Abstract:
Social partnership, as interaction between the state, employees and employers, functions in all the democratic states. Social partnership became one of the important quality assurance factors in VET, which make influence on the change, innovation and renewal processes in the VET system. On the one hand, social partners have been involved into the identification of the curriculum aims, implementation and evaluation processes; on the other hand, they have been also involved into the VET policy-making. For Lithuania, with the dominating school-based VET model, it is characteristic that for a long time the interaction between the activity and education systems was influenced by the supply principle: training of specialists was organised according to the decisions and possibilities of the educational system not taking into consideration demands from the labour market. Social dialogue in Lithuania had to be born in extremely difficult situation. Initiatives of social partners were blocked by the centralised system; there was no culture and tradition of social dialogue, labour relations were affected by the soviet regime. The research problem is defined by still fragmented relations and interaction between the activity and education systems, vocational education and training sub-system, and vocational education and training quality assurance processes, influencing social partnership. Socialinė partnerystė darbdavių, darbuotojų ir valstybės institucijų sąveika – veikia visose demokratinėse valstybėse. Socialinė partnerystė tapo vienu iš svarbių profesinio rengimo kokybės užtikrinimo veiksnių, sąlygojančių kaitos ir atsinaujinimo procesus profesinio rengimo sistemoje. Socialiniai partneriai ne tik įtraukiami į profesinio rengimo turinio tikslų nustatymą, jų įgyvendinimą, pasiekimų ir rezultatų vertinimą, bet ir dalyvauja formuojant profesinio rengimo politiką, administruojant ir organizuojant profesinio rengimo veiklą. Lietuvoje, kur dominuoja mokyklinis profesinio rengimo modelis, švietimo sistemos ir veiklos pasaulio ryšiai ilgą laiką buvo veikiami pasiūlos principo: specialistai buvo rengiami neatsižvelgiant arba minimaliai atsižvelgiant į veiklos pasaulio poreikius. Socialinis dialogas Lietuvoje turėjo gimti ypatingai sudėtingomis sąlygomis. Viena vertus, socialinių partnerių iniciatyvą stabdė ne tik centralizuotai valdoma profesinio rengimo sistema, žemas profesinio mokymo prestižas, bet ir darbo santykiai, kurių formavimuisi įtakos turėjo sovietinė sistema. Abstract:
This study draws upon a methodological approach based on the use of objects to explore the experiences of a group of teachers undertaking a Masters-level Continuing Professional Development programme. Eight Respondents were invited to bring three objects to their interview that represented significant aspects of their practice in relation to the course. These objects afforded an exploration of respondents’ views, experiences and consideration of the impact of the programme on their professional identities. In order to engage analytically with the data the work draws upon notions of spatiality as well as the later work of Foucault on truth and subject formation. The thesis considers the role of professional learning as shaped by the current policy process and, how professional learning is, in turn, shaped by the teachers undertaking the course. Such a consideration allows for a methodological take on the CPD process as one whereby people, as well as objects, such as ‘standards’, play equally important roles. In drawing upon the later work of Foucault (1984a, 1984b) analysis of the data considered the ways in which the practices of the course that the teachers engaged with (Askēsis) lead to a desire to speak their mind and express ideals of truth about educational practice (Parrhēsia). This means that in thinking about their practice through the activities and processes of the programme encourages the development of the ethical work of the teacher. In the light of such problematisation, this study encourages a rethinking of both policy and practice and argues for a change in the discourse of education from the concept of professional development to that of professional learning within a relational and ethical framing.

Abstract:
Vocational Education and Training (VET) in Australia has experienced an unprecedented rate of change in recent times dominated by economic discourses that point to the need for the VET system to contribute to economic development. This discourse includes increasing the competence of the present and future workforce to meet the emerging needs of the economy so Australia can compete in the global market. The VET sector in Australia operates within a National Training Framework that has been constantly changing over the past decade. This study considered the impact of the changing nature VET policy on trainers of VET. The study explored the proposition that there is a link between VET trainer competency and a high level of non-compliance in the delivery and assessment aspects of the Australian regulatory standards. This study includes an environmental scan, a review of key literature, interviews, a survey and findings from focus groups that relate to the VET trainer profile, impacts of sector changes and benchmarks for trainers of VET. The study draws on both quantitative and qualitative data to determine some of the impacts of policy changes on trainers operating within the system, from regulatory to operational perspectives. This study identifies a basic profile of VET trainers in Australia. It found the pace of change of government policy, regulatory changes, expectations of industry and changes in learners had placed considerable strain on VET providers and their trainers. Some of the challenges identified by trainers included the capacity to reflect the requirements of National Training Packages and meets the needs of the diverse learner’s, and the use of new technology. They identified increased stress levels and pressure of time constraints to produce results. The evidence indicated the disparity of content, delivery and assessment and modes of the benchmark Certificate IV in Training and Assessment was not conducive to consistency in trainer competency and ability to meet the changing needs of the VET environment. An important conclusion was that the benchmark qualification for training and assessment within the VET sector does not provide sufficient skills and knowledge to enable trainers to confidently adjust to the speed of evolution within the VET sector. The findings led to recommendations that may help to inform government and policy makers who hold responsibility for the VET sector in Australia of possible future considerations in relation to trainers of VET.

Abstract:
This thesis describes a prototype virtual reality (VR) training system. E scSOPE-VR, designed and implemented for Hydro-Quebec by graduate students at McGill University and Ecole Polytechnique de Montreal. The project was motivated by the necessity of providing a realistic training environment for substation operators, while ensuring their safety and the network's integrity at all times.
With the simulator, trainees can carry out all the switching operations necessary for their work in absolute safety, while staying in a realistic environment. A speech-recognition system controls the training session, while audio immersion adds a dimension of realism to the virtual world. An expert-system validates the trainee's operations at all times and a steady-state power-flow simulator recalculates network parameters. The automatic conversion of single-line diagrams enables the construction of three-dimensional models of substation equipment.
The present thesis focuses on the speech command, audio, video and network aspects of the system. A survey of current VR applications and an overview of VR technology are followed by a summary of the E scSOPE-VR project.

