amotivation. Finally, within the group of Spanish students, a significant and positive relationship was found between motivation and critical thinking, being positive and non-significant in the foreign national group. In conclusion, it is necessary to improve dispositions towards critical thinking and educational motivation from the educational system for the inclusion of minors and youths in today’s society.

The work is devoted to the improvement of career guidance work in the specialty "Architecture and Urban Planning". Research objectives: 1. To study and generalize knowledge and experience on the organization of career guidance work. 2. Investigate the patterns of formation and development of thinking at different ages. 3. Summarize the data on career guidance work in the specialty "Architecture and Urban Planning" at the Dnieper State Academy of Civil Engineering and Architecture. 4. To substantiate the peculiarities of the organization of early career guidance work taking into account the laws of formation and development of different ages children thinking. The study was conducted by summarizing a number of theoretical provisions of various scientific concepts and practical experience, as an information base used official data published in the scientific literature. Conclusions. The particularity of the specialty "Architecture and Urban Planning" requires early specialization of future potential applicants for higher education, as well as the acquisition and improvement of certain skills from an early age. Early career guidance in the specialty "Architecture and Urban Planning" is the key to successful entry into the Free Economic Zone, as well as obtaining a specialty that meets the individual characteristics of the child and the maximum professional realization in future work. As a means of early career guidance, in full, should be used as a means of informing potential applicants, as well as training and selection measures for innate (features of thinking, channel perception activity) and acquired skills. Taking into account the sensitive periods of the child's development, during the organization of cognitive activity, significantly reduces the burden on the child and reorients educational activities to meet the relevant needs of certain functional systems during their formation and development. In order to save costs in the system of "learning − acquisition of knowledge" career guidance work associated with the development of certain abilities, it is desirable to conduct mainly in the relevant sensitive periods, taking into account the stages of formation and development of thinking.

The article is devoted to the problem of electronic didactic games creating and using in the process of training bachelors majoring in «Vocational Education» in higher education institutions. The Professional standard «Teacher of vocational training» and the Standard of Higher Education of Ukraine of the first (bachelor's) level, fields of knowledge 01 «Education / Pedagogy», specialty 015 «Vocational Education (by specializations)» are analysed. The aim of the study is to reveal the features of the creation and use of electronic didactic games in the process of training bachelors majoring in «Vocational Education». Methods. The research methods used by the author are the analysis of concepts and scientific sources, government documents, modelling, synthesis and generalization of the obtained data. Results. It was found that the general competencies, job functions and vocational competencies (by work action or group of work actions) of the professional standard were clearly correlated with the general and vocational competencies of the Standard of Higher Education. It is proved that the acquisition of competencies provided by the first (bachelor's) level, field of knowledge 01 «Education / Pedagogy», specialty 015 «Vocational education (by specialization)», which meet the Standard of Higher Education, will enable graduates to perform the relevant job functions of vocational education teacher in vocational education institutions. It is argued that, in connection with the digitalization, gamification and distancing of education, it is important to form the «Vocational Education» seeker’s ability to use modern information technologies and integrate them into the educational environment. It is noted that the special attention in the forming of the vocational education future teachers' ability to use modern information technologies and integrate them into educational environments should be paid to students’ ability to use electronic didactic games in the educational process. It is stated that the ability to create and use electronic didactic games, interactive exercises correspond to the methodological and creative level of the formed ability of vocational education future teachers’ to use modern information technologies and integrate them into the educational environment. The list of the most effective, according to the author’s opinion, modern web services for the electronic didactic games creation is given; the electronic didactic games developed by students in the course of the discipline «Creative learning technologies» are presented. It is noted that the game is a relevant and effective curricular and extracurricular form in the education system. The content of the concepts «didactic game» and «electronic didactic game» is considered. Conclusions. It is proved that the use of electronic didactic games in the educational process can purposefully develop critical thinking and flexibility, the ability to analyse, compare, classify, systematize, structure, generalize etc.

