Abstract:
The monograph presents the research questions of efficiency of functioning of national standardization system of the Russian Federation, which was conducted by the authors in the framework of the analytical work on the order of Minpromtorg of Russia in 2018 (the state contract from April 17, 2018 No. 18401.16Д0190019.10.002) taking into account the actual directions of development of national standardization system of the Russian Federation and additional generalizations. The assessment of the current scenario of the development of the national standardization system of the Russian Federation was carried out using comparable indicators of the national standardization systems of France, Germany, great Britain and the USA. The findings and proposals were based on the results of a survey of civil servants at the Federal and regional levels on approaches to strategic dimensions of standardization. The methodology of forecasting the development of the national standardization system of the Russian Federation includes a scenario approach and a method of constructing dispersion diagrams (bubble diagrams) and sufficiently illustrates the current state of Affairs in the field of standardization at the national level. The developed tools will require additional configuration when changing the current development scenario from "inertial" to "progressive". A number of author's proposals to change the current scenario of development of the national standardization system of the Russian Federation are presented. It is of interest to a wide range of readers and specialists in the field of public administration, standardization and can be used in the preparation of curricula and manuals for undergraduate, graduate and further education.

During the 1860s, a cult of sensation took full hold of cultures across much of Western Europe and North America; as the term “sensation” implies, this craze was linked to developments in neurology. This chapter focuses on one particular network in the construction of the modern neural subject, a network that connects elements as seemingly diverse as railway trains, changing notions of risk and trauma, and the newly popular form of melodrama dubbed “sensation drama,” with the emblematic scenario of the person tied to the train tracks and rescued in the nick of time. This “railway rescue” scenario emerged in the late 1860s, spread like wildfire, and continued in our collective consciousness to the present. This chapter traces the explosive rise and iconic significance of this scenario, and concludes by reading a Dickens short story that reflects on melodrama and the ghostly traumas of industrialized sensation.

This chapter describes two scenarios, the two possible ways in which the final act of the European project plays out. In the first scenario, European authorities remain confident that they have essentially been on the right track and they continue to make modest course corrections, which they believe will ensure a brighter European future. However, the elusive and frustrating pursuit of deeper economic and financial integration causes more economic and political damage. Setbacks and crises recur to test the euro and its accompanying political vision. In the second scenario, the pro-European vision, European authorities recognize the important truth that “more Europe” will not solve Europe's most pressing economic and social problems. They dismantle the economically counterproductive and politically corrosive system of fiscal rules and rely more on financial markets to enforce fiscal discipline. Paradoxically, the euro survives, not because it adds value but because it becomes largely irrelevant.

Basic concepts and definitions of radiative transfer modeling are introduced. The applicability of single scattering to aerosol retrievals is demonstrated. A two-stream formulation of radiative transfer is introduced. The two streams, upwelling and downwelling radiation, are selected to angularly represent average atmospheric properties: Relatively simple, two-stream calculations form the basis for much practical calculation, particularly of hemispherical fluxes in stratified atmospheres. Following this development, the most usual method for replacing the general integrodifferential equations obtained when setting up a scattering scenario by a system of linear equations is demonstrated.

This chapter includes a summary of respiratory physiology, respiratory mechanics (pressure-volume relationships and compliance, airway resistance and the work of breathing) and the pulmonary circulation (pulmonary vascular resistance, shunt and lung zones). Measurement of respiratory flow, lung volumes and diffusion capacity is summarized, as well as measurement and interpretation of arterial blood gases. The physics behind capnography and pulse oximetry are explained with abnormalities related to clinical contexts. The common clinical scenarios of respiratory failure and asthma are discussed with initial management and resuscitation.