Abstract:
This research has demonstrated that design thinking (DT) could be used as a professional development (PD) methodology for Vocational Education and Training (VET) trainers in understanding and applying reasonable adjustment (RA). The use of design thinking has the further benefit of raising the trainer’s empathy and understanding of the impact of injury and disability upon a person’s life and the significance of RA outside of the training context. A workshop (PD session) was designed and conducted to explorer the relevance and success of the PD framework and the use of design thinking in developing an understanding and applying RA. The structure of the PD, the methods and the tools used supported the development of empathy, which facilitated new learning in RA through action and experience, and assisted in the transformation of the trainer’s point of view and assumptions. The PD increased the trainers’ confidence by utilising the existing skills and knowledge of the VET trainers and the inclusion of individual work and group work. The RA problem posed by the PD assisted in creating motivation for learning as it provided expectancy, instrumentality and valence. The outcomes of the workshop identified the relationship between the participant’s willingness to participate and the development of new ways of thinking. These new ways of thinking assisted in the development of empathy, which allowed for new learning The use of design thinking as part of the PD enhanced the development of empathy, facilitated learning including the ability to understand and apply RA.

Abstract:
The sectoral and occupational structure of Britain and West Germany has increasingly changed over the last fifty years from a manual manufacturing based to a non-manual service sector based one. There has been a trend towards more managerial and less menial type occupations. Britain employs a higher proportion of its population in the service sector than in manufacturing compared to West Germany, except in retailing, where West Germany employs twice as many people as Britain. This is a stable sector of the economy in terms of employment, but the requirements of the workforce have changed in line with changes in the industry in both countries. School leavers in the two countries, faced with the same options (FE, training schemes or employment) have opted for the various options in different proportions: young Germans are staying longer in education before embarking on training and young Britons are now less likely to go straight into employment than ten years ago. Training is becoming more accepted as the normal route into employment with government policy leading the way, but public opinion still slow to respond. This study investigates how vocational training has adapted to the changing requirements of industry, often determined by technological advancements. In some areas e.g. manufacturing industry the changes have been radical, in others such as retailing they have not, but skill requirements, not necessarily influenced by technology have changed. Social-communicative skills, frequently not even considered skills and therefore not included in training are coming to the forefront. Vocational training has adapted differently in the two countries: in West Germany on the basis of an established over-defined system and in Britain on the basis of an out-dated ill-defined and almost non-existent system. In retailing German school leavers opt for two or three year apprenticeships whereas British school leavers are offered employment with or without formalised training. The publicly held view of the occupation of sales assistant is one of low-level skill, low intellectual demands and a job anyone can do. The traditional skills - product knowledge, selling and social-communicative skills have steadily been eroded. In the last five years retailers have recognised that a return to customer service, utilising the traditional skills was going to be needed of their staff to remain competitive. This requires training. The German retail training system responded by adapting its training regulations in a long consultative process, whereas the British experimented with YTS, a formalised training scheme nationwide being a new departure. The thesis evaluates the changes in these regulations. The case studies in four retail outlets demonstrate that it is indeed product knowledge and selling and social-communicative skills which are fundamental to being a successful and content sales assistant in either country. When the skills are recognised and taught well and systematically the foundations for career development in retailing are laid in a labour market which is continually looking for better qualified workers. Training, when planned and conducted professionally is appreciated by staff and customers and of benefit to the company. In retailing not enough systematic training, to recognisable standards is carried out in Britain, whereas in West Germany the training system is nevertheless better prepared to show innovative potential as a structure and is in place on which to build. In Britain the reputation of the individual company has a greater role to play, not ensuring a national provision of good training in retailing.

Abstract:
This study takes its starting point in the problematic relationship between skills and welfare policies. It poses Sweden’s vocational education and training (VET) as a case which has seen the kind of tripartite efforts that might help us better understand the dynamics underlying a highly developed mixture of social citizenship and efficiency. To better approach this case the study also seeks to combine the theoretical insights provided by the Varieties of Capitalism (VoC) and Power Resources Theory (PRT) schools of thought, capitalizing on an ability to see “both sides of the coin” that such a combination may entail. But to avoid the presumptions that have formed around notions of stable “models” or “worlds”, the study also takes an inductive stance, forming a dialectic strategy that leans heavily on the work of historical institutionalism. Thus a general research question is posed: how can we explain the developments of Sweden's VET as an arena for welfare policies - during the period 1946-1991 - by combining an inductive approach with the insights gained from the theoretical frameworks represented by PRT and VoC? The study proceeds by tracing developments in Sweden’s VET during two sub-periods, taking into account both ideological and business-interest concerns. The aim is first to establish an account of “how” the institutions changed over time. The subsequent analysis brings back the theoretical framework to provide explanations. The study arrives at a number of conclusions: it first of all finds that Sweden’s school-based VET of 1971 itself rested on a firm “cross-class settlement”, which persisted through the reforms of 1991. But when seen as an arena for welfare policies, the foundation appears much weaker: while the reforms of 1971 were influenced by an ambitious welfare policy agenda, the ensuing changes arguably rolled back some of the comprehensiveness and universality previously associated with the labor movement’s education policy. Two underlying hypotheses are presented that focus on the strategic role played by “general skills”: the first hypothesis is that organized capital’s reliance on large firms played an important role in weakening its position vis-a-vis labor, thanks to its dependence on the kind of widely diffused general skills that the labor movement had strategic access to. The second hypothesis is that the same reliance on general skills created difficulties for the Social Democratic Party to create a new cross-class settlement, as circumstances changed. The conclusion suggests further studying the area of general skills as a power resource itself in a comparative perspective.

The Department of Rehabilitative Services of the Commonwealth of Virginia is charged with the responsibility of assisting eligible citizens (clients) with physical and/or psychological handicaps to enter, return to, or remain in gainful employment. To accomplish this goal, it is often necessary to have the client undergo training in Job Search Skills (JSS). Part of this training includes helping clients to develop better job interviewing skills. Empirical evidence gathered in recent years indicates, however, that anxiety associated with job interviewing is a major problem for many clients. This study was designed to field test a relaxation training technique to help vocational rehabilitation (VR) clients reduce their job interview anxiety. The subjects were 60 adult VR clients (46 males and 14 females) participating in a five-day JSS training program. The subjects were randomly assigned to one of two treatment groups: The experimental group (n = 30) and the control group (n = 30). On the first day of the program, all subjects were administered the Trait Anxiety Scale of the State-Trait Anxiety Inventory (STAI). Experimental subjects received relaxation training and practiced self-relaxation during the five-day program. Control subjects received a placebo training exercise. On the fifth day of the program, all subjects completed the STAI State Anxiety Scale and had their blood pressure taken immediately prior to participating as the interviewee in an audio-videotaped simulation of a job interview. Data were analyzed using frequency distribution, chi-square analysis, t-tests, and multiple regression analysis procedures. Results showed that the experimental group had significantly (p .01) lower state anxiety scores than the control group. In addition, the groups were found to differ significantly on trait anxiety, years of education, age, and body weight. The interaction effects of these variables were discussed. It was concluded that relaxation training had a significant effect in helping rehabilitation clients to reduce their job interview anxiety. The implications of the findings for JSS training programs were discussed.

