Abstract:

The monograph presents the research questions of efficiency of functioning of national standardization system of the Russian Federation, which was conducted by the authors in the framework of the analytical work on the order of Minpromtorg of Russia in 2018 (the state contract from April 17, 2018 No. 18401.16Д0190019.10.002) taking into account the actual directions of development of national standardization system of the Russian Federation and additional generalizations. The assessment of the current scenario of the development of the national standardization system of the Russian Federation was carried out using comparable indicators of the national standardization systems of France, Germany, great Britain and the USA. The findings and proposals were based on the results of a survey of civil servants at the Federal and regional levels on approaches to strategic dimensions of standardization. The methodology of forecasting the development of the national standardization system of the Russian Federation includes a scenario approach and a method of constructing dispersion diagrams (bubble diagrams) and sufficiently illustrates the current state of Affairs in the field of standardization at the national level. The developed tools will require additional configuration when changing the current development scenario from "inertial" to "progressive". A number of author's proposals to change the current scenario of development of the national standardization system of the Russian Federation are presented. It is of interest to a wide range of readers and specialists in the field of public administration, standardization and can be used in the preparation of curricula and manuals for undergraduate, graduate and further education.

Abstract:

The monograph is devoted to the methodology of material and technical support of railway transport. According to the types of activities, the nature of the material and technical resources used, technologies, means and management systems, Russian railways belong to the category of high-tech industries that must have high quality and technical level, reliability and technological efficiency in operation. For this reason, the logistics system itself, both in structure and in the algorithm of the functions performed as a whole, needs a serious improvement in the quality of its work. The economic situation in Russia requires a revision of the principles and mechanisms of management based on the corporate model of supply chain management, focused on logistics knowledge. In the difficult economic conditions of the current decade, it is necessary to improve the quality of the supply organization of enterprises and structural divisions of railway transport, directly related to the implementation of the process approach, the advantage of which is a more detailed regulation of management actions and their mutual coordination. In order to increase the efficiency of its activities and develop the management system, Russian Railways is developing a lean production system aimed at further expanding the implementation of the principles of customer orientation, ideology and corporate culture. At the present time, the solution of many issues is impossible without a cybernetic approach to the formulation of problems of material and technical support and logistics analysis of information technologies, to the implementation of the developed algorithms and models of development strategies and concepts for improving the business processes of the production system. The management strategy, or the general plan for the implementation of activities for the management of material resources, is based on a fundamental assessment of the alignment and correlation of forces and factors operating in the economic and political field, taking into account the impact on the specific form of the management strategy. The materials will be useful to the heads and specialists of the directorates of the MTO, CDZs and can be used in the scientific research of bachelors, masters and postgraduates interested in the economics of railway transport and supply logistics.

Abstract:

The monograph is devoted to current trends in international taxation, aimed at developing a methodology for countering the erosion of the tax base, as well as practical issues of its application in modern Russia and abroad. The results of the BEPS Project initiated by the G20 member countries under the leadership of the OECD were evaluated. The analysis of the Russian rules for determining transfer prices for intangible assets in the light of the OECD recommendations issued under the BEPS Project is carried out. The article summarizes the legal approaches to countering the abuse of Double Taxation Agreements abroad and shows their development in Russia. The economic analysis of the scale and consequences of the erosion of the national tax base is made. An assessment of the potential fiscal and economic effects of the creation of special administrative regions in the Kaliningrad Region and Primorsky Krai was carried out. Recommendations on the strategy of the long-term tax policy of the Russian Federation in the field of international taxation have been developed. It is addressed to economists, lawyers, managers, managers and specialists of federal government bodies, as well as teachers, postgraduates and students of economic and law universities and faculties, students of the professional development system.