Первостепенными задачами данной работы является исследование образовательных инноваций в системе СПО, ориентированных на всестороннюю подготовку обучающихся, основой которой выступают общеобразовательные дисциплины; цель статьи – определение наиболее эффективных инновационных методик преподавания общеобразовательных дисциплин программ СПО, направленных на развитие критического мышления обучающихся, способность самостоятельно принимать разумные решения в современном ускоренно изменяющемся мире. Авторы статьи использовали общенаучные методы исследовательской работы: анализ методической литературы, в том числе зарубежных источников, с целью изучения теоретического и методического аспекта современных методик преподавания в системе СПО. Гипотеза исследования – применение инновационных методик преподавания общеобразовательных дисциплин в программах СПО является залогом опережающего развития системы СПО, необходимость которого определена на государственном уровне. The article is dedicated to the issues of the use of innovation methodologies of general education disciplines teaching in the professional activity of a secondary vocational education establishment teacher allowing to encourage the students and providing a forward-looking entrance to profession/specialty in the sense of modern trends in the secondary vocational education system. The priority objects of this work are the research of educational innovations in the secondary vocational education system aimed at all-round training of the students based on general education disciplines; the purpose of the article is to determine the most efficient innovative teaching methodologies for general education disciplines of secondary vocational education programs directed at the development of the student’s critical thinking, ability to make reasonable decisions independently in the modern rapidly changing world. The authors of the article used the following general scientific methods of research work: methodological literature analysis, including foreign sources, with the purpose to study the theoretic and methodological aspects of modern teaching methodologies in the secondary vocational education system. The study assumption is application of innovative teaching methodologies for general education disciplines of secondary vocational education programs being the prerequisite for the secondary vocational education system advanced development, the necessity of which is determined at the country level. Problem and purpose. The article actualizes the problem of the influence of the personal qualities of girls studying in the specialty of secondary vocational education “Design” on the effectiveness of mastering professional drawing skills. The purpose of the article is to study the influence of the personal qualities of girls studying in the specialty of secondary vocational education “Design” on the effectiveness of mastering professional drawing skills. Methodology. The work used methods of empirical research of personal qualities: the dominant perceptual modality, types of thinking, the level of creativity, as well as statistical and comparative methods of analysis. Studying the problem of the influence of personal qualities on the efficiency of mastering graphic skills allows solving the problems of developing the creative potential of innate personality inclinations, on the basis of which students master professional skills of visual activity. In the context of secondary vocational education, the study of the influence of students’ personal qualities on the successful mastering of professional skills becomes a decisive factor in solving educational problems of improving professional skills. The results of the study show that the beneficial, educational influence of parents in the family contributes to the development of the creative potential of such personal qualities as: confidence, emotional lability, contact and social activity. These socio-psychological qualities, in combination with the dominant visual-kinesthetic system of sensory perception and the creative potential of imaginative thinking and creativity, serve as the basis for the effective development of professional drawing skills in a professional training environment. Conclusion. In the course of the study, it was found that the formation of personal qualities, studying girls designers, is due to innate inclinations: the dominant visual-kinesthetic system of sensory perception, the creative potential of imaginative thinking and creativity. Favorable, educational influence of parents and positive relationships in the family, contribute to the development of students: confidence, emotional lability, contact and social activity, necessary in the development of professional drawing skills.

Attention is drawn to the creation of favorable conditions for those seeking education for the formation of such skills and abilities, the ability to creatively approach one's own work, acquiring the ability to correctly present the product of one's work, etc. With this goal, there is a constant search for the content, forms and methods of teaching educational components, the use of modern educational technologies, the development of modern educational and methodological support, the updating of laboratory-practical tasks that contribute to the formation of design skills, which are the key to the development of a creative personality. Design technology is one of the main aspects of the work of a modern teacher of technological and professional education, therefore the article focuses on the formation of design skills during the design and technology activities of students of education at various stages of the implementation of their own creative ideas. Abstract:
Purpose of the study: The article aims at revealing the peculiarities of integration processes in the field of professional and higher education against the background of integration, internationalization, and globalization of world social processes in general. Methodology: The methodological basis of the study was the philosophical and anthropological approach - in solving the problem of forming a learning personality in the system of modern social relations, activity and system approaches contributed to the identification of the place and role of a learning personality (future employee) in the modern economic and social system as a whole. Results: The most important problems of modern vocational education are revealed: the formation and becoming of a learning personality in the dynamically changing world of professions and the labor market. An analysis of the concepts of trans-professionalism and poly-professionalism is presented in the context of changing professionalism and changes in the nature and list of traditional professions. Objective and subjective factors of the development of a competently developed personality in the system of professional and higher education are revealed. The objective factors are presented as the laws of social development - divisions and changes of labor, as well as the law of labor universality, the meaning of which is to form a future specialist with universal skills and competencies - not only with a certain level of professional education, but also personal properties of creativity, mobility, communicativeness, deep responsibility for making difficult decisions, focusing on the result of his own work and, most important, with the formed skill of self-education and self-development. Subjective factors are considered to be the formation of professional thinking which should include signs of objectivity and practical functionality. Applications of this study: The materials of this article can be useful for teachers of the vocational education system in the points of a strategy of the learning personality development, building an individual path of its development, planning development and the formation of general cultural and professional competencies, etc. The results of the study are important for lawmakers in the field of vocational education in creating and upgrading educational and professional standards, bringing them in line with educational standards according to with the objective factors in the development of vocational education and subjective factors - the requirements for learning personality and for the formation of professional thinking. Novelty/Originality of this study: The interrelations of economics and vocational education are revealed on the level of educational and professional standards, requirements of employers and professional training of specialists in the system of professional and higher education.