Abstract:
The process of IT integration into labour market vocational training in smaller regions of Lithuania is very slow because of the shabby budgets of vocational training schools and low computer literacy of the staff. This is the main problem, why information systems in these institutions are not created and used. Thus, almost all documents, related to the administration of labour market vocational training are filled in manually. With integration into EU, the number of trainees from labour market raised tow-three times in Lithuania and time costs of vocational training administration increased as well. To reduce the time costs of vocational training administration, information system of vocational school adult training department is created. Guidelines for users of created information system are also presented.

Cette recherche interroge la mise en œuvre d’ambitions, chez des adultes suivant une formation professionnelle à l’AFPA. Nous proposons de comprendre comment s’élaborent et se concrétisent, au contact d’une institution, des démarches volontaires visant à infléchir le cours des trajectoires personnelles. Le point de départ de cette recherche réside dans l’interrogation de projets qui, professionnels au premier abord, s’avèrent révélateurs de constructions identitaires en train de s’opérer. Nous proposons de recourir à une analyse sociologique des ambitions, afin de comprendre la structuration, le déroulement et les effets des interactions entre le système de formation et ses publics. De part et d’autre, la formation est un moyen, répondant à des enjeux qui dépassent le seul apprentissage effectué. Nous voulons saisir comment ces enjeux distincts sont mis en relation et travaillés d’une façon conjointe. Observée dans sa concrétisation, l’ambition se révèle une dynamique sociale, produite par le cours des trajectoires et explicitant l’orientation escomptée de la construction biographique des personnes. L’analyse des ambitions éclaire ainsi les modalités de convergences entre les cadres de jugement individuels et les modus operandi de la formation professionnelle pour adultes. La mise à jour de ces phénomènes de convergences et divergences nous permet alors d’étudier comment parviennent ou non à s’accorder l’offre et la demande de formation lorsqu’elles entrent en relation
This research questions the implementation of ambitions, adults in vocational training. We propose to understand how voluntary approaches develop and concretise to alter the course of personal trajectories, in contact with an institution. The starting point of this research lies in the question of projects, professional at first, that appear to reveal identity construction process. We propose a sociological study of ambitions, to understand the structure, conduct and interaction effects between the training system and its publics. On both sides, the training is a mean to respond to several issues that go beyond the learning achieved. We want to understand how these separate issues are linked and worked in a joint manner. Observed in its realization, ambition reveals social dynamics, produced by the current paths and explaining the expected orientation of the biographical construction. The analysis of ambitions shows how convergence between individual judgment and the adults vocational training program’s modus operandi. The demonstration of these phenomena and differences allows us to study how supply and demand for adults training manage to grant together or not, when they come in contact

Abstract:
The Federal education system has 12 nationally accredited and portable qualifications issued by the Australian Qualifications Framework (AQF) which cover three sectors; Higher Education, Vocational Education and Training (VET) and Schools. A mandatory minimum bachelor qualification together with education units, state registration and ongoing professional development is imposed for all classroom music teachers. In direct contrast, however, Australian studio piano teachers and school instrumental teachers may or may not have formal qualifications, registration with professional associations, or ongoing professional development. All teachers must be registered with State registration boards for Working With Children (WWC) but no monitoring controls exist for studio teachers. Qualifications are available from public examination boards, private enterprises and state Music Teacher Associations (MTAs) but these are not recognised within the national system and consequently have no status or portability, although they are used and recommended within the industry and higher education institutions as course prerequisites. The aim of the current study was to investigate whether a National Accreditation System (NAS) for Australian studio piano teachers could be a viable system, adding unprecedented professionalism to the field and drawing upon the existing systems of government, private industry and educational institutions. In the thesis, current systems of accreditation, education and training available for classroom music teachers, school instrumental music teachers and other recognised professions such as lawyers, engineers, accountants, health professionals and sports coaches were reviewed as a comparative basis upon which to assess similar contexts for studio piano teachers. Results are combined with a survey of Australian piano teachers' perceptions, from which the study ascertained the extent to which studio piano teachers' needs were being catered for and met in available systems of accreditation and training.

Diese Arbeit beschäftigt sich mit der Aus- und Fortbildung von Lehrkräften der beruflichen Bildung in Entwicklungsländern und leistet einen Beitrag zur Disziplin „Berufsausbildung in der Dritten Welt“, einer Disziplin der Berufspädagogik. Sie verbindet Aspekte der internationalen Berufsbildungszusammenarbeit aus deutscher Sicht mit Aspekten der vergleichenden Berufspädagogik, des internationalen Projektmanagements sowie der Didaktik und Methodik im Kontext der beruflichen Bildung. Im Mittelpunkt der Schrift steht eine empirische Untersuchung zur Aus- und Fortbildung von Lehrkräften der beruflichen Bildung in der Volksdemokratischen Republik Laos mittels eines nationalen in-service-trainingsystems, das durch deutsche und laotische Experten im Zeitfenster 2000-2003 erfolgreich und nachhaltig eingerichtet wurde. Das System mit der Bezeichnung „Multiplikatoren-Trainingssystem (MTS)“ basiert auf einem erprobten deutschen Konzept, das seine Transferfähigkeit in mehreren Entwicklungsländern bereits nachgewiesen hat.

This study provides an analysis of the impact of the introduction of the FET system at Colleges in the Free State, with reference to Motheo FET College. The aim of the research was to explore the perceptions of Motheo FET staff on the implementation of the FET system. It is believed that these perceptions have far-reaching implications on aspirations of the stakeholders with regard to the implementation and success of the FET system at Motheo FET College. The literature has revealed that legislation, namely, the FET Act 98 of 1998, the SAQA Act 58 of 1995 and the Skills Development Act 97 of 1998, form an indispensable past of the FET sector and also provide all stakeholders with a frame of reference and guidelines to manage the new FET system for Motheo FET College effectively and efficiently. The study also has revealed that success in the FET sector will be achieved by closing the gap between “education and training” and also ”theory and practice”. Removal of the fragmentations in education through a co-ordinated, flexible and high-quality FET system will result in employability and employment opportunities for FET learners. It has become clear that the above objective may be best achieved by strengthening co-operation between the Department of Education and the Department of Labour, in which case a new system of learnership should be identified as a mechanism to enhance collaboration between the aforementioned departments. A literature study, interviews, observations and site analysis were used as data collection methods. Four major themes were formulated from the analysis of data, namely, transformation of the FET sector, ensuring equity in all respects regarding FET matters and ensuring equality in all aspects within the FET sector. The important findings were discussed at length and thereafter, the summary, discussions, conclusions and recommendations were drawn from the findings.