Abstract:

The monograph is devoted to the study of conceptual approaches to the development of information and analytical support for the development of strategic assets in fund-intensive companies. Abstract:

Literary education and language education are connected by a relationship of mutual exchange. On the one hand, without the mastery of appropriate language skills it is impossible to grasp the complexity of literary works. On the other, improving language competence is one of the multiple aims of literary education. Moreover, considering the current multicultural dimension of the Italian school system, teaching literature from an intercultural perspective provides an opportunity to foster the development of relational skills while discussing the meaning of the works. In this scenario, we explore the state of the art of literary education and the teaching of literature in Italy and we consider their implications with language education, intercultural education, and intercultural communication. Furthermore, we present both a model of literary and intercultural communicative competence and a hermeneutic and relational method, also aimed at improving language acquisition and promoting intercultural awareness. In our view, literary and intercultural communicative competence makes it possible to communicate effectively in events where the language is spoken in order to understand literary texts, to identify the original meanings, to discuss their significance from the students’ current perspective, and to formulate critical judgements. The aim of the volume is to offer content and methodological resources for the teaching of literature that can impact positively on the development of language and relational skills. Thus, we draw up some guidelines aimed at increasing students’ motivation for studying the works, fostering their active participation and allowing literature to preserve its educational function.

Abstract:

The central theme of this book is to appraise the role of planning to maximize the rate of economic growth, and improve the standards of living and quality of life of the people in India since Independence. The book addresses four core areas. First, it delves into the circumstances which led to the adoption of planning and presents a comprehensive analysis of the economic scenario that unfolded in the six decades between 1951 and 2011, documenting shifts in growth and development strategy. Second, it explores the rate and pattern of economic growth, and traces reasons behind the shortfall in growth rate from the target. Third, the book contextualizes the backdrop against which economic reform measures were introduced to understand how different areas and sectors of the economy were integrated with the reform process. Fourth, it analyses the transition from growth measures pursued until the 1970s, to a mix of growth and redistribution from the 1980s, and then to inclusive growth in the 2000s, and finds out how income, especially of the poor and marginalized sections of the population increased. It makes an assessment of the level and change in poverty over time, and the impact of economic growth on poverty reduction. These four thematic areas of the book are essential to understand the process of economic growth and its impact on the lives of the people in India's rapidly changing socio-economic environment. Finally, it assesses the economic scenario in the 2010s, when planning was abandoned, and pinpoints the reasons behind dipping growth rate, and suggests measures for its revival.

Abstract:

CORFO was one of the first national development banks in Latin America, and played a decisive role in Chile’s national development strategy. In recent decades, its relative scale has diminished significantly. Its financial support currently represents only 1% of Chile’s GDP and has switched from giving credit directly to becoming a second-tier institution whose main instruments are not loans but guarantees. Its support for strategic sectors has been decisive to incentivize innovative, value-added activities, such as the Start-Up programme or renewable energy projects. Nonetheless, its limited scale severely reduces its potential ability to transform Chile’s economy or deploy a countercyclical role in a crisis scenario. This study suggests that CORFO could take advantage of Chile’s mature capital market, by raising additional funds through bond issues.

Abstract:

The monograph presents the results of international research activities on the pedagogical education and professional training development in the modern socio-cultural environment. Abstract:

The book explores the vital link between population health (what the health system is aiming for) and the commissioning of health services (the process of securing services) and how this can be achieved. It covers the key opportunities for applying a population approach to the nuts and bolts of commissioning, as well as to the more strategic challenges in commissioning practice. It includes fundamental concepts needed in a commissioner’s repertoire of skills and competencies, and also more applied scenarios to navigate in practice. The emphasis is on a solid foundation for practice for those who work in commissioning, those whose work supports commissioning functions, public health professionals working in the quality and commissioning arena, and students studying in this area. It is particularly relevant to current developments in whole-system thinking and a population approach. Core concepts or ‘navigation tools’ are included to help with common challenges in commissioning such as the scoping of a health issue from a population perspective, making sense of different types of evidence, purposeful use of health intelligence, effective preventive opportunities, prioritization, quality issues for commissioners, and other applied topics that have to be navigated in practice. Whilst each topic is a salient component in itself, in combination the collection forms a comprehensive armoury for commissioning for health gain and decision-making for populations. These vantage points are useful whatever the structural system of the day because issues about finite health resources, securing quality health services, and reducing amenable health inequalities will always be pertinent.