Abstract:
Objectives: This paper proposes the use of the cognitive domain of Bloom’s Taxonomy, an educational classification system, to guide the critical thinking required for the composition of the psychiatric formulation during the various stages of specialist training. Conclusions: Bloom’s Taxonomy offers a hierarchical, structured approach to clinical reasoning. Use of this method can assist supervisors and trainees to understand better the concepts of and offer a developmental approach to critical reasoning. Application of the Taxonomy, using cognitive ‘action words’ (verbs) within each of the levels, can promote increasing sophistication in the construction of the psychiatric formulation. Examples of how the Taxonomy can be adapted to design educational resources are suggested in the article.

Abstract:
The articles considers the theoretical and practical aspects of the formation of future teachers’ readiness to develop critical thinking of preschoolers. It is argued that in the system of preschool education, which is the first mandatory part of continuing vocational education, the educator, who must be a competent specialist, capable of competitiveness, plays the leading role. It is shown that the development of critical thinking of preschoolers is a priority of the system of Ukrainian pedagogical education, that is confirmed by legal documents. The author of the article determines the main components of a preschool teacher’s critical thinking: independence, readiness for planning, flexibility, persuasiveness of arguments/provability, ability to clearly formulate questions and identify the problem, persistence, search for compromise solutions. The readiness of future educators is substantiated as an integrative personal development, which is the result of purposeful professional training of students in a higher education institution. It is characterized by the formation of general and professional competencies, which reflect the ability of the specialist to identify and implement the tasks for the development of critical thinking of preschoolers. The structural components of the future teachers’ readiness to develop critical thinking of preschoolers are characterized as motivational (goals and motives for teachers’ professional development, their awareness of the need to improve the level of professional knowledge and skills); semantic (integrated system of professional, psychological, pedagogical and methodological knowledge); technological (ability to apply professional skills necessary for the effective professional activity) and reflexive (the ability and motivation for self-development, self-awareness, and self-control). The author of the article determines the criteria and indicators for assessing the level of the formed components of readiness with their thorough interpretation. The main issues of using the technology “reading and writing for the development of critical thinking” are analyzed. Biological knowledge is one of the fundamental components of a common human culture, because without knowledge of biology it is unthinkable to develop an ecological way of thinking, to ensure the perception of the scientific principles of interaction of the Man-Nature system. The formation of a healthy lifestyle, the preservation of ecosystems, and the development of mankind are based on knowledge of biology. The purpose of the article is to develop and use a model of a methodology for organizing project-based education in biology in non-core institutions of secondary vocational education. The interrelation of theoretical knowledge and practical skills is a prerequisite for increasing the level of training of future specialists in any industry. In connection with the introduction of new FSES SPE into the work of educational institutions, secondary schools are required to improve the organization of the educational process and teaching materials. The involvement of students in the implementation of various projects leads to the development and development of project competence, and its level is determined by the number and quality of developed projects. The author concludes that the formation of competencies among students at secondary schools through project activities takes place.

One of the most important tasks of a higher medical school at the moment is the preparation of a highly qualified specialist who meets all the requirements of the labor market, that is, demonstrates not only high professional skills, but also a readiness for productive activity in an intercultural environment. The study of the work of Ukrainian universities and the analysis of pedagogical literature show the inadequacy of methodological support for the process of forming intercultural competence of students of a medical university. There is a contradiction between the growing volume of information and the crisis of didactic methods of training specialists, which requires a shift in emphasis to modern technologies of vocational training. The need to change the priorities of professional training of specialists towards the development of creative thinking and mastering by students the tools for managing their own educational activities becomes obvious. In this article the author presents a system of effective teaching technologies for the successful implementation of a model for the formation of intercultural competence of medical students in foreign language classes. The system includes the following: discussion technologies (development of students' critical thinking, the formation of their culture of communication in various situations of professional and everyday communication in an intercultural environment); game technologies (simulation model of real professional activity, aimed at the formation and consolidation of professional skills and abilities); problem technologies (modeling a problem situation without risk for participants, searching for a systematic approach to solving the problem); design technologies (independent creative work, development of presentation skills and protection of products of their own activities).