O presente trabalho se propõe a analisar o perfil de formação dos trabalhadores de nível médio que desenvolvem atividades relacionadas à assistência farmacêutica no Sistema Único de Saúde (SUS). A partir da revisão da literatura pertinente às áreas de Assistência Farmacêutica e de Educação Profissional Técnica de nível Médio em Saúde no Brasil, e da realização de um conjunto de entrevistas com trabalhadores de nível médio, Farmacêuticos e docentes de graduação em farmácia em uma unidade de saúde do SUS, localizada no município de Salvador – Bahia, buscou-se identificar as atividades desenvolvidas por esses trabalhadores em seu ambiente de trabalho e sua relação com o perfil de formação sugerido no Catálogo Nacional de Cursos Técnicos para o Técnico em Farmácia. Por fim, ao realizarmos uma síntese da análise das entrevistas, constatamos que apesar do discurso favorável em relação à necessidade do Técnico em Farmácia nas unidades do SUS, os trabalhadores de nível médio que desenvolvem atividades relacionadas à assistência farmacêutica carecem de uma formação profissional adequada às necessidades dos serviços realizados, tendo em vista as lacunas de conhecimentos e técnicas voltadas para o entendimento da natureza e objetivos inerentes às suas atividades. Nessa direção, pressupomos que a possibilidade de uma formação técnica de nível médio desses trabalhadores amplie a sua área de atuação e promova o reconhecimento da profissão de Técnico em Farmácia.

Le développement de l'usage de simulateurs dans les formations techniques et professionnelles tend, pour des raisons économiques et de modernité, à se généraliser. Cette tendance est perceptible dans les établissements gabonais sans que l'on puisse savoir si cette introduction est justifiée, que l'on considère le point de vue didactique - qu'est-ce que leur introduction modifie dans le rapport au savoir ? – ou du point de vue de l'enseignement – qu'est-ce que cela modifie dans les pratiques des enseignants ? – ou encore du point de vue des élèves – quel impact ont-ils sur les apprentissages ? La thèse présentée vise à comprendre les conditions de légitimation de cet usage dans la formation des élèves de la filière maintenance des systèmes motorisés et dans quelles logiques de formation ils s'inscrivent. Paradoxalement, les résultats montrent que, d'une part, les simulateurs pallient dans une certaine mesure les déficits chroniques d'équipement des établissements gabonais. Mais, d'autre part, ces résultats soulignent toute l'ambiguïté que leur usage véhicule. En effet, cet usage impacte le processus d'enseignement apprentissage qui se déconnecte des besoins de formation. Pour les enseignants, les simulateurs ne sont que peu utilisés lorsqu'ils existent alors que ceux qui n'en ont pas ont tendance à leur prêter de nombreuses vertus pédagogiques. Cette tendance se retrouve à peu près à l'identique chez les élèves
The development of the use of simulators in technical and vocational trainings tends to generalize, for economic and modernity reasons. This tendency is perceptible in the Gabonese schools without one being able to know if this introduction is justified, if we consider the didactic point of view - what does their introduction modify in the report with the knowledge ? - or from the point of view of teaching - what does that modify in the practices of the teachers ? - or from the point of view of the pupils - which impact have do on the learning ? The presented thesis aims at understanding the conditions of legitimation of this use in training of the pupils of the sector of the maintenance of the motorized systems and in which logics of formation they fit. Paradoxically, the results show that, on the one hand, the simulators mitigate to a certain extent the chronic deficits of Gabonese equipment of the vocational schools. But, in addition, these results underline all ambiguity that their use conveys. Indeed, this use impacts the process of teaching-learning which is disconnected from the needs for training. For the teachers, the simulators are little used when they exist whereas those which do not have any tend to lend many teaching virtues to them. This tendency is found about with identical at the pupils. In fact, the only equipment of the establishments is not enough ; it is clear that their introduction must be thought in terms of curricula, of teacher training and of acculturation of the pupils through the development of a technology education in their general education

A relevância da formação profissional justificou a implementação de um modelo de certificação de entidades formadoras, tutelado pela Direção-Geral do Emprego e das Relações de Trabalho (DGERT). A avaliação do desempenho dessas entidades está prevista nesse modelo, através de um processo de autoavaliação, com base em indicadores. Neste contexto, o presente estudo versa sobre a temática da qualidade, com um enfoque no domínio da atividade formativa, de modo a contribuir para a definição de um painel de Indicadores de Acompanhamento e Avaliação de Desempenho (IAAD). Constituíram objetivos específicos deste trabalho: a avaliação da relevância de um conjunto de indicadores, destinados a aferir a qualidade formativa; a análise da respetiva aplicabilidade ao Sistema de Formação Nacional e a verificação dos grupos de indicadores mais associados. Os resultados obtidos demonstram que os indicadores mais relevantes situam-se, quase exclusivamente, ao nível dos resultados da atividade formativa. Contudo, tendo em conta que um sistema de indicadores deve estar alinhado com o modelo de funcionamento da formação, foi possível assinalar outros indicadores, ao nível dos recursos e do processo formativo, ainda com um grau de relevância significativo. Concomitantemente, os resultados demonstram que os indicadores considerados mais relevantes são aplicáveis à realidade nacional, porquanto os dez considerados mais pertinentes são exatamente os mesmos que são julgados como os mais aplicáveis.
The relevance of training justified the implementation of a model of training providers certification, tutored by the Directorate-General of Employment and Labour Relations (DGERT). Performance evaluation of these entities is foreseen according to that model, through a process of self-assessment, based on indicators. In this context, the present study deals with quality concept, with a focus in training activity, in order to contribute to the definition of a Monitoring and Performance Evaluation Indicators Panel. The specific objectives of this study were: the evaluation of the relevance of a set of indicators, designed to assess the training quality; the analysis of the respective applicability to the National Training System and the check of the associated indicator groups. The results show that the most relevant indicators take place, almost exclusively, in terms of the results of training activity. However, given that an indicator system should be aligned with the model of training operation, it was possible to point out other indicators, at the level of resources and training process as well, although with a significant degree of relevance. At the same time, the results show that those indicators considered the most relevant are applicable to the national reality, because the ten ones indicated as the most pertinent are exactly the same that are considered to be the most applicable.

The thesis is focused on promoting the training of systems thinking using board game. The primary goal is to create a board game, useful for training of the information managers. The secondary objective is to describe process of the design and creation of board game. The theoretical basis of the thesis is to define the profile information manager and demands for his skills further description of the principles of systems thinking and game theory. External work output is a prototype board game. The theoretical part of the paper discusses in particular the principles of board game , systems thinking and psychological effect on the player so that it can pass through the game players more experience. From the perspective of the theory of systems thinking are discussed and applied basic principles of feedback, causal thinking and system archetypes. Theory of board games then processes the options and mechanisms to transmit the necessary knowledge and experience. In the practical part thesis focuses on the description of the mechanisms used in the game Dynacorp and their justification in terms of teaching systems thinking. Conclusion The paper evaluates the fulfillment of the set objectives, the potential of game and describes future goals.

Diese Dissertation umfasst drei Aufsätze, von denen sich die ersten beiden mit dem Phänomen der beruflichen Mobilität von Arbeitnehmern im westdeutschen Arbeitsmarkt befassen. Der erste Aufsatz untersucht für Absolventen einer dualen Berufsausbildung die kausalen Lohneffekte von Mobilität über Firmen und Berufe hinweg. Die Instrumentenvariablenschätzungen, welche exogene Variation in regionalen Arbeitsmarktcharakteristika ausnutzen, zeigen, dass Berufswechsel innerhalb des Ausbildungsbetriebs einen Karrierefortschritt darstellen. Bei Jobwechseln dominiert der Verlust von firmenspezifischem Humankapital. Allerdings nimmt der Lohnverlust nicht weiter zu, wenn zusätzlich zur Firma auch der Beruf gewechselt wird. Angesichts dieser Ergebnisse dokumentiert der zweite Aufsatz Muster von beruflicher Mobilität in Westdeutschland über den Zeitraum 1982--2008 innerhalb von und zwischen Firmen. Die Häufigkeit von beruflicher Mobilität hat seit 1982 zwischen Firmen signifikant zugenommen und innerhalb von Firmen signifikant abgenommen. Die Analyse betrachtet zudem mögliche Erklärungsansätze für diese Entwicklungen, wie zum Beispiel den demografischen Wandel oder den Zusammenhang zwischen beruflicher Mobilität und Arbeitslosigkeit. Der dritte Aufsatz untersucht den Zusammenhang zwischen Produktmarktderegulierung und Arbeitsmarktergebnissen. Die Reform der deutschen Handwerksordnung von 2003 wird als natürliches Experiment genutzt, um mögliche Einflüsse der Abschaffung von Markteintrittsbarrieren auf selbstständige und abhängige Beschäftigung zu untersuchen. Da Zweifel an der Gültigkeit der identifizierenden Annahmen aufkommen, können die Schätzergebnisse nicht kausal interpretiert werden. Dennoch legen die Ergebnisse zumindest in Teilen nahe, dass der in der Literatur bereits dokumentierte positive Effekt auf selbstständige Beschäftigung plausibel ist, wohingegen die Reform vermutlich keinen Anstieg der abhängigen Beschäftigung in den deregulierten Berufen zur Folge hatte.
This thesis comprises three essays, out of which the first two study the phenomenon of worker mobility across occupations in the West German labor market. The first essay studies the causal wage effects of mobility across firms and occupations among graduates from apprenticeship training. Exploiting variation in regional labor market characteristics the instrumental variables estimations indicate that occupation switches within the training firm involve a career progression. For job switches the loss of firm-specific human capital seems to dominate. However, the wage loss does not grow when an occupation switch occurs simultaneously. In light of these results, the second essay in this thesis studies patterns of occupational mobility in West Germany over the period 1982--2008 separately within and across firms. Most importantly, occupational mobility rates across firms have significantly increased since the early 1980s, while within-firm occupational mobility rates have significantly decreased. The essay also assesses potential explanations for these developments, such as demographic change or the relationship between occupational mobility and unemployment. The third essay in this thesis studies the relationship between product market deregulation and labor market outcomes. It exploits the 2003 reform of the German Crafts Code as a natural experiment to study how the abolishment of barriers to firm entry may affect self-employment and dependent employment. Since there are doubts regarding the validity of the identifying assumptions, the results cannot be interpreted causally. Nevertheless, the analysis at least partially corroborates the evidence for a positive reform effect on self-employment documented elsewhere in the literature, while the reform seems not to have had a positive effect on dependent employment in the deregulated crafts occupations.

System dynamics modelling has been used for around 40 years to address complex, systemic, dynamic problems, those often described as wicked. But, system dynamics modelling is not an exact science and arguments about the most suitable techniques to use in which circumstances, continues. The nature of these wicked problems is investigated through a series of case studies where poor situational awareness among stakeholders was identified. This was found to be an underlying cause for management failure, suggesting need for better ways of recognising and managing wicked problem situations. Human cognition is considered both as a limitation and enabler to decision-making in wicked problem environments. Naturalistic and deliberate decision-making are reviewed. The thesis identifies the need for integration of qualitative and quantitative techniques. Case study results and a review of the literature led to identification of a set of principles of method to be applied in an integrated framework, the aim being to develop an improved way of addressing wicked problems. These principles were applied to a series of cases in an action research setting. However, organisational and political barriers were encountered. This limited the exploitation and investigation of cases to varying degrees. In response to a need identified in the literature review and the case studies, a tool is designed to facilitate analysis of multi-factorial, non-linear causality. This unique tool and its use to assist in problem conceptualisation, and as an aid to testing alternate strategies, are demonstrated. Further investigation is needed in relation to the veracity of combining causal influences using this tool and system dynamics, broadly. System dynamics modelling was found to have utility needed to support analysis of wicked problems. However, failure in a particular modelling project occurred when it was found necessary to rely on human judgement in estimating values to be input into the models. This was found to be problematic and unacceptably risky for sponsors of the modelling effort. Finally, this work has also identified that further study is required into: the use of human judgement in decision-making and the validity of system dynamics models that rely on the quantification of human judgement.