Today, high-quality higher education and vocational training is recognized by the world community as a significant dominant in the creation of a system of values by economies and the ability to quickly adapt to changing environments for production processes. Preservation and development of human creative potential is the main goal of innovative education, which should be permeated with universal values. To do this, it is necessary to make it develop harmonious thinking, which is based on a combination of inner freedom of the individual and his social responsibility, as well as tolerance. Analysis of recent researches and publications. A significant contribution to solving the problems of personnel development has been made by domestic and foreign scientists and practitioners, including O. Amosov, O. Ataeva, V. Vesnin, N. Gavkalova, G. Dessler, O. Yegorshin, V. Kovalev, N. Markova. E. Morgunov and others. Issues related to personnel development management were studied by such scientists as V. A. Savchenko, T. P. Zbrytska, G. O. Savchenko. A. O. Vornachev, A. N. Boyko, and Y. I. Kravets studied the world experience of professional training of skilled workers. Target of research to analyze the modern world experience of professional development of personnel of enterprises on the example of leading economies. Article’s main body. The article points out that the priority areas for further development of our country’s enterprises are the wider use of the experience of leading economies of the world in the field of quality management and development, formation and maintenance of a culture of quality, development and implementation of standards for personnel development, adapted to the needs of a specific organization. As the development of national vocational education becomes innovative through the use of the experience of the leading countries of the world, the need for specialists to improve their skills during work in accordance with the requirements of the modern world labor market is increasing, the national system of competences and qualifications and so on is being improved. Conclusions and prospects for the development. In order to overcome the shortage of highly qualified specialists, it is proposed to introduce at the state level legislatively regulated financial support of enterprises in the field of vocational training and development of employees, namely: (1) to develop and legislatively invest the funds in the training of employees and their professional development through loans, government tax incentives for companies to organize training, training, retraining, retraining and advanced training of staff; (2) allocate government subsidies to employers who create additional training places for industrial and on-the-job training; (3) stimulate the interest of employers in improving the professional level of staff through a system of encouraging them and improving the organization and improving the quality of education; (4) create funds for employers to transfer a percentage of their payroll to cover most of their employers’ training costs; (5) envisage, within the framework of collective agreements, the creation of training funds, the assets of which are formed either from a payroll tax or through government subsidies; (6) strengthen the responsibility of employers and employees themselves for their professional level in order to increase the efficiency of the use of funds for vocational training of staff; (6) develop draft legal acts to encourage and encourage staff to continue learning and appropriate mechanisms for their implementation (financial assistance – state or sponsorship, educational leave - partially or fully paid, grants, scholarships, etc.); (7) to encourage enterprises to expand cooperation with higher education institutions, research institutes and other institutions of social and pedagogical orientation for the development of scientific and methodological foundations of professional development of staff.

The urgency of the problem is justified by the modern requirements for professional education, which is aimed to improve a person’s individual qualities to form his innovative thinking and moral self-awareness. The purpose of the study was to consider the practicability of including the discipline "Pedagogical Ethics" in the curriculum of the training program "Pedagogical Education" as one of the essential components that create a moral basis for mastering the system of humanistic professional values and entering the professional community. The features of the development of the humanistic orientation of students' personality and the structure of their value sphere are described and the connections between various types of values, general orientation, creative component and self-esteem are revealed. The methods of humanization of the formation of young students’ personalities are proposed in the framework of the modern education system and social realities. The diagnostic results of advanced students presented in the paper make it possible to put forward a number of innovative tasks of vocational training and education at the university. In particular, the formation of professional competencies among students is associated with the need to master traditional humanistic values, which often do not coincide with the modern personal characteristics of future teachers. Abstract:
The article deals with the implementation of the experience of future railway experts training into the modern education process. The author underlines that the problem of the railway experts training is relevant during the whole period of the existence of the railway educational institutions. The burning questions are as follows: the continuity of the academic syllabi and curriculums at the different levels of the education, the correspondence of the training level to the labour conditions and railroad requirements, the dual education system, etc. In the past (the second half of the XX) the process of railway experts training was stipulated by several factors. One of them was the scientific and technical development of railway transport (for instance, the replacement of steam trains and diesel locomotives with electrical locomotives; the application of automatic systems in the railway operation, etc.). Another factor is railroad enterprise requirements (as the railway transport develops the enterprises need more qualified workers or employees with some new qualification). Thus, the railway industry required new skilled workers and the institution of railway education aimed at the training of skilled workers for different railroad branches. To achieve the aim vocational schools launched new majors and created new academic syllabi and curriculum which were relevant for the railway requirements. The author summarizes that taking into account the previous historical background, it would make sense to arrange future railway experts training at enterprises with the participation of the employees who work at the enterprise. Training within the industry has to take more than half of the total teaching hours. Such an approach provides balanced acquirement by hard and soft skills: professional knowledge and abilities, necessary key competencies as well as communicative skills, teamwork, critical thinking, etc. The author offers the draft syllabus which can be used for railway experts training within the dual education system programme.