Quality assurance has been a vexed and troubled journey for private providers in South Africa in a complex and burdensome educational environment. It is well recognised that private providers are significant role-players in the provision of education and training in South Africa and the stated intention is to create a more enabling regulatory framework The focus of this thesis is on the private providers at the post-school level. The quality assurance regime was examined and contextualised to analyse what is required, and to determine how the private provider is impacted by the regulatory requirements for the establishment and operation of a private tuition provider in South Africa. The experience of private providers, CEOs of professional bodies, ETQA managers and ETD practitioners was investigated using a mixed methods research approach. The conclusion is a call for a far more streamlined system with a centralised oversight body, greater stakeholder consultation, less political interference and a deeper appreciation for the contribution that private providers make to the education of learners in South Africa.

In order to effectively improve the professional functions and quality of manpower, vocational training has become a fast and effective way to enhance the development of workforce. Due to the rapid changes in the industrial structure, nowadays, the vocational training is unable to catch up with the evolution of the trend, curriculums needs innovation, equipments need research and development, teachers need enhancement, human resources must be properly developed and used. With the features of vocational training:shorter time-consuming and the more significant effect , the limited resources of the vocational training institutions can’t be properly used, and also outsourcing units are able to cope with the rapid industrial development and connect the importance of economic construction to create courses. For these reasons, making vocational training courses outsourced is already an important system of national policy. The implementation of the system must based on standard, it must be ready to fix the problem and direction. The relevant supporting policies must with the developed measures in order to response to the evolution of the environment and industry, and having the flexibility to adjust contingency at any time for effectiveness of development and use then providing diversification of services and diversity of training courses for enhancing the effective labor force with international competitiveness. Under the mutually beneficial relationship, the outsourcing unit has become an important partner, however, the partnership which plays an important role in the positioning and stance cannot be ignored because it will affect the effectiveness of training outsourcing and the overall performance of national vocational training. Therefore, through interviewing outsourcing units, this study investigate the problems the outsourcing units encountered, then to actively develop and establish a communication platform for making specific recommendations from outsourcing units as a reference on the policy of training outsourcing.

On the stage of training, designing, implementation, auditing, and outcomes assessment for drawing up the plans of the “Taiwan TrainQuali System, TTQS” as the indicators of enterprises evaluation, training program process and labor organizations to apply for the directing programs. To ensure the reliability and accuracy of the training process in enterprise, and provide a way for organization in self-assessment and training quality improvement. By setting up TTQS system, the capacity and performance can be enhanced. This study is 2011 TTQS institutions edition issued by the Government to encourage the performance of outstanding enterprises in all aspects of assessment, and compare to the principle of the European Foundation for Quality Management, the EFQM and convert it to the TTQS weight contribution and thus to understand further for award enterprises focusing on the various elements. In this study, the framework of the EFQM Excellent model as a core concept to combine TTQS and EFQM. Combining both of them creates of a new model. Therefore, this study constructs a new award enterprise, and non-awarded enterprise (general institutions, trade unions, training institutions and organizations). The results showed that the scores of TTQS weight contribution are inconsistent in both awarded enterprise and non-awarded enterprise, and so are the weight contribution of enablers and result. The score of “audit” from the enabler, awarded enterprise gets more scores than non-awarded enterprise; However, non-awarded enterprise gets more scores in the rest of planning and implementation. In the enablers non-awarded enterprise gets the highest scores. As we can see, the institutions much focus on the “performance,” which is so-called the overall organization's performance instead of the financial performance, including the quality of staff and training personnel. All of them have a positive elevation and improvement.

The purpose of this study was to develop strategies to improve Technical and Vocational Education and Training (TVET) in Swaziland. It has been 68 years since the TVET education was introduced in the country, but it has slowly been coming forth, especially in providing for the needs of society and industry. For this reason, the researcher wanted to find out what could be delaying the progress of the TVET system by developing some strategies to improve this aspect of training. The fundamental research questions were based on the strategies that could be developed to improve the TVET system in Swaziland and the importance of ensuring pre-service and in-service training for special target groups. It was worth mentioning that since the TVET policy had been officially launched and implemented, different stakeholders who would be expected to fully support and understand what the policy entails would recognise its functions. The policy states that skills training should be introduced in the school system at the earlier years of starting the school system to create awareness and love for various skills at an early age. In addition, it is imperative that the country give priority to the TVET versus the academic education as it had been proved through the unemployment rate that the jobs are actually shrinking whilst the work in the market is in abundance. Hence, there was a need to strategise methods of successfully implementing the TVET policy in order to benefit the government’s efforts in the aims and objectives set in the policy The study aimed at examining the challenges faced by the country in implementing the policy so that it could effectively address the TVET education in the most positive and successful manner. The main findings form part of the important basis of the study by providing evidence of research phenomenon that it is anticipated to denote. The findings of the study were discussed according to the participants’ responses collected during focus group interviews and individual in-depth interviews. Further developments for TVET improvement of the study showed the findings portray that there is a need to improve resource efficiency strategy and the private sector/industry should provide support to TVET students, via internships, attachment of identified relevant training staff, sharing of equipment or the provision of training programmes.

To improve insufficient labor force for agricultural, the Workforce Development Agency performs a project of Dual System of Vocational Training Project. The goals of this paper are to analysis the satisfaction of employee and the willingness of agricultural business to join this project. Moreover, this paper using questionnaire to investigate the effects of satisfaction and background of employee on “hours” and “quota” which agricultural business provides, and to estimate whether these effects are influenced by joining Dual System of Vocational Training Project. Our sample focuses on the large-scaled agricultural units such as farms, farmer associations, and cooperative associations, including 152 agricultural units. Before attending the Dual System of Vocational Training Project, the average value of satisfaction of the present workforce is 3.86, implying that this satisfaction is between common and agreeable. And we find that the average value for background of employee in agriculture is 3.94, implying between common and agreeable. Furthermore, after involving into the training, the average value of the present situation of the agricultural units is 4.10, implying that between agreeable and very agreeable. The effect of present employee’s satisfaction is insignificant on agricultural units offering “hours”, while this effect has a statistical significant influenced by Dual System Training. And, the effect of the present employee’s satisfaction has a statistical insignificant on agricultural business offering “quota”, but this effect has a statistical significant influenced by Dual System Training. In addition, the direct effect of employee’s background on agricultural units offering “hours” is 0.38 and statistical significant(p=0.000)at the 5% level. Our results find that the effect of employee’s background on agricultural business offering “quota” is 0.16 and statistical significant (p=0.05). Thus, the employee’s backgrounds have a positive impact on agricultural units offering “hours” and “quota”.

The purpose of this research was aimed at the proposal for having a new Thai TVET QA system. Focus group discussion, interview, comparative Thai and German TVET QA system, the archival data were used with the implication of the IAD Framework as the theoretical reference to explore and investigate the phenomena and the problems of Thai TVET QA system. It was found that Thai TVET QA system by internal and external QA were in the form of the top-down “management” and the loose “monitoring” system including the diverse “interpretation” and the limited “communication”. The varied “interest” and the absence of the “influence” were also found. Those phenomena came the significant factors affecting TVET QA which were 1) changeability and transferability of people, 2) distance among the people, 3) diversity and disparity of assessment system and information, 4) limited communication, 5) varied interest, and 6) absent influence respectively. The research found those 6 factors affecting the success of TVET QA system and implementation. This research proposed the necessity for having more involvement at the policy bodies in a form of a “sub-committee” and the establishment of “institution or agency” to link between the colleges and the policy bodies. For external QA, it would be effective if the external assessment agencies would be established for networking and cooperation. In addition, there was the need for having a new TVET QA structure at the college by having the “department committee” responsible for QA at the department level.

Poor quality TVET provision in Botswana has prompted the government to attempt to revitalise the system. The country’s two educational reviews in 1976 and 1993 have been very instrumental in guiding the overall education and training provision in Botswana. These reviews saw the establishment of the country’s first National Policy on Vocational Education and Training in 1997, and the Botswana National Qualifications Framework (BNQF) and the Botswana Training Authority (BOTA) in 2000 to ensure quality and raise standards by harmonising existing training provision. This study focused on stakeholder perceptions of current TVET practice since the inception of NPVET (1997) and Revised National Policy on Education (1994) and the challenges brought about by these changes. Quantitative and qualitative methods of inquiry were used to collect data from stakeholders. For the quantitative part of this study, surveys were used to collect data from TVET Learners, TVET Lecturers in the sampled eight Government TVET institutions (4 Technical Colleges and 4 Brigades) and Employer groups in Botswana. For the qualitative part, interviews were held with Government officials. The SPSS software package was used to analyse quantitative data while NVivo was used for qualitative analysis. Findings from this study point to many variables that hinder the system’s relative effectiveness. Some of these included fragmentation of the current TVET system in Botswana, minimal stakeholder involvement, limited resources for effective delivery of TVET programs, and inadequate instructional methods. Another important finding was that TVET Learners in the Brigades felt disadvantaged in terms of resources compared to their counterparts in Technical Colleges. Moreover, recognition of TVET qualifications and progression pathways within Government TVET has proven difficult. Thus, the study concluded that a holistic approach was needed involving all key stakeholders in formulation and implementation of policies and programs to address the short, medium and long term measures to improve the TVET system’s effectiveness in Botswana.

To build the Knowledge document management system of the Dies class of Tainan Training Center, Bureau of Employment and Vocational Training, the relational meaning of “knowledge” and “knowledge management” can be known from literature review, for defining the concepts of knowledge management. Then it can be defined the frame and function of knowledge document management system in this research, meanwhile, through the demand of system analysis, the frame chart of knowledge document management system could be induced at initiate step. The Dies design and manufacturing technology class of Tainan vocational training center can use this system practically when system was completed. At last, it used questionnaire to evaluate system design and to get feedback from users. The impact on the organization and its members. The difficulties encountered when adopting the system, and made recommendations for the system. This research collected qualitative research, through in-depth interview, have four conclusions:First, adopt Competency-Based Program Quality Certification System can promote the training Standard Operating Procedures, and enhance the effectiveness of the courses. Second, Competency-Based Program Quality Certification System may increase the administrative work load of members. Third, the main difficulty at adopt Competency-Based Program Quality Certification System, was the industry experts couldn't achieve a common consensus. Finally, lack of the awareness, credibility and reward incentive is the main problem on implement this system. Expect this study can let Competency-Based Program Quality Certification system more perfect, and improve the quality of competency.

In recent years, governments have implemented many types of policies about employment supports to solve the problem of youth unemployment. Among these polices, the vocational training which aims to improve adolescent’s job skills and work abilities becomes the focus of public attention. The Japanese government established “Japanese Dual System,” which is based on the German dual vocational training system to deal with the problem of youth unemployment such as neet, freeter and high unemployment rate. In addition, the Taiwan government based “German-Taiwanese Vocational Training Project” on the German dual system in 2003. In response to the changes of industry and social environment, the government modified the project in 2009. This study will investigate the Japanese dual vocational training system by the literature analysis including the content of policy, the current status of implementation and the training effectiveness for adolescents. By analyzing the advantages of “Japanese Dual System,” this study aims to make some recommendations to the Tai-Ger Project.

This study adopts documentary analysis and comparative education as the research methods. The former is aimed at the literature of VET in Finland and Sweden, such as related documents, research reports, books, web pages of information and education messages as a study reference materials, which support to establish research framework. The selected Comparative Education method is George Z.F. Bereday's comparative method in education. The method contains four steps, description, interpretation, juxtaposition and comparison. Due to the effects of rapid transition of industries and recession, unemployment rates in Taiwan have become higher and higher. Scholars claims that our young people’s lack of sufficient knowledge and skills have made themselves not qualified for the markets and caused the unbalance in the labor markets. This also makes them fear of not getting a job after graduating form school. For this reason, our government has adopted the Dual System from German vocational education into the Cooperative education in Taiwan, known as Dual System of Vocational Training Project, to develop students’ vocational skills and plan to make vocational education and vocational training of industries merge. This present paper concerns about the Study of Effects on the Implementation of Dual System of Vocational Training Project. In this paper, we have discussed some important literature about this project and interviews works to investigate the process of this project and students’ performances. In addition, analyze the forming background, policies planning and practicing of the project. Our study has found that the two-track training model of the Dual System of Vocational Training Project is of absolute multi-value for the training of middle-class technical personnel and deserves to be promoted vigorously. However, as there are still real environmental factors in policy formulation and implementation, this study recommends that schools and institutions should be provided with multiple options to schedule their job training hours; through cross-ministerial meetings, the integration of today's youth assistance programmes will maximize the implementation of government resources; sound communication channels between enterprises, schools and students to implement the training staff skills training, in order to improve the technical and vocational education and vocational training one of the operation, so that Dual System of Vocational Training Project graduates, more competitive into the workplace.