It is emphasized that socio-economic changes in Ukraine, the processes of globalization and integration of the world community, Ukraine’s intentions to enter the European educational space have necessitated the modernization of the system of professional training of future professionals. The principles of providing the educational labor market with highly qualified specialists in education management are highlighted: the national idea of higher education, focusing on filling the content of vocational training with the latest materials, the introduction of modern innovative learning technologies based on a high level of informatization of the educational process; development of professional training of specialists in education management in the context of development trends in global education systems, in particular European ones. Professional competencies in many educational programs are defined as the preservation of moral, cultural, scientific values and increase the achievements of society, the use of various types and forms of physical activity to lead a healthy lifestyle, demonstration of knowledge of theories, methods and functions of management, modern concepts of leadership, skills to identify problems and justify management decisions, organizational design, interaction, leadership, teamwork, situation analysis and communication in various areas of the organization, independent work, flexible thinking, openness to new knowledge, critical thinking and self-criticism. The article analyzes the approaches to the definition of design culture as an important component of professional future labor training and technology teachers training. The peculiarities of formation the students design culture in the process of working on design projects are revealed. It is substantiated that scientific and theoretical tasks promote the development of students' interested and respectful attitude to design science and methodology of project creativity, independence in solving problems of project activity, search for a new methods of its implementation. The ways of successful realization of students’ project activity tasks and the basic stages in development of design projects, work on which promotes their design activity are covered. Ways of realization of project technology for the purpose of formation at future teachers of labor training and technologies of design culture which allows to carry out a number of graphic, practical, search and design works, and also allows to form and consolidate knowledge of computer graphics and methods of labor training and promotes development of project and technical thinking. After all, working on a design project opens up opportunities for students to master generalized, aggregate knowledge that can make them free from onesided development and accelerate the expansion of their worldview. The article reveals the essence of the subjective position of future preschool teachers in the process of vocational training. The content of the concepts such as «subject», «subjectivity», «subjective position» is characterized; the essence of the concept of «personal interest» is clarified. The author’s understanding of the student’s subjective position is a well-established system of his attitude to professional education, personal self-expression in the educational process of higher educational institution, to his own «Self» – his abilities, potential opportunities, individual peculiarities of mental processes (thinking, speaking, memory, imagination, etc.). As a quality of personality, the subjective position of the student is the manifestation of his positive and active attitude to his own professional training at university, cognitive activity, own efforts, specific actions, concrete acts, independence in determining the individual path of theoretical and practical learning, personal responsibility for formation of professional competence. The student’s personal interest in professional training is characterized as his aspiration, focus on deep knowledge of the future profession, manifested in cognitive needs, professional orientation, a conscious understanding of the purpose of future professional activities, responsible attitude to the tasks and content of professional training. The role and main ways of development of personal interest of the student to professional training and formation of a subjective position of the future teacher of preschool education in this process are defined.