The aim of this research is to comprehend the mentoring functions and influencing factors for apprentices of dual system of vocational training project. To achieve the goal of this research, questionnaires are used. The subjects are the sophomore-apprentices in two-year college of dual system of vocational training project in 2011-2012 school-year. 540 copies of questionnaires are sent. 359 copies are validly replied. The valid-replied rate is 64.07%. For further analysis, I used ”One sample t-test”、”Independent sample t-test”、”One-Way ANOVA” and ”Multiple regression analysis” to prove the hypothesis of my research. The conclusions of this research are: 1. The apprentices consider that the dual system of vocational training project has its function in career developing, however, with little lack of social-supporting and role-modeling. 2. Male apprentices, compared with female ones, have higher awareness of the achievement in the function of the dual system of vocational training project. 3. The apprentices with male masters have higher awareness of the achievement in the function of the dual system of vocational training project in comparison with those with female masters. 4. The apprentices assisted with the same gender masters have higher awareness of the achievement in the function of the dual system of vocational training project in comparison with those with the opposite gender masters. 5. The apprentices with experienced-colleagues as their master have higher awareness of the achievement in the function of the dual system of vocational training project in comparison with those with supervisors as their training masters. 6. Apprentices in industrial and serving areas have higher awareness of the achievement in the function of the dual system of vocational training project in comparison with those in managing areas. 7. The apprentices considered that factors of “the personality of the master”, “the personality of the apprentice”, “the working conditions”, and “the interactive relationship between the master and the apprentice” all contributed to the function of the system. 8. The higher advantageous situations in “the personality of the master”, “the working conditions”, and “the interactive relationship between the master and the apprentice” are, the better avievements in the aspects of “mentoring functions”, “career-developing”, “social-supporting” and “role-modeling” in this training project.

In the time of globalizational impact and knowledge being networked, vocational training offers people the necessary skills and knowledge by way of short term courses. Today, how to provide effective vocational training within a short period of time becomes one of the most important issues in this network era. However, the trainers play the key roles which can affect the training performance for the trainees and training centers. This research analyzes the context and influences concerning the performance of contracted vocational training staff. After reviewing literature and interviewing 12 experts, There are four aspects for studying, such as: (1) basic and on the job training, (2) selection and employment, (3) job and duty, and (4) benefits and salary. To sum up these data analysis, the conclusions are as follows: (1) The contents of system change First, professional courses for the trainers have been replaced by general subjects. Second, the contracted staff was adopted for the replacement of the retired trainers. Taking Taoyuan training center as example is currently filled with administrative staffs who are the contracted persons; and the other five centers are also employing the contracted staffs, the contracted staff has had the difficulties to hold their concurrent post. This will result in lower elasticity on arranging personnel matters and decreasing welfare. (2) The influences of system change. It causes training programs conducted by training centers stagnated, and made outsourcing training continuously expanding. Most of contracted staffs don’t have enough abilities on planning and managing. Otherwise, contracted staffs’ further education only focuses on how to increase teaching technique not for improving the competence of planning and management. It doesn’t really good help on controlling outsourced training programs. On the other side, contracted staffs also have to respond in vocational training. The total training times are above 80 hours per month but the payments are too low to attract senior experts on vocational training.

The Gambia being a Least Developing Country (LDC) that aims at reaching the international set standards for development such as Millennium Developing Goals (MDGs) through different strategies one of which is human resource development; the country has put in place coherent strategies for human capital development through improved Technical and Vocational Education and Training (TVET) system, which are undoubtedly serving as a catalyst for national development. In spite of this commendable move, efforts are still needed to better shape the TVET system in accordance with international standards which could be done by integrating Information Communication Technology (ICT) the prospects and challenges of which this research examined. In this study, technology integration is thus viewed as the use of computing devices such as desktop computers, laptops, handheld computers, software, or internet in TVET system for instructional purposes. The main method of data inquiry for this study was qualitative research technique. Besides document review, semi-structured interviews were administered in MoHERST, NTA, TVET institutions, GAMTEL and Taiwan ICDF. Triangulation was used as the 20 participants were drawn from different levels based on information reached. Results showed that both government and TVET institutions were ready to an extent on all the four aspects of the study but, technical and financial challenges override all the other challenges. Interestingly, GAMTEL was found to have enough BROADBAND capacity and Taiwan ICDF was also found ready to the teeth to handle most of the challenges identified.

In the early time, the people working at government institute based the paper signed as work attendance management basis. With technological advances in recent years, the institutes began to adopt a different approach to manage the people’s work attendance management. In response to the times change and to make work attendance achieve the greatest benefits, Council of Labor and Vocational Training Council Vocational Training Centre under the Executive Yuan has used fingerprint machine operation online to replace the paper's operations since 2006. Therefore, colleagues can know the status of work attendance online by using personal fingerprint recognition. However, the fingerprint recognition related products invades the personal privacy issue, which has been widely discussed. Also, because the fingerprint identification is inconvenience to use, higher performance products have to market in response to the requirement. In response to organization reformation implemented by the Executive Yuan by 2012, Central Vocational Training Center will be merged with Zhong Zhang Tou District Employment Service as Labor Zhong Zhang Tou subsidiary so that the data processed will become huge, and therefore it will result in more burden to the center. The use of fingerprint machines will increase the load due to increased staff, which will also cause colleagues waiting at the long lines inconveniently during work attendance time. To this end, implementing RFID systemsin District Vocational Training Center for work attendance will become a major change and innovation for work attendance management. By using the characteristics of RFID readers and tags, and integrating with database, it can implement an online system to manage the status of employees’ work attendance. Due to RFID real-time nature of read and write features, you can control access to people's identity through the database and the management system to monitor if employee have come to work, and can achieve the real-time personnel management conveniently and efficiently.

The educational goal of industrial vocational schools(IVS) is to cultivate basic-level technicians. IVS students are able to receive effective technical drills in practice classes. Therefore, this study developed a learning platform, called Learning Management System(LMS), in a practice factory, utilizing competency-based teaching design for an IVS electronics practical training course as an example. According to personal learning progress, students can download teaching materials anytime anywhere through LMS to help them learn and to communicate with teachers efficiently. After classes, through LMS not only can students review their course work, but teachers can also realize how students learned by the learning records stored in LMS to accomplish adaptive learning. Furthermore, in order to achieve reusablilty as well as interoperability, teaching materials of this study were designed based on Sharable Content Object Reference Model(SCORM) distance learning standard to solve the difficulties of digital learning material development and employment in interoperability and reuse, and to establish Learning Content Management System(LCMS) data base to collect SCORM learning materials. This thesis established a three-tier Mobile Learning System(MLS), combining users, M-Learning Application Server and M-Learning Database Server, and designed a competency-based M-learning teaching system, thus creating a pervasive learning environment.