Abstract:
The article deals with the problem of qualification advancement of civil servants in Ukraine. The article reveals the problems connected with qualification advancement of the employees of the state authorities. The article outlines the main directions of formation of the current effective system of professional development of civil servants. It was found that the mechanisms of the system of vocational training, which are used in foreign countries, mainly do not vary from the domestic tools of professional development (e.g., workplace training, on-the-job training (lectures, seminars, workshops, interdepartmental trainings), group training, distance learning), but their application in practice has certain peculiarities. Reform requires a high level of qualification and professional uniformity of the management apparatus, which will enable to provide a professional basis for the constitutional uniformity of the system of power, as well as the transition (vertical, horizontal, interdepartmental, etc.) of public servants. The establishment of systemic and innovative thinking of public servants is considered to be a new challenge of today’s realities. It should be noted that “professionalism of a public servant is intended to ensure the proper performance of duties, stability of public service, the ability to solve complex problems and the ability and readiness to improve their qualification. The main criteria of professionalism of a public servant can include: Availability of high education; competence (knowledge, skills and abilities) in performance of duties; availability of practical work experience; discipline, responsibility; accurate adherence to the law; political neutrality; organizational, managerial skills, initiative, creativity; ability and inclination to work in the service career; social protection, as well as psychological, moral and ethical qualities”. At the same time, the character and nature of performance of duties by public servants require them to have not only basic organizational and managerial skills, competence and initiative in fulfilling the assigned tasks, but also high human qualities: orderliness, self-control, modesty and self-criticism, sense of responsibility for the entrusted task, concern for state and public interests. Professionalism is the main qualitative category of a public servant, which determines the efficiency of work and his career.

The dynamic development of modern society dramatically changes the educational orientations and priorities. This is especially true of the higher education system, which must respond in a timely manner to the new challenges for the preparation of competitive future professionals. The renewal of the philosophy of school natural education, due to the need for its correlation with the current level of scientific knowledge, as well as with the realities of the modern world. In this connection, there is a problem of professional training of the future biology teacher of the new formation, oriented on innovative pedagogical activity. The recognition of the modern teacher as the subject of innovative changes defines new targets in his vocational training system. The problem of professional training of the future biology teacher does not lose its relevance. The new paradigm of science education necessitates constructive changes in the professional training of the future teachersubjectist. First of all, the process of becoming a future teacher should be professionally and pedagogically oriented. An important component of the professional development of a modern biology teacher is his personal qualities formed in the process of pedagogical training that determine the professional orientation of the future specialist. In this regard, the professional training of the future teacher of the natural sector should integrate in the content of higher education the idea of developing the creative potential of the student's personality, the recognition of students as subjects of the educational process. And the process itself, the formation of the professional competence of the future teacher, should be guided by modern natural science knowledge. The peculiarity of teaching biology in high and high school requires the modern teacher to have specific qualities, which in the conditions of the New Ukrainian School are of particular relevance. Among the most significant are the responsibility of the teacher for the results of his teaching activities. At present, the modern school is waiting for a teacher of a new formation, which is characterized by creative thinking, innovative pedagogical activity, the ability to self-reflection, which significantly expands its role functions. The development of new directions in the training of biology teachers objectively requires a rethinking of the content, forms and methods of pedagogical education, development of new approaches to teaching. In addition, the focus on European educational standards, necessitates the study of foreign teacher training experience in the context of innovation. Thus, the European vectors for the development of higher education in Ukraine necessitate changes in the methodological and psychological-pedagogical foundations of modern higher education of future biology teachers. It is the practice-oriented character of the pedagogical training of the future teacher that will provide the updating of the content of the system of vocational training of future teachers, which will significantly increase its competitiveness.

Abstract:
The article is devoted to the design and technological training of engineering and pedagogical specialists using the system of educational technical tasks. The analysis of the concepts of "task", "educational task", "technical task". The features and content of educational tasks are disclosed. Examples of educational technical problems that are used in teaching subjects of vocational and practical training are given. . The tasks were developed for health education at a higher education (higher education) level, to recognize the specialty of the technology teacher, the education service (on the basis of the Kherson State University) and the specialty of the "State Agency". It is proved that the educational task becomes educational only in conjunction with the previous and subsequent, that is, in the task system. It is demonstrated how each next task must necessarily contain elements of the previous one, however, the conditions for their use, as well as the wording or designation of the previously discussed concepts must be new. Performing repeatedly repeated operations with the same concepts and with a variation in the initial data and the form of posing questions contributes to the development of skills to solve technical problems. It is indicated that the solution of creative problems requires a future specialist to know the basics of various sciences and skills to effectively apply knowledge in each specific situation. In particular, in solving technical problems, students use drawing knowledge (analyzing graphically given conditions of the problem, schematically depicting their sentences), in physics (mechanics, electrics and magnetism, optics), they develop personal abilities for analysis, critical evaluation, generalization, and systematization. The use of educational technical tasks in the training of future specialists is an important element of their creative development, since their solution to technical ones promotes the integrated application of students' knowledge. I’m developing a system of primary technical tasks; I’m thinking for an independent robot and for activating an initial process.

The study is devoted to the problem of fundamentalization of the social workers’ professional training. The article substantiates the urgency of the fundamentalization of an educational system in general and a social education, in particular, connected with the necessity of forming the future specialist’s holistic perception of the world, and, at the same time, the profound occupation of the profession in the context of globalization challenges. The benefit of this study is that the main manifestations of the globalization of the sphere of education are outlined as: the emergence of a global market for educational services; the emergence of educational transnational corporations; the informatization of education; a convergence, which involves the merger and interpenetration of educational and social systems; an integration; the standardization of both educational systems and cultural values. It is noted by the author that the fundamentalization of the training of social workers takes place within the framework of modernization of social education systems characterized by decentralization of a social education management, the unification of the content of social workers’ training, the intensification of interdisciplinary cooperation, the internationalization of education, the introduction of distance learning technologies, etc. According to the purpose of the article, the essential characteristic of the fundamentalisation of education and specialists’ vocational training is outlined as that which provides for the transition from narrow specialized to fundamental and holistic knowledge, focused on the development of scientific forms of specialist’s thinking, its general and professional culture, and a high level of adaptability. The author of the article also outlined general methodological approaches to the analysis of education fundamentalization (systemic, synergistic, humanistic, epistemological, competence, acmeological, comprehensive, activity, person-oriented), each of them allows identifying problems of a system of the fundamentalization of the social sphere workers’ professional training, describing the ways and basic means of their solution. Moreover, it is also noted by the author that, under current conditions, the fundamentalization of education is one of the leading factors in improving its quality, the basis of professional mobility of a specialist.

The problem and the aim of the study. The formation of critical thinking is one of the most important tasks that teachers face in the vocational education system. The complexity, versatility of the studied objects, phenomena and processes of reality make it necessary for the mentors of the digital school to look for universal methods of cognition. The authors propose to use the modeling method in 3D graphics environments to form critical thinking as an important skill that meets the challenges of globalization and transformation. Research methods. The main method is modeling, as a general scientific method for studying the phenomena of reality using the analogy between the model and the original. The research was carried out on the basis of Vyatka State University for students of the training programme 44.04.01 Pedagogical education, profile Informatization of Education (master degree level). A software tool for organizing modeling as a method of teaching and scientific cognition is SketchUp. The Pearson’s χ2 (chi-square) criterion was used as a method for statistical processing of the experimental data. Results. The students of the experimental group used modeling in the environment of three-dimensional graphics at the following stages: acquiring theoretical information about the original object, creating a substitute model, developing a system of research problems, reflection, checking and adjusting the results in the conditions of the original object, the statement of a qualitatively new knowledge. The assessment of the levels of formation of critical thinking was carried out and statistically significant differences in the qualitative changes that occurred in the pedagogical system were revealed, χ2emp.2 > χ2crit0.05 (6.42 > 5.99). In conclusion, the conditions under which three-dimensional modeling contributes to the development of basic properties that ensure the formation of critical thinking are generalized: application together with other methods of scientific knowledge; modeling not only in a software environment for creating a 3D project, but also developing an Instruction as a model for its practical application; obtaining qualitatively new knowledge, etc.

The article presents and comprehends the results of an independent assessment of several digital skills of students of general education organizations. The problem of assessing digital skills is relevant the PISA international research on the quality of education, which includes the study of this competence various aspects. Digital literacy is a strategic education system direction of the Russian Federation, the Perm Region, and the city of Perm.The study provides an assessment of the digital skills of eighth graders in terms of the computational thinking and safe behaviorin a digital environment (sample of schoolchildren in the city of Perm).The research is based on a competence-based approach, consideration of digital skills in the context of assessing functional literacy, the use of big data for making management decisions in education, approaches to implementing an independent assessment in education.The most scarce trainees’ skills in the aspects of digital security and computational thinking are highlighted: critical attitude to information on the Internet; selection of Internet sources for a practical task; assessment of the capabilities of digital tools for solving practical problems. The study shows the need to improve the training of students in the use of digital technologies for solving practical problems. The authors formulate recommendations for the training of teachers of general education organizations teaching various subjects, as well as students studying in pedagogical areas of training. The revealed deficient skills of students show the need to improve the methods of teaching informatics.The authors emphasize the need to comprehend the problem of independent assessment of digital skills as an interdisciplinary problem affecting general pedagogy, teaching methods of informatics, pedagogy of vocational education, meta-pedagogy and metamethodology, big data analysis for making management decisions in education.

Abstract:
This paper purports that throughout history, there has been continuous interplay between the ideals of individual disciplines and the prevailing weltanschauung. It then suggests, using examples from the Arts, Physics and Neuroscience, that the current weltanschauung is gradually adopting a systems view. Economic theory provides a map for human behaviour but can never replicate the whole. The map is not the territory. The paper then critically evaluates the effects of a systems weltanschauung on Economic theory and practice. The current age is strongly connected with environmental issues. The attitudes, values and morality of Gen Z (people born after 1995) are very different to those of previous generations. Gen Z demands a stronger ethical/moral aspect to political, social and economic life and environmental principles A systems weltanschauung will combine a RV (which is aware of our physical presence in a undifferentiable, changing world, accepts a greater role for emotions, and uses reason to adjust to the world rather than master it) and a OV (which sets this presence in an individualised abstract way which it uses for planning and possibly controlling reality). It ends with an appeal for an interdisciplinarity of experts to enable the solution of current global problems. The thread to this paper is: first, the meaning of a systems weltanschauung is discussed. The paper then looks for signs and indications for the emergence of such a weltanschauung. This then initiates a critical evaluation of current economic thinking. It is hoped that such critical analysis and reflections will lead to a new level of ‘understanding economics’ rather than ‘economic understanding’ which would allow Economics to fulfil its potential as a useful and needed contributor to the global problems of today Systematic learning and education through art and music were regarded as just as important as mathematics to the training of the mind. The ability to think critically was more important than strict vocational training.

The article deals with the problem of the use of ICT means for the formation of professional competences of future teachers of the Ukrainian language and literature. The relevance of using e-learning resources in the system of vocational education of students-philologists is investigated. The essence of the concept of "professional competence of the teacher of the Ukrainian language and literature" is specified. The state of the use of ICT in the professional teaching of bachelors and masters of Ukrainian philology based on the analysis of the works of scientists, the synthesis of educational and methodical ideas, the generalization of their own pedagogical experience, questioning of students is determined; the experience of effective work of students of philology with ICT means in the context of vocational education is considered. The analysis of the use of e-learning tools for the mastery of Ukrainian philology by future teachers-speakers is carried out. The results of the survey and questioning of students-philologists concerning the activity and efficiency of using ICT tools in the professional training are described. It is empirically confirmed that the integration of ICT means into the traditional methodology of teaching the professional disciplines to future teachers of the Ukrainian language and literature makes it possible to improve the attitude of students towards vocational education. It is provided that the blog of the Ukrainian Language Cultural Center at Kyiv Borys Hrinchenko University is a significant educational potential for the professional training of students of philology since it is an important modern tool for maintaining new ways of teaching the language and it contains accessible electronic resources that are useful for the professional growth of future language teachers and affects educational activity of students positively. This article focuses on the educational potential of the Facebook community of the mentioned Center which brings professional education closer to the student, helps him to study, communicates in the Internet, and acquires the ability to continuous education despite the distance between the members of this Facebook community. It is generalized that active activities in the environment of the Facebook community of the Center develops the skills of critical thinking, communication in the virtual space, emotional intelligence, ability to process and structure significant information of the Ukrainian-speaking direction. The prospects of research on the use of ICT means for the professional training of the teacher of the Ukrainian language and literature have been determined.

The article analyzes and summarizes Ukrainian and international scientific experience about soft skills, which are non-technical, non-material, specific personality skills, which in combination with hard skills, ensure the successful self-realization of higher education applicants in their future professional activities. A survey of employers of the specialty Secondary education in subject specializations was conducted and the need for higher education applicants to acquire such soft skills as critical thinking skills, effective oral and written communication, ability to work in a team, self-motivation, creativity, moral tolerance, stress resistance, pedagogical leadership, etc., and the need to update and improve the quality of training for higher education applicants in pedagogical institutions of higher education. Within the framework of a scientific study, taking into account the professional standard “Teacher of an institution of general secondary education”, an attempt was made to identify ways to form soft skills for higher education applicants in the implementation of educational and professional programs of the specialty Secondary education in subject specializations at the Sumy State Pedagogical University, in particular, the study of the cycle of general and vocational training, practical training, final certification, non-formal education, building an individual educational trajectory, etc. The forms and methods of teaching are considered – seminars and laboratory classes, trainings, independent work; essays, project activities, abstracts, discussions, presentations, which is of particular importance in the era of online learning. Theoretical and practical developments of scientific research that are structured on the basis of analysis, generalization, and empirical methods will contribute to the modernization of educational and professional programs, the improvement of the internal system for ensuring the quality of higher education.
